The objective of this research is to determine the relationship between land use, particularly density, and per capita spending levels in cities across the United States. A model was developed using data from the U.S. Census Bureau’s Annual Survey of State and Local Government Finances to estimate the impacts of population-weighted density and other factors on per capita municipal spending. This study focused on municipal spending for eight categories that theoretically could be influenced by land use development: fire protection, streets and highways, libraries, parks and recreation, police, sewer, solid waste management, and water. Density was found to be negatively associated with per capita municipal expenditures for the following cost categories: operational costs for fire protection, streets and highways, parks and recreation, sewer, solid waste management, and water; construction costs for streets and highways, parks and recreation, sewer, and water; and land and existing facility costs for police, sewer, and water. Results were insignificant for other cost categories, and a positive relationship was found for police operations costs. In general, results support the conclusion that increased density is associated with reduced per capita municipal spending for several cost categories.

The presented research paper demonstrates the dynamic development of political and economic relations between Ukraine and the United Arab Emirates as well as their importance for projects involving the implementation of the Lublin Triangle. The results and findings of the research show that without taking into account the state-owned company from Dubai DP World, the success of the strategic cooperation between Ukraine, Poland, and Lithuania in transportation, as well as in the energy sector, will be limited. For this reason, it is necessary to include the Emirate company in some projects of the Lublin Triangle. Moreover, strategic alliances of the United Arab Emirates with states and international organizations of the Euro-Atlantic community, including the European Union and the North Atlantic Treaty Organisation, should be noted. In this context, the strategic importance of the UAE’s partnership with Central and Eastern Europe should be taken into account. Moreover, a close, deep alliance with the United Arab Emirates will contribute to increasing the impact of the Lublin Triangle states on transatlantic partners. In addition, the UAE, being an economic and trade hub where the interests of Europe, the United States of America, the Middle East, Africa and Asia intersect, can contribute to increasing the role of Central and Eastern Europe in the global dimension. The Emirati company DP World is one of the largest global corporations, with around 150 branches in the world and working for seaports, terminals, industrial parks, logistics and economic zones. So, this Emirati economic entity has great potential in ensuring Central and Eastern Europe an effective supply chain and stable development of trade in the upcoming increasingly aggressive economic wars.

President Trump’s decision to withdraw the United States from the Paris Agreement on Climate Change is both a major reversal of the Obama administration’s climate policy and a huge blow to global climate governance. The comprehensive regression of President Trump’s climate policy manifests mainly in three aspects: abolition of the clean energy plan, exit from the Paris Agreement, and a return to traditional energy policies, which reflect the cyclical and volatile nature of the U.S. climate policy. With its lasting negative impact, the China-U.S. cooperative leadership in global climate governance is stranded. In this light, China should strive for a bigger role in leading global efforts to address climate change and enhance cooperation through various mechanisms. Under the current U.S. policy environment, China can still strengthen cooperation with the United States in such fields as traditional energy, infrastructure investment, global energy market, and green finance.

AbstractThe Paris Agreement to the United Nations Framework Convention on Climate Change (UNFCCC) signifies a shift in how the principle of common but differentiated responsibilities (CBDR) manifests in the international climate change regime. Unlike the UNFCCC and its Kyoto Protocol, the Paris Agreement does not enshrine differentiated substantive mitigation obligations for developed and developing countries. However, an increasingly proceduralized variant of the CBDR principle, which facilitates regard for the interests of developing countries with respect to treaty implementation yet does not guarantee favourable substantive outcomes for these states, is evident in the emerging regime. The experience of the International Maritime Organization’s climate change regime provides a cautionary tale with respect to procedurally oriented differentiation that is not reinforced by effective processes to ensure that developed states honour their finance and technology transfer commitments. Accordingly, this article posits that strong accountability mechanisms are required to transform opportunities for procedural differentiation in the Paris Agreement into a robust framework for procedural regard for the interests of developing states.

In 2015, the governments of 193 United Nations member states adopted the 2030 Agenda for Sustainable Development, followed by the Paris Agreement. Their detailed solutions assume the inclusion of the concept of sustainable finance into investment decision-making processes, including directing capital towards sustainable investments and stopping climate change. The main subject of the study is sustainable finance, which is one of the pillars of the sustainable development of the global economy, which has also become an important objective of the European Union, enshrined in the Treaty of Lisbon. The main aim of the paper is an extrapolation of risks appearing in the unstable environment of credit institutions, which are increasingly boldly directing their expectations on their inclusion in the sustainable finance concept implementation. The empirical research included in the first stage a questionnaire survey, while in the second one, a quantitative comparative analysis. The research was aimed at verifying the research hypothesis stating that after the global financial crisis, banks meet the new prudential capital regulations, however by their inclusion in the concept of green finance, they will increase a share of mitigation in the bank risk management strategy. The research, carried out in the Polish banking sector, has shown that domestic banks meet all prudential requirements resulting from the new capital norms. However, investment strategies, based on the composition of the portfolio in accordance with the principles of sustainable finance and on high rates of return in the long term, will change banks’ resilience to key risks from the perspective of sustainable development.

ABSTRACT Being a big bank means the regular payment of huge fines to a number of different regulators, paired with profuse apologies, and promises to do better next time. This article makes use of a hand-collected dataset to show how this enforcement worked in the United States after the passage of the Dodd-Frank Wall Street Reform Act. American regulators have tended to hunt the big banks in packs, with multiple regulators pursuing fines against financial institutions for the same misconduct. Regulators frequently enforce in a ‘viral’ manner: once they sanction one bank for a type of misconduct, the chances that they will sanction another bank for the same sort of misconduct increases. Some regulators like to bundle a variety of different unlawful actions by banks into one global settlement. Enforcement by the Department of Justice can result in spectacularly expensive settlements compared to the level of enforcement by primary banking regulatory agencies; overall, Department of Justice sanctions in dollars dwarf those of all other agencies policing part of what a bank does. American enforcement, despite suspicion to the contrary, does not appear to protect domestic banks and discriminate against foreign ones. Although this article’s primary goal is to make sense of the federal government’s overall enforcement practices, one recommendation is made: criminal prosecutors should consult with safety and soundness regulators before unveiling indictments and settlements against banks.

On the global agenda, environmental issues are becoming ever more pressing every moment. At present, it is not enough for individual countries to tackle global climate issues on their own. The time has come for a joint effort to mitigate climate change. The Paris Agreement is an agreement within the United Nations Framework Convention on Climate Change, dealing with greenhouse-gas-emissions mitigation, adaptation, and finance, starting in the year 2020. The Paris Agreement's long-term goal is to keep the increase in global average temperature to well below 2 °C above pre-industrial levels, and to limit the increase to 1.5 °C, since this would substantially reduce the risks and effects of climate change. It is not enough for states to sign this type of act, they need to take active steps to implement them and achieve the set goals. Energy, green construction, resource saving, educating the population, new and advanced teaching methods - all that is required for any global setup to be locally addressed. Now, we are in a situation where the exchange of transnational experience and knowledge is an important stage in solving energy efficiency issues through the education prism. This article will provide an analysis of the experience of four countries in the field of green construction.

Introduction. The article analyzes the pros­pects for the development of the green banking taxonomy in Russia, its goals and significance for solving environmental and social problems.The authors examine in detail the tools of green finance, such as green investment accounts, digi­talization products, such as the Internet and on­line banking, special bank cards, climate or envi­ronmental/green bonds. The authors also reveal the legal nature of the gradual formation and develop­ment of the taxonomy of "green banking" at the in­ternational and national level.Materials and methods. The study uses in­ternational documents of the United Nations and the European Union on the environment, the work of reputable scientists that address the issues of green banking and green finance tools. The meth­odological basis of the research is based on inter­related techniques, means and methods of cognition of social phenomena. The study uses such general scientific methods and methods of cognition as induction and deduction, analysis and synthesis, analogy, comparison. In the course of this study, special attention was paid, in particular, to the method of comparative law, to the system and func­tional approaches, and also the formal legal method was used.The authors relying on the system analysis, reveal the process of taxonomy development and identifies its principles, goals and objectives.The results of the study. As a result of the analysis, the authors conclude that most business entities mistakenly believe that the consequences of climate change are relevant only in the long term, however, with the emergence of information about the global nature of the potential financial consequences of climate change, this approach is gradually changing in the direction of investors’ increasing attention to projects in green banking, in connection with which we can offer the following recommendations for the formation of the green fi­nance market and the development of environmen­tal management in the banking sector:Development and implementation of regu­latory documents containing the rules and condi­tions for working with green finance instruments, which include green bonds, green loans and green project financing.Creating a system of economic and social incentives from the state to increase the attrac­tiveness of green finance, including compensating banks for the difference between market rates on loans and the lower cost of green loansAllocation of a separate section on the Moscow Exchange for the circulation of green gov­ernment and corporate securities.Enhancing international cooperation in the field of environmentally sustainable financeDiscussion and conclusion. The materials of this article substantiate the stages and historical roots of the formation of green banking, as well as the specific tasks of the taxonomy for banks and fi­nancial institutions. The authors comes to the con­clusion that the tools of green finance are:- climate or environmental/green bonds. Among the most popular areas of investment are projects aimed at the development of alternative energy sources, low-carbon transport, and energy efficiency;- green lending, for example, green mort­gages are housing loans that meet certain environ­mental standards. Green lending is not limited to housing construction alone. Bank loans designed to finance sustainable projects are also used in agri­culture, industry and the service sector;- special bank cards. For example, Pochta Bank offers to issue a Green World bank card to a savings account. When paying with a card for every 4,000 rubles spent, the bank finances the planting of one tree in one of the country's national parks. At the same time, the client receives an electronic certificate indicating the location of the planted trees;- the tools of green banking can also include products in the field of digitalization, such as the Internet and online banking.

In recent years there was a significant of international structures that are being created as platforms for multilateral policydialogue on climate change issues outside the United Nations Framework Convention on Climate Change (UNFCCC).Such structures are, for example, the Major Economies Forum (MEF), the Petersberg Climate Dialogue, the on CleanEnergy Ministerial and a wide variety of partnerships. There is no common definition for such formats of cooperation andconceptual ground for understanding their place in international climate governance system. This includes both traditionalinterstate cooperation mechanisms embodied by the UNFCCC, as well as non-state initiatives, climate finance institutions,formats that support a constant dialogue between states, business representatives, academia, and NGOs on climate policyissues. The aim of the study was to clarify the nature of quasi-formal climate governance, to establish a typology and assessof the dynamics of development of quasi-formal entities to better understand the processes of its formation and implementation.I describe three types of quasi-formal entities from the new dataset of quasi-formal entities created in the period from2001–2022: intergovernmental forums, UNFCCC party groupings, and hybrid partnerships. The study reveals an increasein the number of political forums and hybrid partnerships amid stabilization or even reduction of negotiating blocs within theUNFCCC. In complex system of international climate governance, quasi-formal entities are playing an increasing role inthe accumulation and exchange of knowledge and experience between states on the implementation of the Paris Agreement.

“In the Bosom of the Storied Blue Ridge Mountains:” Contesting the Future of American Culture in Shenandoah National Park, 1924-1936 In the early 20th century, as the National Park Service gained traction, legislators in the east pushed to preserve large tracts of land in the “western” mind. Yet the forces that converged in the early twentieth century to produce the National Park movement and to envision what those parks should be were more complicated than Teddy Roosevelt and Woodrow Wilson’s presidencies imply. Theoretically parks for “the people,” National Park locations, resources, and regulations were often governed by the social and economic elite. In the case of eastern parks like Shenandoah, the government acquired land through land condemnation acts, often at the expense of rural and lower income communities. Efforts at Shenandoah, while drastic, illustrate how the creation of National Parks sought not only to preserve land, but also to craft and constitute a particular vision of American culture. Justified as places where the American public could go to enjoy health and continued prosperity, these places simultaneously offered lessons in what it should and should not mean to be an American. In their rejection of mountain culture in Shenandoah, the federal government defined America’s past, present, and future as a place of supposed national growth, consumer culture, and economic advancement. “The Yorktown Problem”: Constructing a Cultural Landscape, 1900-1935 The history of the Uniontown community and Yorktown National Battlefield demonstrates that sites of memory are always contested, and that meaning is not only inscribed through formal means, such as interpretive signs or government-sponsored events, but is also appropriated and generated through cultural uses of sites of memory. Moreover, the founding of Yorktown National Battlefield reveals that the reconciliationist narrative of erasure applied to Civil War memory does not always hold. Park administrators made decisions for pragmatic, though not unproblematic, reasons, guided by their understanding of what makes history and what is significant in history. Taken collectively, the story of Yorktown and Uniontown demonstrates that the history and goals of national spaces must continually be interrogated and revised to ask what has been expunged, and what needs to be uncovered again to generate a more inclusive understanding of the past.

This thesis sets out to explain the establishment and., . protection of United States federal-' heritage '. land, --throughsome 200 years of conflict and `change. ý. It uses concepts,. like preservation, conservation and --exploitation. As US has .- the-- grown in area and population, pressures on land and natural resources have also intensified, particularly at times of external + and -internal strife: wars, the Depression, etc. As the exploitative pressures grew, a counterbalancing response arose from the preservationists. Various federal agencies have a role in protecting heritage land, none more so than the National Park Service since Its founding in 1916. Its achievements and problems, and Its relations with the other agencies, are discussed in some detail. From one point of view, heritage land Is a location for recreation or contemplation. Others regard It as a potential source of exploitable wealth, specially in its timber mineral and water resources. These opposed positions may be understood in terms of a theory that the countervailing forces of land exploitation and land protection were (and are) expressed politically in the conflict and Interdependence of heritage land protection. More recently, environmental problems have arisen at a global level, suggesting that the preservation : exploitation symbiosis is of relevance there as well. It Is possible that large, though comparatively local, environmental issues in the United States could be resolved through the Interplay of local and global politics.

More than twenty metropolitan park systems in the United States were designed and constructed during a period of intense urbanization in the late nineteenth century. Similar conditions of rapid growth in "Sunbelt" cities today, and continued recognition of the need for urban parks, makes understanding of factors significant to the longevity of the historic systems useful. Park systems of Washington, DC, Cleveland, Ohio, Kansas City, Missouri and Minneapolis, Minnesota are compared in the literature and by direct observation. Settings, goals, forms, siting, and activities of these systems are examined. Impacts of suburbanization, changes in transportation, increased leisure, and development of planning bureaucracies are discussed and compared. Findings suggest: graphic plans exhibiting bold images were most likely to be implemented; intent of the design is preserved by careful definition of goals and objectives; and systems organized on the basis of natural topography and drainageways have better maintained their usefulness and identity.

This thesis seeks to construct an empirical model of highway finance in the United States, and in particular, to examine the relationship between highway-user revenues and highway spending. It provides a general overview of the current highway system, including the federal-aid highway program, and the flow of highway funds between different levels of government. It also examines issues relating to highway-user revenues. A review of the literature failed to provide any "standard" model of highway spending and no previous studies of spending across all levels of government. Using data from the 50 states and the District of Columbia over the three-year period 1998-2000, regressions were run on the dollars spent on highways in each state from all levels of government. The independent variables included highway-user revenues (as defined by the Federal Highway Administration) in each state from all levels of government, lane-miles, daily vehicle-miles of traffic, land area, percent of land area classified as urban, population, gross state product, annual average wage, percent of traffic consisting of trucks, and average winter temperature. OLS estimates using the classical linear regression model were found to be unreliable, and attempts at using a growth rate model provided poor overall fit. Opportunities for future research are identified, as this is an important issue that should be of interest in public policy decision-making.

In the wake of September 11, 2001 events, most western airlines find themselves in financial difficulties. In their struggle to stay in the sky, many airlines look for pro-active tools and fitting strategies. The primary focus of this thesis is to discuss the unique characters of the airline business, particularly, within the context of US bankruptcy reorganization law (Chapter 11). After identifying primary competing interests in this perspective, the hypothesis explored is that Chapter 11 bankruptcy reorganization provides a forum that may uniquely address any of the specific needs of the different key players, if invoked strategically. The corporate strategy of "facilitated survival" as provided for within the context of US bankruptcy law is definitely worthwhile for the airline industry to take note of.

Campaign finance laws in the United States have changed dramatically over the last thirty years. These changes are largely due to laws passed by Congress and decisions from the Supreme Court. Two major laws that determined the course of the laws were the Federal Election Campaign Act of 1971, and the Bipartisan Campaign Reform Act of 2002. These laws outline how campaigns were required to run. In addition to laws passed by Congress, decisions from the Supreme Court have dramatically changed the scope of electioneering. Buckley v Valeo, decided in 1976, and Citizens United v FEC, decided in 2010, both brought major changes to elections, ranging from disclosure requirements to the creation of SuperPACs. These decisions, paired with the laws passed by Congress set the stage for a campaigning system that many see as in dire need of reform.

This thesis explores the empirical relationship between community characteristics and the amount of chemical releases from local industrial facilities for all 50 states of the US. We concentrate primarily on the effects of ethnic composition and the degree of ethnic diversity within a community. The effect of ethnic composition is captured by the share of each ethnic group within a community. The degree of ethnic diversity is measured by two indices: the fractionalization and polarization index. Our empirical results provide a number of interesting findings. First, there is inconsistent evidence in support of the effect of ethnic composition on chemical releases in 1991-1995 at the zip code level. However, we find that the amount of releases is related with the potential of a community’s collective action to pressurize polluters. Second, we show that local facilities’ environmental performance is not only influenced by the ethnic composition of a community but also by the ethnic diversity of local residents. We argue that ethnic heterogeneity makes it more difficult for members of a community to cooperate and instigate a collective action to protest local polluting facilities. Our estimated results confirm that chemical releases during the period of 1991-1995 increase in a more ethnically diverse communities. Third, our results suggest that differences in toxicity among chemicals should be taken into account when investigating the effect of community characteristics on chemical releases from local facilities. Our findings also confirm the effects of ethnic composition and ethnic diversity in determining chemical releases in 2001-2005 at a county level. However, such findings are subject to regional differences and the choice of chemicals included in the analysis.

Even in 2012, the United States is still feeling the impact of what happened in 2007. Therefore by understanding history and analyzing the past, solutions to prevent future panics can be implemented.

Integrated dual energy use systems, optimized to provide both electrical (or mechanical) and thermal energy for industrial process heating/cooling or for commercial and residential space conditioning needs, are energy efficient and economic alternatives to conventional single-purpose energy systems. Numerous prime movers, including diesels, gas engines, steam and gas turbines, combined cycles, and other advanced conversion systems, together with an array of different primary energy sources such as gas, oil, coal, biomass and municipal solid waste fuels and thermal storage and control strategies, can result in a complex variety of system configurations. The United Technologies Research Center (UTRC), working with the U.S. Department of Energy, the Electric Power Research Institute, and state and local governments, has developed methodologies and procedures to screen, evaluate, and select optimum dual energy use systems (DEUS) for industrial parks, commercial developments and residential applications or combinations thereof. This paper describes methodologies developed and provides examples of the dual use energy systems defined for use in: (1) single industries, (2) multiple-industry industrial parks, (3) recovery of waste heat from a nuclear fuel processing facility, and (4) burning of solid and municipal waste sources. In addition, specific sites are described which include residential, commercial and industrial developments being implemented in the Eastern and Western sections of the United States.

From the late nineteenth century, ramblers, trampers and bushwalkers have been instrumental in the creation of national parks. Their advocacy combined interests in nature conservation with recreational pursuits, heralding the two competing and often contradictory purposes of national park estates. In Australia, protected wilderness areas were invariably repositories of sacred sites linked by networks of walking pads across landscapes shaped by millennia of Indigenous occupation. From the mid-twentieth century, new infrastructure was required in national parks to cater for the growth in tourism. In Australia, the state-based system of “national” parks resulted in an uneven approach to both the creation of protected areas and the design of infrastructure for the hosts and guests. This approach was in marked contrast to the United States, where the Mission 66 program – approved by Congress in 1955 – resulted in a decade-long programme of expenditure on infrastructure that established the reputation of their national park system, and ensured a systematic national approach. This paper examines the piecemeal history of planning for bushwalkers in Australian national parks through a comparison of competing interests – the minimal needs of the self-sufficient rambler with infrastructure that caters for diverse tourism experiences. Australian case studies illustrate a contested but changing approach to planning for pedestrians in protected areas, from the making of tracks by volunteers and depression-era work gangs to elevated walks through forest canopies. A historical analysis highlights the changing attitudes to tourism and conservation challenges, now informed by greater knowledge of ecology and the belated recognition of Indigenous ownership and pre-colonial land management regimes. Threats to the biodiversity in protected areas suggest that a planning approach, which combines multiple disciplines and interests, will increasingly elevate both the bushwalker and tourist in their experience of nature.

Defensive architecture is a heritage typology of great interest for society due to various reasons, such as its monumentality, history, beauty or ability to fascinate thanks to cinema, literature or television. Like other cultural assets, its management is based on research, preservation, restoration, didactics, dissemination and participation following current approaches. In this sense, heritage education plays a fundamental role since it is a tool that connects cultural heritage with people. This fact becomes a key aspect to guarantee its knowledge, preservation, use and enjoyment over time. This paper will analyse the actions on heritage education of the National Park Service (United States of America) and Parks Canada which are focused on defensive architecture. Both offices have been chosen because they manage examples of defensive architecture and are world leaders in heritage education. Therefore, the main purpose is to know their actions and make proposals for the Spanish context. This is an interesting fact because Spain has a rich and varied defensive architecture but heritage education still has little presence, which is surprising because heritage education favours society commitment when preserving cultural heritage. To this end, the qualitative work methodology will be used, specifically the analysis technique applied to the contents of the National Park Service and Parks Canada web pages.

Because of the low cost, high quality, and technology standards, foreign patients prefer Turkish health institutions in almost every field such as plastic and aesthetic surgery, hair transplantation, eye surgery, in vitro fertilization, open-heart surgery, dermatological diseases, checkups, cancer treatments, otorhinolaryngology, dialysis, cardiovascular surgery, gynecology, neurosurgery, orthopedics, dentistry, spa, physiotherapy, and rehabilitation. The 2013 report of the United Nations World Tourism Organization (UNWTO) states that the number of international patients in Turkey has increased in recent years but is still behind the numbers of patients traveling for treatment purposes around the world. Important achievements, particularly in the fields of transplantation, genetic testing, eye surgery, cardiology, orthopedics, plastic surgery, and dentistry, bring Turkey to the forefront of health tourism. This study emphasizes the economic dimensions of health tourism by discussing the improvement of health tourism in Turkey. Advantages, disadvantages, and future opportunities for health tourism in Turkey are examined in terms of diversification of the country’s tourism, economic dimensions, and alternative tourism opportunities. In this context, the study mentions the notion of health tourism, boosting health tourism around the world and in Turkey, and the place and economic dimension of Turkey within world health tourism.

The concept of influence can be defined as a tool of international actors, a form of power, the ability to overcome obstacles in order to achieve different purposes or the desired result in the process of power relations established between actors in international politics. According to the approach that aims to reach the concept of influence as the desired result, in the process of setting up influence states try to influence each other through different methods and tools in which can be used through states’ own capacities. In addition to political and military tools, economic impact tools related to the field of foreign trade and finance are frequently used today. Economic impact tools, such as external aid, which may be positive or rewarding, may also be negative or punitive in a range from the boycott to the blockade. The study aims to provide a qualitative assessment of the United States' (US) economic sanctions against Iran in the context of the use of economic impact tools in international politics. In order to achieve this aim, 12 executive orders issued by the US on the grounds that Iran poses a threat to its national security, foreign policy and economy will be examined. In the conclusion of the study, the assumption that the US sanctions against Iran almost for 40 years has become a multilateral structure such as commercial and financial blockade from a structure related to bilateral relations such as boycott and embargo will be tested.

The financing of terrorism, as an illegal criminal act, was first proposed at the international level in the United Nations Declaration of 1994. The idea was further developed in United Nations Security Council Resolution No. 1373 adopted in 2001. This document obliged all member states of the UN Security Council to introduce into their criminal legislation norms governing prosecution for activities related to the provision or collection of funds to finance terrorism. This study aims to analyze the corpus delicti of terrorist financing and investigate the need to introduce this article into the legislation of the Russian Federation. Modern times are characterized by the high growth of terrorist crimes, involvement in terrorist groups, and financing this criminal activity. The problem of combating terrorism is international. Countering this phenomenon and strengthening international cooperation to maintain the rule of law and legal order has been relevant for the past few decades. The authors of the research work consider the obligations of the Russian Federation arising from the requirements of the international community and the international legal framework. International cooperation allowed to establish the official recognition of the financing of terrorism at the legislative level as criminal and punishable.

The United States Army operates several classes of landing craft, which provide combatant commanders with waterborne maneuver capabilities essential for accomplishing a range of critical missions unique to the Army. These missions involve transport of personnel, cargo, and equipment from advanced bases and large sealift ships to ports, inland riverine regions, as well as remote undeveloped coastlines and beaches. Recognizing the significant roles these vessels play and will continue to play in achieving Army objectives, Army leadership allocated funding to design and build a new class of high performance landing craft: Maneuver Support Vessel (Light) (MSV(L)). The primary mission of MSV(L) is to conduct movement and maneuver of combat-configured Brigade Combat Team force elements such as one M1A2 main battle tank, or two Stryker vehicles, or four Joint Light Tactical Vehicles, each with its crew. MSV(L) will have beaching capability and be able to operate at speeds significantly in excess of any current Army landing craft. The Army Watercraft Systems organization was tasked with overseeing development of requirements and specifications, source selection and acquisition, along with contract, finance, and engineering management of the MSV(L) Program. A contract to develop the detailed design and build a series of vessels was awarded in September 2017. Launch of the initial vessel is planned during the fourth quarter of 2021.

One of the biggest challenges that Pipeline Operators face is the rehabilitation or replacement of long, old pipeline segments that have restrictive right-of-way access, such as those crossing a major waterway or highway or through an environmentally sensitive area where traditional dig and replacement is not an option. Typically, these projects have limited options and have high associated costs. Pipeline downtime is also a major factor in the project planning. Horizontal Directional Drilling and lengthy environmental impact studies are two examples of costly and/or time-consuming activities common to these projects. Self-monitoring, high-pressure internal replacement (HPIR class) composite pipeline systems are a viable alternative for replacing these hard to access pipelines, with little disruption to the pipeline right-of-way. HPIR class composite systems are installed into the old pipeline in very long lengths, negating the requirement for multiple excavations along the pipeline. Although inserted inside the old pipeline, they are not a simple plastic “liner”. They are fully structural, transporting high-pressure oil, gas and hazardous materials, with no dependence on the corroded steel pipeline. State and federal regulatory codes mandate the replacement of pipelines under certain conditions as part of the integrity management programs implemented as a result of the United States 2002 Pipeline Safety Act. However, these codes do not always consider the impact that traditional trenching and replacement has on public safety, nor on environmentally sensitive areas such as wetlands, national parks or endangered species habitats. This paper will address the following aspects of pipeline replacement, in hard-to-access areas, such as those that cross navigable waterways: 1) The traditional methods and limitations related to replacing the pipeline segments in hard-to-access areas 2) Composite technologies available today 3) Case study of replacement of regulated pipeline segments using HPIR class composite pipeline systems.

Housing precarity in the Latinx community has been a persistent problem for decades in the United States. Trailer homes, mobile parks, barrack-like housing on farms, and substandard homes have influenced the experiences of generations of Latinx immigrants in the U.S. While these architectural forms may have been conceived as transient architecture, these housing typologies have become persistent through time and ignored from public debate. This paper explores the history of these precarious housing typologies and their role shaping Latinx spatial practices and lived spaces in rural America. Through spatial justice lenses this paper considers how precarious American housing typologies of the twentieth and twenty-first centuries have historically marginalized the Latinx community obscuring their presence. Using case studies from the 1942 Bracero Program to contemporary Latinx housing in rural Vermont and Mississippi, this paper examines the Latinx lived spaces and housing typologies from a historical perspective. Additionally, it explores the spatial implications and linkages between Latinx labor and housing. When their labor is conducted in remote rural areas and small towns, their presence is obscured often times living and working on the farms and putting up with substandard housing. Research methods include examination of architectural documentation such as historical and contemporary photographs and drawings and in-depth interviews with Latinx immigrants and advocates of the Latinx community. This paper provides an analysis of housing conditions and dwelling structures through history that have been overlooked by researchers and practitioners in architectural fields. Increasing barriers to access to adequate and affordable housing in the Latinx community are interconnected with their immigration status and their limited access to resources, resulting on access to a limited and deteriorating housing stock with unsafe and unhealthy conditions. Finally, this paper offers a deeper understanding on how the labor and immigration context has influenced housing patterns in small towns and rural places.

This case study is one of ten international studies developed by the Korea Research Institute for Human Settlements (KRIHS), in association with the Inter-American Development Bank (IDB), for the cities of Anyang, Medellin, Namyangju, Orlando, Pangyo, Rio de Janeiro, Santander, Singapore, Songdo, and Tel Aviv. At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. As an international destination for theme parks, sporting events and conventions, Orlando approaches the smart city operation through Orlando Operations Center (OOC), an integrated facility established in 2001 by the Mayor after the 1997 hurricane. The major features of the integrated operation include the sharing of fiber optic networks and CCTV cameras, and close cooperation between transport, police and fire departments for road, criminal and disaster incident, and the emergency operation center within the OOC taking the lead in case of special event management and large-scale natural disasters. Along with the OOC, the city hall also utilizes smart city functions such as red light violation enforcement through detectors, bus management through AVL technology, GPS garbage truck tracking, and GIS water management. Orlando has experienced significant benefits in terms of shortened decision-making and response time, reduced operation cost, and improved environmental impacts, as well as enhanced service quality and communication with citizen.

This technical note benchmarks Brazils Ministry of the Economy (ME) value chains and macroprocesses against relevant management models and practices used by ministries of finance, economy, or equivalent in selected Latin American and Organization for Economic Co-operation and Development (OECD) countries. This analysis, undertaken in the context of the creation of the ME by merging five former ministries, was intended to help identify gaps in current practices and propose recommendations for enhancing specific macroprocesses in Brazil. A team, including former ministers of finance and experts from these selected countries, participated in the technical analysis and discussions together with specialists from the Inter-American Development Bank. The findings show: (i) positive initial results after the merge in terms of policy coordination, coherence, and efficiency; (ii) recent policy reforms in line with OECD practices, some of which have just started to be implemented; and (iii) opportunities to continue enhancing management practices in selected macroprocesses.

This rapid review synthesises the literature from academic sources, knowledge institutions, non-governmental organisations (NGOs), and trusted independent media outlets on the challenges small island development states (SIDS) face when they lose correspondent banking relationships (CBRs). The rapid review concludes that, although the loss of CBRs is a global phenomenon, regions with SIDS, such as the Pacific and Caribbean, have seen the highest rates of withdrawals. During the last decade, local and regional banks in SIDS have lost and continue to lose bank accounts at large global banks to a critical level, sometimes having only one or none CBRs with banks in major economies, such as the Unites States, the United Kingdom, the European Union or Australia. This means that local banks have reduced access to financial services related to cross-border financial transactions, impacting on remittances and trade finance.
