Guizhou, with a cluster of multiple ethnic groups, is located in the southwest of China. In the province, there is up to 49 ethnic minorities whose population occupies around 1/3 of the total. Thanks to this, the multi-ethnic region is endowed with various folk art and culture of distinctive minority styles. This paper briefly discusses the outline of minority folk art in Guizhou, including its development and features, analyzes the aesthetic expression ways and characteristics of the art, and finally, puts forward some further thoughts from fine art, dancing art and batik art. This paper aims to further facilitate the development and innovation of the minority folk art of Guizhou, and add lustre to the progress of our national minority cultures.

Objective To assess in ART-naïve pregnant women randomized to efavirenz- versus raltegravir-based ART (IMPAACT P1081) whether pretreatment drug resistance (PDR) with minority frequency variants (<20% of individual’s viral quasispecies) affects antiretroviral treatment (ART)-suppression at term. Design A case-control study design compared PDR minority variants in cases with virologic non-suppression (plasma HIV RNA >200 copies/mL) at delivery to randomly selected ART-suppressed controls. Methods HIV pol genotypes were derived from pretreatment plasma specimens by Illumina sequencing. Resistance mutations were assessed using the HIV Stanford Database, and the proportion of cases versus controls with PDR to their ART regimens was compared. Results PDR was observed in 7 participants (11.3%; 95% CI 4.7, 21.9) and did not differ between 21 cases and 41 controls (4.8% vs 14.6%, p = 0.4061). PDR detected only as minority variants was less common (3.2%; 95% CI 0.2, 11.7) and also did not differ between groups (0% vs. 4.9%; p = 0.5447). Cases’ median plasma HIV RNA at delivery was 347c/mL, with most (n = 19/22) showing progressive diminution of viral load but not ≤200c/mL. Among cases with viral rebound (n = 3/22), none had PDR detected. Virologic non-suppression at term was associated with higher plasma HIV RNA at study entry (p<0.0001), a shorter duration of ART prior to delivery (p<0.0001), and randomization to efavirenz- (versus raltegravir-) based ART (p = 0.0085). Conclusions We observed a moderate frequency of PDR that did not significantly contribute to virologic non-suppression at term. Rather, higher pretreatment plasma HIV RNA, randomization to efavirenz-based ART, and shorter duration of ART were associated with non-suppression. These findings support early prenatal care engagement of pregnant women and initiation of integrase inhibitor-based ART due to its association with more rapid suppression of plasma RNA levels. Furthermore, because minority variants appeared infrequent in ART-naïve pregnant women and inconsequential to ART-suppression, testing for minority variants may be unwarranted.

Ethnic dance is a part of minority culture and an important chapter of intangible cultural heritage. Because the art of dance does not exist in a certain physical form in a certain environment, it is difficult to record and preserve dance. In traditional recording work, dancers' dance movements are mostly recorded through text, photos, videos, etc. However, these methods can only record and preserve dance movements in a two-dimensional manner from a limited number of angles and cannot achieve accurate and comprehensive record protection of dance poses. Moreover, data preserved by traditional methods can only be simply copied and transferred, and cannot be exploited, developed, or innovated. Therefore, motion capture technology can be applied to the protection of ethnic dance art, and motion capture technology can be used to obtain 3D gestures of ethnic minority dance spaces, restore and optimize digital movements, such as establishing a national dance art movement technology database, and combine the protection of the original ecological cultural atmosphere. It can accurately and comprehensively preserve the essence of ethnic minority dance art and provide effective reference for many ethnic minority dances with ethnic characteristics, digital protection of sports, and the future.

The purpose of this study was to advance the understanding of the influence geo-political events and legislation can have on the accommodation of minority language voters. Particularly, this study focused on the effects of (1) the Voting Rights Act of 1965 on minority language voters in the USA, and (2) World War I on minority language voters in Austria. We use a most similar systems design with our case studies. The results from the most similar systems design suggest that while both the USA and Austria have similar constitutional structures, are stable democracies, and have laws enacted to help protect the rights of minority language speakers (the VRA of 1965 in the USA, and Art. 8 of the Austrian State Treaty of 1955), they have developed two different approaches to linguistic accommodation for minority language speakers at elections. This study has helped to further the researchers’ understanding of the influence geo-political events and legislation can have on the accommodation of minority language voters.

Due to a number of factors, including lower educational standards and the pressures on publishers and booksellers to maximise profits by exploiting the mass market, the climate for publishing serious art books has become less favourable in recent years especially so far as commercial publishers are concerned. Art books are being published in greater numbers than ever before; many are of a popular and/or general nature; many too are produced specifically for the remainder market; yet these include some worthwhile books which are reaching a wide audience. The revolution in printing technology since the 1960s has facilitated large-scale mass production, but at the same time offers benefits to publishing of all kinds. While university presses are able to perform a crucial role in publishing scholarly works, there remains a need for commercial publishers to continue to publish quality art books which are accessible to the public.

Abstract This paper considers the artist Arnold Houbraken (1660–1719) as an unconventional Christian and sheds new light on his representation of artists from religious minority groups in his Great Theatre of Netherlandish Painters and Painteresses (1718–1721). By exploring Houbraken’s years within the Flemish Mennonite milieu in Dordrecht (1660–ca. 1685) and investigating his representation of religious difference in his biographies within The Great Theatre, this study extends scholarship on Houbraken beyond the current focus on his later years as a writer in Amsterdam, and it offers findings on the experience and reception history of nonconformists and religious minority group members, like the spiritualist David Joris and the Mennonite martyr Jan Woutersz van Cuyck (among others), within the Dutch art world. The paper also addresses the historiographical disconnect between literature in the disciplines of art history, intellectual history, and history of religion that persisted until very recently regarding Houbraken’s status as a heterodox Enlightenment thinker.

Objectives: Playing an important role in the history of Chinese animation art, the minority theme animation not only contains strong national spirit and historical tradition, but also has a close relation with social-historical evolution and the characteristics of its historical stage during its development, thus making ontology language more abundant in social changes. In this paper, the development of minority theme animation is described macroscopically according to the statistics and analysis on the output, theme and object of Chinese minority animation. The “pluralistic integration” theory-based systematic analysis on the relationship between minority theme animation and Chinese social-economical development, national literature and art, ethnic policy, ethnic culture, etc. helps us to outline the nationalimage of new China.In the development of Chinese animation, tobacco advertising is often involved in the form of anime painting. In this context, the presented cultural phenomenon and value shouldattract the attention of scholars.

Background: Antiretroviral treatment (ART) reduces morbidity and mortality caused by human immunodeficiency virus (HIV) infection; however, the emergence of drug-resistant strains poses an important obstacle to treatment success. Using conventional sequencing methods to determine antiretroviral resistance, mutations present in ≥20% of quasispecies can be identified, but drug-resistant minority variants can lead to virologic failure. Objective: We aimed to assess transmitted drug resistance mutations (TDRMs) within minority variants using ultra-deep pyrosequencing (UDPS). Method: Treatment-naive adult patients were included in this observational study. Surveillance TDRMs were classified as ≥20% or at minority variant level (≥2% – <20%). Genotypic sensitivity score calculated by using all pre-treatment drug resistance mutations (PDRMs) was also evaluated. Results: Thirty-six patients were analyzed. Any TDRM at ≥20% level was detected in 8.3% of the patients (n=3). This prevalence increased to 30.6% (n=11) with the inclusion of minority variants. All non-nucleoside reverse transcriptase inhibitor and protease inhibitor-related TDRMs were within minority variants. The genotypic sensitivity score of rilpivirine-based regimens was considerably diminished when minority variants were included in the PDRM analysis. Conclusion: UDPS was used for the first time to assess TDRM in a Turkish HIV cohort and uncovered several mutations hidden within minority variants. UDPS may be preferred to detect PDRMs for avoiding virologic failure with rilpivirine-based ART regimens.

This article focuses on the comparison between European Union Law and Council of Europe Law in the field of the protection of minority languages and looks at the relationships between the two systems. The Council of Europe has been very important in the protection of minority languages, having created two treaties of particular relevance: the European Charter for Regional or Minority Languages in 1992 and the Framework Convention for the Protection of National Minorities in 1995; both treaties contain many detailed provisions relating to minority languages. Not all countries, even of the European Union, have ratified these treaties. 12 out of 27 EU countries did not ratify the European Charter for Regional or Minority Languages. The European Union supports multilingualism because it wants to achieve unity while maintaining diversity. Important steps, with respect to minority languages, were taken in the European Community, notably in the form of European Parliament Resolutions. The Charter of Fundamental Rights of the European Union, approved in Nice the 7th December 2000, contains art. 21 and art. 22 related to this topic. The Treaty of Lisbon makes a cross reference to the Charter of Fundamental Rights of the European Union which is, consequently, legally binding under the Treaty of Lisbon since December 2009. The Charter could give ground for appeal to the European Court of Justice in cases of discrimination on the grounds of language

Purpose – The purpose of this paper is to provide a comprehensive literature review of empirical studies that have examined perceptions and attitudes of the police across various racial and ethnic groups. The specific focus aimed to highlight if minorities perceive the police differently compared to their white counterparts. Design/methodology/approach – A systematic literature search of various academic databases (Criminal Justice Abstracts, EBSCO Host, Web of Science, etc.) was conducted. Searches on Google Scholar were also conducted to locate empirical articles that are presently forthcoming in academic journals. Findings – The meta-review identified 92 studies that matched the selection criteria. The majority of the studies focussed on black/white, non-white/white, and black/Hispanic/white comparisons. Overall, individuals who identified themselves as black, non-white, or minority were more likely to hold negative perceptions and attitudes toward the police compared to whites. This finding held regardless of the measures used to operationalize attitudes and various dependent variables surrounding the police. Hispanics tended to have more positive views of the police compared to blacks, yet more negative views than whites. Originality/value – The present study provided a systematic literature search of studies that were included in two prior reviews (i.e. Decker, 1985; Brown and Benedict, 2002), but also updated the literature based on research that was conducted after 2002. Different exclusion restrictions were also used in the current study compared to earlier research. These restrictions add to the originality/value of the present meta-review in light of current events in the media which have focussed on minority perceptions of the police.

Patients with antiretroviral therapy interruption have a high risk of virological failure when re-initiating antiretroviral therapy (ART), especially those with HIV drug resistance. Next-generation sequencing may provide close scrutiny on their minority drug resistance variant. A cross-sectional study was conducted in patients with ART interruption in five regions in China in 2016. Through Sanger and next-generation sequencing in parallel, HIV drug resistance was genotyped on their plasma samples. Rates of HIV drug resistance were compared by the McNemar tests. In total, 174 patients were included in this study, with a median 12 (interquartile range (IQR), 6–24) months of ART interruption. Most (86.2%) of them had received efavirenz (EFV)/nevirapine (NVP)-based first-line therapy for a median 16 (IQR, 7–26) months before ART interruption. Sixty-one (35.1%) patients had CRF07_BC HIV-1 strains, 58 (33.3%) CRF08_BC and 35 (20.1%) CRF01_AE. Thirty-four (19.5%) of the 174 patients were detected to harbor HIV drug-resistant variants on Sanger sequencing. Thirty-six (20.7%), 37 (21.3%), 42 (24.1%), 79 (45.4%) and 139 (79.9) patients were identified to have HIV drug resistance by next-generation sequencing at 20% (v.s. Sanger, p = 0.317), 10% (v.s. Sanger, p = 0.180), 5% (v.s. Sanger, p = 0.011), 2% (v.s. Sanger, p < 0.001) and 1% (v.s. Sanger, p < 0.001) of detection thresholds, respectively. K65R was the most common minority mutation, of 95.1% (58/61) and 93.1% (54/58) in CRF07_BC and CRF08_BC, respectively, when compared with 5.7% (2/35) in CRF01_AE (p < 0.001). In 49 patients that followed-up a median 10 months later, HIV drug resistance mutations at >20% frequency such as K103N, M184VI and P225H still existed, but with decreased frequencies. The prevalence of HIV drug resistance in ART interruption was higher than 15% in the survey. Next-generation sequencing was able to detect more minority drug resistance variants than Sanger. There was a sharp increase in minority drug resistance variants when the detection threshold was below 5%.

The Bedouin and Jewish inhabitants of the southern Israeli desert region share a common desert vista. However, they are diverse, multicultural communities who suffer inequity in access to valuable resources such as water. Between 2019 and 2021, Common Views art collective initiated a socially engaged durational art project with Bedouin and Jewish inhabitants entitled Common Views. The art collective seeks to enact sustainable practices of water preservation as a mutually fertile ground for collaboration between the conflicted communities, by reawakening and revitalizing rainwater harvesting, as part of traditional local desert life. Their interventions promote new concepts of Environmental Reconciliation, aiming to confront social-ecological issues, the commons, and resource equity, grounded in interpersonal collaborative relationships with stratified local communities. Their site-specific art actions seek to drive a public discourse on environmental and sustainable resources, while reflecting on the distribution of social and spatial imbalance. They take part in contemporary art discourse relative to socially engaged practices, yet their uniqueness lies in conflictual sites such as the discord arising from the Israeli-Palestinian conflict, and their proposed model for resolution linking politics with environment. It utilizes renegotiation with histories and heritage, as a vehicle to evoke enhanced awareness of mutual environmental concerns in an attempt at reconciliation on political grounds.

For this examination, graffiti and neo-graffiti have been compared to public art in order to reveal the ideological constructions of urban public spaces. How does graffiti interact with the construction of urban public spaces? How is graffiti similar to and different from public art? Which of these art forms better represents the public and city living? By comparing public art to (neo)graffiti in Toronto, Ontario and Los Angeles, California, the gendered, racialized, and class-based exclusions present in R. Florida's (2002) creative cities framework as theorized by authors such as N. Smith (1996), Sharon Zukin (1996), and G. Standing (2011) can be revealed. Urban public spaces are carefully shaped by those in control, the government and corporations, with the intention of creating spaces and citizens within those spaces that can be a functioning part of their neoliberal capitalist system. Graffiti and neo-graffiti act as a visual interruption to this system, which in turn can be thought of as physically represented by public art. Imbalanced data might cause some issues in problem definition level, algorithm level, and data level. Some of the methods have been developed to overcome this issue, one of state-of-the-art method is Easy Ensemble. Easy Ensemble was claimed can improve model performance to classify minority class, and overcome the deficiency of random under- sampling. In this paper we discussed the implementation of Easy Ensemble with Random Forest Classifiers to handle imbalance problem in credit scoring case. This combination method is implemented in two datasets which taken from data science competition website, finhacks.id and kaggle.com with class proportion within majority and minority is 70:30 and 94:6. The results showed that resampling with Easy Ensemble can improve Random Forest classifier performance upon minority class. Recall on minority class increased significantly after the resampling. Before resampling, the recall on minority class for the first dataset (finhacks.id) was 0.49, and increased to 0.82 after the resampling. Similar results were obtained for the second data set (kaggle.com), where the recall for the minority class was increased from just 0.14 to 0.73.

As a traditional marriage custom of Gelo ethnic group, Crying Marriage Songs have shown their unique emotional power through historical development and cultural inheritance. The procedure can be divided into starting, crying, and parting. In terms of the narrative art, the performative act of crying and singing is characterized with diversified objects, improvised content based on inheritance, and multiple forms. As for the emotional expression, the songs of crying marriage custom reflect not only the social life and historical situation, but also crying women's thoughts and cognitive processes, indicting the feudal ethics such as arranged marriage and sale of marriage. As a poetic art, the crying songs that contain a rich emotional charm show the national psychology, temperament and aspirations of the Gelo people.

In many norms of the Special Part of the Criminal Code of the Russian Federation legal significance is attached to such special qualities of the victim as pregnancy, minority, old age, helplessness, illness and dependence on the culprit. They are considered as criminally-based or qualifying attributes. The main point of the research is the problems of reflection of the norms characterizing the victim signs in the criminal law and formulating corpus delicti taken them into account. According to the author, it is necessary to add the following. characteristic “seniority” into clause “v” Part 2 of Art. 105 of the Criminal Code; characteristics “pupillage” and “seniority” into Art. 110 and 110.1 of the Criminal Code of the Russian Federation which with the helplessness, dependence and pregnancy set forth therein should be identified as particularly qualifying circumstances; “seniority”, “dependence” and “pregnancy” into Art. 111 and 112 of the Criminal Code of the Russian Federation which with the minority and helplessness contained in the articles should be identified as particularly qualifying. Art. 115 and Part 2 of Art. 119 of the Criminal Code of the Russian Federation should be supplemented with pregnancy, pupillage, seniority, helplessness and dependence, with the first of them in the status of especially qualifying. In the history of China for five thousand years, the origin of the music culture of ethnic minorities in the vast land area of northern China has shown a trend of cultural integration and diversified development. Furthermore, the integration of music culture among various ethnic minorities not only effectively promotes the development of music culture but also lays a solid foundation for the colorful music culture system of the Chinese nation. Over the centuries, Greeks played an important role in the development of economic and scientific life of Polish cities. They were co-creators of Polish culture, art, and animators of the development of Orthodox religious life. Nowadays, the Greek minority is a permanent element of the Polish society, cultivating its own national and religious traditions. Its representatives are political and local government activists. Through the created organizational structures, they emphasize and cultivate their own national identity. The Greeks in Poland meet all the legal requirements for recognition as a national minority.

AbstractThis article examines the recontextualization of traditional Mongolian verbal art khuuriin ülger (‘fiddle story’) by Mongolian folk singers in the context of the spread of COVID-19 in Inner Mongolia, China. Drawing on the concept of intertextuality, I analyze the verbal and visual signs in 94 videos of Mongolian fiddle stories. The article argues that the minority Mongols participate in the dominant global and national discourses while at the same time creating a sense of Mongolian-ness by marrying Mongolian verbal art with public health messages related to COVID-19. The article also finds that the multivocal COVID-19 Mongolian fiddle stories are a medium to articulate the very heteroglot sense of the world in which minority Mongols dwell and to construct and reaffirm their multi-layered identities. The study contributes to our understanding of how traditional genres and symbols evolve in response to the pandemic.

A group convened by the Board on Health Promotion and Disease Prevention of the Institute of Medicine (IOM), in conjunction with the Board on Children and Families of the Commission on Behavioral Social Sciences and Education and the IOM, met to assess the state of the art and science regarding social marketing concepts and strategies in adolescent and minority populations. In summary, the group recognized the importance of promoting healthful behaviors in these populations, but the effectiveness of implementing social marketing approaches to facilitate and sustain behavioral change specific to these two populations remains disappointingly unproven. Despite two decades of empirical research in this area, there remains no firm foundation of scientific theory and empirical research to understand and validate the efficacy of various social marketing programs for these populations. Several research questions emerged from the review of the papers on social marketing in adolescent and minority populations. The Board on Health Promotion and Disease Prevention suggests that these research issues be addressed in future social marketing studies.

Several minority variant callers have been developed to describe the minority variants sub-populations from whole genome sequence data. However, they differ on bioinformatics and statistical approaches used to discriminate sequencing errors from low-frequency variants. Methods: We evaluated the diagnostic performance and concordance between published minority variant callers used in identifying minority variants from whole-genome sequence data. The ART-Illumina read simulation tool was used to generate three artificial short-read datasets of varying coverage and error profiles from an RSV reference genome. The datasets were spiked with nucleotide variants at predetermined positions and frequencies. Variants were called using FreeBayes, LoFreq, Vardict, and VarScan2. The variant callers’ agreement in identifying known variants was quantified using two measures; concordance accuracy and the inter-caller concordance. Results: The variant callers reported differences in identifying minority variants from the datasets. Concordance accuracy and inter-caller concordance were positively correlated with sample coverage. FreeBayes identified majority of the variants although it was characterised by variable sensitivity and precision in addition to a high false positive rate relative to the other minority variant callers and which varied with sample coverage. LoFreq was the most conservative caller. Conclusions: We conducted a performance and concordance evaluation of four minority variant calling tools used to identify and quantify low frequency variants. Inconsistency in the quality of sequenced samples impact on sensitivity and accuracy of minority variant callers. Our study suggests that combining at least three tools when identifying minority variants is useful in filtering errors when calling low frequency variants.

The objective of the current paper is defining of the notion of fine art of the Roma minority with an overview of its short history as for the largest population of ethnicity who more than six centuries living in Hungary. Apart from the definition of Roma Art, I am discussing the processes of change and the self-representation of the present, mainly from the aspect of the artist, the ethnic classification of Roma identity through self-confessions. I set up the Roma Art scene based on traditions, then the Modern Hungarian-Roma Fine Arts that emerged from it, and finally define the categories of Professional Fine Art in relation to each other and to their association with Hungarian Fine Art and European Gypsy Art and Universal Art. Apart from the interpretation of Roma Art, the study offers an opportunity for contemporary artists to get more accurate and detailed knowledge and to understand and evaluate their works more closely and sophisticated.

This article considers the cultural and social aspects of disability through a critical review of marketing research. Two main issues are explored. First, how do these works portray consumers with disabilities? Two profiles become apparent: the passive consumers who are targeted by the construction of offers that are adapted to their needs and the more active consumers who wish to play an active role within the marketplace. Second, does this academic research process have a participatory approach that includes the involvement of consumers with disabilities? After defining participatory research, we show that a minority of works applied this approach and discuss the methodological problems involved in its use. Possible future research avenues are then raised to improve this approach and thus attain a better understanding of the consumer with disabilities.

Class imbalance is often a problem in various real-world datasets, where one class contains a small number of data and the other contains a large number of data. It is notably difficult to develop an effective model using traditional data mining and machine learning algorithms without using data preprocessing techniques to balance the dataset. Oversampling is often used as a pretreatment method for imbalanced datasets. Specifically, synthetic oversampling techniques focus on balancing the number of training instances between the majority class and the minority class by generating extra artificial minority class instances. However, the current oversampling techniques simply consider the imbalance of quantity and pay no attention to whether the distribution is balanced or not. Therefore, this paper proposes an entropy difference and kernel-based SMOTE (EDKS) which considers the imbalance degree of dataset from distribution by entropy difference and overcomes the limitation of SMOTE for nonlinear problems by oversampling in the feature space of support vector machine classifier. First, the EDKS method maps the input data into a feature space to increase the separability of the data. Then EDKS calculates the entropy difference in kernel space, determines the majority class and minority class, and finds the sparse regions in the minority class. Moreover, the proposed method balances the data distribution by synthesizing new instances and evaluating its retention capability. Our algorithm can effectively distinguish those datasets with the same imbalance ratio but different distribution. The experimental study evaluates and compares the performance of our method against state-of-the-art algorithms, and then demonstrates that the proposed approach is competitive with the state-of-art algorithms on multiple benchmark imbalanced datasets.

From 1883 to World War I, disputes over art tariffs roiled America's art community, drawing preeminent painters, sculptors, architects, and illustrators into national lobbying campaigns. This essay exposes artists’ agency in tariff politics, illuminates their ideologies, and explains congressional debates, legislation, and diplomacy regarding U.S. art schedules, while demonstrating how the art tariff imbroglio often challenged longstanding partisan patterns in Washington with respect to tariff protectionism. It also contributes to Atlantic world studies by exploring how artists’ anti-tariff positions derived from transoceanic systems of art pedagogy and exhibitions and by showing how protectionists (including a minority of artists) capitalized upon persistent popular stereotypes of national cultural inferiority. Finally, this essay argues that growing disparities of wealth and class sensitivities increasingly affected turn-of-the-century tariff discourse. Protectionists demanded punitive retribution against the international collecting activities of America's ostentatious plutocrats; free-art proponents craved tariff reforms for the didactic purpose of elevating popular taste through exposure to European masterworks.

The issue of a bilingual advantage on executive functions has been a hotbed for research and debate. Brazilian studies with the minority language Hunsrückisch have failed to replicate the finding of a bilingual advantage found in international studies with majority languages. This raises the question of whether the reasons behind the discrepant results are related to the language’s minority status. The goal of this paper was to investigate the bilingual advantage on executive functions in studies with minority languages. This is a literature review focusing on state of the art literature on bilingualism and executive functions; as well as a qualitative analysis of the selected corpus in order to tackle the following questions: (1) is there evidence of a bilingual advantage in empirical studies involving minority languages? (2) are there common underlying causes for the presence or absence of the bilingual advantage? (3) can factors pertaining to the language’s minority status be linked to the presence or absence of a bilingual advantage? The analysis revealed that studies form a highly variable group, with mixed results regarding the bilingual advantage, as well as inconsistent controlling of social, cognitive and linguistic factors, as well as different sample sizes. As such, it was not possible to isolate which factors are responsible for the inconsistent results across studies. It is hoped this study will provide an overview that can serve as common ground for future studies involving the issue of a bilingual advantage with speakers of minority languages.

This article deals with art functioning as a practice of localness and an identity activity. Discussing two examples – the town of Kovačica in Serbia, inhabited by the Slovak minority, and the Nikiszowiec housing estate located in Silesia, Poland – the author shows how the so-called naïve art today participates in the creation of a sense of belonging to a given place, its memory, the image of its past and the articulation of ethnic and cultural specificity, both on a micro and macro scale (region, national culture, state). In both cases, localness is treated as a task and as a project. Artistic activities undertaken by the individuals from the local communities serve to shape and display the iconographic codes and visual representations, as well as to stimulate the institutionalisation of activities related to the experience and identity of the place. Such instrumentalisation also connotes the reframing of art – a change in its communicative, civilizational or ideological-political context – and leads to the transformation of its semantics, social existence and its status in the field of artistic practices.

ABSTRACTA mentor is a person who takes a special interest in the professional development of a junior colleague and provides guidance and support. Mentoring can be beneficial for students, residents, junior colleagues and researchers and can be very rewarding for the physician who provides this guidance. Although mentoring is a well-recognized topic in academic medicine, relatively little has been written about mentoring in emergency medicine (EM). Consequently, we conducted a literature review on mentoring in EM and present our findings in this paper. We discuss different models of mentoring, factors that foster the development of strong mentorship programs, the responsibilities of mentors and mentees, and issues specific to mentorship of female, minority and research physicians. We also present several case scenarios as a basis for recommendations for teachers and learners in EM.

Peripheral spondyloarthritis (pSpA) refers to a number of seemingly different spondyloarthritis subsets in which psoriatic arthritis (PsA) is the most common, and symptoms of arthritis, enthesitis or dactylitis predominate the clinical presentation. Although formal classification criteria for pSpA have been introduced in 2011, only a minority of epidemiological and clinical studies addressed this clinical entity as a separate disease. Moreover, research on outcome measures and treatment modalities in pSpA has been mainly focused on PsA. Subsequently, all biological treatments are off-label in patients with non-psoriatic pSpA. Its neglected status has important implications for clinical practice since the emerging group of early-diagnosed non-psoriatic pSpA patients remains poorly characterised and lacks specific treatment recommendations. This review summarises what is currently known regarding pSpA in terms of epidemiology, clinical presentation, diagnosis and therapeutic approach.

They are unnecessarily expensive in well-balanced domains, and they often yield samples from a biased distribution that is unrepresentative of the one being learned.This paper extends the traditional active learning framework by investigating the problem of intelligently switching between various crowdsourcing strategies for obtaining labeled training examples in order to optimally train a classifier. We start by analyzing several such strategies (e.g., annotate an example, generate a minority-class example, etc.), and then develop a novel, skew-robust algorithm, called MB-CB, for the control problem. Experiments show that our method outperforms state-of-the-art GL-Hybrid by up to 14.3 points in F1 AUC, across various domains and class-frequency settings.

In this study we present a data driven prediction approach to early prediction of transformer’s fault. To make such prediction we have collected dissolve gas data of transformer. We have solved this problem bagging based ensembled algorithm. Further we have found that our data has imbalanced class examples. To overcome this, we have removed class bias by using Synthetic Minority Over Sampling Technology (SMOTE). SMOTE is best known for generating synthetic data for minority classes. It is also proven to be better than random sampling. SMOTE oversamples the minority classes data by fitting the linear lines among them. In that way we can generate as many data as we want. Thus, it helped us in avoiding overfitting problem. Our empirical results show that proposed framework outperforms the state-of-the-art methods such as BP neural network, and support vector machine. Our method achieves 90.67 % precision accuracy which is better than the base lines.

Several Intrusion Detection Systems (IDS) have been proposed in the current decade. Most datasets which associate with intrusion detection dataset suffer from an imbalance class problem. This problem limits the performance of classifier for minority classes. This paper has presented a novel class imbalance processing technology for large scale multiclass dataset, referred to as BMCD. Our algorithm is based on adapting the Synthetic Minority Over-Sampling Technique (SMOTE) with multiclass dataset to improve the detection rate of minority classes while ensuring efficiency. In this work we have been combined five individual CICIDS2017 dataset to create one multiclass dataset which contains several types of attacks. To prove the efficiency of our algorithm, several machine learning algorithms have been applied on combined dataset with and without using BMCD algorithm. The experimental results have concluded that BMCD provides an effective solution to imbalanced intrusion detection and outperforms the state-of-the-art intrusion detection methods.

Australia has one of the most urbanised and diverse populations in the world, but there is little research that explores fleeting friendships between marginalised/racialised ethnic minority and indigenous populations. In contrast to metropolitan cities in white settler societies that have been the focus of much research, this paper focuses on the small, tropical city of Darwin in Northern Australia. This is a city that is at the centre of public debates on indigenous wellbeing, migrant integration and asylum seeker policies, with social welfare programmes that provide little opportunities for hopeful encounters among indigenous peoples and ethnic minority newcomers in surface spaces. I argue, however, that ‘grass root’ forms of creativity in an ‘underground’ car park bring their affective worlds together through a shared passion for art. The paper draws on gentle methodologies including participatory visual methods to privilege non-Western ways of inhabiting place. Through a ‘quiet politics’ and affective engagement with spacetimes both proximate and distant, the paper shows that it is possible to invoke different futures and crystallise experimental publics in the diverse city. The paper responds to a call to push the boundaries of urban research on social difference through geographies of friendship that are yet to engage with multisensory bodies, emotion, affect and art.

Francophone represents one of the methods of alienation and subordination which was carried out in the Arab’s world. It has gone through several stages and different styles, which began with the protection of Christians minority in the Levant (in the eighteenth century during the Ottoman rule), then it ended with the colonial military invasion of the Maghreb. Francophone worked towards the capture of the sources and resources of the Arab nations, and worked towards obliteration of the Arabian Islamic identity. After the liberalization of the Arab countries from military occupation, Francophone continued the abuse of the Arabs. However, the methodology of Francophone was defeated in the Arab’s world, but it left behind its existence serious effects, (for instance on the Arabic language, education and culture).

Imbalanced data refers to a problem in machine learning where there exists unequal distribution of instances for each classes. Performing a classification task on such data can often turn bias in favour of the majority class. The bias gets multiplied in cases of high dimensional data. To settle this problem, there exists many real-world data mining techniques like over-sampling and under-sampling, which can reduce the Data Imbalance. Synthetic Minority Oversampling Technique (SMOTe) provided one such state-of-the-art and popular solution to tackle class imbalancing, even on high-dimensional data platform. In this work, a novel and consistent oversampling algorithm has been proposed that can further enhance the performance of classification, especially on binary imbalanced datasets. It has been named as NMOTe (Navo Minority Oversampling Technique), an upgraded and superior alternative to the existing techniques. A critical analysis and comprehensive overview on the literature has been done to get a deeper insight into the problem statements and nurturing the need to obtain the most optimal solution. The performance of NMOTe on some standard datasets has been established in this work to get a statistical understanding on why it has edged the existing state-of-the-art to become the most robust technique for solving the two-class data imbalance problem.

In corporate governance minority shareholders deserve particular protection in order to guarantee their rights in the companies’ management and to avoid their passive submission to the majority’s decisions. This article stresses that the protection granted to them could be used as an instrument to circumvent Competition Law. More generally it is argued that participation in companies’ equity, even when it does not grant control over the same companies, can in particular circumstances generate effects restrictive of competition. The article shows that there is a substantial lack of European Courts jurisprudence and that the Commission’s approach to the issue is inconsistent. The article calls for a substantive, systematic and economically based analysis of minority shareholdings by the Commission to guarantee legal certainty, uniformity of interpretation and the resolution of some unexplained structural questions. Furthermore the article calls for a legislative revision of the actual set of Competition rules. There is, in fact, a vacuum legis that needs to be filled because there are some circumstances in which market operations involving minority shareholdings, although outside of the scope of application of both Art.81 and Art.82 and of the Merger Regulation, can generate anticompetitive effects. In the absence of proper normative measures, these situations are ultimately undetectable by the European Competition authorities. These circumstances are described and a possible solution to the mentioned predicaments---in line with the United States approach to the question---is suggested. This paper deals with digitally mediated museum experiences of novice visitors at the Kunsthistorisches Museum in Vienna and discusses them in the context of museum inclusion. Research participants included families with young children and members of minority communities in Vienna whose visit was facilitated by two app-based guided tours developed for children. The research goal was to explore the impact of the mobile guide’s digital content and modes of communication on the visitors’ interaction with the guide, with the museum space and objects, and with family members. The families’ interactions were observed, recorded and analyzed. The results suggest that carefully considered and created content on mobile guides has the potential to provide novice family visitors with experiences that support their independence and active engagement, create opportunities for mutual facilitation, and support their different identities, all of which have been considered as conducive to inclusion.
