Globalization has had a tremendous impact on society. While creating opportunity for corporations to expand into new markets, globalization has also created significant negative repercussions to the environment, human rights, health, and education (Reece, 2001). In the past twenty-five years Cross-Sector Social Partnerships (CSSPs) have emerged as a possible solution to the negative impacts from globalization with mixed results (Nidumolu, Ellison, Whalen, & Billman, 2014) Although there are inherent challenges, the case for corporations and the public sector to continue to work together is compelling. By contributing their technical expertise and financial resources, companies can leverage the public sector’s experience, knowledge networks, know-how and legitimacy to begin addressing large-scale global issues that directly impact society as well as their businesses. This study gathered data from interviewing nine participants. Interview questions were designed to answer the primary research question: Are there consistent best practices in CSSP governance? Findings from the study identified three best practices: formal governance, strategy, and stakeholder management. Additionally a CSSP Governance Framework was defined consisting of three categories: structure and processes, relationships, and governance dynamics. The result of the study is a flexible and adaptable framework for CSSPs that integrate the use of governance as one tool that increases the likelihood of positive partnership outcomes.

The theme of my research has been the relationship between partnerships in change and practitioners who aim to facilitate change in partnerships. The service delivery relationship, while being the principal object of my investigation, has also provided the means of accessing information about the preoccupations of couples and those who try to help them during periods of change. Through implementing and evaluating service initiatives I have illuminated dynamic processes operating within partnerships, and the couples' concerned have provided an illuminating perspective on the services they received. The knowledge generated has been located within an interdisciplinary framework, creating unique and innovative opportunities to link and learn from the experiences of couples, practitioners and other contributors to the field.

Community engagement initiatives have experienced an increase in attention, appreciation, and participation among those in academic, nonprofit, and other community-based organizations over the past two decades. The purpose of this study is to explore the meanings of community-campus partnerships among stakeholders in the community and in academia towards the goal of generating a theory grounded in these data that will concomitantly contribute to the social work profession and the community engagement movement. Using as its foundation the shared interest among the social work profession and the community engagement movement on values and ethics, this study utilizes a traditional grounded theory methodology as a means to systematically examine the question “What does it mean to be involved in a community-campus partnership?” The theory that emerged from the data in this study is about what it takes to sustain partnerships between community and campus organizations. The final five themes found in this theory are: A strong foundation upon which the relationship is built; navigating the process of a partnership project; goodness-of-fit for all involved; resources; and impact. Overall, the theory of partnership sustainability draws the attention of partnership practitioners and stakeholders to the importance of relationships as being the core for any partnership activity. When contemplating how a particular resource, impact, process-related challenge and issue of partner match was addressed within their partnership, the participants continually came back to the idea that partnership sustainability can be traced back to the relationship between partners. Implications for further research involve a deeper study of the nature of relationships within community-campus partnerships; the organizational culture dynamics that are unique to academia; the nature, value, and perceived importance of research done in the community; and the intersectionality of student engagement and community engagement, particularly in an age of assessment and benchmarking.

Abstract China is becoming a powerhouse of the world economy nowadays. Its high economic growth and large domestic market attract many Western companies to invest there. Partnering with local companies is a common way for most Western companies to enter the Chinese market and learn about the new business environment for the first time while implementing their international expansion strategy. However, finding the right impetus for the partnership strategy to achieve the business goals is not easy as, quite commonly and for various reasons, many partnerships are dissolved before they achieve the expected goals. The aim of this study is to identify the key activities of partnership development in the context of Sino-Finnish partnerships. Two types of partnerships appear in this study, i.e. joint ventures and manufacturer-distributor partnerships. A multiple case study methodology is adopted in the empirical study. A framework for partnership development is used to examine the partnership process in China. The key activities are identified in the formation and management stages. In the formation stage of the partnership, three key activities are identified for partnership development: learning and assessing the motives of the partners, partner selection, and choice of type of partnership. In the management stage, four key activities are identified: human resource management, knowledge transfer, risk management, and cultural differences. The framework for partnership analysis is adapted in line with the case study results. The results of the case study are as follows. The motives of partnerships stem from the partners' own needs and their strategies of development. In addition to the motives suiting both partners, the strategies of the Finnish or incoming partners should also suit the contemporary business environment in China. Task and partner-related dimensions feature in the criteria of partner selection. Human resource management is perceived as a fundamental activity in partnership management and happens either by localization or hybridization in the case partnerships. The central issues of human resource management are the recruitment and retention of both management level, and technical, personnel. Complementary knowledge transfer between partners contributes to supporting the operations and joint activities of the partnerships. The risks to partnerships are sourced as twofold by the case partners – from inside the partnerships and the business environment – and are dealt with as they arise. Cultural differences in the partnerships require inter-organizational and interpersonal adaptation. Trust and open communication are two facilitators in the management process of partnerships.

This thesis addresses the potential of private-public partnerships (PPPs) to involve private forest owners in formal forest protection. These partnerships have been widely advocated as means to engage actors from diverse sectors in collaborative new relationships, formed in a step-wise manner, to improve management of resources that combine public and private goods. Nature Conservation Agreements (NCAs) are the first kind of PPPs to be used in Swedish forest protection. NCAs were introduced in 1993 and are agreements based in civil law between a private forest owner and the Swedish Forest Agency or County Administrative Board. Although NCAs were introduced to promote interest in nature conservation among forest owners, the response has been rather weak. Thus, in 2010 the government launched a pilot project called the Komet program, in which private forest owners in selected pilot areas initiated protective measures. Although criticized by environmental non-governmental organizations, the government decided after the pilot project terminated in 2014 to implement the Komet program’s working methods nationwide. In this thesis, PPPs’ potential to contribute to forest protection is analyzed by applying the “Ladder of Partnership Activity” framework, developed to study global PPPs, with appropriate modifications for a national context. The framework incorporates, in a stepwise manner, context, the actors’ motives relating to trust-building, the creation of collaborative advantages in the partnering process and the institutionalization of PPPs. The thesis contributes to an empirical understanding of top-down and bottom-up PPP processes. It is based on studies in which qualitative research methods were applied to examine selected cases presented in four papers, designated Papers I-IV. The main sources of information are qualitative interviews with involved forest actors and policy documents they have produced. Papers I and II focus particularly on trust-building and the partnering process as perceived by involved forest actors, while Papers III and IV address the institutionalization of PPPs and their requirements to change the political order of forest protection in accordance with governmental objectives. The results show that willingness to adopt PPPs is dependent on past experience of collaborative efforts. They also show there is substantial discretion in involved actors’ interpretation of prescribed guidelines, and their motives may vary substantially. However, as long as they share the same ultimate objective, i.e. to protect forests, PPPs may still be successfully established. A major potential problem is that public officials tend to prioritize protection of biodiversity, while forest owners want to protect social values and unproductive (“useless”) forests. Thus, shared motives are essential to establish trust and initiate collaborative efforts. The voluntary element of initiatives supported by the Komet program appears to be essential for deliberation. PPPs need to be implemented nationwide to be institutionalized. However, the Swedish government has not provided sufficient resources and leadership capacity to enable PPPs to play their envisaged role in its forest governance system. If the government wants to adopt bottom-up approaches, it needs to provide sufficient resources so that the partnerships does not compete with other formal instruments and protection arrangements. Furthermore, coordination within and between sectors needs to be improved to clarify the purpose of the policy recommendations.

BARROW, for the Master of Science degree in FORESTRY, presented on October 18, 2012 at Southern Illinois University Carbondale TITLE: ORGANIZATIONAL STRUCTURE AND INSTITUTIONAL SUPPORT FOR USDA FOREST SERVICE PARTNERSHIPS MAJOR PROFESSOR: Dr. Erin Seekamp and Dr. Andrew Carver In an era of constrained appropriations and increasingly complex social and environmental challenges, partnerships have become an essential tool for public land management agencies, such as the USDA Forest Service (USFS), to accomplish critical tasks, meet management goals, and enhance service delivery. Despite the growing practice and reliance on partnerships as an alternative management strategy, few empirical assessments of this management approach have been conducted, and knowledge is limited regarding the structure and function of these relationships. Therefore, the goals of this study were to expand the established partnership knowledge base by systematically examining the institutional characteristics necessary to foster a vibrant partnership culture, uncovering and documenting the various partnership structural types being utilized, and determining whether or not institutional characteristics or external environment characteristics are related to the partnership approach utilized by USFS personnel. To explore these partnership characteristics, and assess whether differences existed between administrative levels and between national forest, an online questionnaire was administered to agency personnel on 13 randomly selected forests during the fall of 2011. Forests were randomly selected from three stratum of internal commitment from all 155 national forests' "Working Together" webpage. Of the 1584 respondent sample, 611 completed the questionnaire (40% response rate). Data collected clearly document a steady increase in the reliance of partnerships as a management strategy in recreation and resource service delivery. While the findings reveal diverse partnership support networks, respondents reported few incentives to cultivate partnerships and limited recognition for their partnership work. Furthermore, this study confirms that agency personnel work with multiple types of volunteer or partnering groups on a fairly regular basis, and make strategic choices when selecting and cultivating partnerships based on the types of work typically performed and their access and proximity to different partnering groups. Moreover, a mixed-method cluster analysis provided further insight into agency-partner interactions by identifying and defining partnership structural types and exposing variation in personnel's capacity to engage partners based on the level of internal support received, the extent of the national forest's partnership dependency, and type of external environment that categorizes the communities adjacent to the national forest (i.e., urban or rural). As the partnership phenomenon continues to be espoused by the USFS as an innovative and alternative management strategy, this thesis provides agency personnels' depiction of the agency's capacity to engage and support partnerships at multiple administrative levels and on different national forests, and helps build the foundation for managing national forests through partnerships.

The dissertation thesis provides a comparison of approaches to the audit - compliance audit, performance audit and financial audit, on example of PPP project. The fact that the border between both parties of PPP project can not be generally defined provides space for the comparison of audit in the public and private sector. The topicality of the theme is given the fiscal problems not only in European countries, where most countries are looking for a way of extending the budget constraint to private sector engagement in the form of PPP projects. Therefore, PPP projects in the world are increasingly popular form of financing. Each includes every new minister of finance includes PPP projects as a possible source of budget. PPP projects, however, represent a huge, long-term investment, that large amounts of money are invested over long time periods. Large fiscal risk would occur in the corrupt environment, with a real threat of government failure, where the supplier has better information through a quasi-monopoly position and large fiscal risks. This risk persists many years and is associated with the provision of large state guarantees in an uncertain economic and societal benefit, taking place to constrain the budget for future generations. PPP project can be agreed only if resources are used efficiently in accordance with societal consensus and the pace of economic growth and public revenue consistently exceeds the real interest rate on public debt. Therefore, PPP projects in the world are increasingly popular form of financing.The fact that this form of financing should be transparent among other things, regularly audited.

Health partnerships have become commonplace in Australia following the introduction of mandatory partnering by Australian state and federal governments since the late 1980s. However, very little is known about how they actually perform as partnerships. This study describes the emergence of an Australian community-based health promoting partnership known as the Logan-Beaudesert Health Coalition (LBHC). The LBHC was a response by Queensland’s state government in 2005 to the increased incidence and prevalence of chronic disease in the peri-urban regions of Logan and Beaudesert, which are characterised by their cultural diversity and socio-economic disadvantage. This qualitative study contributes to health partnership research empirically, methodologically and theoretically. Alternative epistemologies and a new methodological approach are introduced under the rubric of critical social science. These were used to generate new descriptions and diagnoses of how the LBHC was being performed as a partnership. A literature review was conducted to examine what was already known about health partnerships. Studies of health partnerships were reported as being too data driven, undertheorised and more generally, as lacking empirical evidence and critical appraisal of health partnerships. Most studies asked, “Are health partnerships successful?” relatively few asked, “How are they performed as partnerships?” A review of the health partnership also revealed limited exploration of alternative methodologies and methods such as governmentality and ANT, which have the potential to enhance understanding of how health partnerships are performed as partnerships.

The purpose of this study was to investigate the impacts of strategic partnerships between community colleges and key stakeholders; to specifically examine strategic partnerships; leadership decision-making; criteria to evaluate strategic partnerships that added value to the institution, value to the students, faculty, staff, and the local communities; and that furthered the community college mission. One-hundred and twenty-five higher education administrators from thirty seven states and one U.S. territory participated.

The literature defined strategic partnerships in higher education (Alfred, 2006; Gajda, 2004) and highlighted the theoretical constructs of strategic management (Alfred, 2006; Myran & Howdyshell, 1994; Stahl & Grigsby 1992), leadership decision-making (Bogart, 1994; Eaton, 1988; Strauss, 1978), collaboration theory (Gray, 1989; Schroeder, 1999), negotiation theory (Faberman, 1978; Strauss, 1978), and resource dependency theory (Nienhüser, 2008; Strauss, 1982, Schwalb et al., 2011). The literature review established a basis for successful strategic partnerships.

A web-based survey was created by the author based on the literature and was reviewed by an expert panel. The sample included community college administrators, primarily College Presidents (n = 66). Data collection utilized SurveyMonkey. Data analysis was descriptive on seven research questions.

The recommendations abridged from the research study were: • Reevaluate strategic partnerships to meet the current goals outlined in the existing community college mission statements. • Modify the community college missions in the United States to be reflective of the federal mandates of accountability and degree completion. • Provide greater inquiry by community college administrators over the costs and benefits of strategic partnerships to improve selections that ratify the missions with focused emphasis on accountability and degree attainment. • Strengthen strategic partnerships that foster K-12 transitions, greater attainment of two-year degrees, and matriculation toward higher level degrees to be reflective of the higher expectations placed upon community colleges to meet the needs of diverse student populations. • Advance and strengthen models of strategic partnerships, particularly with the university, to improve the effectiveness and increase successful transfer rates and higher rates of degree completion.

The study asserts that Swaziland’s socio-economic development challenges cannot be effectively tackled by the Government and civil society alone but requires the participation of the private sector. The study explores the prospects for collaboration between the state and business in the context of MDGs, PPPs and CSR. The study highlights the importance of the participation of beneficiaries in the design and implementation of development projects. The importance of beneficiary participation in the design and implementation of development initiatives is discussed in the context of “good governance” linked to the notion of sustainable human development. The case studies are aimed at poverty reduction/alleviation. Linkages between the private sector and SMEs in advancing broad economic growth are explored in the case studies. It is argued that economic growth is a necessary condition for creating employment and fighting poverty underpinned by the MDGs. The Moneni upgrading project (section 3.2) explores the extent the initiative aims to improve the living standards of low-income and poor communities in line with the MDGs. The STH case study (section 3.3) is a spin off from government. The STH seeks to provide a market intermediary for the SME sector particularly rural based cultural “handicraft” industries in Swaziland as way to mitigate the effects of poverty for marginalised rural producers. The last case study (section 3.4) discusses the entrepreneur of the year awards (EYA), an initiative aimed at reducing poverty and promoting local economic empowerment and sustainable development in Swaziland. The study recommended further research in view of the major constraints highlighted by the study. It was problematic to engage in critical and detailed discourse because the concepts explored by the study are new in the Swazi development context. The other dimension that compromised detailed analysis was posed by the unavailability of research data related to both the Swazi private sector and SME sectors. The majority of the SME sector operate at micro level and have insignificant economic turnover. Further studies are important to explore ways to promote linkages for growth of these sectors in the context of poverty reduction/alleviation.

Este ensaio tem como finalidade contribuir como uma análise exploratória tendo como caso de estudo a parceria Carnegie Mellon University ? Portugal (CMU-PT) em formato de Grau Dual. Através de oito entrevistas conduzidas a Diretores do programa, Equipa de Coordenação e Alumni, o estudo empenha-se em responder a questões vitais acerca das repercussões reconhecidas, o que é necessário para estabelecer um programa de Grau Dual entre parceiros estrangeiros, e se consegue atingir os objetivos propostos, as metas nacionais e expectativas estabelecidas por instituições de referência, como a Organização para a Cooperação e Desenvolvimento Económico (OCDE). In 2006 the International Partnerships Program was first established between the Portuguese Government and three prestigious North American Universities, namely, Massachusetts Institute of Technology (MIT), Carnegie Mellon University (CMU) and University of Texas at Austin (UTA). This program was one of the measures of the Technological Plan (TP), aiming to positively impact the development of Portugal in the field of Science, Technology and Innovation (ST&I) through Research and Development (R&D). This thesis aims to contribute as a complementary exploratory analysis of the Carnegie Mellon University ? Portugal (CMU-PT) partnership in the format of Dual Degrees, as a case study. Through eight interviews conducted to Program Directors, Coordinating Team and Alumni, it strives to answer vital questions as to the known repercussions of what it takes to establish a Dual Degree between two foreign partners, and if this particular case met its proposed targets, as well as national goals and expectations set by other institutions of reference, such as the Organization for Economic Cooperation and Development (OECD). As it happens, it takes a multitude of factors in order to achieve an efficient structure between all players, one which allows the much-needed results for the economic development of Portugal, building a strong ST&I basis through Higher Education, Research and Innovation (HERI).

The use of public-private partnerships is a growing trend in the United States.  However, these arrangements\' job creation abilities have not fully been studied.  The nature of these arrangements allows for a wide variety of organizational structures.  This thesis analyzes differing public-private partnership models for their job creation efficiency.  The characteristics present in these arrangements are discussed.  This thesis is a multiple-case study of three distinct public-private partnerships for higher education infrastructure.  The three cases presented are Clemson University\'s International Center for Automotive Research, the University of Washington\'s South Lake Union Medical Research Complex, and Louisiana State University\'s Digital Media Center.  The findings of this thesis are that public-private partnership models with substantial upfront non-public investment can create jobs more efficiently from the public sector\'s perspective.  The public-private partnership models that create jobs more efficiently have the characteristics of stability, capacity, and collaboration.

Owing to the significant structural changes that have occurred in the global marketplace over the past 2 decades, a corresponding increase of public-private partnerships have been established among the business sector, local governments, and public community colleges. This qualitative project sought to identify and substantiate key elements that may be common to the formation, implementation, and maintenance stages of public-private partnerships. Who or what minimum conditions are necessary to the successful navigation of each stage? What obstacles typically arise during each stage, and how are they managed or circumvented? What sorts of benefits are generated through these partnerships and what measures may be applied to determine whether a partnership is meeting its mission objectives or not? To investigate these elements, the researcher interviewed 18 key stakeholders directly involved with 1 or more partnerships between 1 or more divisions of a community college located in Tennessee (CCTN) and their respective for-profit private sector concerns. Data collected were entered into the NVivo8 program for qualitative coding, analysis, and interpretation. Data analysis suggested that visionary and innovative leadership was critical to the formation and implementation of partnerships; key themes of "people," "training," "business," and "need" influenced the life cycle of the partnership; persons identified as "champions" formed the "critical mass" necessary to create and sustain partnerships; and both public and private sectors implemented informal and formal assessments, but differences existed in how and what they measured to determine the efficacy of each partnership. By substantiating, uncovering, or affirming common elements relevant to the establishment and maintenance of public-private partnerships as described in existing literature and this study, partnership stakeholders may find additional perspectives that may assist and guide the creation, implementation, and assessment of effective, mutually-beneficial public-private partnerships.

This dissertation was aimed at providing information on developing and sustaining public-private partnerships (PPPs) in early childhood education as a way to increase efficiency and effectiveness on how resources are allocated. This study also emphasizes how teachers are perceived and supported within the PPP context. Studies have shown that investing in early childhood education yields the greatest gains to one's life and society at large. Yet, the early childhood field continues to battle waves of budget cuts while striving to convince policymakers and the public that early education is critical and necessary.

Although PPP presents itself as a new way of doing business by combining resources from the public and private sectors and redistributed based on the shared goal and vision of the PPP, there is limited research on PPPs and even more scarce specifically related to early childhood. The goal of this study is to provide exposure to the early childhood field on how PPPs can be formed and sustained using the Educare model as one example of a PPP in early childhood.

This was a qualitative designed to capture rich conversations and experiences of research participants that are relevant and appropriate to the early childhood field. Grounded theory was used in this study to learn from research participants' perceptions of PPPs based on their experience and expertise in PPP and early childhood education.

This study used theoretical sampling to target research participants at a specific Educare development site to capture real time and real life experiences in developing a PPP in early childhood education. The Educare model was developed by the Ounce of Prevention Fund in 2000 aimed at "narrow[ing] the achievement gap for students in high-risk communities" (Ounce of Prevention, Educare schools, 2011). The Educare model has set requirements for teachers and all related job categories that will work in an Educare school including professional development requirements. The Educare school also has a salary structure that is competitive to the local public elementary schools.

Five themes were identified in the findings and discussed in relation to the significance of this study. The findings from this study have implications for early childhood administrators, educators, funders, advocates, and the field at large on maximizing the usage of existing resources. The findings from this study, including questions raised, are significant in development of partnerships in early childhood education.

In seeking to establish and maintain a quality relationship and optimise performance, partners in long-term inter-organisational partnerships must choose which of the available governance strategies and control strategies to use in managing their partnership. Despite literature reporting that governance and control strategy mechanism choices will affect partnership performance this literature is silent about the relationship between these strategies and the impact of their mechanism choices on the quality of their relationship. To address these shortcomings, this study examined the use of governance and control strategies in bilateral long-term inter-organisational partnerships. Two conceptual models were developed and operationalised. Measurement items were mainly borrowed from existing research and contextualised and adapted from this study. One new scale (financial performance) was developed based on expert comments in the exploratory research phase. Prior to issue of the self-completion questionnaire, telephone contact was made to identify those with direct partnership management responsibility in the public and private sectors. On identification the nature of the study was explained and confirmation of a willingness to participate sought. Only those who agreed to participate were sent the questionnaire. Local Authority Private Finance Initiative projects were used as the research setting and this produced a sample size of 211. Of the 113 people who agreed to participate, 64 completed and returned a questionnaire. The overall return rate was 29% with 29% of the public sector and 29% of the private sector participants responding. Partial Least Squares (PLS) was used to test the high level research and lower level operational model structures and hypothesised casual pathways. Despite both the research and operational models demonstrated r[sup]2 and Goodness of Fit results. Both model results were tested for reliability and validity with all constructs meeting widely accepted physchometric benchmarks. The findings from both models are reported and debated. As with all studies, there are a number of limitations. These include possible limits to the genralisability given the very specific type of partnership from which the data is drawn. In carrying out a cross-sectional study the benefits associated with a longitudinal study have been forsaken and it would be very helpful to understand if the passage of time impacts on governance and control strategy choices. Similarly, the absence of control variables means it is not possible to understand whether more experienced partnership mangers employ a different approach to their less experienced counterparts in the management of their partnerships. The findings provide an original contribution to academia through an evaluation of the role of governance strategy, control strategy and relationship quality in the management of long-term inter-organisational partnerships. These confirm that integrated governance strategy is a significant determinant for integrated control strategy and that integrated givernance and integrated control strategy are both significant determinants for relationship quality. Relationship quality has been found to link governance and control strategy to performance, confirming its mediating role in maximising performance outcomes. The major contribution to business practice is the development of normative guidelines that support informed decisions about how the partnership should be managed to optimise performance. Specifically the guidelines promote that governance strategy, control strategy and relationship quality should be treated as three interdependent elements of an integrated partnership management framework. This implies that those exploring new partnerships and those in existing partnerships should design their governance and control strategies to capitalise on those mechanisms that act in a complementary and reinforcing manner to strengthen the quality of their relationship and in turn optimise performance.

This thesis reports on an empirical investigation of buyer-seller partnership initiations and functioning in business markets evidenced in the Chinese shipping industry. This study aims to contribute to understanding of buyer-seller partnerships by providing a holistic description of the phenomenon. While academics and practitioners have demonstrated interest in partnerships, extant studies lack consistency and are often based on a single underlying theory, which results in competing explanations of partnerships and which leaves the understanding of the phenomenon rather fragmented. Moreover, there are only a few dyadic studies that look at both actors’ perspectives on the same partnership simultaneously. Drawing on previous research and the gaps identified, this study addresses the key aspects of buyer-seller partnerships through a dyadic approach. Most partnership studies have been carried out in European and American manufacturing industries. There have been very few studies conducted in industrial services and Asian countries. Thus, the Chinese shipping industry has been chosen for this investigation. A case study research strategy has been carried out using qualitative interviews with the focal supplier company and its customers, along with direct observation and secondary data sources. Based on the conclusions drawn from the findings on partnership initiations and functioning, advancements in understanding partnerships have been made, an integrative model of a partnership has been proposed and a series of guidelines for practitioners have been developed.

Section A summarises theory and research relevant to understanding the interaction between intimate-partnership and depressive relapse. Interpersonal theories of depression are introduced. Following this, extant empirical studies examining the effects of interpersonal processes on depressive relapse are critically evaluated. As these studies do not consider how depressive relapse might affect the intimate-partner over time, a separate body of literature examining the impact of depression on intimate-partners is reviewed. Limitations and gaps in the existing evidence-base are discussed, and areas for future research are outlined, such as studies to understand the bidirectional interaction and to explore alternative interventions that enable both partners to cope with relapses. Section B presents a Grounded Theory study of the process of engaging in mindfulness-based cognitive therapy (MBCT), which is a relapse prevention strategy for depression, as an intimate-partnership. Twelve participants took part in a semi-structured interview about their experience of the MBCT course. These data were triangulated with sessional data from an MBCT course and facilitator validation. The proposed theory captured the ‘process of learning new mindfulness skills together’. While intimate-partnerships who engaged in an MBCT course seemed to learn similar mindfulness skills as in individual MBCT courses, learning as a partnership seemed to facilitate home practice, attendance and a sense of mutual support, which led to unique outcomes for the partnership and their sense of responsibility for each others’ wellbeing. Limitations and implications are discussed. Section C provides a critical appraisal of the process of conducting this research study, including the researcher’s learning experience, implications for clinical practice and future research.

Collaborative conservation partnership frequency is increasing in natural resources management; however, few successful examples exist in the United States. These groups seek to address land stewardship through cooperative, communicative, bottom-up approaches that engage local stakeholders. A better understanding of member characteristics and successful group characteristics may enhance collaborative conservation partnership outcomes. A survey was conducted to quantify partnership member characteristics and advertising mediums. Results were compared with the National Woodland Owner Survey. Collaborative conservation partnership members tend to be well-educated, middle-aged, upper-middle class individuals with large landholdings. They span previously identified family forest owner clusters but may be classified as earlier adopters by Diffusion of Innovations theory. Word-of-mouth is the most common way members learn about partnership opportunities. Qualitative data was analyzed to identify key features related to the ability to achieve group goals. Multi-disciplinary literature review points to the likely influences of leadership, task type, social capital, resource inputs, processes, and temporal change attributes on collaborative conservation partnership goal achievement. Key informant interviews demonstrate that resource and social capital inputs derive disproportionately from particular actors, partnerships need flexibility to adapt to changes in available resources, leaders establish partnership activity levels, social capital is the foundation of resource access, and groups are diverse in the ways they deal with context-specific tasks, resources, and processes. Overall, collaborative conservation partnerships demonstrate potential to positively influence land stewardship and technology transfer. Growth requires expanding membership, establishing partnerships as a legitimate conservation medium, and maintaining diverse groups tailored to local contexts.

The focus throughout this thesis is on the pragmatics of interprofessional collaborative partnerships in the area of work with children and families. It comprises three sections, the first of which reviews government mandates and research outcomes, outlines essentials for inter-professional collaborative partnerships and suggests possible ways of effectively implementing these. The research section combines an example of collaborative working between clinical psychology and health visiting in the form of a jointly planned and delivered Self-esteem Focus Programme, with an evaluation of the effects of the programme on participant's self concept and self-esteem. This programme was delivered over eight weeks, the contents of which are detailed, as is the theoretical underpinning for the programme. 80th quantitative and qualitative methods of analysis were used to evaluate the effect of the programme on the participants. A total of 45 mothers took part in the quantitative analysis, carried out by using repeated measures multivariate analysis of variance on scores obtained from the completion of the Rosenberg Self-esteem and the Pearlin and Schooler Psychological Coping Resources Questionnaires at four times during the data collection period. Eleven of this group of mothers took part in depth interviews which were analysed qualitatively to assess changes in self concept. Participants showed significant increase in self-esteem and mastery accompanied by significant decrease in self-denigration, at the 0.01 level of significance, following participation in the programme. These changes were maintained six months after completion of the programme. Qualitative analysis of the depth interviews showed an increase in feelings of self worth, self confidence and feelings of normality. Responses also reflected change in the way participants related to their children, spouses or partners, others and towards themselves. The final section contains details of a case study requiring multiprofessional participation. This outlines how the health visiting – clinical psychology partnership was effectively conducted and the difficulties encountered on occasions when the various professionals did not share similar philosophies of collaborative partnership.

The disparity between the educational achievement of children from disadvantaged backgrounds compared to children from more advantaged backgrounds in Scotland has led to a number of proposed changes to education. Many of the initiatives to address the disparity have involved multi-agency collaborations such as The Child Poverty Strategy for Scotland and GIRFEC. The only approach in Scotland to specifically involve educational professionals participating in collaborative inquiry across school and local authority boundaries, the School Improvement Partnership Programme (SIPP), is the focus of this study. Drawing on the capability approach and social network theory this study examines the use of school collaboration to ameliorate educational inequity. Educational professionals and pupils from a school partnership programme were invited to participate in this case study. 114 social network analysis questionnaire responses were received over two time points. 25 pupils participated in focus groups and 18 educational professionals participated in either focus groups or interviews. Many of the participating educational professionals took risks by introducing innovative strategies in classrooms, schools and local authorities. Support was provided in the form of resources such as supply teachers to allow classroom teachers to participate in collaborative inquiry. This thesis extends our understanding of the opportunities for capabilities to be fostered in pupils and educational professionals when educational professionals are united in purpose, but have the freedom and support to move between a variety of networks. Knowledge about the degree to which such networks were able to interrupt existing social norms, rules, power structures and pedagogy has implications for planning the appropriate conditions to support long term, dynamic partnerships for the amelioration of educational inequity.

The aim of this dissertation is to provide insight into some characteristics of collaborative partnerships in Hungarian teacher education, and to use this as evidence in pointing out the need for a change in current teacher education practices in the preparation of teachers/mentors. The Portfolio brings together accounts of two research projects upon perspectives of collaborative partnerships. Project 'A', Collaborative development of observation strategies in the context of mentor-based teacher education programmes in Hungary investigates the results of a collaborative partnership which originally developed from a successful initiative in ELT. Later, however, the findings proved capable of wider application, producing results at school improvement. Data were gathered mainly from participating mentors' research reports. With the help of qualitative research and analysis the potential benefits of this joint project are highlighted. From the analysis of data particular features of mixed mentor-based programmes emerge which have not been documented in the literature before. Project 'B', Impact Study of a Nation-wide Hungarian Mentor Project in ELT attempts to investigate how the reflective approach to teacher training (See Part I for definition) introduced at the beginning of the nineties changed mentoring in Hungary. Data were gathered from questionnaires. With the help of a survey method it is demonstrated how the Mentor Project affected all the people and institutions involved in the project. The research provides insights not only into the future of mentoring in Hungary, but into the wider implications for mentoring as a whole. Special attention is paid to evaluating the collaboration between participants of the project. The evidence from the data is used for pinpointing areas which require further improvement in the preparation of mentors. The research results of both projects show that work in collaborative partnerships encourages teachers to adopt a self-critical approach to their practice. Also, they clearly point to the need for collaborating with participants of mentor training at all levels. Both projects derived from empirical investigation and they were prompted by the Candidate's continued interest in mentoring and her long experience of working as a mentor/mentor co-ordinator in Hungarian teacher education. They are based on Hungarian experience but throughout all the study parallels are drawn with the international context. Special attention is paid to exploring the origins of Hungarian school-based partnership, as it is believed this is intrinsic to the understanding of the current controversies of university practice-school partnership. It is the Candidate 's conviction that besides preserving some universally valid elements of teacher education models, it is necessary to find ways which are in agreement with and catering for particular local needs. While there is a clear difference in the context and the processes which were necessary to setup the two projects, both of them explored ways for improvement. They were meant to encourage participants of partnerships to establish a basic agreed philosophy, which would create a common ground for working with mentees. Specifically, ways, which on the one hand remain faithful to the past model of the first school-based teacher training institution, and, at the same time, meet the challenges of the future.

In recent years schools in England and Wales have been subject to Central Government's reform agenda characterised by national strategies to raise standards and measure performance. The introduction of Inspection in 1993 by Ofsted represents the sharp focus placed on performance and accountability as schools could be inspected and named as 'failing.' The Education Act 1997 introduced the concept of Schools Causing Concern (SCC) and set out the powers of LEAs to take action where schools would not or could not address their weaknesses adequately. This study looks at the actions of one LEA (2002-3) to support the improvement of six secondary SCC by partnering them with six 'effective' schools. The case studies of these partnerships underline the importance of leadership, belief in partnership and the building of relationships which support learning. The research questions the capacity of SCC to benefit from partnership within a short time period and opens up a debate around transferability of systems and practices. This study asks if 'partnership' is an 'inside-out' capacity building strategy or another 'outside- in' solution. It centres on the relationship between the headteachers as the key to building effective partnerships. It challenges the ability of the LEA to broker effective partnerships between schools and reflects on the introduction of School Improvement Partners (DfES, 2005) and the current emphasis on partnership and collaboration. The study argues that while 'partnership' holds the possibility of supporting SCC, it is subject to the vagaries of human relationships, likes and dislikes and dependant upon the capacity of schools to learn from each other. Partnership requires time to develop and impact and as such represents an unreliable and flawed strategy for securing improvement in SCC short term.

This thesis seeks to understand and improve the effectiveness of partnerships formed by industry, community and government members of natural resource management (NRM) groups. The increasing popularity of partnership-based approaches to NRM is reflected in the rise of landcare, catchment management and other social mobilisation approaches throughout Australia and overseas. This thesis uses critical ethnographic methods to identify the characteristics of effective NRM partnerships and the factors influencing their effectiveness. This research also investigates appropriate methods for evaluating the effectiveness of such relationships and for determining when working in partnership with others may be the most appropriate response to a given NRM problem and context. The critical intent of the study means that it sought not only to understand the nature of such issues but also sought to enlighten and empower participants to improve the practice of partnerships in natural resource management. These characteristics and factors are analysed from three perspectives: the coordinators employed to broker and facilitate community-based NRM groups, the groups themselves and individual group members. This was done in order to reflect the importance of the continuous (re)negotiation of power that characterises long-term group relationships. It also enabled theories of power, cultural transformation, citizen participation, social capital and social learning to be used in the analysis of the NRM partnerships investigated in this study. These concepts were used to develop three tools for analysing NRM partnerships: a pendulum of citizen participation, an NRM citizen participation decision tree, and an NRM partnership typology. The study is based upon the analysis of nineteen cases, predominantly in South East Queensland, which were selected as examples of successful and effective NRM partnerships on the basis of referrals from regional managers and coordinators from State and Local Government. The research design was 'T' shaped, with Phase 1 of the study providing breadth through the analysis of fifteen partnerships. Depth was achieved in Phases 2 and 3. Phase 2 was a long-term ethnographic case study of one catchment management group while Phase 3 comprised a detailed analysis of three issue-specific partnerships formed by this group. These three phases concentrated on the viewpoint of coordinators, NRM groups and participants, respectively. Data on each of the nineteen cases were collected through interviews, field observations, workshops, document analyses and a short questionnaire. Data were analysed qualitatively. All data records were systematically coded to reveal themes and concepts relating to the research objectives from the viewpoints of coordinators, NRM groups and participants. Coding also revealed implications for governments seeking to enter into or to facilitate partnerships with others. The coding and interpretation of this data revealed a suite of twelve characteristics typical of effective natural resource management partnerships. These fell into five groups: (i) definitional characteristics (relating to effectiveness and shared power and responsibility) (ii) relationship characteristics (focusing on social capital building processes; communication; processes for knowledge acquisition and social learning; shared values, intent, action and risk-taking) (iii) participant characteristics (high levels of motivation and realistic expectations); (iv) a context characteristic (that the context is appropriate for a partnership) and (v) an 'outsider' perception characteristic (that the partnership is perceive positively by outsiders). A comparative analysis of cases reveals that only one of the nineteen cases exhibited all twelve characteristics. Importantly, three of these characteristics are not mentioned in the literature reviewed for this thesis. Two of these, share values and shared intent are relationship characteristics. Study findings emphasise that effective NRM partnerships are built on good personal relationships, based on shared values and intent. The third new characteristic is that people outside the partnership should perceive the relationship favourably. Since funds and other resources may be under the control of people outside a partnership, it is important that participants are able to effectively communicate their shared values and intent to others. Five factors were found to be significant in the development of effective partnerships (i) the need for participants and those brokering partnerships to realize that effective partnerships are built on positive personal relationships in which (ii) participants have high levels of motivation for being involved, particularly early in the relationship. The study further revealed that such relationships: (iii) need to be supported by a continuity of adequate funding and resources and (iv) the services of skilled, enthusiastic coordinators who (v) enjoy and are skilled at working in 'grey areas', the constantly changing social and organizational environment that is typical of NRM groups. These findings of the study are synthesized through a critical ethnography which depicts three years in the life of a typical, yet hypothetical, NRM group, the Armstrong Narrows-Yarooba Catchment Management Group (ANY Group). Based on the literature review and the analysis of results from this study, this composite story protects the anonymity of those who have participated in this research. Each of the three vignettes that make up this story contains two sections -As it was and As it could be. This 'double take approach' highlights the critical nature of the ethnography, emphasising how the development of collaborations and partnerships among members of NRM groups may be improved and evaluated. Coordinators, NRM group members and agencies supporting their efforts may use this ethnography as a basis for reflection and deliberation on the development of effective partnerships in natural resource management. Recommendations for how different stakeholders in NRM partnerships may develop the effectiveness of the partnerships they form are provided.
