The corporate strategic planning of businesses in sub-Saharan Africa (SSA) largely focuses on immediate financial performance with minimal credence to social sustainability. Thus, studies on the linkage between corporate governance (CG) and sustainability reporting have focused on developed economies. This study therefore investigated the role of institutional ownership in the impact of board committee characteristics on social sustainability reporting. This study involved strongly balanced panel data with 1969 observations of 275 publicly listed non-financial firms in SSA within the timeframe of 2012 to 2021. Data were analyzed using STATA 14.1. The hypotheses were tested using the two-step system of the generalized method of moment (GMM) using the Arellano–Bond dynamic panel data estimation method. The rate of social sustainability reporting was 39.4%. Relatively, Mauritian and South African firms had the most effective board committee characteristics and higher levels of social sustainability reporting. Although institutional ownership had no significant effect on social sustainability reporting, it moderated the effect of sustainability committee independence and sustainability committee gender diversity on social sustainability reporting. This paper presents a new perspective on the corporate governance and social sustainability literature by examining the effect of institutional ownership on board committee characteristics and social sustainability reporting in SSA. In terms of policy implication, there is the need for mandatory regulatory and legal CG framework that is regularly updated at national and regional levels in SSA to motivate listed firms to establish sustainability committees with efficient characteristics to promote social sustainability reporting.

Abstract This article seeks to explain the rise of pro-gender norms and feminist strategies in foreign policy, which are increasingly salient in global politics. How can this trend be theorized? In what ways is this development resisted and contested by other states and international actors? To what extent can we trace continuity and change in regard to gender and foreign policy? To address these major research questions and to spur cross-national comparative studies, this article advances a theoretical framework on gendering foreign policy. It draws on two strands of research, which rarely engage with one another: international feminist theory (IFT) and foreign policy analysis (FPA). We identify three ways in which comparative analysis of gender in foreign policy can be advanced: first, by highlighting the variations of pro-gender norms and enhancing the analytical assessment of cross-national trends; second, by generating a more robust explanation of the rise, embeddedness, and continuity of, as well as resistance to, pro-gender norms in foreign policy in similar and diverse contexts; and third, by examining both continuity and change in pro-gender norms in order to reveal the contestation around gender, which is at the heart of foreign policy.

Worldwide, UNESCO provides a global and authorized set of protocols for the conservation of heritage. The organization has long framed the discourse and practice of cultural heritage management. At the Hangzhou International Congress in 2013, UNESCO declared culture as key to development, thereby confirming the role of culture and cultural heritage in sustainable development. In this article, attention is given to emerging sensory ecofeminism and its links to heritage and tourism in Mauritius, specifically in “unauthorized” heritage management locales and hotel settings. The research problem engaged in this study is that globally, heritage conservation is perceived as being of primary interest to UNESCO, the prerogative of authorized professionals and nominated heritage sites. The goal of the research is to understand the manifestation of cultural heritage and its management in coastal locales and how coastal sites and “unauthorized” heritage managers, hitherto not included in national heritage discourse and practice, may advance inclusive heritage management. Using the anthropological research methods of semi-structured interviews and participant observation to produce ethnographic data in 2022, this study finds that a selection of luxury hotels in Mauritius advances a gender-influenced and ecofeminist discourse that supports heritage, tourism, and sustainability in Mauritius. The conclusion of this study is that “unauthorized” heritage management processes and practices in luxury hotels and tourism establishments can be gender and community inclusive, sensitive to various social hierarchies, and required to achieve environmental sustainability. It is recommended that national heritage institutions and practitioners give more attention to the diverse, often unexpected locales for heritage conservation and inclusion.

AbstractThis article analyses the Mauritian regulatory framework on genetically modified organisms (GMOs) and highlights its shortcomings, with the aim of improving the regulation of the approval and monitoring of the use of GMOs in Mauritius. It examines key issues regarding the application for a GMO permit, risk assessment requirements, identification and labelling obligations, post-market monitoring, and liability and redress in the case of damages. There is a need for greater public participation in decision-making on the approval of GMO permits and the monitoring stage procedure, specific civil liability provisions for damage as well as regulation of the coexistence of genetically modified (GM) and non-GM crops in the Mauritian biosafety framework. Pending the proclamation of the entire Mauritian GMO Act 2004, relevant transitional provisions should also be provided. Beyond legal provisions on biosafety, a national policy on GM products and GMO-related activities should be elaborated.

The integrated regional energy policy and planning (IREPP) framework was devised to evaluate the feasibility of energy policies in meeting declared national targets. While the framework advances the comprehensiveness of the feasibility assessment by bringing in concepts like environment economic equity, the muted way in which institutional factors and capacity are addressed remains weak and ineffective. Here, we corrected this weakness by presenting an IREPP framework that is enhanced by integrating principles of the institutional assessment and design (IAD) framework. The IAD framework emphasizes the careful consideration of contextual factors, it draws attention to the full range of transaction costs, and does not presume a priori that one type of institutional arrangement. This IREPP-IAD framework was used to evaluate the feasibility of energy policies in three different island jurisdictions—Taiwan, Mauritius, and Trinidad and Tobago. With ambitious national targets, these islands are good testing grounds for this updated approach. Through qualitative comparative case study analysis, several institutional factors were found to play an influence if national energy policies are likely to meet set targets. These factors included: government/policy decision makers and the decision/policymaking environment; governance structure and commitment for energy policy; existing policy instruments and tools that are in play and those planned; polycentricity; stakeholder participation and community building; market dynamics; information transparency; pilot programs and technology innovations/research; compliance or responsibilities under the Paris Accord; grid connectivity and monitoring of the policy implementation progress. This study contributes in two ways. First, by providing a more robust framework for assessing institutional arrangements that moderate how energy policies are implemented and second, providing insightful assessments of the energy policies in three island jurisdictions, thereby increasing our understanding of island energy policymaking and implementation in these understudied geographies.

Information and Communication Technologies (ICT) is increasingly being used to support the process of academic teaching in the higher education sector. However, it is imperative to understand the causes for minimal utilisation of ICT tools by female academic teaching staff in their teaching process, resulting in gender inequity in technology. The research examined the correlation between ICT integration in the teaching process by female academic teaching staff in the higher education sector in Mauritius and the factors that could improve such integration in line. Futures thinking methodology was used for this study to address policy, strategies and actions to support appropriate futures. It comprised an evaluation of the sources and causes of change to map a probable future and a preferable future. The future thinking methods included signalling, horizon scanning, future wheel analysis, alternate futures framework and determining scenarios. As a result of the research, recommendations were made to assist policy makers and decision makers to develop evidence based policies to address gender inequity in the use of technology in higher education.

Integrating the behavioral and institutional approaches to comparative politics will provide a more comprehensive theoretical framework for understanding why differences in political engagement among men and women vary cross-nationally and cross-temporally. This essay advances the argument that gender-related policies and institutions are not only outcomes in the political process, but also exert powerful influence over citizens' interests, values, and perceptions of politics. This policy feedback loop has implications for a wide array of political attitudes and activities—from political interest to running for elected office. Specifically, the adoption and expansion of national policies on issues such as equal wages, childcare provision, paid maternity leave, and violence against women carry important messages to the electorate: Issues that disproportionately affect women, long considered private, have become important national policy choices.

This research offers a comparative perspective on knowledge management in universities in two countries whose university sectors are at different stages of their development, South Africa and Mauritius.Design/methodology/approachSemi-structured interviews were conducted with expert informants from 10 high-ranking universities in Mauritius and South Africa, who held senior roles in research and its management within their respective universitiesFindingsBoth enablers and barriers (eandb) were evident in relation to: strategies and policies, organizational structures, rewards and incentives, culture, technology, leadership, human resources, resources and funding, and university-industry linkages, although the significance of these eandbs varied between the three knowledge processes, knowledge creation, knowledge sharing and knowledge transfer. Overall, Mauritius, with a less developed university sector, faced more challenges in respect of knowledge management than did South Africa.Originality/valueThis study's theoretical contribution is a holistic framework for enabling KM in universities on the basis of a mapping between KM eandb's and KM processes. This comparative country level study, embracing a number of universities, offers insights into national policy, and cultural expectations that influence the extent and nature of barriers and enablers to effective KM. The insights offered by this study will be valuable for Mauritius and South Africa, and also for universities in other countries.

From a documentary methodology close to legal hermeneutics, the article examines the problems of gender inequality; in particular, the study focuses on the problems of gender inequality in the Ukrainian National Police. The concepts and main stages of formation and development of gender policy in Ukraine are analyzed. The factors contributing to the emergence of gender inequality in the Ukrainian National Police have been studied. These include, firstly, the unequal position of women and men in society due to gender stereotypes. The article analyzes the components, characteristics, and functions of the mechanism for ensuring gender equality in the Ukrainian National Police. Particular attention is paid to the legal basis for ensuring gender equality in the activities of the Ukrainian National Police. To this end, the normative framework aimed at ensuring gender equality in the Ukrainian National Police was analyzed. It is concluded that, despite significant changes in the content of the laws to establish the principle of gender equality, there is still a long way to go to achieve effective equality.

The consequences of gender-based violence in academic cultures are severe for individuals, the study and work climate, and for the quality of research and education. EU and national policy frameworks are developed since long, guiding academic institutions work on ending violence and abuse in the European Research Area (ERA). In this article, a critique and solution to specific dilemmas and contestations immanent in transforming ERA wide policy development into effective actions on the institutional level are presented. The analysis and policy input builds on extensive knowledge from long-term gender mainstreaming programs in national contexts, thorough experience from working amidst a research political landscape with conflicting academic, political, and bureaucratic paradigms, and research-based knowledge on policy development on gender-based violence. A core contribution from the article is the development of a generic, intermediating, and systemic institutional framework for implementation, acknowledging both the ERA policy developments and the day-to-day challenges on the institutional level, from the viewpoint of succeeding in ending gender-based violence in all ERA institutions. Also, a model for monitoring and evaluation of progress on the institutional level is proposed, accompanied by assessment criteria and a set of well-defined indicators. The proposed institutional framework can serve as an important step forward, in a collaborative effort among ERA stakeholders, and serve as inspiration for global academic institutions and national contexts to foster progress on the endemic of gender-based violence permeating academic communities.

Across the globe the concept of gender mainstreaming is indicative of substantive transformations, and healthcare is a particularly important policy arena. Yet existing research reveals only modest success in the implementation of gender policies in national healthcare systems, despite the availability of complex tools and guidelines. This article introduces an approach that links gender mainstreaming with approaches into policy transfer as dynamic processes of translation involving active players. In a scoping exercise the authors select England and Germany as case studies and draw on document analysis, other secondary sources and additional expert information. The analysis reveals varieties of translation of gender mainstreaming into national healthcare systems – even within the legal framework of the European Union – and the crucial relevance of feminist actors. The study raises more general questions on the nature of international policy-making in relation to national and local healthcare institutions and policy entrepreneurs.

The investigation showd that many people today have comprehended the notion that requirement of education is the need of the hour, yet at the same time there are various places especially villages where children are not sent to schools or don’t reach to college level. If the focus is not put on education, there can arise numerous issues. Findings of the study depict that lack of education may because cause to many consequences including; gender differentiation, lack of skilled labor, and lack of productivity and alike. Then comes poverty, and child labor, unemployment, crime rates gets increased. Many studies have been carried out but the novelty of this study is that it focused on college and secondary level eduation. As College or Secondary level education is the most important stage of students’ lives where a lot of focus should be given, as it is the stage where students decide and get prepared for the fields and career they want to opt. It is rightly said and universally acknowledged that at this stage the future of the student can be either churn out or even if ignored, can be ruined. In recent years, Indonesia has faced a rising rate of women's participation in terrorism. The Presidential Decree No. 7 of 2021concerning the National Action Plan for the Prevention and Countering of Violent Extremism that Leads to Terrorism 2020-2024 mentioned ‘gender mainstreaming’ to counter terrorism without elaborating how this gender-based approach was to be conceptualized in executing policy and regulatory framework. Therefore, this study analyzes the policies of European states. The objective of this study is to learn from the practice of European states to see how a gender-based approach could be further conceptualized under Indonesia’s counter-terrorism policy and regulatory framework. This article was based on normative research, employing both primary and secondary data. Furthermore, the discussion was based on three approaches: statutory, comparative, and conceptual approaches. The result of the study shows that a gender-based approach requires the Indonesian policy and regulatory framework to treat counter-terrorism as a cross-cutting issue between gender and the fulfillment of human rights.

In National Legal Services Authority (NALSA) v. Union of India, the Supreme Court of India legally recognized the existence of a 'third gender' identity to protect and promote self-determination for persons identifying as 'transgender'. Although the judgment might seem as a breakthrough for the transgender rights movement, I believe that it has glaring contradictions with regards to the socio-political environment where the 'third gender' is situated. The main argument of my paper is to critique such contradictions in the existing policy approach and suggest an inclusive and self-determinative policy framework for persons identifying as transgender. To substantiate, the first chapter of the paper lays the theoretical background by dismantling the heteronormative binary of gender identity and personhood and thereby securing socio-political legitimacy for transgender identities in gender discourse. The following chapter places transgender persons in light of the dismantled gender binary by examining the political viability of a 'third gender' as a framework for legally recognizing an umbrella serial collective of various transgender identities. The succeeding chapter contextualizes the proposed 'third gender' framework by critiquing the existing legislative and judicial policy strategies in India through the lens of coalitional self-determination. In conclusion, I juxtapose Indian policy models with international jurisprudence and sociological studies to arrive at an inclusive and malleable 'third gender' framework for safeguarding the rights and interests of transgender persons.

This proposal aims to explore gender equality measures in the academic context, which is undergoing changes such as the recent introduction of the Gender Equality Plan requirement and the broadening of equality, diversity and inclusion topics, both in research and in the actions practically proposed. Assuming that gender is continuously made and 'unmade' through gender policies (Acker, 1990), the key question is what kind of gender narrative is proposed by these measures, often attributed to the framework of gender mainstreaming (O'Hagan and Klatzer, 2018). This paper aims to discuss and problematise this assumption from a theoretical and critical perspective, with the use of the methodology known as Critical Frame Analysis that originates in the field of public policy (Bacchi and Eveline, 2010). The use of Critical Frame Analysis applied to the main policy documents on gender measures and objectives at the Italian national level leads to a theoretical proposal on the reclassification of academic gender frameworks.

Ghana is aware of women farmers’ climate adaptation challenges in meeting the country’s food security needs and has strong intentions to support these women, but is stymied by economic limitations, poor organization in governance, persistent social gender biases, and either little or counter-productive support from international policy makers and advisory bodies. Focal issues are the global impacts of climate change on agriculture, Africa’s growing hunger crisis, and women’s contribution to food production in Ghana. Of special importance are the issues of gender-inclusiveness and gender-sensitivity of Ghana’s climate and climate-related policies, including its integration of United Nations Framework Convention on Climate Change policy, as well as the influence of international economic policy on Ghana’s gender development. Because women farmers provide the majority of the country’s national food-basket, Ghana (as well as other African counries) should focus on building women subsistence farmers’ adaptation needs to avert mass starvation. People should understand that starvation in Africa is not a future event but is already underway.

The article reveals the concept of gender policy. The state gender policy is based on a legal framework consisting of international and national laws on the protection of the rights of women and men. While the laws of the Soviet Union, and then the independent Kyrgyz Republic, did not allow direct discrimination, women's rights were violated in society, primarily in the context of family, economic, and labor relations. In order to decide how to achieve equal rights for men and women in all economic opportunities, it is necessary to determine the nature and conditions of the system of equal rights in society, excluding all forms of discrimination of social, cultural, civil and political resources. On a conceptual level, the question of what is "equality" - "equality of opportunity" or "equality of results" - has been the subject of long and serious discussions. In this section, we look at how this category has translated into social, political, and cultural change.

Finally, implications on policy-making and networking at the international and national level will be analyzed and discussed, taking into account the specific ideological, political and socio-economic constraints.

In 2016, the United Nations (UN) launched the 17 Sustainable Development Goals (SDGs) as a framework for sustainable development and a sustainable future. However, the global challenge has been to engage, connect, and empower communities, particularly young people, to both understand and deliver the 17 SDGs. In this study, we show the benefit of a strategic planning-based experiential learning tool, the Young Persons’ Plan for the Planet (YPPP) Program, to improve the underlying competencies of Australian and Mauritian adolescents in increasing understanding and delivering the SDGs. The study was conducted with 300 middle to senior high school students, in 25 schools throughout Australia and Mauritius, over an 18-month period. The intervention included the development of research, strategic planning, management, STEM (Science Technology, Engineering, Maths) and global competency skills in the students, to enable them to build and deliver regional and national SDG plans. Research methods included pre- and post-intervention testing of the attitudes of these students to sustainable development outcomes and compared these attitudes to subsets of scientists and the Australian national population. Our results, from both qualitative and quantitative evidence, demonstrate significant improvements in these adolescents’ appreciation of, and attitudes towards, the SDGs and sustainable outcomes, across a range of key parameters. The results from the 76 students who attended the International Conference in Mauritius in December 2018 demonstrate significant improvements in mean levels of understanding, and attitudes of the students towards the SDGs awareness (+85%), understanding/engagement (+75%), motivation (+57%), and action orientation/empowerment (+66%). These changes were tested across a range of socio-demographic, geographic, and cultural parameters, with consistent results. These findings have significant implications for the challenge of sustainable education and achieving community engagement and action towards the SDGs in Australia and Mauritius, particularly for young people. As the intervention can be replicated and scaled, the findings also highlight the opportunity to extend both the research and this type of experiential learning intervention across both broader geographies and other generation and community segments.

The article highlights the importance of gender issues for the development of society as a whole and of the individual in particular. The definition of the concept of «gender education» is given and emphasis is placed on the process of socialization as a leading factor in the development of gender identity and progressive views on gender issues. Aim: The study examined the extent of gender integration in agricultural policies at the regional and national levels in Northern Ghana.
Methods: Three Metropolitan, Municipal and District Assemblies (MMDAs) were purposively sampled from the 16 MMDAs in the region. The interview method was used to obtain information from 24 purposively selected key informants of MoFA and gender focal persons in Accra, Tamale, Savelugu, Zabzugu. Ten selected agricultural policy documents that addressed gender integration in agricultural policies were reviewed and descriptive and content analysis of the documents were conducted. The study applied a framework developed by Gumuchio and Rueda (2015) to analyze the extent of gender mainstreaming in agricultural policies and programmes.
Results: The study found that most national-level agricultural policies and programmes on gender recognize the need for gender equality by specifying issues of concern, but fall short of highlighting the means of addressing the issues. It was also observed that most agricultural policies are moving from gender-blind policies to integrating gender in the objective or cross-cutting issues category, emphasizing an increasingly positive response in the extent of integrating gender in agricultural policies and programmes but with little or no budget provision to operationalize gender integration.
Conclusion: The study concludes that recent agricultural policies (2015 to 2023) are progressively shifting from gender-blind policies to integrating gender at different levels of policies and programmes. The predominance of women’s issues in gender policy documents coupled with a lack of clear gender indicators to little or no budget provision to operationalize gender integration in programs and projects.
Recommendation: The study recommends that gender mainstreaming should move beyond women to include men to ensure gender equity. Also, policies and programmes on gender-specific issues of concern should highlight the means of addressing such issues and also ensure that gender-specific policies are accompanied by resource allocations.

The problems of building and realizing the self-identity of men and women through the practice of gender awareness education are relevant to all countries and cultures to varying degrees. The article attempts to conduct a comparative analysis of gender policy in Russia and China at the present stage in two aspects: education in the field of equality of rights and opportunities of men and women; correction of gender stereotypes and biases. The specificity of the approach to solving gender problems correlates with the national-cultural, political, religious, and ethical characteristics of the Russian and Chinese peoples. In Russia, as in China, the norms and principles of interaction between men and women, as well as the equality of their rights and opportunities in social life, are formally recognized by society and legalized, that contributes to spread of egalitarian views and attitudes. However, the declarative nature of this recognition often manifests itself in the lives of citizens of both States. Nevertheless, the traditional gender stereotypes are being overcome in Russian and Chinese society (in each in its own way), the authorities are trying to expand the legislative framework on gender equality of men and women, attract administrative resources to improve the level of gender culture of the population, as well as develop and implement programs designed for women. The strategic direction of gender policy and gender awareness education remains the development of a systematic approach to the presence of a gender component in the understanding of social processes, to the integration of the achievements of both sexes in the organization of society.

The article examines the methodology of implementing gender policy, which is one of the main factors in achieving democracy. It is substantiated that the analysis of the world political practice and the regulatory framework of states showed that gender policy is perceived by the leadership of countries as an important direction of state activity, which is implemented with the aim of achieving a high political and legal status at the world level, striving to become a universally recognized democratic state. The national laws of Sweden, Denmark, Finland, Norway, the USA and Canada, signed international agreements and the creation of special state structures entrusted with the function of gender policy implementation were considered. It has been proven that women are still underrepresented in parliaments, governing bodies and political parties in the region, although gender issues have entered public discourse and debate. It was established that the interests of women are rarely taken into account and acted upon. It is substantiated that the populist and illiberal turn in European politics caused negative consequences for the gender agenda. Therefore, the study of political representation of women remains timely and relevant.

Introduction. The purpose of this work is to study the gender aspect of Vietnam’s public policy, to identify the real picture of women’s political participation in the public administration system of modern Vietnam. The methodological basis is an interdisciplinary approach that allowed us to consider the evolution of Vietnam’s gender policy, the peculiarities of gender stereotypes of Vietnamese culture, to analyze the documentary base, which included the decisions of the Communist Party of Vietnam on gender equality and the advancement of women (No. 178 / Decision-TTg), the scientific project “Women in public administration today – 2020”; statistical data of the Ministry of Internal Affairs of Vietnam, the National Action Plan for Sustainable Development for the period up to 2030 (No. 622 / QD-TTg). Analysis. The historical and religious causes of gender inequality in Vietnamese society, including the importance of gender stereotypes in the perception of female leaders by the public consciousness, are investigated. Based on statistical data, the ratio of men and women in the leadership pool of state power in Vietnam, as well as the reasons preventing an increase in the number of women in the leadership of state and political power, are considered. Results. The results obtained indicate the fundamental nature of the legal framework of Vietnam on gender equality, the active formation of various mechanisms for the implementation of the National Strategy for Gender Equality. However, it is noted that its implementation is still formal due to the incompleteness of the institutionalization of the legal framework on this issue, the presence of various forms of hidden discrimination, socio-psychological, religious attitudes, as well as gender stereotypes. The results of the analysis indicate the need to create a system of monitoring and control over the implementation of gender programs, more active use of international experience, integration into regional personnel policy plans, the task of increasing the female leadership. Abstract Despite decades of gender mainstreaming in the water sector, a wide gap between policy commitments and outcomes remains. This study aims at offering a fresh perspective on such policy gaps, by analysing how gendered discourses, institutions and professional culture contribute to policy gaps. We rely on a conceptual framework originally developed for analysing strategic change, which is used to analyse gender in the public water sector in Nepal. Our analysis relies on a review of national water policies and a series of semi-structured interviews with male and female water professionals from several public agencies. Our findings evidence how dominant discourses, formal rules and professional culture intersect to support and reproduce hegemonic masculine attitudes and practices of water professionals. Such attitudes and practices in turn favour a technocratic implementation of policy measures. We argue that gender equality policy initiatives in the water sector have overly focused on local level formal institutions and have not adequately considered the effects of masculine discourses, norms and culture to be effective in making progress towards gender equity. We conclude with policy recommendations.

The article considers gender aspects of social policy formation in Ukraine. It is determined that the European integration vector of development chosen by Ukraine requires observance of the principles of sustainable development and achievement of equality of women and men in all spheres of society. It was found that the perception of gender in society is not a stable category, but depends on cultural and social traditions, and may change with changing environments. Ukraine's steps over the past 5 years to implement the principle of gender equality are analyzed and it is established that Ukraine has a sufficiently developed regulatory framework, however, its practical implementation is still imperfect. The creation of gender profiles of regions has been studied and it has been found that they are a useful tool for developing strategies for the development of the region, in determining the priorities of social policy, monitoring and evaluation of activities, etc. It was found that gender mainstreaming in social policy-making will emphasize the special needs of women and men in need of state assistance, which will ensure more accurate policy formulation, efficient allocation of resources, targeted use of budget funds and gender-sensitive decision-making. Innovative approaches to gender mainstreaming in social policy-making at both national and regional levels are analyzed. It is established that gender audit will ensure gender parity of participants in the decision-making process, and gender analysis of decisions or policies in general is aimed at identifying problems and differentiating needs and interests, taking into account gender distribution. Their using in the process of formation and implementation of social policy will make it possible to prevent gender inequality and ensure the formation of gender-sensitive social policy.

The article examines if and how gender diversity and queer are present in the policies guiding Finnish art education and how these documents might influence praxis. The authors explore relations between policy and practice through a close study and analysis of the Finnish national core curriculum for basic education as it relates to the broader Finnish culture of power and politics. The authors approach the topic using epistemic injustice as the framework, and suggest that current international and national policy and guidelines that define human rights, gender equality, the rights of gender and sexual minorities, and education have created a broad and deeply seated normative, binary mindset that not only impairs the actualization of equity in education but also makes it a paradox. To unpack the suggested epistemic injustice, the authors contextualize their arguments through a critical study of policies and guidelines for human rights and Finnish compulsory education and frame this with particular theories, the capability approach and feminist and critical pedagogy.

Abstract This article discusses how policy innovation was developed for supporting gender equality in the environment and forestry development. The study focuses on how the design thinking-based policy innovation process is carried out and how social infrastructure for policy innovation is built to seek the transformation of understanding from gender-neutral to gender nature. The data were collected through focus group discussions, documentation studies, and in-depth interviews. The data were qualitatively analyzed with inductive thematic analysis method with Needs and Aspirations for a Design and Innovation process (NADI) framework and social infrastructure theory. The results show that policy innovations in environmental and forestry development based on design thinking were carried out through gender-responsive policy innovations that regulate forests to be sustainably managed for the welfare of women, men, and people with disabilities. Moreover, there were also innovative activities called GLEADS (Gender Leader Summit) and TEACH (Training for Eco-gender Activating Champions Hub) embodying National-regional Eco-forestry Hubs, which cooperated to develop innovations to improve gender equality. Multi-actor aspirations and situations in the innovation intervention process lead to a reframing of the innovation policy design process. This impacted the reframing of social infrastructure and changes in intervention treatment according to the management level.

For the past three decades, National Occupancy Standards (NOS) have been the default standard used by government and non-governmental housing organizations in Canada to assess housing suitability. However, there is growing concern that the prescriptive nature of these standards limits access to housing for those most in need, including women+ who have experienced gender-based violence and their families (Knowles et al., 2019). In this paper, we draw on Ginsberg and Miller-Cribbs’ (2005) framework for policy analysis that explores the feasibility, efficacy, quality, access, and ethics of NOS. This work also draws on a feminist ethics of care framework (Tronto, 1994) that places human relationships at its centre (Walker, 2007) and critically explores the extent to which government policies effectively care for its citizens (Sevenhuijsen et al., 2003). Together these frameworks help demonstrate the limitations of NOS, and the role they play as a barrier to housing. This has important implications, especially in light of Canada’s National Housing Strategy Act that recognizes the right to adequate housing as a “fundamental human right affirmed by international law” (National Housing Strategy Act, 2019). We conclude by outlining four recommendations for future policy, including the need to recognize NOS as guidelines, create new housing suitability policies that prioritize safety, create housing suitability policies with families, and reduce family poverty. This policy analysis provides an important reminder of the need to critically examine policies that shape social work practices and the colonial and neoliberal values that are often embedded in them. Through the examination of one of the most successful cases of a European Community (EC) law litigation strategy, this article develops a general framework for understanding when and how the EC legal system will be successfully used by domestic groups to challenge national policy. The authors show how the European legal system actually shifted the domestic balance of power in favor of equality actors, allowing a previously weak domestic group to influence the United Kingdom's gender equality policy at the height of Conservative Party rule. Expanding beyond the British case, the article develops a series of hypotheses about when the EC legal tool is likely to be used by groups to influence national policy, hypotheses that could account for cross-national variation in the impact of European Court of Justice jurisprudence on domestic policy in areas outside of equality policy.

In the years ahead, meeting the challenges of food security in a water scarce world will require drastic changes in the way water resources are managed. Accordingly, Ghana's water sector has seen tremendous changes over the years culminating in the 2007 National Water Policy. This paper evaluates the policy to highlight its strengths and weaknesses, to inform possible future review and guide new policy development in developing countries or troubleshoot existing policies. It draws on a framework based on three thematic areas distilled from global water policy development guidelines. Using a 3-point Likert scale, sub-thematic components are ranked and used to quantitatively compute the theme-specific scores (TSS) and the overall performance (OP) of the policy. Per the study findings, cross-cutting water policy issues including integrated water resources management, climate change adaptation and gender mainstreaming are more highlighted (TSS = 67%) than country-specific water management issues (TSS = 50%). Specifically, the policy neglects key national issues including protection of coastal regions from the onslaught of sea waves, and water resource protection against oil spills, and its institutional framework for implementation excludes key sector institutions. Generally, the policy addresses most pertinent issues in the water sector (OP = 64%) and areas for improvement are further discussed in the paper.

Historically, men, as a population group, have been conspicuous by their absence at a global and national health policy level. Moreover, most gender-focused health policy initiatives and gender-mainstreaming approaches to health have tended to be synonymous with women’s health. This places Ireland’s National Men’s Health Policy (NMHP) and recent external 5-year review in the collector’s item category within the wider health policy landscape.
This paper will review the impetus and background to men’s health policy development in Ireland against a backdrop of the invisibility of men more generally from health policy. Reflecting on the key milestones and challenges associated with transitioning from policy development to implementation, the paper will seek to inform a wider public health debate on the case for targeting men as a specific population group for the strategic planning of health. The case for a NMHP on the grounds of a gender inequity will also be explored in the context of contributing more broadly to gender equality. There will be a particular focus on exploring how strategies associated with governance and accountability, advocacy, research and evaluation, partnerships and capacity-building, have acted as a catalyst and framework for action in the rollout of a broad range of men’s health initiatives. With the central challenge being the translation of cross-departmental and inter-sectoral recommendations into sustainable actions, the role of NMHP in applying a gender lens to other policy areas will also be discussed.
Ireland’s NMHP has raised the visibility of men’s health in Ireland; the lessons learned during its implementation provide a strong rationale and blueprint for NMHP development elsewhere.

Purpose The purpose of this paper is to examine the changes in local childcare policy that have taken place between the years 2008 and 2016 in the city of Jyväskylä, Finland, and to study how the local gender contract for women is being reshaped via these transformations in local policy. Design/methodology/approach Case study was applied as a research strategy. Local and national level statistics were used to explore the use of childcare services. Documents regarding the decision-making and administration of childcare in the city were analysed to distinguish the local policy changes during the time period. These documents include city budgets and records from the two municipal boards that have held the administrative responsibility of local childcare policy. The analysis of the data was conducted by using document analysis and feminist content analysis as a methodological framework. Findings The results show that the overall development in local childcare policy has been towards cutbacks in childcare services and benefits, and towards the marketisation of childcare services. The city has also implemented new, locally specific childcare policies, which constitute a hybrid form of marketisation and neofamilism. Together these developments are creating a new local gender contract, which goes beyond the past previous traditional or modern models. This new local gender contract for women is defined as that of “entrepreneurial homemaker”. Originality/value This paper contributes to the research on local social policy by identifying the role of local childcare policy in reshaping the gender contract in a Nordic context. This paper advances the theorisation of the concept of gender contract by introducing the “entrepreneurial homemaker” model of gender contract.

Abstract The 2030 Agenda for Sustainable Development (Agenda 2030) encompasses social, economic, and environmental commitments within a single global framework. However, experts have been warning that the ambitious nature of Agenda 2030’s Sustainable Development Goals (SDG s) might be lost in indicator-driven implementation. This article examines the assumption that SDG indicators result in policy shrinking (offering a less ambitious framing) by exploring how the framing of Agenda 2030’s gender commitments shifts from SDG s to their indicators. Employing critical frame analysis, this article shows that SDG global indicators result in policy shrinking of gender-specific targets in terms of their 1) human rights framing 2) overall scope, and 3) inclusivity of target groups. This policy shrinking does not necessarily undermine Agenda 2030, but it does call for greater attention, especially by actors promoting gender equality, to national interpretations of specific SDG targets and the inclusivity of otherwise marginalized policy target groups.

Public policies in the field of gender equality start from the multisectoral nature of this area, which requires the integration of a gender perspective into public policies in all areas of social life. It is also the obligation of the state prescribed by the Constitution of Serbia to pursue a policy of equal opportunities and take measures in order to create an environment in which women and men equally decide on issues important for their position and the development of society. In this context, the new approach to public policies in which the development of society is projected and measures important for overcoming the gender gap and achieving gender equality are reflected through two indicators, which are listed in this paper. Starting from these premises, the new Law on Gender Equality and the National Strategy for Gender Equality link gender equality to development issues as a factor in encouraging the overall development of society, which includes sustainable development for all. These policy documents set the framework and opportunities for comprehensive gender mainstreaming in areas where this has been lacking so far.

The relevance of the study of the impact of living standards on the reproductive behavior of men and women is due to the complexity of the demographic situation at the national level, the inconsistency of the reproductive behavior of Russians, the need to develop predictive hypotheses of fertility, as well as identify institutional solutions that can be used to develop new measures in the framework of state programs to increase the birth rate in the Russian Federation. The empirical basis of the study is data from representative sample surveys: sample observations of the population’s reproductive plans, which were conducted by Rosstat in 2012 and 2017, as well as the results of the first wave of the all-Russian sociological study “Demographic well-being of Russiaˮ, conducted in late 2019 — early 2020 under the guidance of Doctor of Sociological Sciences, Professor T. K. Rostovskaya. The results of the study will be used in monitoring and implementing family policy measures at the micro- , meso- and macrolevels: forming the conceptual and legislative framework for family and demographic policy; evaluating the effectiveness of family and demographic policy.

This essay proposes a framework to analyze cross-national variation in women's legal rights. To explore the distinct logics of policy change, we disaggregate sex equality policies on two dimensions: 1) whether they improve the status of women as a group or alleviate gender-based class inequalities, and 2) whether or not they challenge the doctrine of organized religion and the codified tradition of major cultural groups. We show that policies promoting gender equality seek fundamental social change and therefore challenge historical patterns of state-society interaction concerning relations between the state and the market; the respective authority of the state, religion, and cultural groups; and the contours of citizenship. Different issues, however, challenge different aspects of these relations. What's more, the priorities, strategies, and effectiveness of advocates and opponents of change (including women's movements, left parties, international NGOs, and organized religion) are shaped by state capacity, policy legacies, international vulnerability, and the degree of democracy.

Using insights from the recent ILO Interdepartmental Project on Equality for Women in Employment, the article portrays gender inequality in the work situation as a complex issue requiring a number of interlinked strategies within a comprehensive proactive policy framework for its effective tackling. Interventions are required in: legal framework and enforcement; labour market, training and the general macro and micro-economic context; working conditions and reconciliation of work and family responsibilities; social security coverage; women's representation in decision-making; women's mobilization and participation in workers' and employers' organizations; and roles and concerted action by governments, employers, workers' organizations and other relevant bodies of civil society. Relevant statistical measurement instruments, concepts and up-to-date sex-disaggregated data are necessary for accurate assessment and monitoring. The creation of a supportive legislative framework, for example, involves reflecting gender equality in labour laws as well as in family and marriage, inheritance, contract, property ownership, national constitution and customary laws since the latter also influence women's economic situation and in some situations are even more important than the former.

Abstract In the Covid-19 context, researchers and policy makers have turned their attention to long-standing disparities in health equity, including by race, ethnicity, poverty, sexuality, and gender. Yet, scholarship to date does not conceptualize age as a critical aspect of difference requiring an equity lens. In this presentation, we utilize an Age Equity Framework to investigate ageism based on research findings from the 2018 National Health, Aging and Sexuality/Gender Study (NHAS): Aging with Pride. Investigating ageism, stigma, and bias, we found nearly half of LGBTQ older adults feel invisible and disrespected. After adjusting for background characteristics, experiences of ageism were associated with higher rates of stigma, lifetime victimization, discrimination, lower support and community engagement, and adverse outcomes (lower mental and physical health and quality of life). The rapidly growing older adult population highlights the pressing need to consider age inequities and the importance of achieving age equity across the life course.

The article is devoted to identifying the foreign positive experience of the Nordic countries in the construction of a social policy of gender equality. Based on the involvement of a wide regulatory framework in textual content analysis, which consolidates the mechanisms for ensuring the principle of gender equality, the author emphasizes the versatility and consistency in the development of strategies and policies and social practices for equal rights for men and women. The author emphasizes that, in particular, in Finland, the minimization and leveling of gender asymmetry is supported by the national quota system. This approach is aimed at comprehensively ensuring a gender-neutral configuration of social practices. Such a humanistic trajectory of the policy of gender equality finds consolidation at the level of special legislation. The publication found that guided by both imperative and dispositive principles in this group of countries, a whole system of anti-discrimination legislation was adopted and is being effectively implemented. Through the establishment of special public authorities in Norway, Finland, Iceland and Sweden, state guarantees of the principle of gender equality are fully ensured.

This study is aimed at the content analysis of three socioeconomic factors considered central to the sustainable development goals, namely education, poverty, and gender equality comparatively among provinces of Pakistan, keeping in view the framework of sustainable development. For this purpose, secondary data under the quantitative method was used to gather data from the archival of national and provincial level reports. Developing theories are used under the thematic framework. It can place a brick for sustainable development in education, poverty, and gender equality indicators. The least developed region, Balochistan, and its backwardness were mainly focused on. The ten years of official statistics reveal that Balochistan lags in all developmental indicators compared to other provinces. There is a high illiteracy rate, absolute poverty, and gender inequality in Balochistan. Hence, this research would be helpful in policy-making and academic work for the remote or underdeveloped areas of Pakistan.

Republic of Mauritius. Findings would encourage wider e-participation and e-inclusion into policy-making from all segments of the population.
Methodology: A stratified random sample of 310 users and non-users of e-government was used. Logistic regression was estimated. The non-significant Hosmer-Lemeshow test and the Nagelkerke R2 of 0.538 imply that the logit model is useful in predicting the e-government divide.
Main Findings: The classification table shows 81% correct classification. All Wald Chi-Square statistics are reported. This research reveals that marital status and gender do not predict the e-government divide. Age (p<0.01), education (p<0.001), middle income range (p<0.05), dwellership (p<0.01) and public sector employment (p<0.05) affect a citizen’s decision to adopt e-government. The massive investments in e-government initiatives cannot be justified as these have not catered for universal coverage. Young citizens are 20 times more likely than old citizens to adopt e-government.
Implications/Applications: The tendency to use e-government increases as more education is acquired. Rural dwellership almost triples the odds of e-government adoption although these citizens are less educated than their urban counterparts. Public sector employees are 3.6 times more likely to use government websites than the self-employed. Monthly income earners of Rs 20001 to Rs 35000 are 3.3 times more likely to use e-government services than those earning up to Rs 10000. This study is ground-breaking and challenges the belief that rural dwellers are marginalized and reinforces the importance of education within the theoretical framework of the e-government divide.

Active ageing is defined as the process of optimizing opportunities for health, participation and security in order to enhance quality of life as people age. The design of active ageing policies intersects with different overarching societal challenges, especially ageing populations, social rights and sustainability. However, there are no previous attempts to review active ageing policies in the light of these challenges and the international policy objectives and targets that are guiding the international community. The aim of this study is to systematically identify, review and analyse all national and regional policies on active ageing adopted in Italy, by applying a conceptual framework derived from main international policy initiatives in the three areas. The research was conducted in two stages. First, a case study analysis was carried out per each relevant national institution and regional government. Standardised interviews were combined with policy document search, selection and analysis. Second, we performed a policy analysis in the light of a conceptual framework adopted. This latter was composed by nine policy domains, selected and integrated from principles and objectives of three overarching international frameworks on ageing—i.e., the Regional Implementation Strategy (RIS) commitments of the Madrid International Plan of Action on Ageing (MIPAA), social rights—i.e., the European Pillar of Social Rights and sustainability—i.e., the Sustainable Development Goals (SDGs) of the Agenda 2030 for Sustainable Development. Results pointed out that out of the identified nine policy fields, the major intervention areas by Italian policy makers concerned labour market participation, life-long learning, social and economic inequalities, health and well-being. Less attention had been given to issues such as gender and equal opportunities and sustainable cities. This systematic policy review is a milestone for understanding how active ageing policies contribute to address major societal challenges and what domains need further policy development.

ABSTRACT The COVID-19 pandemic has highlighted the urgent need to reduce social, economic, political, and environmental inequalities that undermine commitments to human rights and the UN Sustainable Development Goals. The crisis has created opportunities to create more equitable, inclusive, and sustainable models of economic development that are linked to social and environmental factors. This introduction to the Special Issue on Health, Human Capital, and Gender Issues in Africa, provides a multidisciplinary review of the literature. It establishes a global, regional, and national framework to understand and interpret the three themes and the articles that were submitted. It shares the many development challenges in Africa, prior to and since the COVID-19 pandemic, but also highlights the many innovations, policy initiatives, and perspectives of African countries and African institutions, as well as multilateral and other development partners. Authors of the eight articles have provided valuable insights into the multidimensional challenges facing several African countries using diverse methodologies. Their research and recommendations serve as a guide to policy makers, researchers, and development practitioners in various disciplines and sectors, to find policy solutions that are rights-based, gender-sensitive, equitable, and sustainable.

Political, economic and cultural factors of development have become a powerful catalyst for the women’s movement on the African continent, which has intensified in the last decades. One of the African women’s gains was the right to participate in various socio-political organizations that significantly influence the internal policies of governments. Among the international organizations focusing on gender equality and human rights issues is UN Women, which celebrated its 10th anniversary in January 2021. UN Women promotes cooperation with national governments and civil society organizations to develop a legislative framework, social policy, targeted programs and services for the implementation of standards of gender equality and justice. The above involves the equal participation of women in social, political, economic and cultural activities. The focus is on the following priority areas: leadership and decision-making level; violence against women; peacemaking and security; women’s economic empowerment; adoption of gender equality in national development planning and budget policy development. The UN Women structure coordinates and supports the work of the entire UN system aimed at achieving gender equality, and all discussions and agreements related to the 2030 Agenda. The work carried out in African countries by the staff and volunteers of the UN Women structure is diverse and fruitful both in the involving African women in economic processes, and in the enhancing their participation in the socio-political life. However, this organization needs more support from national governments, since gender equality and the empowerment of women is a must for comprehensive, equitable and sustainable development.

Purpose The purpose of this paper is to present a comparative case study of national innovation system in Canada and Sweden from the perspective of gender equality. The case study focuses on public policy to illuminate the formal aspects of innovation systems as they are conceived by the state in relation to gender, diversity and social inclusion. Formal policy measures are contrasted with interview data to provide a holistic picture of innovation policy as it relates to gender equality in both countries. Design/methodology/approach This paper relies on data from 44 qualitative interviews with innovation leaders in the public sector, private sector and academia in Canada and Sweden, as well as a sample of innovation and gender experts at the Organization for Economic Cooperation and Development (OECD), in Paris, France, between 2012 and 2014. The theoretical framework draws on feminist institutionalism to explain the gendered interactions of institutions in innovation spaces. Findings This study finds that Sweden is a global policy leader in the development of gender-conscious innovation policy, while Canada has yet to consider a gender-conscious approach to innovation policy. Gender-conscious innovation policy norms have not traveled across the OECD because of administrative solos and political opportunity structures. Research/limitations implications Each of the people contacted to sit for an interview was chosen primarily on their professional title and their ability to speak from a place of knowledge about innovation in their country and or industry, and this creates a success bias within the study focusing on the knowledge of elites in the field. Practical implications This study explores how policy might be reimagined to support gender equality and diversity, thus changing the institutional landscape to support a wider range of innovations and distributing the benefits of innovation in a more equitable way. Social implications This paper challenges assumptions about the social and economic power dynamics reflected in current innovation systems in Canada and Sweden. Originality/value This is the first study of its kind in comparative public policy to explore differences in gender equality and innovation policy in Canada and Sweden. This research also contributes more widely to the existing body of gender, public policy and innovation literatures in Canada and Sweden, respectively.
