Societal changes in the last half century have raised expectations for today's pastoral ministry. However, ministerial studies to date have revealed no clear picture of effective ministry. Following Malony's (1976) suggestion, this study attempts to identify leadership style as a primary theme. Selected parish office holders were asked first to rate the performance of 310 parish pastors in three districts of the Lutheran Church-Missouri Synod on the Ministerial Function Scale (MFS). Scores were obtained for the original six factors of the MFS (Preacher-Priest, Administrator, Community and Social Involvement, Personal and Spiritual Model, Visitor-Counselor and Teacher) and also for a seventh factor of Evangelist added for this research project. Multiple regression analyses of the parishioners’ ratings of the pastors on the Leader Behavior Description Questionnaire yielded squared coefficients of correlation ranging from .39 to .74 in developing predictive formulae for effectiveness in the seven functions and an overall effectiveness rating. Different styles of effective ministry including primarily sets of leader behaviors were projected for each of the functions. Implications are suggested for seminary and in-service ministerial training.

The situational variables of congregation size and ministerial function were used to identify patterns of leadership skills for effective ministry in a sample of 421 Lutheran clergy. Significantly different styles were found for each of ten functions in five size groups. Ministerial leadership has sometimes been described by the terms authoritarian and democratic, in accord with reviews of leadership in secular organizations. When sets of leader skills were investigated, an intentional orientation (cf. Biersdorf, 1976), sometimes in combination with a participative style, seemed to be an apt general description of the leadership of effective clergy in this sample.

Few empirical studies have explored Selznick`s ideas on institutional leadership`s role in creating, nourishing, and maintaining public institutions. Reconsidering and expanding Selznick`s perspective, this study explores how perceived ministerial performance is associated with institutional leadership styles. Using data from the 2007 Korean Minister Survey, this study develops five types of institutional leadership (visionary, persuasive, resilient, coalition network, and maintaining) derived from an exploratory factor analysis and tests their association with ministers` performance. It suggests that visionary leadership and persuasive leadership are the primary determinants of Korean ministers` performance, and their effects are greater for ministers without presidential support. Resilient leadership and coalition network leadership are also significantly associated with ministers` performance, but maintaining leadership has little effect on it. Moderating effects on the relationship between leadership type and performance include presidential support and the presence of a performance crisis. Further research is needed to develop different measures for ministerial performance from different sources in order to avoid the common method bias.

How do electoral systems and legislative institutions modify the logic of delegation in ministerial selection processes? This study argues that candidate-centered electoral systems and bicameralism increase the risk of agency loss. I reveal how these two institutional contexts mediate party leaders’ strategies on the allocation of ministerial posts by analyzing Japan’s ministerial-selection data and survey-based ideal point estimates from 2003 to 2014. The empirical results indicate that, under the party-centered electoral systems of the lower house, individuals’ ideological proximity to the party leadership increases the probability of their joining a cabinet. However, party leaders allocate cabinet posts to ideological outliers in the upper house and also select MPs who are ideologically distant from the party leadership under the candidate-centered electoral systems in order to maintain party unity.

This article contributes to the developing literature on prime ministerial performance in the United Kingdom by applying a critical reading of Stephen Skowronek’s account of leadership in ‘political time’ to evaluate David Cameron’s premiership. This, we propose, better understands the inter-relationship of structure and agency in prime ministerial performance than existing frameworks, particularly those based on Greenstein’s and Bulpitt’s approaches. We identify Cameron as a disjunctive prime minister, but find it necessary significantly to develop the model of disjunctive leadership beyond that offered by Skowronek. We identify the warrants to authority, strategies and dilemmas associated with disjunctive leadership in the United Kingdom. We argue that Cameron was relatively skilful in meeting many of the challenges confronting an affiliated leader of a vulnerable regime. However, his second term exposed deep fractures in the regime, which proved beyond Cameron’s skills as a disjunctive leader.

The BJP victory in the 2019 elections is attributed to a range of factors. This article examines the role of the leadership factor in propelling the BJP to victory in this election. While the Prime Ministerial candidate of the BJP/NDA was clearly the preferred choice, the National Election Study 2019, undertaken by Lokniti–CSDS, indicates that one-thirds of those who supported the BJP would have altered their voting preference if Modi were not to be the Prime Ministerial candidate of the party. The article explores the leadership factor in the 2019 election and concludes that it was a major factor that influenced voter choice.

This study focused on the extent to which professional development can bring about changes in ministerial leaders' thinking and practice, and was based on a constructivist approach to learning. The study adopted a qualitative methodology to answer the three research questions: 1. To what extent can professional development assist ministerial leaders to change their thinking about themselves as leaders and their actual leadership practices? 2.What changes (if any) occurred in each of the participants' conceptions of ministerial leadership during a Ministerial Leadership Development Program (MLDP)? 3. To what extent did changes in participants' thinking about ministerial leadership affect their actual practice? There were nineteen participants in a Ministerial Leadership Development Program which was conducted between March and October 2000 by the Uniting Church in Australia (Queensland Synod). Data were gathered at the beginning and end of the MLDP and one year after its completion. The methods used to collect data were concept maps of 'effective leaders', repertory grids based on participants' views of 'effective' and 'ineffective' leaders, interviews and a survey. The concept maps and repertory grids were completed at the beginning and end of the MLDP. The interviews and survey were conducted one year after the program was completed. The interviews were conducted with a small group of the participants (five) and the survey was completed by lay leaders from the congregations where the nineteen participants were ministering. For each of the five interviewees a case was constructed using methodological triangulation and an interpretive approach. Triangulation of the three types of data (concept maps, repertory grids and interviews) enabled identification of important components of individuals' thinking and practice. The survey produced data on the perspectives of lay leaders, thus enabling comparison between the perspectives of the ministerial leaders and their lay leaders. The study found a variety of initial conceptions of effective ministerial leadership amongst the participants. Most of these conceptions were related to leadership skills and qualities. Very few participants demonstrated an understanding of the nature of effective ministerial leadership at the beginning of the program. However, during the MLDP, the conceptions of participants developed and by the end of the program most of them demonstrated a more holistic understanding of the nature of leadership, and particularly, the nature of Christian leadership. In relation to changes in leaders' practice, the study found that significant changes were reported as taking place in leaders' practice and most of this was linked to their thinking changing first. Many of these changes in practice were attributed to the encouragement leaders received in mentor groups. These reported changes in practice were also supported by data from the lay leaders' survey. Thus there was consistency in data from ministerial leaders' perspectives and from lay leaders' perspectives. Apparent trends across the cases included links between the leaders' feelings of self confidence and their capacity to lead effectively; the difficulties associated with following a minister who had a very different conception of effective leadership from his/her own; the unrealistic expectations some congregational members have of their ministers; and the difficulty of moving a congregation from one understanding of ministry to another. The results of this study have implications for pre-service education, continuing education, and the policy-making committees of the Synod, and suggest fruitful areas for further research. The results of the research are discussed in relation to relevant literature. Implications of the findings for the appropriate stakeholders are highlighted, and some ongoing issues for ministerial leadership are raised.

A Shepherd’s responsibility is to care for and guide sheep in such a way that they (sheep) can effectively and proficiently perform the duties that are natural and necessary to sheep. The same is true with leaders and managers as it relates to their followers. This quantitative correlational research study was conducted to discover whether the biblical shepherd leadership model, particularly its characteristics, practices, and responsibilities (CPR), were related to successful church growth. A 45-item Likert type survey was used to ascertain the level of shepherd leadership of 106 pastors in the Church of God in Michigan. This score was then compared with statistical information found in the treasurers and ministry reports namely, attendance, tithe, and conversions that took place at these pastors’ local churches within a five year period. The results of the study showed a statistical positive association between shepherd leadership and the attendance and financial data. The data also showed a negative association between shepherd leadership and conversions. These findings will be helpful to pastors, educators, and church leaders to be more effective in ministry.

El presente trabajo de tesis tiene por objetivo plantear los lineamientos para el desarrollo de un sistema basado en CRM (Gestión de la relación con los clientes) para la gestión de la información de las personas que asisten a una organización cristiana. Para ello se realiza el análisis de la situación actual de la organización y del proceso de desarrollo ministerial de los líderes como objeto de estudio, con el fin de comprender y definir los casos de uso del negocio, sus respectivos flujos de actividades y reglas de negocios los cuales contribuyen a plantear una propuesta de solución basado en un software a medida coherente con los objetivos establecidos. Dentro de este desarrollo, se hace uso de la notación UML para el modelado de los artefactos que intervienen en el presente análisis. Asimismo, se describe los requerimientos funcionales y no funcionales, modelo de caso de uso de sistema, atributos de caso de uso de sistema, modelo conceptual, diccionario de datos del proyecto, arquitectura propuesta de la solución y el desarrollo de los casos de uso del núcleo central con las pruebas correspondientes para el pase a producción. Por otro lado, se describe la política, los objetivos, y las normas de calidad definidas por la organización que aplican al desarrollo de software y que las satisface. Finalmente se incluye la gestión del proyecto donde se muestra la planificación con un cronograma de actividades para las diferentes etapas del sistema.
The aim of this thesis work is to propose the guidelines for the development of a CRM (Customer Relationship Management) based-system for the information management of the people who attend a Christian organization. For this, the analysis of the current situation of the organization and the ministerial development process of the leaders as an object of study is carried out, in order to understand and define the cases of business use, their respective activity flows and business rules which contribute to propose a solution based on a customized software consistent with the established objectives. Within this development, the UML notation is used for the modeling of the artifacts involved in the present analysis. Also, it describes the functional and non-functional requirements, system use case model, system use case attributes, conceptual model, project data dictionary, proposed solution architecture and the development of use cases of the central core with the corresponding tests for the production stage. On the other hand, it describes the policy, objectives, and quality standards defined by the organization that applies to software development and that satisfies them. Finally, project management is included where planning is shown with a schedule of activities for the different stages of the system.

This study examined the authentic leadership of pastors in the Southwest Educational Region of the USA/Canada Church of the Nazarene to determine whether there is a positive correlation between authentic leadership and ministerial effectiveness. While authentic leadership is a theory with clear definition measured by multiple validated instruments, ministerial effectiveness is a concept that involves more ambiguity. For the purposes of this study, ministerial effectiveness was measured using the Ministerial Effectiveness Inventory. While this study was built on previous research that found a significant relationship between authentic leadership and ministerial effectiveness in pastors in the Indiana District of the Lutheran Church—Missouri Synod (Puls, 2012), the study avoided the controversy created by retracted articles and limits to use caused by the proprietary nature of the Authentic Leadership Questionnaire by using the Authentic Leadership Inventory (ALI). The ALI has been shown reliably to measure the same construct as the Authentic Leadership Questionnaire without these limitations. The study found significant positive relationships in all three clusters of respondents—pastoral selfraters, follower other-raters, and sets with at least one follower other-rater—between ministerial effectiveness as measured by the Ministerial Effectiveness Inventory and authentic leadership as measured by the ALI. Additionally, the study found a significant positive relationship between ministerial effectiveness and all four components of authentic leadership as measured by the ALI: self-awareness, internalized moral perspective, balanced processing, and transparency. As expected, female pastoral participation was low and thus limited the ability to find significant results specific to female pastors. The results of this study could contribute to church health by providing a resource to improve the ability of the Church of the Nazarene to prepare effective ministers, inform the personal development of active ministers, and guide the pastoral search process for churches seeking to call ministers who will effectively lead the ministries of a church to congregation and community.

Abstract Leadership Huddle Board is a simple agile tool used to maintain a satisfied level of alignment between top management from one side and employees working across different departments at the other side. Pharaonic Petroleum Company (where I worked for at these times) succeeded in 2020 to launch this amazing agility approach. Working from home derived us to search for better flexible ways that maintain level of employees' engagement as it was regardless of the sudden change of working style. According to the Ministerial Decree, 50% of actual work force is the maximum capacity allowed to work. Workers who have chronic diseases or females who own children below 12 years were allowed as well to work from home. Leadership Huddle Board is just one board/slide/page/frame discussed weekly in one hour between leaders and their subordinates. It represents Key actions of departments associated with their priorities, accountable person, due dates and the status of actions using traffic lights coding. This board covers key important dates, pressing/emerging issues, blockers/support required, successes, key matrices and critical dashboards. HR always has a strategic role especially when it comes to aligning workers on one goal and yearly objectives. We had succeeded to push department's heads to arrange for a weekly huddle board where both two types of workers (physical and virtual ones) meet together to discuss, update, raise issues and plan the way forward to contribute to the success story of Pharaonic Petroleum Company.

A Delivery Unit (DU) can be defined as “a small group of highly-skilled people working at the cent[re] of government who help line ministries achieve outcomes for a number of initiatives that leadership deems ‘mission critical,’ or top priority” (Kohli & Moody, 2016, p. 1). The archetypal DU is based in the executive of the national government (e.g. prime minister, president) but there are examples of DUs that operate at the sub-national level, such as at the city level (e.g. the city of Buenos Aires, Argentina), the provincial level (e.g. the province of Buenos Aires, Argentina) or at the state level (e.g. the state of Pernambuco, Brazil) (Lafuente & González, 2018; Williams et al., 2021). DUs can also be based at the ministerial or sectoral level (e.g. education level) or at the front-line level (e.g. school level) (Williams et al., 2021).
