Abstract Gravestones with Hebrew inscriptions are the most common class of Jewish monuments still present in such regions as Ukraine or Belarus. Epitaphs are related to various Biblical, Rabbinical, and liturgical texts. Despite that, the genre of Hebrew epitaphs seldom becomes an object of cultural or literary studies. In this paper, I show that a function of Hebrew epitaphs is to connect the ideal world of Hebrew sacred texts to the world of everyday life of a Jewish community. This is achieved at several levels. First, the necessary elements of an epitaph – name, date, and location marker – place the deceased person into a specific absolute context. Second, the epitaphs quote Biblical verses with the name of the person thus stressing his/her similarity to a Biblical character. Third, there is Hebrew/Yiddish orthography code-switching between the concepts found in the sacred books and those from the everyday world. Fourth, the epitaphs occupy an intermediate position between the professional and folk literature. Fifth, the epitaphs are also in between the canonical and folk religion. I analyze complex hermeneutic mechanisms of indirect quotations in the epitaphs and show that the methods of actualization of the sacred texts are similar to those of the Rabbinical literature. Furthermore, the dichotomy between the sacred and profane in the epitaphs is based upon the Rabbinical concept of the ‘Internal Jewish Bilingualism’ (Hebrew/Aramaic or Hebrew/Yiddish), which is parallel to the juxtaposition of the Written and Oral Torah.

AbstractI argue that “sampling” is at the heart of rabbinical hermeneutics. I argue further that anomalous monism—and specifically its arguments about token identity, of which sampling is one species—provides some insight into understanding the nature of rabbinical hermeneutics and religion, where truth is contingent on social judgment but is nevertheless objective. These points are illustrated through a close reading of the story of the oven of Aknai in the Bavli’s Baba Metzia. I claim that rabbinic Judaism represents an early attempt to integrate written texts into communicative processes, and thus frame the essay by comparing it to more recent computational technologies.

Rabbinical appointments in modern times have been the subject of some study: in Ashkenaz it was customary for a son to inherit the office of rabbi from his father, provided he was deserving. Simḥa Assaf writes: “We do not find [in earlier periods] the practice which is widespread today, whereby a community, upon the death of its rabbi, appoints his son or son-in-law even if they are unworthy replacements. Previously, communities were not subject to this ‘dynastic imposition.’” Under the rule of the Ottoman Empire, in the seventeenth century, there are attestations of the rabbinical office becoming a dynasty reserved for certain families, notably Ṭayṭaṣaq, Ṣarfati and ‘Arameh, in Saloniki.Although the rabbinate was not perceived as the rightful monopoly of any particular family, interviews conducted with rabbis and community leaders on this point indicate that certain families had clearly been preferred over others. From the seventeenth century onwards this grew more pronounced: occasionally, the community would refrain from appointing a new rabbi and wait for a younger son to reach maturity so he could inherit his father's position.

Aquila of Sinope, the legendary second-century translator and convert to Judaism, appears in both Jewish and Christian tradition. Recent literature on his famous Greek translation of the Hebrew Scriptures is surprisingly limited, however. Dominique Barthélemy's landmark monograph on the Minor Prophets’ scroll gives some significant introductory attention to Aquila and the influence of Rabbi Akiva upon him, but the study's influential (if traditional) conclusions cannot be considered final. Lester Grabbe, in particular, has critiqued Barthélemy's portrayal of Aquila as a zealous follower (“un chaud partisan”) of Akiva and of his characteristic manner of exegesis (especially the inclusive sense he gave the accusative particle’ēt). If there are real reasons informing this conventional depiction of Aquila, for Grabbe, “no isolated theory linking a particular translation with a particular figure of Jewish literature can truly claim serious attention,” without considerably more information about how the whole spectrum of Greek recensional activity interacted with all the diverse forms of ancient Jewish interpretation. Grabbe offers an important critique. At the same time, he requires a considerable advance in our knowledge. Indeed, given many irremediable uncertainties touching the precise information Grabbe would demand, it is not clear how far conclusions in this area can ever be entirely distanced from conjectures.

This thesis examines Rabbinic traditions regarding midrashic techniques, the authority of midrashic teachings and the purpose of midrashic activities. These traditions are investigated through an exhaustive analysis of Rabbinic exegesis of Deuteronomy 32:47. The Rabbis interpreted the initial clause of this verse ("for it is no empty thing for you") as referring to midrash and employed the verse to support a wide range of assertions about midrashic procedures. The techniques validated by the verse are interpretation of particles according to the hermeneutical principle of limitation and extension and narrative expansions that embellish biblical events. The idea of the Sinaitic authority of Rabbinic teachings is another aspect of midrash that finds expression through exegesis of Deuteronomy 32:47. Finally, the verse occurs in association with the concept of reward for derash. A study of the motives and attitudes that lay behind Rabbinic teachings will contribute to our understanding of midrashic literature.

In the Bible certain objects appear in association with an individual character or characters and in particular narrative events. Rabbinic exegesis places these objects in new and innovative contexts. That is, the Rabbinic exegetes speak of the object's origin, history and fate: the circumstances under which the object was created, how it came into the possession of a Biblical character, its destiny, and, in some cases, its role in the Messianic era. This thesis examines Rabbinic interpretations of eight Biblical objects: Adam's garments, Abraham's ram, Solomon's throne, the staffs, asses, altars and wells used by various characters, and a divine fire. This is the first collection of the numerous parallel sources that deal with each of these objects. The traditions regarding these objects illustrate the Rabbis' concern with unity and continuity: different Biblical characters and events are linked together by means of the objects. The Rabbinic idea of the transmission of Biblical objects parallels the Rabbis' view of their own literature as having been transmitted through the generations.

As money laundering is a highly threatening and dangerous activity, its damage is only discussed when the consequences of these illegal activities become public, thus such kinds of investigations are particularly relevant. By fol-lowing public anti-money laundering (AML) directives and internal financial legislation of specific countries, it is pos-sible to improve any money laundering situation, anticipate potential risks and avoid various financial downturns. This paper examines the evolution of money laundering, the motives behind them, the potential economic consequences and highlights the need to suppress these activities to promote higher standards of AML, which could have a posi-tive impact on the countries’ economies. In the empirical part, according to the main macroeconomic indicators, 10 Northern European countries are analysed and the effectiveness of anti-money laundering processes, are identified. The analysis is made using several research steps, obtained results are compared and discussed. Methods used: scientific literature analysis, comparative analysis, data systematization, statistical data analysis, COPRAS, and cluster analysis. Conclusions and future research areas are mentioned.

The endogeneity of the money supply hypothesis is one of the most discussed and researched topics in the theoretical and empirical literature. According to this hypothesis, the money supply is determined internally within the economy. The aim of this study is to test this hypothesis in the member countries of the Eurasian Economic Union. In order to achieve the goal, the quarterly data of the five countries for the years 2010-2021 was analyzed by panel data analysis. First of all, bank loans were taken as the dependent variable and it was determined that there is a cointegration relationship between these variables. While all three independent variables affected the total loan amount in the short run, the coefficient of money supply was statistically insignificant in the long run. According to the results, one dollar increase in deposit amount increases the loan volume to $0.06 on average in the long run. A one-dollar increase in GDP increases it to 0.3 dollars. In addition, the panel ARDL cointegration test was applied by accepting the deposit amount, M2, M2X money supply and GDP variables as the dependent variables, but no cointegration relationship was found between the variables in all models. In the light of these results, it can be said that the money endogeneity hypothesis is not valid in the Eurasian Economic Union countries in general.

Due to increasing technical capabilities, financial fraud becomes more sophisticated and more difficult to detect. As there are various categories and typologies of financial fraud, different detection techniques may be applied. However, based on the data generated daily by financial organizations, a technical solution must be implemented. This paper presents a comprehensive literature review of financial fraud, the categorizations of financial fraud, and financial fraud detection with the particular focus on computational intelligence-based techniques. As outlined in the reviewed literature, money laundering is a multilayered crime involving several fraud typologies; therefore, it was selected to be analysed in this research. The purpose of the research is to investigate the synthetic dataset of the money laundering scheme to see whether additional patterns could be outlined, which would help financial organizations to recognize suspicious activity easier. To achieve this goal, computational intelligence - decision tree, was selected as a classification method to identify additional patterns. As a result, data classification provides new data parameters which are essential in improving accurate and efficient financial fraud detection.

In this article, we discuss the central banks’ attitude to cryptocurrencies and focus more on European Central Bank. First, based on the analysis of scientific literature, we show that cryptocurrency is money and performs all of the functions of money, such as the exchange medium, value storage, and accounts unit. We found a positive correlation between the level of economic development of a country and the level of regulation and the integration of crypto cryptocurrencies into the economic system. We discuss not only the approach of the ECB to cryptocurrencies, but also how it developed. According to the study data, the ECB only began to respond to cryptocurrency as an equivalent monetary instrument in 2021, established regulatory mechanisms, and developed the digital euro project.

International funds flow freely across the countries both quantitatively and legally as a result of financial liberalization carried out by globalization process and huge amount of money flows into the countries in liberal system. Particularly for developing countries, these fund flows refer as hot money are mentioned frequently with respect of positive and negative signs. High export performance of the Netherlands as a result of discovering large natural gas reserve leads to increase rapidly its own currency. In 1959 when economic indicators getting worse, the reason of crisis appears as decreasing export in consequence of over-valued currency leads to decrease the industrial production. This paradoxical situation is named as “Dutch Disease” in economics literature. The purpose of this study is examining the effect of hot money inflow on the manufacturing sector of Turkey and testing Dutch disease for Turkish economy. In this paper, the monthly data 2006:01-2013:12 from Central Bank of the Republic of Turkey is used. Test results of causality tests that Toda-Yamamoto method (1995) and Hacker-Hatemi-J (2006) bootstrap method approve that there is no causality between portfolio investment and manufacturing industrial production index and also export. The results confirm that portfolio investments do not lead to Dutch disease for Turkey.

This project-based research examined the explorations of the Soekarno-Irian Barat Rupiah banknotes' visual element as textile motifs, which were then produced into a womenswear collection using the digital printing technique. The topic was chosen based on the phenomenon among the society that often sees money only as a payment tool, while actually, it bears more meanings for a nation, including historical, cultural, and political messages, which makes it eligible to be also known as a cultural heritage product that deserves to be preserved. One alternative to preserving the visual elements of a cultural heritage product is through textile and fashion products application. The project started with literature studies and interviews; explorations of motifs, designs, materials, and also style studies; and was completed with fabric and garments production. The considerations behind the aforementioned aspects in the methodology were made through a design thinking framework with mixed-methodological approach which combines qualitative and quantitative data collection and analysis. The intended impact of this practice work is to create a new perspective towards banknotes as a case study for cultural heritage artefacts whose design elements can be preserved through product application in the creative industry, such as textile and fashion products.

Abstract Lost circulation is one of the prevalent issues in drilling operations. It holds a negative impact on the oil and gas industry as it is a major source of non-productive time (NPT). Moreover, the process of elimination/control is timely and costly. Lost circulation is the loss of drilling fluids to geological formations rather than circulating back to the surface through the annulus. Lost circulation can be categorized based on the volume of fluid being lost to seepage, moderate, severe, or complete loss, and it occurs in the following types of formations: unconsolidated/highly permeable, induced or naturally-fractured, and vugular formations. The consequences of lost circulation include, but are not limited to, well control incidents, damage of formation, abysmal zonal isolation, and stuck pipe. Therefore, as the vitality of the well affects the quality of both drilling and production, curing lost circulation is essential. As the topic of lost circulation holds global significance in the oil and gas industry, huge amount of money is allocated to the research and development of solutions to the issue. Many researchers publish papers addressing different and innovative solutions to the ongoing challenge. Long term shale inhibition challenge will be detailed in the case of total losses. This paper will also show some experimental setup to test long term inhibition in the case of total losses.

Purpose – to investigate the possible influence of bitcoins and the Blockchain on exchange rates of selected fiat currencies by using quantitative analysis methods. Research methodology – the importance, risks/opportunities are examined by studying scientific literature regarding cryptocurrencies and decentralization. The influence of bitcoins itself is examined by using regression analysis, ANOVA, descriptive statistics, correlation matrix, and VIF. Findings – impart negative relation between Bitcoin money supply and exchange rates (USD/EUR) and a positive relation between Bitcoin inflation rate and exchange rates (USD/EUR). However, the actual influence is too negligible to make any significant affection for the conventional financial sector yet digitalization and decentralization are imminent. Research limitations – only a few analyses have been conducted in a quantitative manner regarding cryptocurrencies impact. The influence of cryptocurrencies increased from 2011; phenomenon lacks long time data and examples to conduct an analysis model that applies to all assumptions without exceptions. Practical implications – enterprises can embrace decentralization and digital money to keep up with the fast-growing market changes, improve transparency, and reduce costs. Close relation with fintech is indispensable; it promotes economic growth and accelerates the development of advanced operating practices. Originality/Value – the interest in digital money and peer-to-peer payments constantly occupy greater importance of financial market and trading manner. Their influence is widely discussed but lacks quantitative researches based on actual historical data

Value for Money (VfM) is a concept that broadly defines how to maximise and sustain equitable and quality outputs, outcomes and impact for a given level of resources. VfM is a frequently misunderstood term, often associated with complex economic analysis methods. The literature reviewed in this report shows no clear consensus concerning how VfM should be defined. This rapid literature review collates available literature on the value for money of different CSO delivery options. It draws on a diverse range of sources from academic and grey literature. The review draws heavily on a number of sources including Coffey (2015), Laws and Valters (2021) and INTRAC (2020).Despite a range of definitions of VfM being developed and refined, there exist a dearth of detailed attempts to understand how best to conceptualise, measure and manage VfM for programmes which aim to be adaptive.How VfM is interpreted continues to evolve, for example, the Independent Commission for Aid Impact has broadened how VfM is assessed by requiring different types of accountability and transparency commitments to ensure that CSOs use funding responsibly (ICAI, 2018).The availability of VfM evidence across many funding arrangements is lacking or incomplete. Additionally, while the effectiveness and impact of specific funding mechanisms was typically explored and assessed in the literature, the relationship between the design and execution of the broader funding arrangement in relation to VfM was usually inferred rather than explicitly assessed.

This rapid research review provides an overview of the current state of knowledge on the scale and dynamics of trade-based money laundering (TBML) and key challenges and opportunities in relation to TBML, both globally and in relation to the United Kingdom (UK) specifically. The study took place over ten days in August and September 2022, and involved a review of existing literature, as well as two interviews with experts. Much of the literature reviewed originated from international organisations and publications by national governments, supplemented by news reports and publications by private sector firms. Academic papers were also reviewed, though the availability of relevant, recent, peer-reviewed papers was limited.

Central banks can potentially influence the investment decisions of private financial institutions, which in turn will create incentives towards green technology adoption and development of lower emission business models. This paper examines how monetary policies can be deployed to promote a greening of finance. To guide the efforts, the paper mobilizes the Money View literature. This enables a comparative assessment of different monetary policy options. The main finding is that a promising way forward for green monetary policy is to adopt a strategy of expanding collateral eligibility through positive screening and widening haircut spreads to change relative incentives in favor of green over brown assets.

While many of the conceptual approaches to VfM and methods for estimation are similar between regular development programming for social protection and humanitarian cash and food assistance, so far these literatures have evolved in fairly distinct silos. There is relatively little work that brings the two strands together. This thematic review provides a conceptual framework for understanding VfM of social assistance in fragile and conflict-affected situations (FCAS). It draws out what is particular to these contexts and identifies key areas for focus. It then reviews the existing literature to identify gaps and point to priorities for further research.

Digital financial services like mobile money are increasingly prevalent in developing countries as an alternative to traditional financial services. For many governments, they have become critical components of domestic revenue mobilisation, tax administration modernisation, and broader tax reform. However, making tax administration more efficient and maximising voluntary compliance is a very difficult task. The existing literature on the relationship between mobile money and tax performance in developing countries is limited, although it does show the potential of mobile money to improve tax performance. This paper aims to fill the gap by investigating the relationship between mobile money and the quality of tax policy and administration in developing economies and highlighting some mechanisms underlying these findings, including a lower tax compliance burden, a smaller informal sector, and lower corruption.

Despite much attention to unconventional monetary policies after the financial crisis, the collateral policies of central banks are rarely discussed. And when they are, the haircuts applied to assets pledged to access central bank liquidity tend not to be analyzed. An exception to these trends is the recent work by Nyborg (2017), who argues that the collateral policies adopted by the European Central Bank (ECB) aggravated the sovereign debt crisis and put the survival of the euro at risk. Taking our point of departure in the money view literature (Mehrling 2011), we argue however that Nyborg’s critique of the ECB’s crisis response is misguided and that his proposal to deepen and reinforce the ECBs role in the fiscal disciplining of member states would be procyclical and destabilizing. Through our analysis of Nyborg’s work and the ECBs crisis response, we identify core principles for countercyclical collateral policies suitable for market-based financial systems.

Specific Research Objective. Develop a theory of technology adoption to analyze the role of promotional tools such as advertising, product sampling, demonstrations, money back guarantees and warranties in inducing technological change. Use this theory to develop criteria for assessing the optimal use of marketing activities in launching new agricultural input technologies. Apply the model to analyze existing patterns of marketing budget allocation among promotional tools for various agricultural input industries in the United States and Israel. Background to the Topic. Marketing tools (money-back guarantees [MBG] demonstration, free sampling and advertising) are used extensively to induce the adoption of agricultural inputs, but there is little understanding of their impacts on the diffusion of new technologies. The agricultural economic literature on technology adoption ignores marketing efforts by the private sector, which may result in misleading extension and technology transfer policies. There is a need to integrate marketing and economic approaches in analyzing technology adoption, especially in the area of agricultural inputs. Major Conclusion. Marketing tools play an important role in reducing uncertainties about product performance. They assist potential buyers to learn both about objective features, about a product, and about product fit to the buyer's need. Tools, such as MBGs and demonstration, provide different information about product fit but also require different degrees of cost for the consumer. In some situations they can be complimentary and optimal strategy combines the use of both. In other situations there will be substitution. Sampling is used to reduce the uncertainty about non-durable goods. An optimal level of informational tools declines throughout the life of a product but stays positive at a steady state. Implications. Recognizing the heterogeneity of consumers and the sources of their uncertainty about new technologies is crucial to develop a marketing strategy that will enhance the adoption of innovation. When fit uncertainty is high, allowing an MBG option, as well as a demonstration, may be an optimal strategy to enhance adoption.

This paper reviews existing perspectives on the politics and governance of social assistance in crises from the bottom up – from sub-national regions (or states/provinces) down to districts, sub-districts, towns, and villages. It begins by examining recent literature on the politics of social protection, which is mostly based on assessment of political dynamics and relationships in settings that are peaceful and only minimally affected (or unaffected) by conflict-related violence. Key insights from political economy analysis of humanitarian assistance, alongside the ‘political marketplace’ – a more recent concept used to understand governance in fragile and conflict-affected settings (FCAS) – are introduced to deepen understanding of politics specifically in situations where statehood is both limited and negotiated. The second part of the paper reviews various insights into sub-national and local governance, focusing on the role of non-state actors in provisioning and distribution at the edges of state power, delivery configurations in these settings, and the rationalities of local governance and ‘real implementation’. Understanding the arrangements and dynamics of governance sub-nationally and locally is essential for designing and planning the provision of social assistance in ways that are more likely to be politically and socially acceptable while also being inclusive and delivering value for money. The conclusion draws together these various perspectives on politics and governance from the bottom up to consider the implications and questions for further research on social assistance in crises.

The aim of adaptive programming (AP) is to produce adaptive, flexible, iterative, responsive, problem-driven, politically smart, locally led programmes which are effective and efficient and meet donor requirements for accountability. This is a rapid desk review of recent literature on AP including academic and grey sources. Section 2 covers the main challenges and barriers to successful implementation of AP. Key success factors are covered in Section 3. Selecting the appropriate monitoring and evaluation tools such as outcome harvesting or adapted versions of Value for Money to assist in measuring outcomes and embedding learning is key to successful AP, particularly in governance programmes, where results are usually long-term, non-linear and causality can be difficult to specifically trace back to the donor-funded intervention. Section 4 details three case studies from the governance arena as this report was requested to assist in designing adaptive governance programmes. Thus, the State Accountability and Voice Initiative (SAVI) from Nigeria, Chakua Hatua from Tanzania, and Within and Without the State (WWS) from conflict regions are included to show how flexible indicators, donor communication and negotiation, empowering teams and adopting monitoring and evaluation tools assisted in successful AP outcomes in different locations and political contexts. The challenges faced and drawbacks of certain processes were fed into efficient feedback loops fostering cross-communication, adaptation, and modification to ensure procedures and policies were changed accordingly. Sources used are primarily from the previous 5 years, as per K4D norms, unless the work is seminal, such as the ODI Report (2016) Doing Development Differently, which encouraged over 60 countries to sign up for the AP methodology. This review found a substantive body of literature on AP methodology the relative recency of academic attention on AP in the development less evidence is available on case studies of AP in the development sector, as there are not many ongoing projects and even fewer have been completed and results assessed (ICF, 2019). There is also a lack of case studies on how dynamic, empowered, innovative teams successfully apply adaptive programming ideas, particularly providing behavioural insights about such teams (Cooke, 2017) as well as little attention to precipitating and sustaining behaviour change in institutions over the longer term (Power, 2017).
