More and more hospitals and medical centers including Brahehälsan, the medical centre of Akka, Emergency room at the county hospital in Kalmar and Diagnostic Centre at the County Hospital in Kalmar choose to address these problems by using Lean Healthcare. This new model and the philosophy it is based on contributes to a new approach that is intended to result in more efficient care. Is the efficiency of health care the real reason or are there ulterior motives for introducing Lean Healthcare? In all change processes it is important to involve and have abroad its employees. Their motivation and acceptance of change by the organization in conjunction with the implementation of Lean Healthcare is critical to the outcome. How has this interaction been handled and how has this work gone to develop a working concept for each medical institution, that is, how is their anchoring- and implementation process. Have one noticed any difference when it comes to efficiency and quality during the work at respective hospitals and health care centers. The purpose of this study is to investigate the above issues and see if there is any difference between private and governmental health care facilities. The work intends to contribute to a better understanding of why Lean is implemented in health care and if the results meet expectations. The purpose of this study is accomplished through a case study in two health centers and two departments in a hospital and an interview with Prof. Håkan Aronsson. The studys data collection methodology is mainly based on qualitative interviews with people from respective hospitals and health centers. Analysis of empirical data is made towards theories of Lean, Kaizen, organizational change, new public management and motivation. In the analysis it is possible to deduce that some factors have been the basis reason to introduce lean and also affected the anchor- & implementation process. These motives affect the final result of the implementation. The choice of Lean Healthcare is mainly due to that it is in fashion. The anchoring process has taken place through communication and education. We have not been able to find evidence of any major differences in the Principals of the question except for a more thorough approach to the implementation at the private clinic. One factor that works with Lean Healthcare has helped with the employees' ability to identify change and implementing change. By enabling the implementation of staff changes has lead to a less stressful working environment. Consequently, Lean Healthcare results in higher efficiency and reduced stress at work. Lean Healthcare has shown to give good results in the implemented activities and the conditions for success in health care. But the work has just begun and for the entire operation to be considered to be steeped in "Lean" philosophy it is required a continued long-term effort and will to change.

Pełny tekst źródłaDuring the last decades a major reform wave has drifted in over the public sector of Sweden, together with a variety of western nations, bringing in a new kind of organizational structures and control systems. The greater part of these new developments fall within the definition of what is usually referred to as New Public Management. With its ideal reference point in the management of the public sector this has caused an increased focus on audit and a drift towards more market orientation in general. The study finds its base in an assumption that the origin of these shifts stands to be found in the minds of the human and its worldly perceptions. This philosophical outlook is well captured in the discursive approach, according to which the world is divided into different conceptional spheres called discourses. Proceeding from this, the thesis’s established purpose is set to, with empirical data from the newspaper Dagens Nyheter stretching over one year (2013), illuminate the hegemonic discourse and its antagonistic counterpart in the field of education. By examining the usage of different key concepts and their articulation, context and usage in general, two detached discourses has emerged. One hegemonic New Public Management-inspired discourse glorifying the objective rationality of auditing and one opposing discourse that, positioned in sharp contrast, praises the subjectivity of the profession.

Detta undersöktes genom en kvalitativ innehållsanalys av Kulturutredningens betänkande. New Public Management (NPM) är en uppsättning idéer om hur man organiserar och styr offentlig verksamhet och har påverkat verksamheter inom bland annat vård, omsorg och skola de senaste decennierna. Dessa idéer innebär ökat fokus på uppföljning och utvärdering samt att kvalitet kopplas till kostnadseffektivitet. Man sätter upp mål, operationaliserar dem till mätbara prestationer som kopplas till finansiering. Vi har tagit ett institutionellt perspektiv på dessa idéer. Reformförslaget som presenteras kan relateras till de idéer som finns inom NPM. Aktörerna är inte medvetna om den institutionella kontexten, utan tror att de handlar rationellt. Vi menar att de har utgått från ett positivistiskt modernistiskt perspektiv.
The purpose of this paper is to examine the ideas behind the rethinking of Sweden’s cultural policy (Kulturutredningen) and if the ideas are related to the abstract management system "New Public Management". In the quest to do this we performed a qualitative content analysis. In the last decades, New Public Management (NPM) has been a popular style in the organization of the Swedish public service. NPM indicates a shift towards an increase of evaluations and control of the public sphere by operational, measureable goals that sets the terms for the financial allowance. In this paper we are trying to understand ideas through an institutional perspective. In our conclusion we describe the reform the rethinking suggests as under influence of NPM-ideas. The rethinking doesn’t recognize its institutional context and the influence of the NPM-ideas. Instead we are asserting that they are suggesting a rational reform. We claim that they have a perception of the world as right and wrong choices, and that one rationally can choose the right.

Pełny tekst źródłaAim: Previous research reveals that public sector organisations apply balanced scorecard adjusted to their own specific business. The number of studies dealing with balanced scorecard adjusted to public sector organisations is limited which open on to the purpose of the study, which is to illuminate how balanced scorecard is adjusted to public sector organisations in Sweden. Method: The study applies an abductive qualitative research method with semistructured interviews as data gathering tool. The processing of data and theory follow thematic analysis. The study permeates the interpretive hermeneutic tradition. Result & conclusion: The study interprets that public sector organisations apply adjusted balanced scorecard where none acquire all criteria of the balanced scorecard. The study also interprets that the benefits of adjusted balanced scorecard are simplicity and uniformity. The benefits are accomplished through the purpose of implementing adjusted balanced scorecard, which is the same purpose as for traditional balanced scorecard. Perspectives are adjusted to the specific business, which primarily involves the exclusion of the learning-, and growth perspective in advantage of a perspective concerning employees. Suggestions for future research: The study suggests further research regarding the usefulness of strategy maps after strategy development, the causality when other perspective than the financial is placed at the top of the hierarchy, the exclusion of the learning – and growth perspective in advantage of perspectives concerning employees and phase out of balanced scorecard in public sector organisations. Contribution of the thesis: The study adds enhanced understanding of how public sector organisations choose to adjust balanced scorecard. The enhanced understanding concerning adjustment is created through four aspects; Application, Benefits, Purpose and Perspectives.

Pełny tekst źródłaSickness absence within the Swedish municipal healthcare organizations is increasing. At the same time, there has been a change in organization and governance within these organizations in recent decades in the form of the introduction of New Public Management (NPM) and its reforms. The study aimed to gain a better understanding of how psychosocial and organizational factors together could have an impact on a municipal healthcare organization's sickness absence, regarding employees in the human service profession and its managers, through a qualitative case study. This to identify what was causing the organization's sickness absence and on proposing measures to prevent future sickness absence. To fulfill the purpose and study questions, semi-structured interviews were conducted with a total of 19 informants representing the working groups with the organization's highest and lowest sickness numbers in 2019 and the management groups with the highest and lowest sickness numbers in 2019. The empirical data was analyzed based on the theoretical frame of reference. This included previous research as well as theories of NPM, structuring theory, psychosocial sickness absence factors, organizational sickness absence factors, psychosocial health factors, organizational health factors and organizational health. The study's results showed three prominent psychosocial sickness absence factors for employees and managers, four organizational sickness absence factors for employees and managers, four psychosocial health factors for employees and managers, four organizational health factors for employees and five organizational health factors for managers. The results showed that the psychosocial and organizational sickness absence and health factors affected each other, that there was a connection between managers and employees perceived work environment and that the sickness absence could primarily be attributed to structures, while work attendance instead could be attributed to individuals' actions. Ten measures to reduce sickness absence within municipal healthcare organizations has been presented based on the results of the study, as well as suggestions for further research.

Till this day, Wasta remains a relatively obscure topic of research, insufficiently dealt with in academic papers. Therefore, this dissertation comes as an attempt to build a theoretical framework model for Wasta from the data grounded in the field, which seeks to offer a deep understanding of the factors and considerations that relate to its extent among various HRM practices in the Jordanian public sector. To do so, we illustrate the definition of the concept of Wasta and demonstrate its negative impacts on HRM and overall performance of public institutions. We also explore the realities in the Jordanian organizations in the post-public reform era. Furthermore, this dissertation aims to provide several propositions regarding the factors that determine Wasta’s extent in the public sector in Jordan. This work also offers insights for academics who are interested in HRM research in the Middle East and Jordan alike, for decision makers and HR specialists in the Middle East; as well as for global leaders who are interested in business potentials in Middle Eastern countries in general and in Jordan in particular by pointing out Wasta-related realities. In the end, through this newfound understanding, our dissertation aims to contribute to the rising understanding and the modernization of HRM principles and practices in the Middle Eastern and Jordanian contexts

Pełny tekst źródłaIn this essay I examine how a municipal- and an independent upper secondary school compare to the ideal types the Company and the Political organization and how that affects the school practise as it’s described in policy documents. The conclusions are that the municipal school on a number of variables correlate to the ideal type the Political organization. At the same time the school reforms of the 1990s are considered as an intention to “companylize” the municipal school and a number of tendencies how that have affected the municipal school are shown. None the less the municipal school are to a great extent still targeted at general goals, a hallmark of the Political organization. The independent school is close to its ideal type the Company and are clearly focusing limited goals with survival and expansion as superior goals.
I uppsatsen undersöks hur en kommunal och en fristående gymnasieskola förhåller sig till idealtyperna Företaget och den Politiska organisationen i de dokument som styr verksamheten. Slutsatserna är bland annat att den kommunala skolan på ett antal punkter befinner sig nära sin idealtyp den Politiska organisationen. Samtidigt lyfts 90-talets skolreformer fram som ett försök att företagisera den kommunala skolan och ett antal tendenser till hur detta har påverkat den kommunala skolan påvisas. Fortfarande präglas dock den kommunala skolan av att man från politiskt håll styrs mot mål som är generella, något som utmärker den Politiska organisationen. Den fristående skolan befinner sig å sin sida nära sin idealtyp Företaget och fokuserar på tydligt avgränsade mål med överlevnad och expansion som överordnade mål.

Pełny tekst źródłaThe study aims to investigate whether the solution-focused method can be used to create a trust-based leadership that is highly relevant in the public sector. The solution-focused method is based to focus on the resources and assets of the individual, their desired state in the future and the focus on what functions, rather than what does not function. Solution-focus is based on individual therapy but is today an evidence-based method used in both leadership and organizational development. The purpose of the study has been to investigate how leaders in the public sector use the solution-focused method in practice, and what difference this has made for them, their leadership and their organizations. The study has also carefully examined what trust as a concept means, and whether the solution-focused approach contributes to increased trust and trust-based leadership. The theory approach has consisted of system theory, social constructionist theory and theories of trust. A qualitative research approach has been chosen with five semi-structured interviews as a method. The interviewees are leaders in the public sector, and management consultants within solution-focused leadership. In the analysis of the empirical material, a content analysis was used. The results of the study reveal that the solution-focused method has made a great difference for our informants in their leadership and organizations. Their experience of solution-focus is that it is not only a method of work, but also a value base and a way of relating to life and other people. The solution-focused model provides conversational techniques where you look for strengths with the help of specific questions, and build on the individual resources. The informants’ experiences show that the solution-focused method saves time, prevents energy leakage, improves the work environment, increases efficiency, leads to faster goal achievement and creates a more enjoyable workplace. The results of the study also present that the solution-focused method contributes to a higher degree of trust within and outside organizations which also creates large profits such as united management teams and high results on employee surveys.

Pełny tekst źródłaEste trabalho pretende analisar o impacto e as principais dificuldades na implementação da NPM nas empresas públicas dos países em desenvolvimento. Para o efeito, foi realizado um estudo de caso numa empresa estatal santomense do sector portuário, denominada ENAPORT. A NPM mudou o conceito de gestão nas empresas públicas, a utilização de ferramentas comuns às empresas privadas, foi fundamental para torná-las mais competitivas. Mas a adoção desta metodologia nos países em desenvolvimento não tem sido fácil. As principais conclusões do estudo desenvolvido na ENAPORT apontam para uma grande proximidade entre a política e a gestão, com repercussão ao nível do custo com o pessoal e do número de funcionários, ambos elevados. Também foi possível concluir que a empresa carece de procedimentos claros para avaliação de desempenho e que as ferramentas da contabilidade de gestão poderiam proporcionar uma visão orientada para o lucro e uma melhor gestão dos custos.
This work intends to analyze the impact and the main difficulties in the implementation of the NPM in the public companies, of the developing countries. For effect, a study of a case was conducted in a state-owned company from São Tome and the port sector, called ENAPORT. A NPM changed the concept of management in the public companies, the use of common tools at private companies, was fundamental to make them more competitive. But the adoption of this methodology in the developing countries hasn't been easy. The main conclusions of the developed study in the ENAPORT point for a big proximity between the politics and management, with the consequence at the level of the cost with the people and the number of workers both high. Was also possible to conclude that the company requires clear conducts for the assessment of performance and that the tools of accountancy of management could provide an oriented vision for profit and a better cost management.

Objetivo - Este estudo pretende avaliar os impactos da implantação de um modelo orientado por resultado numa cultura burocrática. Metodologia - A pesquisa utilizou o estudo de natureza qualitativa, pelo fato de este proporcionar a investigação que melhor permite explorar, descobrir e entender a realidade de um fenômeno, observando o “valor” das evidências que podem ser obtidas, o que proporciona ao pesquisador detalhes relevantes dificilmente alcançados com o enfoque quantitativo. Para obter a maior percepção do fenômeno em estudo, utilizou-se como método de investigação o estudo de caso quanto aos meios, exploratório quanto aos fins, do tipo 1. O plano de pesquisa adotou uma extensa pesquisa bibliográfica, com o intuito de melhor se familiarizar com a investigação em questão. Durante essa fase foi também definida a questão de investigação e formuladas as questões norteadoras a serem investigadas com entrevistas semiestruturadas. Resultados – O estudo de caso mostrou que, apesar de existirem limitantes para a transição entre o modelo de administração burocrática e o modelo de administração gerencial, esta é possível, como demonstrado na Prefeitura do Rio de Janeiro (SMUIH). Ficou caracterizada também a universalidade do modelo de administração gerencial, que pode ser aplicado a qualquer organização pública, municipal, estadual ou federal. Limitações – A principal limitação da pesquisa está na mudança na Prefeitura entre os anos 2016 e 2017, com troca de prefeito, secretários e diretrizes. Algumas informações da gestão anterior podem não estar disponíveis, não serem de conhecimento do novo time ou, ainda, a coleta e o registro de dados podem ter sofrido descontinuidade. Contribuições práticas – A partir desses resultados, as entidades públicas podem, além de enriquecer as discussões sobre a burocracia, aperfeiçoar sua gestão, buscando atingir melhores resultados e qualidade na entrega de seus produtos e serviços ao cidadão. Contribuições sociais – Devido ao elevado impacto do tema na sociedade, os dois modelos devem ser questionados para melhores resultados. O interesse crescente no modelo de administração gerencial deve-se à importância e à urgência em resolver os problemas públicos que enfrenta o mundo. Além disso, o pragmático reconhecimento de que os governos sozinhos não podem resolver efetivamente muitos desses problemas é algo diferente para os novos tempos. Originalidade – Este estudo contribui com informações relevantes para a melhoria do modelo burocrático, que podem ser aplicadas em muitos contextos diferentes e a qualquer entidade. O modelo burocrático tradicional vem se distanciando do cidadão, entretanto, atender às transformações é uma necessidade das organizações públicas, mesmo que não haja uma chamada “receita de bolo”, o que leva à convergência a um novo modelo gerencial.
Purpose - This study aims to evaluate the impacts of the implantation of a result- oriented model in a bureaucratic culture. Design/Methodology - The research used a qualitative study, since it provides a better investigation to explore, discover and understand the reality of a phenomenon, observing the "value" of the evidences that can be obtained. It provides relevant details to the researcher, which are difficult to capture with a quantitative approach. In order to obtain a better perception of the phenomenon under study, the research method employed was a case study, exploratory, type 1. An extensive literature review endorses the research plan and is the base for defining the research question and the guiding questions for the semi-structured interviews. Findings – The results showed that, although there are limitations to the transition between the bureaucratic management model and the managerial administration model, the transition is possible as demonstrated by the City of Rio de Janeiro (SMUIH). It also highlighted the universality of the managerial administration model, as it is possible to apply it to any public, Municipal, State or Federal organization. Research limitations – The main research limitation is the change in the City Hall government between 2016 and 2017 with the changing of Mayor, Secretaries and guidelines. Due to this government change, some information from the previous management may not be available, not be known by the new team, or the collection and recording of data may have suffered discontinuity. Practical implications– From these results, public entities can not only enrich discussions about bureaucracy, they can also improve their management in order to achieve better results and quality in the delivery of their products and services to citizens. Social implications– Due to the high impact on society, one should question both models for achieving best results. The growing interest for the managerial administration model is due to the importance and urgency of solving the public problems facing the world. Besides, the pragmatic recognition that governments alone cannot effectively solve many of these problems is something different for these new times. Originality– This study contributes with relevant information to the improvement of the bureaucratic model, which applies in many different contexts and to any entity. The traditional bureaucratic model has been distancing itself from the citizen, although responding to transformations is a necessity of public organizations, even if there is no "cake recipe" which leads to the convergence to a new managerial model.

Pełny tekst źródłaThis Master’s thesis research whether managers in Nacka municipality in Sweden consider their employees’ work environment, when implementing new digital systems. The research is written within the framework of a research project called KomDig. KomDig is an acronym in Swedish for Municipal and Digital. The research aims to increase awareness on the digital work environment. A qualitative method has been conducted, to gain a deeper understanding of how management in the municipal sector considers their employee’s working environment, when implementing new digital technology. Empirical data has been collected from twelve interviews with different managers and security officers at various units and departments within Nacka municipality. Empirical data has also been collected from the municipality´s websites, reports and governments documentation. The first three interviews were conducted through physical meetings, and the last nine where conducted through video calls like Teams or Zoom, due to the restrictions during the Corona pandemic. The theoretical framework evolves around the organizational theory, socio-technical approach as well as implementation theory. These theories have been selected to create an understanding of the importance of an organization’s structure when new digital systems are implemented as well as how new systems are implemented. In order to create an understanding of what is essential to maintain manageability and meaningfulness when work environment is changing, such as increased digitalization, the model KASAM has been utilized. KASAM is used to create a sense of coherence to the change of work environment, The research shows that management takes their employees´ work environment into account when implementing digital systems, however, the result shows that there is differences depending on which units that has been reviewed. There are examples of previous implementations where employees and customers have been negatively affected and where costs have radically increased. The newly introduced departments for digitalization along with new strategies for digitalization indicates that they now are on the right track in the way they are implementing new digital systems. Both management and employees are optimistic to continue the implementation together with the strategy for digitalization the result has created a good understanding for the aspects of importance in future implementations, which is promising for the municipality´s future development. The research also shows that NPM contributed to the municipality’s customer focus, results and effectiveness. It also shows that the municipality follows the trend towards increased digitalization in the public sector, which been advocated by the government.

Pełny tekst źródłaGovernments struggle with inefficiencies and an inability to achieve interoperable information communication technology (ICT) systems. Apparent issues include a failure of local government to realize the benefits of electronic government (eGov) initiatives, high project failure rates, administrations hampered with inefficiencies, and a lack of interoperability between systems within the local government. Thus, local governments need to address their eGov initiatives in a structured way to improve their chances of providing the benefits that are sought after. Sweden’s eGov model is decentralized, following a strict new public management (NPM) model. Whilst eGov ought to bring benefits to local government, Sweden is still hampered by inefficiencies and an inability to achieve interoperable ICT systems. This has been the case for quite some time. One reason why systemic gains from adopting eGov have not reached the levels sought after could be that, in many cases, ICT implementations are not enough. The transformation needed for eGov is not instantaneous; it requires various new ways of working. Enterprise Architecture (EA) has come to be seen as a possible solution to the apparent issues of developing, adopting and managing eGov successfully. By utilizing EA, it is argued that it is possible to bridge ICT systems and business processes, thus making the organization more efficient. However EA’s usefulness for eGov development and adoption is the subject of debate. Some researchers argue that EA lacks clearly defined scopes and concepts, which makes the use of EA in government difficult. Whereas other argues that although EA frameworks are comprehensive logical frameworks, they lack content that is related specifically to government organizations. The thesis posits the following research questions: What is the role of EA in eGov adoption in Swedish local government? together with three sub questions: What are the prerequisites for using EA in Swedish local eGov adoption? What has the Swedish local government in Örebro achieved with its use of EA in eGov adoption? And What problems have the Swedish local government in Örebro experienced in its use of EA when adopting eGov? To explore the role of EA in eGov adoption a longitudinal case study is carried out on the municipality of Örebro’s eGov project MovIT, a project launched in 2007 that ended in 2009. I study the prerequisites, results and problems associated with using EA in Swedish local government as part of eGov adoption. A comparative study is conducted of the goals of eGov, as stated in official eGov documents at EU and Swedish governmental levels will attest as to the supposed benefits of EA in contemporary EA-literature. From the study, it can be concluded that EA, as a phenomenon, is thought to be, if not a silverbullet, then at least a prerequisite to eGov success. In term of prerequisites, EA use cannot assist Swedish local government where there are more politicized objectives; in this situation, local government is required to look elsewhere to find support for its work. The study identify several critical issues from the empirical study of the prerequisites: distinction between administrative and political responsibilities; political mandate; political timing; resource allocation; coordination under NPM; dependence on providers; and choosing among standards and best practices. These issues need to be acknowledged and handled appropriately by Swedish local government in order to improve the chances for success in eGov adoption. The study also showed that NPM as governance model becomes a hindrance in eGov adoption, preventing the project from a more explicit use of an EA-framework and negatively affecting the projects possibility to adopt eGov. However, despite this structural problem, it is still possible – as observed – for a project that is based on EA-thinking to begin working. EGov, NPM and EA-thinking form a triad, with structural properties that, in some instances, correlate. In such cases, this can lead to positive changes. However, in other situations, they are contradictory, resulting in Swedish local government having a difficult time in adhering to the suggestions endorsed by the eGov project. This lead to incoherent progressions towards requested results. The existing structures hindered effective cooperation, both internally between different departments and externally with other local governments. This licentiate thesis has shown that the initial use of EA in local government eGov adoption is complex. Given the contradictory nature of NPM and eGov, local government has to acknowledge the negative impacts of NPM on eGov adoption. As well as acknowledging the issues that arise from EA use, a key area is a lack of support of local government in an area that is most likely to be endorsed by politicians. Politicians do not get re-elected based on efficient internal processes with a highly integrated ICT; rather, changes must be visible to citizens and businesses. This licentiate thesis has also shown that ‘EA-thinking’, as a means for local government, can move towards an EA without the explicit use of an EA framework or EA method. However, ‘EA-thinking’ may give rise to other issues that need to be acknowledged and dealt with. This licentiate thesis contributes to research by improving our understanding of the nature and importance of promoting and inhibiting different factors. Including critical issues for succeeding with eGov adoption, the negative effects of NPM and how EA-thinking can lead to positive changes, even though it cannot assist local government in all aspects deemed important to eGov adoption. In terms of practice, this thesis contributes by highlighting the problematic nature of institutionalized structures and the effect that this has on eGov adoption. It also contributes by enabling local governments to acknowledge the problems identified. This allows them to better understand their own development and possibly avoid similar problems or at least have a better understanding of how to handle the issues that arise.

Pełny tekst źródłaDriven by technological change, new legal frameworks, growing demand for cash from start-ups, and a growing maturity of market operators, innovation finance professionals have partly modified their practices. On the one hand, traditional financing tools have modernized their organizations and methods, and on the other, new forms of financing have emerged. These numerous evolutions open essential theoretical questions, while questioning the traditional theories of the financing of innovation as well as suggesting new theoretical considerations.The thesis investigates three of these modes of financing. The first, the Social Impact Bonds (otherwise known as Contrats à Impact Social, in France) are a way of financing the non-entrepreneurial social innovation that appeared in 2010 in Great Britain. The second tool analyzed is about equity crowdfunding. Emerging form of financing entrepreneurial projects by the crowd on the internet, it knows a strong growth since a decade. The thesis analyzes the impact of innovation degree on campaigns’ success. The third and last tool mentioned in this thesis is that of the funds of Multi Corporate Venture Capital (MCVC)

Pełny tekst źródłaPurpose The aim of the paper is to research how today's NPM-influenced methods of control affects the nurse’s ability to create value from the nurses point of view. Problem • According to the nurses, what controls their work? • Which areas are affected by the management control according to the nurses? • What flaws in the management control have the nurses noticed and do they see any potential solutions? • How do nurses consider the conditions for value creation to be influenced by management control? Methodology In order to answer the purpose of the study has a qualitative approach been used. Seventeen interviews were conducted with nurses at different surgeon sections in Värmland and Dalarna county. Results The study shows that the NPM-influenced governance has a negative impact on the nurses' ability to create value. The management control from the head of the department had a positive impact on nurse’s work. The nurses experienced an unreasonable demand for efficiency, where high flow of patients was requested, often in conflict with the safety of the patient. A lack of communication between management and nurses also causes unnecessary irritation and dissatisfaction from nurses. Conclusion The hierarchical power structure that exists today in the healthcare negatively affects the nurses on the surgeon sections in the county of Värmland and Dalarna when it comes to their ability to create value. The problems regarding the demands of productivity and documentation has been worsened by the hierarchical structure and the fact that the nurses cannot influence their own work to the extent they wish.

Pełny tekst źródłaPublic service professionals can no longer afford to be ethnocentric, inward looking, focused on the past, and defensive. They must be forward-looking, globally oriented, innovative, adaptable, and ready to take advantage of opportunities to serve the community more effectively. Public Administration, if it is to be well done, must be aggressive, not a passive enterprise; in the pursuit of public interest (Cooper et al., 1998). Industrial era Public Administrators, characterized by high degrees of centralization and large driven bureaucracies, cannot meet the needs and challenges of the new information era. New kinds of Public Institutions are therefore required which are more flexible and more customer and results oriented. This trend follows what is emerging outside the public sector where organizations are promoting flatter management structures, decentralization of authority and a greater focus on improving quality and customer service. The many decades of dormancy in the administrative and organizational structure of the public sector were reflected in and influenced by the unchanging nature of public service culture (Caiden, 1990). In contrast, there has been a rush for reform during the past 12 years, reflected in new policies, structures, financial management frameworks and service outcomes aimed at enhancing public sector accountability, transparency and efficiency. This, however, has not been accompanied by a vision for a new public sector organizational culture, of more customer driven and business like mentality.

Pełny tekst źródłaDie vorliegende Arbeit untersucht das sozio-kulturelle und institutionelle Umfeld der Organisationen des öffentlichen Sektors in der Mongolei, das signifikante Einflüsse auf die aktuellen Reformbemühungen in der öffentlichen Verwaltung hat. Die Studie stützt sich auf die Kultur- und Werttheorie. Die regelkonforme Verhaltensweise, Gemeinschaftsfavorisierende strenge Hierarchie, die fatalistische Annahme einer Autorität als unvermeidlich und unkontrollierbar sowie ein auf möglichst eigenständige Entscheidung und Meinungsbildung angestrebter Individualismus sind die weitverbreiteten kulturellen Verhaltensformen bei den Organisationen des öffentlichen Sektors der Mongolei. Dementsprechend streben die Beschäftigten des öffentlichen Dienstes uneigennützig das Wohlergehen der Bevölkerung, die Einhaltung der öffentlichen Regeln, die einvernehmlichen Beziehungen der Menschen zueinander sowie die Sicherheit und Nachhaltigkeit des Lebens an. Bestimmte Wertvorstellungen zur Selbstbestimmung, wie persönliche Geisteshaltung, eigenständiges Handeln sowie Kreativität sind für sie sehr wichtig. Dieser sozio- kulturelle Kontext hat große Auswirkungen auf das Arbeitsverhalten und auf die Aktivitäten der Beschäftigten des öffentlichen Dienstes zur Umsetzung von Reformen in der öffentlichen Verwaltung. Daher ist eine institutionelle Führung als Förderer und Beschützer von Wertesystemen bei der Umsetzung von Reformen in den hiesigen Institutionen unerlässlich.
