In 2005, David Lowenthal commented on the dissimilar approaches to natural and cultural heritage and how these differences impact the protection and management of these heritages. His analysis touches on the western European perceptions of nature and culture that go back to the Age of Enlightenment. In his article, the motivation for safeguarding heritage stands out, as nature conservationists emphasize the long-term economic or ecological benefits, while cultural heritage managers point towards cultural or aesthetic benefits (Lowenthal 2005: 87). Others have made similar statements, some eight years later, calling the divide between the domains a fundamental error (Renes 2013; Harrison 2013).

Heritage refers to those commodities which can be observed in their tangible and intangible forms. It is said that heritage is a raw material that authenticates and fabricates the past and the present for touristic consumption. It is a socially constructed and negotiated concept which evolves through time and across space. Mainly, heritages are classified into two categories: local and world heritage. Nepal is enriched in its different types of heritages. They are found in different parts of the country. Among them, the Ilam district is an important tourism destination of Nepal, located in Mechi Zone, Province no 1. It possesses archaeological, historical, cultural, religious, natural, and agricultural importance within its small territories. It has been safeguarding plenty of natural and cultural heritages from the beginning until this 21 st century. However, the proper study regarding exploring and analyzing its natural tourism products is still seemed behind, which is considered a considerable research gap in academia. Realizing strong need for a study, this article entitled " Role of Natural heritage for the promotion of tourism in Ilam” has been prepared for fulfilling two specific objectives such as to explore the important natural tourism heritages of the Ilam district and to examine the role of natural heritage for the promotion of tourism in the site. It has been prepared by using questionnaires as a tools and field survey method. It is based on a descriptive research design.

The analysis and global comparison of World Natural Heritage values are important for the assessment of World Natural Heritage and are relevant for the sustainable development of the nominated potential areas. Pamir Plateau, known as the “Spring Ridge”, with the world’s largest mountain junction—Pamir mountain junction—is known as the ancestor of mountains and the source of rivers. The nominated Karakorum-Pamir site was inscribed on the World Heritage Tentative List in 2010. In this paper, the characteristics of heritage resources in two areas of the Karakoram-Pamir heritage potential area are systematically analyzed according to the standard of Outstanding Universal Value (OUV) of world heritage by comprehensive analysis and geographical comparison. It puts forward that the aesthetics, geology, and biological ecology of this region are of global outstanding universal value. It is concluded that the Karakoram-Pamir Heritage Potential area meets the criteria of world natural Heritage (VII), (VIII), and (X). By comparing with 15 large mountain heritages listed in the World Heritage list, it is concluded that the Karakoram-Pamir area in Xinjiang has an OUV of world heritage and a potential of declaring world natural heritage. This study lays a scientific foundation for the declaration of Xinjiang Karakoram-Pamir as a World Heritage site.

Natural disasters have damaged or destroyed many invaluable cultural heritages. How to mitigate these losses, however, is difficult question. If we cannot save human lives, of course we cannot save cultural heritages from disasters. This requires more sophisticated countermeasures than conventional disaster reduction methodologies. This special issue of JDR provides many examples of such mitigation in historical cities which have expanded with cultural heritages as nuclei. Cultural heritage disaster mitigation lies somewhere between the fields of cultural preservation and the disaster mitigation engineering. The first two review papers focus on the importance of protecting cultural heritage from natural disasters and the history of this issue from the viewpoints of both engineering and humanities. Twelve papers discuss engineering problems and the planning of cultural heritages preservation, cover issues such as the seismic performance of traditional wooden structures, the vulnerability of historical masonry structures, disaster reduction in slope failures around cultural heritages, disaster risk analysis at historical cities, fire prevention in historical cities, and urban planning taking cultural heritage into consideration. This issue closes with a tutorial paper showing the techniques and basics of cultural heritage disaster mitigation. It serves as a practical handbook on mitigating disasters surrounding cultural heritages and historical cities. We expect contributors to this field to increase in the near future due to the importance and urgency of cultural heritage disaster mitigation. We thank the authors for their earnest contributions and the reviewers for their invaluable advice on improving the quality of this special issue of JDR.

With the enactment of ʻthe Basic Law on National Heritageʼ in Korea, The ʻCultural Property Protection Actʼ will be renamed ʻthe Act on the Preservation and Utilization of Cultural Heritageʼ(acronym: the Cultural Heritage Act) from May 17, 2024. The Cultural Heritage Act shall serve as the basic law related to the cultural heritage legislation. The Cultural Heritage Act includes such as contents; the establishment and promotion of the protection of cultural heritage as defined in the Basic Law on National Heritage, the creation of a foundation for cultural heritage protection, and the nationally designated cultural heritage, general movable cultural heritage, and municipal-designated cultural heritage. In the Basic Law on National Heritage, cultural heritage refers only to tangible cultural heritage and intangible cultural heritage is separately classified as intangible cultural heritage. But both tangible and intangible cultural heritage should be considered as the subject of the cultural heritage legislation. Korea had a representative comprehensive cultural property protection legal system in the past, but government recently divided the Intangible Cultural Property Act, the Buried Cultural Property Act, and the Cultural Property Repair Act from the previous Cultural Property Protection Act. Furthermore, Matters related to the preservation and management of natural monuments and scenic spots will be stipulated in newly enacted the “Act on the Preservation and Utilization of Natural Heritage” (acronym: Natural Heritage Act). Although the laws was divided from previous Cultural Property Protection Act, the jurisdiction of the Cultural Heritage Administration remains the same. In order for an effective cultural heritage policy to be activated under the changed legal environment, it is necessary to analyze and examine international agreements related to the globalization of cultural heritage and related legal systems of major countries. And these analysis and examination will be contributed to make legislative and policy improvements to the issues that have been problematic domestically. In this regard, this paper aims to draw implications by examining the German cultural heritage legal system which the federal and state cooperate while maintaining a dual system. In Germany, the protection and management of domestic cultural heritage is protected by the State(Land) in the form of monument protection laws, and the federal government operates the cultural property protection law, which aims to prevent cultural property from being lost by controlling the export, import, and distribution of cultural property. I think it will be a great reference for improving legislation for the globalization of cultural heritage in Korea. In particular, the regulations related to the return of cultural properties illegally leaked abroad and the international exchange of cultural properties are worth referring to. Germany's Cultural Property Protection Act as a federal law has detailed regulations that control the export, import, and distribution of cultural properties, so I think it will be a great reference for improving legislation to globalize Korea's cultural heritage. In particular, regulations related to the return of illegally leaked cultural properties overseas, the guarantee of return of international loans, and the international exchange of cultural properties are worth referencing in Korea's legislative improvement.

Purpose – Landscapes bear potential as heritage resources, unifying natural and cultural history that can be experienced today in special preserved areas. The paper aims to discuss these issues. Design/methodology/approach – Geoarchaeological investigation 2006-2011 explored this potential at the Ritidian Unit of Guam National Wildlife Refuge. Findings – As experienced today, the Ritidian landscape heritage embodies the complex outcomes of a 3,500-year record of ecology and evolution. Research limitations/implications – A long-term perspective of unified natural-cultural history will increase scientific accuracy and enhance visitor experience of landscapes of heritage resources. Practical implications – Sustainable development of landscape heritage can occur most successfully in cases of thorough research in areas of protected and managed ecosystems with reasonable public access. Originality/value – The detailed results in this case may serve as a model example for other studies and programmes developing landscapes as heritage resources.

The transition analysis and type division of landscape heritage are the effective management methods to achieve the overall conservation and targeted utilization of modern urban parks. In this study, Shenyang Zhongshan Park, the first modern urban park in Shenyang, was taken as the research object to explore the historical and cultural value of modern urban parks in Northeast China. The current status and transition characteristics of landscape heritage were analyzed, and the landscape heritage types were divided by their conservation and utilization evaluations. A total of 44 landscape heritages existed in Shenyang Zhongshan Park, including three categories, i.e., 15 historic sites, 20 cultural comprehensive sites, and 9 natural sites. Based on the IPA model, the landscape heritage was further divided into three subcategories, i.e., already designated for conservation (ADC), should be designated for conservation (SDC), and should be restricted scale (SRS). ADC was composed of one historic (Chiyoda water tower), two cultural comprehensive (water sources), and three natural (ancient trees) landscape heritages. SDC was a landscape heritage with long construction age, high importance, poor conservation, and high utilization, which can represent the cultural characteristics of the park and the need to speed up the improvement of its protection system. SRS weakened the cultural characteristics of the park. Its construction intensity should be reduced to highlight the core themes of the park (i.e., historical and cultural themes). In the future, modern urban parks should be conserved and utilized based on identifying different landscape heritage types. This study provides a theoretical basis for the management and development of modern urban parks from the perspective of conservation and utilization of landscape heritage.

<p><strong>Abstract.</strong> Railways were a key mode of transporting goods and people for industrial and urban development in the late modern age. Their special part in economic growth comes with their role in the development of cultural heritage along their pathways. However, because of competing urban construction, many railway heritages are in danger, such as the Yunnan-Vietnam Railway (YVR) in China, an important international narrow-gauge railway built in 1901, acknowledged as a railway heritage in 2018. As a typical linear heritage, the railway integrates both the natural and cultural landscapes, related to the large spatial extent and complex composition of single heritage elements. Geographic Information Systems (GIS) offer a great support in the investigation, assessment, and management of railway heritage. In this research, the huge cultural heritage related to the YVR was studied using a combined geo-historical and GIS approach. This paper aims to 1) give a brief review of the current status of the application of GIS on linear railway heritages studies, including heritage resources surveys, spatial analysis, thematic mapping and public service, 2) introduce the case study of the Yunnan-Vietnam Railway, and 3) present a geodatabase design for the Yunnan-Vietnam Railway heritage management.</p>

The survival and longevity of architectural heritage, especially structures in isolated locations such as ancient opera stages, have been gradually threatened by natural and sociocultural changes over the past few decades. Furthermore, the future of these heritage sites remains uncertain. Therefore, in this study, we aimed to develop a research method, using multidisciplinary knowledge and digital technology, to digitally protect and inherit the endangered heritage of ancient stages. Hence, in this study, we applied a qualitative longitudinal method for digital protection, digital culture inheritance, and data intelligence management. Particularly, digital culture inheritance established the knowledge visualization model, which was used to excavate cultural connotations and was displayed with virtual reality, augmented reality, etc. Furthermore, a GIS digital platform was developed to provide data management and a virtual experience in a 3D-interactive way for culture presentation, cognition, and heritage. Then, the developed method was validated over four years by using the ancient opera stages in Shanxi, China, as case studies. The results demonstrate that this method is feasible in and applicable to the heritages of ancient stages and can be applied to other architectural heritages and even cultural heritages. This method also helps to promote the public’s awareness of the protection of cultural heritage, especially the heritages of ancient stages.

In view of this situation, it is urgent for relevant government departments to strengthen supervision of these sites and increase investment, take measures to promote their effective protection, and encourage tourism authorities to develop China’s water culture heritage according to local conditions. It is imperative to set up protection, collection and research institutions that can sustain the national water culture heritage surveys which have been carried out over several years.

A comparative analysis of the organizational and legal foundations of the protection of World Natural Heritage sites in Canada and the Russian Federation (on the example of Lake Baikal) is presented. The legal positions of the World Heritage Committee on the implementation of international obligations for the preservation of World Natural Heritage sites are analyzed. The problem of formal definiteness of the boundaries of World Heritage sites and awareness of them by the public and government bodies is highlighted. The question of the expediency of excluding the territories of settlements from the World Heritage sites is being investigated. The approaches of the World Heritage Committee to the implementation of extractive industry and hydropower projects both within the boundaries of World Heritage sites and in adjacent territories are considered. As a way of implementing the international legal regime for the protection of unique natural objects, the regime of the buffer zone of the World Heritage site receives a positive assessment, however, there is a lack of elaboration of this concept. Proposals are formulated on possible measures of an intra-national nature aimed at solving issues of protection of territories bordering on World Heritage sites (transfer to the federal level of the decision on the creation of protected areas in order to fulfill international obligations; formation of a protected zone of the World Heritage site). The importance of environmental assessment as a standard of international legal protection of unique natural objects and the need for its more detailed regulation in national legislation are stated. Attention is focused on the position of the World Heritage Committee on the issue of taking into account the views of the local population and indigenous peoples in the management and protection of World Natural Heritage sites.

Cultural and natural heritages are considered invaluable resources, creating a unique tourist attraction for each country. However, knowing how to use this heritage for sustainable tourism development, while preserving and promoting the heritage value for future generations is not a simple task. This article focuses on the values of cultural heritage and the importance of maintaining and promoting it while integrating with the environment for the development of society. It discusses the current state of cultural heritage preservation and promotion in Vietnam, showing examples of development with disregard to the heritage and the environment, why it is necessary to have sustainable development in active culture conservation, as well as the relationship between the preservation, promotion of the cultural heritage and the socio-economic development and the environment. A perspective on the cultural heritage value in sustainable development is also given. Through the reading of supporting materials and the comparison of survey data, it is clear that the preservation of cultural values not only contribute directly to the socio-economic development of a country similar to Vietnam, but also to help create new values in later generations. Therefore, it is concluded that a sustainable approach to the conservation of cultural heritages is very important for the future handling of such irreplaceable resources.

The article presents an analysis of the practice of protecting World Natural Heritage sites "Manovo-Gounda-Saint-Floris National Park" (Central African Republic) and "National Parks on Lake Turkana" (Kenya). The most typical problems for African States in the preservation of unique natural sites are noted, the legal positions of the World Heritage Committee on the implementation of international obligations for the preservation of World Natural Heritage sites are considered, in which such problems are legally reflected. The problems of finding sources of financing for environmental protection activities in African countries, as well as the lack of human resources to ensure effective management of World Natural Heritage sites are highlighted. The approaches of the World Heritage Committee to the implementation of projects for the construction of hydroelectric power plants affecting the ecosystem of Lake Turkana are considered. The novelty of this work is predetermined by the shortage of specialized studies devoted to the fulfillment by foreign states of international obligations to protect world natural heritage sites in domestic legal science. The analysis of the experience of protecting World Natural Heritage sites in African countries allows us to summarize the conclusions significant for the Russian practice of protecting World Heritage sites, extrapolate them to the problems of protecting the World Heritage site "Lake Baikal", as well as formulate new proposals and approaches to improving environmental policy in this area. Noting the important role of the World Heritage Convention in the development of hydropower, there is an obvious need for the early formation of an international regulatory framework with border foreign states.

UNESCO has 195 member states and 8 associate members. UNESCO operates in five major programs: education, natural sciences, sociology, culture and communications. UNESCO, in its activities related to the protection of the world natural and cultural heritage, maintains separate Lists for specific areas. The most famous lists run by this organization are: World Heritage List; List of World Heritage in Danger; World Heritage List Nominations; List of UNESCO Global Geoparks; List of Creative Cities; List of Intangible Cultural Heritage; UNESCO Atlas of the Worlds Languages in Danger (Atlas Map). These lists are important for the protection of the world's natural and cultural heritage, but they also have some impact on the sustainable development of tourism in the world. The Republic of Northern Macedonia, a member of UNESCO since 1993 with its natural beauties and cultural and historical heritage, is on some of the lists listed. Since Canada has signed the UNESCO Convention concerning the Protection of the World Cultural and Natural Heritage of 1972, it has had some eighteen cultural and natural sites selected for the World Heritage List that represent internationally significant nature reserves and natural wonders, significant Canadian architectural history, important sites representing Canadian aboriginal culture and geological treasures of world-wide importance. These internationally significant sites have put Canada on the world stage in both the heritage conservation field and in the national and international tourism sector. What Canada has decided to inscribe on this list has had a major impact at the local, regional, national and international arenas. The author of this paper reflects on some of the ancillary guiding charters and conventions since the World Heritage Convention was implemented that have led to where we are today in the field of heritage conservation in Canada. He goes on to predict some areas where heritage conservation will be going in Canada in the near future. He argues that Canada could likewise have its rich intangible culture play a similarly significant role if the Canadian government signed the UNESCO Convention for the Safeguarding of Intangible Cultural Heritage of 2003. Last, he discusses some of the recent developments in eastern Canada in intangible cultural heritage, conservation and the sustaining of traditions.

The protection and popularization of culture becomes actual because there are danger of wars, armed interventions, natural disasters, large tourist flows, active reconstruction of cities. The pre­servation of the world heritage is one of the main directions of UNESCO’s activity. Organization adopted Convention Concerning the Protection of the World Cultural and Natural Heritage in 1972. According this Convention the World Heritage Committee was founded which compiles updates and publishes World Heritage List. China has joined the cooperation work to protect the world heritage of humanity. The state adopted Convention in 1985. The country was a member of the World Heritage Committee (1991–1997, 1999–2005, 2007–2011, 2017–2021). Special attention was given Chinese cultural and natural sites in the UNESCO World Heritage List in article. Today there are 56. They are included in the UNESCO World Heritage List according to criteria. Chinese cultural and natural sites are unique, special, beautiful cultural, natural and mixed sites. Heritage represents the history, philosophy, religion, identity of country. Chine introduces the world to its own culture, draws attention to the problems of heritage protection. The author studies the cooperation between China and UNESCO in the direction of world heritage preservation, which includes different projects, activities, exchange of experience with other countries. Protection, conservation, authenticity, integrity, principles and process of preservation, cultural diversity, reconstruction, management, presentation, tourism management, and training are important problems in relationship between China and UNESCO. Author outlines China’s contribution to the preservation of cultural and natural heritage, measures to improve the protection of sites, activities with other countries to protect world heritage. The perspectives of cooperation between the China and UNESCO of the nomination of new objects to the World Heritage List have been determined.

The paper is devoted to the review of the World Karst Natural Heritage and the perspectives of such new properties in the Russia. Presently there are 37 World Karst Natural Heritage sites on the globe; 34 of them have the natural heritage and 3 sites have the mixed, natural-cultural significance. The World Karst Heritage distribution by the countries and by parts of the world was analyzed. A brief description of outstanding universal value of the “Lena Pillars Nature Park”, being currently the only Russian karst area nominated at the List of World Natural Heritage by a specific type of the karst – ground frozen karst, was given. The necessity of the new World Karst Heritage properties characterizing by the karst development in sulfate and salt rock sites are considered. The karst areas, located in extreme (cold or arid) climate conditions, are in the focus of separate attention.

AbstractIndia has a great variety of natural stones that have been extensively used as dimension, ornamental and sculptural stone for numerous temples and monuments over many centuries. These temples and monuments, now heritage sites, have a major role in showcasing India's natural stone resources that occur in diverse geological formations of different geological systems across the Indian subcontinent. The formations contain a variety of stone, with colours and textures produced by varied geological processes thus providing a storehouse of diverse stone resources. This paper outlines four potential Global Heritage Stone Provinces where natural stones have been used in heritage monuments: the North and Northwestern Province, the Central and Western Peninsular Province, the Southern Peninsular Province and the Eastern and Northeastern Province. The geotechnical and aesthetic characteristics of the stones, and their response to weathering are discussed.

Heritage planning in Europe, through the Valletta and Florence Conventions, constitutes a framework for cooperation whereby the public is encouraged to take an active part - an ongoing cultural practice that includes society. Within this paper, I focus on participatory practice as a reflective process of problem-solving in heritage via individuals working together as a community of practice and crowd-based approaches. The recent development of the Environment and Planning Act (Omgevingswet) in the Netherlands, which will legally frame the way municipalities and citizens interact with their environment, is used as a case study to show context-dependent risks associated with the democratic dialogue in heritage planning. Participatory planning is impossible without democratic participation, and there is a risk that the Omgevingswet will merely pay lip service to participatory practice. I analyse engagement with technology and the new law that is not yet operational - with its influence on citizen participation yet to form - that could either have negative consequences or potentially enhance the participatory governance process in the Dutch heritage sector. In conclusion, the medium (Omgevingswet online platform) is the message (integration of sustainable Dutch landscapes in national and regional environmental visions) for online participatory practice in a networked information economy.

Purpose – This paper aims to propose an alternative strategy for preparing, recovering and conserving cultural built heritage (CBH) in the context of natural disasters. It presents the idea that disaster preparedness is integral to CBH protection and conservation. Design/methodology/approach – Building upon a review of existing scholarship on CBH, resilience and disaster management, a conceptual model is proposed to assist key stakeholders preparing for the recovery of CBH after natural disasters. It is argued that the protection and recovery of CBH in the wake of natural disasters require a holistic approach and that the theoretical framework of resilience thinking can support such an approach. Findings – The paper discusses how the process of adaptive cycles has a role to play in the development of a holistic understanding of the conservation process. It proposes an adaptive cycle model that is supported by four critical factors: reordering, conserving, shifting and transforming. Originality/value – Through exploration of systems thinking and resilience theory, the research presented in this paper explores a new approach to the conceptualisation of CBH. The paper presents the first stage of a research project that aims to develop strategies that can support the protection and recovery of CBH in the wake of natural disasters. The proposed model represents a holistic approach for reconceptualising CBH and may, as such, have potential implications that extend from the field of post-disaster recovery into the domain of CBH conservation and protection.
