Purpose To determine the prevalence and causes of blindness and visual impairment among adults in Kogi, Nigeria. Methods A Rapid assessment of avoidable blindness (RAAB) protocol was used with additional tools measuring disability and household wealth to measure the prevalence of blindness and visual impairment (VI) and associations with sex, disability, wealth, cataract surgical coverage and its effectiveness. Results Age- and sex-adjusted all-cause prevalence of bilateral blindness was 3.6% (95%CI 3.0–4.2%), prevalence of blindness among people living with additional, non-visual disabilities was 38.3% (95% CI 29.0–48.6%) compared to 1.6% (95%CI 1.2–2.1%; χ2 = 771.9, p<0.001) among people without additional disabilities. Cataract was the principal cause of bilateral blindness (55.3%). Cataract surgical coverage (CSC) at visual acuity (VA) 3/60 was 48.0%, higher among men than women (53.7% vs 40.3%); 12.0% among people with non-visual disabilities; 66.9% among people without non-visual disabilities, being higher among people in the wealthiest two quintiles (41.1%) compared to the lowest three (24.3%). Effective Cataract Surgical Coverage at Visual Acuity 6/60 was 31.0%, higher among males (34.9%) than females (25.5%), low among people with additional, non-visual disabilities (1.9%) compared to people with no additional disabilities (46.2%). Effective CDC was higher among people in the wealthiest two quintiles (411%) compared to the poorest three (24.3%). Good surgical outcome (VA>6/18) was seen in 61 eyes (52.6%) increasing to 71 (61.2%) eyes with best correction. Cost was identified as the main barrier to surgery. Conclusion Findings suggest there exists inequalities in eye care with women, poorer people and people with disabilities having a lower Cataract Surgical Coverage, thereby, underscoring the importance of eye care programs to address these inequalities.

Accommodating individuals with disabilities in the workplace is a rapidly growing concern. Furthermore, those who are functionally impaired are in a dire need of assistance. In a classroom, the main function of a student is to learn. Learning is facilitated by an instructor's lectures, writings on the board, use of audiovisuals, etc. Generally, it is presumed that students do not have any common functional impairments (visual, auditory, etc.) and, therefore, no special effort is made to accommodate those who may have such impairments. Obviously, the learning of a legally-blind student or one who has impaired hearing, for example, will be compromised if no assistance is provided. Then there are issues such as providing reading materials for the blind (college catalogues, lecture notes, etc., in braille?). What should be done? The purpose of this panel discussion is to, in general, address and discuss the issues involved in educating people with disabilities, particularly those that are not very obvious or visible (ex., wheelchair confinement). How should university campuses resolve this problem in this age of dwindling resources? Sensitive issues, such as “Needs of the many versus the needs of the few?” and “What responsibility do we have to the few that really need such assistance?”, also need to be resolved.

As technology is advancing, accessibility is also taken care of seriously. Many users with visual disabilities take advantage of, for example, Microsoft's Seeing AI application (app) that is equipped with artificial intelligence. The app helps people with visual disabilities to recognize objects, people, texts, and many more via a smartphone's built-in camera. As users may use the app in recognizing personally identifiable information, user privacy should carefully be treated and considered as a top priority. Yet, little is known about the user privacy issues among users with visual disabilities, such that this study aims to address the knowledge gap by conducting a questionnaire with the Seeing AI users with visual disabilities. This study found that those with visual disabilities had a lack of knowledge about user privacy policies. It is recommended to offer an adequate educational training; thus, those with visual disabilities can be well informed of user privacy policies, ultimately leading to promoting safe online behavior to protect themselves from digital privacy and security problems.

Abstract Distance is one of the important things in building a social dimension. It is also influenced by the perception of the five human senses. Lack of function of one of the senses can affect human interaction with other humans and with the surrounding environment in the social area. Entering the social area for people with visual disabilities is not an easy thing. In general, people without visual disabilities can determine the extent of their boundaries with other people, they can determine that because of their ability to see, therefore their social area is even wider. In contrast to people with visual disabilities who must touch and hear the surroundings first. People with visual disabilities cannot know the boundaries with social areas because to be able to recognize them they have to get closer first, sometimes even to pass the normal distance of human boundaries in public areas. The existence of a shared dining room can be used as one of the media in training people with visual disabilities to be more prepared to face social areas, a little development is needed both in design and systems that can solve these problems. Therefore, this paper is made with the hope of opening a little insight into what is needed for further development.

A Technical Services Unit of Indonesian Ministry of Social Affairs located in Cimahi, West Java, named Sentra Abiyoso, has developed an innovative facilities for people with visual impairments, which is called “Bioskop Berbisik”, meaning whispering cinema. At Bioskop Berbisik, the visually impaired audiences will get help from a visual narrators who tell the storyline of the film. The presence of Bioskop Berbisik Sentra Abiyoso Cimahi is a manifestation of the fifth principle of Pancasila, Social Justice for All Indonesian People, as well as a manifestation of SDGs (Sustainable Development Goals, UN General Assembly Agreement in 2015). As a model of social services for people with visual impairments, the presence of Bioskop Berbisik is interesting and important to observe and study, to see how the beneficiaries feel the sensations, and how the expected management strategy could continue consistently. To get the answer, the writers conducted research using the social experimental method with students of SLBN-A Citeurep Cimahi as respondents. The conclusion of the study provides an answer that Bioskop Berbisik of Sentra Abiyoso Cimahi provides great benefits for people with visual impairments. On the other hand, the management of Sentra Abiyoso as a social service facility under the Ministry of Social Affairs of the Republic of Indonesia needs support from various parties to maintain its sustainability and expand its benefits.

A brain–computer interface is an alternative for communication between people and computers, through the acquisition and analysis of brain signals. Research related to this field has focused on serving people with different types of motor, visual or auditory disabilities. On the other hand, affective computing studies and extracts information about the emotional state of a person in certain situations, an important aspect for the interaction between people and the computer. In particular, this manuscript considers people with visual disabilities and their need for personalized systems that prioritize their disability and the degree that affects them. In this article, a review of the state of the techniques is presented, where the importance of the study of the emotions of people with visual disabilities, and the possibility of representing those emotions through a brain–computer interface and affective computing, are discussed. Finally, the authors propose a framework to study and evaluate the possibility of representing and interpreting the emotions of people with visual disabilities for improving their experience with the use of technology and their integration into today’s society.

The daily challenges faced by people with disabilities, particularly people with visual impairments, are significant in urban areas. research shows that vision is the most important aspect for all human beings, affecting their quality of life and access to education, employment, and health services among others. Although there are many visually impaired people in indonesia, the infrastructure in urban areas is still inadequate to meet the navigation needs of people with disabilities. Blindness and visual impairment are still a low priority in the healthcare system. Overcoming such problems requires an in-depth understanding of the needs of visually impaired people. one solution to addressing urban infrastructure issues for visually impaired people is through architectural design that considers physical accessibility, social support, and appropriate technology to help them move and navigate more independently. in addition, educating the public about visual disabilities, both positive and negative, is key to building a more inclusive society. This is so that even if appropriate infrastructure is created but the community lacks knowledge, it will not last long. By creating architectural designs that support the mobility of visually impaired people and educating the public, we can pave the way for a society that is more welcoming to diversity and the rights of visually impaired people.

The whole world is structured by people who do not challenge visual impairments, and these structures often are not accessible for persons with vision loss. Such conditions thwart active participation in social, economic and political life, and people with visual disabilities are often excluded. It also applies to recreational sports. Blind and partially sighted people often do not have a chance to do sports. Recreational sports are considered to be an effective and necessary tool of rehabilitation. A research that was conducted in the Center of Adaptive Technologies of the Regional Organization for Persons with Disabilities “Nadieżda” showed that people with visual disabilities who do recreational sports can become more active socially and recreational sports can have a positive infl uence on their health.

Indian democracy encourages its citizens to have a scientific temper towards their own life and countrys welfare. Historically, for inculcating scientific temper, national education policies and educational reports recommended the education of science till school stage. However, there are some groups of people who are discouraged to study science even in middle school. One such group is persons with visual disabilities. This paper aims to investigate how learners with disabilities conceptualize science concepts? Why are learners with visual disabilities excluded from pursuing science education? What is the perception of people about the learners with visual disabilities as well as the subject of science? What challenges learners with disabilities and their teachers come across in science classrooms? What kind of strategies can be used to facilitate inclusive science classrooms? For this purpose, systematic review of 31 articles were done. From these articles four themes emerged viz. perception about learners with visual disabilities, challenges faced by learners with visual disabilities, challenges faced by teachers of learners with visual disabilities in science classroom, strategies to facilitate inclusive practices in science classroom. As a result of review findings this paper concluded that learners with visual disabilities have very low representation in science classrooms as perception about visual disabilities is negative and science has the dominance of ocular normativism. This makes the teaching-learning process challenging for students and teachers. Researchers have identified the both issues and strategies however learners with disabilities, teachers, administrators, and policy makers are not aware how to get from issues to their solutions.

Introduction: We examined four sources of data to evaluate the employment status of people with visual impairments, including their current status and a comparison with previous years. Methods: Data from the American Community Survey (ACS) and three other nationally representative surveys were utilized to determine employment and unemployment rates for people with visual impairments and to determine whether employment rates have changed over time. Data from ACS were used to compare this population’s employment and unemployment rates to people without disabilities and to people with other types of disabilities. Results: Unemployment rates for people with visual impairments ranged from a low of 4% (in 1994–1995) to a high of 19.8% (in 2011). Employment rates ranged from a low of 36.3% (in 2011) to a high of 44.2% (in 2017), based on ACS estimates. Estimates from all other data sources fall within this range. Based on ACS estimates, employment rates for people with visual impairments have not significantly increased over time. Large gaps in the employment and unemployment rates of people with visual impairments and those without disabilities exist, but these gap have significantly decreased over time. The smaller gaps in these rates for people with visual impairments and those with other disabilities have significantly increased over time. Discussion: These results indicate consistent employment rates for people with visual impairments across time and across different measurement methods and questions. The lowest employment rate, and highest unemployment rate, were recorded following the great recession, and these rates have been improving since 2012. Information for practitioners: Approximately 44% of the U.S. population with a visual impairment is employed, while 10% of people with a visual impairment (who are in the labor force) are unemployed. The remaining 50.9% of the U.S. population with visual impairments are not in the labor force.

Purpose The purpose of this paper is to educate professionals, families and supporters about the importance of ensuring regular eye examinations for the people with learning disabilities. Design/methodology/approach This is a general review of the type and prevalence of visual problems of which people with learning disabilities are most at risk. Findings Eye problems in people with learning disabilities are common but are often over-looked. Practical implications Uncorrected refractive errors mean that people are unnecessarily denied experiences and learning opportunities. Spectacles are a simple solution, and most people can be supported to wear them. Cataracts and keratoconus are conditions that can lead to visual impairment, but which are now treatable and learning disabilities should not be a contra-indication to treatment. Untreatable eye conditions mean lifelong visual impairment, but if this is not recognised, care may be inappropriate or the learning disability assumed to be greater than it is. Originality/value The review describes how families and supporters can organise successful eye examinations, to ensure that no-one with learning disabilities has an eye condition that is not managed appropriately.

During the planning process for preparedness and response of disasters, people with visual and auditory disabilities are frequently and mistakenly left out. In October of 2003, a television report in San Diego, CA, failed to provide visual warnings to inform Deaf residents during coverage of local fires.1 Confusion during Hurricane Katrina resulted in numerous service animals being separated from their owners.2 Emergency workers were unprepared to assist Deaf people on the 35W bridge collapse of 2007 in Minneapolis, MN. People with visual and auditory disabilities should be aware of their own needs in the event of an emergency, and their community should be aware too. Emergency managers and first responders should take certain precautions in assisting people with disabilities. The preparedness and response stages of visually impaired, auditorily impaired, and service animals are important topics for any community.

The software systems that millions of users use everyday around the world are mainly targeted at the main and the largest average group of people - people without disabilities. However, software systems are often inaccessible and unusable for another group of people - people with congenital or acquired disabilities. For a system to be accessible to people with special needs, it must be designed to take account of and be geared to their specific needs, opportunities for using the software systems and the hardware that provides them. This paper presents a model for creating a software system (for a physiological data analysis) that takes into account the needs of people with disabilities and in particular people with visual deficits. This model will ensure the assibilites of the software system and its easy use by both this target group and people without disabilities.

Virtual reality (VR) has proven an effective means of job training for people with intellectual disabilities who may experience difficulties in learning. However, it is unlikely for them to successfully complete a certain task using only VR-based job training contents without receiving supplemental help from others. Accordingly, to increase the effectiveness of virtual job training for people with intellectual disabilities in training situations in which they may experience difficulty and become unable to proceed further, the contents of the training program need to automatically identify such moments and provide support so that they may correctly perform the task. To identity the moment of intervention, we conducted an experiment (n = 21) to collect eye tracking data of people with intellectual disabilities while performing VR-based barista training. We measured eye scanning patterns to identify any difference between people with intellectual disabilities who complete a given step independently and those who request intervention. We found that the information about the types of fixated objects did not help to identify any difference, but the information about eye transition, eye movements between two different areas of interest, was useful in identifying the difference. Our findings provide implications for identifying the moment of intervention for people with intellectual disabilities.

There is a tendency to exclude people with intellectual disabilities from participating in research about their own lives. While the use of participatory research approaches is increasing, the methods used for engaging people with intellectual disabilities in research are generally limited to interviews and focus groups. Yet a focus on the spoken or written word can present a challenge for those who may prefer to use alternative forms of communication. The purpose of this article is to share the methodological insights gained from a visual ethnographic study that sought to explore the experiences of people with intellectual disabilities engaged in nature based (or “green care”) therapeutic interventions for health and well-being. If used within carefully negotiated relationships, we suggest that video can be an empowering visual medium for doing research that can help to elicit the experiences of people with intellectual disabilities firsthand, without having to rely on the views and perspectives of other people.

There has been growing recognition of the impact of COVID-19 and the restrictions implemented to contain the virus on mental health. This study provides a preliminary assessment of the longitudinal impact on state anxiety in individuals with disabilities and a subsample of individuals with visual impairment (VI). Two surveys were conducted in April–May 2020 (T1) and March 2021 (T2) to explore state anxiety (State-Trait Anxiety Inventory). Participants who consented to being re-contacted were invited to take part in T2. A total of 160 participants completed T1 and T2. There were no significant group differences in median anxiety at T1; however, at T2 anxiety was significantly higher in those with disabilities and there was a trend towards being higher in participants with VI compared to those with no disabilities. While not statistically significant within any of the three subgroups, state anxiety decreased slightly in those with no disabilities. The absence of a disability affecting mobility, experiencing loneliness, and poorer sleep quality predicted state anxiety at both timepoints. While anxiety appeared to decrease in individuals with no disabilities, it remained comparatively stable, and higher in those with disabilities. Loneliness and poor sleep may need to be addressed to alleviate feelings of anxiety.

The use of ICTs provides autonomy, equity, and social inclusion to people with visual disabilities. The National Organization of the Spanish Blind (ONCE) offers its 70,462 legally-blind people the necessary resources for the usability of ICTs. Still, most individuals with visual disabilities do not have a similar support system. This research aims to expose and make visible the importance and need for ICTs usage in this group. The qualitative approach has allowed the modeling of a contextualized inductive process through two heterogeneous discussion groups: eight individuals with legal blindness and six with moderate visual impairment, as well as three in-depth interviews with experts in typhlotechnology, accessibility, and low vision. The following has been verified: there is a lot of misinformation among people with visual disabilities outside the coverage of ONCE; accessibility is still not a priority for companies and institutions when creating and developing products and services with Design for All; the need for more professionals to advise and train users with blindness and low vision is clear. In Spain, there are almost a million visually-impaired people not affiliated with ONCE, for whom access to technical aids and digital literacy is a priority problem in which the Government should intervene.

For mental health, OR=130.8 (95% CI 117.1 to 146.1); visual impairment OR=65.9 (95% CI 58.7 to 73.9); hearing impairment OR=22.0 (95% CI 19.2 to 25.2); and physical disability OR=157.5 (95% CI 144.6 to 171.7). These ratios are also greater than previously reported for people witheitherintellectual disabilitiesorautism rather than co-occurring intellectual disabilities and autism.ConclusionsWe have quantified the more than double disadvantage for people with co-occurring intellectual disabilities and autism, in terms of additional long-term health conditions. This may well impact on quality of life. It raises challenges for staff working with these people in view of additional complexity in assessments, diagnoses and interventions of additional health conditions, as sensory impairments and mental health conditions in particular, compound with the persons pre-existing communication and cognitive problems in this context. Planning is important, with staff being trained, equipped, resourced and prepared to address the challenge of working for people with these conditions.

BACKGROUND: Although a number of research studies on sensor technology for smart home environments have been conducted, there is still lack of consideration of human factors in implementing sensor technology in the home of older adults with visual disabilities. OBJECTIVE: This paper aims to advance knowledge of how sensor technology (e.g., Microsoft Kinect) should be implemented in the home of those with visual disabilities. METHODS: A convenience sample of 20 older adults with visual disabilities allowed us to observe their home environments and interview about the activities of daily living, which were analyzed via the inductive content analysis. RESULTS: Sensor technology should be integrated in the living environments of those with visual disabilities by considering various contexts, including people, tasks, tools, and environments (i.e., level-1 categories), which were further broken down into 22 level-2 categories and 28 level-3 categories. Each sub-category included adequate guidelines, which were also sorted by sensor location, sensor type, and data analysis. CONCLUSIONS: The guidelines will be helpful for researchers and professionals in implementing sensor technology in the home of older adults with visual disabilities.

Streszczenie:
The purpose of this study was to review Community-Based Rehabilitation (CBR) as a strategy recognized internationally to address barriers of access to equal opportunities and improvement of quality of life (QOL) for people with disabilities. The study also sought to interrogate how CBR be localized in Kenya to meet the sociocultural, health, education and economic needs of young people with visual impairment. When CBR was first developed in the 1980s, it was centered on providing access to community-level health and therapy. The World Health Organization (WHO) saw CBR as a strategy to increase access to rehabilitation services at community level for people with disabilities. However, the CBR approach has evolved into a much broader, multisectoral approach to inclusivity at community level in supporting and increasing development (WHO, 2017). Young people with disabilities in Kenya are generally not accessed equal opportunities and work participation in the community. They are marginalized owing to cultural biases and severity of disabilities which interact with such factors as gender, age and poverty.

Streszczenie:
The coronavirus disease (COVID-19) pandemic has led our society to lead a life different than before. People, including those with disabilities, have come to rely on information from the Internet. However, there is a lack of empirical studies on the impact of the pandemic on the Internet usage of people with disabilities. To address this gap, this study analyzed data from the 2020 Digital Divide Survey, which comprised data on 7000 non-disabled people and 2200 people with disabilities. This was used to compare the changes in usage of Internet services, and awareness and experience of COVID-19-related non-face-to-face services among non-disabled people and people with physical disabilities, brain lesions, visual impairments, hearing impairments, and language impairments. People with and without disabilities reported increased internet usage, but the increase was significantly higher in the non-disabled population than in people with disabilities (p < 0.05), except for people with language impairments. Specific changes to service usage, experience, and usefulness were different according to the type of disability. The non-disabled population showed a significantly greater increase in the use of social participation services than people with physical disabilities (p < 0.05). The results of this study suggest that digital services need to be developed flexibly to address the unique needs of people with different types of disabilities.

Educational, vocational, and social inclusion is one of the fundamental principles that ensure people with disabilities a chance to have as a normal life as possible. In turn, accessibility is one of the most important components of inclusion and could be defined as the right of people with disabilities to benefit of the same products and services as all other community members. According to government data from 2015, in Romania 752 931 were people with disabilities, 60 289 were children and 13.9% had various forms of visual impairment. For these people, any limitation in accessibility means isolation and discrimination. On the other hand, education and new technologies can increase the accessibility of people with visual impairment to quality products and services in society. Therefore, the purpose of this research was the identification of attitude and training level of teachers in the educational process accessibility for students with visual impairment using ICT. The sample consisted of 210 professors who teach in pre-academic learning system in Bihor, Romania and research tool - a questionnaire composed of 76 multiple choice items – it was administered online by the end of 2016. The results of the research show that, even if they want to support inclusion of people with visual impairment using ICT in teaching/learning, most teachers do not have professional skills in that field and do not know how to use educational software or to adapt a scholar curriculum for this category of students.
