The progress of tourism is heavily influenced by the professionalism and existence of its institutions (tourism institutions). In this community service, the Airlangga University Public Administration team partnered with the Diponegoro University Public Administration team to assist MSME partners in Wonolopo Semarang. The problem with partners is the need to strengthen tourism institutions and expand the marketing of MSME products including herbal medicine villages, flora villages selling ornamental plants, and so on. Wonolopo has 10 tourism awareness groups from 8 thematic villages. The solution to the partner problem is the transfer of knowledge of tourism institutional development. There are three choices of institutional forms, namely tourism awareness groups, cooperatives and BUMDesa. The solution to the second problem is information and communication technology-based marketing with Linktree which is shared on social media and using digital marketing platforms. The results achieved after the community service was carried out were that 98.3% of MSME actors and tourism managers in Wonolopo Semarang had increased their abilities in developing tourism institutions and digital marketing innovation, as much as 1.6% needed to be improved. For this reason, more intensive assistance is needed for partners in Wonolopo, Semarang.

The COVID-19 pandemic of 2020-2022, combined with the introduction of restrictive sanctions, had a strong impact on the mobility of the population, first of all, it concerns tourism. For a significant part of tourists who usually traveled abroad, there was a need to reorient to Russian resorts and other attractions within the country, which requires the active development of various tourism directions: from traditional routes to innovative niche formats (medical, industrial, stalking, etc. tourism). In recent years, tourism in Russia has become the preferred tool for the development of small, including single-industry cities, where it is possible to develop and strengthen the tourism services sector. Using tourism as a development tool is quite expensive. The state subsidizes the formation and improvement of infrastructure, but, in addition to financing, the development of tourism requires specific programs to increase tourist attractiveness. The unrecoverable costs are inevitably significant, and the results are unpredictable. The dilemmas associated with tourism financing are numerous and complex. This is especially true for tourist single-industry towns, which are difficult to fit into the available categories of state funding allocated for Russian single-industry towns (where the goal is to diversify the economy while maintaining employment in the city). The article examines the framework of state and municipal policy, which must be coordinated at all levels of government and provided with regional and federal support. Achieving this goal also requires clarifying the very concept of "tourist single-industry town" and the criteria for its definition.

The purpose – to establish the state of development of ski resorts of Lviv region. Methods used: analysis and synthesis, field research, statistical and comparative-geographical. Mapping method was used in order to construct a mapping of ski resorts in the Skoliv district. Results The historical preconditions of development of ski tourism of the investigated territory are established. The features of natural conditions and resources of Lviv region are shown in the context of ski tourism. The existing ski infrastructure of the ski resorts of Lviv region is described. The prospects of development of ski tourism are established. Scientific novelty – developed for the mapping of skiing in Skolivskyi district. Practical significance of the article. The obtained research results can be used in informational materials of resorts, departments of Lviv regional state administration and Skole district state administration.

Jember’ s administration must take the most tangible actions possible to build local tourism wisdom. The goal of this research is to examine destination branding using local knowledge. A qualitative technique is used in this research. Participant observation, in-depth interviews, and focus group discussion are used to gather data. The researcher supplemented the data using information from the documentation. The tourism strategy of Sidomulyo village in carrying out tourism branding based on local wisdom is shown by the employment of a tourism slogan, according to the findings

The tourism industry has greatly contributed to the strengthening of the trade balance position of Korea as much as the export industry itself ever since 1975 when the former was designated as one of Korea's main strategic industries. However, the tourism industry, which registered the highest surplus of US 2,000 million in 1988, the year Korea hosted the Olympic Games, has declined since 1989 when the overseas travel of Koreans was completely liberalized. In 1992, the tourism industry showed a deficit of US$ 360 million. It is anticipated that the deficit in the tourism industry will further increase. To cope with the threatened decline in the revenue of the tourism industry, the government has been contemplating special measures to boost Korea's share in the world tourism market of US$ 230 billion per year.

The study of public administration within the tourism industry is relevant due to the role tourism plays as a key sector of the economy in most countries and its impact on the international positioning of states and national interests. Tourists play a crucial role in shaping the image of the country, providing valuable information about it. They act independently to offer insights and perspectives that contribute to its overall perception. The purpose of the study was to analyse the effectiveness of application of methods of management of the tourism industry development at the level of territorial communities. The methods used included the analytical method, functional method, system analysis method, deduction method, comparison method, synthesis method, and survey. The study defined the concept of public administration of the tourism business and how it affects the development of tourism in the region. The main actors and instruments used for public administration in the tourism sector in the territory of communities were identified, including the advantages and disadvantages of these instruments. The main problems of the tourism business were investigated and possible solutions involving public administration were identified. The study also analysed the practices of other countries in public administration in the tourism industry and suggested their possible applicability. The study determined the prospects for the development of the object under study, how it can affect the socio-economic development of the regions, and developed recommendations that may be useful for local authorities and businesses. The identified results of this study have practical use in enhancing the efficiency of public administration in the tourism sector, thereby elevating the entire process to a new level state regulation; regional economy; reform efficiency; sustainable development

Tourism has reached world importance in the economy. The competition in tourism has intensified between destinations, whether the destinations are cities, regions or countries. In this sense, the evaluation of the tourism competitiveness of these destinations may be helpful in planning and prioritizing actions that will benefit the industry. This article discusses the concept of competitiveness by the multidimensional view of performance, efficiency and unit analysis. Using the theoretical framework lifted, this article shows the 'Study on the competitiveness of the 65 destinations inducers of regional tourism development' prepared by the Tourism Ministry, the Brazilian Support Service to Micro and Small Enterprises (Sebrae) and Getulio Vargas Foundation (FGV), its assumptions that guided this study as well its methodological aspects. Based on this methodology, it was carried out a diagnosis of these 65 destinations selected by the Brazilian Ministry of Tourism to be inducers of tourism in their respective regions. The result of competitiveness reached by these 65 inductors destinations is presented in this article, providing a map of the level of competitiveness of tourism in Brazil.

The article is dedicated to the study of the role of public administration mechanisms in tourism development and their impact on historical heritage recognition. The aim of this article is to determine the mechanisms for public administration of tourism development and how this affects the recognition of historical heritage. The article analyses the scientific literature on this issue. The article provides statistical data on damage to historical heritage as a result of Russian aggression. It is noted that today cultural and historical heritage is actively used to organise various types of cognitive tourism. An important component of cultural and historical recreational resources of a particular region is its historical and cultural heritage. According to the authors, historical heritage should be considered in conjunction with cultural and historical heritage, as history and culture are complementary elements. Preserving cultural and historical heritage sites is important for the tourism sector development. In this case, public administration mechanisms of the tourism sector and its impact on the preservation of historical heritage are of great importance.

The paper is devoted to searching ways of efficient support of public administration of the travel industry development. Tourism system has its own specific peculiarities, which influence the implementation of the functions of public administration. Among such peculiarities there are high commercialization of the branch, financial performance of investments and investment attractiveness. The paper considers trends of travel industry development, among which there are tendencies towards the increase of number of tourists, growth of tourist flow and income from travels. Trends of the travel industry development were analysed according to definite parts of the world. Also, trends in the development of ecоturism are considered. As a result of the analysis conducted the negative impact of various factors on the tourism development and aspects of improvement of the effectiveness of tourist activities. On the basis of the analysis conducted among the leading countries of the world according to the statistical data with regard to visiting by tourists, basic approaches to the construction of systems of public administration of the travel industry development were determined. Based on this analysis the proposals were made as to the improvement of public administration system in the sphere of tourism; they can be applied at the global and regional levels in order to maximize implementation of the travel industry potential and socioeconomic functions, being performed thereby in the society. The relevance of the development of ecotourism is determined, which is associated with the solution of global environmental problems.

Another problem faced by the tourism management community in the Simawang district is the lack of knowledge and expertise in tourism management, both in terms of administration, organization and management of existing facilities and infrastructure. The lack of insight and knowledge of the tourism management community in IT development also has an impact on the lack of tourism promotion through social media that is currently developing. The solution to overcome these problems is by implementing a program to increase the insight and knowledge of the tourism management community related to management, administration, promotion, marketing and the ability to use IT. In addition, the solution provided is also in terms of increasing the quality and quantity of tourist objects from existing natural and regional potentials, namely through the development of sport tourism, such as water sports using kayaking. This community service or partnership activity includes; participant recruitment, implementation of training activities, coaching, guidance and development of activities using the Participation Actions Learning System (PALS) method, real development by tourism managers through partner participation in training and coaching and activity evaluation.

The study is aimed at finding a universal methodology for using geoanalytical data for the purpose of tourism statistics and at analyzing the characteristics of tourism and the touristic trips in Russian territories (Krasnodar region as an example) using data from mobile operators. The authors analyzed aggregated and depersonalized data of mobile operators, generated from cellular networks operation data. Data on cellular subscribers were adjusted for the market shares of mobile operators to obtain indicators that characterize the aggregate number of tourists and excursionists. The analysis allowed, firstly, to offer methodological approaches for working with geoanalytical data and, secondly, to reveal that in 2019-2020 the coronavirus pandemic did not have a significant negative impact on the number of tourists and excursionists which is most likely explained by the switching of citizens from foreign trips to domestic travel. Any impact of the pandemic on the tourists portrait was also not revealed. At the same time, geoanalytical data made it possible to highlight the preferences of Russian tourists in the Krasnodar region to stay in rented housing or live with relatives, friends or in their own housing instead of hotels and inns. During the pandemic these preferences were more explicit, which can be explained by some requirements or recommendations in collective accommodations that may not exist in the private sector. In general, geoanalytical data allow for a more complete and detailed accounting of tourist and excursion flows in a territory for: initiation of support measures for transport infrastructure, tourism development within the framework of state and departmental programs; targeted event planning and creation of related services as part of the tourism strategic development and territory

Abstract The dynamism of the tourism phenomenon in relation to interconditioning with the local administrative environment, through the generated effects, can constitute an element of favorability of the socio-economic development of community. At the same time, tourism development also generates many problems for host communities. Thus, the policy developed by the local public administration regarding the tourism phenomenon regards the creation and maintenance of a competitive space for the involved actors (residents, tourists, institutions of public and private administration) in order to manage and supply profitable tourist products in a socio-economic context sustainable. Analyzing the perception and attitude of the residents of Moroieni, Dâmbovița, and the tourists present in this area, the paper presents the results of a sociological research which establishes the role and involvement of the local public administration in the tourism phenomenon.

This paper is devoted to the development of a project-based approach to ensuring the competitiveness of a region’s tourism-recreation complex. The authors establish that a crucial factor is the efficiency of projects that have been implemented in regions already. It is proven that an indicator of the level of institutionalization of the public administration mechanism is the efficiency of mechanisms underlying the achievement of a balance of interests among all parties involved, which requires well-planned work on identifying the interests, coordinating those interests, and getting the partners involved in the process of implementation of the tourism project. The authors establish that currently work is being carried out in terms of putting in place mechanisms for public and private partnership, social services procurement, and social responsibility in the tourism sector. At the same time, institutionalizing the dialogue among entities associated with the mechanism for public administration of the development of a region’s tourism destination requires putting in place relevant infrastructure. The authors establish that developing a scientifically substantiated mechanism for public administration of the development of a region’s tourism destination requires analysis of the potential for developing regional destinations and factors for ensuring their competitiveness.

Many countries around the world continue to consider or adopt tourism primarily for the economic benefits associated with it. However, developing tourism has been a difficult aspiration for developing countries as they face significant barriers. This paper examines the challenges to tourism development and their causative factors in Malawi. In-depth interviews were used to collect primary data. Inadequate connectivity between source markets and Malawi, as well as inside the country, underdeveloped tourist destinations and limited access to tourist information emerged as the main barriers to Malawi's tourism development. It was further revealed that underfunding, the centralized management structure of the tourism industry, lack of stakeholder collaboration, and an unfriendly business operating environment contribute to Malawi's tourism development challenges. It is recommended that the government and other key tourism stakeholders should prioritise the identified causative areas and among other things decentralise tourism administration and improve tourism statistics collection and analysis. There is also a need to strengthen stakeholder collaboration and networking.

Introduction. The tourism industry in many countries around the world is a priority for not only ethnic culture, but also the national / regional economy as a whole. At the same time, the tourism industry is a specific and quite complex object of public administration. The current situation in the tourism sector requires the state to seek ways to overcome the crisis actively, intensify the production of tourism products to ensure the necessary quality and effective implementation of existing tourism potential. The purpose of the article is to study the basis for the formation and development of tourism potential of Ukraine due to the crisis, new opportunities for state regulation of tourism market transformations in accordance with modern conditions and determine its impact on national tourism in the modernization of public policy. Results. The mechanism of integrated tourism development and infrastructure rehabilitation has allowed to form centers of growth and regional development and to ensure the functioning of interregional ties in tourism. The conceptual mechanism of formation and development of tourism potential of Ukraine is substantiated, including through a system of key institutional actors that determine its public administration and identify priority functions of the state in the field of tourism. A number of main problems that hinder the realization of Ukraine's tourism potential have been identified and basic conceptual tasks of state regulation at the current stage of development of the tourism services market have been proposed. At the same time, the priorities of the near future development of state policy in the field of tourism are: to develop the tourism industry and tourism by ensuring income growth, job creation, improving the quality and standard of living of citizens; rational use of tourism resources, including finance; to create conditions for the implementation of activities designed to educate, train and rehabilitate citizens; to form the consciousness of the population, which is expressed in hospitality towards tourists coming from other countries, etc. Conclusions. According to the results of the research it is established that the development of the tourist sphere does not correspond to the tourist potential in Ukraine, and the basic limiting factors of its realization and formation are determined. The degree of overcoming the crisis in the tourism industry depends on the capabilities of the national economy, as well as on the strategic goals of tourism policy of the state, local governments and tourism organizations. State policy in the field of tourism as a directed activity of the state, designed to ensure the regulation of the organization and functioning of tourism, to provide conditions for the development of tourism and attract tourists from other countries. Abstract This paper analyzes the efficiency of federal government funding for destination competitiveness and the relationship among destination competitiveness enhancement and local development. Destination competitiveness models provide the theoretical background. The research is exploratory and descriptive. We mapped the investments from Brazilian Ministry of Tourism in 65 destinations. Destination Competitiveness was measured with information from the Brazilian Competitiveness Model. Data were analyzed with data envelopment analysis and multiple regression analysis. Study findings demonstrate that competitiveness enhancement does not depend on the amount of funding, but on its strategic application according to destination development stage. Besides, competitiveness dimensions Marketing, Monitoring, and Cooperation are major drivers for local development.

Therefore, based on the study of tourism informatization, smart tourism, and smart cities and their relationships, this article summarizes the current status of Ningxia’s smart tourism construction, elaborates the role of smart tourism construction on the development of Ningxia’s tourism industry, and analyzes the main influences of Ningxia’s tourism wisdom of holistic tourism destination .In the end, the paper puts forward some reflections and suggestions on the intelligent construction of tourism in Ningxia.

Tourism business in Georgia is a means of stimulating the country's economy, it creates additional jobs, develops small businesses, is an important source of income for other business sectors, promotes the sale of products produced and imported in the country, and therefore, as in other countries, this sector is an important source of state income in Georgia. According to the information spread by the National Tourism Administration, in 2022, Georgia received 3.5 billion dollars in income from international travel. According to their own statement, the income received from travel in 2022 exceeded the figure of 2019 and showed a record figure of 3,516,634,479 USD, which is a recovery of the similar figure of 2019 by 107.6%. According to the data of the National Statistical Service of Georgia, in 2022, 5.4 million international non-residents travelled to Georgia, which is 2.9 times higher than the previous year. Most of the visits were made in Tbilisi at the regional level, 57.2%, followed by Adjara with 45.1% and Mtskheta-Mtianeti with 19%. From the rest of the regions, the most visits were made to Kvemo Kartli 7.9%, Samtskhe-Javakheti 7.7%, Imereti 7.5% and Kakheti 5.8%. In Georgia, in order to develop the tourism business during the pandemic and post pandemic period, it was necessary for the state to develop a systematic approach. It is worth noting that the government has shown some support in this direction and carried out the postponement of loans taken by individuals and legal entities, exempting a number of companies from taxes and establishing certain benefits, etc. The National Tourism Administration, in its turn, implemented the following activities: support of the private sector and trainings in the direction of adaptation of operations, communication with private sectors, recommendations and planning of future actions, deepening of international cooperation. The project "Work from Georgia" of the National Tourism Administration made a great contribution to the development of tourism, which meant hosting highly paid citizens of foreign countries who wish to work remotely in Georgia. This project contributed to the entry of more affluent tourists to Georgia, and what is very important, it increased the statistical stay period of travelers in Georgia compared to previous years. Tourism, like other economic sectors, needs the establishment of appropriate state policies and state support, both at the local, regional and national levels, for stable development. The development of tourism business in Georgia and the growth of incomes from this field were caused by the recognition of tourism as a priority area of the country's economy. For a country that actually has tourism potential and possesses certain competitive advantages, tourism should be one of the main pillars and priority areas of the country's development strategy. Our country really has this potential, and with the support of the state, the tourism business will become more competitive throughout the region. Conclusions 1. The state should make the population more informed about the existence of state programs promoting tourism business, so that interested people can get involved in it if they wish. 2. The state should actively take care of the arrangement of destinations and infrastructure. 3. The more the demand of foreign tourists based on the increased tourist flows will be satisfied with local products, the more stimulating it will be for the economy of our country. 4. Involvement of the state in the development of tourism business is undoubtedly necessary. 5. The development of tourism business can make a significant contribution to the solution of the country's unemployment problem and the stability of the exchange rate of the lari.

The successful development of tourism requires proper legal regulation. At the same time, the diversity of the types of tourism is virtually neglected by the legislator and does not receive due attention of the legal scholars. This question is being regulated fragmentary and inconsistently on the level of bylaws and legislation of the constituent entities of the Russian Federation. Occasional use of improper terminology, discrepancy in understanding of the essence of same types of tourism, disregard of their peculiarities impairs the effectiveness of state administration of tourism sector, negatively affects the quality of tourism services, and distorts the representations of Russia as a tourism friendly country. The article analyzes the grounds for classification of the types of tourism that have legal bearing: depending on the place of permanent residence of the tourist, on the purpose of tourist trips, on the way of organization of trip, on the social and age category of tourists. The conclusion is formulated that the key direction in improving sectoral tourism legislation consists in consolidation of extensive classification of the types of tourism and definition of concepts included therein in the Federal Law “On the Fundamentals of Tourism Activity”. For the purpose of unification of terminology, further development of tourism legislation, and improved quality of state administration of the tourism sector, the author proposes the original classification of tourism.

The public-private partnership and local communities play an important role in the development of coastal tourism. The welfare of coastal communities depends on the synergy of the partnership built. The study aimed to determine (1) the management of coastal tourism by public-private partnerships and local communities, (2) the balance between the public-private partnerships and local communities in coastal tourism management, and (3) the contribution of coastal tourism management to community welfare. A mixed method approach was used in the research. Data were collected through in-depth interviews, observations, semi-open questionnaires, and documentation. The results showed that the management of coastal tourism developed through a public-private partnership between private institutions, regional governments, and community groups was properly implemented. The balance of partnerships between the Forest Village Community Organization (Lembaga Masyarakat Desa Hutan), Tourism Awareness Group (Kelompok Sadar Wisata or POKDARWIS), and local communities was well implemented in many community activities around the tourism area. The public-private partnership established with a mutually beneficial agreement was able to improve the community welfare.

The aim of this research is to assess the real effects of developing smart tourism destinations on urban sustainability. A content analysis method is used to analyze 994 initiatives contained in action-plan and strategy documents from different smart tourism pilot projects funded by Spanish tourism administration. The results indicate that, despite the noteworthy effort to develop smart initiatives, sustainability solutions based on the use of technology are scarcely proposed, suggesting that cultural, managerial and technological barriers do exist. Overall, smart tourism plans are mainly conceived as instruments designed to create new tourism products in a tourism-driven approach. Despite the institutional narrative promoting smart tourism destinations as a guarantee to transform destinations responding to residents’ needs and improve sustainability, pilot projects undergo little interest in holistic sustainable initiatives, suggesting that destination management is focused on a rhetorical approach to sustainability.

Article analyzes federal, regional and municipal programs of tourism development in the territory of the Russian Federation. Comparison of programs of various levels allows to draw a conclusion on identity of the main approaches to their development and, as a result, lack of accounting of levels of public administration and regulation, territorial distinctions, distinctions in powers of authority and opportunities of bodies of the state, regional and local government. The author on the basis of the carried-out comparative analysis formulates need of forming different purposes in case of drafting programs of tourism development for different levels of authorities and territorial units. The article offers a system of distributing criterion functions and the tasks following from them on levels of public administration in case of drafting of development programs of the sphere of tourism in the Russian Federation. The author draws conclusions on the necessity for differentiated approach to management of the sphere of tourism depending on industry and sociocultural specialization of several regions of the country. These conclusions allow to develop further classification of regions of Russia on the basis of their suitability and prospects for the tourist infrastructure development and intensification of tourist flows. The system of stratification of the purposes and tasks, formulated in programs of tourism development, at the different imperious and territorial levels is offered. Thus, the article proposes scientific bases of forming purposes and tasks which need to be used when developing concepts, strategy and programs of development of the sphere of tourism. Using the conclusions contained in article will allow to change also cardinally the principles and methods of development of the state, regional and municipal programs of tourism development

The article updates the issue of the need to improve the state tourism policy using tools of regional development and public-private partnership. The authors emphasized that the post-war recovery of Ukraine should involve the use of internal reserves and opportunities to restore Ukraine’s economic potential, among which the tourism industry should occupy a leading place. It was emphasized that the field of tourism in Ukraine has significant unrealized potential, and under the condition of the development and implementation of an effective state tourism policy in combination with the use of regional development tools, the tourism industry can become a powerful basis for the economic recovery of both regions and the national economy as a whole. The purpose of the study is to analyze the current state of state tourism policy in Ukraine in the context of the use of regional development tools, as well as the specifics of the use of public-private partnership as a mechanism for implementing a new state policy in the field of tourism. The study stated that the transformations in the system of public administration and regulation, which were aimed at increasing the level of decentralization of public administration and the domestic economy, contribute to the use of public-private partnership tools in the field of tourism. The ultimate goal of decentralization was, first of all, to ensure the ability of local communities to independently, at the expense of their own resources, solve issues of local importance. It is about providing territorial communities with greater resources and mobilizing their internal reserves, namely: implemented changes have expanded the financial capabilities of local self-government and made it possible to make the new united communities economically self-sufficient and capable. Fiscal decentralization in combination with other modern instruments of state support creates conditions for a wide budget space for the implementation of local initiatives, and a key place in this system of relationships should be occupied by public-private partnership. The authors proposed the distribution of interests and areas of responsibility of the participants in the system of public-private partnership relations in the field of tourism.

This article explores why and how youth can build community bonds in the new era of rural development in Indonesia that produces local works in the form of tourist sales products. This article uses qualitative methods through a case study approach. The research was conducted in Balkondes Wringin Putih. Starting from individual unrest into community bonds that produce youth solidity, the village succeeded in developing tourist destinations in special economic areas based on tourism. When tourism development programs become the country’s priority, youth through the provision of village tour packages can create new jobs and increase rural economic productivity. The community ties and administration in the village’s growth, resulting from the ruralization process, are contextualised in the macro-political structure of the new age of Indonesian rural development, in fact, able to develop youth-based economic resilience. As empirical research to understand the development of new rural tourism, this study learns from the practices in Balkondes about a relational view of the ever-changing mechanisms of community bonding in the modern world.

Tourism has been given much attention in developing countries like Ethiopia. In this regard, tourism product development played a great role in achieving sustainable developmental goals. The study aims to examine the determinants of tourism product development in southeast Ethiopia. The research employed a mixed research approach, and descriptive and explanatory research design was used. Both secondary and primary data sources were in place to obtain the relevant data. A total of 398 samples were employed to collect the data. A convenience sampling technique was employed to select domestic tourists and walk-in guests and purposive sampling was applied to select marketing managers of hotels, lodges, boat associations, park administration, resorts, restaurants, nightclubs, and guest houses. The qualitative data was analyzed through thematic analysis and the quantitative data was analyzed using descriptive and inferential statistics by computing SPSS. The study revealed that tourism product development is affected by marketing mixes of which promotion was the major factor of tourism product development and price was the only tool inversely related to tourism product development. The brand image also positively determined tourism product development. The results showed that the exercise of tourism product development strategies among tourism businesses was low. The main implication drawn from the study is that the tourism businesses have to develop new customer profiles or segmenting in customers in their specified characteristics like gender, level of income, and age. Furthermore, the need to invest in research and development of the current market to develop new tourism products is of great importance.

Purpose: The empirical research study evaluated environmental potentials of site locations for Tourism development along River Ethiope, Abraka Delta State, Nigeria, Four(4)sites’ 40 environmental features were considered important in the tourism sites evaluation. The primary data sources used include oral interview and administration of questionnaires. Research methodology: These are physical, biological and human components of tourism destinations, evaluated for each of the 4sites, and compared. Each of the 40 factors was measured using appropriate instruments like measuring tape and floater (for velocity). Students t test was undertaken to compare the evaluations of the two groups of professional and non-professional assessors. With a calculated value of 0.143, and table value of 0.283, with df2:3 at 0.05 level, the difference in site ranking between the first and second evaluation was not considered significant. High confidence or reliability can therefore be placed on the tourism site evaluation results obtained at the 0.05 significance level. The use of nominal or interval scales was to estimate variables, which were not subject to direct measurements in interval scale. Three groups of sites emerged from the preliminary survey of those selected: Natural or undeveloped sites, relate. Results: Result obtained showed that undeveloped and natural sites emerged most highly rated in environmental potentials for tourism site development compared to underdeveloped or highly developed sites. Limitation: The area lies within tropical equatorial rain forest vegetation which is an impenetrable ticket of under growth with trees and climbers. Moreover, dangerous reptiles especially (snakes and crocodile) as well as insect (Mosquitos and tsetse fly) are present and harmful to man in the environment. Contribution: The study concludes and suggests natural sites be accord priority in tourism site development along River Ethiope and invariably other related natural area worldwide for maximum patronage implications based on advocated research methodology. Tourism management has undergone significant changes in recent years under the influence of two factors: the strengthening of the fiscal decentralization approach and the development of a collaborative economy that significantly affects the tourism market, both on the supply and demand side. Tourism taxes are one of the management tools on the local level. The paper focuses on innovation in the act on local charges and fees so that it meets the requirements of the current state and the expected development in the future, laying emphasis on the use of digital platforms in tourism. The proposed and accepted legal regulation will bring the Czech self-government many advantages such as i) extended powers for self-government; ii) increased revenues to the municipalities´ budgets; iii) the update of such groups of tourists that are exempted from local taxation, and iv) the liability to ensure local taxation for all types of objects providing short-term temporary accommodation.

The article summarizes the world experience in the digitalization of public administration in the development of the tourist-reactionary sphere and demonstrates the feasibility of introducing digitalization in the adaptation of public administration to the realities of the modern world. It is shown that in the world practice, the digitalization of state management of the development of the tourist and recreational sphere is based on a statistical description of tourist and recreational problems; creation of models for predicting the consequences of government decisions on the development of the tourism and recreation sector; means of measuring the economic efficiency of the development of various forms of organizing the use of the free time of the population. In particular, the digitalization of state management of the development of the tourist and recreational sphere in Israel, Turkey and Puerto Rico demonstrates the feasibility of the goal of digitalization for the state solution of the problems of managing the intensity of visitor flows from the centers of population concentration in the destination and predicting the economic effect of this. In Israel, the digitalization of state management of the development of the tourist and recreational sphere is aimed at increasing the volume of foreign currency entering the country through tourism, and its share in budget revenues, as well as maximizing the saving of resources for the development of local tourism. The digitalization of the Turkish Ministry of Tourism allows government decisions to be made to assess the likely and optimal economic effect from the development of destinations and their qualitative structure within the regional economy; balance the maximum supply and demand of tourism and recreation projects; calculate the surplus and deficit of tourist and recreational services; to maximize the level of costs necessary for the optimal economic effect on the development of the tourist and recreational sphere; optimize the distribution of funds by destination, depending on the potential for the development of the tourist and recreational sphere in each of them; to optimize the seasonal distribution of factors of activity of the tourist and recreational sphere; Determine the latent or existing cost limit associated with changing key assumptions, inputs, and optimal outcomes for the development of destinations. The practice of digitalization of state management of the development of the tourist and recreational sphere in Bulgaria (Golden Sands, Sunny Beach, Albena, etc.) shows that the introduction of the principle of integrated and centralized digitalization of state management of their development deserves a positive assessment. The digitalization of state management of the development of the tourist and recreational sector in the Pacific Ocean region makes it possible to determine the destinations of visitors that attract visitors in different seasons, which determines the characteristics of the destinations; logistic connections and characteristics of transport and information means for realizing the possibilities of communication between the point of departure and the point of destination in a certain period of time. In the countries of the South Adriatic, the digitalization of state management of the development of the tourist and recreational sphere makes it possible to justify the estimated and project estimates for the renewal of destinations. The digitalization of public administration in the development of French destinations gives rise to government decisions on the implementation of design programs for the use of territories favorable for tourism and recreation and to regulate the main parameters of their development. In the United States, the digitalization of the National Park Service is making it possible to implement projects to create nature reserves and tourist and recreational centers in historic cities.

"The paper examines the spatial concepts and mechanisms that drive the reconfiguration of the tourism space and provide policy-relevant informa tion. Mapping the spatial patterns of tourism supply and demand at finely-grained data over the last two decades, the analysis employs spatiotemporal and scaling methods to capture the interactions and de pendencies among tourism concentrations. The findings point to space-tourism realignments based on heterogeneous concentration patterns and trajectories of change, supply growth and ex pansion at the first level of contiguity, and diffused domestic vs. polarized international arrivals. The bi nary approach of tourism concentrations of supply and demand with varying location quotients enables the identification of both differences and similarities in terms of contextual and tourism development in dicators. In support of context-sensitive policy inter ventions, we argue that space should be regarded as a central dimension of the tourism development pol icy. Providing a snapshot of the tourism concentra tions in 2019, the study may count as a baseline ref erence for further analyses in post-pandemic times."

The development of halal tourism potential has become a strategic issue and main focus in efforts to attract tourism attractions in various destinations, including Gayo Lues Regency. From a public administration perspective, the role of the Ulama Consultative Council (MPU) is very important in directing and ensuring that the development of halal tourism is in accordance with local religious and cultural values. The aim of this research is to determine MPU participation which can influence the development of halal tourism potential from a public administration perspective. The method used in this research is a qualitative analysis approach. The research results show that MPU's active participation in the development of halal tourism is by contributing to decision making that takes into account local religious and cultural values, even though a specific policy regarding halal tourism in Gayo Lues Regency has not yet been formulated. Apart from that, in making decisions, the MPU also participates in promoting and socializing tourism development in Gayo Lues Regency, playing a mediator role between the government, industry players and the community in an effort to create an environment that supports the development of halal tourism.Pengembangan potensi wisata halal telah menjadi isu strategis dan fokus utama dalam upaya menarik daya tarik pariwisata di berbagai destinasi, termasuk Kabupaten Gayo Lues. Dalam perspektif administrasi publik, peran Majelis Permusyawaratan Ulama (MPU) menjadi sangat penting dalam mengarahkan dan memastikan bahwa pengembangan wisata halal sesuai dengan nilai-nilai keagamaan dan budaya setempat. Tujuan penelitian ini untuk mengetahui partisipasi MPU yang dapat mempengaruhi pengembangan potensi wisata halal dalam perspektif administrasi publik. Metode yang digunakan dalam penelitian ini adalah pendekatan analisis kualitatif. Hasil penelitian menunjukkan bahwa partisipasi aktif MPU dalam pengembangan wisata halal dengan memberikan kontribusi terhadap pengambilan keputusan yang mempertimbangkan nilai-nilai keagamaan dan budaya setempat, walaupun kebijakan khusus tentang pariwisata halal di Kabupaten Gayo Lues belum tersusun. Selain, dalam pengambilan keputusan maka MPU juga ikut dalam mempromosikan dan mensosialisasikan tentang pengembangan pariwisata di Kabupaten Gayo Lues yang berperan mediator antara pemerintah, pelaku industri dan masyarakat dalam upaya menciptakan lingkungan yang mendukung pengembangan wisata halal.

Purpose This paper aims to report on a post-confinement reflection (not post-COVID-19) resulting from a series of online forums that took place during the peak moments of the pandemic, with the intention of raising awareness and mobilising tourism agents for the development of tourism planning and tourism intelligence, taking advantage of the period of stagnation of the tourism industry. The project was named “Tourism in flight mode: Thinking together the post COVID-19 tourism”. Design/methodology/approach The project was based on the sharing of information and experiences in virtual forums where participants from all over the world had the opportunity to explain how the pandemic was influencing their work/business, the regional or national tourism activity, GDP and jobs and how they and their regions were preparing for the recovery of tourism. On a biweekly basis, virtual forums were organised, with participants from three continents and 12 countries. The results were contextualised by carrying out a review of the most recent literature and authors’ tourism know-how in the field. Findings The results of the discussions allowed for an identification of new potential successful tourism products and new proposals for the design of basic pillars for destinations planning. Practical implications This paper offers practical recommendations for public administration and others on dealing with unexpected crises in the tourism sector and how to respond through the development of new and adapted products and approaches to tourism. Originality/value This paper creates awareness in public administration and other agencies about the opportunities and the needs for this “new era”.

West Java Province has many tourism potencies, consisted of nature, history or culture. In its development, tourism in West Java has not delivered a strategic solution to problematic among the people. Referring to the Legislation of Tourism No.10/2009, one of the principles on tourism establishment is to provide benefit on people’s wealthy and to empower local people. In this study, the locus of Karang Paranje has been chosen by the consideration that Karang Paranje is a potential area to become a tourist destination in coastal and marine for tourists to enjoy nature. Nevertheless, the potencies could not give optimum benefit to people. In aiming the goal, a proper administration is needed, such like building tourism awareness among people about coastal tourism potencies, and the needs of people empowering, building independence that will affect in increasing people’s income. These potencies could be explored as an agenda by Government of Garut Regency to follow up, not to stop at study identifying tourism potencies, but to implement that to be saleable tourism product. The method conducted in this study was exploration qualitative whilst the data gathering used some techniques: observation, questionnaire and in-depth interview, followed by the socialization of the design of tourism development potencies. This study involved some parties such as Government, private sectors (industry), associations, people, and fishermen, so tourism as the leading sector could give a multiplier effect in the community.

The subject of the research is theoretical, methodological and practical aspects of supporting projects and strategies for the development of rural green tourism enterprises at the local and state levels. The aim of the article is to identify new directions and forms of local and state support for rural green tourism development strategies in the context of pandemic restrictions, as well as to clarify existing ones. The methodological basis of the article is the theoretical and methodological provisions of business economics and tourism economics, management and marketing, public administration; regulations of Ukraine and the European Union; historical, monographic, system-structural analysis and synthesis, statistical-economic, problem-target research methods. The results of the article. Forms and directions of state and local support of strategies for development of rural green tourism enterprises as small business entities are substantiated; sources of tourist services, development of the middle class in rural areas and the reproduction of rural areas. This takes into account the tools and methods of direct and indirect support, material and moral incentives and incentives. It is stated that in modern conditions, strategic plans should take into account tactical steps: pandemic restrictions; certificates and other factors of conformity; budget payments to entrepreneurs and consumer incentives on terms determined by the state. Field of application of results. In higher education institutions; in the management and personnel management of agricultural enterprises and corporations; in public administration and local self-government bodies; at rural green tourism enterprises and public organizations. Conclusions. It is determined that the national concept of supporting the development of rural green tourism enterprises should be based on common theoretical and methodological principles and cover the state, regional and local and business level of organization, management and administration. Strategies and projects for their development should be based on mostly indirect methods, material and moral incentives and incentives. However, in the current COVID-19 pandemic, they must take into account new requirements, compliance and restrictions; use direct state financial support for small businesses and consumers; follow the rules of sanitary safety and develop new products and services in accordance with the adjustments made by the pandemic in tourism.

Introduction. Taking into consideration the possibilities of growth and returns the tourism sector provides to the state of Punjab, of recent the Government of Punjab and the Amritsar city administration have made huge effort in expanding this sector by tapping and promoting various sites and activities for tourist absorption. This study delivers reasons for tourism development in Amritsar and proposes possible information for stakeholders to ensure the suitable tourism planning and management, especially contributing towards the local community. Materials and Methods. Prominent categories of business operators i.e., restaurant owners, traditional shopkeepers, employees from the hospitality sector which included hotels, guest houses, hostels and lastly travel agency owners were interviewed for this study. This sample of 120 respondents was drawn from the inner and outer city areas of Amritsar city of Punjab (India). Results. Tourism is emerging as a ‘saviour economy’ for Amritsar, as a major part of Amritsar’s economy directly and indirectly is dependent on this sector. Business community in Amritsar largely perceives the impacts of tourism development positively. However, respondents felt that the business in Amritsar is also getting negatively affected due to mono–centric development, overflow of tourists and expansionist tourism-centric policies. Tourism development policy can perform better by taking local economies into consideration and increasing participation of local communities in tourism development. This way tourism can create an undeniably positive impact on local communities and local businesses. Discussion and Conclusion. As the current development model of the city is tourism centric, there is an insufficiency in growth of allied sectors as well as in development programmes and a miscoordination is there between different significant stakeholders. This study will be useful to various stakeholders like development authorities, planners, and scholars etc who are interested in addressing the developmental issues being faced by tourist cities. The usefulness of this study lies in the fact that it demonstrates how tourism can be used as a tool for regional development by gaining resident support.

The article is devoted the problem of management — staffing processes for tourism development in the municipalities of the Russian Federation. In modern Russian conditions the need for the development of tourist attractiveness of municipalities is one of the priorities of social and economic problems of the state. Research methods include the results of a poll of experts (heads of local authorities), as well as a case study “Human resources of local authorities”, conducted by the All-Russian Council of Local Self-Government. The author proves the necessity of improving the staffing process of tourism development. The following recommendations have been developed: the organization of practice-oriented training for municipal employees; Enhanced staff support tourism development processes (creation of the structure of the local administration of the Department of Tourism, the allocation of staff units directly involved in the development of this sector on the territory of the municipality).

Community collaboration and participation are necessary to strengthen the effectiveness of tourism policy. This article aims to examine the tourism planning activity of public administration in fostering a collaborative approach. The article contributes to the debate on collaborative approach in tourism from the perspective of public administration. The research uses a case study and examines how Tuscany region applies a collaborative tourism planning approach using the Habermasian framework. Results underline the fundamental role of local government can be strengthened by an extensive stakeholder engagement process able to encourage broad representation and trust of stakeholder interest about public policies. Moreover, the collaborative approach by mixing the different point of view of stakeholders, produces a range of positive outcomes and increases the efficacy of tourism policies. However, the realization of the “ideal speech situation” is very difficult and may be undermined by the threatens highlighted in the study, such as the lack of financial resources, the claim to more homogeneous policies to increase tourism trends, the need to improve trust and collaboration between public and private, the difficulties in maintaining high level of attention and the widespread scepticism about the capability of public entities to understand priorities in defining tourism policies.

The formation of optimal system of state management of tourism sector is one of the most relevant problems of tourism development in Russia and abroad. The subject of this research is peculiarities of the models of state management of tourism sector, as well as federal and regional normative legal acts that establish the structure of executive branches and determine the competence of bodies that have special authority in tourism sector. The article explores the administrative-legal aspect of the foreign model of state management of tourism sector. The author reviews the evolution of formation of executive branches in the Russian tourism sector in pre-revolutionary, Soviet, and modern periods; as well as gives assessment to the existing model of tourism management in the Russian Federation in light of the Presidential Decree No. 372 of 06.05.2020 “On the Enhancement of State Administration in the Sphere of Tourism and Tourist Activities”. This article is first to analyze the models of state management of tourism sector implemented on the level of the federal subjects of Russia. The author comes to the following conclusions: the reform of national tourism administration will be continued; the most common model in the subjects of the Russian Federation is the model of cross-sector regulation of tourism.

In the current era, the government relies heavily on the tourism sector to increase state foreign exchange and local revenue. However, the fact is that tourism development in Indonesia raises several new problems that need to be found for solutions so that the tourism sector can be superior. Based on this description, the Annisa Dwi Salfaritzi Palembang College of Administration and Government held community service activities through the theme of Government Governance in the Development of Tourism Areas in Burai Village, Ogan Ilir Regency. Tourism development aims to increase economic growth so that it can impact the welfare level of South Sumatra Province people in general, Burai Village, Ogan Ilir Regency in particular. The method used is socialization and assistance to the community. The solution to resolving government governance problems in developing the tourism area in Burai Village is forming a food business group, empowering environmentally based purun craftsmen groups, and mentoring and training craftsmen groups.

Abstract The aim of the study was to present plans (up to 2030) for the development of infrastructure and tourism activities in the Polish landscape parks located in the area of the State Forests’ administration. At the end of 2013, a survey was conducted the results of which were verified and their analysis completed in 2014. The questionnaire was sent to the directorates of all 122 parks. 70.5% of the directorates replied to the open question inquiring about their plans and demands for tourist activities (including educational tourism) and recreation. These were then correlated to parks in areas under the State Forests’ administration. The most commonly proposed/planned actions by the directorates in cooperation with the Forest Districts are: construction of new educational paths (in 41.9% of parks), maintaining the existing ones (24.4%) and the organization of tourism/recreation and educational events (22.1%). The largest share of proposed/planned actions without the cooperation of the Forest Districts comes from the creation of new routes/trails, parking lots, etc. along with their equipment (36.0%), construction of tourist infrastructure (bins, benches, tables, shelters, fire circles, sightseeing towers, bridges, 18.6%) and the issuing of maps, brochures, guides or other publications (17.4%). However, it is of particular importance to take the need for nature conservation in the development of tourism and recreation in areas of landscape parks into account. The literature provides a number of helpful solutions. Furthermore, such activity requires broad cooperation supported by external funds especially between the parks, Forest Districts and municipalities. It is also important to continue the environmental education of both, visitors and locals, as well as the promotion of eco-tourism and responsible use of the environment.

The basic indicators of tourism development in Ukraine are analyzed and identified its problems. Established, that the tourism industry in Ukraine is rapidly developing, below the global average, is due to annexation of Crimea and the Russian military aggression in the east, the low efficiency of the public administration and low level of government spending in tourism. It is shown the main directions of cooperation of Member States under the Association Agreement between Ukraine and the EU in Part «Tourism», concerning for the exchange of information, sustainable tourism development, promotion and development of tourism products and markets, training specialists and others. Defined priorities of the Action Plan for the implementation of the Association Agreement in the field of tourism in the 2014–2017: amending the Law of Ukraine «On Tourism», project the Strategy for Development of Tourism and Resorts 2025, harmonization of national standards with the International Organization for Standardization. A monitoring of the implementation of measures for the integration of Ukraine into the EU tourism sphere for 2014 – early 2017 in the following directions are conducted: legislation, strategy of the development of tourism and resorts, licensing, standardization and certification, visa liberalization, cooperation in tourism. Emphasized, that one of the main challenges of European integration of countries in the tourism sector should develop regulations to attract foreign investment, improving government funding, harmonization of qualification requirements and standards of higher education for training in tourism.

This study aims to analyze and describe how the implementation of the supervisory function and strategy of the Batu City DPRD towards tourism governance in Batu City. In tourism development projects in Batu City, the DPRD has a role as an actor in making regulations or approvals before the development runs. The supervisory function of regional regulations is very important which provides an opportunity for the DPRD to be more active and creative in responding to various obstacles to the implementation of regional regulations. Supervision of regional administration is a process of activities whose purpose is to ensure that local government runs effectively and efficiently in accordance with the plans and provisions of laws and regulations. Therefore, the author here will analyze the supervisory function of tourism governance policies in Batu City to find out whether the tourism development program is running in accordance with the governance policies known by the DPRD. The research methods applied to this study are qualitative research methods for content analysis and interviews with staff of the Batu City DPRD secretariat regarding the supervisory function. The results of the study revealed that the potential for tourism governance in Batu City has several aspects. The outcomes of the study helped shape and advance the supervisory role, specifically with regards to the execution and administration of tourism in Batu City. The limitation in this study is that the data used is still limited to the type of skunder data, namely documents and journals related to tourism governance in Batu City. The next research needs to use skunder data.

The COVID-19 outbreak which pushed the public actors to seek out customized solutions adjusted for local development. The present paper investigates the role played by the public administration in rebuilding and supporting the tourist sector in Bukovina which has been severely affected by the restrictions imposed by pandemic. The study used a mixed research method: quantitative analysis (applied questionnaires) and qualitative research (interviews). Although the local administration has a limited jurisdiction of the territorial-administrative units, the current sanitary crisis along with the economic one have started to affect territories and populations more and more extended, which pushed the public actors to seek out customized solutions adjusted for local development. The results show that the types of governance applied by the county and local administration will have a decisive impact upon the recovery of the tourism sector.
