This thesis is a piece of practitioner research located in the context of the author’s practice as Tutor in Pastoral Studies at Regent’s Park College. It is written from the context of change, both from denominational reviews, university restructuring and government funding and from wider changes in theological education and arises from a sense of dissatisfaction that recent debates have tended to separate out a discussion about the preparation for ministry from an understanding of ministry itself. The thesis explores ideas of ministry and leadership, arguing that, in the face of the challenge posed by leadership language and thought, a historic and contemporary Baptist understanding of ministry is best understood through a dialectical model of ministry, a habitus, rather than through a habitus of leadership. It then charts the history of preparation for ministry among Baptists and explores the contemporary developments in language and suggests that formation is the most appropriate and helpful description of the process.

This study examines behaviors and preferences that are characteristic of different positions of service inside a nonprofit church organization. Interviews with incumbents in the Structural Ministry and the Musical Ministry involved with the churches of Christ in Nashville, Tennessee, were conducted to identify traits and behaviors common to these distinct groups. The traits and behaviors identified in these interviews were then used to predict college students' future membership into these positions. The NEO-FFI (Costa & McCrae, 1992) was also administered in order to assess the incremental value of a professionally developed instrument. The instrument successfully identified group membership, although some results did not agree with previous research in this area.

Ministerial advisers have become part of the standard advisory arrangements in Westminster governments, yet there is disagreement about their roles and behaviour. In Australia, some academic work has considered their involvement in scandals like the 2001 children overboard affair and the 1993 sports rorts controversy. However, the focus on exceptional events means advisers’ everyday roles and conduct have not been given sufficient weight and those conclusions are therefore distorted. This paper finds that ministers exert a dominant influence over their advisers’ behaviour and that advisers continue to see themselves as agents of their ministers. Based on interviews with four Rudd government ministers and their advisers, the research shows advisers have strong norms of behaviour and that formal and informal accountability mechanisms operate to constrain their conduct. Advisers are not ‘out of control’ or operating in a ‘black hole of accountability’ as often claimed

The criminal responsibility of a minister is provided for in Article 132 of the Kuwaiti constitution, by giving the parliament the power to issue a law for the trial of ministers. This law will define the potential ministerial offences; the procedures to be followed as well as the court authorised to undertake the trial of ministers. The aim of this study is to investigate the constitutionality and applicability of the law of trial of ministers in Kuwait, and the extent to which this law has been influenced by the laws of criminal trial ofministers in other jurisdictions in particular French and Egyptian Law.To reach that end this study will first discuss the growth and development of criminal responsibility in both the Kuwaiti law and the other similar jurisdictions. The study will then discuss the ministerial crime, before investigating the p~ocedures to make a criminal case against a minister. Then the body authorised with the investigation in case a minister commits a crime while on duty will be discussed, besides the formation of the ministerial court and the authority of this court.

Although not typically considered formal mental health care professionals, clergy are regularly contacted as a resource by people with mental illness. Little is known about the clergy's role in this capacity. The aim of this research is to explore the experiences and perspectives of Canadian ministers of the United Church in response to mental health issues using simple qualitative description. Three female and nine male urban ministers of the United Church of Canada were recruited to participate in semi-structured interviews. Interviews were audio recorded, transcribed, and analyzed by hand for relevant themes. Themes within the following three main topics emerged: how ministers served people with mental illness, ministers' experiences working alongside formal mental health care professionals, and remaining challenges and facilitators. Ministers reported providing various support services for people with mental illness. While ministers reported little direct collaboration, they reported regularly referring people with suspected mental illness to formal mental health care professionals. Finally, ministers cited an innate trustworthiness in their profession and their community as facilitators, while remaining challenges included limitations in terms of financial resources, time, trust between themselves and formal mental health care professionals, and trust between ministers and their colleagues. The findings of this research indicate that collaborative relationships should be encouraged between formal mental health care professionals and ministers of the United Church to better serve people with mental illness.
N'étant généralement pas considérés comme des professionnels de la santé mentale, les membres du clergé sont régulièrement sollicités comme personnes ressources par des personnes atteintes de maladie mentale. On en connaît peu sur le rôle du clergé dans le domaine de la santé mentale. Le but de cette recherche est d'explorer les expériences et points de vue de pasteurs de l'Église Unie du Canada en réponse aux problèmes de la santé mentale à l'aide de la description qualitative simple. Trois femmes et neuf hommes pasteurs urbains de l'Église Unie du Canada ont été recrutés pour participer à des entrevues semi-structurées. Les entrevues ont été enregistrées, transcrites et analysées. Trois grands thèmes ont émergé : la façon dont les pasteurs mettent leurs services au profit des personnes atteintes de maladie mentale, l'expérience des pasteurs à travailler conjointement avec les professionnels des soins de santé mentale, et les défis restants et les mesures facilitant la prise en charge de ces personnes. Les pasteurs ont déclaré fournir divers services de soutien aux personnes atteintes de maladie mentale. Bien que les pasteurs aient signalé peu de collaboration directe des professionnels des soins de la santé mentale, ils ont déclaré leur diriger régulièrement des personnes soupçonnées d'être atteintes d'une maladie mentale. Finalement, les pasteurs ont déclaré avoir une confiance innée en leur profession et en leur communauté comme intervenants facilitateurs, bien que de nombreux défis se posent au niveau des ressources financières, du temps, de la confiance entre pasteurs et professionnels des soins de la santé mentale, ainsi que de la confiance entre les pasteurs et leurs collègues. This thesis examines the spiritual formation of Queensland Baptists ministers. It explores their current practice and seeks to systematise it into a framework. By elucidating a paradigm it is anticipated there will be two positive benefits. First, ministers will be able to be more intentional regarding their own formation and then second, they will be better equipped to assist their parishioners in their formation. Foundational to the thesis is that it is not sufficient to merely know about God in an academic manner but one ought to actually know God in an intimate and experiential way.

Ministers of music in Evangelical Christian churches today are usually trained as choral conductors but take positions that require them to unexpectedly be an instrumental conductor, administrator, counselor, recruiter, evangelist, and even associate pastor. There was no central resource for information to assist these musicians, thus this annotated bibliography was developed. It includes books and magazine articles on vocal and instrumental pedagogy, conducting, hymnology, theology, musical terminology, leadership skills, evangelism, and administration. Because of time limitations, only sources available at Sherrod Library, East Tennessee State University, and on the Internet were cited. Time restraints also limited the number of resources evaluated; this will be an ongoing project as more resources become available.

This thesis focuses on the relationships between Ministers and Civil Servants in British Government. It is argued that the deliberative space for officials to devise and critique policy in tandem with Ministers is contracting. The change occurred after Margaret Thatcher incentivised officials to behave in certain ways, and her embrace of New Public Management made relationships within government more transactional. Given this scenario the thesis explores how relationships between Ministers and officials can be improved. To determine this twenty-five former UK Government Ministers were interviewed complementing an earlier study which examined the issue from the perspective of senior officials. These Ministers reported that successful relationships were most likely to be established when Civil Servants demonstrated effective leadership, commitment to implementing policy, honesty, technical skill, and awareness of political and external realities. In addition it is thought that time invested early in the relationship helps to communicate Ministers’ expectations. Ministers also reported what they feel to be behaviours which undermine the relationship: misunderstanding the professional role of officials, relying upon special advisors rather than direct contact with officials, a lack of managerial experience, and public criticism of officials. Ministers also identified Civil Servants’ behaviours likely to result in poor relationships - appearing averse to change, being unable to rationalise the advantages of existing approaches, and a reluctance to lead or assume responsibility. Some of the perceptions identified in the literature, such as Civil Servants seeking control and lacking competence, were not afforded the same prominence by Ministerial interviewees. They highlighted systemic issues including the feudal and hierarchical nature of Whitehall, and their perception that the wrong skills and behaviours are incentivised. They also noted the lack of training for Ministers and their inability to pass on their experiences to colleagues. In addition to these observations about personal relations respondents expressed a deeper concern about the changing roles and expectations between Ministers and officials. Despite the evident contradiction between contemporary practice and the constitutional position created by Haldane in 1918, Ministers still appear to accept the latter as the basis for their relationships with officials. Further research may be required to explore this, alongside the disparity identified between the ministerial view from the literature and my interviewees, and the training lacuna. The thesis concludes by making a number of recommendations concerning future practice.

This thesis anatomises the high watermark of belief in administrative and institutional remedies to the deeply-felt relative economic and absolute military decline of Britain in the years after the Second. World War. It analyses the second half of the Macmillan years, the administration of Sir Alec Douglas-Home, the first two premierships of Harold Wilson (but not the period from 1974-76 which saw little reformist activity) and the three-and-a-half years that Edward Heath occupied No. 10 Downing Street. The approach has been to look at the prime ministers' plans, examine how these were embraced by the Civil Service and analyse the results. The period 1960-74 saw a great many major reforms to the machinery of government, all of which are analysed. Significant new findings include the struggle over the demarcation `concordat' between the Treasury and the Department of Economic Affairs in 1964; the way that the Prime Minister's Principal Private Secretary acted against the senior civil servant handling the reception of the Fulton Report; the fact that Harold Wilson developed a keen interest in the `hiving off' of parts of the public sector in 1969; how, after the Heath Government was elected in 1970, the Civil Service took the massive political planning undertaken prior to government and effectively cherry-picked what it wanted, turning the dynamism for reform to its own advantage; the remarkable lack of interest in Programme Analysis and Review; and the way that the Central Policy Review Staff was sidelined in Heath's last weeks.

This phenomenological study explores the lived experiences of female ministers serving in pastoral leadership within the church. This study involved selecting 12 female pastors actively serving congregations within the Richmond, Virginia, Tri-Cities area. The purpose of this study was to illuminate the details of living and serving as a female pastoral leader, and the inner motivations to achieve top-tier leadership and experiences with female-to-female mentorship. The female pastoral leaders participated in a three-tier face-to-face interview process. Prior to conducting the core research, a pilot study of two female pastoral participants tested the alignment of research questions and interview process. Including the pilot study and core research, the total number of participants was 14. The 12 participant interview transcripts were collected as data and analyzed using NVivo 10® qualitative software. Five themes emerged from the collected data: a) pastoral leadership: personal calling and motivations, b) preparedness: education and training, c) positive support: family, church, and community, d) passion: reaching and helping people, and e) preceptor: mentoring and connections with other female ministers. Five implications resulted from the study. Female pastoral leaders demonstrate self-determination and motivation. They obtain professional degrees and seminary training. Positive support from family, church, and community are major components for women achieving pastoral leadership. Female pastors have a passion for reaching people. Women in pastoral leadership need mentors and need to share their stories with other women who aspire to lead.

This thesis focuses on Margaret Thatcher's involvement in policy making in Northern Ireland in the period building up to the Anglo-Irish Agreement (AIA) of November 1985. The findings in this research are surprising: that Thatcher's involvement in Northern Ireland, though intermittent, was much greater than has previously been appreciated, and without this involvement there could have been no AIA. Although we already know a lot from the scholarly research on Thatcher and Northern Ireland, the literatures are somewhat disconnected resulting in a distinct gap in the literature of studies looking at Thatcher's role in Northern Ireland matters. The rolling programme of archival releases under the 30-year rule provides an opportunity to reassess, and revise, what we know already about Thatcher and Northern Ireland in light of the new empirical evidence. This thesis unveils new information which transforms our view of Thatcher and provides new answers to existing questions on Northern Ireland. It fills in the gaps from during this period by focusing on the roles of the Prime Minister and Secretaries of State for Northern Ireland in greater depth than ever before. It will make a significant contribution to our knowledge by bringing new insights into Thatcher's relationship with the Irish Taoiseach, and her determination to do something about Northern Ireland, as well as her relationship with the Secretaries of State for Northern Ireland and key advisors such as the Cabinet Secretary Robert Armstrong. The primary research question that this thesis answers is 'To what extent was Margaret Thatcher involved in policy making in Northern Ireland, specifically from 1979 until 1985, and what was the impact of this?' In order to answer this question, two sub-research questions will also be addressed along the way. The first sub-research question relates to Thatcher as Prime Minister and her style of leadership. For the first time we have key respondent interviews with the full archival record to deepen and enrichen our understanding of the role of the key actors. This will help us to understand what sort of a leader Thatcher was - autocratic and ideological or pragmatic. The second sub-research question relates to Thatcher as Prime Minister and ministerial relations. To understand Thatcher we have to look at her Secretaries of State for Northern Ireland. We can learn about her leadership in Northern Ireland through these relationships, allowing an emerging picture of Thatcher to build up over subsequent chapters in this thesis. In order to be able to answer these questions, this thesis combines rigorous archival research, using newly released government archives under the thirty year rule, and an extensive programme of elite interviews with insights drawn from a political science literature on the core executive. This allowed me to construct a robust historical narrative informed by inter-disciplinary insights, bringing the Thatcher and Northern Ireland literature together in a way which has not been done before.

This thesis presents a theory of voting behaviour for the governments represented in the European Union's Council of Ministers and analyses a large original data set covering all legislation adopted by the EU from 1999 to 2004. It argues that the governments' voting behaviour is dominated by party political preferences rather than national preferences over EU integration issues. The already very elaborate EU policies and processes for adopting laws mean that most issues related to decisions on the degree of integration are solved outside the Council. Instead, decision-making in the Council is over actual policy content and the level of regulation. Consequently, the governments negotiate over possible policy outcomes along the traditional left/right political dimension. In addition to presenting the actors in the Council as political parties rather than national representatives, the thesis argues that the governments act strategically rather than sincerely when deciding how best to pursue their policy preferences. The Council members consider their possibilities for influencing new legislation as dictated by their voting power, and voting behaviour is the result of strategic estimations of when support or disagreement needs to be voiced, and how. Empirically, the prediction is a difference between left- and right-wing governments and, within this policy space, between small- and large member states. The theory is tested in a series of multivariate analyses and geometrical scaling methods. A range of alternative hypotheses from the literature is included in each of the empirical tests. The evidence supports the theory: Legislative politics in the Council take place within a one-dimensional policy space, and each of the Council members' ideal policy points are found to be aligned with their preferences over left/right political issues in the domestic sphere. Furthermore, the member states that experienced a change in government during this period similarly changed their voting behaviour in the Council, indicating that EU politics are indeed a party political matter. When taking into account also the governments' voting power, larger Council members in the opposition are generally more likely to oppose the majority than smaller members. However, smaller members frequently use the option of making formal statements following a vote as a mean of voicing disagreement. The findings are robust across different stages of the legislative process as well as most policy areas, although a variance in magnitude appears.

This study used a questionnaire designed to identify the professional and personal characteristics of women ministers in Arizona. Information was elicited on general demographics, careers, and personal life. Subjects were identified from a list and by recommendation. Twenty-six (n = 26) questionnaires were returned. Frequencies and percentages were reported as well as verbatim responses to open ended questions. The results appeared to reveal that as a group the subjects indicated service to god and fellow men/women as major reasons for entering the ministry, as definitions of success and as career goals. Most were comparatively new to the field, had experienced various barriers to advancement and effectiveness, were only children, had mentors and considered themselves to be successful. Almost all of the subjects felt that they could make unique contributions to the ministry as women. Loneliness, isolation and overwork were major stressors. Self-esteem was high and depression low.

The main enquiry of this dissertation is to ascertain whether there are differences between those Methodist ministers who are employed in urban circuits and those employed in rural circuits. The first part of the dissertation is descriptive, examining the evolution of the Methodist ministry, the background to ministry today, and whether differences between the urban and rural church can be delineated. The second part establishes the method of the enquiry within the discipline of empirical theology, using the techniques of sociology to establish a data base. An analysis follows of the characteristics of all 1026 responses from the 1728 of those sampled. The third part is devoted specifically to establishing urban/rural differences of ministry style. Out of the whole number of respondents those who had special responsibility for urban ministry and those for rural ministry were isolated. In the contrast between these two groups of respondents a number of differences were perceived. These were associated with differences of personal characteristics, the understanding of the accepted role of ministry within the circuit situation, the workload expected of them, the occupational stress which this imposed, the belief systems of the ministers, their practice of personal devotion, their style in the conduct of worship, and their personality type. A conclusion is drawn that the difference between urban and rural ministers is real, but is created principally by the Methodist system which is imposed upon all churches and ministers, but which has contrasting effects on the way that ministry can be exercised in the situation of populous urban areas and that found in rural locations. A number of differences not associated with this cause, but which spring from individual differences between ministers, are also identified. Attention is drawn to various outcomes of the research which are valuable for Methodism's future.

Various academic authors have analysed the implementation, the causes and the impact of the permanent campaign strategy by political executives in presidential and parliamentary systems, notably the United States and United Kingdom. This study builds on this literature and extends the research on the permanent campaign in the European parliamentary majoritarian context by examining contemporary Greece as a national case study. In particular, the study addresses three questions. First, did contemporary Greek Prime Ministers adopt the permanent campaign strategy? Second, why did they do so? Third, what impact did the implementation of the permanent campaign have on their public approval? The research focuses on the cases of three successive Prime Ministers in Greece: Costas Simitis (1996–2004), Kostas Karamanlis (2004–2009) and George Papandreou (2009-2011). Simitis and Papandreou were leaders of the centre-left PASOK, while Karamanlis was the leader of the centre-right New Democracy. The study finds that all three Prime Ministers undertook the permanent campaign strategy in order to maintain public approval, aligning themselves with their British and American counterparts. They established new communication units within the primeministerial apparatus, consulted with communication professionals to form a coherent communication strategy, used private polling to shape political strategy, policy and presentation, used campaign-like messages as mottos to promote their policy plans and made public appearances to woo public opinion. In addition, the thesis indicates that the permanent campaign in Greece was a result of the modernisation of political communication due to political and technological developments, such as the decline of political parties, the rise of television and the proliferation of new political technologies that have appeared in other countries as well. However, the results drawn from the data analysis suggest that the 6 prime ministerial permanent campaign hardly affected the prime ministerial approval, confirming the findings of empirical studies in the US and the UK.

The majority had been in the ministry for over 20 years, considered themselves to be successful, received high levels of support from family and friends, had good marital relationships, were satisfied with their social lives, had high morale and self-esteem, and desired to remain in the ministry. Time demands, unrealistic expectations and interpersonal conflicts were the most common causes of stress reported by the clergymen.

Although typically not responsible for leadership decision-making that impacts the spiritual growth of the entire organization, youth ministers play a vital leadership role in congregational health as leaders of smaller communities within greater communities of faith. This leadership role is threatened by numerous challenges facing youth ministers of all denominations. Specific to this study, the vital role of youth ministry in Churches of Christ is threatened by high turnover rates of those within the profession. The purpose of this study was to determine leadership practices and strategies that are employed by long tenured youth ministers in Churches of Christ, identify the challenges those youth ministers have faced in implementing leadership practices, discover how they measure successful youth ministry leadership strategies and practices and ascertain their recommendations for implementing leadership strategies and practices within their profession.

Data were collected from 15 full time youth ministers in Churches of Christ from throughout the United States. The qualitative, phenomenological study utilized a 12-question semi-structured interview format to gather the lived experience of subjects. Key study findings identified 70 themes that answered four research questions. Specifically, self-awareness was the top trait study participants used to describe themselves as leaders. Additionally, participants identified creating an others-focused environment as the top strategy or practice as a contributor to long tenure at the same church. The findings of this study have substantive implications for men and women considering youth ministry as a career or calling, and for institutions of learning that train those preparing for the youth ministry profession.
