The article analyses the problem of reducing the rating of natural sciences in youth. Possible options for solving this issue are considered. Based on the experience of young scientists of the National Technical University "Kharkiv Polytechnic Institute" (NTU "KhPI"), it is indicated on perspective directions of interaction between higher education and secondary school in order to increase the popularity of natural and technical sciences. One of the points of contact can be the foundation of a creative space for children, which will be the focus of STEM education, and promote a positive image of the natural and technical sciences.

This study is concerned with the way in which discourses of the Other are deployed in the media's narrative constructions of national imaginary. Operating on the assumption that news provides techniques and devices which enable the nation and its Other to be narrated and imagined, the analysis focuses on the structures and processes by which Japan is constructed in the news stories in some Australian and Chinese printed media. The analysis finds that othering is a dynamic and complex process engaged in by both the East and the West, for purposes of both cultural domination and cultural negotiation, and to serve both external and domestic political ends. The study shows that what seems to be an essential distinction between the Orient, or the East, and the Occident, or the West, in the discourses of the Other is constantly shifting, fluid and context-specific. The investigation points to the need of forsaking a framework of understanding media and identity which is based on a truth vs propaganda, or information vs entertainment dichotomy, and adopting an approach that takes into account the particularities of the cultural practices of each media system

Between 2002 and 2006, an ongoing conflict surrounding Umeå-based biotech company UmanGenomics and the Medical Biobank at Umeå University played out in the media. The conflict involved researchers, business leaders, politicians, the university board, journalists and the general public. The purpose of this dissertation is to examine the public media-mediated conflict surrounding UmanGenomics and Medical Biobank from a media and communication sciences perspective and thereby contribute to research into Science Journalism and media-mediated science-related conflicts. The questions examined by the study are as follows: how was the conflict portrayed in local and national newspapers, respectively, and how did these portrayals change over time? Were there any similarities, or was there any relationship between the media-mediated conflict and the »internal« debate, which are able to be traced via the events registered in Umeå University’s journal of daily events? Which parties elected to involve themselves in the conflict and did their descriptions of what happened differ? Were there any particular aspects of the conflict that were portrayed by the media as »failures«, and if so, what was it that was considered a failure? In total, 654 texts from the local and national media were analysed, as well as the university’s journal. The study has largely been carried out using quantitative content analysis, supplemented by general argumentation analysis. The study’s theoretical bases are taken from research on the relationship between science and the media, from rhetoric research, but also from Science and Technology Studies (STS) in a broader sense. This dissertation shows that the conflict was reported on differently depending on the newspaper’s proximity to the conflict itself, and on which arena the conflict was played out in. This also demonstrates that the conflict, most especially as played out in local news coverage, can be divided into different phases. While the media reports include many instances of those involved laying blame at each other’s feet, it is the market and the conflict that are considered to have been the primary factors in UmanGenomics’ ultimate demise. This study presents five suggestions as to what lessons can be learnt from this media-mediated conflict. The first is that the conflict provides an example of mutual exploitation: the media exploited the events surrounding the conflict in order to produce newsworthy, sensational and descriptive stories. Whereas within the university, the main figures embroiled in the conflict used the media as a front to either introduce or support their own points of view. The second is that the conflict should have given the »university world« an inducement to discuss media strategies and its transparency policies in greater depth. The third suggestion is that the media’s ability to make citizens’ opinions on science-related questions heard is problematic. Fourthly, many of those involved used the conflict to try to position themselves in relation to a rival counterpart, rather than to try to provide the general public with a clear and accurate picture of the conflict. Finally, it is suggested that the use of the »goldmine« metaphor, used to refer to both UmanGenomics and Medical Biobank, may have played a part in limiting media debate on the issue within the confines of a certain type of rhetoric.

School education, "national defense education" teaching purposes, mainly for the establishment of an effective way for students to defense of common sense, with the Meaning of "national defense education" to understand "national defense education" is to train vigilant, concerned about national defense, defense support culture and national identity. This study was designed to investigate the influence of the National Defense Education Curriculum for students of colleges and universities to national security awareness. To national security by the self perception questionnaire as a research tool for information and to carry out the service itself TungHai University student questionnaires were administered test 936 students who effectively counted as 893 people, Surveying effective rate was 95 percent. Information obtained by statistical analysis of their relative proportions, to understand the purposes of national defense education students, through the small country into the teaching, the difference in high school and university level selected compulsory courses, the analysis of its impact on the national security awareness. The analysis found that after contact with college students' national defense education "cognitive impact on national security," the overall perception of national security "and" national consciousness "," national security "and" comprehensive national security "has a significant correlation. Another found that the National Defense Education small period of the country fear because after the memory of the more obscure or course content leaner, so that college students than those without impression, but since high school education into the formal curriculum, until university to accept the education of national safety awareness of students of is being lifted . Overall, students receive national defense education curriculum and overall national security awareness has a high degree of positive correlation. The authors suggest recommendations based on this study, data analysis and the results, for education authorities, teaching instructors and follow-up study by reference.

University Presses have been devoted to the mission of scholarly communication for nearly five hundred years. Recently, because of the change of scholarly communication and the stiff market competition, every university press is eager to discover, try and create various business plans in order to find the new business model of the times. In comparison with overseas university presses, university presses in Taiwan are smaller in scale and have shorter history. Most of university presses in Taiwan have indefinite roles and are burdened with miscellaneous tasks so that it is difficult for them to fully play the professional role. Hence, university presses in Taiwan have missed the time and opportunities for decades. This research is a case study of National Taiwan University Press. It focuses on the development of National Taiwan University Press in twelve years. The purposes of the research are as follows: (1) to describe the growth of National Taiwan University Press, (2) to survey the operation of National Taiwan University Press, (3) to discover the role of National Taiwan University Press, (4) to find out the forward directions of National Taiwan University Press, and (5) to give suggestions of the operational strategies for National Taiwan University Press. As an empirical research, it takes the qualitative approach to collect the data in order to aim at the research purposes. The research methods include (1) the literature analysis of secondary resources, (2) the document analysis of the meeting documents of the advisory board, (3) the in-depth interviews with the directors, staffs, advisory board members and specialists. The result of the research shows that National Taiwan University press: (1) values scholarly publishing as its core goal, (2) plays the role of professional university press, (3) has basal operation system, including acquisition, peer-review mechanism, editing, printing and marketing, (4) possesses the strengths of scholarly publishing so as to actively develop the academic publications and also to earn the market, (5) faces the problems inside the university press and those in the external environment, (6) owns the objectives such as producing academic books of high quality, publishing in cooperation with other organizations, developing electronic publishing, and expanding the market across the Taiwan strait. The research recommends National Taiwan University Press (1) recruit new staffs and gain the opportunity to enhance the flexibility and efficiency in the administrative part. (2) improve the quality of publication, develop the cooperative mechanism and create various series of books in the executive part. (3) expand the distribution channels, cooperate with much more kinds of organizations and explore the market in mainland China in the marketing part.

The topic,“Recruiting ordinary postgraduate students for Fu Hing Kang College (FHK) and National Defense Management College(NDMC) of National Defense University (NDU)” is an exploration research of integrated marketing communication (IMC). This study aims to investigate their decision-making process for choosing school and learning satisfaction with customer-orientation vision. It is hope that the result of the study can provide NDU references to advance efficiency of recruiting and marketing , and upgrade learning quality of education. The research takes focus group , questionnaire survey and in-depth interviewing for approaches. First , developing items by focus group with nine participants ; furthermore , receiving 116 effective samples for statistics analysis. Finally , adopting in-depth interviewing with four participants to add and explain the cognitions , attitudes and behaviors of students. The finding are as follows : 1. Economic factor is the top influential consideration of students. Especially, it shows the most obvious on whose father works on agriculture , forestry , fishing and mineral as career . 2. Geo-environment is the second factor . The students out of Taipei , emphasizing “Living-orientation” and move to Taipei to attend university . Native Taipei students take account of “Distance “, so stay and learn in Taipei. 3. Students’ decision-making process is according to suggestions of reference groups .Such as comments can be references , and authoritative opinion is the most critical . information from relatives and friends is the most intimate and available. 4. In the media-use aspect , low-involvement students incline to use brocasting media , high-involvement ones tend to newspaper and magazine . In receiving process of recruiting information , low-involvement students “Internet”, high-involvement ones prefer recruiting regulation . 5. Such as gender , age and income ,etc. background variables leads to obvious difference in aspects of learning satisfaction .Male is better than female in “Course Satisfaction”; senior is better than junior , and low income is better than high in in “ Learning Satisfaction“ . 6. Learning satisfaction accelerates word-of-mouth (WOM) , higher learning satisfaction degree leads to more positive propaganda , on the contrary , worst learning satisfaction diffuses negative WOM.

This purpose of this study was to design a counselling group which combine creativity with solution-focus counselling. The design of pretest-posttest group was to evaluate the effects of counselling group on cadet’s school adjustment. The participants of experimental group were treated over a 5-week period, while control group were not treated. To examine the effects of this study, the quantitative instruments used the Creativity Assessment Packet (CAP), Cadets’ School Adjustment Inventory (CSAI), and Schemas inventory, which were administered at the start and the end of the training, and the collected data were analyzed with MANOVA. The qualitative data were interview data from the participants of experimental group. The results show that the experimental group is, relative to control group, significantly better in adventure, curiosity challenge, and imagination, furthermore, negative schema is higher than the control group, and creative tendency mediate completely the relation between creative solution-focus counselling and nagtive schema. In addition, the result of qualitative data also shows that the counselling group is effective. In sum, the Model of Creative Solution-Focus Conselling was supported.

In recent year, with the development of the information and technology,new war style has changed to high-tech. In order to meet the new combat demand,to construct and promote the human resource is necessary. So, how to develop a sound military education becoming the most important subject. The research explores the contents of intellectual capital for National Defense University. By literature review and interview with experts in National Defense University, developed forty-six indicators classificated into three perspectives. By principal component analysis, we extract eight factors. Human capital extracts three factors, which are「human resource raising」,「efficacy to the work」and 「professionalism」. Structure capital extracts three factors, which are 「innovation and improvement culture」,「knowledge sharing and result management」and「information environment」. Relational capital extracts two factor, which are「external consent and evaluation」and「internal quality to service」. The AHP are used in this study, we find that「human resource raising」and「efficacy to the work」are the key factors to National Defense University. However, the emphasis on 「Professionalism」 and 「knowledge sharing and result management」have significant difference between principal component analysis and AHP. That is what we should notice.

Therefore, students hope to discuss service learning participation, and find out the related factors affecting students’ intentions to participate in service learning. With positive growth experiences to continue to join in social services, social Affairs, and intentions ,responsibilities , moral attitudes and spirit of services. The study finds joining the service learning courses, helps to understand the essence of science, a better understanding the course for parent’s children in school. To learn how to improve and establish service-learning , in addition to follow the Ministry of Education, promoting service learning guidelines, also should allow the authorities to understand the institution ,allowed integration of national defense and educations make students to learn by participating in the national security service and work in the universal and implement in public, in order to establish national defense concepts. In addition, the authority should face lots of troubled students, involved in integration of service-learning. Relevant policies are to improve the cooperation of each supporting teams and Students are taking into account the interests of military, increasing confidences and participating in service learning.

The pros and cons of Military education are not only concerned with the merits and demerit of the qualities and functions of cadres but also direct influenced the effect on army preparation. From 1994 to 2009 in The Republic of China, the amount of colleges and universities increased from 130 to 164, it resulted in dilution with educational resources, the Ministry of Education have made use of University of evaluation results as exit of the basis for the University which only get good performance of the school could continue forever to survive. In this study, to use the National Defense University as the research object and according to the method of questionnaires to carried out the implementation of the census by the Balanced Scorecard concept. There were 838 questionnaires issued, in all of the questionnaires - 698 were recovered, 661 valid questionnaires and the rate of effective response of questionnaires were 78.88%. The results of this study showed that the teaching and administrative staff of the National Defense University believed that the overall operations of the importance indicators was customer perspective: the most important performance is the military professional ethics; the overall operations of satisfaction indicators was learning and growth perspective: to maintain good interact relation with students (teacher-student interviews Case) is the most satisfactory; the importance and satisfaction of indicators was financial structure: the environment of network (such as openness, convenience, etc.) is the biggest difference.

Past studies on library performance evaluation mainly investigate the physical resource utilization. However, the popularization of the internet has increased the deed and investment in electronic database day by day, as well as the need for assessment on the usage efficiency of electronic database. As there are scanty studies on library electronic database, while relative weights are not carefully taken into consideration during the use of guidelines for assessment, there is a lack of objectiveness and fidelity in the assessment. Therefore, this study took a military university library for example, and used the data envelopment analysis (DEA) where multiple inputs and outputs can be concurrently assessed to introduce Fuzzy AHP to obtain the relative weights of various input and outputs, in order to assess the usage performance of library electronic database. Moreover, to improve the deficiency of overestimated efficiency value of traditional radial efficiency measure, this study used non-radial, non-oriented slack-based measure (SBM) to assess the technical efficiency of the electronic database purchased by the library. This study also used the SBM-based Malmquist Index to track the performance trend of various electronic databases, in order to understand the efficiency stability of various databases in different periods. This study found that the cause for the overall technical inefficiency was pure technical inefficiency. To improve the inefficiency, it is necessary to adjust the management and allocation of resources. In terms of the change in total productivity in a longitudinal aspect, a declining trend was observed in the databases, such as ASME and EBSCO that the main cause was the decline in technical efficiency change. The research model can be provided as reference to libraries for the practical assessment and modification of databases.

The purpose of this study was to investigate the effect of cadets’ sports perception, sports participation on the subjects’ fitness in National Defense University College Cadets. The subjects of this study were cadets in National Defense Fu Hsing Kang College, National Defense Management College and National Defense Chung Cheng Institute of Technology College. A questionnaire survey and fitness tests were conducted to collect data about cadets’ exercise perception and sports participation and fitness status. The data were analyzed by descriptive statistics, independent t-test, single- variable analysis, chi-square test and Pearson product-moment correlation analyses. The findings of the study were: 1. In the aspect of the sports perception of National Defense University College Cadets, the girls’ scores were higher than their counterpart. Fu Hsing Kang College and Management College Students’ scores were higher than that of Chung Cheng Institute of Technology Students. There was no significant difference between the different graders. 2. In the part of the sports participation of National Defense University College cadets, the boys’ percentage was higher than the girls’ The higher graders were more likely to take exercise. 3. In the part of fundamental physical fitness of National Defense University College cadets, the girls’ performance was better than the boys’ Students from the Management College scored significantly higher than Chung Cheng Institute of Technology students. The forth graders and third graders were better than the second graders. The second graders performed better than the first graders. 4. There was no significant difference in fundamental physical fitness levels among students with different participating patterns and time length; Students with moderate exercise loading had a lower fitness score than those taking heavy loading exercise; and students of ‘‘ 1 to 2 time per week” frequency scored the highest in the fundamental physical fitness test. 5. There was no significant difference in exercise perception among students with different participating patterns or exercise loading; There were significant difference in exercise perception among students with different participating frequency or time length. 6. There was no significant correlation between exercise perception and fundamental physical fitness for the subjects as a whole, but a significant positive correlation was found for students from the Management College when examined individually.

This study mainly aims, via adopting the methods of questionnaire survey and literature review, and by using the National Defense University as a case study, to explore the personnel transfer and administrative effectiveness in military universities in Taiwan. The main purposes of this study include: 1.To understand the reform, development and current systems of the personnel transfer and administration in military universities in Taiwan. 2.To review the reform, development and the current systems of the personnel transfer and administration the National Defense University. 3.To explore the personnel transfer and administrative effectiveness in the National Defense University, according to the perception of its administrative staff. 4.To analyze the perception of the administrative staff about the related problems faced and corresponding strategies adopted by the National Defense University. 5. To propose useful suggestions, based upon the findings of this study, for the reference of the future reform or improvement of related administrative management and policies in military universities. A self-designed questionnaire was used as the tool of this study. By surveying all 338 administrative staff (except the president and vice-presidents) in the National Defense University, and, with a response rate of 92.02%, 311 valid questionnaires were collected and analyzed. The conclusions of this study can be summarized as follows: 1.The educational aims of military universities in Taiwan have been defined and regulated by the Ministry of National Defense, and the transfer of military personnel in military institutions has been controlled and decided by the Ministry, so the “academic autonomy” enjoyed by the military universities has been considerably limited, in comparison with other universities. . 2. The National Defense University (NDU, for short), which has undergone four main stages of organizational reforms since its establishment, has been the major and the most important military educational institute, and in each stage, its administrative system and organizational structure have been reformed in accordance with the changes of the societal environment in Taiwan. However, the transfer of military personnel in the University has been controlled and initiated by the Ministry of National Defense. 3. Most of the administrative staff in the NDU responded positively supportive towards the administrative effectiveness of the University. 4. “The insufficient contact with outsides, especially with other universities” is the most serious problem in the administrative management of the NDU and this accordingly results in the misunderstanding of the public towards military universities, according to the perception of the majority of the respondents. 5.“The willingness of the personnel towards the change or transfer of jobs” is the most demanded reform among the various corresponding strategies, responded by the administrative staff of the NDU.. 6. There were significant differences in the attitudes of the respondents towards the administrative effectiveness of the NDU among the respondents with different ranks, statuses, and the experiences of being consulted about the job transfer before the transfer. . 7. There were no significant differences in the attitudes of the respondents towards the administrative effectiveness of the NDU in terms of the respondents’ sex, age, education, years of working, or offices or units of service, etc. 8. There were significant differences in the perception of problems and the corresponding strategies needed in terms of the age, official ranks, and positions of the respondents, etc. 9.There was low positive correlation between the respondents’ evaluation of resources of the university and the degree of seriousness of the problems perceived by the respondents. 10.There was low positive correlation between the respondents’ evaluation of administrative effectiveness of the university and the degree of necessity of the corresponding strategies adopted.

“Food Supply” does not belong to the core value of defense industrial parts. However, it is inevitable to be provided by the civil business. The 1st rule is following the law and carrying out the mission on time, as required and fit the budget. Because of the trend of Era, the Ministry of National Defense has developed many outsourcing-models under the demand of Executive Yuan. Foe the “Food Supply”, it is difficult to encourage the civil business into the military field, with the willing to invest the facilities and equipment. Also, it is also difficult for them to hire lawful employee with reasonable salary and benefits to satisfy all levels of troops. How to overcome the Human streamline project, and still keep brave and strong is the motivation of the research. According to the discussion made by experts and scholars, I can get the insights about the outsourcing policy from the angles of Cost-Effectiveness. By analyzing the case of “National Defense University's food outsourcing.” I wish this study will provide a good model for outsourcing in the military in the future.

Facing the fast change in century 21, the military is going to be a high quality, high performance, and more powerful military force. It is a very important issue for a military academy how to educate professional cadets. In this study, a data mining technology is used to analyze scores of cadets graduated from 2003 to 2006 in Management College of National Defense University; the relationships between scores and course selection can be found. The objectives in this study are summarized as the fellows. 1. With the collected scores and historical data about course selections, relationships between scores and course selections can be analyzed with data mining skills. Moreover, behavior model associations of cadets course selections also can be found. 2. Based on the study results about cadets’ courses taking and their scores, several suggestions are proposed and might be useful for all departments to emendate their cadet education planning in the future.

As information technology developing rapidly, it is a trend for an enterprise to adopt information technology to simplify its workflow, to improve its working efficiency, and to enhance its core competitiveness. Since information technology is one possible solution for a modern education institute to handle its administrative affairs and to enhance its competitiveness, therefore, it is necessary for a military academy to implement an information infrastructure to support all administrative affairs processes. This study tries to apply concept of customer relationship management to information processes of administrative affairs, especially for an academic record application. A XML skill and a digital archive idea are adopted to keep all academic records and to build required indexes among academic records in this study. With the mentioned information process procedure, a management scheme of academic record digitalization and online fetching process can be archieved to improve customer relationship management service quality in military academy administrative affairs.

This paper aims to investigate the relationship of the organizational culture in military college with education faculty’s professional development. At first, we comprehended the perceptive organizational culture and professional development which among the education faculty in the military school. Then we probed into the variation of education faculty between different background and position and the forecast ability between the organizational culture and professional development. Survey is the major method we used. We used the 「organizational culture query」 and 「professional development query」to collect the data. The education faculty in Management College of National Defense University is the survey object. The query usability is 100% cause that query had sent 106 copies, and retrieved 106. We conducted the data by SPSS , using various statistics including means 、standard deviation、t-test、ANOVA、product-moment correlation、and stepwise multiple regression. Besides, we interviewed three education faculty by non-structured interview query. We reach the following conclusions: 1.The status of organizational culture and professional development is excellent in military school. 2.The consciousness and performance whose be drillmaster(schoolteacher) and administrative staff in organizational culture is better than else. 3.The consciousness and performance whose ages between 45-49、married、colonel、20 years upward seniority、server as drillmaster(schoolteacher) in professional development is better than else. 4.There is the same consciousness and performance who serve as different position, but the staff serve as further education has significant variation. 5.The correlation between organizational culture and professional development is positive in military school. 6.The organizational culture has well forecast ability to professional development. 7.The status and consciousness of interviewer in organizational culture and professional development has the same idea by coincidence. There are some suggestion below: 1.To supervision organization: a. Set up a clear and definite merging plan. b. Set up a fair transferring system. c. To establish a public and multiple academy circumstances. d. To encourage faulty pursuing further education. 2. To military school: a. Set up a common vision and fair personnel system. b. To strengthen the campus characteristic and respect the ceremony. c. To give enough decision-making power in education and reduce the administration procedures. d. To give more encouragement for staff and more endurance opportunity. 3. To educational faculty in military school: a. To improve the mental model and participate team exercise. b. To play a part in the campus development and set up a common vision. c. To be active and pursue further education, enforce the own job ability. d. To train the reflection ability, seek the improving methods. 4. To future research: a. Object:To broaden the sample could make the research reference be more representative. b. Variable:To subsume more related variable, such as principle’s leadership、organization promise、instruction leadership, could obtain different and deep conclusion. c. Method:Adopting various methods, such as participant observation、case study, could obtain objective data.

Abstract The purposes of this study are: (1) to explore the recent development of holistic education at Chung Cheng Institute of Technology (CCIT), National Defense University (NDU) by literature analysis, (2) to make a thorough inquiry of the military educational systems and effects among National Defense University in Taiwan, the academies in western advanced countries and Mainland China by questionnaire method. This study is in the hope of providing an adoptive development model for military educational planning in the future. Thesis is conducted under research scheme, the results of which are as following: 1. Holistic education is the method to cultivate the entry-level military officers in western advanced countries and Mainland China. This has a great effect upon the future of Joint Warfare of the Armed Forces. 2. Students at Chung Cheng Institute of Technology (CCIT), National Defense University (NDU) perceived an upper satisfaction level on “holistic education execution”. CCIT students have the highest satisfaction in the variable of self development 3. CCIT students have higher satisfaction degree in carrying out “current holistic education system”. They have the highest identification in the importance of “practical organizers in military officer education system”. But students have lower identification in the function of “discipline committee”. 4. CCIT students have higher satisfaction degree in both variables of “school educational administration”, and “goal achievement”. 5. There are obvious differences in the variable of “diverse grade background” upon nowadays system, educational administration and educational goal achievement. The first-grade students have higher agreement, but the third-grade students have the lowest agreement. 6. There are no obvious significant correlations in the variable of “diverse school departments” and “diverse practical positions” in holistic education. The position of platoon leader has the lowest satisfaction degree in the average. 7. In term of “gender” has no obvious level of significance in holistic education. But male have higher satisfaction degree than female in the both parts of “goal achievement” and “ability enhancement”. 8. In the variable of “experience of being students’ practical officer”, there are positive and strongly significant correlations between current system and educational administration. The satisfaction degree of students with no experience of being students’ practical officer are higher than students with experience of being students’ practical officer in the part of educational goal achievement.

In military units at all levels, most contacts are through general communications switch, where contacts include telephone contact and coordination with General Services, after a long period of communication platform build, each unit of communication systems used by and large are not the same as before. Especially, military build switches not at the same time. Furthermore, certain budget constraint, according to the law, must follow the way of the Government Procurement Law to get what they need units. To cable equipment, the basic switch is a switch to provide 10 to 10,000 doors over the users, and the switch to use in the military's largest door numbers is about 3,000 doors, but switch of the type of build configuration because all the units in time are inconsistent, the specifications set up by administrators are also inconsistent, even if the same unit using the same specifications, procurement of the equipment may not necessarily be the same. These factors led to the military's switch system inconsistent. The user side functions of the original phone, due to different types of connection in the switch, cause some functions to curtail or cancel, making the switch after the inter-bureau not being able to provide the original function proposed. Building units are often coupled with officers or the user needs by purchasing digital or multi-function phone, to meet the needs of the users, not the actual consideration of the actual needs of the user or unit features, nor understand the convergence of limit switches may lead to post-inter-bureau can not use the phone function, not only can not play defense budget is expected to function also wasted. Therefore, the analytic hierarchy process (AHP) method to assess the needs of the user dialogue machine to which item needs to switch with the phone procurement considerations, how to provide users with a switch mechanism to assess and provide users with simple queries where the Board or cross-inning provided the digital switch function, or system implementation to provide the type of their switch to reduce the build system management personnel are aware of their unit switch characteristics to assess the future deployment and procurement of phone switches the reference, to avoid without the prior assess whether the switch to their needs, and the system functions can not be effectively utilized, resulting in a waste of the country's limited budgetary resources.

From the perspective of military school education, the promotion of “new student development group” should, like other training and education courses, assist military schools in achieving the education objective. Among “new student development groups” promoted in recent years, it was found that the group plans and times of promotion do not clearly propose their characteristics and objects. When the groups are being promoted, one can sense the problem of insufficient experience of leaders and lack of focus in programs, in this way, it is difficult to evaluate the effect of groups on military school education. It is also impossible to offer feedback based on evaluation. Thus, in order to understand the effect of groups on achieving the objectives for military schools, it is necessary to first explore the nature and objectives of groups. This study begins with the perspective of performance management. The various education and training work of military schools seek to achieve the educational objective. When groups are also part of the education work in military schools, then they should also assistmilitary schools in achieving the educational objective, realizing their functions and purpose. After analysis and feedback of this study, the researcher has the following suggestions for future establishment of groupeffect evaluation methodology and tools: 1) use interviews or focus groups to understand worker perceptions of group effects; 2) carry out satisfaction surveys for the groups in different levels of military school, to understand how the promotion of groups assists them; 3) use questionnaires to understand the extent of new student adaptation to military school discipline; 4) use pre-test and post-test of “Mental and Physical Evaluation of Military Officers and Soldiers” to understand the changes in the new students’ psychological states, and establish evaluation methods for group leaders to evaluate themselves, such as a self-evaluation scale; 5) use longitudinal study for future group effect evaluation. Effect evaluation of “new student development groups” cannot singularly be established from this study and always remain rigid. The research process finds that a comprehensive effect evaluation must begin with defining effects in order to establish the objectives for effect evaluation. The evaluation data and information are collected according to the evaluation objectives. In this way, it is possible to effectively complete a comprehensive effect evaluation, which in turn serves as the discoveries, feedback, and suggestions of evaluation.

This study examined the education reforms at the National Defense University (NDU) in the Republic of China (ROC) since 1949 with regard to its background, development, system, impact, and performances on various stages. This paper also reviewed the status of National Defense Universities in both the United States (US) and the People’s Republic of China (PRC). The recommendations for the future education reforms at the NDU were proposed in the end. This study found that the education reforms at the NDU were mostly driven by top-down policies from the government, not initiated internally from the university itself. Besides, the processes were deeply influenced by military education systems from the US and Germany. Moreover, the outcome of the reforms did not live up to the expectations due to many factors, such as lack of experts’ participation, short turnover of presidents, and the egoism among the ROC armed services. Thirdly, the reform policy of the NDU manifested the transformation of the ROC armed forces in response to Revolution in Military Affairs. Lastly, the command and staff education lacked an integrated education institute for Joint Operation over the years. For the future reforms, the NDU is recommended to transform president prerequisite from exclusive career military into either military or civilian backgrounds, offer mater’s degree and recruit senior civil officials at the War College, merge ROC Military, Naval, and Air Force Academies, consolidate the locations of Fu Hsing Kang college, Management College, and Chung Cheng Institute of Technology into the main campus, and increase compulsory credits in Military Science at precommissioning military education level. Moreover, it is suggested for the NDU to establish the centers of the Military Social Science and the Military Disciplines Studies, the Joint Command and Staff College, and the Institute of National Strategic Studies.

Abstract This study is to investigate the aspect of the brand image on the relations between perceived quality and the enrollment performance. In addition; it is also explore the interaction perceived quality and the brand image on the enrollment performance. The mode of sending out and collection questionnaires adopt random sampling in this study. These objects that we send out questionnaires to the students of the Ministry of National Defense University, the University of Surveying students object to the questionnaire to collect data, total of 500 questionnaires are sent out, it was being deducted invalid and not filling out questionnaires. The number of effective questionnaire is 328 and the effective rate is 66%. The way of SPSS statistical analysis software is used data analysis include factor analysis, relevant analysis and hierarchical regression analysis. The results of this study are: 1. The perceived quality has a significant positive impact on the brand image. 2. The brand image has a significant positive effect on the enrollment performance. 3. The perceived quality had a significant positive effect on enrollment performance. 4. The brand image has a mediating effect in the perceived quality on the enrollment performance. Finally, it is hoped that the outcomes of the study can offer suggestions and reference to the university that are going to explore the brand image. The purpose of this study is to explore the Organizational Reengineering & Restructuring of the ROC Military Education. With an example of the Armed Forces College, National Defense University, the study is in the hope of providing an adoptive development model for ROC military education in the future. Thesis is conducted under research scheme, the results of which are as follows: 1. The current ROC military education, under the support of the government policies and the expectation of the public, has a great opportunity to begin its credit system reform and reorganization. 2. Military education has been confused with “training for use” for a long time, which results in the confusing direction of “school education” or “cram school training.” 3. The coherence and continuation of the education policies are subject to the tenure of the superiors. Furthermore, the problems such as the educating and administrative personnel’s conservativeness, lack of profession, and less responsibility contribute a clog to the Organizational Reengineering & Restructuring of the Armed forces College, National Defense University. 4. The current education development of the Armed forces College, National Defense University, could not fully fulfill “Military Education Rules” and related Education Regulations, which results in a clear gap between its goal and what has been done at present. 5. There exists a contradiction between the promotion of manpower quality and the requirements set for personnel recruitment when considering the military education goal, which remains unclear. According to the results of this study, the following recommendations serve as the references for the Organizational Reengineering & Restructuring of the Armed Forces College, NDU. 1. An ad hoc working group under the direction of Armed Forces College, should be founded immediately, dealing with the affairs of the reorganization. 2. In the meaning time when the Organizational Reengineering & Restructuring is under the process, an “Elite Cultivating Foundation” should be established for the purpose of maintaining excellent timbers. 3. The policy of military manpower should be independent of Armed Forces Personnel Management Policy and to be the first priority under the consideration. However, the integration of several independent military colleges is not only the best way of amalgamating the education resources but also the most effective method to promote the competitive capabilities. 4. All the decisions of the reorganization, policy making and future development should be formulated abide by the rules stipulated in education regulations and military education code. Besides, qualities and awards should both be spotlighted so as to harvest the sweetest fruits in the future. 5. To build up an all-dimension shield for our national security, it is necessary to fulfill the credit system and open the channel of civil-military education.

Despite the fact that there has been a great deal of general literature on the application of the new technology into English learning in recent years. However, these researches barely cover the field of English teaching and learning in the ROC Armed Forces. As a result, Using English preparatory classes and English advanced classes of National Defense University Language Center (NDULC) as an example, this study is to explore how new technology is being incorporated into the development of the English talents of the ROC Armed Forces. This research involved a statistics analysis, participant-survey, and in-depth interview. The findings are as follows: 1. The new technology is being taken on in NDULC, making the customized materials, self- learning, individual-learning, and mobile learning tools become possible. 2. The class requires more face-to-face / instructor-student interactions than feedbacks from the new technology. 3. The military officers and sergeants have no less knowledge than the ordinary people in regard with making great use of the new technology into English learning. 4. With various learning motivations and the lack of a reward/ punishment system in class, the military officers and sergeants imitate their model through observing. 5. The drillmasters and the military officers and sergeants in NDULC consent to the outcome of the exercise of new technology into English teaching and learning.

To comply with the trend of military affairs reformation, military schools are going for their organizational transformation in response to the reduced demand of officers and limited educational resources. However, organizational culture and institutional structures to military schools are different from regular universities. In addition, the education expenditure is being influenced by the overall defense budget. Therefore, ways to integrate limited educational resources, to resolve internal resistance and to achieve expected outcomes are definitely issues needed to be addressed. the study is taking National Defense University as an example, focusing on administrative staffs and teachers with experience on organizational transformation matters. By the means of literature (cases) collection and staff interviews, factors to organizational changes are being analyzed. Conclusions are summarized as follows: 1. Organizational culture remains as a critical factor to the resistance of organizational changes. 2. Complete supporting measures improve internal consensus after the assignment and disposition of personnel are fulfilled. 3. Integration and application of education resources have more rooms to improve after organizational changes to military schools are done. 4. Communication and coordination can resolve internal staff resistance to changes along the way of organizational. transformation. Finally, propose references for the authority of military education, schools and related future researches based on the above findings.

With the rapid development of information technology and advancement in technology, the Ministry of National Defense R.O.C. has built a number of military electronic service platforms on the Internet to replace traditional manual service platforms. The "National Defense University Management Information System (NDUMIS)" is built and managed by the highest military institution in our country, the National Defense University, which commit to construct a whole person education environment of philosophy, science, and military science. It can also is responsible for nurturing military leaders and martial arts leaders who are preparing for defense, as well as build research and decision-making energy for national defense affairs. This research is based on the theoretical basis of the Technology Acceptance Model (TAM) model, and combines Innovation Diffusion Theory (IDT). We tried to explore users' attitudes and intentions on the use of the NDUMIS. This study included a total of 133 valid questionnaires samples. The analysis results showed that: (1) The National Defense University students are willing to take advantage of the NDUMIS. (2) Perceived usefulness has a significant positive impact on users' attitudes and behavioral intentions when using the Military Electronic Service Platform. (3) Perceived ease of use has a significant positive impact on users' attitudes and behavioral intentions when using the Military Electronic Service Platform. (4) Trialability and compatibility have not a positive impact on users' attitudes and behavioral intentions when using the Military Electronic Service Platform. Following the explanations, the remainder of this research merges the TAM with the IDT to verify the military electronic service platform by questionaires, which can provide reference for related units and researchers.

In this study, through the ISO 29100 " Information technology — Security techniques — Privacy framework" and ISO 27010 " Information technology — Security techniques — Information security management for inter-sector and inter-organizational communications" established the privacy of personal information and risk assessment mechanism, through the inventory of personal data, personal data scan tool inventory, verify that the " Privacy of personal information and risk assessment mechanism" can really follow the specifications of the new version of the Personal Data Protection Act, to provide the reference of the national army in the personal data protection.

This study mainly explores the relationships among teaching quality, learning attitude and learning satisfaction of military songs education in armed forces, moreover, this study also investigates the differences of satisfaction between the learners with different backrounds.. In this study, the learners in National Defence University, including Chung Cheng Institute of Technology, Management College, Fu Hsing Kang College were the sample of the study. A survey method and in-depth interviews were employed. Total of 449 questionnaires were issued, and total of 421 valid samples.Five learners and three professionl music teachers were interviewed, in order to obtain qualitative information to answer research questions. The research results are as follows: 1.Military songs education of the teaching methods mainly used is in "the collective teaching of the team". 2.Military songs education of educational aids to the "military songs of the teaching CD (only the music CD). 3.In the cognition degree of teaching quality, the "teaching ability" is the highest, and the "teaching interaction" is the lowest. 4.In the cognition degree of learning attitude, the "learning motivation" is the highest, and the "course perception" is the lowest. 5.In the cognition degree of learning satisfaction, the"teaching material" is the highest, and the "personal growth" is the lowest. 6.Learners with different "departments", "identity", "whether to participate in musical club", the cognition degree of the teaching quality are significantly different. 7.Learners with different "college", "department", "whether to participate in the musical club", the cognition degree of the learning attitude are significantly different. 8.Learners with different "college", "department", "whether to participate in the musical club", the cognition degree of the learning satisfaction are significantly different. 9.The teaching quality can effectively predict the learning-satisfaction, especially on the "teaching method". 10.The learning attitude can effectively predict the learning-satisfaction, especially on the "perception of teacher". 11.The teaching quality, learning attitude and learning satisfaction are significantly positively correlated. Based on the research findings, this study proposes the following recommendations: 1.Suggestions for military songs education in armed forces: (1)Appropriate time to held military songs competition. (2)Teaching military songs shall encourage learners rather than blaming them, and using reward instead of punishment. (3)Held the military song of training courses on a regular basis. (4)Proper use of audio equipment and network resources. (5)In accordance with the scheduled progress in learning to print songbook. (6)Emphasis the propaganda of before, during and after on military song of the large-scale activities. (7)Establish a campus-wide elective of art courses in "music class" in National Defense University, to train officers holistic development. (8)Revised military song of the textbook. 2.Suggestions for further studies: (1)The samples of the study can be added to the other military academies or unit. (2)The study can be added field observation or participant observation.

The theme of the study is focused on negative military news and in hope by means of cognitive assumption of third person effect to discuss about the impact on negative military news. While probing whether the so-called third person effect exists in negative military news for middle class military officers, we also look into the cognitive and influence from interviewees toward negative military news from population variety, issue involvement, social distance, career recognition, and media messages, etc. In addition, to further analyze and explore on behavior relationship. The survey questionnaire is conducted by students of National Defense University Army Command and Staff College with 310 effective returned copies. The result shows that there is third person effect on negative military news and the influence is more to others than to interviewees. As far as social distance is concerned, the impact for other military officers and general public on negative military news will be accelerated while the distance between interviewees increased, as for the cognitive on third person effect to themselves, interviewees, and general public, year of age under population variety are in significant relation, showing that there is more impact for older interviewees on third person effect. As for issue involvement in military, the survey verified that for interviewees, the more involvement in military issue, occupation recognition, and media messages cognitive is considered to be more easily to have third person effect on negative news toward other military officers and general public. Meanwhile, it also found out that media messages cognitive under impact on general public can effectively predict in distinct in supporting military to take restriction action to media, which interviewees think the more impact on third person effect of negative military news, the more likely they will support military to take restriction action to media to reduce negative impact on military image and general public's cognitive over negative news from the media.

Currently all the military units of Ministry of National Defense R.O.C produce and transmit information within a closed network. How to prevent information from being stolen, destroyed, and collected for ensuring the security of national defense information is the most important challenge in information management unit. Since National Defense University (NDU) is the personnel training place to take the military base, continuing, and graduate educations, it can not keep away from the control of information security. This paper tries to strengthen the protection of information security of NDU based on ISO 27001 by exploring the security strategies and priority measures. On the other hand, by the different views of experts and information managers for information security management system, this paper attempts to find the proper information security criteria on military school. This study first of all uses the way of questionnaire to understand the existing circumstances of NDU about introducing ISO 27001. Secondly, the summary about implementation priorities and key factors of ISO 27001 for military school is proposed by AHP method and expert interviews. Finally, this paper identifies the high risk measures of information security by associating the violative control measures resulted from recently information security incidents with ISO 27001 to improve the existing information security management and control measures in NDU and to make decision-making on implementing information security management system for military organizations.

This research aims at remained in office and recently personnel for the research investigation object that subordinates to " Political Combat College” of National Defense University and picks depth interview, the questionnaire survey and etc. The qualitative and quantitative two research techniques, applying statistics analysis to proceed material arrangement analysis, factor analysis, analysis of variance, canonical correlation analysis that to be discussed the staff under the pressure to face the transformation of organization, with the difference of demographic characteristic variables and personality attribute that have influence to satisfaction of work and workers’ attitude in tendency of leaving office. With the finding when the organization faced with or the implemented transformation, it is inevitable to stimulate the organization members’ psychology of restlessness and conflict. In this period, it includes those factors: the direction of the transformation, time regulation, the leadership system replacement, changes of organization condition, and the simplification of the personnel to the organization and so on " anxiety about indeterminacy ". In addition, it also contains regarding the identity of the work, the welfare, promotional system, the channel of the informed and experienced, and the workload and so on " anxiety regarding the future job safety ". The school’s members have no differences in variables of population statistic; however, as the same unit as the common transformation of the organization, in " anxiety about the future job safety ", regardless of the sex, the age, the level of education, the service seniority, the academic attainments in the army, the rank of military and the attribute of duty, the level of duty, population variable and so on, all display and reveal the feeling of high pressure, and compare to the pressure which will display more intense " anxiety about the future job safety ". Besides, after Political Combat College being switched to National Defense University, faced the multiple transformation under the replacement of leadership system, the changes of organization condition, the simplification of the personnel organization and so on, which have the negative influence on the satisfaction work of workers. It also enhances workers’ attitude in tendency of leaving office. Based on the results of research, this article provides several suggestions in order to simplify army, reform the organs and the members of organs. First of all, simplifying the organizations and decision-making, making members to participate in communication and seeking for the employee’s complacency. Second, taking the transform of organizations as a chance and restarting with the new forms; building up the core ability to enhance the competitive advantage. Third, members should face the new born of organizations with the attitude of positivity and activity.

In recent year, defense department has been conducting“Jing- Shih”, “Jing- Jin”, and “Jing-Ts’ui” etc. military downsizing plans. Although each job vacancies are already reducing the staff, readiness tasks and relief missions are not reducing. Defense department internal promotion pipeline are not smooth, and most workplaces are remoteness that resulting in difficult taking care of family. Therefore most soldiers are apply retired who were not reached maximum service life. In order to realize this reason, in this study, we recruited administration staff of National Defense University as our study participants, and use questionnaires survey to investigate that soldiers turnover reason. Two hundred questionnaires were distributed, and take out 142 questionnaires valid questionnaires. Results have shown that(1)leadership style is positive related to organizational commitment, but leadership style is negative related to turnover intention.(2)leadership style and organizational commitment both can significantly predict turnover intention. The results of this study show that if the National Defense University intends to avoid excessive retired staff or losing their top talent, the senior supervisors must to build up good leadership styles to attain the trust and relines of their subordinates. It will be a win-win situation for both of them.
