This project report presents the rationale and the first results as regards the ongoing learning process of the PROMETEUS (PROMotion of EmobiliTy in EU regionS) project, co-financed by the Interreg Europe program, in the context of EU policies and programs dedicated to the promotion of sustainable mobility, and electric mobility in particular. Electric mobility, and in general low-carbon mobility, is one of the main targets of the European Union’s policies dedicated to a green transition. Despite continuous efforts, the number of electric cars in circulation remains low and the objectives of expanding the market for such vehicles by 2030 are still far from being fulfilled. Up until 2018, the share of electric vehicles was in fact only 1.5% of total car sales in the EU. Specifically, it has been noted that an increase in the uptake of electric vehicles in Europe is hampered by the presence of three main barriers: affordability, infrastructure availability, and lack of investments. In this context, project PROMETEUS has aimed at tackling the lacunae in the availability of infrastructures for a transition towards electric mobility in the partnership’s regions, namely, Carinthia in Austria, Castilla y León in Spain, Lazio in Italy, Malta, and Prešov in Slovakia, and at countering low awareness in the public through the improvement of policy instruments linked to structural funds. In order to approach and clarify the process of improvement of those policy instruments, we have summarized and presented the reference results and outputs from the Action Plans across the partners. Moreover, the report discusses in detail the output of the regional Action Plan of the one of project partners—the Prešov region, as the form of a model example—as the initial situation in terms of infrastructure development in the region posing as the biggest challenge for the project. Managerial as well as research summaries can be helpful in the implementation of similar projects; in the continuous improvement of policy instruments; and, last but not least, in the formulation of new challenges to improve awareness of sustainable forms of transport.

AbstractLIFE MONZA project (Methodologies fOr Noise low emission Zones introduction And management) aims at defining an easy-replicable method for the identification and management of the Noise Low Emission Zones (Noise LEZ), urban areas subject to traffic restrictions, usually introduced in order to ensure compliance with the air pollutants limit values, prescribed by the European Directive on ambient air quality 2008/50/EC, whose impacts and potential benefits regarding noise issues have been taken into account, tested and analysed in a pilot area of the city of Monza, located in North Italy. Noise LEZ has been established in Libertà district, introducing infrastructural interventions carried out by the municipality (top-down actions) and encouraging an active involvement of the citizens, in the definition of a more sustainable lifestyle (bottom-up actions). The analysis of potential effects on noise reduction due to the Noise LEZ can contribute to the implementation of the EU Directive 2002/49/EC, related to the assessment and management of environmental noise (Environmental Noise Directive – END), which introduces noise action plans, designed to manage noise issues and their effects, suggesting the adoption of urban and mobility planning. Noise and air quality monitoring activities have been carried out in pilot area in ante and post-operam conditions. The monitoring methods, the measurement techniques, the analysis procedures, able to describe the effects due to Noise LEZ establishment, for both the main environmental issues are reported in this paper, as proposals to be applied in other different contexts. Results of monitoring activities highlight a reduction of noise, in term of sound pressure levels, between ante and post-operam, during the day and particularly during the night period, and it is essentially due to the interventions realised. The effect of the Noise LEZ on air pollution seems to be negligible for combustion related pollutant and carbon fractions of PM, due both to the moderate spatial effects of the measures undertaken and confounding factors due to concomitant emission sources and meteorology.

Foram estimadas as emissões antrópicas de gases de efeito estufa e poluentes atmosféricos para cidade de Manaus oriundas da mobilidade urbana, adotando as orientações do IPCC e as recomendações do governo brasileiro, no que tange ao uso de biomassa na matriz energética, assim como as experiências relatadas por outros grandes centros brasileiros que já publicaram seus inventários. A cidade apresentou crescimento demográfico vertiginoso nos últimos 50 anos graças à edição do Decreto 288/67 que instituiu o modelo econômico Zona Franca de Manaus com incentivos fiscais ao setor industrial. Neste período a população saltou de 314.197 habitantes em 1970 para 2.094.391 em 2016. Com uma frota de veículos de 710.586, a cidade apresenta uma série de problemas, seja de infraestrutura pela quase ausência de planejamento urbano, seja pela precariedade dos serviços públicos. As emissões são representativas da frota e, muito embora, venham reduzindo nas últimas décadas, sobretudo, em face da implementação de diversas fases do Programa de Controle da Poluição do Ar por Veículos Automotores – PROCONVE e Programa de Controle da Poluição do Ar por Motocicletas e Veículos Similares - PROMAT, os resultados são de ordem preocupante e precisam fomentar o desenvolvimento de políticas públicas de transporte e saúde inerentes à qualidade do ar. Analysis of the Displacement of Emissions Pollutants in the Manaus city, Brazil A B S T R A C TThe anthropogenic emissions of greenhouse gases and atmospheric pollutants to the city of Manaus from urban mobility were estimated by adopting the IPCC guidelines and recommendations of the Brazilian government regarding the use of biomass in the energy matrix, as well as the reported experiences by other major Brazilian centers that have already published their inventories. The city has experienced rapid growth in the last 50 years thanks to the publication of Decree 288/67, which established the economic model of the Free Zone of Manaus with tax incentives for the industrial sector. In this period the population jumped from 314,197 inhabitants in 1970 to 2,094,391 in 2016. With a fleet of 710,586 vehicles, the city presents a series of problems, be it infrastructure due to the almost absence of urban planning or the precariousness of public services. The estimates were elaborated from the Bottom-Up approach, whose methodology is most recommended when the volume of data and information is more robust. Were considered the stratified circulating fleet by thermodynamic cycle, the intensity of use and emission factors as suggested by the IPCC (2006) and guided by the Brazilian government (Brazil, 2011). The emissions are representative of the fleet and, although they have been reducing in the last decades, mainly, due to the implementation of several phases of the Air Pollution Control Program for Motor Vehicles - PROCONVE and Air Pollution Control Program for Motorcycles and Similar vehicles - PROMAT, the results are of concern and must foster the development of public transport and health policies related to air quality. Likewise, the adoption of a standard methodology with recommendations and clear definitions for border conditions is the major challenge required to demonstrate the comparability of emissions between different urban centers, in historical scenarios, in order to contribute to the construction of Municipal Mobility Plans Urban. AbstractElectric vehicle (EV) is considered eco-friendly with low carbon emission and maintenance costs. Given the current battery and charging technology, driving experience of EVs relies heavily on the availability and reachability of EV charging infrastructure. As the number of charging piles increases, carefully designed arrangement of resources and efficient utilization of the infrastructure is essential to the future development of EV industry. The mobility and distribution of EVs determine the charging demand and the load of power distribution grid. Then, dynamic traffic pattern of numerous interconnected EVs poses great impact on charging plans and charging infrastructure.In this paper, we introduce the digital twin of a real-world EV by modeling the mobility based on a time series behaviors of EVs to evaluate the charging algorithm and pile arrangement policy. The introduced digital twin EV is a virtually simulated equivalence with same traffic behaviors and charging activities as the EV in real world. The behavior and route choice of EVs is dynamically simulated base on the time-varying driving operations, travel intent, and charging plan in a simulated large-scale charging scenario composed of concurrently moving EVs and correspondingly equipped charging piles. Different EV navigation algorithms and charging algorithms of Internet of Vehicle can be exactly evaluated in the dynamic simulation of the digital twins of the moving EVs and charging infrastructure. Then we analyze the collected data such as energy consumption, charging capacity, charging frequency, and waiting time in queue on both the EV side and the charging pile side to evaluate the charging efficiency. The simulation is used to study the relations between the scheduled charging operation of EVs and the deployment of piles. The proposed model helps evaluate and validate the design of the charging recommendation and the deployment plan regarding to the arrangement and distribution of charging piles.
