The object of this study was to answer four major research questions dealing with the intention of teachers to use information technologies: what are the teacher characteristics and dispositions that impact upon teacher intentions to use computers in teaching and learning; how do these characteristics and dThis study aimed to answer four research questions dealing with the intentions of teachers to use ispositions impact upon teacher intentions to use computers in teaching and learning; how do these characteristics and dispositions relate to each other; can the pattern of relationship between these characteristics and dispositions explain conceptually the processes by which teachers' uptake computers into teaching and learning situations. Teachers were sampled from seven secondary schools located in Western Sydney. Subjects were provided with a questionnaire pertaining to educational, professional and computing backgrounds, and attitudes toward computers. Results show teachers' use of computers to be influenced by attitudes toward computers as well as factors such as teachers' computer skill, their involvement in formal training, and their access to computers outside of school. Gender issues were examined and while some effect was found, the effect was not consistent across all variables. The results of the inferential analysis were used to formulate a causal model, the purpose of which was to explain further the relationship between teachers' attitudes toward computers and computer use

The main purpose of this dissertation is to analyse why three New South Wales primary schools were successful in implementing and managing educational technology. Responding to this research focus four specific questions were considered: Why have these schools been successful in implementing and managing educational technology? What factors have helped and/or hindered the successful implementation and management of educational technology within the selected schools? What are the indicators of successful implementation of educational technology? What were the particular contributions of leadership to the successful implementation and management of educational technology within the selected schools? This qualitative research study is based on the assumption that valuable data are gathered by studying schools that have been successful with the implementation and management of technology. In particular, the study provided a description and analysis of the best practice in three New South Wales Primary schools that had successfully implemented and managed educational technology. An interactive and cyclical process of data analysis was employed with data collection, data analysis and theory development proceeding simultaneously. To reduce and display data gathered from in-depth interviews, document study and non- participant observation the qualitative data analysis program QSR NUD*IST was utilised. The development and validation of the study’s conceptual framework shaped the study leading to the formulation of the SupportIF Model of Implementation. This model posits that success with implementation and management of educational technology is closely related to the level of interdependence between the implementation factors. The study results also endorsed the prime importance of a supportive work environment in each of the studied schools and linked this environment to the level of success realised with the implementation and management of technology and the utilisation of educational technology to enhance the achievement of student learning outcomes. The study contends that the sustainability of a school based technology initiative rests with a school’s ability to dynamically balance the key implementation factors and to redesign in light of shared practice. Tantamount to this process is a supportive work environment in each school which is the critical variable that facilitates interdependence between leadership, resources, relationships and teaching and learning factors.

Improving the energy efficiency of existing building stock has been acknowledged as one of the most critical environmental challenges facing the building industry. However, the efficacy of such retrofits in improving energy efficiency has not been comprehensively explored. Existing tertiary education buildings have been particularly underserved by previous research in this area. Previous methods for evaluating the impact of retrofits, for the most part, measured the differences between annual energy consumption immediately before and after the retrofit. Monitoring energy consumption in previous case studies has generally been limited to the initial 12 -18 months post-retrofit. The longer-term impact of energy efficiency retrofits on energy trends has not been adequately examined. This renders most reported figures on the impact of retrofit on energy consumption unreliable, or limited at best, as they fail to allow enough time for retrofitted systems to reach their peak efficiency. The lack of long-term monitoring in the post-retrofit period may have been due to perceived difficulties in keeping track of the many variables in a particular building, both building-related and occupant-related, for extended periods. The lack of sub-metering in many buildings added another layer of complexity in determining retrofit impact, as it restricted assessment to only a broad energy trend analysis, rather than a precise measurement. In addition, there were insufficient suitable energy-use-intensity (EUI) benchmarks against which to assess energy consumption, given each building’s unique mix of space use. A total of 12 case studies from 4 tertiary education institutions in New South Wales were investigated in this study. The retrofit scope predominately involved works in HVAC (heating and cooling) and lighting, the two leading areas of energy use in an average university building. Most of the retrofit cases involved both active and passive systems, with active systems being the majority of the work scope. A preliminary building space audit was carried out for each case study to establish the size and percentage of spaces allocated to each use. Each space category was allocated with a low and a high EUI benchmark, amalgamated from existing literature. This range was then weighted according to the percentage of space use to form a customised EUI range for each building. The pre- and post-retrofit EUIs of the building were then measured against 4 the benchmarks to indicate their relative performance. The result of the preliminary audit established a broad metric of each building’s general energy performance, given its space composition. The data analysis component of this study consists of two parts: an energy trend analysis and a multivariate regression analysis. The energy trend analysis offers a broad view of energy variations against seven energy-related parameters: energy cost, campus-wide consumption, mean external temperature, heating degree days, cooling degree days, total degree days and daylight hours. The multivariate regression analysis is a comprehensive assessment of variations in the regression relationship between energy and following five parameters: mean external temperature, heating degree days, cooling degree days, total degree days and daylight hours. The combination of these two analyses offered detailed insight into the behaviour of the retrofitted systems and their interaction with external environmental variables. The results suggest that although energy usage seemed to have decreased in most cases, there were many issues that eroded the gains in energy efficiency over the long term. This brought to light the many complex and sometimes conflicting interests involved in retrofitting. There were significant gaps between the case study EUIs and the current industry benchmarks that are considered best practice for existing tertiary education buildings. The results from investigating the EUI benchmarks in turn raised questions about the feasibility of some current standards and suggest the need for a set of achievable benchmarks in current retrofit practice. Buildings in the tertiary education sector are some of the most varied and complex of all existing building stock. As the case studies in this thesis were considered to be a subset of commercial buildings, this research and its findings contribute to our understanding of energy efficiency not just in tertiary education buildings, but also in commercial buildings and the built environment at large.

This work examines the challenges facing the Department of Electrical Engineering at CPUT regarding the development of entrepreneurship in the South Africa. Industry and higher education in South Africa face a testing future of profound technological change, a shortage of engineers, as well as an engineering job market that continues to grow ever smaller. There is a pressing need for technology graduates to harbour skills to grow new high technology ventures. The recent report published by the Global Entrepreneurship Monitor showed our graduates having the potential to reverse the negative growth in the skills market by way of wealth creation and thus job creation. Therefore, academic institutions, such as CPUT, need to produce not only quality technology graduates, but also effective entrepreneurial graduates. This research examines ways in which the curriculum at the faculty could be expanded to include an engineering-biased entrepreneurship stream, presenting engineering graduates with opportunity to generate income from sources other than the job market. The perception of both first year and BTech (fourth year) students are tested regarding the need for entrepreneurial engineers in the SA economy, and the academic's role in supporting such a need. The perception of senior staff are also sought to provide a more rounded perspective on possible interventions. The results show both entry-level and exit-level students agree an additional stream, focusing on entrepreneurship would empower them to make informed decisions regarding their futures. The results could be used to shape the sustainable inclusion of entrepreneurial imperatives in an engineering context.

In recent decades the way in which the police communicate with the media, and in turn the public, has become increasingly important. Media relations offices, and police media units, have become a prominent feature of police departments both in Australia and internationally, as a formal means by which police can manage their interface with the media. This thesis, consequently, aims to uncover the role of Police Media Units within policing departments in Australia, specifically examining the New South Wales Police Media Unit (NSW PMU), focusing on two broad research questions. Firstly, the thesis aims to explore how, and under what conditions, the NSW PMU came into formation. The second question pertains to what role the NSW PMU plays in mediating the police-media relationship and the processes creating public perceptions of policing. Within these two overarching questions, there are a number of other questions the thesis asks around the shifts in function and practices of the NSW PMU, the role of the NSW PMU in the police-media relationship and how the PMU may have altered these relations, and the broader social and political context overall. Taking a critical constructivist approach, the thesis presents a critical qualitative enquiry of police media relations and the growth of PMUs in NSW through the use of semi-structured interviews with key stakeholders and a documentary analysis of the background of the NSW PMU. The research indicates that police-media relationships are complex, multidimensional and symbiotic; and even more so since the introduction of PMUs within policing agencies. Furthermore, these PMUs have changed the scope of these relationships, as well as the ways in which information is dealt with in the police-media interface. PMUs are thus not only representative of a “culture of control‟ (Garland 2001) that exists within policing organisations, but they are also indicative of a broader system of governance operating throughout the public sector. This culture manifests in a number of ways. The thesis explores this in relation to the police-media relationship and the place of PMUs within this relationship, looking at both the micro and macro level of theorising.

The rollout of individualised disability funding in Australia will result in an increased demand for services for Australians with a disability. Growing and maintaining a skilled workforce will be vital in keeping up with the increased demand for disability-related support. Continuing professional development is one way to build capacity, however face-to-face opportunities can be limited in more remote areas in Australia. Technology may provide a low-cost and widely-accessible platform for training and supporting rural and remote staff. The studies in this thesis are a realist evaluation of a novel webinar training and individual online support program to upskill a diverse range of participants including allied health, education and community support staff. Surveys and interviews were conducted to investigate what is it about the program works, for whom, and in which conditions. We found a statistically significant increase in perceived skills and knowledge, and confidence in working with children with autism from pre- to post-program, and this increase was positively related to the number of webinars the participants accessed. The mode of webinar access was predominantly via asynchronous learning (watching recording of webinars). These results were consistent across job roles and levels of remoteness. Synchronous learning via individual sessions was accessed by a small number of participants, mostly allied health professionals. Increased collaboration and access to autism-specific support were reported benefits of participating in the training program, while barriers for engagement included work load and scheduling. Occupational stress was found to be within normal limits across the sample and duration of the program. The technology platform was found to be accessible and acceptable. The results indicate that online technology may provide professionals in geographically isolated areas with improved access to learning and support that increases their skills.

This thesis is an intellectual genealogy of counting crime in New South Wales. It is a history of a system of thought which is one of the contemporary foundations of the way we interpret the nature and extent of crime today. It argues that the incitement to annually record crime statistics in New South Wales, and internationally, is immediately connected with a will to govern crime. This thesis traces this bonding of the technology of crime statistics with mentalities of government, and maintains that although the connection of these two discourses has been highly effective, it has not been one of universal domination. This is a history of the continuous state practice of compiling and publishing crime statistics. But it is also a history of discontinuities. This thesis regularly investigates shifts in the categories of recording. It locates changes in what is recorded by broadening its discussion to include localised and international debates on crime that are contemporaneous to these changes. This is not a thesis with a project to improve the way in which we record or utilise crime statistics. Its project is to write a history of how we came to record crime statistics and how we have intended to utilise these crime statistics in our practices of government. It traces the rise of counting crime and interrogates it as one of the key technologies deployed in the government of crime

The environmental history of Longneck Lagoon was reconstructed by analysing 15 sediment cores collected between 22 April, 1992 and 29 August, 1995. Longneck Lagoon is a shallow, man-modified lake situated in the north-western part of Sydney in New South Wales, Australia, in the Hawkesbury River floodplain. It has undergone a considerable change over recent years and at the end of the study was reported to have turbid water and no floating leaved plants or submerged aquatic plants. The hypothesis of this study was that vertical patterns in sediment characteristics can be related to biological, physical or chemical changes that have taken place within Longneck Lagoon and its catchment area. Assessment of inter-core variation within one area of the lagoon and between different areas was carried out and is highly recommended to others who may wish to conduct similar studies elsewhere. Restoration/regeneration of the previous diverse aquatic plant flora, associated with variable water depth in the pre-weir condition, would require the removal/modification of the weir, possibly reduction in the nutrient income to the lake, and, potentially, addressing mobilisation and internal cycling of accumulated nutrients which have accreted within the system.

The participation of parents in the schooling of their children has become a central policy objective of the education sector in Australia as well as other parts of the developed world. The discourse of parent participation emphasises a need for parents to be involved in order to maximise the benefits of their child’s education. Parent participation includes such practices as parents and schools working as partners to improve the well-being and achievements of an individual child to formal participation of parents in decision-making forums. This thesis approaches the issue of parent participation through a study of parent advocacy bodies as they deal with policy issues and interface with parents as the school level and governments at the policy level. The policy area of gender equity is used as an illustrative example to analyse parent advocacy bodies’ structures and ways of operating. As a result of the empirical work that involved semi-structured interviews, observation techniques and extensive use of archival material, this thesis revisits the theory of positional goods as it reflects the notion and understanding parents have broadly that education is positional in that only few can achieve the highest levels of education and hence effort is exerted in ensuring their child achieves as highly as possible. This thesis argues that gender equity is caught in this thriving to capture a positional good that is elusive for most but appears enhanced by the use of adequate gender equity strategies. The action of parents within parent advocacy bodies reflected the fight over scarce resources that were perceived to be enhancing educational outcomes for girls at the expense of boys.

This thesis examines from an historical perspective the series of events between 1995 and 1999 in which the public school teachers’ union, the New South Wales Teachers federation, challenged the NSW and Australian government’s provision of funding to private schools. Such funding is known colloquially as state aid. The state aid struggle is conceived in this thesis as an industrial relations contest that went beyond issues simply of state aid. The state aid struggle was a centrepiece of the Teachers Federation’s broader challenge to government’s intensification of efforts to reduce the federation’s effectiveness in shaping the public school system’s priorities. This thesis contends that the decisive importance of the state aid struggle arose from the fundamental strategy used by governments to lower the cost of schooling over time. To achieve this they undertook the state aid strategy – cost reductions would flow from residualising public schools, de-unionising teachers and deregulating wages and conditions. The state aid strategy was implemented through those areas of policy and funding over which the Federation had negligible control or where the Federation’s membership was disunited. The Federation was undermined by governments using policy initiatives to fragment teacher unity. By the end of 1999, governments’ prosecution of the state aid strategy did not seem to have been diverted from the main thrust of its course by the federation’s struggle.

The use of Information and Communication Technology-based science resources by selected teachers of Stage 3 students across New South Wales schools to enhance their science content knowledge was investigated. An Interpretivist epistemology informed a mixed research methodology. Results indicated that the teachers did not engage with these resources to any substantial degree and confirmed science’s generally low subject status. Preparations for high-stakes testing are negatively impacting science-teaching. Teacher-participation rates in professional learning activities were low.

This thesis presents a set of models of enrolment behaviour in senior secondary science courses in New South Wales (Australia) schools. The models have been developed out of concerns about declining enrolments and continued sex differences in enrolments in these courses. They use the framework of the Science enrolment Model (SEM), a framework which uses an expectancy/value approach to examine the relationships between the various influences and their combined effect on enrolment behaviour. The SEM was constructed by fitting the factors which have been shown to influence enrolment behaviour in the sciences to the structure of the General Model of Academic Choice, a model of achievement related behaviour developed by Eccles and colleagues. Models were constructed for enrolment behaviour in three specialist science courses; Biology, Chemistry and Physics and two non-specialist science courses; General Science and Science for Life. These five courses account for 97 percent of enrolments in senior secondary science in New South Wales. Measures of enrolment intentions were predicted by, measures of interest, perceived career value, TER value (value as a means gaining university entrance) and a combined measure of self-concept and performance expectations. These constructs were, in turn, predicted by measures of perceptions of parent and teacher attitudes, perceptions of past performance, attributions for past performance and personality measures. The enrolment models explained between 60% and 70% of the variance in enrolment intentions in the specialist science subjects. 'Career value' was found to be a major influence on enrolment behaviour in all five subjects. The expectancy and value variables explained approximately 80 percent of the sex difference in enrolment intentions in the specialist science subjects. Career considerations accounted for between 30 percent and 50 percent of this difference

This study examines the art practices and management of the National Art Galleries of Australia and New Zealand in the period between the wars, 1918-1939.It does so in part to account for the pervading conservatism and narrow corridors of aesthetic acceptability evident in their acquisitions and in many of their dealings. It aims to explore the role of Britishness, through an examination of the influence of the London Royal Academy of Art, within theses emerging official art institutions. This study argues that the dominant artistic ideology illustrated in these National Gallery collections was determined by a social elite, which was, at its heart, British. Its collective taste was predicated on models established in Great Britain and on traditions and on connoisseurship. This visual instruction in the British ideal of culture, as seen through the Academy, was regarded as a worthy aspiration, one that was at once both highly nationalistic and also a tool of Empire unity. This ideal was nationalistic in the sense that it marked the desire of these Boards to claim for the nation membership of the world's civil society, whilst also acknowleging that the vehicle to do so was through an enhanced alliance with British art and culture. The ramifications of an Empire-first aesthetic model were tremendous. The model severely constrained taste in domestic art, limited the participation of indigenous peoples and shaped the reception of modernism.

Calls for increased attention to subject-specific histories have been somewhat insistent in the last two decades. An important emphasis in these calls has been for attention to the history of the 'preactive curriculum' as represented, for example, in Syllabus documents. English has been a particular case in these arguments- a case which often revolves around defining the subject itself. Others have argued further that subject-specific history is usually centred in detailed local, historical studies of the recent past. In attempting to address these issues, this study sets out to answer the questions: 1/. How was Years 7-10 English defined from the early 1970s to the early 1990s in NSW? 2/. What was the relationship between the concepts 'English' and 'literacy' in NSW in the given period? The study focuses specifically on constructions of English in Syllabus documents, professional journals, textbooks and examinations. The particular methodology used to address the study questions is an in-depth study of two selected years during, viz. 1977 and 1992, accompanied by detailed discussion of contextual aspects of these years.

The purpose of this study is to examine, from past, present and future perspectives how registered clubs in New South Wales (NSW), Australia strategically manage problem gambling in their machine gambling operations. Seven stages of research are presented and discussed in some detail. The final stage considers implications of key developments during 1998-1999 for the future management of problem gambling by NSW clubs. It was found that by the end 1999, the future direction of NSW in addressing problem gambling pointed toward a combination of legislation and self-regulation, under the leadership of the Registered Clubs Association of New South Wales. The thesis concludes by identifying seven key factors that emerged from the findings as influencing the way in which NSW clubs have managed problem gambling. These are presented as a theoretical framework with potential utility for future investigations of how organisations manage their social impacts.

Densities and behaviour of Noisy Friarbirds Philemon corniculatus and Red Wattlebirds Anthochaera carunculata were measured during 1992 and 1993 at six sites along an east-west transect through central New South Wales from the Central Coast through to the Central Western Slopes, and at Goobang National Park from 1993 to 1996. Both P. corniculatus and A. carunculata were found to be mostly canopy foragers with occasional forays into the shrub layer when food resources became available there. Flower-probing and foliage gleaning comprised the bulk of foraging behaviour. Most of the food resources used by these honeyeaters were seasonally unreliable and unpredictable, so that they needed to shift between foods and track them over hundreds of kilometres. A strong relationship was found between the densities of honeyeaters and the density of flowering trees at both regional and local scales. Sites on the western slopes were more important for nectar during winter and spring, while sites on the tablelands provided a greater diversity of foods over all seasons. When foraging at foliage, both honeyeaters were found to preferentially select Eucalyptus punctata. These two honeyeaters are very mobile and appear to cope within the fragmented landscape. Their ecological role as plant pollinators, seed dispersers and insect population limiters may have increased proportionally due to habitat fragmentation compared with less mobile species with similar ecological roles. Hence they may also have become more important in maintaining habitat patch quality

Concern in public and political discourse around the quality of teachers and the performance of school students is often represented in policy as being linked to the quality of Initial Teacher Education (ITE) programs. Recently, this policy focus has shifted from the quality of ITE programs to the quality of ITE students. In order to improve student quality, state and federal governments in Australia have sought to increase their control over the manner in which students are admitted into ITE. This research investigates two recent policy initiatives which govern student admission into ITE. In 2016, minimum academic entrance standards were introduced as part of the New South Wales (NSW) Government’s Great Teaching, Inspired Learning (GTIL) framework and in 2017, additional non-academic entrance criteria were mandated by the federal government. Drawing upon Stephen Ball’s work on policy effects and policy enactment and utilising a multiple case study methodolgy, this thesis explores the impact of these policies at three NSW universities. It seeks to understand how these policies have impacted each universitiy’s ITE programs and staff as well as senior high school students’ perceptions of ITE entrance procedures more broadly. At the point of enactment, the polices appear to have been layered with ambiguity and confusion with aspects of each of the policies emerging as arbitrary in achieving their original intentions. Institutional autonomy at certain universities also appears to have been reduced, which has limited some ITE students’ choice of university, in particular students from disadvantaged backgrounds. This work contributes to a body of research that problematises policy enactment in education. I argue that despite these policy initiatives, in practice mostly the same students are continuing to enter ITE in NSW. This demonstrates the significant disjoint between intention and enactment in policy implementation.

This study examines teachers’ perspectives and experiences with civics and citizenship education (CCE) in secondary school classrooms in NSW. It investigates the pedagogical approaches of teachers of History and Geography in CCE and the ways in which technology is used in teaching practice. It is a study based on qualitative research methods and design. The research methodology adopts a multiple case study approach that incorporates an action research orientation. Sixteen teachers participated in the study in five NSW secondary schools. The research findings revealed that teachers approached CCE with reference to the NSW syllabus in a diverse range of ways. These approaches were categorised as follows: empathetic, rights and responsibilities based, values based, community based, and critically inquiring. While teachers tended to adopt a mix of these approaches in classroom teaching practice, the above approaches were discemable. Teaching approaches to CCE depended on several factors including school context, levels of student literacy and language skills, access to technology, and length of teaching experience. The research revealed the complex nature of the challenges facing CCE teachers in response to changing contemporary local, national and international events. The findings identify a continuing need for pre-service training, inservice training and professional development in CCE for secondary school teachers. Data gathered on teachers’ use of technology in classroom teaching showed differences in the pedagogical approaches adopted by CCE teachers in different schools. Differences in teaching approaches were shaped by teachers’ access to equipment and facilities, communication networks, and maintenance and support of technology for classroom teaching. The ‘digital divide’ revealed by the data influenced the ways in which participating teachers approached the use of technology for classroom teaching. The wider opportunities that existed in some schools to engage technology appeared to extend teacher’s ability to build knowledge of content and teaching (KCT) and knowledge of students and content (KSC) with respect to the use of technology. Limited and unequal access to technology for classroom teaching practice holds implications for the development of teachers’ pedagogical content knowledge (PCK). A technological ‘digital divide’ has the potential to be mirrored in a ‘pedagogical divide’ in approaches to teaching with varied possibilities and outcomes for teachers and students in different schools. In addition to investigating existing teaching practice, in secondary schools this study explored different pedagogical approaches to CCE in the classroom. The action research orientation adopted relied on the earlier investigation of classroom practice with participating teachers. The methods that were applied combined authoritative expert content (AEC), instructional strategies, and video technology. The study explored the perceived impact of these methods on teacher knowledge and student knowledge in classroom settings. The research design facilitated the use of AEC in classrooms with participating teachers and over 800 secondary school students from 2002- 2005. Participating teachers perceived student involvement with AEC in the classroom as beneficial to student motivation and knowledge building in civics and citizenship within the NSW syllabus. The impact of AEC on teacher knowledge suggested an enhancement of teacher content knowledge with particular emphasis on specialised content knowledge (SCK) in CCE. Teacher’s participation in the study was perceived to have enhanced pedagogical content knowledge (PCK) in CCE to some extent. The pedagogical methods based on AEC and the use of video technology demonstrated a capacity to stimulate learning and build knowledge through collaborative teaching partnerships in CCE.

This case study of four multi-campus colleges in New South Wales combines both qualitative and quantitative research instruments in a multiple-case study methodology to investigate the reasons why the DET restructured 34 of its comprehensive high schools into 11 multi-campus colleges and to study the interplay of the structural and cultural dynamics in those colleges. The study is situated in the literature on organisational behaviour whose perspective recognises the close interconnectedness between structure and culture but emphasises reculturing as the essence of effective organisational dynamism. In particular, special attention is given to Pace’s (2002) dynamics model which was redesigned into the Dynamics Paradigm that underpins the data analysis in this thesis. Using 16 structural-cultural dynamics criteria, themes and patterns were identified in the data and through iterative, inductive analysis, they were categorised into the different elements of the Dynamics Paradigm for analysis. Contextual contingency, curriculum, opportunity, economic rationalisation, politics and policies of the DET, plus demonstration effects from other Australian States and Territories were the reasons for the restructuring of the comprehensive high schools. The study identifies 12 areas for further research, recommends 32 policy options which could lead to improved outcomes for students and teachers in multi-campus colleges, and proposes 11 potential applications of this thesis.

The area of university entrepreneurial behaviour and technology commercialisation has attracted much research attention in recent years especially as more innovative solutions are sought for the world’s ever growing socioeconomic challenges. In view of this, the South African government has made considerable and various efforts to promote the creation and commercialisation of research output in the university context. Against the aforementioned, this study seeks to understand the position of the Cape Peninsula University of Technology (CPUT) as a university of technology in terms of commercialisation and technology creation since the 2005 merger. Agricultural shows are community-based festivals that represent a majority of festivals staged in rural destinations within Australia. Recent anecdotal evidence indicates their survival is being threatened. Declines in the overall number of shows and visitor attendance have been widely reported, yet an analysis of the reason for these declines has not been investigated. Agricultural shows are managed by volunteers within not-for-profit show societies who are finding it difficult to survive in an increasingly competitive and challenging external environment. Little is understood about these show societies, their volunteer managers and the management effectiveness. This study has addressed these gaps by investigating show society management effectiveness by means of a marketing concept paradigm. A case study method employing qualitative in-depth interviews with key show society members and other stakeholders was conducted on one agricultural show. Findings reveal that this show society is managed by volunteers whose primary involvement motivation is based upon self-interest in one or more components of the show. The majority of these individuals do not have management skills and expertise required to manage a festival and whilst it is important to note their volunteering contribution, it is this lack of skills and knowledge that has prevented a systematic approach to management. There is no attempt at consumer research, strategic planning, organisational planning or volunteer recruitment. The show programs do not change to reflect the current needs of the community, rather what is affordable, who can organise it and what has always been done. As a result, the case study show society is not employing a marketing concept orientation but a product concept orientation. This study concludes that without this focus, the show society will be ill equipped to meet changing customer demands and stay abreast of competitors. To assist agricultural shows to manage future challenges and adopt a marketing concept, a theoretical model has been proposed that incorporates existing frameworks and this study’s findings.

This study compares ICT policy and curriculum and assessment practices between Australian and Vietnamese secondary schools, and investigates differences between these two school systems. Document analyses and case studies were used to examine the key differences in ICT curriculum and policy and assessment practices between Australian and Vietnamese secondary schools. The document analyses focused on the intended ICT policy and curriculum and assessment, as presented in official documents in both countries. Using a case study approach for in-depth examination, two secondary schools were selected (one from Yenbai province, Vietnam and one from Sydney, New South Wales, Australia). Two principals and three teachers were interviewed. Classroom teaching and assessment practices were observed, and principals and teachers‟ views were obtained through semi-structured interviews and extensive discussions. Findings from the two case studies were compared with the findings from the document analysis. This study explored and analysed differences in ICT teaching, learning, assessment, and achievement between Vietnamese and Australian secondary students. It was found that that Australian ICT school curricula and assessment differed markedly from the Vietnamese system. Student ICT achievement in these Australian and Vietnamese schools could not only be attributed to higher standards of intended ICT curricula and assessment, or teacher knowledge or classroom practices. These differences are better explained by economic and cultural factors, ICT policies and their degrees of implementation, and extra ICT curricula. In order to bridge the gap and implement adequate ICT curricula and policies, rigorous professional training in teaching and assessment is essential for both Australian and Vietnamese teachers. In order to improve Australian students‟ ICT achievement, achievement motivation must be addressed. Many challenging aspects were found in ICT policies and classrooms in the Vietnamese educational system that calls for immediate change and improvement. In order to implement reforms in Vietnamese education, the impact of cultural influence must be considered more seriously. In particular, this study highlights the need to integrate case study with large-scale study in international comparative studies.

This study examines the online career information seeking practices of Year 11 students within five New South Wales (NSW) state secondary schools of different socio-economic status (SES). The broader context of this study is the ongoing inequality within the Australian education system, particularly the continued underrepresentation of students from low SES backgrounds in tertiary education. With the large-scale adoption of information and communications technologies (ICTs) within Australian secondary schools, the study shows the powerful ways in which ICTs can inform and influence students' post-secondary school career transitions and opportunities. A growing body of literature over the last three decades indicates the interconnected nature of these phenomena, particularly among low-SES students; however, little research has been conducted from an Australian perspective. Indeed, an examination of the career information needs that motivate young people, how they resolve these needs online, the sources and channels they use and how these practices differ within this large heterogeneous group is lacking globally. This study adopts a mixed methods approach, drawing together insights from survey, interview and observational data from a range of participants: students, teachers, university admissions and marketing directors and a former NSW Department of Education (DoE) information technologies (IT) director. It develops Ignatow and Robinson’s (2017) concept of digital capital to highlight the relationships between young people’s digital practices and the structural constraints of their social environment which mediate them. It also builds on the work of Park, (2017a) which uses the notion of digital capital to examine new forms of digital inequalities across Australia. By further developing the notion of digital capital, this thesis progresses research on digital divides away from simplistic binary analyses of haves and have-nots, skilled and unskilled, to include potential real world outcomes from varied levels of digital capital and differential OISPs, thereby creating a more nuanced account of young people’s digital practices. It also highlights the connections between young people’s SES, digital capital and their position concerning on-going digital divides. The study proposes a typology of four distinct groups of students based on their differing online information seeking practices (OISPs) to illuminate how young people in Australia seek and use online information to inform their post-high school career choices. These are the Traditional Job Seekers, the Social Networkers, the Future Professionals and the Creative Dreamers. Each category represents students’ future career aspirations and digital practices, highlighting their differing stores of objectified and embodied digital capital and the opportunities and constraints of each. Except for the Social Networkers, this research shows that young people largely underinvest in online career information seeking, preferring traditional sources of information, particularly parents, older siblings and careers advisors, along with serendipitous factors such as accumulated self-knowledge to inform their post-school career and educational options. In a hyper-digitalised world, digital inequities have the potential to shape key life chances of young people in multiple ways, including their educational and career outcomes. This study suggests that the widespread proliferation and adoption of ICTs within secondary schools and the everyday lives of young people have done little to promote equal opportunities for all. It therefore suggests that teachers, parents, researchers and education policymakers need to move beyond the current one-size-fits-all approach to secondary school ICT initiatives, to instead develop flexible, school-based programs that more accurately reflect the highly differentiated digital contexts in which young people now find themselves.

Infrastructure assets are very important for the functioning of a society or community. In Australia, local government authorities (LGAs) have responsibility for the provision and maintenance of their community public assets such as public buildings, local roads, bridges, footpaths, recreation facilities, parks, water and sewerage assets. As at the end of financial year 2012, LGAs in New South Wales (NSW) are the custodians of approximately $81 billion in net value of infrastructure assets. The Australian accounting profession has encouraged local governments to account for and report on infrastructure using written-down current cost in order to provide stakeholders with relevant information. While the accounting standards have been focusing on asset valuation, the NSW Government has gone further by promulgating reporting requirements anchored in the NSW Local Government Act 1993 and Local Government Amendment (Planning and Reporting) Act 2009. The former requires LGAs to disclose information about asset condition, calculate the projected amount of money to bring the assets to a satisfactory condition and calculate the amount of annual cost to maintain assets at that condition, while the latter requires LGAs to follow the new Integrated Planning and Reporting Framework (IPRF) when planning for and reporting on infrastructure assets. NSW LGAs have recently reported on infrastructure assets in compliance with local government statutes. However, such compliance does not resolve some uncertainties and anomalies in the concept of satisfactory condition, does not affect the poor quality of councils‟ infrastructure reports and does not prescribe a standard format for infrastructure asset disclosure. Accordingly, annual asset reporting continues to be problematic. The purpose of this thesis in its first part is to provide evidence on the quantity and quality of infrastructure asset disclosure under the new IPRF recently introduced by the NSW Government. In the second part, the thesis is aimed at proposing a definition of ‘satisfactory condition’ of infrastructure and examining the different factors influencing the contents of asset reporting. It then evaluates the adequacy and effectiveness of current asset disclosure in serving the information needs of local communities and proposes a list of the most important criteria for infrastructure asset disclosure in councils’ annual reports. Finally, the thesis discusses and presents a proposed model of infrastructure maintenance for NSW local governments.

This paper explores the possibilities of the political-economy theory, distributism, both as a form of analysis and as a practical source of cooperative economy ideas. Regarding analysis, in this paper distributist thought will be used to analyse the currently hegemonic political-economy theory, globalised neoliberalism, and offer that the historical critique of liberal derived economic theories which reference their internal priority disorders, is still pertinent and valid. The paper will then explicate the underpinning anthropocentric concepts of distributism – the person, the common good, the good life, subsidiarity, and familial and community sources of authority – and how these can help manifest technologically dynamic, participatory, egalitarian, stable, sustainable, localised political-economies. To demonstrate this, the integrated and coordinated cooperative economies of Mondragon Corporacion Cooperativa (MCC) and The Cleveland Model (TCM) will be analysed and contextualised, and the critiques of both models discussed. Furthermore, the debates regarding distributism and cooperative economies more generally will be explicated, so too the apparent strengths and failings of the Australian cooperative political-economy terrain. Finally, it will be suggested that due to its already distributist nature, the Catholic Archdiocese of Sydney appeared to be a pertinent research direction for deeper explorations into the applicability of distributist economies in New South Wales.
