In Islamic studies, Toshihiko Izutsu is well known as a scholar of the Qur’an and Sufism, thanks to his published works in English. As to his image in Japan, however, he is known as a thinker of Oriental philosophy. After his return from Iran to Japan, he published several publications on Oriental philosophy in Japanese. As such, his final achievement, which was his Oriental philosophy, was veiled from readers who do not know Japanese, while his detailed study on Islamic studies is not known by Japanese readers. In structuring his Oriental philosophy, he refers mainly to Ibn ‘Arabī’s philosophy known as waḥdat al-wujūd. Before publishing his work in English, he had already considered Ibn ‘Arabī and mysticism in his Japanese work in which he emphasizes the essential role of experience in understanding mysticism. Based on the theoretical development from mysticism to mystical philosophy, Izutsu delineates the theoretical development from Sufism to Islamic philosophy. In studying Ibn ‘Arabī’s philosophy, waḥdat al-wujūd or ‘Unity of Existence’, Izutsu uses Islamic philosophy as the framework for his Oriental philosophy.

Abstract: A hermeneutic analysis of the Oriental Philosophers’ writings is invariably a matter of great challenge and difficulty. It is always full of allegory and literary divagations which intersperse a smooth flow of argumentation. This paper is written by Marklen Konurbaev, Professor of Literature at Moscow State University and his son Salavat, a student of Arabic Philosophy. The paper consists of six parts and attempts to reveal the hidden message of a famous extract from the renowned book Ihya Ulum Al Din by a Persian philosopher Ghazālī, Abu Ḥamid Muḥammad Ibn Muḥammad Al-Tūsī, devoted to the analysis of the notion of “fairness” in the doings of a ruler. The hermeneutic analysis was performed based on the methodology propounded by Roland Gérard Barthes — a French literary theorist, philosopher, linguist and critic. This is the first ever attempt to put together the methodological efforts of a Western scholar and profoundly oriental piece of philosophy. Results of the hermeneutic study are stunning and elucidating. The paper could be recommended to the students of literature and philosophy at the universities and colleges.

Esta disertacion es un producto del hechizo y del desconsuelo de leer a Borges. Las obras de Borges, al nivel estetico, construyen laberintos ludicos, entrampadores y matadores con todos sus posibles objetos; al nivel metafisico, sus obras giran, sin excepcion, alrededor del patron de oposiciones y del infinito. De ahi la imposibilidad de su laberinto y su cosmovision ludico-pesimista. En el mundo borgeano, no existe la Verdad, ni el sentido de existencia, ni la iniciativa humana; la muerte es la unica salida/solucion de ese laberinto, de las oposiciones/bifurcaciones/inversiones y del irresoluble infinito. Dada la creencia de ld autora de que la muerte/el infinito no puede ser la unica solucion para el laberinto borgeano, la disertacion explora nuevas y constructivas posibilidades para ese laberinto. El primer capitulo examina como se manifiesta el laberinto estilistico en las obras de Borges y como se asocia con el laberinto metafisico; el segundo capitulo se dedica a la cosmovision de Borges para elaborar la caracteristica laberintica en su pensamiento: su discurso cerrado, su fatalismo jugueton y su pasiva Weltanschauung; el tercer capitulo coloca a Borges en el contexto occidental para presentar la problematica tanto del logocentrismo como del desconstruccionismo--la problematica borgeana; mientras que el cuarto capitulo le ubica al argentino en el contexto oriental (los preceptos extraidos del Taoismo y del Budismo) explorando salidas positivas de su laberinto a traves de la comparacion del maniqueismo con el dualismo, la cosmovision resignada con la antropocentrica y el intelectualismo borgeano con el trascendentalismo espiritual. El fruto de este estudio debe ser una sintesis de los conocimientos directos de la autora sobre las culturas, literaturas y filosofias del mundo occidental y del mundo oriental; debe ser un estudio de las fundaciones metafisicas de la literatura de Borges; debe ser un "rompehechizos" de lo borgeano; y sobre todo, debe ser un desafio para el laberinto de Borges, un desafio existencial y espiritual.

Originaire de Tūlā (Liban) le religieux maronite Buṭrus al-Tūlāwī (1657-1746) fut élève du Collège maronite de Rome où il suivit la totalité du cursus scolastique enseigné par les pères jésuites. Après son retour en Orient, il partit pour Alep pour servir son Église et y composa une importante œuvre philosophique et théologique. Il est certes bien connu des historiens pour son rôle dans l’histoire de l’Église maronite et pour la place que ses écrits occupèrent dans les sphères religieuse et intellectuelle au Proche-Orient. Toutefois, son œuvre philosophique n’a été que peu étudiée et n’a jamais fait l’objet d’une édition critique. Dans cette thèse, nous proposons une édition critique accompagnée d’une traduction française commentée des deux premiers examens (baḥṯ-s) du Livre de la Logique (al-Manṭiq), enseigné dès 1693. Cette partie est précédée par un inventaire détaillé des 153 témoins des textes philosophiques d’al-Tūlāwī, Logique y compris, inventaire dont les résultats servent de point de départ pour une réflexion sur la circulation de ce corpus. Nous consacrons le chapitre suivant à une analyse stemmatique des 24 témoins de la Logique, qui, sur les 29 répertoriés, nous sont accessibles pour mettre en évidence l’existence de trois versions distinctes dans lesquelles ce texte a circulé et qui jouent un rôle capital dans les principes de notre édition, qui est synoptique, et dans l’eliminatio codicum. Les références doctrinales employées par al-Tūlāwī dans ses traités sont variées et nombreuses. Born in Tūlā (Lebanon), the Maronite clergyman Buṭrus al-Tūlāwī (1657-1746) was a pupil at the Maronite College of Rome, where he followed the whole scholastic curriculum taught by Jesuit fathers. After his return to the East, he left for Aleppo to serve his Church and there he composed an important series of philosophical and theological works. To be sure, he is well known among historians for his role in the history of the Maronite Church and for the place his writings occupied in the religious and intellectual spheres in the Near-East. Nevertheless, his philosophical works have not been the object of much research so far and were never critically edited. In this dissertation, we offer a critical edition accompanied by a commented French translation of the two first examinations (baḥṯ-s) of the Book of Logic (al-Manṭiq), taught in 1693 onward. That part is preceded by a detailed inventory of the 153 witnesses of al-Tūlāwī’s philosophical texts, Logic included, the results of which constitute the starting point for a reflection on the circulation of this corpus. In the following chapter, we proceed to the stemmatic analysis of the 24 witnesses of the Logic to which we could have access out of the 29 listed, in order to underline the existence of three distinct versions in which this text circulated, and which are of paramount importance for the principles of our edition, which is synoptic, and for the eliminatio codicum. The doctrinal references used by al-Tūlāwī in his treatises are varied and numerous. We present and reference, in the following chapter, all the quotations which are, in the Logic, taken from two major figures of philosophy: John Damascene and Avicenna

My thesis closely analyzes the shi poetry of the Song dynasty philosopher Zhu Xi (1130-1200). I look at its deep structure, especially the tensions embedded therein between literature and philosophy, and between his inner mind and the external world, manifested in ways different from what he taught in his philosophical works. Although his poetry itself is not considered to be aesthetically outstanding, I suggest that it is crucial to a better understanding of the evolution of Zhu’s philosophical project on the relationship between humans and the natural world. Zhu Xi wanted to establish and defend a coherent and practical self-cultivation theory, which would enable people to recognize the dao through daily experiences. Nevertheless, in his poetry production, he was facing a long-entrenched influential poetic tradition with its emphasis on the outer world described by embellished words and spontaneous overflow of emotions, while leaving an open end for the meanings or less discriminatively appealing to the Daoist or Buddhist idea of transcendence, the logic of which fundamentally contradicts that of daoxue construction. This made it impossible to achieve the dao in a this-worldly fashion. The contradiction had to be reconciled by Zhu Xi in his poems, an issue that he actually wrestled with throughout his life. Consequently, the style of Zhu Xi’s poetry was differentiated from both that of other Neo-Confucians and indeed that of any other poets in Chinese history. In his poetic texts, the tension between the outer world, inner emotions and philosophical inclination is more intensified, and the exploration of the relationship between man and nature more focused and conscious. In this thesis, I present an aesthetic world of Zhu Xi beyond all his ambiguous philosophical discussions, unfavorable comments on poetry, and his profoundly contradictory attitudes towards versifying.

There have been recent explosions of interest in two fields: Madhyamaka-Pyrrhonism parallels and Pyrrhonism itself, which seems to have been misunderstood and therefore neglected by the West for the same reasons and in the same ways that Madhyamaka traditionally has often been by the West and the East. Among these recent studies are several demonstrating that grounding in Madhyamaka, for example, reveals and illuminates the import and insights of Pyrrhonean arguments. Furthermore it has been suggested that of all European schools of philosophy Pyrrhonism is the one closest to Buddhism, and especially to Madhyamaka. Indeed Pyrrho is recorded to have studied with philosophers in Taxila, one of the first places where Madhyamaka later flourished, and the place where the founder of Madhyamaka, Nāgārjuna, may have received hitherto concealed texts which became the foundation for his school. In this dissertation I explore just how similar these two philosophical projects were. I systematically treat all the arguments in the Pyrrhonist redactor Sextus Empiricus’ Outlines of Pyrrhonism and Against Dogmatists and compare them to the most similar arguments available in the Madhyamaka treatises and related texts. On this basis, I ask whether the Pyrrhonists and the Buddhists would satisfy each other’s self-identifying criteria, or what characteristics would disqualify either or both in the other’s eyes. I also ask what questions arise from the linguistic and historical evidence for interactions between the Pyrrhonist school and the Madhyamaka school, and how sure we can be of the answers. Did Pyrrho learn Buddhism in Taxila? Was Nāgārjuna a Pyrrhonist? Finally I bring the insights of the living commentarial tradition of Madhyamaka to bear on current scholarly controversies in the field of Sextan Pyrrhonism, and apply the subtleties of interpretation of the latter which have developed in recent scholarship to Madhyamaka and its various difficulties of interpretation, to scrutinize each school under the illumination of the other. With this hopefully illuminated view, I address for example whether Sextus was consistent, whether living Pyrrhonism implies apraxia, whether Pyrrhonism is philosophy at all, and whether Madhyamaka is actually nihilism.

The assertion that the Mahābhārata (MBh) narrative is innately incapable of achieving a conclusion has attained the status of a disciplinary truism in the epic’s study. My thesis challenges this prevalent assumption by proposing an un-investigated path of inquiry into the philological, historical, literary and semantic aspects of the epic. The thesis discusses the ending of the MBh, the Svargārohaṇa parvan (SĀ) by exploring several trajectories: the study of the SĀ in epic scholarship; its reception in the later tradition in Sanskrit literature; and finally, the problematic aspects of the SĀ and its relation to the rest of the narrative. It first points out that in comparison to other MBh episodes, the SĀ has been received with significant disregard or suppression in the literature commenting on the epic. Second, it characterizes the nature of the suppression of the SĀ in each of the three literary strands commenting on the MBh (epic scholarship, Sanskrit adaptations and theoretical discourses). It argues that all of these considerations, which are external to the MBh, have tended, in various modes, to suppress, ignore or overlook the importance of the SĀ. The thesis then proceeds to argue that on the most significant and internal level of the text itself, the SĀ is intrinsically consistent with the rest of the MBh narrative, and that this makes it thematically integral to the text as a whole. This argument derives from the importance with which this study addresses the moment of the condemnation of dharma in the SĀ, and is furthered by a philological and semantic study, as well as textual analyses of the multiple occurrences of the Sanskrit verb garh throughout the MBh. The use of this verb by the epic protagonist, Yudhiṣṭhira, in condemning his father, Dharma, at the last scenes of the SĀ comprises a key moment that bears significant and myriad implications upon the understanding of this pivotal concept (dharma), to which the entire epic is devoted.

This study explores how the corporal punishment experienced by learners in Nepalese schools can impact upon multiple aspects of their lives. I examine how these short and long-term effects can extend into adulthood using an auto/biographical methodology; from a perspective influenced by my own encounters as a corporal punishment survivor from Nepal. Corporal punishment continues to be used in Nepalese schools, with the support of many teachers, parents and school management committees, despite several government policy initiatives and court rulings against it. In contrast to worldwide developments (notably in Scandinavia and America), research into corporal punishment in Nepal tends to be rare, quantitative and focused upon the prevalence and short-term effects as described by group participants and newspaper articles. This study addresses the urgent need to increase public awareness, using personal accounts describing the long-term outcomes of corporal punishment, with a depth of detail facilitated by an auto/biographical research methodology. Participants in the study expressed feelings of relief and increased self-understanding, although for myself at least, these were accompanied by feelings of grief and confusion. The lives of five corporal punishment survivors are explored through a series of interviews carried out in the Devchuli municipality of Nawalparasi, Nepal, between November 2015 and January 2016. The first is my own story, the second is a pilot interview and the other three are discussed under the themes of immediate compliance, severing dichotomies, disempowered bodies and the spiritual threat of spatio-temporal appropriation. The participants, whose identities are protected, look back, as adults, upon their experiences of corporal punishment at school and consider possible links between these and their current social, political, economic and spiritual challenges. Simultaneously, the study questions whether ‘effects’ can ever be conceptually or temporally contained within ‘multi-faceted’ and ‘becoming’ identities, using examples from the participants’ self-appraisals. I examine literature from the global debate on the effects of corporal punishment upon children, including the contrasting methodologies of Murray Straus, Alice Miller and Elizabeth Gershoff. The impact of corporal punishment upon notions of personhood is explored using Theodor Adorno’s interpretation of reification and comparable notions of objectification challenged by Andrea Dworkin, Martha Nussbaum and Paolo Freire. Corporal punishment is discussed in relation to power, conflict and the Holocaust, using Adorno and Bauman’s descriptions of authoritarian behaviours and immediate compliance, and Nietzsche and Foucault’s notions of punishment as a spectacle. Conditions for the possibility of corporal punishment are located to traditions deifying teachers, judgement-based belief systems and neo-liberal ideologies of competition and performativity. These are contrasted with alternative, non-punitive pedagogical and theological resources. Participants explore the ways in which healing and holistic self-development can be blocked by everyday vocabularies of violence and conditionality, triggering destructive individual and collective over-determined reactions. My study ‘concludes’ with reflections upon how corporal punishment has affected my participants’ lives: with their social roles hampered by defensive masks and evasive dances; their political lives blocked by fears of punishment; their economic lives stilted by caution and low self-esteem and their spiritual lives distorted by disenchantment and disappointment. Methodology and theory converge as my study rejects inherently disciplinarian, Enlightenment-led demands fo**r rational or scientific ‘proof’ of psychological effects, by presenting auto/biography itself, especially ‘child-standpoint’ narratives, as valid revolutionary praxis, effervescent with resistance to punitive ideologies and practices and dedicated to the liberation of our present from a painful past.

Over the past thirty years, academic dialogues on the relationships between the sciences and religions have flourished, albeit primarily within Judeo-Christian historical, theological and philosophical contexts. Can a Hindu tradition be brought into this dialogue? The Bhagavata Purana is one of the most well-known sacred texts of India, and biology, Darwinism in particular, has become one of the most spirited areas of the science and religion dialogue in academia, as well as in the popular media. This thesis examines the possibility, scope and foundational topics involved in a dialogue between Vaisnava-Hindu theology as found in the Bhāgavata, and the theoretical, philosophical and theological issues surrounding contemporary biology. To examine the possibility and scope of a Bhāgavata-science dialogue, I focus on the theological, ontological, epistemological and teleological presuppositions that each tradition bring to the study of nature, outlining the similarities and differences in their approaches. I establish the grounds for further discussion through a comparative analysis of terms such as "consciousness," "knowledge" and "goal of knowledge" as they appear in the Bhagavata and noteworthy Darwinian texts. My argument is that although prima facie the two traditions appear different in their philosophical, scientific and theological approaches, there are a number of areas of common interest and parallels, especially in their epistemologies and teleologies. In the case of genuine differences, such as their views on the ontology of consciousness, I demonstrate the possibility of reconciliation. Clarifying the conceptual differences, establishing parallels and demonstrating areas of common interests opens the possibility and widens the scope for further dialogue.

Поэт, был подлинным эрудитом, знатоком не только коранических текстов, истории, античной и мусульманской философии, но и астрономии. Данная статья – попытка проследить ориентальную символику образов Гянджеви в одной из творческих интерпретаций поэмы «Семь красавиц», через призму хореографического и сценографического искусства. Метод исследования – семиотический анализ, объект исследования – балет «Семь красавиц», объединивший достижения современной европейской хореографии и средневековую восточную поэзию с присущей ей образностью, поставленный на музыку азербайджанского композитора Кары Караева. Композитор К. Караев активно использовал самобытные музыкальные традиции Азербайджана (музыкальные гармонии, мелодика ашугов и элементы народных азербайджанских ладов), сочетая их с европейскими мелодиями и ритмами. Анализируя фильм-балет «Семь красавиц» (1982, режиссер Федор Слидовкер) и новую постановку театра оперы и балета им. М.Ф. Ахундова (2011), автор прослеживает трансформацию либретто и предлагает собственное прочтение символики метафоричного произведения классика Низами Гянджеви. Поиски истины, красоты и справедливости всегда были уделом мыслящего человека. Восточные поэты воспевали этот поиск, этот долгий и трудный путь к истине, идеальному миру. The poet was a true polymath, an expert not only in Quranic texts, history, ancient and Muslim philosophy, but also in astronomy. This article is an attempt to trace the Oriental symbolism of Ganjavi's images in one of the creative interpretations of the poem "Seven beauties", through the prism of choreographic and scenographic art. The method of research is semiotic analysis, the object of research is the ballet "Seven beauties", which combines the achievements of modern European choreography and medieval Eastern poetry with its inherent imagery, set to the music of the Azerbaijani composer Gara Garayev. The composer G. Garayev actively used the original musical traditions of Azerbaijan (musical harmonies, melodies of ashugs and elements of Azerbaijani folk modes), combining them with European melodies and rhythms. Analyzing the film-ballet "Seven beauties" (1982, directed by Fyodor Slidovker) and the new production of the Opera and ballet theater named after M. F. Akhundov (2011), the author traces the transformation of the libretto and offers his own interpretation of the symbolism of the metaphorical work of the classic Nizami Ganjavi. The search for truth, beauty, and justice has always been the province of the thinking man. Eastern poets sang of this search, this long and difficult path to the truth, the ideal world. Court intrigues, the luxury of the Palace and the daily life of the common people, nobility, guile and love are intertwined in this metaphorical Eastern parable, which formed the basis of several interpretations of the ballet "Seven beauties". Despite the great degree of conventionality inherent in this genre of stage art, the film-ballet is characterized by a dramatic diversity, an organic interweaving of developing storylines, and a dynamic relationship between social and lyrical-psychological conflicts. The transformation of the libretto of the ballet "Seven beauties" indicates a new, deeper reading, approaching it to the ideological and philosophical metaphorical concept of the original poem by Nizami Ganjavi, the poet's eternal search for truth, love and justice with its characteristic Oriental imagery.

Mindfulness as a term comes from Buddhist traditions, translating as awareness, concentration or remembrance. Western neuroscientists define mindfulness practices as a combination of emotional and attentional training regimes that help cultivate physical and psychological well-being and improve emotional regulation while noting neurobiological changes in the brain. The formal introduction of oriental ways of thinking into western philosophy, psychology and medicine happened decades ago, generating a large spectrum of discussions and scientific works concerning the therapeutic applications of mindfulness practice. Basing our presentation on a thorough study of scientific papers, we propose a synthesis of the theoretical aspects related to mindfulness and a new perspective regarding its applications in clinical psychiatric care. The modern occidental approaches of the practice are adapted into methods used in cognitive therapy based on mindfulness. The benefits of formal practice proven from the neurological perspective are the result of a less reactive autonomic nervous system. Regulation of attention, body awareness, regulation of emotions, increased capacity of adaptation is just a few of the mechanisms involved. Therefore, it is integrated into western psychotherapy as an adjunctive or alternative method of treatment for several psychiatric disorders among which are depression, anxiety, substance use, smoking cessation, insomnia. In conclusion, mindfulness has shown to have great promise in clinical application, and the hope is to be used in the future with the purpose of improving mental and physical wellbeing and quality of life.

"Throughout the second half of the seventeen and the eighteenth centuries, tea remained an expensive exotic drink for Britain that “preserved” its overseas nature. It was only in the Victorian era (1837-1903) that tea became the English national drink. The process attracts the attention of academics from various humanities. Despite an impressive amount of research in the UK, in Russia for a long time (in the Soviet years) the English tradition of tea drinking was considered a philistine curiosity unworthy of academic analysis. Accordingly, the English tea party in Russia has become a leader in the number of stereotypes. The issue became important for academics only at the turn of the twentieth and twenty-first centuries. Currently, we can observe significant growth of interest in this area in Russia and an expansion of research into tea drinking with regard to the history of society, philosophy and culture. Despite this fact, there are still serious lacunas in the research of English tea parties in the Victorian era. One of them is related to the analysis of visualization of this practice in Victorian painting. It is a proven fact that tea parties are one of the most popular topics in English arts of the nineteenth and the twentieth centuries. No other art school in the world referred to the topic so frequently: painting formed the visual image of the English tea party, consolidated, propagandized and spread ideas of the national tea tradition. However, this aspect has been reflected neither in British nor Russian studies. Being descriptive and analytical, the present research refers to the principles of historicism, academic reliability and objectivity, helping to determine the principal trends and social and cultural features and models in Britain during the period. The present research is based on the analysis of more than one hundred genre paintings by British artists of the period. The paintings reflect the process of creating a special “truly English” material and visual context of tea drinking, which displaced all “oriental allusions” from this ceremony, to create a specific entourage and etiquette of tea consumption, and set nationally determined patterns of behavior at the tea table. The analysis shows the presence of English traditions of tea drinking visualization. The canvases of British artists, unlike the Russian ones, never reflect social problems: tea parties take place against the background of either well-furnished interiors or beautiful landscapes, being a visual embodiment of Great Britain as a “paradise of the prosperous bourgeoisie”, manifesting the bourgeois virtues. Special attention is paid to the role of the women in this ritual, the theme of the relationship between mothers and children. A unique English painting theme, which has not been manifested in any other art school in the world, is a children’s tea party. Victorian paintings reflect the processes of democratization of society: representatives of the lower classes appear on canvases. Paintings do not only reflect the norms and ideals that existed in the society, but also provide the set patterns for it."

Considering the importance of the transportation network and bridge structures, the associated seismic design philosophy is shifting from the basic collapse prevention objective to maintaining functionality on the community scale in the aftermath of moderate to strong earthquakes (i.e., resiliency). In addition to performance, the associated construction philosophy is also being modernized, with the utilization of accelerated bridge construction (ABC) techniques to reduce impacts of construction work on traffic, society, economy, and on-site safety during construction. Recent years have seen several developments towards the design of low-damage bridges and ABC. According to the results of conducted tests, these systems have significant potential to achieve the intended community resiliency objectives. Taking advantage of such potential in the standard design and analysis processes requires proper modeling that adequately characterizes the behavior and response of these bridge systems. To evaluate the current practices and abilities of the structural engineering community to model this type of resiliency-oriented bridges, the Pacific Earthquake Engineering Research Center (PEER) organized a blind prediction contest of a two-column bridge bent consisting of columns with enhanced response characteristics achieved by a well-balanced contribution of self-centering, rocking, and energy dissipation. The parameters of this blind prediction competition are described in this report, and the predictions submitted by different teams are analyzed. In general, forces are predicted better than displacements. The post-tension bar forces and residual displacements are predicted with the best and least accuracy, respectively. Some of the predicted quantities are observed to have coefficient of variation (COV) values larger than 50%; however, in general, the scatter in the predictions amongst different teams is not significantly large. Applied ground motions (GM) in shaking table tests consisted of a series of naturally recorded earthquake acceleration signals, where GM1 is found to be the largest contributor to the displacement error for most of the teams, and GM7 is the largest contributor to the force (hence, the acceleration) error. The large contribution of GM1 to the displacement error is due to the elastic response in GM1 and the errors stemming from the incorrect estimation of the period and damping ratio. The contribution of GM7 to the force error is due to the errors in the estimation of the base-shear capacity. Several teams were able to predict forces and accelerations with only moderate bias. Displacements, however, were systematically underestimated by almost every team. This suggests that there is a general problem either in the assumptions made or the models used to simulate the response of this type of bridge bent with enhanced response characteristics. Predictions of the best-performing teams were consistently and substantially better than average in all response quantities. The engineering community would benefit from learning details of the approach of the best teams and the factors that caused the models of other teams to fail to produce similarly good results. Blind prediction contests provide: (1) very useful information regarding areas where current numerical models might be improved; and (2) quantitative data regarding the uncertainty of analytical models for use in performance-based earthquake engineering evaluations. Such blind prediction contests should be encouraged for other experimental research activities and are planned to be conducted annually by PEER.
