While creating opportunity for corporations to expand into new markets, globalization has also created significant negative repercussions to the environment, human rights, health, and education (Reece, 2001). In the past twenty-five years Cross-Sector Social Partnerships (CSSPs) have emerged as a possible solution to the negative impacts from globalization with mixed results (Nidumolu, Ellison, Whalen, & Billman, 2014) Although there are inherent challenges, the case for corporations and the public sector to continue to work together is compelling. By contributing their technical expertise and financial resources, companies can leverage the public sector’s experience, knowledge networks, know-how and legitimacy to begin addressing large-scale global issues that directly impact society as well as their businesses. This study gathered data from interviewing nine participants. Interview questions were designed to answer the primary research question: Are there consistent best practices in CSSP governance? Findings from the study identified three best practices: formal governance, strategy, and stakeholder management. Additionally a CSSP Governance Framework was defined consisting of three categories: structure and processes, relationships, and governance dynamics. The result of the study is a flexible and adaptable framework for CSSPs that integrate the use of governance as one tool that increases the likelihood of positive partnership outcomes.

Pełny tekst źródłaThe purpose of this study was to investigate the impacts of strategic partnerships between community colleges and key stakeholders; to specifically examine strategic partnerships; leadership decision-making; criteria to evaluate strategic partnerships that added value to the institution, value to the students, faculty, staff, and the local communities; and that furthered the community college mission. One-hundred and twenty-five higher education administrators from thirty seven states and one U.S. territory participated.
The literature defined strategic partnerships in higher education (Alfred, 2006; Gajda, 2004) and highlighted the theoretical constructs of strategic management (Alfred, 2006; Myran & Howdyshell, 1994; Stahl & Grigsby 1992), leadership decision-making (Bogart, 1994; Eaton, 1988; Strauss, 1978), collaboration theory (Gray, 1989; Schroeder, 1999), negotiation theory (Faberman, 1978; Strauss, 1978), and resource dependency theory (Nienhüser, 2008; Strauss, 1982, Schwalb et al., 2011). The literature review established a basis for successful strategic partnerships.
A web-based survey was created by the author based on the literature and was reviewed by an expert panel. The sample included community college administrators, primarily College Presidents (n = 66). Data collection utilized SurveyMonkey. Data analysis was descriptive on seven research questions.
The recommendations abridged from the research study were: • Reevaluate strategic partnerships to meet the current goals outlined in the existing community college mission statements. • Modify the community college missions in the United States to be reflective of the federal mandates of accountability and degree completion. • Provide greater inquiry by community college administrators over the costs and benefits of strategic partnerships to improve selections that ratify the missions with focused emphasis on accountability and degree attainment. • Strengthen strategic partnerships that foster K-12 transitions, greater attainment of two-year degrees, and matriculation toward higher level degrees to be reflective of the higher expectations placed upon community colleges to meet the needs of diverse student populations. • Advance and strengthen models of strategic partnerships, particularly with the university, to improve the effectiveness and increase successful transfer rates and higher rates of degree completion.

Pełny tekst źródłaThe study asserts that Swaziland’s socio-economic development challenges cannot be effectively tackled by the Government and civil society alone but requires the participation of the private sector. The study explores the prospects for collaboration between the state and business in the context of MDGs, PPPs and CSR. The study highlights the importance of the participation of beneficiaries in the design and implementation of development projects. The importance of beneficiary participation in the design and implementation of development initiatives is discussed in the context of “good governance” linked to the notion of sustainable human development. The case studies are aimed at poverty reduction/alleviation. Linkages between the private sector and SMEs in advancing broad economic growth are explored in the case studies. It is argued that economic growth is a necessary condition for creating employment and fighting poverty underpinned by the MDGs. The Moneni upgrading project (section 3.2) explores the extent the initiative aims to improve the living standards of low-income and poor communities in line with the MDGs. The STH case study (section 3.3) is a spin off from government. The STH seeks to provide a market intermediary for the SME sector particularly rural based cultural “handicraft” industries in Swaziland as way to mitigate the effects of poverty for marginalised rural producers. The last case study (section 3.4) discusses the entrepreneur of the year awards (EYA), an initiative aimed at reducing poverty and promoting local economic empowerment and sustainable development in Swaziland. The study recommended further research in view of the major constraints highlighted by the study. It was problematic to engage in critical and detailed discourse because the concepts explored by the study are new in the Swazi development context. The other dimension that compromised detailed analysis was posed by the unavailability of research data related to both the Swazi private sector and SME sectors. The majority of the SME sector operate at micro level and have insignificant economic turnover. Further studies are important to explore ways to promote linkages for growth of these sectors in the context of poverty reduction/alleviation.

Este programa foi uma das medidas integradas no Plano Tecnológico (PT), com o objetivo de impactar positivamente o desenvolvimento de Portugal, no campo da Ciência, Tecnologia e Inovação (CT&I) através de Investigação e Desenvolvimento (I&D). Este ensaio tem como finalidade contribuir como uma análise exploratória tendo como caso de estudo a parceria Carnegie Mellon University ? Portugal (CMU-PT) em formato de Grau Dual. Através de oito entrevistas conduzidas a Diretores do programa, Equipa de Coordenação e Alumni, o estudo empenha-se em responder a questões vitais acerca das repercussões reconhecidas, o que é necessário para estabelecer um programa de Grau Dual entre parceiros estrangeiros, e se consegue atingir os objetivos propostos, as metas nacionais e expectativas estabelecidas por instituições de referência, como a Organização para a Cooperação e Desenvolvimento Económico (OCDE). Como verificado, são necessários múltiplos fatores para atingir uma estrutura eficiente entre todos os atores, que permita atingir os resultados necessários para o desenvolvimento económico de Portugal, construindo uma base de CT&I forte através do Ensino Superior, Investigação e Inovação (ESII).
In 2006 the International Partnerships Program was first established between the Portuguese Government and three prestigious North American Universities, namely, Massachusetts Institute of Technology (MIT), Carnegie Mellon University (CMU) and University of Texas at Austin (UTA). This program was one of the measures of the Technological Plan (TP), aiming to positively impact the development of Portugal in the field of Science, Technology and Innovation (ST&I) through Research and Development (R&D). This thesis aims to contribute as a complementary exploratory analysis of the Carnegie Mellon University ? Portugal (CMU-PT) partnership in the format of Dual Degrees, as a case study. Through eight interviews conducted to Program Directors, Coordinating Team and Alumni, it strives to answer vital questions as to the known repercussions of what it takes to establish a Dual Degree between two foreign partners, and if this particular case met its proposed targets, as well as national goals and expectations set by other institutions of reference, such as the Organization for Economic Cooperation and Development (OECD). As it happens, it takes a multitude of factors in order to achieve an efficient structure between all players, one which allows the much-needed results for the economic development of Portugal, building a strong ST&I basis through Higher Education, Research and Innovation (HERI).

Pełny tekst źródłaThis dissertation was aimed at providing information on developing and sustaining public-private partnerships (PPPs) in early childhood education as a way to increase efficiency and effectiveness on how resources are allocated. This study also emphasizes how teachers are perceived and supported within the PPP context. Studies have shown that investing in early childhood education yields the greatest gains to one's life and society at large. Yet, the early childhood field continues to battle waves of budget cuts while striving to convince policymakers and the public that early education is critical and necessary.
Although PPP presents itself as a new way of doing business by combining resources from the public and private sectors and redistributed based on the shared goal and vision of the PPP, there is limited research on PPPs and even more scarce specifically related to early childhood. The goal of this study is to provide exposure to the early childhood field on how PPPs can be formed and sustained using the Educare model as one example of a PPP in early childhood.
This was a qualitative designed to capture rich conversations and experiences of research participants that are relevant and appropriate to the early childhood field. Grounded theory was used in this study to learn from research participants' perceptions of PPPs based on their experience and expertise in PPP and early childhood education.
This study used theoretical sampling to target research participants at a specific Educare development site to capture real time and real life experiences in developing a PPP in early childhood education. The Educare model was developed by the Ounce of Prevention Fund in 2000 aimed at "narrow[ing] the achievement gap for students in high-risk communities" (Ounce of Prevention, Educare schools, 2011). The Educare model has set requirements for teachers and all related job categories that will work in an Educare school including professional development requirements. The Educare school also has a salary structure that is competitive to the local public elementary schools.
Five themes were identified in the findings and discussed in relation to the significance of this study. The findings from this study have implications for early childhood administrators, educators, funders, advocates, and the field at large on maximizing the usage of existing resources. The findings from this study, including questions raised, are significant in development of partnerships in early childhood education.
