As a result of the conducted scientific research the range of executive agencies in the field of scientific, scientific and technical activity in Ukraine has been established. The latter are not individually represented in the mechanism of the state apparatus. Nowadays they include: the Cabinet of Ministers of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Strategic Industries of Ukraine, the Ministry of Energy of Ukraine, the Ministry of Economic Development, Trade and Agriculture of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry of Protecting Environment and Natural Resources of Ukraine, the Ministry of Infrastructure of Ukraine, the Ministry of Health of Ukraine, the Ministry of Justice of Ukraine, the Council of Ministers of the Autonomous Republic of Crimea and local state administrations. It has been established that the latter are represented at all levels of executive power: higher, central and local. Some of them are agencies of general competence, while others are sectoral. Most of them are presented in the form of single-governing agencies; some are presented in the form of collegial ones. It has been additionally determined that the executive authorities in the field of scientific, scientific and technical activities in Ukraine are part of the group of governing agencies of social development and culture. The author has offered own classification of executive agencies in the field of scientific, scientific and technical activity in Ukraine depending on whether the function of management of the field of science and technology is basic or optional for them. According to this criterion, the Ministry of Education and Science of Ukraine is assigned to the first category, all others – to the second group.

The purpose of the study is to analyze the problems of the educational environment of the higher education system identified as a result of an expert survey (on the example of the educational environment of the Academy of Civil Protection of the Ministry of Emergency Situations of Russia). The methodology of the work is determined by the need to conduct a sociological analysis of the state of the educational environment of the university (Academy of Civil Protection of the Ministry of Emergency Situations of Russia). In the article, based on the results of studying the current state of digitalization of the educational process at the Academy of Civil Protection of the Ministry of Emergency Situations of Russia in the humanitarian direction of training, the main problems of interaction between participants in the educational process, typical for universities in organizing and implementing educational activities using modern information technologies, are considered. The empirical basis of the work was the results of expert and questionnaire surveys. The article was prepared as part of the scientific and practical work carried out at the Academy of Civil Protection of the Ministry of Emergency Situations of Russia on the topic “Development of a managerial and pedagogical model for the digitalization of the educational process of a university in the humanitarian areas of training (on the example of the Academy of Civil Protection of the Ministry of Emergency Situations of Russia)”

An attempt to remove the status of “separated state archives” in the bill on archives 1995 The objective of the article is to present the processing of the Bill on Archives of 1995 by focusing on the removal of the “separated state archive” status (currently “separated archives”), especially in the context of the resistance of the Ministry of the Interior. The conflict was related to an issue that was especially important at the time: the introduction of non-ministry supervision and control over separated archives, especially archives of the department of the interior (including special services), by the General Director for Polish Archives. The study shows the scale and the dynamics of the cross-institutional dispute, which involved the Ministry of Education and the Head Office of State Archives on one side and the Ministry of the Interior, the Ministry of National Defense and the Ministry of Foreign Affairs on the other. Ultimately, despite attempts at mediation within the Office of the Council of Ministers and the Social and Political Committee of the Council of Ministers, no compromise was reached and the bill was never enacted. The study also identifies the dissents, related in particular to homeland security, between the circles representing national archives and the environment of the separated archives, and presents how they perceived each other.

In this study, it is aimed to derive strategies and develop a Balanced Scorecard in General Directorate of Environmental Impact Assessment and Planning in Ministry of Environment and Forestry. Firstly, the objectives of the General Directorate defined in the law are reassessed and strategies to realize the objectives are derived by making use of feedback received by conducting surveys to 4 main stakeholder groups which are the staff of the General Directorate, Provincial Directorates, companies preparing EIA reports, other public institutions, and interviews with managers. Following the determination of strategies, performance measures for each strategy are specified, replaced into internal business perspective, stakeholder perspective and learning and growth perspective in the Balanced Scorecard and and finally deployed to head of departments and branch offices.

It is critical that anyone responding to a traumatic event must be able to fulfill his or her purpose in the situation. The US Army Chaplain must be prepared to provide valued minisry during times of traumatic injury and death in a combat environment. The purpose of the investigation was to establish core ministry actions based upon identified common expectations and standards between chaplains, officers, and Soldiers of their command relating to ministry during times of traumatic injury and death in a combat environment. The intent was met though a series of steps beginning with the identification of the problem that US Army Chaplains have not been adequately prepared for the task of Combat Trauma Ministry. A review of current scholarship in the field demonstrated that significant works on Combat Trauma Ministry are almost non-existent. In order to accomplish the investigation two research methodologies were employed. There was use of quantitative data and large scale use of qualitiative research. The qualitative research provoed to be particualrly useful becauise of its focus on the study of problems in the social context. Research of the issue began with an examination of chaplain qualifications. This included a rebiew of the educational and ministerial prerequsities applicants must meet. A study of the training provided by the Army to those newly entering the US Army Chaplain Corps follows. This process revealed the challenges posed in trying to teach clergy from civilian parishes tom minister in the Army context of which many have no experience. The heart of the research is the body of interviews of chaplains, officers, and Soldiers. These personal accounts of ministry done, and failing to be done, with the theological impetus behind it provided the groundwork from which to draw the research conclusions. The research concludes that preparation for Combat Trauma Ministry within theArmy is still lacking but improving. In order to covercome remaining deficiencies individual chaplains, supervisory chaplains, and the US Army Chaplain Corps need to personally and professional augment training to ensure that the Chaplain Corps' Core Competencies Continuum - Nuture the Living, Care for the Wounded, and Honor the Dead - are adequately performed. The research identified three priorities of ministry to accomplish this intent. They are: Maintain Composure, Give them Something Tangible, and Share in the Burden. Finally, there is the recognition that the US Army Chaplain Corps must become more stringent in three specific concerns: Training and Qualification standards, developing self and supervisory care for chaplains, and prepating for the long-lasting effects of combat exposure and PTSD with a Soul Care emphasis.

Research among ministers showed that they are experiencing high levels of stress due to career demands and having to cope with problems on their own (Grosch & Olsen, 2000:260). This has a detrimental effect on their health (Andrew, 1997:SO). Participation in physical activity have positive effects on the physical and psychological well being. Physical activity decrease work stress and increase work satisfaction and -stamina (Dreyer & Strydom, 1992:28). The objectives of this study was to determine the profiles of physical activity participation and the incidence of stress symptoms in relation to congregation type and congregation size in ministers, as well as the influence of physical activity on the relationship between stress symptoms and congregation demography (type and size). Congregation demography was divided into congregation type (location) as well as congregation size (number of church members). In this study a single cross sectional design that has been based on an availability profile has been used. The subjects were 340 ministers of the Dutch Reformed Church, who volunteered to participate in the study. The quality of participation in physical activity was determined with Sharkey's (1997:432) physical activity index The incidence of stress symptoms was determined with Burn's (1988) stress index and the congregation demography was determined by a self-reported questionnaire. The data was analysed by means of a one-way analysis of variance. From the data it is clear that the majority of the respondents were physically inactive and have a low incidence of stress symptoms in relation to congregation demography. The results of the stress symptoms may be attributed to the fact that religion and belief in God may play a vital role in the management of stress. Physical activity participation indicated a statistical significant (p≤0.05) influence on the relationship between stress symptoms and congregation demography. A highly practical significant difference (ES≥0.8) existed between high active and low active ministers working in congregations in rural areas. Physical activity participation also showed a moderate practical significant influence (ES≥0.5) on the relationship between stress symptoms and congregation demography (type and size). It was concluded that physical activity presented a salutogenic effect on psychological well-being among ministers and that congregation demography can influence physical and psycho-emotional health threats of Dutch Reformed ministers.

AbstractThe chapter describes a policy of the State of Israel with the aim to cope with construction and demolition waste (CDW) through recycling, to be further used as green products. It is aimed at supporting the national economy and the recovery of the open public spaces that became places for illegal landfills, impacting the natural environment. Two major tools are used to achieve these aims: the first is the circular economy (CE), instrumentally led by the Ministry of Economy, and the second is the regulatory framework led by the Ministry of Environmental Protection. Both have the capacities to cope with, and support, the national economy and the environment. We argue that the way to achieve the full integration between the circular economy and the legal framework has still a wide gap, although big changes and advancements have been made towards reaching a comprehensive policy. Both Ministries are aware that it is a long process to achieve real changes after many years of environmental neglect due mainly to conflictual politics, economic interests, lack of budget and other government priorities. The means to achieve that goal include the use of the circular economy principles for recycling CDW into green and reusable products, on the one hand, and empowering the responsibility and accountability of local municipalities through regulation, on the other.

The implementation of the Marine Environment Strategy Framework Directive has been declined through the adoption of Action Plans. Cerema was mandated by the Ministry of Ecology to carry out a national study identifying the level of equipment in fairing areas of marinas, anchorages and private shipyards. Asia-Pacific Climate Change Adaptation Information Platform (AP-PLAT) (2020) reported that the Indonesian government published the National Action Plan for Climate Change Adaptation (Rencana Aksi Nasional Adaptasi Perubahan Iklim or RAN-API) in 2014, and the Ministry of the Environment of Japan (MOEJ) and the Ministry of National Development Planning, Indonesia (BAPPENAS) are cooperating to assess the impact of climate change for local adaptation planning in the Republic of Indonesia.

AbstractIn many developing and transitional economy countries there is a degree of confusion about who is responsible for what at the top of the organisation. In a ministry is it the minister who is responsible for the quality of operational management as well as for the development of policy and the strategy for the implementation of that policy or is it the top appointed official? Indeed in some countries there is no single top appointed official. This chapter explains that with the introduction of PFM/IC the organisational structure of a public organisation has to clarify the different responsibilities of elected and appointed officials. A clear leadership role has to exist to secure effective implementation of PFM/IC. The chapter explains that with the implementation of PFM/IC such is the range of operational management responsibilities that falls upon the top appointed official that it would be virtually impossible for an elected official to satisfactorily undertake all those responsibilities. It also compares the role of the top appointed official operating in a pre-PFM/IC environment with that applying in a post PFM/IC environment. An important feature of PFM/IC is the development of good corporate governance arrangements and the responsibility for securing the quality of corporate governance lies with the top appointed official.

AbstractIncrease in artificial lighting at night adversely affects human activities, wild animals, plants, agricultural crops, and livestock. The Ministry of the Environment defines such adverse effects as “light pollution.” Rice is an agricultural crop subject to the influence of light environment. We used LED lighting rice plants (“Koshihikari” cultivar) grown in a paddy field owned by professional farmers for illumination during the night and evaluated its impact on the rice’s heading and yield by actual measurement. We also factored in the roadway light installed in the paddy field’s vicinity and evaluated its effects on yield. Damage coefficients of light pollution for rice cultivation were developed, 18.9 g/m2/lx (equivalent to 0.046 US$/m2/lx) for natural white lighting and 16.4 g/m2/lx (equivalent to 0.039 US$ /m2/lx) for light bulb-colored lighting.

Nitrogen pollution contributes to climate change, acid rain and eutrophication. The present study evaluates the degree of nitrogen contamination of air, surface and ground waters in Bulgaria with reference to the 2021 EU Action Plan 'Towards Zero Pollution for Air, Water and Soil' as well as the relevant international and national regulations in the field. The analysis uses data from the Bulgarian Ministry of Environment and Water, Ministry of Agriculture, the European Emission Database for Global Atmospheric Research � EDGAR, and FAO. The main sources of nitrogen pollution are considered with special attention to the mineral fertilizers applied to soils in agriculture. Numerical experiments implemented with the mathematical model WAVE identified rational fertilization rates, achieving permissible nitrogen pollution of the atmosphere and groundwater at good crop yields. The methodology can be applied for recommendation of good agricultural practices in order to preserve the ecological balance and optimize the economic costs of mineral fertilizers, especially in the current situation of their prices sharp increase.

<p>Chile has a special climatically and geographical environmental condition including the seismicity and scour process on riverbed. This condition produces a particular provision for design and maintenance program on bridges, in order to reduce the vulnerability of the structure avoiding risk of collapse condition on the critical road network Following the international experience related with the standardization of performance indicators on road bridges, the Ministry of Public Work of Chile and Pontificia Universidad Católica de Valparaíso are developing a program for applied these performance indicators an inspection protocols in order to match with the current Chilean maintenance program and reduce the uncertainties on technical decision of rehabilitation activities. This paper proposes performance indicators applied on Chile using a collection of inspection activities carried out by the Technical Teams of the Ministry. The proposed performance indicators are divided by region of the Chile in order to match with the main hazard and damages detected in each zone (North, central and Austral) and it is defining the importance for the inspections and maintenance program per each case, following the categories of Performance Indicator or Key Performance Indicator. Finally, these results are discussed compared with the result provided by European experience.</p>

Lighting quality is a concept that allows excellent vision while providing high comfort. In addition to standards, there are diverse methods that can assist in understanding the light quality of an environment and one such mechanism is monitoring protocols. The aim of this paper is to investigate the lighting quality in office buildings with good integrated design and/or daylighting design in Brazilian context, combining monitoring protocol and user opinion. Two office buildings were evaluated: Ministry of Mines and Energy (MME) in Brasília and the Support Centre for Technological Development of the University of Brasilia (CDT/UnB). Both case study shows good results to photometry parameters as illuminance average, directionality, quality of view out and melanopic values. The opinions of users, in general, are positive and the aligning with on-site measurements.

The rate of population growth that continues to increase in the Special Region of Yogyakarta impacted the volume of waste that needs to be processed in Piyungan Landfill. However, landfill operation contributes pollutants in the air that can cause health problems. This study attempts to quantify the composition of the TSP, PM10, and PM2.5 and their metals content (Pb, Cd, and Fe) in the ambient air around Piyungan Landfill, comparing the results with the air quality threshold in Indonesia, and assess the risk of Pb and Cd exposures. The sampling method was undertaken according to the National Standard of Indonesia, SNI 7119-3:2017 (ambient air quality sampling), SNI 7119-3:2017 (TSP analysis), SNI 7119.15:2016 (PM10 analysis), SNI 7119.14:2016 (PM2.5 analysis), and SNI 19-7119-4:2005 (metal analysis). Furthermore, the health risk analysis refers to the Environmental Health Risk Analysis Guideline of the Ministry of Health of Republic Indonesia. Based on this research, the concentrations of TSP, PM10, and PM2.5 still meet the permissible limit of the national quality standard (PP 22/2021). This study also presents that Pb and Cd of health exposures in various particulates still meet the acceptable limit of non-carcinogenic effects (H.Q. <1).

The findings of this study can inform and enable policymakers in improving occupational air pollution, including addressing air pollution, pollution sources and other related issues in the garment manufacturing sector in Cambodia. Such interventions will help to uphold the health of workers as a human right, ensure safe workplaces, and also be beneficial for the country’s economic growth, as a healthy workforce is more productive. While the garment sector serves as Cambodia’s economic backbone and creates much-needed jobs, it is also a highly polluting industry, alongside being regularly implicated for not upholding labour rights. The sector emits pollutants to air from intensive energy use, solid and hazardous waste emissions, noise pollution and wastewater pollution discharge. Despite this, the sector’s environmental impacts in Cambodia, particularly in relation to air pollution, are not well known, and this gap was highlighted in the development of Cambodia’s 2021 Clean Air Plan. Aiming to fill this gap, in cooperation with SEI, the Air Quality and Noise Management Department of the General Directorate of Environmental Protection of Cambodia’s Ministry of Environment conducted a research project to improve understanding of air pollutant emissions from the textile industry and the health impacts on workers in Cambodia’s garment industry. The study drew on in-depth interviews with 323 garment factory workers across 16 factories, interviews with 16 factory owners, and quantitative data to better understand all interviewees’ experiences with occupational air pollution. While the research documented any symptoms related to air pollution, it did not employ medical research to assess the workers’ health status, nor did it attempt to investigate the cost or impact of air pollution on factory production. The Zanzibar Ministry of Education and Vocational Training (MoEVT) and the World Bank (the Bank) approached the EdTech Hub (the Hub) in April 2020 to explore the feasibility of implementing a Virtual Learning Environment (VLE). The Hub was requested to focus primarily on the deployment of a VLE in lower secondary education, and this report consequently focuses primarily on this group. The report is structured in four sections: An introduction to provide the background and guiding principles for the engagement with a short overview of the methodology applied. An analysis of the Zanzibar education system with a particular focus on elements relevant to deploying a VLE. This includes the status of ICT infrastructure, and a summary of the stakeholders who will play a role in using or implementing a VLE. A third section that discusses types of VLEs and content organisation, and their applicability to the Zanzibar ecosystem. A conclusion with recommendations for Zanzibar, including short- and long-term steps. In this collaboration with Zanzibar’s MoEVT, the Hub team sought to understand the purpose of the proposed VLE. Based on discussions and user scenarios, we identified two main education challenges a VLE may help to resolve. In the short term, students cannot go to school during the COVID-19 crisis, but need access to educational content. There is content, but no flexible and versatile platform to disseminate content to all students. In the long term, a mechanism to provide students with access to quality, curriculum-aligned content in school, or remotely, is required.

Rwanda’s economy is inextricably linked to its water supply, with agriculture employing nearly 70% of its population and making up half of the country’s export revenue. It aspire to become an upper-middle-income country by 2035, and a high-income country by 2050. But rising temperatures and more prolonged dry spells threaten crop production and strain water supply. Rwanda’s Vision 2050 policy details the country’s long-term goals and provides the planning blueprint to guide Rwanda’s development. But such growth, coupled with climate change, will profoundly affect its water supply and demands. Gaining a clearer understanding of the changing water supply and demand, as well as the nexus between water, energy, and food production, is critical to Rwanda’s success. The Water Resources Group (2030 WRG) is a public-private-civil society partnership hosted by the World Bank to help governments balance water security with longterm development and economic growth. The recently established Rwanda Water Resources Board (RWB), the Ministry of Agriculture and Animal Resources, and Ministry of Environment tasked the 2030 WRG in 2020 with performing a Hydro-Economic and Climate Change Analysis (HECCA), with the following directives: 1. Conduct a strategic assessment of the water sector that demonstrates how water and the economy are inter-linked; 2. Recommend concrete actions toward sustainable water resources management; and 3. Support a dialogue to identify and align joint initiatives among sectors, both public and private, towards sustainable water resources management, and enable long-term economic growth through 2050.

The "Youth Labor Training Program" (Programa de Capacitacion Laboral Juvenil - PROJoven) is an ongoing job-training program created in 1996 by the Ministry of Labor (Ministerio de Trabajo y Promocion del Empleo) in response to the precarious conditions of youth in the Peruvian labor market. The goals of the program are to improve employment opportunities of youth in poverty and to promote competition and higher quality of services in the vocational training system. In this paper, we present the main results of an evaluation of PROJoven impacts on program beneficiaries in terms of employment status (employed, paid employment and formal jobs), earnings (monthly and hourly) and weekly hours of work. The authors also provide an institutional analysis of the program, documenting the origins and rationale of the intervention, we explore how and why PROJoven was designed, and the political and economic environment at the time of its inception and afterwards.
