A review of: Hernon, P., & McClure, C. (1986). Unobtrusive reference testing: The 55 percent rule. Library Journal, 111(7), 37-41. Objective – To determine the number of government documents reference questions that are answered correctly by professional library staff. Design – The authors utilized unobtrusive reference testing: reference queries posed to library personnel who were unaware they were being evaluated. As opposed to other designs that require the researcher’s presence in the setting, unobtrusive testing utilizes proxies to administer test questions to the subjects, reducing the possibility of reporter bias. Setting – Twenty-six public and academic libraries participating in the U.S. Government Printing Office Depository Program located in the Western, Southern, and Midwestern United States. The Federal Depository Program consisted of 1400 libraries at the time of the study. One public and one academic library were chosen for each city. Subjects – Reference and government documents librarians. These two staff types were selected in order to compare the accuracy of each group’s responses to the queries. Methods – A set of 15 predetermined factual and bibliographic questions were developed by the authors and administered to library staff respondents by proxies. Government documents were selected as the foundation for the test questions. In selecting federal depository libraries for their sample the authors could ensure all queries may hypothetically be answered using U.S. Government Printing Office documents, as all of the libraries would hold the resources in question. Graduate students enrolled in the University of Arizona and University of Oklahoma library science programs were trained by the authors to serve as proxies. The proxies posed as library users and administered the set of queries at each selected library. Reference librarians and government documents librarians were tested separately, receiving seven and eight questions respectively at each library visited. Over a four-month period a total of 390 questions were posed and their answers recorded. Main Results – The respondents correctly answered 241 of 390 queries (62 percent). Government documents librarians accurately answered 65 percent of questions, while reference librarians successfully responded to 59 percent. Hernon and McClure derived the “55 percent rule” for reference accuracy from these results and previous unobtrusive studies conducted by both the authors and other researchers. This body of research estimates the rate of accurate answers of factual and bibliographic questions to be between 50 and 62 percent. Data regarding the “interview and search process” (I&S), defined as the activities between the time a query was posed and when a resolution was provided, also yielded intriguing findings. Regardless of the question asked, the average I&S duration was three to five minutes. Two-thirds of the accurate answers were supplied within three minutes, and 89 percent within five minutes of the initiation of I&S. The duration of I&S did not vary significantly by library type or librarian type. Reasons for the provision of inaccurate answers included providing the wrong data (64 percent of instances), responding with “don’t know” and ending the interaction (20 percent), or claiming the library did not own a source that would answer the query (15 percent). Other findings included the fact that respondents infrequently offered referrals, which took place in 17 percent of all interactions, and that the three geographic regions studied had an even distribution of correct answers. Conclusions - Based on their research results as well as those of similar unobtrusive studies, the authors propose two rules regarding reference assistance that apply to public and academic libraries. First, reference librarians correctly answer approximately 55 percent of factual and bibliographic queries received (the 55 percent reference rule). Second, librarians spend no more than five minutes on most factual and bibliographic questions (the five-minute answer rule). Ultimately, Hernon and McClure recommend reevaluating the centrality of reference services to library operations. If trained professionals are unable to answer more than 60 percent of factual questions correctly, should reference services continue to receive such considerable staffing and funding? Or, alternatively, should libraries increase efforts to improve the accuracy of answers? The authors close by challenging the profession to address the need for strategic assessment of reference effectiveness.

The 1995 Oklahoma City bombing, the deadliest terrorist attack in the United States prior to September 11th, 2001, provides valuable insights into many of the key homeland security challenges faced by a diverse Republic like the United States. These tactical, operational, and strategic-level challenges include but are not limited to: communication; operations and logistics; victim and family support; public perception, media, and information dissemination; the tensions between liberty and security in law and policymaking; and the relationship between the executive and legislative branches and their roles and tendencies during and after a national security crisis. Although the aftermath was marked by resilience in the face of great tragedy and some noteworthy successes, this article analyzes the effectiveness of the tiered, progressive emergency response, particularly highlighting shortcomings, broader implications, and impacts for the U.S. and other republics in their approach to dealing with terrorism and homeland security incidents moving forward.

Abstract: Black Americans settled in Oklahoma beginning in the 1830s; the first Black settlers were often people enslaved by Native nations. Despite the long-time Black presence in Oklahoma and the establishment of All-Black towns and thriving middle-class communities in Oklahoma City and Tulsa, Ralph Ellison is the only Black writer publishing before 1940 who is commonly associated with the state. Yet Ellison’s science teacher and writing mentor, Josie Craig Berry, was a literary and journalistic powerhouse in Oklahoma City beginning in 1918. Berry published poetry, reported on cultural events, and wrote a weekly literary column for Oklahoma City’s Black Dispatch newspaper from 1937 to 1939. This essay presents Berry as an accomplished poet, a literary critic, a community-based journalist, a public intellectual, and a woman whose contributions to Black literature and Oklahoma literature are immeasurable. Berry’s writings as examined in this essay also make evident the need for further research and academic publications on Black Oklahoma writers.

The University of Oklahoma GSA Student Chapter launched in late 2022 and is open to student membership from all campuses within the University of Oklahoma system. Student membership recruitment is facilitated by a team of inter-professional faculty whom seek to engage any learner on any campus with an interested in gerontology in its broadest sense. The University of Oklahoma GSA Student Chapter utilizes an umbrella and sub-committee structure to maintain governance. This structure is a result of inter-disciplinary collaboration across campuses, colleges, and among faculty and is replicable in university settings with multiple campuses and diverse sets of learners.

Tenteram City Public library since year of 2018 has never experienced a change of its leader. Research using qualitative approach aimed to identify the leadership of Tenteram City public library leader in developing human resources and library services. Data of this study is gathered through observation and interviews. It is found that the head of the library serves as a role model in imbedding working discipline, he never involved the staff in decision making, the fear of making mistake is the working atmosphere created in the library. The Research found that the head of Tenteram City public library adopts autocratic leadership.

Tornadoes are occurring with increased frequency in Oklahoma. Emergency preparedness planning is essential to decreasing individuals' risks of injury or death from a tornado. Research on immigrant Hispanics' knowledge and perceptions of emergency preparedness is limited. The purpose of this study was to explore the perceptions and lived experiences of immigrant Hispanics who had experienced a tornado or other crisis weather conditions in Oklahoma during spring of 2013. The research questions explored their perceived risk for injury and knowledge of tornado preparedness planning. The health belief model provided the theoretical underpinnings for this qualitative phenomenological study. Semi structured interviews were conducted with a purposeful sample of 10 immigrant individuals living in and around Oklahoma City, Oklahoma. Data were subjected to triangulation and analyzed to identify themes and patterns. Findings indicated that immigrant participants had experienced multiple tornadoes, routinely sought shelter during a tornado, and 50% had created a family emergency plan and supply kit because of their experience with tornadoes and perceived risk for injury. Identified barriers to preparedness planning were language barriers and lack of information on natural disaster preparedness. Recommendations included conducting public health outreach and establishing multidisciplinary partnerships within communities to provide cultural and linguistically appropriate disaster preparedness information to immigrant individuals. Findings provide public health practitioners with the ability to improve access and dissemination of preparedness planning information that may promote positive social change by decreasing immigrants' risk of injury and death.

This thesis is an exploration of an architecture of relevance in the context of Bangkok, Thailand.The main concern behind this work is the disparity in values between ancient and modern models of society, and the need to forge a new paradigm that recognizes the necessity for change without losing the continuation of vital themes. The public library as an institution epitomizes this concern. It introduces concepts alien to the Thai model of the library, yet it is essential for the free access to information that a modernizing society needs. By attempting to understand the underlying structure of the city fabric, potential interpretations as yet unexploited can be accommodated, thus allowing for societal change within understandable and meaningful patterns. Six patterns are explored, and these are innovated on in the design section. The library thus challenges the conventional institution in terms of its programme of communication, its degree of insulation from the outside world, and the ease of access to its collections.

In this project, the challenges facing public libraries and the emerging trend of involving users in library development have been combined with inspiration from the field of urban media design. The aim has been to explore what behaviors public media surfaces designed for culture and exchange could possess, and to argue for the benefits of integrating the library in the urban fabric. The result is a proposed set of tactics for how the library can consciously work with allowing patrons to leave and follow traces. It is manifested in a concept that creates a narrative around each library book, print as well as ebook, and makes its journey tangible by visualizing its digital patina. The system also allows patrons to leave ebooks at designated nodes around the city, thus influencing which books are made available where.

The way communities build resiliency and prepare for acts of terrorism is ambiguous in the United States; best practices remain unclear. Due to mobility and advancements in communication technologies, individuals and organizations share information, incite anger, recruit, and act on ideological grievances with ease. Such grievances are bolstered by the political and social exclusion of disparate groups through poorly designed policies and ineffective government structures. Using a combination of social constructivism and systems thinking theories, this case study explored collaboration efforts between government agencies and nongovernment experts in Oklahoma City, OK, identifying best practices as a result of lessons learned following the 1995 bombing of the Alfred P. Murrah Federal Building. Data were acquired through public records related to the bombing, combined with a qualitative survey of 31 community leaders. These data were inductively coded and subjected to a thematic analysis procedure. Key findings indicate that while open communication with the community and increased coordination were suggested by participants, reports were kept internal to each agency and not widely shared or implemented effectively across the community. Sharing the identified best practices and acknowledging collaboration opportunities promotes positive social change by involving the broader community and building early resiliency to address ideologic grievances and create more effective community counterterrorism plans.

The purpose of the study is to investigate the history and development of the Cape Town City Libraries (CTCL) from 1952-1972 and examine the effect of apartheid legislation on establishing a public library system. The study looks at one library service, how it was established, how it adapted to the political and social forces of the time and the services it delivered. Data was sourced from the surviving CTCL archives, interviewing people who worked for CTCL and researching relevant material in the National Library and Archives. Public libraries have aims and functions which are underpinned by a philosophy of free and equal access to all and access to knowledge and books. IFLA defines a public library as an organization that: provides access to knowledge, information and works of imagination through a range of resources and services and is equally available to all members of the community regardless of race, nationality, age, gender, religion, language… (Koontz & Gubbins, 2010). Legislation introduced by the National Party enforced segregation and controlled access to knowledge and books which brought CTCL into conflict with library philosophy. This legislation determined who the CTCL could serve, where they could serve them and what they could serve them. The findings show that CTCL extended the library service to more people and increased the number of facilities, membership and circulation but in a segregated manner. Censorship legislation affected library stock but also induced self-censorship amongst librarians further restricting what was available to patrons. Staff were treated differently because of their racial group

The debate about the role of libraries has been on-going for more than 100 years. Huynh (2004:20) states that, initially, the purpose of public libraries was to educate or teach the public. Over time there has been a gradual shift away from this perspective to that of providing information to all groups in a community. Increasingly a clearer focus has emerged through documents such as the ‘Public Library Manifesto’ and the ‘Library and Information Services (LIS) Transformation Charter’. The Public Library Manifesto (IFLA and UNESCO 1994) addresses the need for a clear policy, “defining objectives, priorities and services in relation to the local community needs”. The Library and Information Services Transformation Charter states that there must be processes in place to gauge and analyse the library services needs of specific communities so that the library can become an information and cultural hub, responsive to the needs of the local community (South African Department of Arts and Culture 2009:20). This research examined the responsiveness of collection development initiatives and processes to the needs of communities served by the City of Cape Town Library and Information Services (COCTLIS), to assess if this constitutes a community driven approach to collection development. The following research questions were investigated: • What does a community-driven approach to collection development entail? • How does the collection development plan (CDP) of COCTLIS support a community-driven approach to collection development? • How are community needs established and assessed? • What other collection development tools and methods are librarians using? A combination of quantitative and qualitative methods were used to gather the necessary data to achieve the research objectives of this study. In particular content and thematic analysis was performed on the collection development plan (CDP) of the COCTLIS. This analysis revealed the frequency and context in which key terms, in the CDP, identify and support COCTLIS’ approach to collection development. In addition a questionnaire survey of a sample of the 104 libraries in COCTLIS was undertaken. The questionnaire was designed to examine librarians’ understanding of the philosophy underpinning collection development in COCTLIS and the extent to which the activities they employ facilitate the achievement of these collection development goals and objectives. It is hoped that this research might lead to identifying a set of principles or guidelines for community responsiveness in collection development by looking at current best practices on the ground in relation to the “old ways”. This research has found that the approach to collection development as practiced in COCTLIS conforms to the ‘textbook’ description of a community or patron-driven approach discussed in the literature. This approach requires a clear focus on establishing and meeting the needs of the communities served by libraries. The focus on community needs is evident as an underlying theme in statements in the CDP of COCTLIS, such as their vision statement. This conclusion is further supported by the understanding displayed by their staff in the practical application of the principles of this approach.

A parallel chapter to the first, “The Public Library” examines the public libraries of the ideal future that the utopian novelists imagined. Many of the innovations they imagined correct problems that real public libraries faced in late-nineteenth-century America. They make public libraries convenient to all utopian citizens, who enjoy using them regularly. Many utopian novelists give the public library a prominent place in town, giving it symbolic value: A great city must have a great library. In the ideal future, the public library would open its shelves to everyone instead of cautiously guarding its books against the public. Many of the utopian novelists imagined ways to manage the proliferation of print. Their solutions often sound more dystopian than utopian: many foresaw the destruction of many books in the future.

Urban tissue is composed of public spaces and their complementary buildings, most of which form a background for the less numerous monumental structures. Their value and importance is derived from the part they play within the city (for instance that of a church, a museum, an opera, a train station, etc.), and which finds its confirmation in their distinct architectural form and deliberate placement in areas that are vital to the perception of the form of a city. The compatibility of these three components – those of status, distinct architectural form and deliberate placement – makes them important structures. Regardless of historical, political or economic circumstances, the form of important structures has always been an expression of the aspirations and capabilities of a given period. Over the centuries, libraries have been a part of this group of structures. Currently, due to the civilisational transformation tied to the advancement of information technologies, the status of libraries within cities is undergoing substantial changes. Their modern architectural form is changing as well. In many cases it no longer expresses such values as durability, stability and solemnity, which had defined library buildings over the centuries, providing them with a particular distinctness. Is the deliberate placement of libraries in areas that are important to the perception of the form of a city still important in the face of the changes that are affecting the other two components that have been previously mentioned? The paper includes one of the possible answers to the question: where is the library?

Abstract A new data-driven method for production forecasting and estimating ultimate recovery (EUR) of tight-gas sand and unconventional-shale wells is proposed as an alternative to empirical decline-curve analysis (DCA) methods and industry standard type-well curves. The proposed method requires generating a dimensionless recovery profile (DRP) from the production history of mature wells producing from an analogous reservoir where ultimate recovery is determinable with a high degree of confidence. The daily and/or monthly production data of a newer well selected for analysis is made dimensionless by using an initial estimate of EUR and observed maximum production rate. The best dimensionless match to the DRP is obtained by adjusting the EUR and maximum rate the well could have potentially produced if unencumbered by operational constraints. The proposed method does not utilize pressure data, so it is suitable for use with data available from public sources. Often, only 60 to 90 days of daily data is required to provide a good estimate of future production performance and EUR. One capability of the proposed method is the performance characteristics of the ratios of the secondary phases to the primary fluid phase can be simultaneously examined to better define the expected production performance and to identify wells with uncharacteristic behavior. EnerQuest Oil & Gas, L.L.C. has successfully applied this method in its producing property acquisition and drilling evaluation work for the last 25 years and the biggest revelation is that the resulting DRP of the primary phase, for most plays, is the same regardless of a well's geographic location within the play, generation of its completion design or length of lateral. The derivation of the DRP using individual well production histories across an entire play has the advantage/benefit of a larger population of data to work with than the common industry standard method of developing a type-well curve that is specific to a much smaller population of wells sharing similar horizontal landing targets and completion designs. The new method will be demonstrated utilizing production data from the Barnett Shale (N Texas), Austin Chalk (S Texas), Eagle Ford Shale (S Texas), Codell Sand (SE Wyoming), Woodford Shale (SE Oklahoma), and Utica Shale (Ohio).

In that aspect, buildings role, no matter their architectural qualities, is to shape that void and give it character. If one asks people about their remembrances of cities they have visited, they usually mention places and the activities that took place there. Architecture, great or bad is the referente of Architects. Only some monuments –Eiffel Tower or Sidney´s Opera- which act as the city´s image are worth recalling. The failure of CIAM´s urbanism was not its lack of quality, even vition, as some of Le Corbusier designs clearly demostrate, but its disregard of public space, merely a left over spread between isolated building blocks and highways. A good instrument to understand this fact are the Figure/ Ground plans, in which the basic shape of buildings and voids are drawn in black and white. In the tradicional city renders, the public spaces have a clear definition, a presence of its own. In any CIAM project –mostly- or construction, the public realm is the shapless space left over by buildings, with no hint about use or limits. A clear demonstration is the no-space around the Philarmonic, the National Library and the Art Gallery in Berlin. This knowlege is sufficiently incorporated into the practice of most Western Designers, but two perverse conditions are part of the everyday´s life of entire populations in the World: In poor Countries there is an urgent need to incorporate slums to the city structure, culture and services.In Asian Cities, mainly in China, inmense areas are demolished overnight and its tradicional fabric replaced by endless rows of anonymous high rise blocks amid a maze of transport elevated structures, with no place left for pedestrians. An old text advices not to let the urgent erase the important. In today´culture both conditions are unfortunately simultaneous.

Bibliotheca Ulpia was the public library in the city of Rome, established by the Emperor Traianus. It represents one of the most important libraries in the antic world, and it was the one that worked for the longest period of time. This work, at first, will give the overview of the Forum Traiani, where the library has been placed. Questions of financing library's construction, as well, as its exterior and interior design will be analyzed in this article. One of the subjects will be determination of contents of its funds and capacities for storage of library’s material. In addition, the organization of library and services provided by it are the issues analyzed in this work, together with the determination of the period it stopped with its work.

This precedent can make it intimidating to introduce LGBTQ+ programming, especially in towns with conservative populations. However, there are methods that can help organizations find support and get residents comfortable with LGBTQ+ programming. The Brookings Public Library in Brookings, SD began the process of integrating LGBTQ+-centered events into their programming by bringing their community to the forefront. In 2021, Brookings residents were invited to learn, speak, and be involved in LGBTQ+ issues at the BPL’s “Building Inclusive Spaces with our LGBTQ+ Community” panel discussion, which featured LGBTQ+ community leaders, local advocates, and allies. By providing educational resources and queer perspectives, this panel brought residents together to work towards the common goals of educating themselves and collaborating with their queer neighbors to promote inclusivity in their city and state. This presentation will outline examples and impacts of the programs introduced by the Brookings Public Library to serve as a framework for participants interested in implementing LGBTQ+ programming at their own organizations. It will cover methods of easing LGBTQ+ programming into a reluctant community, such as pursuing local partnerships, tailoring programs to community needs, and mitigating the potential for conflict and harm. The presentation will conclude with a discussion of further program ideas and an overview of important resources to turn to when planning LGBTQ+-centered events."

One common yet effective method used by planners to evaluate the impacts of mass transportation modes is an on-board survey of modal users. An abundance of research exists on this topic from the perspective of evaluating urban transit services; however, background literature on the application of on-board surveys for intercity passenger rail is limited. This paper contributes to passenger rail planning by reporting on the lessons learned during a research project which included an on-board survey of passengers on the Heartland Flyer, a passenger rail route between Oklahoma City, Oklahoma and Fort Worth, Texas. Transit on-board survey literature and insight gained from past on-board surveys of intercity rail passengers were used to guide the design of this case study. Lessons learned during the on-board data collection and quality control review process are also reported. Renewed investment in the nation’s intercity passenger rail network will likely result in the need to answer critical questions about how infrastructure funds are being distributed. To answer these critical questions, the lessons learned from this case study can be used to guide the development of future on-board surveys of intercity passenger rail routes. Potential applications include the evaluation of on-board service and amenities or data to support funding requests for state appropriations or grant programs established by the Passenger Rail Improvement and Investment Act of 2008. Measuring these impacts will play a critical role in the strength of funding applications, particularly in a policy environment with a renewed sense of accountability and transparency in the use of scarce public resources for transportation investment.

In 1908, Booker T. Washington stepped off the Fort Smith and Western Railway train into the town of Boley, Oklahoma. Washington found a bustling main street home to over 2,500 African American citizens. He described this collective of individuals as unified around a common goal, “with the definite intention of getting a home and building up a community where they can, as they say, be ‘free.’” The main street was the physical manifestation of this idea, the center of the community. It was comprised of ordinary banks, store front shops, theaters, and social clubs, all of which connected to form a dynamic cosmopolitan street— an architectural collective form. Each building aligned with its neighbor creating a single linear street, a space where the culture of the town thrived. This public space became a symbol of the extraordinary lives and ideology of its citizens, who produced an intentional utopia in the middle of the prairie. Boley is one of more than fifty “All-Black Towns” that developed in “Indian Territory” before Oklahoma became a state. Despite their prominence, these towns’ potential and influence was suppressed when the territory became a state in 1907. State development was driven by lawmaker’s ambition to control the sovereign land of Native Americans and impose control over towns like Boley by enacting Jim Crow Laws legalizing segregation. This agenda manifests itself in the form and ideology of the state’s colonial towns. However, the story of the state’s history does not reflect the narrative of colonization. Instead, it is dominated by tales of sturdy “pioneers” realizing their role within the myth of manifest destiny. In contrast, Boley’s history is an alternative to this myth, a symbol of a radical ideology of freedom, and a form that reinforces this idea. Boley’s narrative begins to debunk the myth of manifest destiny and contrast with other colonial town forms. This paper explores the relationship between the architectural form of Boley’s main street and the town’s cultural significance, linking the founding community’s ideology to architectural spaces that transformed the ordinary street into a dynamic social space. The paper compares Boley’s unified linear main street, which emphasized its citizens and their freedom, with another town typology built around the same time: Perry’s centralized courthouse square that emphasized the seat of power that was colonizing Cherokee Nation land. Analysis of these slightly varied architectural forms and ideologies reorients the historical narrative of the state. As a result, these suppressed urban stories, in particular that of Boley’s, are able to make new contributions to architectural discourse on the city and also change the dominant narratives of American Expansion.

A case study for a public library which aim to become nearly Zero Energy Building (nZEB) is presented. Due to building�s location in the city center of a medium sized municipality from Romania, important site limits have to be considered, as well as other pre-existent conditions. These conditions significantly limit the technological options that can be implemented to ensure nZEB compliance. Also, the destination itself of the building (library with free access to the shelves), imposes a specific energy profile (considering the intrinsic energy demand for its normal operation) and is limiting the inclusion into a very specific nZEB benchmark. Between obligations and possibilities, a cutting-edge package of technical solutions is detailed, which allows the building in operation to produce final energy almost as much as it consumes. However, a paradoxical situation is identified, in the sense that the building does not fit into the nZEB benchmarks, nor into the outlined ZEB benchmarks if the total primary energy is considered (both from conventional and renewable sources), although the implementation of the technical solutions actually lead the building to inclusion towards a CO2 zero-emission building (with a calculated value for the CO2 emissions of 5,26 kgCO2/m2.year and significantly reduced final energy consumption). Thus, a structural problem in the nZEB and ZEB concepts (as defined in the EU framework) is identified, especially in the context of making these concepts mandatory in the EU member states.
