Abstract The nonprofit organization, a concept brought to the New World by European settlers, has thrived in the United States, nowhere more so than in New England. Forestry nonprofits have performed significant service in New England for more than a century, providing supplementary resources, creating innovative programs, mustering political support, and taking risks. Especially important is their ability to connect government with the public it serves. Those who work elsewhere in the country in natural resources–whether in the for-profit, nonprofit, or public sector–can look to New England programs for ideas and inspiration.

The Northeast Interstate Dairy Compact (Compact), the first regional dairy compact in the U.S., has been the focus of a great deal of attention and speculation during the past several years. The Compact was authorized under the Federal Agriculture Improvement and Reform act of 1996 and was enacted into law by each of the six New England states, Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont (U.S. Government). The Compact explicitly recognizes dairy farming as an important component of the New England landscape that provides both cultural and economic benefits to the region. The Compact's stated purposes are to assure the continued viability of dairy farming in the Northeast, as well as its associated support industries, and to provide consumers with an adequate local supply of pure and wholesome milk. The Compact provides a measure of farm fluid milk price control in the New England states in order to help satisfy these goals.

Abstract Recently completed forest inventories and woodland owner surveys for each of the six New England states have given us insight into contemporary harvesting activities in the region. About half of the private woodland owners have harvested timber from their holdings at some time in the past. Still, timber harvesting continues to be a fairly concentrated activity. Remeasured plot data indicate that only 30% of the timberland had cutting disturbance between the last two inventories. And two-thirds of the cutting took place on one-tenth of the timberland. Economics more than textbook silviculture determines the kind of cutting that takes place. The good housekeeping associated with better silviculture could result in dramatic improvements in production. Even so, New England's woodlands have held their own and appear to be in relatively good shape. Physical supplies of timber reveal a potential opportunity for significant expansion in wood use. The ecology, economy, and cultural heritage of New England is grounded in its seasonal climate, and this seasonality is now changing as the world warms due to human activity. This research uses temperature data from the U.S. Historical Climatology Network (USHCN) to analyze annual and seasonal temperature changes in the New England region of the United States from 1900 to 2020 at the regional and state levels. Results show four broad trends: (1) New England and each of the states (annually and seasonally) have warmed considerably between 1900 and 2020; (2) all of the states and the region as a whole show three general periods of change (warming, cooling, and then warming again); (3) the winter season is experiencing the greatest warming; and (4) the minimum temperatures are generally warming more than the average and maximum temperatures, especially since the 1980s. The average annual temperature (analyzed at the 10-year and the five-year average levels) for every state, and New England as a whole, has increased greater than 1.5 °C from 1900 to 2020. This warming is diminishing the distinctive four-season climate of New England, resulting in changes to the region’s ecology and threatening the rural economies throughout the region.

In this article, I use the lens of critical family history—and the history of the Doane family—to undertake an analysis of Anglo-American settler colonialism in the New England region of the United States. My standpoint in writing this narrative is as a twelfth-generation descendant of Deacon John Doane, who arrived in Plymouth Colony circa 1630 and whose family history is intertwined with issues of settler colonial conquest and dispossession, enslavement, erasure, and the creation of myths of origin and possession. This analysis is also grounded in the larger contexts of the history of New England and the history of the United States. I conclude with a reflection upon the implications of settler colonial myths and historical erasure for current racial politics in the United States.

Abstract The largely rural setting of Northern New England offers unique challenges to implementing improved acute care for the growing geriatric population. Northern New England is one of the United States’ most rapidly aging regions, with Vermont and New Hampshire being the second and third oldest US states respectively by median age (U.S. Census 2017). There is a need to expand innovations in geriatric emergency medicine to reach older adults in rural areas such as Northern New England. Dartmouth-Hitchcock Medical Center and the West Health are collaborating on a project leveraging telehealth to extend the reach of a GED to rural hospitals, as well as investigate the opportunities for scaling and sustaining this concept to other rural facilities across Northern New England and throughout the country. This symposium will focus on our experience implementing a hub and spoke model to achieve our goal of improving the care of older adults in rural emergency departments.

Two critical connections are the linkage between research and extension, and cooperation among the states. As with any system in which the component parts are no longer functionally integrated, the land grant system is declining in vitality. Poor cooperation among states and weak linkages between the research and extension functions have reduced the capacity of the system to serve the public good. Open government data has proliferated across every level of government in the 2010s, but research has focused primarily on national or municipal portals, which may obscure the challenges faced in providing open government data in less densely populated areas. This research focuses on the cases of three US states- Maine, New Hampshire, and Vermont. We examine the stated goals of each portal and any policies related to their establishment or upkeep. We then examine the portals with regard to updating, reuse, organization and other factors. Of the three cases, Vermont’s portal is moderately successful and continues to be used. New Hampshire’s strategy of linking to data on agency websites is inconsistent, but the state law requiring data published to be in open formats does mean data is more open when it is provided. Maine’s portal went dormant soon after its initial creation, and was fully taken down in the timeframe of this research. These cases illustrate that the establishment of a state portal alone does not guarantee that the portal will support the desired outcomes.

Radical changes in the international situation after the end of the Napoleonic Wars forced many states, and first of all England, to rethink the system of their foreign policy interests. In the new situation, the question of revenge against the United States has lost its relevance for England. If from 1783 and before the War of 1812, this problem was important for England, now the bet began to be placed on establishing stable trade and economic relations, which, coupled with control over Canada, allowed us to hope that North America would turn into a vast extremely profitable market for England’s economic expansion. The purpose of the study is an attempt to identify the peculiarities of the origin of the Canadian-American borders to find out what role the Treaty of 1818 played in the development of relations between London and Washington. The relevance of the study lies in the fact that there are practically no studies in Russian historiography that specifically consider the convention itself, despite the fact that this event laid the current border of the two states. It was concluded that in the general vector of development of Anglo-American relations, thanks to the Treaty of 1818, the trend towards stabilization was undoubtedly increasing.

Abstract In his book Mark Peterson presents an innovative perspective on the development of Boston and its New England hinterland as an early modern city-state. His purpose was to tell the story of Boston in its own right, shedding US national history as the dominant interpretative framework. The four reviewers pick up various strands, focusing, among others, on the validity of the city-state concept, especially as Boston did not become an incorporated city until 1822, criticize what one of them sees as an attempt to return New England to the center of early American historiography, and assess whether the city-state model can be applied elsewhere in early America and in the Atlantic World. In his response, Peterson argues that his aim was not to propose a city-state paradigm for comparative purposes, but rather to employ the city-state concept as the best way to explain Boston’s historical trajectory over two centuries, and to highlight the contingency of US history.

Objective The percentage of prevalent end-stage renal disease (ESRD) patients maintained on chronic peritoneal dialysis (CPD) therapy in the United States declined from 15% in 1991 to 8.1% in 2002. Previous studies indicate that nephrologists in the United States feel 32.6% of prevalent ESRD patients should be on CPD therapy. The present study was designed to better understand the reasons for the discrepancy in actual versus desired prevalence of CPD utilization. Methods The medical directors of all dialysis centers in New England were mailed a questionnaire about the nephrologists’ opinions concerning the percentage of patients that should be maintained on CPD therapy, reasons that limited patients’ selection of CPD as initial therapy, and concerns about the current status of CPD therapy. The nephrologists were also invited to free text any other comments or concerns. Results A total of 117 questionnaires were sent; 59 (50.4%) were returned. These medical directors cared for a median of 10 (range 1 – 100) patients on CPD therapy, meaning 15% of dialysis patients in New England are maintained on CPD therapy. The medical directors felt that 29% (range 10% – 50%) of prevalent ESRD patients should be maintained on CPD therapy. The most common reasons cited by the nephrologists as barriers to CPD therapy included patient preference (54%), contraindications to performing CPD therapy (32%), poor social support (31%), significant comorbid disease (20%), late referrals and acute hospital starts (19%), problems with education re chronic kidney disease (12%), and problems with the structure and organization of CPD facilities (12%). These same medical directors stated that concerns about technique failure (25%), long-term viability of CPD therapy (25%), and mortality rates of CPD patients (17%) impacted on their use of CPD therapy as renal replacement therapy for patients with ESRD. Conclusion Nephrologists in New England felt that 29% of prevalent ESRD patients should be maintained on CPD therapy, yet the actual incidence of CPD utilization in New England is 15%. A variety of factors were cited by the nephrologists as important reasons limiting CPD utilization. These nephrologists were also concerned about technique failure and long-term viability of CPD therapy. It is necessary that we look closely at each domain cited by the nephrologists if CPD therapy is to remain a viable option for patients with ESRD in the United States.

Objective: We aimed to look for the mortality of Black and White Neonates and compare the Black and White neonates’ mortalities after stratifying the population by many significant epidemiologic and hospital factors. Design/Method: We utilized the National Inpatient Sample (NIS) dataset over seven years from 2012 through 2018 for all neonates ≤ 28 days of age in all hospitals in the USA. Neonatal characteristics used in the analysis included ethnicity, sex, household income, and type of healthcare insurance. Hospital characteristics were urban teaching, urban non-teaching, and rural. Hospital location was classified according to the nine U.S. Census Division regions. Results: Neonatal mortality continues to be higher in Black populations: 21,975 (0.63%) than in White populations: 35,495 (0.28%). Government-supported health insurance was significantly more among Black populations when compared to White (68.8% vs. 35.3% p < 0.001). Household income differed significantly; almost half (49.8%) of the Black population has income ≤ 25th percentile vs. 22.1% in White. There was a significant variation in mortality in different U.S. locations. In the Black population, the highest mortality was in the West North Central division (0.72%), and the lower mortality was in the New England division (0.51%), whereas in the White population, the highest mortality was in the East South-Central division (0.36%), and the lowest mortality was in the New England division (0.21%). Trend analysis showed a significant decrease in mortality in Black and White populations over the years, but when stratifying the population by sex, type of insurance, household income, and type of hospital, the mortality was consistently higher in Black groups throughout the study years. Conclusions: Disparities in neonatal mortality continue to be higher in Black populations; there was a significant variation in mortality in different U.S. locations. In the Black population, the highest mortality was in the West North Central division, and the lower mortality was in the New England division, whereas in the White population, the highest mortality was in the East South Central division, and the lowest mortality was in the New England division. Results suggest that the three states of northern New England have many similarities, including comparable price premia for the lower-priced good. However, there is some evidence that the premium for the higher-priced good is greater for the pooled Vermont and Maine treatment than for the New Hampshire treatment. Vermont and New Hampshire residents are willing to pay a higher premium for a $20 than for a $5 food item, while the evidence suggests that Maine residents are not.

This context will be exemplified with the story of a New England missionary wife. The analysis consists of the journal entries and letters of Seraphina Haynes Everett of Ottoman mission field. The writings of this woman from New England give detailed information about the spiritual voyage she was taking in the mid-nineteenth century Ottoman lands. In her letters to the United States, Everett described two Ottoman cities, Izmir (Smyrna) and Istanbul (Constantinople), and wrote about her impressions of Islam and Christianity as practiced in the Ottoman empire. The emergence of COVID-19 in the United States has overwhelmed local hospitals, produced shortages in critical protective supplies for medical staff, and created backlogs in burials and cremations. Because systemic disruptions occur most acutely at a local scale, facilitating resource coordination across a broad region can assist local responses to COVID-19 surges. This article describes a structured systems approach for coordinating COVID-19 resource distribution across the six New England states of the United States. The framework combines modeling tools to anticipate resource shortages in medical supplies, personnel needs, and fatality management for individual states. The approach allows decision makers to understand the magnitude of local outbreaks and equitably allocate resources within a region based on the present and future needs. This model contributed to determining material distribution in New England as the 2020 COVID-19 surges unfolded in the spring and fall seasons. Using a systems analysis, the model demonstrates the translation of anticipated COVID-19 cases into resource demands to enable regional coordination of scarce resources.

AbstractThis paper summarizes a multi-state, multi-year study assessing the potential for local agriculture in northern New England. While largely rural, this region's agricultural sector differs greatly from the rest of the United States, and demand for locally produced food has been increasing. To assess this unique economic landscape, researchers and Cooperative Extension at the Universities of Maine, New Hampshire, and Vermont investigated four key areas: (1) local food capacities, (2) constraints to agricultural expansion, (3) consumer preferences for local and organic produce, and (4) the role of intermediaries as alternative local food outlets. The project included input from local farmers, Extension members, restaurants, and the general public. We present the four research areas in a sequential, overlapping fashion. The timing of our research was such that each step in the process informed the next and can be used as a template for assessing a region's potential for local agricultural production.

We compared the variation in mitochondrial DNA among species of cottontail rabbits in the northeastern United States to (i) assess the effects of historic transplants of eastern cottontails (Sylvilagus floridanus) on subspecific status, (ii) examine the extent of hybridization between invading eastern cottontails and declining populations of endemic New England cottontails (S. transitionalis), and (iii) evaluate the recent reclassification of S. transitionalis into two sister-species, New England cottontail and Appalachian cottontail (S. obscurus). Sequence variation in the tRNAPro and the first 310 base pairs of the control region supported a separation of the two species S. floridanus and S. transitionalis/S. obscurus. However, geographic structuring of haplotypes was not detected for either group. Genetic similarity among populations of S. floridanus indicated that subspecific designations are not warranted for this species in the northeastern United States. Comparisons of sequence information from populations of S. transitionalis/S. obscurus that were never sympatric (Maine), recently sympatric (New Hampshire), or sympatric with eastern cottontails since the last glaciation of eastern North America (Virginia, West Virginia, Maryland, North Carolina) indicated that hybridization is not occurring between eastern cottontails and New England or Appalachian cottontails. Limited variation in mitochondrial DNA does not support the recent reclassification of S. transitionalis into sister-species. However, karyotypic and morphological differences between northern and southern populations should be considered during any efforts to restore declining populations of this species.

After a strong expansion across the United States, farmers markets’ (FMs) growth rate has declined in spite of policymakers’ interest in promoting them. In this study we model farmers’ participation in FMs and investigate what market factors affect FMs’ location using zip-code-level data for the New England states. Our results suggest that market size, education, presence of children in the household and SNAP participation lend to the establishment of FMs, more than income per se. Farming activities has a positive association with the likelihood of FMs, while proxies for establishment costs and the presence of traditional distribution channels may play a limiting role in their formation.

Defining regionalism as the creation of new partnerships or regions across jurisdictions, Memorial University's Stephen Tomblin describes this book's thirteen essays, divided almost evenly between Canadian and American scholars, as an effort to overcome the lack of substantial research on North America's cross-border regions (8). The book will satisfy most readers seeking an update on the slowly growing regional initiatives inside the Atlantic region (only sometimes including Newfoundland) and the states of New England. But as the book's contributors make clear, for all the ever-increasing trans-border truck crossings and energy sales, most recently for Sable Island gas, institutional cooperation between these provinces and states remains limited.

The U.S. Geological Survey seismic hazard maps for the central and eastern United States were updated in 2014. We analyze results and changes for the eastern part of the region. Ratio maps are presented, along with tables of ground motions and deaggregations for selected cities. The Charleston fault model was revised, and a new fault source for Charlevoix was added. Background seismicity sources utilized an updated catalog, revised completeness and recurrence models, and a new adaptive smoothing procedure. Maximum-magnitude models and ground motion models were also updated. Broad, regional hazard reductions of 5%–20% are mostly attributed to new ground motion models with stronger near-source attenuation. The revised Charleston fault geometry redistributes local hazard, and the new Charlevoix source increases hazard in northern New England. Strong increases in mid- to high-frequency hazard at some locations—for example, southern New Hampshire, central Virginia, and eastern Tennessee—are attributed to updated catalogs and/or smoothing.

North Atlantic right whales ( Eubalaena glacialis) are an endangered species of baleen whale found in high human use areas off the East Coast of the United States. Conservation efforts for this species include the use of passive acoustic monitoring to detect sounds produced by right whales to determine when they are present in areas of interest. Right whale acoustic behavior is known to vary by age, sex, and behavioral state, with differing call types and call rates found across different habitats and seasons. There are currently plans for development of offshore wind energy installations off the East Coast of the United States, including lease areas south of Massachusetts in areas known to be frequented by right whales. These development plans necessitate a better understanding of right whale acoustic behavior in this region to best inform passive acoustic monitoring efforts for right whales. In this study, we analyzed ∼38 h of data from eight suction cup archival acoustic biologging tags attached to North Atlantic right whales in October 2021 in Southern New England waters south of Nantucket. The call types and call rates by behavioral state will be discussed with the primary observed behaviors including foraging and social surface behaviors.

AbstractObjective:To characterize the prevalence and morbidity of injuries to emergency medical technicians EMTs) in New England [United States].Design:A survey was mailed to a 2% random sample of all registered EMTs in the six New England States. The identity of the EMTs remained anonymous, and a second mailing was used to improve return rate. The EMTs were requested to recall events that occurred during the previous six months. Results:A total of 439 of the 786 (56%) surveys were returned representing 13,875 hours of duty time in the six-month period. Seventy one percent of the EMTs were male with a mean age of 35 years. Sixty-six percent were basic-EMTs. Injury attack rates (number of injuries/100 EMTs/6 months) were: stress, 11.2; back, 10.5; extremity, 9.8; assault, 8.4; ambulance collision, 4.1; hearing loss, 2.5; and eye injury, 1.4. Twelve percent of the EMTs were injured more than once in the six-month period. The paramedics more frequently were involved in ambulance collisions, suffered from stress, and were less likely to injure their back. There were minor interstate differences. Disability due to back injury affected 2.5% of those surveyed, four EMTs lost duty time secondary to an assault, and 0.5% of the EMTs were out of work due to stress. Conclusions:This survey begins to characterize the occupational risks of EMTs. The prevalence of back injuries, assault, stress, and extremity injuries seems to be too high. Educational programs and preventive interventions should be designed to minimize back injuries, stress, and assault. There is a need for more research nationwide in order to better characterize these injuries.

Airborne lidar can observe saltmarshes on a regional scale, targeting phenological and tidal states to provide the information to more effectively utilize frequent multispectral satellite observations to monitor change. Airborne lidar observations from NASA Goddard Lidar Hyperspectral and Thermal (G-LiHT) of a well-studied region of saltmarsh (Plum Island, Massachusetts, United States) were acquired in multiple years (2014, 2015 and 2016). These airborne lidar data provide characterizations of important saltmarsh components, as well as specifications for effective surveys. The invasive Phragmites australis was observed to increase in extent from 8374 m2 in 2014, to 8882 m2 in 2015 (+6.1%), and again to 13,819 m2 in 2016 (+55.6%). Validation with terrestrial lidar supported this increase, but suggested the total extent was still underestimated. Estimates of Spartina alterniflora extent from airborne lidar were within 7% of those from terrestrial lidar, but overestimation of height of Spartina alterniflora was found to occur at the edges of creeks (+83.9%). Capturing algae was found to require observations within ±15° of nadir, and capturing creek structure required observations within ±10° of nadir. In addition, 90.33% of creeks and ditches were successfully captured in the airborne lidar data (8206.3 m out of 9084.3 m found in aerial imagery).

Abstract The North East State Foresters Association (NEFA) commissioned a study that resulted in the publication of a report titled, “A Forest Resource Model of the States of New York, Vermont, New Hampshire, and Maine.” In this article we used the integrated NEFA computer simulation framework to go beyond the reported results and further explore the effects on the forest resource in terms of timber harvest, inventory, and price under various market and demand assumptions. Five scenarios were run through the integrated SRTS-ATLAS model to project long-run effects on timber inventory (growing stock) and price. Besides reflecting differing assumptions about demand and supply, these scenarios defined different markets, thus affecting how the wood harvest was allowed to move across the region in response to demand. Regionally, at the end of the 50 yr projection period, cubic-foot growth and harvest were approximately in balance in the Reference Case, the scenario that we felt was most likely. Initial inventory on all timberland was 66.7 billion ft3. By 2050, inventory volume increased 13% to 75.4 billion ft3. Net growth declined over the 50 yr period from 35.3 to 32.1 ft3 ac-1 yr-1, while harvest increased from 26.6 to 31.9 ft3 ac-1 yr-1. Regional real price increased approximately 1.1% yr-1 over the period. Changes in the resource situation in one state affect the situation in the other states. There is a mutual dependence in markets that policy makers need to recognize. The integration of a market module into the NEFA modeling process added the interplay of market forces and improved upon the policy information available from the model.

Abstract Understanding atmospheric drivers of river flow variability necessitates clear knowledge of the process chain linking climate and hydrology, yet the nature of such linkages remains poorly understood for the New England region of the northeastern United States. This research gap is addressed through a composite analysis of large-scale climatic controls on monthly high and low river flow in New England for 1958–2001, based on 40-yr ECMWF Re-Analysis (ERA-40) data. Analysis is focused on climate fields at the North Atlantic spatial scale, with particular attention given to the influence of the North Atlantic Oscillation (NAO). High (low) river flow is shown to be characterized by greater (lower) geopotential height throughout the year, and from December to April, higher (lower) temperature. Wind speed is inversely associated with river flow in all months, with wind direction more southerly (northerly) under high (low) flow situations. Relative vorticity differences reveal more cyclonic circulation centered downwind of New England under low river flow conditions (compared to high flow) from December to April. Reversal of river flow associations with temperature and vorticity in May are linked to snowmelt dynamics. Although cursory analysis suggests a positive association between the NAO and New England river flow, closer inspection reveals this to be less straightforward. River flow is more closely linked to the East Coast trough (rather than the Icelandic low and Azores high), while air temperature anomalies resemble the NAO–sea surface temperature rather than NAO–air temperature pattern.

Abstract Background The objective of this anonymous postal survey was to assess the provision of dental prophylaxis by pediatric dentists in New England. Methods The questionnaire survey was sent by first class mail in September, 2001 to all 217 American Academy of Pediatric Dentistry (AAPD) members in active private practice in the six New England States of Connecticut, Massachusetts, Maine, New Hampshire, Rhode Island, and Vermont. A self-addressed, stamped envelope was provided to facilitate the returned response. Results The survey had a response rate of 70%. Most practitioners (93%) routinely recommended dental prophylaxis for their recall patients. The proportion of practitioners who considered the following indications for recommending dental prophylaxis was: plaque, stain, and/or calculus removal – 99%; caries prevention – 75%; prior to topical fluoride application - 82%; prior to sealant application - 58%; and for behavioral modification - 68%. Almost two thirds of the practitioners (62%) defined dental prophylaxis as referring to both rubber cup pumice prophylaxis as well as to toothbrush prophylaxis. However, only one in four practitioners (26%) had modified her/his clinical practice to substitute toothbrush prophylaxis in lieu of rubber cup pumice prophylaxis. Conclusion Pediatric dentists in New England routinely provide dental prophylaxis to their recall patients. Citation Nainar SMH, Redford-Badwal DA. The United States Coast Guard and the Volpe National Transportation Systems Center studied the 102 serious fishing vessel accidents (1993–1997) in Coast Guard District 1 (New England and Long Island, New York), U.S. national fleet accident data, and international fishing vessel safety programs for the purpose of establishing risk factors and formulating options for future action by the Coast Guard to enhance fleet safety. The 102 regional accidents involved total vessel losses and/or death(s), excluding strictly occupational cases. Each accident was studied in detail to determine causality among human and organizational, fishery and operational, and preventive safety factors. Causality in each case was assigned among the factors, summing to 1.0 and weighted according to the outcome of the accident, i.e., numbers of deaths and injuries. The results quantify (1) the aggregate "significance" of the causal factors; (2) the average weighted outcome of accidents by type (e.g., capsize, collision); and (3) the sensitivity of (1) and (2) to varied relative weightings of vessel losses and deaths.
