The Executive Committee of the International Pediatric Association (IPA) has established an "Ihsan Dogramaci" IPA Medal and Prize, to be awarded triennially during the IPA International Congresses. This will consist of a medal and a US $10 000 prize. The award will be made to someone who has made a significant contribution to pediatric education at the national or international level. A selection committee will screen the candidates and make a proposal to the IPA Executive Committee for a final decision. The article examines the activities of the European Committee for the Prevention of Torture, Inhuman or Degrading Treatment or Punishment to protect the rights of persons deprived of their liberty. An analysis of the Committee's reports on the results of visits to Ukraine was made. Standards for the prevention of torture or inhuman or degrading treatment or punishment, as well as their reflection in national criminal law enforcement and enforcement, have been identified. Thus, the role of the European Committee for the Prevention of Torture, Inhuman or Degrading Treatment or Punishment in the protection of the rights of persons deprived of their liberty and the impact of its recommendations on amendments to the criminal executive legislation of Ukraine have been identified. The Committee's activities are aimed at strengthening the protection of persons deprived of their liberty against torture or inhuman or degrading treatment or punishment. Based on the principle of cooperation and obligations under the Convention, the state is gradually introducing changes to national legislation in order to bring them into line with international standards. In general, there are positive changes and improvements in the conditions of detention of convicts.

During the National Sports Week XVIII held in September 2012, wrestling athletes from WestJava Province could not meet the expected performance; since they got only one gold and twobronze medals. The athletes performance usually affected by three factors; physicalcondition, technique, and mental condition. To achieve the best result, the gold medal, athletesshould have good predominant physical condition indicators, such as muscle strength,endurance, power, and flexibility. The purpose of this study is to know the physical conditionof West Javas wrestling athletes in the National Sports Week XVIII. The method used wascross-sectional descriptive study using secondary data obtained from Sports MedicineDepartment of National Sports Committee of Indonesia in Bandung. The data are chosen frompredominant physical condition indicator explained before, along with cardio-respiratoryendurance. After that, we compared the data we obtained with National Sports Committee ofIndonesias standards and categorized it specific type; less, enough, good, very good, andperfect. Male and female athletes had different category system. After analyzed, we found thatseveral predominant physical components of wrestling athletes of West Java Province inNational Sports Week XVIII had not met the requirement for good and perfect category andneeded to be improved. This study aims to know the physical condition of West Javas wrestling athletes in the National Sports Week XVIII. The data consisted of various predominant physical components, which were muscle strength, endurance, power, and flexibility, as well as cardiorespiratory endurance. The data was compared to National Sports Committee of Indonesias standards and categorized into less, enough, good, very good, and perfect. Male athletes had several components which were categorized as less and enough; those are abdominal muscle endurance, arm and shoulder muscle endurance, and cardiorespiratory endurance; Whereas, female athletes were less and enough in abdominal muscle endurance, limb muscles strength, limb muscles power, and cardiorespiratory endurance. Several predominant physical components of wrestling athletes of West Java Province in National Sports Week XVIII had not met the requirement for good and perfect category and needed to be improved. Generally, athletes will be able to get a gold medal if their predominant physical component achieves the good and perfect category.

This paper addresses the issue of developing a widely accepted Olympics ranking scheme based upon the Olympic Game medal table published by the International Olympic Committee, since the existing lexicographic ranking and sum ranking systems are both criticized as biases. More specifically, the lexicographic ranking system is deemed as overvaluing gold medals, while the sum ranking system fails to reveal the real value of gold medals and fails to discriminate National Olympic Committees that won equal number of medals. To start, we employ a sophisticated mathematical method based upon the incenter of a convex cone to aggregate the lexicographic ranking system. Then, we consider the fact that the preferences between the lexicographic and the sum ranking systems may not be consistent across National Olympic Committees and develop a well-designed mathematical transformation to obtain interval assessment results under typical preference. The formulation of intervals is inspired by the observation that it is extremely difficult to achieve a group consensus on the exact value of weights with respect to each ranking system, since different weight elicitation methods may produce different weight schemes. Finally, regarding the derived decision making problem involving interval-valued data, this paper utilizes the Stochastic Multicriteria Acceptability Analysis to obtain a comprehensive ranking of all National Olympic Committees. Instead of determining precise weights, this work probes the weight space to guarantee each alternative getting the most preferred one. The proposed method is illustrated by presenting a new ranking of 12 National Olympic Committees participating in the London 2012 Summer Olympic Games.

The purpose of this study is to explain and describe the Strategy of the Indonesian National Sports Committee in improving the achievements of athletes in Central Kalimantan province. The type of research used in this study is descriptive with qualitative research methods. Sources of data in this study are primary data, namely the Deputy General Chair of KONI, Deputy Secretary of KONI, Division of Organization and Management, KONI staff, Athletes and Coaches. While secondary data comes from official documents related to this research such as sports medal data acquisition, and data collection techniques using interviews, observation, and documentation. The focus of his research is to get a clear picture of the Strategy of the Indonesian National Sports Committee in improving Athlete Achievements in Central Kalimantan Province. The results of this study are that the KONI Strategy in improving the achievements of athletes in Central Kalimantan Province is already good, because of the five Performance indicators there are three indicators that have gone well, Responsiveness, Responsibility, Accountability while the two indicators have not gone well are Productivity and Quality of Service

Agreement of Democratic Parties in the Years 1948-1950 – an Attempt to Consolidate the Milieu of Polish Political Immigration After his arrival to London in 1947, Stanisław Mikołajczyk undertook endeavors to form a national committee, which would be a projection of the World War II quadruple agreement, which brought together Polish Peasant Party (Polskie Stronnictwo Ludowe), Polish Socialist Party (Polska Partia Socjalistyczna), Labor Party (Stronnictwo Pracy) and National Party (Stronnictwo Narodowe). The creation of the Agreement of Democratic Parties was to be the initial step towards the future cooperation and functioning. Yet the National Party was not interested in such cooperation and the Agreement turned out to be a weak entity, unable to conduct active policy among Polish emigration. Differences between parties proved to be too big a barrier, among others regarding the question of the legality of Polish government in exile. The final blow to Mikołajczyk’s concept was the creation of Political Council by National Party, Polish Socialist Party and the Polish Liberty Movement “Independence and Democracy” (Polski Ruch Wolnościowy „Niepodległość i Demokracja”).

Present at the creation of American Studies, Daniel Aaron belongs on the short list of the academy's most learned and admired custodians of the nation's culture, for which President Obama awarded him the National Humanities Medal in 2011. That would have been close to seven decades after the inauguration of Aaron's teaching career. A president of the American Studies Association (ASA), he held the rank of Victor S. Thomas Professor of English and American Literature at Harvard, where his service included chairing its Committee on American Civilization. The lengthy span of Aaron's life in the profession, punctuated by many other honors (including the ASA's Bode-Pearson Prize), has few, if any, counterparts in duration and distinction. Such was the arc of his career and concerns that, as this necrology is intended to suggest, the field of American Studies will not see his like again.

The disertation is focused on development and importance of the Czechoslovak desk of the Radio Free Europe in period between 1950 and 1994. This broadcasting have gained in time of strong censorship significant and till now unresearched importance. In February 1948 the Communist party took power in the Czechoslovakia. After that Czech and Slovak democratic politicians had left country to the West. They wanted to break the isolation of people living behind the Iron Curtain and promote restoration of democracy in their homeland. In 1949 was in the USA established the National Committee for Free Europe as fomally independent citizens association. As its most known activity had became the Radio Free Europe (RFE). This radio station had became an important tool for political strugle between two blocks in time of the Cold War. The basic qestion is what real position RFE broadcasting have reached in this struggle. The estabilishing of foreign broadcasting to the Czechoslovakia was very difficult task. RFE started its activity as exiles platform for purpose of liberation the Czechoslovakia from rule of the Communistic Party regime. Chapter 5 looks at NCNW’s post-World War II activism as they strengthen coalitions with women around the world to address issues that were plaguing their communities. NCNW worked closely with Howard University scholars including Margaret Wormly, Dorothy Porter Wesley, and Merze Tate with the creation of the International Relations committee, to gain insight on issues that would become a part of the organization's global agenda. Located in the heart of the segregated city of Washington, DC, the NCNW headquarters became a safe haven for international travelers of color, where they could have open discussions and cultural exchange. As the organization expanded its presence on the international front, members traveled to Trinidad to join women from Jamaica, Barbados, and British Guiana to gain greater insight on the issues faced by women in these respective areas, while taking part in workshops and conversations. In the years following the war, Bethune continued to work to solidify her position as an international leader as she traveled to Haiti in 1949 and became a recipient of the Haitian Medal of Honor and Merit. For years to come she would continue to reflect on the moment of recognition and her time spent in Haiti.

Abstract In the first month of the Civil War, a group of New York businessmen offered a prize of five hundred dollars for the best new national hymn “adapted to the existing condition of the country.” After the fall of Fort Sumter, members of the Committee for a National Hymn explained, “indignation flashed through the astonished land; and the loyal citizens of the Republic rose as one man to avenge the wrong and defend the national existence.” They observed that public places were crowded with people eager to discuss the war and its implications and that a resurgent patriotism “struck at once its roots to the very centre of the nation’s being, and in a single night blossomed into fruitfulness.” There was one problem, however: “A national hymn was lacking.”1 Existing American patriotic songs (including “America”) were mostly set to borrowed British melodies and rooted in past conflicts. Without a distinctive national song geared to the crisis at hand, the businessmen believed, loyal Americans were unable to express fully either their patriotism or the deeper issues involved in the struggle. Despite the ridicule of the Musical World and Music Review, whose editors insisted that great songs could not be composed on demand, the contest received over twelve hundred entries. Most “were consigned to the great rubbish bin (or clothes-basket) after reading the first three lines,” selection committee member George Templeton Strong recounted. “A few were put aside as meritorious and worth looking at, and a few others were brilliantly absurd and therefore worth saving.” The submissions were winnowed to thirty songs; all were ultimately rejected.

Chapter 4 shows how many Federation internationale de gymnastique (FIG) decisions that shaped gymnastics were made due to International Olympic Committee (IOC) pressure. The FIG created gymnastics’ rulebook, the Code of Points, in an attempt to rationalize judging. The IOC nonetheless accused gymnastics of being an artificial team sport with an unfairly medal distribution and a suspicious number of ex aequo ties. Despite the FIG’s efforts, score fixing continued, ultimately leading the FIG to abandon the perfect-10 system and create a new post-10 code. However, this was not the only form of cheating. Age falsification and, to a lesser extent, doping also threatened gymnastics’ credibility. This chapter argues that while international judges and officials collaborated to break the rules, the FIG cooperated with the IOC to maintain gymnastics in the Olympic movement. It shows that very early on in the sport’s history, coaches and officials prioritized their own and their national interests, ahead of gymnasts’.

Women’s efforts to support the war generally received guidance from the Kentucky Division of the Women’s Committee of the Council of National Defense, headed by Louisvillian Sallie White Bruce. Bruce encouraged the establishment of women’s committees in the counties. The Kentucky Division collaborated with women’s clubs and the Kentucky Council of Defense, supporting activities such as the Red Cross and Liberty Bond campaigns. It also pursued its own initiatives, including child health, schooling, and recreation. Children were expected to support the war too, primarily by growing school gardens and encouraging the purchase of War Savings Stamps.

Paul revere, the american revolutionary, remembered his midnight ride of April 18, 1775, in these words: “I agreed with a Colonel Conant and some other gentlemen, that if the British went out by water, we should shew two lanthornes in the North Church steeple, and if by land, one, as a signal, for we were apprehensive it would be difficult to cross the Charles River, or git over Boston neck.” Eighteen years later, on July 12, 1793, Claude Chappe presented his semaphore telegraph to the Committee of Public Instruction of the French National Convention. At Saint-Fargeau, near Paris, Deputy Pierre Daunou sent a message to Deputy Joseph Lakanal at Saint-Martin-du-Tertre, thirty-five kilometers away: “Daunou has arrived here. He announces that the National Convention has just authorized its committee of general security to affix the seals to the papers of the representatives of the people.” Nine minutes later, Lakanal replied: “The inhabitants of this beautiful country are worthy of liberty because of their love for it and their respect for the National Convention and its laws.” Between these two dates there occurred a revolution in communication. Revere used a simple, prearranged, onetime signal containing only three potential messages: “by land,” “by sea,” or “no news.” Chappe could communicate any message, in either direction, faster than a galloping horse. This was only one of several great changes in communication that occurred in the late eighteenth and early nineteenth centuries under the pressure of revolution and war. Humans are gifted, both naturally and culturally, at communicating face-to-face. Long-distance communications, however, require elaborate systems to convey information to its destination in a timely manner. Over­coming distances is but one of the functions of communication systems. We must also draw a distinction between the transmission of information from one person to another, for example, by speech, letter, telephone, telegram, or e-mail, and the dissemination of information from one point to many, by such means as newspapers, books, pamphlets, flyers, and posters, or by radio and television broadcasts and the World Wide Web.

Twenty years ago, if someone had suggested that nutrition news would regularly make the “A” section of major newspapers—and often the front page—I probably would have laughed. Sure, through the years, the occasional nutrition or weight-related story has made it to the front page. In 1998, a committee convened by the National Heart, Lung, and Blood Institute changed the definition of “overweight.” Twenty-nine million Americans went to sleep thinking they were fine and woke up to learn that the government now said they needed to shed 6 to 12 pounds to be at a healthy weight. That story, which I covered for the Washington Post, made it not to just to the front page but above the fold. The straight news story began this way: . . . The federal government plans to change its definition of what is a healthy weight, a controversial move that would classify millions more Americans as being overweight. . . . . . . Under the new guidelines, an estimated 29 million Americans now considered normal weight will be redefined as overweight and advised to do everything they can to prevent further weight gain. Those who are already experiencing health effects, such as high blood pressure, elevated cholesterol or diabetes, will be encouraged to lose small amounts of weight—about six to 12 pounds—to bring them back to safer weight levels. . . . But in a follow-up piece that I did for the Health section, I had a little more fun with the off-the-news lead and wrote this: . . . What do Olympic gold medal skier Picabo Street and Baltimore Orioles third baseman Cal Ripken Jr. have in common? . . . . . . According to new federal guidelines, they are both overweight. . . . . . . So what should they and the millions of other adults suddenly classified as overweight do about their extra pounds? Athletes like Street and Ripken may be special cases, but what about the rest of us? . . . In this follow-up story, I was able to offer a more in-depth explanation of the body mass index—a screening measure for determining a healthy weight that has replaced the old Metropolitan Life Insurance height and weight charts, which used body frame size, height, and gender to offer healthy body weight.
