As the United States transitions from the Obama administration’s engagement with open government data to the Trump administration’s more closed information strategies, the future support for federal open government data is uncertain. An alternative target for open data initiatives is state-level open government data portals. This study provides preliminary information on state level open data, illustrating challenges faced by small, rural states in supporting an open data portal. The research investigates the current condition of state open data portals: whether their current form and the laws supporting them are sufficient to support their intended use. This study also explores whether the effects of the national political climate can be seen on state portals. This research uses a case study approach, focusing on the northern New England states: Maine, New Hampshire, and Vermont. The case studies use four main methods of investigation: content analysis to determine the goals of the portal, consideration of the policies and context influencing the portal based on the Open Data Policy Framework, inventorying of the data based on the Open Data Barometer, and a review of saved copies of the portals using the Internet Archive. Based on these methods, we found that these portals fall short of supporting their stated goals. Problems with ambiguous licensing, unclear information organization, unclear project ownership, lack of support for data users, and minimal advertisement of the portal’s existence may have contributed to low citizen engagement with the portals. Portal data is vulnerable as none of the states currently have laws that ensure data will be open and proactively provided, although Vermont is considering such legislation. National politics may have an influence on state open data, as Maine’s portalceased updates two days before the federal election. There is potential for those in the field of library and information science to contribute to state level portals through the provision of support for the knowledge organization and information literacy aspects of the portal that are currently lacking. This study also suggests that evaluative tools more specifically attuned to the state open data context would considerably strengthen the analysis of future research.

This dissertation explores the attempts of Africans, both enslaved and free, to create and maintain families in seventeenth- and eighteenth-century New England. It makes sense of a remarkable array of historical actors: men like Thomas Bedunah, who plotted a surprising course for his descendants when he chose a spouse of English descent; women like Cuba Vassall, who let her husband secure her firmly in bondage at the very moment the region’s blacks were being freed en masse; and a pair like Mark and Phoebe, who fed their master porridge laced with “Potter’s Lead” in hopes that his death would enable them to find owners closer to their distant families. Pulling together thousands of fragments of evidence, this dissertation contextualizes the everyday lives and beleaguered intimacies of these Africans and many others, revealing patterns in their living situations, gendered relationships, and kin communities that historians have never before recognized. At the same time, the project advances historical arguments related to a range of issues, from the relationship between family and freedom in early New England to the influence of patriarchy on enslaved kin groups in Anglo-America. The project sets forth methodological arguments as well. Contending that historical method has an important bearing on the ability of scholars to understand and portray slaves as fully human, with complete life spans and complicated contexts, “Endearing Ties” makes a case for the importance of reconstructing the lives and trajectories of enslaved individuals in great depth, despite the archival challenges that such an undertaking inevitably entails.

Bound together across lines of color and lass, Nantucket and New Bedford residents pursued the unique economic opportunities presented by whaling during the nineteenth century. Whaling was becoming a major industrial enterprise with few available options to fulfill the labor needs required for the whaling crews, ropewalks, blacksmith shops, and sail lofts that made it possible for Nantucket and New Bedford whaleships to transit the globe. Whaling thus generated the jobs that made it possible for free black communities to thrive. People of color consequently turned the need for labor to their advantage. Drawn by the financial opportunities that the whaling industry offered, people of color were able to do much more than break the bonds of impoverishment. Side by side with white activists, many people of color channeled their energy toward advancing the cause of freedom and equality.;Black abolitionism included much more of the community than the few black leaders who have long received credit as the driving forces of abolitionism in antebellum America. Free people of color in Nantucket and New Bedford lived out on a daily basis the truth that freedom did not necessarily imply equality in nineteenth-century America. Living in separate worlds carved out of shared communities, people of color in Nantucket and New Bedford joined with white activists during the 1800s to seek a new birth of freedom. How race relations, class divisions, religion, and economic conditions unique to the maritime economy of Nantucket and New Bedford drove the struggle for change lies at the center of this story.

Interannual variability of temperature and cyclone frequencies for Eastern Canada and the New England States have been investigated for the winter seasons 1931-32 to 1984-85. Seasonal analyses have revealed that cyclone frequency has decreased by 21% over the research area; the highest losses occurring over the Maritimes and the New England States (30%) and in the southern Quebec-southwestern Ontario region (31%). The seasonal average temperature has remained fairly stable during the research period. However, the Temperature Variability Index (TVI) suggests that the interannual variability of temperature has been through some changes since 1931-32. The latest shift indicates that, since the early seventies, the temperature variability appears to be increasing during the winter season. Half-month periods were analyzed which revealed some features of the climatic variability during the winter season since 1931-32. Average temperature for the first 15 days of January recorded a significant decrease over the last 54 years. On the other hand, the last half of February presented a general increase in temperature. Parallel to that, the last half of January and the first 15 days of February have recorded substantial decreases in cyclone frequency. Thus, these half-month periods reveal trends which indicate that the overall winter season of the mid-seventies--early eighties differs from the prevailing winter climatic conditions of the thirties and forties.

The Indian wars of early New England were traumatic events. During King Philip's, King William's, and Queen Anne's Wars (1675 to 1715) dozens of towns sustained attacks, and English communities and their inhabitants were buffeted and challenged by the experience. The scholarship on colonial warfare and New England as a whole has focused on change and development that occurred as a result of these wars. War places great stress on individuals and societies, forcing them to act in new ways and often to reevaluate and abandon old habits. New Englanders and their communities did change dramatically as a result of repeated wars with the region's natives and their French allies. Yet New Englanders were also resistant to change, and this persistence of core culture ideals is often as historians analyze the transformation of New England from colonies to provinces.;Beyond the extensive physical damage, the conflicts challenged the identities and values of English colonists in myriad ways. In the midst of battle, many men failed to live up to the expectations of their gender, while some women stepped beyond theirs to act in a manly fashion. Despite the troubling behavior of cowardly men and manly women, gender norms and roles in New England did not change under the pressures of Indian wars, in part due to the uncoordinated management by ecclesiastical and political leaders of the narratives of the conflicts. Alternately chastising and praising their constituents, leaders offered examples of "proper" behavior, reasserted control over "amazons" and "viragos," and created larger-than-life heroes.;Indian raids forced hundreds of English settlers from their homes, putting great stress on towns and colonies and creating the dilemma of either aiding refugees (and abandoning the traditional insular nature of towns) or excluding and expelling them (failing John Winthrop's exhortation to bind together). Historians argue that traditional aid through family and towns was incapable of meeting the demand. Instead, New England's governments responded by relieving towns of this responsibility. However, this aid was actually limited and narrowly directed. Towns remained exclusive, gathering in those they were obliged to aid through familial or proprietary connections and allowing outsiders to remain only conditionally. Following the natural hierarchy of their community, refugees sought to support themselves before turning to family and friends, and sought town and colony aid only when traditional sources were exhausted.;Finally, in the midst of Indian wars, New Englanders often had to "dispose of" captured Indians. Having suffered grievously in the wars, New Englanders might have abandoned the law (albeit English law for Englishmen) and exacted revenge. Many prisoners suffered vigilante justice, and others faced servitude or public execution after a formal trial. New Englanders are rightly criticized for their actions, but while the colonists' treatment of prisoners was "uncivil" by modern standards, when viewed through the context of the time, New England's leaders tempered the "rage of the people," and the colonies remained within bounds of tradition and law.;New Englanders resisted changes to the core cultural ideas and institutions of patriarchy, localized community, and morality based in English law. Though these notions of gender, community, and morality were battered by war, they survived and remained central to New England identity.

Charles Tyng has been heralded as an American hero after the posthumous publication of his memoir, Before the Wind: The Memoir of an American Sea Captain, 1808-1833, in 1999. Recent research involving British Treasury report books from the nineteenth century suggest otherwise – that Tyng actively promoted and was engaged in the illicit trade of African captives. A Boston Brahmin, Tyng applied the lessons of his time at sea with Perkins & Company, the opium trading firm, to his occupation as an agent of notorious slave trading firms in Havana. This paper uses as evidence records of the captures of several vessels that implicate Tyng directly in equipping ships for the slave trade to correct the historical record and exposing a supposed hero as a predatory capitalist ignoring ethics for financial gain.

This dissertation examines how racial ideologies have historically been entangled with discourses on citizenship and gender difference in the United States. In looking at the case study of the 18th- and 19 th-century African American community on Nantucket, I ask how these ideologies of difference and inequality were experienced, reinterpreted, and defied by women and men in the past. Whereas New England has maintained a liberal and moralistic regional narrative since the early-19th century, this dissertation builds on scholarship which has increasingly complicated this narrative, documenting the historically entrenched racial divides in the region.

Historic African American community philosophies and social ideals are investigated through newspapers, pamphlets, and other records of the time. To address the household and individual scale, an archaeological investigation was undertaken at the homestead of a prominent 19th-century black family on the island of Nantucket, Massachusetts. The Seneca Boston-Florence Higginbotham House was home to a prominent late-18th- and 19 th-century African American-Native American family on the island. The materiality of the Boston home—the artifacts, architecture, and landscape features—are the basis for making interpretations of the lives of the individuals that once lived there.

African diaspora theory, black feminist thought, and theories of performativity form the basis for the interpretive framework of this dissertation. The process of community formation and mobilization is considered with regard both for the uniting potential of cultural background and the uniting potential of political and social goals. The diversity of the African diaspora is seen as both an asset and a challenge to the uniting of the community on Nantucket. Race, gender, age, social status, and other vectors of social cohesion all contributed to the experience of intersectional identities. The concept of performativity, which proposes that identities are temporarily stabilized during actions, is also part of the foundation on which identity is theorized in this dissertation.

The historical analysis which contextualizes this research project focuses on the establishment and perpetuation of African American community ideals in the northeastern United States during the 19th century. Notions of citizenship and gender ideals were racialized and defined according to white standards. Women and men of African descent, as well as of other cultural backgrounds, were seen by dominant white culture as outside the bounds of citizenship by virtue of not being white and outside the bounds of womanhood/manhood by not being white women/men. Black communities, or communities of color, in the Northeast countered these hostile ideologies with a complex set of strategies for redefining, rejecting, or transforming dominant ideals of womanhood and manhood. Black gender ideologies represented the synthesis of several sets of cultural traditions, economic circumstances, and political goals. While these changed in important ways over the course of the 19th century, black gender ideals were consistently based on a normative notion of respectability while at the same time critiquing the race and gender ideologies of the society that defined respectability. In addition to this, people of color were increasingly defining a sense of collective identity based on these shared ideas of respectability and uplift and the ways that women and men achieved this in the home as well as in more public spaces.

This dissertation first examines how the Boston-Micah family of the late-18 th and early-19th centuries contributed to the founding of the community of color on Nantucket island. African American, Native American, Cape Verdean, European, and people from other lines of descent were a part of this community and in the early-19th century they united around the identifier of "people of color." Seneca Boston and Thankful Micah were among the first of these people to strike out and settle on the southern edge of town. Through an analysis of their material worlds—including ceramics, their house itself, and their plot of land—it is suggested that they were actively negotiating dominant discourses on racial exclusion, citizenship, and gender which excluded people of color from the rights and privileges of full personhood.

The 19th-century occupants of the house contributed to the growth, florescence, and survival of the African American community through the boom of the whaling industry on the island, an economic depression, and the resurgence of the economy with the coming of the tourism industry in the late-19th century. Mary Boston Douglass, Eliza Berry, Lewis Berry, Phebe Groves Talbot Hogarth, Elizabeth Stevens, and Absalom Boston experienced the race and gender ideals of the black community in the northeast, and wider American society, in a variety of ways. An analysis of ceramics, personal adornment objects, and small finds is used to examine their experiences. (Abstract shortened by UMI.)

In this comparative social history of the American Revolution, the stories of eight men recounted through the use of their biographies, journals, and memoirs. The lives of four enlisted soldiers and four officers are depicted to gain an understanding of how they became involved in the revolution. In order to do so, their early lives are scrutinized, as well as their post-war lives as they transitioned to peacetime. The main purpose, however, is to examine how each man became motivated to join the war for independence, whether socially, economically, and/or politically. As each man had different aspirations for their expectations before and after the war, one thing is certain: the enlisted soldiers were motivated for different reasons compared to the officers.

By examining their early lives, as well as post-war lives, one can gain a better understanding of whether their motivations came to fruition, in the end. The intention is not to disprove their patriotism or zeal for joining the war, but instead to prove there were other motivational factors that contributed to their decision. Their patriotism is undeniable, which was a crucial reason why they were able to win the war after eight long years. Even though they experienced deprivation for eight years, due to the lack of resources, the spirit of the men could not be deterred. Despite harrowing circumstances, the revolutionary soldiers were able to prevail over a superior enemy. With that, their motivations and expectations must be examined to shed light on how these men were able to win the war.

Nineteenth-century women were a mainstay in the New England literary tradition, both as readers and authors. Indeed, women were a large part of a growing reading public, a public that distanced itself from Puritanism and developed an appetite for novels and magazine short stories. It was a culture that survived in spite of patriarchal domination of the female in social and literary status. This dissertation is a study of selected works from Nathaniel Hawthorne, Sarah Orne Jewett, and Mary E. Wilkins Freeman that show their fiction as a protest against a patriarchal society. The premise of this study is based on analyzing these works from a protest (not necessarily a feminist) view, which leads to these conclusions: rejection of the male suitor and of marriage was a protest against patriarchal institutions that purposely restricted females from realizing their potential. Furthermore, it is often the case that industrialism and abuses of male authority in selected works by Jewett and Freeman are symbols of male-driven forces that oppose the autonomy of the female. Thus my argument is that protest fiction of the nineteenth century quietly promulgates an agenda of independence for the female. It is an agenda that encourages the woman to operate beyond standard stereotypes furthered by patriarchal attitudes. I assert that Jewett and Freeman are, in fact, inheritors of Hawthorne's literary tradition, which spawned the first fully-developed, independent American heroine: Hester Prynne.

The purpose of this thesis is to examine third party loss in a number of jurisdictions. Third party loss is the loss suffered by persons not party to a contract as a result of the violation of a contractual obligation. Compensation poses a problem when the violation is careless as opposed to intentional and the loss that is caused is purely economic. The starting point of this work is German law where, in order to protect third parties, two contract-based mechanisms have been judicially developed, because the law of delict, based on a system of restrictively enumerated, statutory delicts, provides no protection for pure economic loss. The two mechanisms are Drittschadensliquidation and contract with protective effects vis-á-vis third parties concerns the violation of protective duties which do not concern performance, affecting personal, property, and/or financial interests of the third party not related tot he performance. The mechanisms were developed mainly in the course of the present century and have expanded to numerous applications, for instance: indirect agency; expert opinion, including valuators' and auditors' liability; attorney liability; liability for services, works, medical treatment. The mechanisms, debated vigorously by theorists, are remarkable examples of judicial law-making. The mechanisms of German law, their applications, the theoretical bases, the relationship between them and the judicial activism that led to their formulation are presented and analysed. In Greek law, where the law of delict is based on a general clause and not on enumerated delicts, protection in delict for pure economic loss probably exists. Therefore, as in a similar system, that of France, third party loss is not a distinct, pressing problem. On the other hand, there are certain doubts whether delictual protection is certain or whether it is the best option. Thus the possibility of contractual solutions is worth examining, even if only to reject their relevance to Greek law. In American law, in comparison to other common law jurisdictions, more efficient protection for third parties exists. The third party beneficiary rule, a contractual mechanism to confer benefits to non parties, has expanded impressively. Moreover, liability in tort for pure economic loss is more extended than elsewhere in the common law world but, nevertheless, is substantially deficient. It is argued that contract could expand to cover cases of third party (pure economic) loss and that this is the most viable and preferable way for improvement. Despite the existence of a general clause in delict and the jus quaesitum tertio (a means to confer benefits on non parties by contract), Scots law is seriously handicapped in dealing with pure economic loss cases due to the influence of English law. It is argued that the Scots law of pure economic loss is not identical to English law and that reform by increasing the role of the contract is desirable and manageable, provided the necessary judicial determination is present. Among Commonwealth major systems, Canadian, Australian, New Zealand and English laws, the latter stands as an exception, clinging to traditional doctrines and applying, with few exceptions, an exclusionary rule to pure economic loss claims. In the other jurisdictions, otherwise so closely connected, the law is distinctly different. It is difficult to evaluate this different approach to pure economic loss. Commonwealth systems should also contemplate reform tending towards encouraging contract-based approaches. Most likely, this reform will require more than judicial law-making. The conclusion focuses principally on the desirability of an increased role for contract in third party loss cases, on the advantages of a more unified civil liability system - a system with greater intechangeability between contract and delict - and on the importance of judicial assertiveness in the process of keeping the law up-to-date and responding to new social needs.

Whether in terms of political and military threats or economic and demographic growth, this thesis argues that Rhode Island’s involvement in this period of imperial warfare was characterized by self-interest on a variety of levels. The government’s military plans, the expansion of provincial power, attempts to raise expeditionary forces, the use of privateers, and the indirect participation of non-combatants all depict a colonial society very interested in its own local political and economic interests. Although literally “provincial,” these interests exhibit the Atlantic and global networks that the smallest of the New England colonies was situated in. These two different sets of concerns, the political and economic, sometimes clashed and at other times combined as politicians, merchants, sailors, soldiers, and citizens participated in the dual conflicts. The War of Jenkins’ Ear and King George’s War may have been imperial in origin, but personal and colonial interests were paramount to regional New England and imperial British concerns.

Edwards Amasa Park (1808-1900) of Andover championed Edwardsean Calvinism in the United States from the Jacksonian era until the very close of the nineteenth century by employing rhetorical strategies that lent his New England theology fresh apologetic usefulness. The thesis demonstrates that Park has been incorrectly identified as a Taylorite but, extending the argument of Joseph Conforti, ought to be viewed as re-casting his inherited Hopkinsian exercise scheme into a fresh historical synthesis influenced by contemporary patterns of thought. Park’s own training at Andover in the irenic divinity of Moses Stuart and Leonard Woods, his application as rhetorician of the work of Hugh Blair and George Campbell and his exposure in Germany to the Vermittlungstheologie of Friedrich Tholuck and Julius Müller gave specific definition to his own theological project. Additionally, the thesis argues that Park ought not to be viewed as a romantic idealist in the line of Horace Bushnell or as a proto-liberal in advance of the Andover liberals who succeeded him. Park retained a life-long commitment to a commingled epistemology and methodology derived from Lockean empiricism, Baconian induction, natural theology and Scottish common sense realism. As a formidable apologist for his revivalist inheritance identified with Jonathan Edwards and Samuel Hopkins, Edwards Amasa Park conserved the substance and prolonged the influence of his beloved New England theology by securing for it modes of expression well fitted to his nineteenth-century audience.

Four of the composers of the Second New England School, Amy Cheney Beach (1867-1944), Arthur Foote (1853-1937), George Whitefield Chadwick (1854-1931), and Horatio Parker (1863-1919), led the flowering of America's art music in the late nineteenth and early twentieth centuries. This study focused on these composers' partsongs that contain an original piano part and also on one chamber work with piano by each of them. The role of pianism within these works was the primary topic of this study, and the piano's contribution to the partsongs and the chamber works was compared and contrasted.The study centered on the four composers' compositional techniques, and the relationship between the voices or strings to the piano was identified. It also revealed the technical demands placed on the pianist. Each partsong or chamber work movement was first briefly analyzed and then suggestions to the pianist/ensemble were made, which were based on the analysis, and that intended to draw the pianist's attention to the most relevant concerns that he will face while preparing this music. The works that I included in this study are from the first period of American history in which American composers wrote significant pieces of art music. The compositions from this turning point in American history reveal a fascinating mix between German Romantic, Modernist, and "American" elements. I found both the partsongs and chamber pieces to be worthy of study, and the large body of works of these four composers, in my opinion, deserves greater exposure.The piano writing, in both their partsongs and chamber works, is quite accomplished and reveals just how gifted these four composers were as pianists. The varied piano textures and the technical demands for the pianist create challenging, yet enjoyable interesting, piano parts, which serve both the partsongs and chamber pieces very well. The piano writing of these four composers' chamber pieces is more complex than that of their partsongs, but both genres contain effective piano parts. Contemporary audiences of classical music would find the piano writing of these works (not to mention the works in their entirety) to be very worthwhile.

This study represents the intellectual biography of an idea. That idea is the Welfare to Work regime of the New Labour government of Tony Blair over the period 1997 to 2007. This Welfare to Work regime is situated within a concept of an Enabling State developed in speeches by New Labour Ministers, particularly Blair, Gordon Brown, David Blunkett and the brothers Ed and David Miliband. The study elaborates the concept of 'enabling', traces its origins back, partly to the debates at Putney at the end of the English Civil War, partly through working-class history, and partly through the transformation of Gladstonian Liberalism wrought by New Liberals such as T.H. Green, L.T. Hobhouse and J.A. Hobson between 1880 and 1914. lt will argue that New Labour can be understood only by reference back to these origins. The study will also define the Enabling State by defining its opposite, the Disabling State created, albeit unintentionally, by the Conservatives between 1979 and 1997. The study employs a subset of Discourse Analysis, Speech Act Theory, to study the Labour speeches, since there has yet not been elaborated a 'theory of the Enabling State'. A participant observation is also employed to discuss how 'enabling' works at the level of individuals. The study is an attempt to 'read history backwards' as it were: to define the enabling state as it exists now, at least at the level of rhetoric, and then, as practical history, to trace lead ideas back to their sources, and to find antecedents: not cause and effect, for that is too difficult, but to find practices, traditions, concepts and discourse on which New Labour have been able to draw. This study will argue that, far from abandoning traditional Labour values, New Labour has found new ways to realise them.

This thesis examines the Skills Strategy for England under New Labour as a contested project to govern workplace high(er) skill aspiration and behaviour. It analyses differentiated state strategies to promote and (re)produce responsible skills ambitions; the engagement of employer and employee representatives with these strategies to stretch and reshape, and resist and restate the project; and the implications for skills provision. The research involved interpretive analysis of policy documents, and in-depth interviews with policy-making elites; strategic representatives of business and worker/learner interests; and skills providers. To support my empirical focus this thesis is located within theories of the changing form and function of the state. Adopting a ‘cultural political economy’ approach, and drawing on critical governance studies, to illuminate the interplay between meaning production and practice, I challenge the conclusion that mechanisms for skills creation in England are premised on a misunderstanding of the skills motivations of employers and employees. Instead I expose state work through policy to produce and export a skills logic; constituting and positioning governable subjects in relation to their internalisation of these logics; and the role of differentiated policies to manoeuvre subjects towards preferential skills behaviours. The findings highlight that what is presented as a coherent ‘partnership’ approach to producing enhanced skills can be better understood as three distinctive state strategies, (demand-led; leading demand; circumventing lack of demand) , which are aimed at differently imagined and constructed workplaces, (enlightened; inert; or deviant), depending on their demonstrable degree of responsible skills ambition. I therefore term this project ‘state-steered voluntarism’. However, I also expose the limitations and limits of this project. Attempts to present policy coherence lacquers over latent tensions and contradictions between the different skills strategies, creating policy ‘opacities’ which serve as spaces for the strategic voices of employer/employee representation to talk back; disorganising the practices and processes of skills delivery.

This thesis examines certain important aspects of theatrical practice in earlymodern England, as they were manifested in Shakespeare's history plays and pageant literature produced for Queen Elizabeth 1 on procession. This study regards the events marked by these two literary forms as discrete though related theatrical formations, and seeks to examine and question the ways in which Shakespearean criticism and pageant analysis regard both genres as aesthetically equivalent as well as being cultural forms both characterised and linked by their valorisation of state authority. This thesis asserts that such a conceptualisation simplifies the nature of the plays and the pageants as material events, as well as the literature produced for these events. Instead, it argues that a closer examination of the human context in which pageants, processions and plays occurred, and in which the literature for them was performed, enables the construction of an alternative viewpoint. A reprocessing of primary and secondary material while prioritising the fact that a large proportion of audiences who witnessed the pageants, processions and plays were comprised of the common people of early modern England, allows for different perceptions of these cultural events. The presence of these common people has traditionally been either ignored or undervalued and, through a close examination of contemporary records, this thesis proceeds to argue that, as they were the targets of official, dominant ideology, their presence was significant.

Following the 2008/9 global financial crisis and ensuing economic uncertainty, the roll out of austerity politics has seen significant welfare retrenchment and a recalibration of the state-citizen relationship which can arguably be characterised by a process of punitive Neoliberalism. Nevertheless, the impacts of austerity politics are proving to be geographically uneven: spatially, there is significant evidence that the northern and western parts of Britain, particularly towns and cities therein, are especially prone to the punitive impacts of neoliberal austerity politics, while socially, some parts of society (e.g. the young, the disabled) find themselves exposed to the worst effects of austerity. Conducted under the period of a Conservative-Liberal Democrat UK Coalition Government (2010-2015) this thesis starts by considering the degree to which punitive austerity policies are economically necessary or driven by political ideology. Alongside this it determines whether austerity politics is a (re)new(ed) approach to welfare provision and the state-citizen relationship. The empirical parts of the thesis examine the tactics and strategies utilised by those conducting (the state), implementing (welfare providers and employers), and recipients (people and employees) of welfare-to-work policies, before considering what adaptations, innovations, co-operation, resistance and coping strategies are being employed by these stakeholders in response to austerity politics. In the final part, I argue that whilst many of the neoliberalised policies devised by the Coalition Government have been a renewal and reinvention of those already in place, this is part of a broader trend which is marked by the emergence of a more punitive Neoliberalism associated with a work-first welfare regime.

This thesis examines the history of New England’s dugout canoes – a history that can be traced from 8500 BCE to the twenty-first century. The historical record and archaeological evidence surrounding dugout canoes suggests that the use of dugout canoes changed significantly over time, and that their form varied considerably in different regions of New England. While historians have claimed that these varied forms represent European and colonial influences, I argue that the Eurcolonial influence on dugouts was much more visible in the way the canoes were used than in the shape the vessels took. In addition to analyzing the canoes, this study analyzes the ways in which dugout canoes have been exhibited and interpreted in museums and offer suggestions as to best practices in the interpretation of mishoonash as artifacts of contested cultural attribution.

In the nineteenth century, theatre and newspapers were the dominant expressions of popular culture in the northeastern United States, and together formed a crucial discursive node in the ongoing negotiation of American national identity. Focusing on the five decades between 1820 and 1870, during which touring stars from Great Britain enjoyed their most lucrative years of popularity on United States stages, this dissertation examines three instances in which English performers entered into this nationalizing forum and became flashpoints for journalists seeking to define the nature and bounds of American citizenship and culture. In 1821, Edmund Kean’s refusal to perform in Boston caused a scandal that revealed a widespread fixation among social elites with delineating the ethnic and economic limits of citizenship in a republican nation. In 1849, an ongoing rivalry between the English tragedian William Charles Macready and his American competitor Edwin Forrest culminated in the deadly Astor Place riot. By configuring the actors as champions in a struggle between bourgeois authority and working-class populism, the New York press inserted these local events into international patterns of economic conflict and revolutionary violence. Nearly twenty years later, the arrival of the Lydia Thompson Burlesque Troupe in 1868 drew rhetoric that reflected the popular press’ growing preoccupation with gender, particularly the question of woman suffrage and the preservation of the United States’ international reputation as a powerfully masculine nation in the wake of the Civil War. Three distinct cultural currents pervade each of these case studies: the new nation’s anxieties about its former colonizer’s cultural influence, competing political and cultural ideologies within the United States, and the changing perspectives and agendas of the ascendant popular press. Exploring the points where these forces intersect, this dissertation aims to contribute to an understanding of how popular culture helped shape an emerging sense of American national identity. Ultimately, this dissertation argues that in the mid-nineteenth century northeastern United States, popular theatre, newspapers, and audiences all contributed to a single media formation in which controversial English performers became a rhetorical antipode against which “American” identity could be defined.

The federal-listed bog turtle (Clemmys muhlenbergii) is the smallest and rarest freshwater turtle species in North America. I studied bog turtles in New England from 1994–1997, examining habitat use and seasonal movements, breeding ecology, demographic characteristics and population viability. I made 1,553 captures, marked 75 adults and radiotracked 50 bog turtles. Home range sizes (0.06–2.79 ha) were similar to other studies; there were no detectable differences between sexes, although males and females used different habitats among seasons. Size of female at sexual maturity (plastral length = 74 mm) was based on reproduction instead of secondary sex characteristics. Clutch size ranged from 2–6 eggs (x¯ = 3.5), with individual variation among years. Incubation (74–103 days) was longer for Massachusetts sites compared to southern nests, and both hatchlings and adults were smaller in body size compared to southern populations. I modeled a stable population with estimated survival rates of 0.32 for hatchlings, 0.97 for adult females, size and age at sexual maturity of PL = 74 mm and 12 y, respectively, and a derived juvenile survival rate of 0.83 (assuming λ = 1.00). The cooler climate and shorter breeding season may place additional constraints on northern populations of bog turtles. These environmental factors may result in slower growth rates, delayed sexual maturation, smaller adult body sizes, iteroparity, and lower nest temperatures resulting in longer incubations of fewer and smaller hatchlings than those in the south. While biologists cannot manage for climate, we can implement protection of this threatened species by identifying and protecting important habitats for hibernation and nesting, preventing hydrologic changes to the system, maintaining open canopy cover, and reducing direct human and animal impacts on adults through monitoring and active management strategies. I suggest the best strategies for bog turtle conservation involve identification and protection of habitats occupied by reproducing populations rather than captive breeding and translocation.

Abstract This research based on the education reforms of New Labour government in UK, examines the relationship between education and the state. The focus here is on the New Labour government’s discourse, since 1997, on the market-orientation of education, which was aimed at strengthening competitiveness. This research is from a macro perspective, analyzing the changing role of state apparatus, reviewing relevant writings, and, by analysing historical documents, outlining the interaction between the state and education. Then, by comparing the outline with other thoughts and theories, I laid out the dialectic process. Finally, using the participation research approach, I collected data, conducted interviews, examined my findings and theories, and came up with a conclusion. In this research I found that in a capitalist society, under the influence of various economic factors, the state would adopt a shifting and dymamic attitude to meet the demands of complex interests. Education played the role of a structural means. The “means” here was not the same means in Marxism, but a means that improved competitiveness. The state, when facing threats from globalization, would try to adjust her educational methods and scale to stay competitive. Using education as a means has differentiated from the thinking of a traditional welfare state, even from the Labour Party, which has long emphasized social justice. Based on these, I came up with these findings and a conclusion: 1. As to research findings, they can be categorized into three sections, discussing twelve main findings (details see the content): A. The post-ideological thoughts about policy-making B. Anatomical market-oriented strategies C. Auditing education reform The above findings revealed that the series of education reform enacted by the New Labour Party was no longer confined in traditional socialistic thinking. It showed a kind of thinking that went beyond ideology. The effectiveness of policy implementation was not subject to a political party’s ideology any more. The value and implementation of market-oriented policies were getting more and more control. Thus we can observe that the New Labour Party is gradually disclosing its market-oriented qualities through new strategies and a changing social structure. In the new environment come the relevant policies and regulations, and an auditing education reform that caters to the market-oriented society. 2. As to the conclusion, it can be divided into four parts: A. The shifting state, the mobile education. B. The rise of economic competitiveness, the fall of ideological influence. C. The rise of the State Commercialism. D. The formation of Educational Trade Liberalization The above conclusion is a concrete and innovative description, based on research findings and a comparison with theoretical notions, of the relationship between the state and education. The shifting state and mobile education can fully embody the flexible qualities that education has displayed in accordance with the society with shifting structures and in different times. The rise of economic values and the fall of ideological influence are tearing down the structuralist’s economy-politics-ideology analytic model. And the State Commercialism and Educational Trade Liberalization provides my research with new terminology and viewpoints, the former declaring that the traditional Neo Liberalism is outdated, thus bringing out the State Commercialism; the latter delineating the changes following the privatization of education services.
