The 2004 Indian general elections stunned observers when, contrary to expectations, the ruling National Democratic Alliance (NDA) coalition government led by the Bharatiya Janata Party (BJP) and Prime Minister Atul Behari Vajpayee was defeated by an electoral coalition led by the Indian National Congress (INC) headed by Sonia Gandhi. A further surprise came when Gandhi declined to become India's first foreign-born prime minister, opting instead to back party stalwart Dr Manmohan Singh for this office. Dr Singh, India's first Sikh prime minister, now heads a United Progressive Alliance (UPA) coalition government headed by a cabinet containing 19 INC members and 10 members of smaller parties. Will the return to power of the INC after eight years in opposition (during three years of Left Front then five years of BJP/NDA rule) result in a shift of India's foreign and national security policies?

This study employs an eclectic rhetorical-critical approach to examine the Website of the National Alliance, a prominent White-supremacist organization. This study is guided by research questions that ask what rhetorical strategies the National Alliance uses on its Website, and how these strategies might inform how politically-extreme Internet communities socialize new members into their belief systems. The critical analysis shows that the National Alliance desires its audience to become identified with the goals and program of the organization, redefine their notions of "responsibility" to only encompass the White race, and obsessively endeavor to build the foundation for a new White society. This study concludes by defining "socialization value," a proposed rhetorical-critical construct with special relevance to Internet texts. The National Alliance Website possesses a high socialization value, meaning that it is likely to assist the National Alliance in expanding the size of its Internet community.

Understanding the effects of national culture differences on cooperation and performance is a problem facing the United States and South Korean Air Component Command Headquarters. Little is known about the dynamics of national cultural differences within the headquarters, and as a result, little attention is given to educating members on how to manage multicultural relationships. Guided by Hofstede's cultural dimension theory and Schein's model of organizational culture, the purpose of this quantitative quasi-experimental study was to understand the factors influencing national cultural differences among the United States and South Korean staff officers (N =178) assigned to the Air Component Command Headquarters, Republic of South Korea. Primary data were collected using the 2013 Values Survey Module. The following 6 dependent variables were examined: power distance, individualism, indulgence, masculinity, uncertainty avoidance, and long-term orientation. These data were analyzed via bivariate correlation, independent-sample t tests, and one-way analysis of variance. Analysis of variance and t-test findings indicated that an increase in cross-cultural experience (military exchanges, foreign language proficiency, and years lived abroad) influenced national cultural scores. Additionally, to a moderate extent, bivariate correlation analysis showed that national cultures could also be affected (positively and negatively) by differences in participant education levels, military seniority and time served, years lived abroad, military exchanges, and foreign language experience. Implications for positive social change include increasing national cultural awareness among Air Component Command members as a method for improving collaboration and military readiness.

As a result of constitutional restrictions on its use of military force, Japan has long held a reputation as a pacifist state. Yet, for more than twenty years, it has been undergoing a steady process of normalization that has seen these restrictions gradually removed or bypassed. At a time when Japan is moving toward a more proactive security policy this thesis examines the important effect procurement choices have upon both its strategic options and its regional relations. This study examines the development and structure of Japan's defence industry, assesses the threats it is required to address, and gauges the impact of domestic and foreign influence upon security policy. In addition, it raises important questions regarding the nature of Japan's strategic direction and the lack of open discussion of areas of significance. In particular, it looks at the failure of weapon choices to become more than an economic issue, despite the far broader impact of the choices made. It also considers the extent to which the threats faced by Japan have been accurately assessed, and the possible implications of narrow adherence to the US-Japan security alliance. Finally the thesis helps to address a long-standing gulf in Japan's academic community which has seen liberal academics largely standing removed from discussion of security policy on ideologically pacifist grounds. By showing that the possible choices in security policy are far broader than commonly perceived, this thesis allows and encourages a more open and active debate on Japan's future role, both in East Asia and internationally.

The National Alliance of Mental Illness’s Ending the Silence (ETS) program focuses on the epidemic of mental illness stigma among school- aged youth. The program is targeted specifically at high school- age youth, and aims to educate, dispel myths about mental illness and instill a message of hope and recovery all while encouraging students to reduce the stigma associated with mental illness. A trained presentation team containing two people, one of whom is a young adult who is living with mental illness or recovered from mental illness, delivers the program. Participants (n=142) completed assessments measuring their thoughts and attitudes towards people with mental illness, as well as a mental health facts questionnaire. Data wereas gathered from participants before the ETS presentation, after the ETS presentation, and 6 weeks later. The assessments consisted of both qualitative and quantitative data. Content analysis of the qualitative data revealed a consistent improvement in participants’ understanding and definition of mental illness. Youth reported understanding that mental illness can be a biological as well as developed illness. The majority of students (61.3%) self-reported their attitudes towards people with mental illness had become more positive after the presentation. The results of this study indicate that the Ending the Silence program is meeting its identified goals and objectives.

This research investigates the impact of collaborative work between an Educational Psychologist (EP) and teaching assistants (TAs) delivering a wave 3 National Numeracy Strategy (NNS) intervention. The aim was to decipher whether EPs can play a distinctive role in addressing the stubborn and significant tail of underachievement in numeracy and, indirectly, the associated risks to an individual’s life opportunities, health, employability and social cohesion by providing consultative support for TAs. A multiple case study approach was adopted involving three case studies, each comprising one TA and three underachieving children, at different schools in the North of England. The EP modelled the use of the wave 3 NNS materials and supported/trained TAs in delivering this and other jointly agreed input over one academic term. Initial consultations were held with TAs to explore their experiences of mathematics and delivering numeracy interventions. Thereafter, joint planning and discussions took place on a fortnightly basis to identify what was working well and what input from an EP may be of use; EP input was provided as and when appropriate. Outcomes from the research were assessed using a standardized numeracy test, attitude questionnaires completed by TAs and children, interviews with TAs before and after the intervention and a research diary. The quantitative data gathered through the numeracy test and attitude questionnaires were compared pre and post intervention using descriptive statistics. The qualitative data from interviews and the research diary was analyzed using a thematic analysis approach. The results indicate that consultative support from EPs is welcome by TAs and schools and can be associated with positive outcomes for the children involved. TAs felt EP support was reassuring and acknowledged that it increased their knowledge and confidence and this directly affected the way they thought, felt and behaved in relation to the children’s numeracy difficulties. TAs reported positive observable changes in the children’s attitudes to numeracy lessons and there was a positive correlation between children’s scores on the numeracy test and the final attitude scores allocated to them by TAs, indicating that the intervention had a substantial impact on children’s attitudes and attainment in numeracy. TAs, parents and teachers attributed the positive changes seen in children to participation in the intervention and children’s progress was clearly linked to the numeracy topics covered by the NNS materials. A model for EP-TA collaboration with NNS interventions is proposed and significant factors include: consultation; modelling resources; conducting diagnostic assessments; shaping TAs’ pedagogical practice and providing training on instructional psychology methods. The research indicates that there is a potential distinctive role for EPs in raising the numeracy attainment and attitudes of children working with TAs on NNS interventions. The key element is successive EP consultations that target specific numeracy needs, effectively consider contextual factors and provide ongoing support for TAs. The proposed model could be applied to other numeracy interventions and provides an economical alternative to expensive SEN provision that EPs could usefully contribute to. Further research will be needed to ascertain more precisely the value added by the factors identified in this study to be associated with positive outcomes for children.

This research explores the determinants of inter-partner learning in alliances. The potential for organisations to learn from their alliance partner is well recognised in the literature. The Knowledge Based View of the Firm (KBV) posits that an organisation’s knowledge base, especially its tacit knowledge base, is a source of sustainable competitive advantage. Three key determinants of inter-partner learning are: intent to learn, transparency (i.e. willingness to share knowledge) and receptivity (i.e. capacity to learn). These three concepts are used to guide a single case study of an alliance between a National Sport Organisation (NSO) and a Professional Sport Franchise (PSF). Data was obtained through semi-structured interviews with key informants at both organisations. Each individual transcript was colour coded in relation to each of the four research questions. All relevant quotes were then copied into separate files for each organisation and categorised by research question. The results of the study suggest that 1) despite historical conflict, the relationship between alliance partners is becoming increasingly positive; 2) intent to learn was low in both organisations but higher in the NSO; 3) the NSO was more transparent than the PSF; and 4) receptivity was low for both organisations. Key conclusions of the research are that the NSO and PSF are failing to take full advantage of the opportunities presented by their relationship, but intent, transparency and receptivity remain useful concepts to explore inter-partner learning.

Syftet med denna studie är att undersöka jämställdhetsfrågors aktualitet och betydelse i den sydafrikanska politiken. Detta görs med förhoppningen att kunna säga någonting om landets potentiella jämställdhetsutveckling, och om huruvida en sådan utveckling kan påverka den generella utvecklingen i ett land som är viktigt för regionen både ekonomiskt och inom jämställdhetsområdet. Studien undersöker därför Sydafrikas tre största partiers valmanifest inför de lokala val som hölls i augusti 2016 – ANC:s, DA:s och EFF:s - för att ta reda på hur jämställdhetsfrågor behandlas, alternativt icke behandlas. Undersökningen genomförs med hjälp av kvantitativ och kvalitativ innehållsanalys. Resultaten påvisar att valet, ur en partipolitisk synvinkel, inte genomsyrades av jämställdhet eller av en jämställdhetsinriktad diskurs. Därför är undersökningen pessimistisk till Sydafrikas vidareutveckling inom jämställdhetsområdet inom den närmaste framtiden, och därmed även till dess positiva inverkan på den generella utvecklingen i landet. Detta trots ett skiftande politiskt landskap.

The years 1951 to 1953 are among the most important and controversial in Iranian history. The period is significant not only for the domestic dynamics of popular nationalism under Prime Minister Mohammed Mossadegh, but also for the role that United States policy played in an interaction with the conflict between a lingering British economic presence and the Iranian move to nationalize its oil industry. An examination of United States national security policy of that time reveals that policy toward Iran was consistent with the overall post-war policy of the United States, dominated as it was by the central theme of preventing the spread of communism. The task for the men who were charged with the application of U.S. policy in Iran during those years was to accommodate two factors which complicated the search for an order which would ensure post-war national security for the United States: Iranian nationalism as epitomized by Mossadegh; and the economic and diplomatic interests of Great Britain. The United States sought to resolve the conflict so that instability in Iran would not invite communist influence or takeover. United States policymakers were influenced by several factors which combined to eventually decide the outcome. The centrality of the perceived world communist expansion threat, McCarthyism in the United States, the role of several key figures with experience in U.S.-Soviet diplomacy, and the change from a Democratic to a Republican administration at the time Mossadegh was experiencing a deterioration of his own domestic political situation; all worked toward the still-controversial outcome of U.S. policy: the overthrow of Mossadegh. The primacy of containment of communism in United States policy did not preclude variations in its application, nor did this emphasis ignore the forces of Iranian nationalism and self-determination. Nonetheless, given the men involved in the policy decisions, the information available to them and the context of the post-World War II international order, the outcome was predictable and entirely consistent at the time with creating an international order conducive to the national security interests of the United States.

The problem was that much effort was being put into an alliance for preparing school leaders with little evidence concerning how effective such groups were in promoting positive change. The purpose of this study was to provide a historical background for the National Alliance for Developing School Leaders that included the rationale for the endeavor, the identification of key actors and their roles, and perceived changes resulting from Alliance affiliation. The information gleaned from the study was intended to answer the formulated research questions. Data were collected using semi-structured interviews and through examination of relevant documents. Data were coded and clustered to assist with the organization of a plethora of information. The information was then used to tell the story of the National Alliance for Developing School Leaders as told by those directly involved in the conception and development of the Alliance. Evidence indicated that change had occurred as a result of the National Alliance for Developing School Leaders, however, the degree of change experienced varied across university sites. Conclusions drawn indicated that the Alliance provided faculty and students exposure to new materials and teaching techniques, opportunities for increased presentations and publications, higher visibility, professional development opportunities that included area school administrators, and increased professional dialogue regarding changes needed in administrator preparation programs. Evidence existed that more on-site visits and opportunities to dialogue about the successes of each program as well as the difficulties encountered by the universities attempting to change their preparation programs were desired by Alliance participants. Participants reflected on their experiences resulting from involvement with the National Alliance for Developing School Leaders and then shared insights regarding essentials necessary for successful multiorganizational collaborative efforts.

There is growing evidence of the important role that family members play in the support and recovery of individuals diagnosed with a serious mental illness. The National Alliance for the Mentally Ill (NAMI) Provider Education Program (PEP) trains providers of mental health services to work collaboratively with families in the treatment of individuals with a mental illness. This study examines the effect of the NAMI-PEP on Assertive Community Treatment (ACT) provider representations of and services provided to families at Frontenac Community Mental Health Services. Qualitative and quantitative methods of research are combined to explore ACT provider beliefs about, feelings toward and services provided to families before and after participating the NAMI-PEP. Findings suggest that the NAMI-PEP is effective in initiating changes in provider representations of family at a cognitive level. Changes in provider views are detected indicating movement toward a strengths-based orientation and an improved understanding of the components of collaborative practice with families. Analysis of changes to ACT practice patterns illuminates the challenges of implementing cultural change at an organizational level and identifies a fertile area for further research.

This thesis aims to make sense of Left politics in South Africa within the Tri-partite Alliance between the ANC, SACP and COSATU. The thesis focuses on developments in the Eastern Cape, between 2000 and 2008. The thesis describes the prevalent forms of Left politics in the Eastern Cape and the tendencies in the Alliance that organise this Left. The thesis also examines the historical, social and political conditions and that shape the form and content of Left politics in the province. Based on a survey of literature on what is considered the core manifestations of Left politics globally in the 20th Century Left politics is defined as the elements of the political spectrum that are concerned with the progressive resolution of involuntary disadvantage and with a goal of abolishing class society and capitalism. Although the Alliance as a whole should be seen to be on the Left on an international political spectrum, this thesis argues that the Left/Right dichotomy is useful for understanding the politics of the Alliance, as long as the second part of this definition is taken into consideration. The Alliance Left is understood as those leaders and activists within the Alliance that have the SACP and Cosatu as their operating base. It will be argued that this Left is, in its practice, largely concerned with what insiders refer to as politics of „influence‟, rather than with politics of „structural transformation‟. It is the ANC that is the leader of the Alliance and the party in government and thus it is on the terrain of ANC strategy, policy and positions that contestation in the Alliance plays itself out. Thus, for the Left, there is strength in the idea of the Alliance. However, there are significant theoretical and political weaknesses in the Left that undermine the possibility of making good use of various corporatist platforms to pursue the agenda of the Left in the Eastern Cape. There is also increased contestation within the Alliance Left itself about the continued usefulness of this strategy.

Strategic international public-private partnerships (SIPPPs) involve private multinational and public domestic sector parties. SIPPPs are a more complex but less studied form of international strategic alliance (ISA) and increasingly important in the development of emerging economies. A growing body of ISA research has suggested the importance of cultural differences in the often-reported failure of such cross-cultural relationships, but their exact nature remains unknown. This study examines the effects of both national and organisational cultural value systems on trust-building in SIPPPs. It uniquely also tests whether the two types of cultural values are accorded differently by the two types of partner, private and public. The complex relationship building processes were studied through the combined lenses of social-exchange and cultural-exchange theories, providing a rich perspective on the phenomenon under study. The sample, based on purposive sampling, consisted of successful and unsuccessful SIPPS of various sizes, from different industries, operating in a number of African countries. Africa, with its challenging environment and increasing focus on SIPPPs, represented an "extreme context" within which hypotheses could be rigorously tested. The relationships were tested empirically using structural equation modelling. The study confirmed a strong relationship between partners’ economic and collaborative interdependency on the one hand, and mutual trust-levels on the other. Cultural difference was shown to have both a negative direct effect as well as a positive moderating effect on trust building, providing support for the notion of a “cultural paradox”. Strong evidence was provided that partners from opposite sides of the dyad, informed by their respective cultural backgrounds, have different perceptions of the relative importance of these relationships in building trust. The findings have theoretical and practical significance, suggesting that SIPPP partners can improve trust levels and sustain their relationship by building ties of economic interdependence and engaging in collaborative actions to build their collaborative interdependence. The importance of partners being sensitive to each other’s needs and perceptions, and of engaging in reciprocity to build mutual confidence and trust seems critical. The findings have important implications for SIPPP design and needed management skills, as well as for future cross-cultural dyadic research.

Esta dissertação visa analisar o movimento da Aliança Nacional Libertadora (ANL) em relação com a política brasileira entre os anos de 1934 e 1937. Apresentando-se na cena política com um caráter de frente popular e democrática, a ANL, após a promulgação da constituição de 1934, atraiu para suas fileiras diferentes grupos sociais que lutavam por garantia e ampliação de direitos sociais, configurando-se em uma agremiação de massa. Porém, a condução que comunistas e tenentes deram ao movimento serviu de justificativa para o desencadeamento da repressão que recaiu sobre amplos setores da sociedade brasileira, abreviando as promessas e a experiência da ANL. This dissertation aims to analyze the movement of the National Libertarian Alliance related to the Brazilian politics in the years between 1934 to 1937. National Libertarian Alliance presents itself in a political scene with a democratic and popular front character and after the promulgation of the constitution in 1934 has attracted different social groups to its rows. They fought for the guarantee and magnifying of their social rights, configuring a mass grouping. However, the direction given to the movement by communists and lieutenants has been a justification to a chain reaction, the repression, that fell upon ample sectors of the Brazilian society, abreviating the promises and the experience of the National Libertarian Alliance.

Cette recherche étudie l’impact de la distance sur le choix du mode d’entrée à l’étranger. La revue de la littérature révèle l’intérêt accordé au concept de distance et plus précisément aux dimensions psychique et culturelle de la distance. Toutefois, ce concept fait objet de controverses concernant sa conceptualisation et son opérationnalisation. Les études antérieures ont tenté d’expliquer le choix du mode d’entrée par la distance culturelle. Les résultats s’avèrent hétérogènes et peu concluants. Ce travail tente d’apporter des réponses et d’éclaircir l’ambiguïté identifiée dans la littérature en adoptant une approche multidimensionnelle de la distance. Fondée sur la grille d’analyse proposée par Ghemawat (2001), cette recherche développe des hypothèses relatives aux différentes dimensions de la distance (distances culturelle, administrative, géographique, économique). Ces hypothèses sont testées sur un échantillon de 203 opérations de rapprochement effectuées par des entreprises françaises avec des partenaires localisés dans le monde entier. Les résultats de l’étude empirique montrent que la distance nationale influence le choix du mode de rapprochement (coopération versus fusion-acquisition). Ils révèlent que, dans le cas des entreprises françaises, les dimensions administrative et économique jouent un rôle prépondérant lors du choix du mode de rapprochement à l’étranger, contrairement aux distances culturelle et géographique
This research examines the impact of distance on the choice of foreign market entry modes. The literature review highlights the interest given to the concept of distance and more specifically to psychic and cultural dimensions of distance. Nonetheless, this concept is controversial regarding its conceptualization and operationalization. Previous studies have sought to explain the choice of entry mode mainly by cultural distance. The results are heterogeneous and inconclusive. This research attempts to provide answers and clarification to the ambiguity identified in the literature by adopting a multidimensional approach to distance. Based on the framework proposed by Ghemawat (2001), this study develops several hypotheses concerning the different dimensions of distance (cultural, administrative, geographic and economic distances). These hypotheses are tested on a sample of 203 interfirm linkages conducted by French companies with partners located around the world. The results of the empirical study show that the national distance influences the choice of alliance mode (cooperation versus merger-acquisition). In the case of French companies, the findings indicate that administrative and economic dimensions play an essential role in the choice of foreign market alliance mode, contrary to cultural and geographic distances

This thesis examines the evolution of NATO as an institution in the International System by reference to Articles 4, 5 and 6 of the Washington Treaty of 1949. Initially, the thesis considers NATO from an international relations perspective. It then proceeds to examine the institutional evolutionary process of the Alliance since its inception and implementation in 1949. Furthermore, it explores the significance and the meaning of the aforementioned Articles. This thesis utilizes the case study method and refers to four distinct events that have shaped allied policies and strategies: the Suez Crisis of 1956, the establishment of the politico-military consultation process, the Yom Kippur War (1973), and the end of the Cold War (1989-1991). It also examines the allied policies after the events of September 11, 2001. Moreover, it identifies a general pattern of events pertinent to crisis creation inside NATO when the organization is facing a defense issue outside the Euro-Atlantic area. Finally, the thesis concludes that NATO is more than an ordinary military Alliance, as advocated by its longevity, agility and adaptability, which allows the Alliance to maintain a central position in the International System as a robust politico-military organization.

Congo, a member of the french colonial empire and of the francoafrican community, won her independance on the 15th of august 1960. It is in the evolution of the french colonial policy that the national popular army got his political and institutional foundations. At the second world war, the french military policy was undergoing profound modifications, which themselves ended in the setting up of the national african armies. Therefor, the accession to the national sovereignty was accompanied by the formation of military entities. Their role was to secure, by means of arms, the defense of the attributes of the independent state: sovereignty, territorial integrity, public order. . . Notwithstunding, the national popular army, which sprung up from the congolese armed forces, which themselves stemmed up from the french colonial troops, stationed at brazzaville an became soon after the congolese revolution, on the 13th, 14th and 15th of august 1963, an army which administered, educated, guided and did pioneer work. The logical consequence of the change in the national political orientation, which brought about in 1966 a military reorganisation. .

Proposing a detailed ethnography of inter-village relations on the Lao-Thai border, my work intends to analyze, on the one hand, the role of national and local uses of the past in the structuring and the establishment of social boundaries superimposed on the state borders and question the ambiguous relations that the different cross-border actors have with the nation-states, their history and their actors. On the other hand, by the description of the uses and the actors of the border my research questions the general affirmations established by a generation of researcher concerning the social and cultural continuity between the Lao and the Isan people, the latter who are the inhabitants of a region (northeast of Thailand) which is fundamental for the understanding of contemporary Thai politics

Дисертацію присвячено розробленню теоретико-методологічних засад застосування положень теорії колабораційних альянсів у процесі державного регулювання рентних відносин у національній економіці, формуванню науково-методичного підґрунтя узгодження соціо-еколого-економічних інтересів держави, місцевих громад та паливодобувних підприємств у процесі розподілу та перерозподілу природно-ресурсної ренти. У роботі визначено методологію партисипативного управління колаборацією стейкхолдерів при реалізації рентних відносин, оцінювання ефектів та ризиків їх взаємодії в паливодобувній галузі, вибудовування стратегій та сценаріїв колабораційних альянсів між державою, місцевими громадами та підприємствами, обґрунтовано засади соціальної від-повідальності держави в процесі регулювання рентних відносин у національній економіці тощо. Запропоновано систему критеріїв узгодження інтересів у системі "держава – територіальні громади – підприємства" щодо розподілу та перерозподілу природно-ресурсної ренти, розроблено економіко-математичну оптимізаційну модель для диференційованого коригування структури перерозподілу рентного доходу в межах альянсу, запропоновано економіко-математичний інструментарій ранжування соціальних, економічних та екологічних ризиків при створенні колабораційних альянсів у паливодобувній галузі, механізм диференційованого розподілу рентного доходу паливодобувних підприємств, залежно від їх участі у відновленні територій після закінчення видобування природних ресурсів.
В работе обоснованы теоретико-методологические основы применения положений теории коллаборационных альянсов в процессе государственного регулирования рентных отношений в национальной экономике, что предусматривает справедливое распределение природно-ресурсной ренты и партисипативное участие всех стейкхолдеров в формировании рентного дохода. Введено в терминологический оборот понятие "коллаборационный рентный эффект" как кумулятивный социо-эколого-экономический результат от рационального формирования, распределения и перераспределения природно-ресурсной ренты, возникающий вследствие согласованного коллаборационного взаимодействия государства, местной общины и предприятия. Этот эффект предложено оценивать через сопоставление входных и выходных денежных потоков, инвестиционных затрат, налоговых поступлений, рентных платежей, социальных и экологических выплат в пределах коллаборационного альянса и при отсутствии коллаборации с учетом альтернативных поступлений от использования природных ресурсов территории и нормы дисконта, оцененной с учетом альтернативной стоимости капитала и рисков. Критериями согласования интересов в системе "государство – регион – предприятие" предложено считать размер не статичной, а динамической ренты, сложившийся институциональный механизм распределения и перераспределения рентных доходов от использования топливно-энергетических ресурсов, уровень законодательной свободы по передаче прав собственности на эти ресурсы и прав пользования ими, уровень развития инфраструктуры рынка энергетических ресурсов и уровень фискальной децентрализации в стране. Целесообразность создания коллаборационных альянсов в топливодобывающей отрасли предложено определять на основе интегрального показателя по совокупности критериев, определяющих готовность стейкхолдеров к реализации совместной (в форме кооперации и коллаборации) деятельности. В общую систему принципов коллаборации предложено имплементировать принципы: социальной ценности для местной общины на территории добычи топливно-энергетических ресурсов и общества в целом; социальной сбалансированности и согласования социальных интересов участников альянсов; толерантности к социальным рискам; коллаборационной социальной этики; транспарентности в отношениях участников альянса. Разработан экономико-математический инструментарий ранжирования социальных, экономических и экологических рисков при создании коллаборационных альянсов в топливодобывающей отрасли, базирующийся на экспертном оценивании вероятности возникновения различных типов рисков, применении метода нечеткой логики (Fuzzy Logic) и учете индикаторов устойчивости коллаборационных отношений. Разработана экономико-математическая оптимизационная модель для дифференцированной корректировки структуры перераспределения рентного дохода с учетом одновременных и взаимосвязанных изменений эффективности предприятия и социально-эколого-экономической ситуации в регионе добычи ресурсов. Выбор оптимального варианта стратегии развития коллаборационных альянсов, созданных для упорядочения рентных отношений в национальной экономике, предложено осуществлять на основе интегрального уровня готовности их участников согласовывать интересы с внешней средой при реализации проекта, интегрального индекса социо-эколого-экономических рисков при создании альянса и уровня социально-экологической безопасности региона добычи ресурсов. Обоснована необходимость создания в Украине региональных фондов перераспределения рентных доходов, которые будут функционировать по типу смешанных (фондов развития и сберегательных фондов) с высоким уровнем самоуправления, структурно включать фонды воспроизводства природно-ландшафтного комплекса региона, фонды компенсации негативных социальных и экологических последствий от функционирования топливо-добывающих компаний, а также фонды хеджирования рисков будущих поколений, формировать поступления засчет рентного и инвестиционного дохода. Оптимальное распределение рентного дохода предприятий топливо-добывающей отрасли должно предусматривать дифференциацию доли, которая будет изыматься из рентного дохода в местные бюджеты на финансирование социальных, экономических и экологических программ для территориальной общины, в зависимости от роли предприятия в восстановлении территорий после окончания добычи природных ресурсов. Для выявления специфических рисков в коллаборационных альянсах предложено использовать методологию Hazard and Operability Research и эмпирические результаты опроса ведущих предприятий нефтегазовой промышленности Украины. Для сценарного планирования механизма коллаборации стейкхолдеров в процессе распределения и перераспределения природной ренты построены имитационные карты для оптимистического, пессимистического, наиболее вероятных сценариев, на основе разработанного синтетического индикатора, который идентифицирует изменения в механизме функционирования коллаборационных альянсов, в зависимости от типа стейкхолдеров, вида рисков, типа конкуренции и типа кризиса в экономике.
The thesis is devoted to the development of theoretical and methodological principles for applying the provisions of the theory of cooperative alliances in the process of state regulation of rental relations in the national economy, forming a scientific and methodological basis for the harmonization of socio-ecological and economic interests of the state, local communities and fuel production enterprises in the process of natural resource rent distribution and redistribution. The paper outlines the methodology of participatory management of the stakeholder collaboration in the implementation of rental relations, the assessment of the effects and risks of their interaction in the fuel industry, the development of strategies and scenarios of the collaborative alliances between the state, local communities and enterprises, and includes the grounded principles of social responsibility of the state in the process of regulating rental relations in the national economy, etc. It is offered a system of criteria for the coordination of interests in the system "state – territorial communities – enterprises" for the natural resource rent distribution and redistribution. It was developed an economics-mathematical optimization model for a differentiated adjustment of the rental income redistribution structure within the alliance. It is proposed the economic and mathematical tools for ranking social, economic and environmental risks in the creation of collaborative alliances in the fuel industry, the rental income differentiated distribution mechanism of the fuel production enterprises based on their participation in the area restoration after the natural resource extraction.

Assuming that the Brazilian military regime, established in 1964, was based on maintaining two separate orders - the democratic order and exception (authoritarism) - this thesis has as main purpose to analyze this political party configuration, in Espírito Santo, between the years 1964 and 1982. The focus of this analysis is on the patch of the prevailing party associations in the period MDB and Arena - considering its constituent political groups, this specific federal unit, characterized as peripheral set in national development. The perspective taken for the analysis of this trajectory is the institutional framework set up by the Brazilian authoritarian regime (1964- 1985). It is analyzed, under this assumption and focus, the political election performance of the parties above in lawsuits aimed at filling vacancies in the legislative (Senate, House and Federal Legislature), according to electoral laws in force in each election and in own cyclical circumstances. It is also reconstituted, the different contexts succession, conducted indirectly since 1966, the choice of Governors, and exceptionally for Bionic Senator in 1978, examining the relationship between parties and governments formed in the period. The main hypothesis is that, despite the restrictions imposed by the military regime for the operation of the two-party system, it identifies certain lines of continuity between the pre-and post-1964. The results of the survey, which used a wide range of documents, and being based on the methodology multiple documentary research, demonstrate that the main political actors, be they individuals or groups within the political clubs in question, maintained certain positioning standards already verified in the political-electoral period of 1945-1964. In the case of capixaba Arena, the party met both members of the old PSD, with its two main wings - the urban-industrial and agro-land - as the political forces that gathered around the partisan front conventionally called partisan Democratic Coalition, that housed a wide range of political parties - UDN, PTB, PSP, PSB, PR, and others - which opposed the PSD. But MDB, since its beggining, rigged by a former member of the more conservative wing of the former PTB and its group, which sent to the opposition capixaba party the same conservative profile observed in regional PTB. The paper also analyzes the historical confluence between the development project that had been gestated in the Espírito Santo since the PSD governments, especially that of Jones dos Santos Neves (1943-1945/1951-1954) - whose political heirs of the Governor put into practice - and the implementation of the developmental project of the Military Governments. To this confluence of agendas - which proved to be a crucial element of legitimacy and permanence in positions of regional power, of alumni figures of urban-industrial portions of the old PSD, during most of the duration of the military regime - we call the Ideal Platform. The final part of the work is inclined to identify the realignments of those aforementioned political actors in the new multiparty scenario wrought upon the establishment of the New Republic, as well as the election campaign of 1982.
Partindo do pressuposto de que o Regime Militar Brasileiro, instaurado em 1964, baseou-se na manutenção de dois ordenamentos distintos a ordem democrática e a exceção (autoritarismo) a presente tese tem como principal propósito analisar esta configuração político-partidária, no Espírito Santo, entre os anos de 1964 e 1982. O foco dessa análise recai sobre a trajetória das agremiações partidárias vigentes no período Arena e MDB , considerando seus grupos políticos constituintes, nesta unidade federativa específica, caracterizada como periférica no conjunto do desenvolvimento nacional. A perspectiva que se toma para a análise dessa trajetória é a do arcabouço institucional montado pelo regime autoritário brasileiro (1964-1985). Analisase, sob esse pressuposto e foco, o desempenho político-eleitoral dos partidos supramencionados, em pleitos voltados para o preenchimento de vagas nos poderes legislativos (Senado, Câmara Federal e Assembleia Legislativa), segundo legislações eleitorais vigentes em cada pleito e em circunstâncias conjunturais próprias. Reconstituem-se, também, os diferentes contextos sucessórios, realizados de forma indireta a partir de 1966, da escolha de Governadores, e excepcionalmente para Senador Biônico em 1978, examinando-se a relação entre os partidos e os governos constituídos no período. A principal hipótese é a de que, apesar das restrições impostas pelo regime militar ao funcionamento do sistema bipartidário, identificam-se certas linhas de continuidade entre os períodos pré e pós-1964. Os resultados da pesquisa, que utilizou uma variada gama de documentos, tendo sido pautada na metodologia da pesquisa documental múltipla, demonstram que os principais atores políticos, sejam eles indivíduos ou agrupamentos, no interior das agremiações políticas em apreço, mantiveram certos padrões de posicionamento já verificados no cenário político-eleitoral do período 1945-1964. No caso da Arena capixaba, o partido reuniu tanto os membros do antigo PSD, com suas duas principais alas a urbanoindustrial e a agro-fundiária , quanto as forças políticas que se juntavam em torno da frente partidária convencionalmente chamada de Coligação Democrática, que abrigava uma ampla gama de partidos políticos UDN, PTB, PSP, PSB, PR, entre outros os quais faziam oposição ao PSD. Já o MDB, foi, desde o início, aparelhado por um ex-membro da ala mais conservadora do antigo PTB e seu grupo, o que transmitiu ao partido oposicionista capixaba o mesmo perfil conservador verificado no PTB regional. O trabalho procura analisar, também, a confluência histórica entre o projeto de desenvolvimento que vinha sendo gestado no Espírito Santo desde os Governos pessedistas, especialmente o de Jones dos Santos Neves (1943-1945/1951-1954) que os herdeiros políticos do governador colocaram em prática e a implementação do projeto desenvolvimentista dos Governos Militares. A essa confluência de agendas que se revelou elemento crucial de legitimação e permanência, nos espaços de poder regional, de figuras egressas das parcelas urbano-industriais do antigo PSD, durante a maior parte de vigência do Regime Militar damos o nome de Plataforma Ideal. A parte final do trabalho se inclina a identificar os realinhamentos desses mesmos atores políticos supramencionados no novo cenário multipartidário forjado por ocasião da instauração da Nova República, bem como no pleito eleitoral de 1982.

Throughout history, threats emerging from Iran's frontiers have significantly influenced its security policies towards Iraq. Given Operations Iraqi Freedom and Enduring Freedom, Iran's security environment has changed a great deal. Does Iran have a strategy for post-Saddam Iraq and, if so, what is it? With few exceptions, Kenneth Waltz's Realpolitik and balance-of-power theories have guided Iran's security policy decisions. The combined effects of Iran's formative history, individual and institutional agendas, and national interests form the foundation for a Realpolitik strategy aimed at preventing a resurgent "anti-Teheran" government in Iraq. Pragmatism, consensus, influence, and competition appear to be the watchwords for an assertive strategy built upon military prudence and cross-border, multi-disciplined engagement. Iran is putting its internal political and economic house in order so as to achieve greater effectiveness in the pursuit of its national interests vis-a-vis Iraq and the United States. While an alliance is unlikely, there is alignment with the U.S.-led coalition's strategic interests in Iraq.

Anti-corruption movements play a vital role in democratic development. From the American Gilded Age to global demonstrations in the wake of the 2008 financial crisis, these movements seek to combat malfeasance in government and improve accountability. While this collective action remains a constant, how government elites perceive and respond to such agitation, varies. My dissertation tackles this puzzle head-on: Why do some democratic governments respond more tolerantly than others to anti-corruption movements? To answer this research question, I examine variation across time in two cases within the world’s largest democracy: India. I compare the Congress Party government's suppressive response to the Jayaprakash Narayan movement in 1975, and the Congress-led United Progressive Alliance government’s tolerant response to the India Against Corruption movement in 2012. For developing democracies such as India, comparativist scholarship gives primacy to external, material interests – such as votes and rents – as proximately shaping government behavior. Although these logics explain elite decision-making around elections and the predictability of pork barrel politics, they fall short in explaining government conduct during credibility crises, such as when facing nationwide anti-corruption movements. In such instances of high political uncertainty, I argue, it is the absence or presence of an ideological checks and balance mechanism among decision-making elites in government that shapes suppression or tolerance respectively. This mechanism is produced from the interaction between structure (multi-party coalition) and agency (divergent cognitive frames in positions of authority). In this dissertation, elites analyze the anti-corruption movement and form policy prescriptions based on their frames around social and economic development as well as their concepts of the nation. My research consists of over 110 individual interviews with state elites, including the Prime Minister, cabinet ministers, party leaders, and senior bureaucrats among other officials for the contemporary case; and a broad compilation of private letters, diplomatic cables and reports, and speeches collected from three national archives for the historical study. To my knowledge this is the first data-driven study of Indian politics that precisely demonstrates how ideology acts as a constraint on government behavior in a credibility crisis. On a broader level, my findings contribute to the recently renewed debate in political science as to why democracies sometimes behave illiberally.

It is frequently contended that as for research and development (R&D), the scientific basis of innovation, Japan has been a freerider with respect to the international community. It is generally accepted, both within and outside the country, that, be that as it may, Japan as an important frontier economy can no longer rest on this position (e.g., cf. Ueda, 1996, p. 22). This paper is about one possible way out of this unsatisfactory situation, i.e. (research) alliances among companies, in order to complement their weak basis of scientific knowledge in one of the most advanced fields of scientific research and most promising fields of business interest: new biotechnology. With respect to such alliances, there is always the fear that the game is not strictly played by the rules, i.e. that one partner will cheat - or at least will try to cheat - the other. Does this apply to Japan, particularly if foreign companies are involved: are partners milked, or is there a symbiotic know-how enhancement, fruitful or all participants?

La recherche menée dans le cadre de cette thèse vise à étudier les méthodes et outils utilisés pour réaliser des transferts de compétences entre organisations. Elle vise également à analyser les résultats de ces transferts. L'acteur étudié est l'émetteur du transfert. Ainsi, la notion de résultat ne s'entend pas comme apprentissage par le récepteur mais comme résultats pour l'émetteur. La phase empirique de cette recherche a été menée dans un cadre international, au Brésil, auprès de multinationales réalisant des transferts de compétences logistiques vers leurs fournisseurs locaux. La revue de littérature est l'objet de la première partie de la thèse. Cette partie se décompose en huit chapitres. Le premier présente le cadre conceptuel : la théorie des ressources. Les quatre suivants proposent une étude des notions de ressource, compétence et connaissance ainsi qu'une analyse des enjeux liés au management des compétences dans le cadre de relations inter-organisationnelles. Dans les chapitres 6, 7 et 8 sont étudiées les problématiques relatives au transfert. Plus particulièrement, le chapitre 8 permet de présenter et d'analyser les outils de transfert. La seconde partie présente l'étude empirique. Le chapitre 9 décrit la méthodologie de recherche. Dans le chapitre 10, les résultats de l'étude du cas de Renault au Brésil, permettent de mieux définir les notions d'objet et d'objectif du transfert et d'analyser les outils de transfert. Cette analyse est approfondie au travers des résultats des entretiens d'experts et de la comparaison inter-cas, qui sont l'objet du chapitre 11. Le chapitre 12 présente l'analyse quantitative : variables de l'étude, questionnaire et méthodes statistiques utilisées. The purpose of the research presented in this thesis is to study tools and methods used to carry out interorganizational transfers of competence. The actor under study is the competence transferer. The notion of result thus does not translate as learning by the receiver but as results for the transferer. The empirical component of this study was performed in an international setting, in Brazil, with MNCs. The study relates to transfers of logistical competence to their local suppliers. The first section of this thesis comprises an 8-chapter literature review. The first chapter introduces the conceptual framework: resource-based theory. The four following chapters investigate concepts of resource, competence and knowledge, as well as stakes relative to the management of competence within the framework of inter-organizational relationships. Chapters 6, 7 and 8 focus on transfer issues, and in particular chapter 8 enables an analysis of transfer tools. The second section of this thesis comprises the empirical study. Chapter 9 outlines the research method. Chapter 10 presents the results of the Renault case study in Brazil. This case study allows a better definition of the notions of object and purpose of the transfer, along with an analysis of transfer tools. Interviews with experts and cross-case comparisons enable in-depth analysis in chapter 11. Chapter 12 gives the description of quantitative analysis: variables,questionnaire design and data analysis method used. The results of the data analysis are presented in chapter 13 and discussed in the final chapter

While much has been written on the Australian film and television industry, little has been presented by actual producers, filmmakers and technicians of their time and experiences within that same industry. Similarly, with historical documentaries, it has been academics rather than filmmakers who have led the debate. This thesis addresses this shortcoming and bridges the gap between practitioner experience and intellectual discussion, synthesising the debate and providing an important contribution from a filmmaker-academic, in its own way unique and insightful. The thesis is presented in two voices. First, my voice, the voice of memoir and recollected experience of my screen adventures over 38 years within the Australian industry, mainly producing historical documentaries for the ABC and the SBS. This is represented in italics. The second half and the alternate chapters provide the industry framework in which I worked with particular emphasis on documentaries and how this evolved and developed over a 40-year period, from 1970 to 2010. Within these two voices are three layers against which this history is reviewed and presented. Forming the base of the pyramid is the broad Australian film industry made up of feature films, documentary, television drama, animation and other types and styles of production. Above this is the genre documentary within this broad industry, and making up the small top tip of the pyramid, the sub-genre of historical documentary. These form the vertical structure within which industry issues are discussed. Threading through it are the duel determinants of production: ‘the market’ and ‘funding’. Underpinning the industry is the involvement of government, both state and federal, forming the three dimensional matrix for the thesis. For over 100 years the Australian film industry has depended on government support through subsidy, funding mechanisms, development assistance, broadcast policy and legislative provisions. This thesis aims to weave together these industry layers, binding them with the determinants of the market and funding, and immersing them beneath layers of government legislation and policy to present a new view of the Australian film industry.
