In this study, it is aimed to derive strategies and develop a Balanced Scorecard in General Directorate of Environmental Impact Assessment and Planning in Ministry of Environment and Forestry. Firstly, the objectives of the General Directorate defined in the law are reassessed and strategies to realize the objectives are derived by making use of feedback received by conducting surveys to 4 main stakeholder groups which are the staff of the General Directorate, Provincial Directorates, companies preparing EIA reports, other public institutions, and interviews with managers. Following the determination of strategies, performance measures for each strategy are specified, replaced into internal business perspective, stakeholder perspective and learning and growth perspective in the Balanced Scorecard and and finally deployed to head of departments and branch offices.

It is critical that anyone responding to a traumatic event must be able to fulfill his or her purpose in the situation. The US Army Chaplain must be prepared to provide valued minisry during times of traumatic injury and death in a combat environment. The purpose of the investigation was to establish core ministry actions based upon identified common expectations and standards between chaplains, officers, and Soldiers of their command relating to ministry during times of traumatic injury and death in a combat environment. The intent was met though a series of steps beginning with the identification of the problem that US Army Chaplains have not been adequately prepared for the task of Combat Trauma Ministry. A review of current scholarship in the field demonstrated that significant works on Combat Trauma Ministry are almost non-existent. In order to accomplish the investigation two research methodologies were employed. There was use of quantitative data and large scale use of qualitiative research. The qualitative research provoed to be particualrly useful becauise of its focus on the study of problems in the social context. Research of the issue began with an examination of chaplain qualifications. This included a rebiew of the educational and ministerial prerequsities applicants must meet. A study of the training provided by the Army to those newly entering the US Army Chaplain Corps follows. This process revealed the challenges posed in trying to teach clergy from civilian parishes tom minister in the Army context of which many have no experience. The heart of the research is the body of interviews of chaplains, officers, and Soldiers. These personal accounts of ministry done, and failing to be done, with the theological impetus behind it provided the groundwork from which to draw the research conclusions. The research concludes that preparation for Combat Trauma Ministry within theArmy is still lacking but improving. In order to covercome remaining deficiencies individual chaplains, supervisory chaplains, and the US Army Chaplain Corps need to personally and professional augment training to ensure that the Chaplain Corps' Core Competencies Continuum - Nuture the Living, Care for the Wounded, and Honor the Dead - are adequately performed. The research identified three priorities of ministry to accomplish this intent. They are: Maintain Composure, Give them Something Tangible, and Share in the Burden. Finally, there is the recognition that the US Army Chaplain Corps must become more stringent in three specific concerns: Training and Qualification standards, developing self and supervisory care for chaplains, and prepating for the long-lasting effects of combat exposure and PTSD with a Soul Care emphasis.

Research among ministers showed that they are experiencing high levels of stress due to career demands and having to cope with problems on their own (Grosch & Olsen, 2000:260). This has a detrimental effect on their health (Andrew, 1997:SO). Participation in physical activity have positive effects on the physical and psychological well being. Physical activity decrease work stress and increase work satisfaction and -stamina (Dreyer & Strydom, 1992:28). The objectives of this study was to determine the profiles of physical activity participation and the incidence of stress symptoms in relation to congregation type and congregation size in ministers, as well as the influence of physical activity on the relationship between stress symptoms and congregation demography (type and size). Congregation demography was divided into congregation type (location) as well as congregation size (number of church members). In this study a single cross sectional design that has been based on an availability profile has been used. The subjects were 340 ministers of the Dutch Reformed Church, who volunteered to participate in the study. The quality of participation in physical activity was determined with Sharkey's (1997:432) physical activity index The incidence of stress symptoms was determined with Burn's (1988) stress index and the congregation demography was determined by a self-reported questionnaire. The data was analysed by means of a one-way analysis of variance. From the data it is clear that the majority of the respondents were physically inactive and have a low incidence of stress symptoms in relation to congregation demography. The results of the stress symptoms may be attributed to the fact that religion and belief in God may play a vital role in the management of stress. Physical activity participation indicated a statistical significant (p≤0.05) influence on the relationship between stress symptoms and congregation demography. A highly practical significant difference (ES≥0.8) existed between high active and low active ministers working in congregations in rural areas. Physical activity participation also showed a moderate practical significant influence (ES≥0.5) on the relationship between stress symptoms and congregation demography (type and size). It was concluded that physical activity presented a salutogenic effect on psychological well-being among ministers and that congregation demography can influence physical and psycho-emotional health threats of Dutch Reformed ministers.<br>Thesis (M.A. (Human Movement Science))--North-West University, Potchefstroom Campus, 2005.

O estudo busca identificar a realidade dos litígios ambientais que envolvem o direito humano à água, apresentando mecanismos autocompositivos de resolução da conflituosidade, por meio da atuação do Ministério Público. Como recorte específico, a dissertação aborda a situação alarmante dos corpos hídricos da bacia hidrográfica do Rio Formoso, na região sudoeste do Estado do Tocantins. A base teórica do estudo focou nas contribuições de autores e pesquisadores nas áreas do direito ambiental, geografia, ecologia e agronomia. A base metodológica ateve-se ao levantamento bibliográfico, estatístico, análise documental e processual. Reconheceu-se que acesso à justiça não é acesso ao Poder Judiciário, mas à solução do litígio com agilidade, eficiência, adequação, profissionalismo e compromisso social. O direito à água potável envolve questão de justiça ambiental e o órgão constitucionalmente incumbido da defesa do regime democrático deve oferecer alternativas para assegurar a todos uma vida com dignidade, valor supremo de uma sociedade comprometida com a solução pacífica dos conflitos, conforme preâmbulo da Constituição. Após o estudo das bases principiológicas do Direito Ambiental e da gestão dos recursos hídricos, palmilharam-se os caminhos da excessiva litigiosidade que sobrecarrega os tribunais brasileiros para identificar a necessidade de ampliar conhecimentos acerca da moderna teoria do conflito como forma de inspirar a atuação dos integrantes do Ministério Público a adotar, preferencialmente, métodos autocompositivos de resolução de conflitos.<br>The study seeks to identify the reality of environmental disputes involving the human right to water, by presenting mechanisms for solving conflicts, through the work of the Public Prosecution Service. As a specific clipping, the dissertation addresses the alarming situation of the water bodies of the Rio Formoso hydrological basin, in the southwest region of the state of Tocantins. The theoretical background of the study was based on the contributions of authors and researchers in the areas of environmental law, geography, ecology and agronomy. The methodological basis was based on bibliographical, statistical, documental and procedural analysis. It was recognized that access to justice is not access to the Judiciary, but to the solution of the litigation with agility, efficiency, adequacy, professionalism and social commitment. The right to clean water involves a question of environmental justice and the body constitutionally mandated to defend the democratic regime must offer alternatives to ensure a dignified life for all, a supreme value of a society committed to the peaceful resolution of conflicts, according to the preamble of the Constitution. After studying the principles of Environmental Law and the management of water resources, the paths of excessive litigiousness that overload the Brazilian courts to identify the need to expand knowledge about the modern theory of conflict as a way of inspiring the action of the members of the Public Prosecutor's Office to adopt, preferably, self-composed methods of conflict resolution.

Dessa forma a mineração sempre foi uma das bases da economia local. No entanto, problemas começaram a surgir após o fechamento da Mina do Camaquã, tendo em vista que o Município detinha forte dependência econômica, social e tributária. Com isso, alguns impactos sociais, econômicos e ambientais foram sentidos pela comunidade. Surge daí a preocupação em se conduzir um futuro melhor para cidade buscando equilibrar os três pilares da sustentabilidade de forma que nenhum deles saia prejudicado. Nesse caso, os órgãos fiscalizadores, os empreendedores e a sociedade assumem importante papel na busca por esse equilíbrio. Logo, o trabalho aqui proposto, realizado primeiramente sob a ótica do Ministério Público, mas, certamente, direcionado para toda sociedade, inclusive para o empreendedor, visa a busca de mecanismos mais eficientes de fiscalização para construção de uma base sólida na tomada de decisões por parte dos agentes ministeriais, acelerando procedimentos, direcionando o problema, tornando a investigação mais efetiva e eliminando barreiras desnecessárias na busca pelo equilíbrio econômico, social e ambiental. Para isso, realizou-se um estudo doutrinário, jurisprudencial, técnico e prático, de questões relacionadas à mineração e ao meio ambiente com foco na atuação do Ministério Público através de uma análise profunda da legislação, jurisprudência e procedimentos internos. Como principais conclusões citam-se problemas estruturais detectados nos procedimentos bem como na atuação dos atores envolvidos, principalmente devido à complexidade da legislação correlata à mineração. Como resultado do presente trabalho estão as proposições para solucionar esta problemática e tornar mais efetivo e mais célere os procedimentos internos do órgão relacionados ao meio ambiente e mineração.<br>The county of Caçapava do Sul has maintained a close relation with the mining. It`s a privileged region because of the many species of mineral good. In this way, the mining has always been one of the basis of the local economy. However, problems began to arise after the closing of the Mina do Camaquã. The county had a strong economic, social and tax dependency. Therefore, some social, economic and environmental impacts were felt by the community. That cames a concern to build a better future to the city. Seeking to balance the three pillars of sustainability so that none of them is harmed. In this case, regulatory agencies, entrepreneurs and society play an important role in the search for this balance. Therefore, the work proposed here, carried out primarily from the perspective of the Public Ministry, but certainly directed at every society, including the entrepreneur. The work seeks to find more efficient mechanisms of supervision to build a solid basis for decision-making by part of the ministerial agents. Thereafter, accelerating procedures, directing the problem, making research more effective and eliminating unnecessary barriers in the pursuit of economic, social and environmental balance. For this, a doctrinal, jurisprudential, technical and practical study of issues related to mining and the environment focused on the performance of the Public Ministry through an in-depth analysis of the legislation, jurisprudence and internal procedures. The main conclusions are the structural problems detected in the procedures as well as the actions of the actors involved, mainly due to the complexity of the mining legislation. The results of the present work are the propositions to solve this problematic and to make more effective and faster the internal procedures of the organ related to the environment and mining.

Between 1880 and 1980 the ordained ministry of the Methodist Church of New Zealand faced many changes. This study seeks to examine the way in which, during this period, the ministry lost much of its homogeneity to become instead a more diverse body, made up of and valuing a greater range of people with new and varied gifts, and prepared to explore and experiment with alternative ways of offering ministry. In doing so the thesis will concentrate on the ministry of the Wesleyans and, later, the united Methodist Church, although indicating in a general way some of the thinking and practices of the other Methodist traditions in New Zealand. The special position of the Maori ministry will be discussed in further chapters, but for the most part this study will focus on the Church's European ministry. In tracing the development of this change to the ordained ministry, two major themes have emerged, both of which have challenged traditional assumptions about the changing nature of such a ministry. The first has been the desire for rigid concepts of ministry and a narrowly defined presbyterate to be opened up and made more inclusive and more flexible. As the Church has re-examined its understanding of ministry, then, it has developed a whole new theology of ministry and laity. The second has been an increasing trend towards "professionalisation and specialisation” within ordained ministry. This is expressed in the desire that the Church and the presbyterate do things in a 'professional’ way, seeking 'professional' competence. These themes run throughout the chapters to follow. This study is divided into five chapters, each examining some aspect of the changing nature the Methodist presbyterate between 1880 and 1980. The first will look at how the ordained related to their lay colleagues in ministry, and in the way in which this gradually changed as the Church accepted a more equal view of ministry. The second will trace the growth in alternative forms of ordained ministry, reflecting the Church's new willingness to experiment with different ways of working. The third will show how restrictions upon those who could enter the presbyterate were removed, allowing women, married men and Maori to be admitted to ordained ministry with full status. The fourth will trace the changing history of the process by which the Church selected its candidates for ministry – a history revealing, among other things, the desire for a more professional expertise. Finally, the fifth will show how Methodist education for ministry has developed over the century, gradually becoming more individually flexible within the College and without. The research for this work is mainly based on written, Methodist sources. The most useful of these have been the minutes of the Methodist Annual Conference. These contain the annual reports of the Church's committees, departments and institutions, and the resolutions passed by the Conference. Certain statistical material may also be derived from various lists (like, for example, the stationing list) and from the questions of Conference. This material is sometimes problematical as the Church has often displayed a lack of consistency in the way these have been kept (by, for example, changing categories and including people in more than one list). Specific problems are noted with the appropriate tables. The Church's law books have proved to be another useful source. Produced more irregularly (in thirteen editions between 1880 and 1980), these contain the rules and regulations of the Church. A less official source than these is the Journal of Conference, which records the daily business of the Conference, and so reveals something of the process leading up to the final resolutions found in the minutes. It includes the unacceptable motions and reports that are not recorded in the minutes, and some of the debate - with the names of those included - surrounding an issue. The Church's newspaper the New Zealand Methodist Times, also contains more detailed reports on aspects of the Conference, together with all sorts of articles and letters to do with Church life.

The purpose of this thesis was to examine the concept of isolation as it occurs within the profession of ministry. Isolation, for the purpose of this thesis, is defined social-psychologically. Within the field research isolation is considered as evidenced professionally, socially and spiritually. This study utilized as its sample base 200 hundred Church of Scotland ministers (15% of total population) which provided 159 usable responses to an extensive mail survey. The mail survey consisted of a questionnaire designed and tested to measure experienced isolation; the Myers-Briggs Type Indicator, a personality measure; and the Purpose In Life Test, a measure of motivation. A further 15% of the respondents were selected by random process for direct interviews. The thesis is divided into four primary sections; psychological perspective, theological perspective , field research, summary and conclusions. Chapter 1 reviews eight psychological perceptions of isolation as found in the works of such notables as Freud, Adler, Fromm, Horney, Laing, Sullivan, and Frankl. From these it was determined that common to all perspectives of isolation was a primary isolation from the SELF. In chapters 2 and 3a model of isolation was developed from the work of C. G. Jung and applied to the profession of ministry. Chapters 4 to 6 examine the concept of separation from the self from a theological perspective as found in the works of P. Tillich and E. Brunner. Chapter 6 develops a composite view of the self and considers it in light of the redemptive process. Chapters 7 to 10 review the actual field study conducted by the researcher among the Church of Scotland ministers. This study concludes in Chapter 11 with a summary of the findings and their implications for the ministry of the church. The salient factor evidenced was that isolation is not primarily an inter-relational problem, but rather an intrarelational phenomenon.

<p> This work describes prison chaplains and chapel volunteers from three perspectives: (1) a historical perspective which is used to investigate the role of religion in prisons, (2) the chaplains’ perspective on the partnership between chaplains and chapel volunteers, and (3) the volunteers’ perspective on the predictors of volunteering in prison ministry. </p><p> First, the study provides a historical perspective on the role of prison ministry workers in prisons by examining: (a) the role of religion in the philanthropic life of John Howard, an eighteenth century prison reformer, (b) the role of religion in satisfying socio-economic pre-conditions that led to prison reform during the period of the Industrial Revolution, and (c) the role of religion during the development and evolution of the penal systems in the USA. </p><p> Second, the study explores the partnership between paid chaplains working for over three months at ten state, medium to high-level security, men’s prisons in Indiana, and chapel volunteers providing in-person ministry work. The study is primarily based on in-person, in-depth interviews with 25 chaplains. Using modified analytic induction, the research leads to identification of four roles adopted by chaplains: Pastoral Counselor, Religious Coordinator, Administrative Minister, and Advocate for Prisoners. The study describes the partnership in general and explains how chaplains in each of these different roles perceive conflict and collaboration with volunteers. </p><p> Third, the study constructs a sampling frame consisting of an estimated 916 to 1,132 chapel volunteers working in the ten prisons. The study is based on responses to a survey based on a convenience sample of 106 of these volunteers. The study uses OLS regression to test 32 hypotheses. Among other things, the study finds that statistically significant predictors of higher amount and higher frequency of volunteering to prison ministry include: being retired, shorter length of commute to prison, tenure as prison ministry volunteer, lower motivation to develop and strengthen social ties, and higher frequency of attending religious services. </p><p> The work concludes with a summary and discussion of the findings, implications for theory and practitioners (including policymakers, prison administrators, chaplains, and volunteers), as well as limitations and suggestions for future research.</p>
