Coffee is one of Indonesia's main economic activities for foreign exchange. An increase in exports of 8.11%, and a decline in imports of 58% in 2019, opened up export opportunities and large domestic markets. The government has implemented efforts to improve coffee farmers' welfare, one of which is agricultural business partnerships that can solve smallholder problems in developing countries and expand subsistence or traditional agriculture to high production value and export-oriented. This research aimed to analyze (1) the factors influencing coffee farmers' participation in agricultural partnerships and (2) the impact of the agricultural partnership on coffee farmers' performance in Simalungun Regency, North Sumatra Province. The Propensity Score Matching (PSM) technique analyzed the partnership's influence on coffee farming and agricultural income, productivity, and prices. The results showed that number of dependents household members and land area influence farmers' partnership participation. Participation increases coffee farming and agricultural income, productivity, and prices.

This study aims to determine the partnership patterns that are applied and analyze the roles of facilitators in partnership programs, the relationship between the roles of the facilitators and the productivity of farmer partners, the relationship between production and income of farmer partners, and the differences in productivity and income of farmer partners of PT Vasham Kosa Sejahtera and non-partners. This location was chosen purposively with consideration that South Lampung Regency is the largest corn production center in Lampung Province and Ketapang District, where there are most partner farmers of PT Vasham Kosa Sejahtera in South Lampung Regency. Respondents were 50 partner farmers and 50 non-partner farmers. This research method uses a survey method, descriptive analysis and rank Spearman correlation test. The results showed that the partnership pattern that was established with partner corn farmers belonged to the pattern of Agribusiness Operational Cooperation (KOA). The role of Field Officers PT Vasham Kosa Sejahtera in the partnership program as a whole is quite a role. There is no significant relationship beetwen role of field officer and productivity of partner farmer corn farming. There is significant relationship between production and income of partner farmers corn farming. Abstract. The article evaluates the funding structure and partnership models in ensuring human resource productivity. The government’s main task is to implement the economic policy that would stimulate the growth of the country’s economy, which is achieved through the active participation of human resources in social production and can be identified by their productivity. Increasing labor productivity requires both fundings for human resources development programs, namely education and health care, and the formation of models of partnerships between the subjects of its provision (government, business, and households). Revitalization of human resources involves meeting the essential human needs, which are defined in the concept of human development, the highest priority of which is education and health. Each country forms its own partnership model of subjects for financing to ensure economic growth and productivity of human resources. The object of the study is the model of partnership in providing the growth of productivity of human resources in the economies of countries that have excellent tools for financing human development programs, namely the United States, Great Britain, Germany, Sweden, and Ukraine. In this study, we used correlation regression analysis to evaluate the models of a partnership between households, government, and businesses in financing education and health to ensure increasing productivity of human resources. We proved the crucial role of public funding of health care systems in ensuring the growth of human productivity in Germany, the United States, Britain, and Ukraine, and in Sweden — socially responsible business. With regard to education, the priority in the partnership model in the United States belongs to the business, in Germany to the state, and in other countries, the participation of all partners is equal. Ukraine has relatively low productivity of human resources. Therefore, it is essential to implement measures to improve it and transform the existing funding structure for human development programs and partnership models to ensure its growth. Abstract Public-private partnerships are critical to advancing sustainability in the agricultural sector and increasing global food security. Partnerships are a means of increasing productivity and encouraging growth in the agricultural sector. The Partnership encourages private sector participation to reduce risks that occur in the agricultural sector. The aim of this research is to understand how supply chains are configured, to identify drivers of supply chain partnerships and to synthesize partnership strategies. Currently, agricultural areas in East Java are trying to build sustainable partnerships to improve farmers’ abilities in managing the agricultural sector. By using data from surveys and observations of 50 private companies and 50 farmers spread across the research object locations, it was found that there was quite a significant interaction between intensive coordination, partnership quality, quantity and quality of partners. The mechanisms used in partnerships can encourage sustainable agricultural management. It is hoped that the implementation of these findings can encourage partnerships between the private sector and the public sector to achieve significant development. It is hoped that this partnership can play an important role in addressing agricultural problems. Partnerships are formed to create shared values in the form of an institutional framework to address the root of problems.

This paper aims to understand the emerging pattern of significance and correlation of the partnership research topics covering all countries. Our study used the scientometric method to reveal the trends and patterns in partnership research. The database was sourced from the scientific literature databases of the Web of Science (WoS). The study recorded 53,800 scientific papers on the partnership in general between 2000 to 2017. GDP and HDI were used to analyze the raison-d’être of the research on partnerships at the macro level. We examined the top 20 countries with the highest GDP, Research Productivity Indicator (RPI), and HDI. A country with a lower Human Development Index (HDI) and higher RPI tends to think that partnerships are essential in supporting national socio-economic development. This study showed that the resource-based view (RBV) theory was discussed more than the stakeholder theory among the two main partnership theories. Observing the motivation to develop partnerships, innovation-seeking was discussed the most in scientific productions. Innovation is used to enhance financial performance and leverage competitive advantage.

Using stories and examples from their 12-year work relationship, the authors will explore elements that contribute to successful collaboration. This article will highlight the importance of embracing vulnerability as a preparatory step to creating collaborative partnerships and will discuss a model to understand how a partnership can advance the relationship to a higher level. Finally, it will examine how relational coordination in work settings can support productive collaboration.

Purpose: This study aims to identify the partnership collaboration model at PG Madukismo, detailing the rights and obligations of both parties, and to understand the benefits and challenges within the partnership. Methodology: The research was conducted at PG Madukismo in Padokan Tirtonirmolo Kasihan, Bantul Regency. A qualitative case study approach was employed, with a sample size of 30 partner farmers from the Western and Eastern regions. Data were analyzed descriptively. Results and Findings: The partnership collaboration models at PG Madukismo include the Independent People's Sugarcane (TRM) model and the People's Sugarcane Partnership (KMT) model, each with specific rights and obligations. The benefits of the partnership include increased sugarcane productivity, guarantees of quantity, quality, and continuity, and reduced risks in sugarcane farming. However, challenges include insufficient support from PG Madukismo to enhance the welfare of partner sugarcane farmers. Novelty and Originality: This study provides a detailed examination of the partnership models and highlights specific benefits and challenges faced by the partner farmers, contributing to the understanding of agricultural partnerships. Conclusions: The partnership models at PG Madukismo offer significant benefits but are hindered by inadequate support from PG Madukismo. Addressing these challenges could enhance the effectiveness of such partnerships. Type of Paper: Empirical Research Article

The aims of study were: (1) To find out how the communication Pattern of the Cosmetology Program Partnership in the Vocational and Productivity Training Center (BBPVP) Makassar. (2) To find out how the partnerhip pattern developed in the cosmetology program at the Vocational and Productivity Training Center (BBPVP) Makassar. The research lasted for one month and was located at the Makassar Vocational and Productivity Training Center (BBPVP) office with 6 (six) informants with different bacgrounds. This study used descriptive qualitative method. The novelty of this research is that this research is discuss the pattern of partnership communication. The results of the study indicate that the partnership communication pattern is a form of collaborative communication between agencies. The communication pattern for the cosmetology program partnership at the Makassar Vocational and Productivity Training Center (BBPVP) is running well and as expected.

Contexto: Atualmente, empresas de software têm adotado uma estratégia mais flexível através da abertura do produto para contribuições externas. Tal abertura proporciona a emergência dos Ecossistemas de Software, que são constituídos por um conjunto de atores que desenvolvem soluções de software sob uma plataforma comum. Objetivo: Entender e comparar os ecossistemas do Google Apps Enterprise e Microsoft Office 365 a partir do estudo de sua composição e redes de parcerias entre membros do ecossistema. Os dois ecossistemas foram escolhidos pela distinção entre os modelos de governança da Google e da Microsoft. Metodologia: Realizou-se uma coleta de dados automática a partir da utilização de um crawler nos marketplaces dos ecossistemas do Google Apps Enterprise e Microsoft Office 365 para a recuperação da lista de niche players e respectivas aplicações. Além disso, foram coletados de forma manual dados de parcerias entre niche players a partir de informações presentes nos websites de cada complementador. Os dados foram analisados através de um estudo comparativo entre as estruturas de rede formadas pelos niche players dos ecossistemas investigados. Resultados e discussões: Foram analisadas a composição e os relacionamentos de parceria dos ecossistemas do Google Apps Enterprise e Microsoft Office 365. Além disso, foi realizada uma comparação com os resultados obtidos em uma pesquisa anterior realizada por van Angeren (2013). Finalmente, foram postuladas três proposições sobre produtividade no ecossistema de software, relacionamentos de parceria e critérios de entrada. Conclusão: Pode-se concluir que o tamanho do ecossistema não determina seu grau de produtividade (número de aplicações por niche player) ou número de relacionamentos de parceria entre os niche players. Observou-se que a flexibilidade dos critérios de entrada do ecossistema atrai um grande número de niche players.
Context: Nowadays, software vendorshave adopted more flexible strategies, opening their products to external contributions. Such opening contributed for the emergence of Software Ecosystems, that can be defined as a set of actors developing software solutions in a single platform. Goals: We aim to understand and compare Google Apps Enterprise and Microsoft Office 365 Software Ecosystems, based on their niche players composition and partnership network. The two ecosystems were chosen by the distinction between governance models of Google and Microsoft. Research method: We built a web crawler to automatically collect the niche players list and their applications from Google Apps Enterprise and Microsoft Office 365 marketplaces. In addition, we manually collected data about partnership between niche players from the niche players websites. This data was analysed in a comparative study of the partnership network structures formed by niche players of both ecosystems. Results and discussion: We analysed the composition and partnership network of Google Apps Enterprise and Microsoft Office 365 ecosystems. In addition, we compared the current results with the results obtained in a previous research done in 2013. Finally, we postulated three propositions about productivity in the software ecosystems, partnership relationship and entry barriers. Conclusion: It was possible to conclude that the size of a software ecosystem or the number of partnership relationship are not the only factors that determine its productivity (number of applications per niche player). It was possible to observe as well that flexibility in entry barriers can attract a large number of niche players.

This thesis proposes to enlighten several channels that favor the emergence and the outcome of creative ideas and innovation in general amongst private firms, with a particular focus on European companies. The first chapter introduces the motivations related to this research, defines the research objectives and questions addressed by the dissertation and concludes with the outline and the contributions of the thesis.

The second chapter analyzes the financing constraints on R&D investments. The central question in this chapter is whether financing constraints can explain a part of the acknowledged R&D gap between Europe and the US. In order to address this question, a dataset is constructed on the basis of a compilation of R&D scoreboards. The findings of this chapter are based on a sensitivity analysis of R&D to cash flow using estimates of dynamic R&D equations. The relationship between the financing constraints on R&D and the age of the companies is analyzed in an additional set of results with parametric as well as non parametric estimations. European firms appear to be affected by financing constraints in the 2000s while this is not the case for the US companies. The age seems to affect negatively the R&D sensitivity for EU and US leading innovators, with higher sensitivities for old and low-tech EU firms than their US counterparts.

The third chapter is dedicated to the measuring of the knowledge production of R&D expenditures when they are disaggregated into the following components: intramural versus extramural expenditures, research versus development expenditures, product-oriented versus process-oriented, human capital versus investments. The sources of funding and the types of subcontractors are also considered. The main question of this chapter is whether the heterogeneity of R&D affects the technology performance of the companies, as measured by patent applications. A cross-sectional Belgian R&D survey conducted over 2004-2005 is used for the purpose of the analysis. Given the high dependency of the Belgian innovation system towards the foreign MNEs, a matching process was performed between Belgian R&D and patents related to Belgian inventors in order to capture the patents filed outside Belgium but related to inventions created by firms located in Belgium (i.e. subsidiaries of foreign groups). Estimates of the elasticity of the quantity of patents with respect to the components of R&D are provided.

The main question of the fourth chapter is whether the diversification strategies of the economic activities of the R&D leaders in Europe affect, positively or negatively, the performance of their R&D activities. An original approach is proposed on the basis of the analysis of the subsidiaries of EU MNEs. The sample consists of large R&D firms that represent about 80% of total European R&D. In general, the results indicate a positive impact from globalization on firms’ R&D productivity, especially in the US, while a negative impact for industrial diversification is found.

The main question of the fifth chapter is whether the R&D activities that are conducted outside Europe still benefit to European growth. If so, how does the regional location of R&D centers matter in the production process of EU MNEs? The analysis is conducted on the basis of a unique sample of 637 European R&D leaders with information that is consolidated with respect to about 8000 worldwide patenting subsidiaries. The assessment of R&D internationalization is proxied by the regional repartition of the inventors of each firm. The empirical findings suggest that R&D located in Europe yields significant economic results, but a reallocation of R&D located in Europe instead of outside Europe seems to be correlated with lower R&D performances in high-tech sectors, but not in lower-tech industries. Conversely, a larger share of R&D located in the US seems to improve the economic performance of R&D activities within high-tech EU MNEs while the effect is negative for lower-tech companies. Nevertheless, the economic performance of R&D centers in Europe and US is jointly positive and significant for both regions.

The sixth chapter concludes the dissertation by reviewing the main findings of the previous chapters. Policy implications are summarized and the limitations of the thesis are addressed. Finally, extensions of the scope of the analysis and ideas for future research are suggested.

Ao longo dos anos, em Portugal, as sucessivas reformas na gestão hospitalar acompanharam as transformações dos modelos de administração pública na tentativa de conseguir uma maior eficiência dos serviços, contribuindo para uma redução dos desperdícios e para a sustentabilidade do setor da saúde. Deste modo, foi estabelecida uma relação de proximidade da gestão dos hospitais do Serviço Nacional de Saúde ao setor privado, através da adoção de práticas empresariais nos hospitais públicos e do estabelecimento de relações com o setor privado, das quais se destacam as parcerias público-privadas hospitalares. O presente estudo teve como objetivo comparar o comportamento, em termos de eficiência técnica e produtividade, da gestão nas unidades hospitalares do setor público, em regime E.P.E. e PPP, entre os anos 2013 e 2017. De forma complementar, procedeu-se à análise de indicadores de qualidade nos hospitais que apresentaram maiores diferenciais nos scores de eficiência, na análise por grupo de financiamento. Metodologicamente, recorreu-se à técnica Data Envelopment Analisys (DEA) para apurar os resultados de eficiência técnica, ao índice de Malmquist para determinar os resultados de produtividade e a entrevistas semiestruturadas, analisadas com recurso à análise de conteúdo para avaliar a perceção dos entrevistados relativamente aos motivos que influenciam a relação entre eficiência e qualidade Como principais resultados, verificou-se que: i) a média dos scores de eficiência émais elevada nas unidades hospitalares em regime PPP. ii) os hospitais PPP apresentaram um maior crescimento da produtividade do que os hospitais E.P.E..; iii) os hospitais PPP, criados em regime de substituição, revelaram ser mais produtivos do que eram previamente à introdução da parceira; iv) os hospitais mais produtivos não são os que apresentam melhores indicadores de qualidade. Como principal conclusão, de acordo com os resultados obtidos, verifica-se que existe uma tendência de melhores resultados de eficiência e produtividade nos hospitais em regime de PPP.
Successive reforms in hospital management in Portugal have sought to follow the transformations of public administration models to increase the efficiency of health care delivery services. This way, the reduction of waste and the guarantee of the sustainability of the health sector were both expected. Thus, a close relationship between the management of public hospitals and the private sector was established, through the adoption of business practices by the former (by creating corporatized hospitals, EPE) and the establishment of the so-called public-private partnerships (PPP). This study compared the technical efficiency and productivity of the two groups of public hospital units, i.e. EPE and PPP, between 2013 and 2017. In addition, the study analysed quality indicators in hospitals that presented the greatest differentials in efficiency levels, based on the analysis by financing group. Methodologically, the study used the Data Envelopment Analysis model to estimate the technical efficiency levels associated with those hospital groups, (b) the Malmquist index to scrutinise the evolution of productivity, and, finally, (c) semi-structured interviews and content analysis to evaluate the interviewees' perception about the reasons underlying the relationship between efficiency and quality. PPP hospitals (i) are, on average, more efficient than EPE units, (ii) exhibited higher productivity growth compared to hospitals in the corporate public sector, and (iii) replacement PPP hospitals proved to be more productive than they were prior to the introduction of the partnership. In addition, it should be noted that the most productive hospitals are not necessarily those ones with the best quality indicators. According to the achieved results, one may conclude that there is a trend towards higher efficiency and productivity levels in PPP hospitals.

The theoretical approaches in the text are marked by utopia and passion in defense of the Public University in this respect must be recognized that the university does not change by itself on one-way street, however, it has been modified by historical contingencies that determine its direction, believing that ability to change constantly and it was hoped that the "Era of PPPs" be confronted and transformed with common sense, team work, ethics, and especially with purposeful and transformative political action.

O presente estudo tem como objetivo central compreender a instituição da parceria público-privada entre o Campus Universitário de Marabá e a Companhia Vale e suas implicações para a vida acadêmica, em especial para a autonomia universitária do Campus. Com base no objetivo apresentado, evidenciam-se as categorias analíticas: público, privada e universidade produtivista e as categorias empíricas: autonomia universitária e participação para aprofundamento das análises teóricas. No processo de condução metodológica da pesquisa empreendida optou-se pela abordagem qualitativa, com viés metodológico da pesquisa participante. A produção do referido estudo se construiu a partir do diálogo com variadas fontes bibliográficas e documentais, além da utilização dos recursos de coletada de dados tais como: entrevistas, questionários e formulários. As reflexões apresentadas apontam que a fragilidade da participação docente, em certa medida, implicou a autonomia universitária, não aquela apresentada na letra da lei, mas autonomia construída pela participação no espaço público, na construção do diálogo, do desentendimento e pelo vencimento do discurso do consenso estabelecido pela política policial da anulação da fala dos sujeitos dentro do espaço democrático. It has one of kind industry specialty due to this line of business doesn’t need to invest many facility of horizontal Starting business can be only by million to ten million dollars. This study is IC Design supply chain partner relationship. IC Design is one of horizontal SCM. from the products design to other process of manufacture, they all are authorized to manufacture by factories. It’s different from supply chain of traditional manufacture. IC Design should control each procedure stage and SCM is crucial obviously. The object of this study is small-middle scale IC Design. To make a study of the challenge of special horizontal SCM and uncertain fuzzy partner relationship they’re facing, analyze the relative factors of supply chain partner affect performance for IC Design. This study used Delphi technique to analysis and synthesis results of the data. Including (1) uncertain fuzzy partner relationship (2) information feedback integration (3) management and service (4) quick response (5) technology to analyzing the importance of each aspect to realize the relative reason of influencing productive effects between IC design and coworker relying on APH. There were ten experts’ opinions in IC industries were gathered, they help to provide useful opinions on the domain report and provide implications.

AbstractScience, technology and innovation (STI), targeted to solve both generic and location-specific challenges, are key drivers for transforming agri-food systems. These can transform the sustenance and low return livelihood to a profitable and respectable occupation for smallholder farmers, while motivating, attracting and empowering youth and women in agriculture. A paradigm shift is needed to: i) increase productivity, profitability, inclusiveness and efficiency of human engagement, ii) achieve complete nutrition security, iii) address the challenges of climate change, iv) adopt environment-friendly sustainable practices, and v) establish efficient farmer-market linkages. To achieve the desired goals, this chapter highlights effective pathways for: i) scaling innovations by combining ITK, conventional methods, and adopting NextGen cutting edge technologies evolved nationally or internationally, ii) enduring STI through a Gold Class education system, and iii) leveraging strong public-private partnership. The chapter also recommends increased investments in R&D, urgent need for enabling policy environment for scaling innovations and suggests clear transformative action points.

Abstract The Malthusian predictions of the future have not come to pass due largely to innovative agricultural technologies and practices that stimulated significant gains in agricultural productivity. This chapter examines the linkages between innovation, productivity, and sustainability. The definition of agricultural productivity, measured as total factor productivity (TFP), will be explained, as well as the contribution of innovation to global TFP growth and the contribution of TFP to sustainable food and agriculture systems. To illustrate these connections, this chapter highlights innovative technologies and practices used by crop and livestock producers in the United States, Colombia, India, Kenya, and Vietnam. These cases demonstrate how advanced seed technologies, improvements in soil health and nutrient management, mechanization, and an emphasis on animal health drive productivity growth around the world. Many of these cases feature partnerships between the public sector, private sector, and producers where innovations and new practices are used to increase productivity, incomes, food security, and nutrition. Creating an enabling policy environment is essential for agricultural innovation, productivity, and sustainability; the chapter gives examples of public policies that stimulate such productivity: investing in public sector research and development (R&D), embracing science-based technologies, and establishing smart regulatory environments. The chapter includes a discussion of innovation, productivity, and the Sustainable Development Goals (SDGs).

Companies active in the seed sector are innovative to meet the challenging and ever-evolving needs of growers, farmers, consumers, and other actors of the agri-food value chain. Communication and stakeholder engagement are extremely important to identify shared values and goals in the transition to more sustainable food systems. The seed sector is characterised by a multitude of collaborations and partnerships that contribute to the development of improved, high-quality, and diverse plant varieties that address specific market needs. In this article, we describe on behalf of Euroseeds the view of the European seed sector on plant breeding innovation.

AbstractLand degradation can be defined as a persistent reduction or loss of the biological and economic productivity resulting from climatic variations and human activities. To quantify relevant surface changes with Earth observation sensors requires a rigorous definition of the observables and an understanding of their seasonal and inter-annual temporal dynamics as well as of the respective spatial characteristics. This chapter starts with brief overviews of suitable remote sensing sources and a short history of degradation mapping. Focus is on arising possibilities with the new European Sentinel satellite fleet, which ensures unprecedented spatial, spectral, and temporal monitoring capabilities. Synergistic retrieval of innovative degradation indices is illustrated with mapping examples from the SPACES II (Science Partnerships for the Adaptation/Adjustment to Complex Earth System Processes) SALDi (South Africa Land Degradation Monitor) and EMSAfrica projects plus South African contributions. Big data approaches require adapted exploration techniques and infrastructures—both aspects conclude this chapter.

Abstract The African Union (AU) has provided the vision and even a hint of the future through Agenda 2063: The Africa We Want, to be achieved, in part, through accelerated agricultural growth and transformation, leading to shared prosperity and improved livelihoods. The promulgation is contained in the Malabo Declaration of the AU Summit held in Malabo, Equatorial Guinea, in June 2014. Attaining the ambitious commitments of ending hunger, doubling productivity, halving post-harvest losses and poverty, enhancing resilience in livelihoods and production systems to climate variability and other shocks, and reducing child stunting to 10% and numbers of underweight children to 5% by 2025 requires a definition of the strategies and the operative paradigms. The Declaration also calls for African agriculture to become climate smart. This chapter presents the strategic positioning of Conservation Agriculture (CA) in making climate smart agriculture (CSA) real in Africa and harnessing partnerships, informed by science and analyses of lessons from past interventions. We conclude that investing US$50 per household, in a capacity development programme in CA for 25 million households, has the potential to increase land productivity, produce food surpluses and transform livelihoods, thus attaining the Malabo Declaration targets. The investment in and adoption of CA-based CSA to that magnitude will not only move Africa's agriculture to a new level, where a significant proportion of agricultural land is managed with CA systems, but also supply competitively priced raw materials for transformative industrial and economic growth in Africa.

AbstractThis chapter shows that individuals’ trajectories in personal networks and the labour market are closely intertwined. A person’s network facilitates access to jobs in different ways. As people create relationships and accumulate social contacts, they obtain more information about job opportunities and embark on more rewarding careers. However, personal relationships may also hamper employment prospects. If employers expect that the obligations accruing from family-care reduce productivity, the consequence will be stunted careers and lower wages, notably for mothers. Yet the extent to which social relations help or hinder work trajectories varies across Europe and crucially depends on employment and family policies. Moreover, the spill-over effects between the two life domains travel both ways as employment outcomes also affect personal relationships. A prime example is how job loss affects the stability of partnerships. While recessions reduce the divorce rate at the aggregate level, the minority of individuals who lose their jobs are more likely to see their couples break up. Our chapter discusses the theory of spill-over effects between social relations and employment and reviews cutting-edge research in economics and sociology on the topic.

According to the European Innovation Partnership for Agricultural productivity and Sustainability (EIP-AGRI) that started 2012, the Europe 2020 Flagship Initiative "Innovation Union" specifies European Innovation Partnerships (EIP) as a new tool for speeding up innovation through linking existing policies and instruments. Based on the report “Innovation, Agricultural Productivity and Sustainability in Latvia” prepared by the Organization for Economic Co-operation and Development (OECD) in 2019, it analyses innovations in agriculture in order to promote further development of the sector. The agricultural sector has progressed more slowly than the economic sector and slightly more needs to be invested in order to ensure a well-functioning innovation system and a policy environment that would increase agricultural productivity and improve sustainability. The aim of paper is to reveal what prerequisites are necessary to promote the development of innovation projects in agricultural sector. The research based on analysis of documents exploring the views of European Innovation Partnership project managers on how the innovation process in European Innovation Partnership projects has taken place and what are the main preconditions for promoting the development of innovation projects, as well as observation and semi-structured interview, in turn, exploring, which can contribute to the development of innovation projects. As a result of the research, 8 preconditions for the promoting development of innovation projects in agriculture were identified. The results of the research can have a significant impact on the development of innovation, identifying weaknesses, problems that need more attention and take specific activities to improve the current situation.

The article analyses the experimental results of the cage area effect on green lacewing productivity. The tests were made under the conditions of the complete green lacewing (Chrysoperla carnea) rearing process on the base of the Engineering and Technological Institute “Biotekhnika” of NAAS of Ukraine in partnership with the the Latvia University of Life Sciences and Technologies. The research was focused on the correlation between the larvae cage productivity and its inner area. Four cage types with the same design and different areas were studied in the experiments. The set of experiments includes parallel insect rearing in three cages of each type. The specific productivity in cocoons·cm-2 was chosen as the main cage efficiency parameter. The analyses showed the productivity reduction with the cage area increasing. However, in the range of the cage area of 550-950 cm2 the average productivity kept constant of 0.64 cocoons·cm-2. The detected interval could be used for cage manufacturing and further equipment set forming with increased economic efficiency. The cage number in such equipment set would be 1.5 times less in comparison to the basic one for the same set productivity. Therefore, the equipment set manufacturing and maintenance costs would be decreased.

A parasitological condition of soil intended for growing crops requires special attention since it can contribute to the distribution of invasive material to humans and animals through plant crops. The article presents a parasitological and microbiological assessment of the soil on the territory of Mokva Horticultural NonProfit Partnership. The results of the studies showed that the prevalence of sample contamination was 20.1%. Eggs of geohelminths of epidemiological importance were found in the samples. The samples positive for Toxocara canis eggs ranged from 8.3% in individual plots to 27.5% in adjacent territory. Infected stray animals were the main sources of Toxocara canis eggs entering the soil of garden plots. The results of the studies on a parasitological condition of the soil on which vegetable and berry crops were grown showed its low contamination degree. Cultivated soil from garden plots was found to be contaminated in 11.4% of cases. Ascaris suum eggs were observed in the samples. The intensity of soil contamination was 8.3±1.1 specimens/kg. The detected pathogen of this species indicates the use of unsafe, from a parasitological point of view, farm animal waste to increase soil productivity and crop yields.

Leaders will be considered charismatic as long as followers continue to put their trust in them and as long as the results of their efforts are acknowledged. This research focuses on the complex interaction of factors that enable the success of charismatic leadership and implies the need of technical supervision for best results.

Construction today is poised between a failing business model and possibly successful future ones. Using the Three Horizons approach to transformative innovation (ref 1) one can say that the first horizon, the present, is characterised by transactional approaches to procurement, cost-driven purchasing, low margins, weak productivity and innovation, poor quality and the treatment of natural, social and human capital as externalities. The second horizon consists of innovations which can improve the first one or become bridges to a third horizon of transformed approaches. Elements already visible in the second horizon include a new awareness of the outcome value of assets, rising desire and ability to embrace natural, social and human capital factors, increasing interest in collaboration and partnership, industrialisation of building production, digital information management and the addition of ‘smart’ sensors and analytics to the built asset. The Grenfell Tower disaster has also set in train a major realignment of regulation, requiring long-term asset information retention to allow safer stewardship of buildings. The digital twin concept is a third horizon idea which may result.

Traditionally business areas within an organization individually manage data essential for their operation. This data may be incorporated into specialized software applications, MS Excel or MS Access etc., e-mail filing, and hardcopy documents. These applications and data stores support the local business area decision-making and add to its knowledge. There have been problems with this approach. Data, knowledge and decisions are only captured locally within the business area and in many cases this information is not easily identifiable or available for enterprise-wide sharing. Furthermore, individuals within the business areas often keep “shadow files” of data and information. The state of accuracy, completeness, and timeliness of the data contained within these files is often questionable. Information created and managed at a local business level can be lost when a staff member leaves his or her role. This is especially significant given ongoing changes in today’s workforce. Data must be properly managed and maintained to retain its value within the organization. The development and execution of “single version of the truth” or master data management requires a partnership between the business areas, records management, legal, and the information technology groups of an organization. Master data management is expected to yield significant gains in staff effectiveness, efficiency, and productivity. In 2011, Enbridge Pipelines applied the principles of master data management and trusted data digital repositories to a widely used, geographically dispersed small database (less than 10,000 records) that had noted data shortcomings such as incomplete or incorrect data, multiple shadow files, and inconsistent usage throughout the organization of the application that stewards the data. This paper provides an overview of best practices in developing an authoritative single source of data and Enbridge experience in applying these practices to a real-world example. Challenges of the approach used by Enbridge and lessons learned will be examined and discussed.

Identifying, analyzing, correlating and evaluating the dynamics of strategic critical infrastructure works closely with time evolution of society, which has generated and has boosted the development of large cities and economical objectives, always searching for new architectural solutions, both for the civilian constructions and for those with defensive character. Unlike security environment, specific previous stages of human development, the contemporary security environment is characterized by a multitude of hazards and risks, challenges, threats and vulnerabilities that have generated a greater impact concerning the vital elements of strategic critical infrastructure system. For this reason, the protection, the safety and the security of strategic critical infrastructure, will represent, also in the future, a priority area for all countries, organizations and international bodies. Creating a collaborative system for the protection of critical infrastructure has become an important concern of all states and a reference chapter of their security strategy. At European level in line with the directive 2008/114/CE of the Board, from december, 8th, 2008, concerning identification and designation of critical infrastructures, the productivity of strategic critical infrastructure protection system involved developing a timeline plan to ensure the functionality, continuity and integrity of critical infrastructures, in order to discourage, decrease and neutralize specific threats, risks and vulnerabilities. At national level, according to the National Strategy for Critical Infrastructure Protection 2011, such targets can be achieved only through collaboration, cooperation and partnership in interdisciplinary system, based on strategies, techniques, tactics and uniform procedures, large-scaleed, which, in turn can facilitate the development of concrete actions and measures of protection, timely and effective. In this article we want to detail the main aspects of the strategic critical infrastructure, in a hybrid security environment pointed by the risks, threats and vulnerabilities that require collaborative systems between protection institutions of critical infrastructure and joint efforts by all the national responsible, in line with European democratic structures, measures and guidelines.

‘House We Build’ was a co-design project and industry design partnership between FASTlab at the University of Newcastle, and the City of Newcastle local government authority. This project aimed to engage the public as participants in a meaningful digital portal experience of urban planning, comprised of an online game, an animation, and a web identity. Through this experience, the portal would communicate various issues concerning urban planning, and gradually re-shape the discourse between citizens and council. Through the ‘House We Build’ game and accompanying website, animation, and citizen survey, we demonstrated that community members could productively participate in urban planning.

The objectives of sustainable development in agriculture are emphasizing the worries related to the possibility of ensuring food security at national levels caused by the climate change and agricultural productivity. These worries reflect directly on the international trading partnerships and affect the trading especially with agricultural and food supplies. The current research aims at providing a clear image of the modifications in the trade balance of Romania, recognised mostly as an exporter of raw agricultural products, such as cereals or live animals, at low prices. Romanian agricultural productivity is characterized by an acute weather dependency, due to the low levels of irrigation systems and extensive agricultural systems, combined with extreme heat during summers and low precipitation in winters and springs. Even so, the exports and imports of a country are a key factor in its economic development so they cannot be reduced only to food security and sustainability aspects. In this context, a clear image of Romania’s trade balance offers some insight for the designing of future policy related both to the possibilities of economic and sustainable development.

Abstract According to the US Energy Agency (EIA), Russia is the world leader in terms of the volume of technically recoverable "tight oil" resources (U.S. Department of Energy, 2013). To convert them into commercial production, it is necessary to create cost-effective development technologies. For this purpose, a strategy has been adopted, which is implemented at the state level and one of the key elements of which is the development of the high-tech service market. In 2017, the Minister of Energy of the Russian Federation, in accordance with a government executive order (Government Executive Order of the Russian Federation, 2014), awarded the Gazprom Neft project on the creation of a complex of domestic technologies and high-tech equipment for developing the Bazhenov formation with the national status. It is implemented in several directions and covers a wide range of technologies required for the horizontal wells drilling and stimulating flows from them using multi-stage hydraulic fracturing (MS HF) methods. Within the framework of the technological experiment implemented at the Palyanovskaya area at the Krasnoleninskoye field by the Industrial Integration Center "Gazpromneft - Technological Partnerships" (a subsidiary of Gazprom Neft), from 2015 to 2020, 29 high-tech wells with different lengths of horizontal wellbore were constructed, and multistage hydraulic fracturing operations were performed with various designs. Upon results of 2020, it became possible to increase annual oil production from the Bazhenov formation by 78 % in comparison with up to 100,000 tons in 2019. The advancing of development technologies allowed the enterprise to decrease for more than twice the cost of the Bazhenov oil production from 30 thousand rubles per ton (69$/bbl) at the start of the project in 2015 to 13 thousand rubles (24$/bbl) in 2020. A significant contribution to the increase in production in 2020 was made by horizontal wells, where MS HF operations were carried out using an experimental process fluid, which is based on the modified Si Bioxan biopolymer. This article is devoted to the background of this experiment and the analysis of its results.

The Regional Comprehensive Economic Partnership (RCEP) presents strong potential to mold regional trade and investment patterns well into the future and to influence the direction of global economic cooperation at a challenging time. This paper evaluates the RCEP’s impact on global and regional incomes, trade, economic structure, factor returns, and employment using a computable general equilibrium model. The results suggest that the RCEP agreement could generate sizable global income gains. Together with the Comprehensive and Progressive Agreement on Trans-Pacific Partnership, the RCEP will also strengthen the region’s manufacturing supply chains, raising productivity and increasing wages and employment.

The Country Diagnostic Study (CDS) for Senegal uses the Hausmann-Rodrik-Velasco growth diagnostics model to identify the binding constraints being faced in its quest for higher and more sustained economic growth and make recommendations to relax these constraints. Hence, the findings of the CDS can help the Islamic Development Bank in identifying areas where it can have a greater impact and provide an evidence-basis to support the development of the Member Country Partnership Strategy. After decades of subdued and highly volatile economic growth due to heavy dependence on primary commodities and low productivity, Senegal experienced an unprecedented growth acceleration from 2014 to 2019. However, there appeared to be a weak correlation between economic growth and jobs creation. In addition, about 90 percent of non-agricultural employment is estimated to be informal. The national poverty rate decreased by 5 percentage points between 2011 and 2018. Nonetheless, the absolute number of poor people has increased. Furthermore, regional disparities are persistent. Despite the country’s solid performance in the field of governance, further simplification and transparency of business procedures and regulations will be critical in addressing the challenge of informality. Efforts to address informality in the economy should also target the issue of access to finance through the design of financing mechanisms based on specific needs assessment and risk management tools. Senegal will also need to create the conditions for higher competitiveness and follow upgrading trajectories in global and regional value chains. In this respect, both physical and digital connectivity will be essential.

The Caribbean economies are well-ranked in terms of womens participation in the labor market, but less so in terms of innovation, suggesting the relevance of an analysis of gender diversitys impact on innovation. This paper examines how gender diversity in Caribbean firm affects the formation of external partnerships and agreements for innovation, and also how the effects of that diversity on innovative outcomes are influenced by the presence of women in diverse positions within a firm. Using information for 13 Caribbean countries from the Innovation, Firm Productivity and Gender (IFPG) database, this study confirms gender diversity as a factor which both improves the likelihood of innovation, as well as spurring the decision to collaborate with other firms and organizations. However, impacts will depend on the areas within a firm in which women are present. Gender diversity in the total workforce and in production and non-production activities is more effective than when women are present in areas solely related to management. These findings prompt a reflection on policy implications around the definition or improvement of measures oriented to the closing of innovation-related gender gaps.

Achieving universal electrification in sub-Saharan Africa requires creative solutions. Renewable mini-grids are a promising technology to electrify remote communities with a substantial productive demand, mainly from agro-processing. Mini-grids have experienced fast growth and there are now around 2,200 systems in the sub-Saharan Africa region. However, their economic case in the sub-continent is unclear. Most mini-grids are struggling not only to obtain a profit but also to recover costs. This Research Report describes the case of a private company in Tanzania implementing a business model for mini-grids that promotes productive uses of energy to achieve financial sustainability (the ‘Keymaker model’). A group of researchers worked jointly with the mini-grid developer to procure equipment for fish processing activities, support local entrepreneurs to use electricity productively, and to document and learn from the process. Although the business model was ultimately unsuccessful – facing high regulatory risks, high initial tariffs required to recover costs, and complex management of agro-processing activities – the project offers useful lessons and considerations for future efforts to promote mini-grids, and how public–private partnerships can help improve affordability and reduce regulatory risks.

Adoption of information and communication technologies (ICTs) has been slow in Latin American and the Caribbean (LAC) countries and is not widespread. There is a digital divide between and within countries, including a digital gap in firms' adoption of ICTs. Large and medium-sized enterprises generally have access to the Internet, but adoption of advanced ICTs is low for all firms in these economies, and small and micro enterprises lag way behind. The backwardness in ICT adoption is exacerbated when only a small fraction of society has high connectivity broadband. Thus the digital infrastructure remains weak despite regional governments' promotion of a digital agenda. Bolder programs are needed. The success of public initiatives requires a competitive environment for internet and telecom service providers as well strong participation of the private sector and public-private partnerships. In particular, the engagement of large firms is necessary to increase ICTs diffusion in small and medium-sized enterprises (SMEs) that are part of their production chains. Additionally, coordination among different government agencies is critical for improving ICT policies design and implementation. The relevance of well-designed ICT policies is apparent in empirical and qualitative evidence from Chile, Colombia and Uruguay, where ICT investment indicates a positive impact on firm innovation and productivity. As part of what some call the digital ecosystem, the IT industry plays an important role, but we observe large heterogeneity in the LAC region. Brazil and Mexico are two big players with relatively well-developed software and hardware industries oriented to the domestic market, while Costa Rica and Uruguay emerge as IT producers and exporters. In between, medium-sized countries like Argentina, Colombia, Peru and Ecuador are looking for a position in either their internal or external markets. To increase performance in the IT industry and complement the existing ecosystem, ICT policies must be accompanied by industrial programs that go beyond the usual horizontal industrial policies.

Information and communication technologies (ICTs) are increasingly seen as an enabler to improve and promote efficiencies in global food market systems, and the high penetration rate of mobile phones is playing a catalytic role in developing countries. Mobile-based agriculture-value-added services (agri-VAS) aim to mitigate the information, financial and market access gaps faced by smallholder farmers and agribusinesses in developing countries. Over the last two decades, the number and variety of agri-VAS has been continuously increasing, and their landscape has been evolving. However, many agri-VAS never reach financial sustainability or scale and are discontinued after a few years. Increasing efforts are being made to map the landscape of agri-VAS targeted at smallholder farmers across Africa and Asia. However, insufficient attention has been paid to exploring successful agri-VAS that have small and medium (SME) agribusinesses as their main clients and that source from smallholder farmers. Areas with potential for further study include the following: (a) agribusinesses operating in value chains that are digitized by others (e.g. mobile network operators); (b) agribusinesses that are developing and deploying agri-VAS in-house; (c) agribusinesses using services provided by third-party agri-VAS providers within their value chains; and (d) agribusinesses that develop partnerships with agri-VAS providers to co-develop solutions. This study aims to address the following question: What are the factors behind successful deployment of mobile technologies to improve agribusiness productivity and investment readiness? It aims to analyse agri-VAS that have SME agribusinesses as their main clients, as they are more likely to positively impact the investment readiness of SME agribusinesses than agri-VAS with smallholder farmers as their only clients, which are also the most evaluated type of agri-VAS. The study consists of a combination of secondary and primary research, resulting in: (a) a set of investment-policy and service-design recommendations, based on high-impact, sustainable agribusiness-focused VAS; (b) recommendations on how to improve the body of impact evidence; and (c) the identification of investment opportunities at the agribusiness and agri-VAS levels.

This background paper assesses the actions of the Inter-American Development Bank (IDB, or Bank) related to private sector development (PSD) that were mandated under the Ninth General Capital Increase in Resources (IDB-9). It finds that Management has taken the necessary formal steps to address most of the requirements: preparing a new PSD Strategy; drafting a Non-Sovereign Guarantee (NSG) Business Plan; creating guidelines for specific sectors, beginning with small and medium-sized enterprises; reviewing the NSG guidelines for entities with public participation; gradually expanding NSG prudential limits; supporting the Inter-American Investment Corporation with subordinated lending; adapting the public-private mix to country requirements; adopting measures to improve coordination among PSD and private sector operations windows; and taking steps to enhance NSG development effectiveness. The major area not yet addressed is the integration of NSG operations in Country Strategies and programs. The paper also finds, however, that these steps do not yet provide an appropriate and effective way to achieve the underlying objectives of IDB-9 with regard to the IDB Group's support for development through the private sector. The strategic documents do not lay out an effective and operationally relevant strategy to ensure substantial value added in IDB's support for the private sector. Such a strategy would need to recognize and build on the drivers of productivity gain and economic growth: fostering entry, creating new markets, and supporting competition and innovation. These drivers depend both on public sector initiatives to improve the business environment and on private sector response, and thus an effective strategy has important implications for the sovereign guarantee (SG) and NSG sides of the Bank and for the IDB Group as a whole. One significant challenge relates to coordination between the two sides of the Bank and among the private sector windows of the Bank Group. Despite repeated attempts by Bank Management to strengthen this coordination, it remains a major challenge. Indeed, the analysis finds that operations with coordinated SG and NSG actions and integrated objectives are rare. Limited coordination has resulted in significant lost opportunities¿ and not only in infrastructure, where improved collaboration would bring clear gains (as in operations involving public-private partnerships and concessions). Coordination could enhance the Bank's additionality in financial sector operations as well, with improvements of financial markets regulation concomitant with second-tier support or the set-up of facilities with client financial institutions. OVE also finds that, despite some progress, the accomplishment of the IDB-9 requirements pertaining to development effectiveness is still a work in progress. Going forward, it is critical for the Bank to forge an institution-wide shared vision for the private sector, while leveraging the potential for collaboration of the public and private sides of the Bank. The paper suggests some structural options and incentive-related steps in that direction.
