Australian Police Ministers and Commissioners occupy a pivotal position in the system of law enforcement. Collectively, they are responsible for the general policy, administration and operational direction and control of policing through the Australian States. There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

During my years as a Cabinet Minister in New Zealand, the relationship between a Minister and his key officials was strongly modelled on the Westminster system as then applied in Britain. As in Britain, the ministers were the product of the political and parliamentary processes. The leader of the political party with the majority in the House was called upon by the Queen's representative (our Governor General) to form the new Government. All Ministerial appointees were necessarily chosen entirely from members then in Parliament. As in Britain, also, the key officials to serve each Minister in their portfolios were provided by the career Public Service, the long-serving body of officials who were there to advise and manage the system for successive governments. The Minister did not choose his departmental head, nor did that departmental head choose his minister. There were many assumptions inherited from the past which helped to make the relationship work. Policy decisions were shaped by the Minister representing the political side of the equation. Execution and management was carried out by the head official, responsible for the operation of the bureaucratic machine he headed. In explaining my thesis message - "Managing Change as a Minister of the Crown" - a very strong autobiographical dimension to my experience and comments is inevitable. In the political setting, the relationship between Minister and Head of Department, though a key factor, is but one of many. All change affects many people - some positively and beneficially, and some the reverse. The effects of change can be anticipated rather than actually felt. Perceptions can sometimes become bigger problems to manage than realised consequences. Change in politics invariably reaches out far beyond those obviously and directly affected. Handling change therefore involves making plans for how one can best point the change in a forward-looking and constructive way, and put a socially positive spin on one's efforts and the outcome. If one's efforts are done openly, and one's arguments are well founded, real progress can be made. One of life's constants is change itself. It affects us all in some measure. In communities categorized as "developed", it can be particularly fast and sweeping. This means, inevitably, that the forms of its infrastructures - from public services to business enterprises - which enable society and the economy to function effectively must adapt, and constructively, to those changes. From my experience, in facing a variety of problems calling for change in handling portfolio responsibilities, I have found every case is different from the others, and each solution had to be shaped to meet the characteristics of that particular case. The only common denominator I would call the "people factor". Compounding the challenge, that "people factor" had to be fashioned as appropriate for the personalities with whom I was working, and the characteristics of the problem being addressed. I did, however, find that there were some common fundamentals in the "people factor" which I address in my conclusion. They helped facilitate co-operation in managing change.

This thesis, which is presented in two volumes, gives a detailed description of nearly all plays, poems and hymns written by Fred Pratt Green. In the first volume bibliographic detail of all extant plays is given. There is also a synopsis of several plays and a discussion particularly of the late plays. Most of the thirteen plays referred to have been discovered during this research. Copies of some of these plays are not generally available: two are in the British Library, two are at the Pratt Green collection at the University of Durham and the others are personal copies which I obtained from various sources. The poetry section lists all known poems and many of these have been dated as a result of my research findings. Their original place of publication is given. There is a critical commentary on the four main collections: This Unlikely Earth, The Skating Parson, The Old Couple and The Last Lap. A short discussion is included here focussing on poetry ranging from 1929-1960s which was not included in a main collection and which was discovered during this research. Volume One concludes with variations in poetry texts, from their first publication to their later inclusion in the above four main collections or later anthologies. The second volume contains a complete listing of hymns to date and hymnals in which they appear where relevant. The section starts with a detailed evaluation of Pratt Green's contribution to hymnody and examines some characteristics of his hymns. Considerable comparison of textual variation in published hymnals has been undertaken as part of this research and this is included in this section. Volume Two concludes with a discussion of the significance of the variations noted.

The rationale for this study is Albert Speer's unique value as a source of information concerning the Third Reich and Adolf Hitler. Although there is a wealth of information available on Nazi Germany and Hitler, the observations of this intelligent man who was an important official of the regime and a close associate of Hitler himself carry weight that no other report can match. He was a well-educated, intellectual, and articulate man who left behind three comprehensive books and many articles and interviews. In addition to such publications, there are, in the National Archives in Washington, D.C., many records of interviews with Speer conducted by Allied personnel immediately following the war. Those documents have been used extensively in this study.There is no attempt either to indict or to vindicate Speer, as many authors have done, but rather the purpose is to present in narrative form an analytical study of the relationship between the two men. The central focus throughout examines Speer and Hitler in juxtaposition and forms conclusions on the nature of their complex and compelling attachment. In the process, historical events form the backdrop as Speer describes them for us. It is always Speer, not Hitler, with whom the primary interest lies.The question of how anyone of Speer's background and intelligence could have given his life to a regime devoted to gutter politics, conquest of a continent, and genocide always arises in any study of Speer. The strange hold the Nazis exert on the world's imagination seems to ebb and flow, but does not die out, nor does the awful suspicion that something similar could happen again. Speer used his writings to describe the process and warn against its resurrection, especially in light of the tremendous leap in technology we have seen. Do not look for monsters, he counseled, for monsters are easily identified and avoided. Beware the manipulators who orchestrate on a national scale those policies which bring harm to whole populations, men who loudly proclaim their humanness and ordinariness.This inquiry is not an attempt to prove a predetermined hypothesis, since it embodies a historical approach rather than an experimental one. Information is drawn from the books and papers of Speer, as well as official documents, but secondary works to corroborate the basic sources are cited at times. There is still no definitive biography of Speer, although he appears as a central figure in many works. Perhaps one of the reasons for this is that the Speer family has put his personal papers in Heidelberg beyond the reach of anyone until 1999, probably as a result of his negative treatment in various publications.The technical papers from the Ministry of Armaments and War Production are housed in the Bundesarchiv at Koblenz, but were not pertinent to this study. The Institut fur Zeitgeschichte in Munich houses official papers, as does the Berlin Document Center, while the Washington has the transcripts of Library of Congress in Hitler's Table Talks, some parts of which are used in this study. Speer's books and published material give an extensive look at his part in the Third Reich, his relationship with Hitler, and his own feelings and observations concerning both. The International Military Tribunal records from Nuremberg are both extensive and enlightening. One may also view the collection of Heinrich Hoffmann, Hitler's personal photographer, in the Special Collections section at Bracken Library.Chapter I deals with Speer in the pre-war years as he rose to fame and became part of Hitler's inner circle, while Chapter II views the war years through Speer's experiences. In Chapter III the early relationship between Speer and Hitler is developed, and in Chapter IV the war, the collapse of the Third Reich, and the attendant disasters are covered.

Lucretia Coffin Mott, in an era filled with events the significance of which reverberates today, spoke publicly about issues of societal and ethical concern. This study focuses on her work as a nineteenth-century female Quaker minister who through public speaking educated adults about the following: abolition of slavery, rights of women, and peaceful ways to address injustice. Separate chapters explore each of these three vital issues. Lucretia Mott ranks as a pioneer female public speaker. At a time that barred women's speaking in public, she spoke about significant issues. Her speaking admitted her to the company of American women who pioneered in speaking publicly. These endeavors to speak to "promiscuous" audiences, those comprised of adult males and females, also admitted her to the company of women who endured criticism, insults, and peril. Through a process of education, these women changed history and shaped culture. Lucretia Mott's Quaker perspective, her way with spoken words, and her womanhood distinguished her work as an educator in public forums and settings that ranged from religious meetings to the lyceum and conventions called to consider issues of national import. What could have prepared this Quaker minister--active in public domains for more than fifty years--for a place among the pioneers who advocated and practiced the right of women to speak purposefully in public forums? Lucretia Mott's commitment to the Society of Friends enabled her to be a pathfinder both in education and on important issues. Therefore, Chapter Two presents an exploration of Quaker history, spirituality, and practices to inform for purposes of historic educational analysis and interpretation. References in historical works to noteworthy innovations that originated from efforts by Quakers in American society and to successes in business sparked this inquiry. This study examined her speeches to see how they reflected Quaker principles and practices and her work as a pioneer public speaker who educated about societal and ethical issues. The study concludes that her work was energized because she knew her history, she questioned her world and she lived her faith.

The thesis provides a detailed analysis of prime minister of Japan, Shinzō Abe’s, political rhetoric. Adopting a critical realist approach to the analysis of political discourse, the thesis aims to identify how Abe sought to legitimate the substantial changes to the state, its international conduct, and relationship with its citizens, including the reinterpretation of Article 9 of the constitution, Japan’s so-called ‘Peace Clause’. Abe returned to office in December 2012 promising to ‘bring back’ Japan, but under this aegis, the Abe administration has enacted wholesale changes to Japan’s social security, national economy and security agenda. While many of these changes are examined throughout, the thesis adopts depoliticization theory as an analytical tool and explanatory factor to discuss the changes in Japanese politics by parsing depoliticization into governmental, societal, and discursive forms. The analysis demonstrates how Abe relied on discursive depoliticization to legitimate changes by implementing a mixed-methods approach to discourse analysis using text-mining software to identify salient areas of speech, frame analysis to further characterize them, and critical discourse analysis for the micro-analysis of text. The thesis argues that Abe effectively depoliticized politically divisive issues by relying on the neoliberal account of globalization to justify substantial changes to Japan’s security agenda, economy and social infrastructure. In order to reveal the process of depoliticization, the discursive analysis is supplemented with an analysis of two major foreign policy initiatives of the Abe administration, the Trans-Pacific Partnership and ‘Positive Pacifism’. These case studies enable us to conclude that, although Abe’s rhetoric is largely consistent with neoliberal doctrines, his administration’s actions reflect a neonationalist ideology and political realism aimed at expanding military and economic power to encircle China and increase Japan’s regional and international influence, while relying on depoliticizing tactics to legitimate the process of change underway.

While the Australian wartime Prime Minister, John Curtin, has been the subject of intensive biographical and historical material, particularly during World War II, very few publications have focused on his relationships with journalists. Certainly, there is a distinct absence of a comprehensive study of his mass media strategies that would give us a detailed insight into his leadership in a critical period. Major forces converged with the commencement of another global war, the rapid expansion of relatively new radio and film industries, along with the appointment as prime minister of a skilful Labor communicator, well-known for his passionately anti-conscription views during World War I.This thesis investigates Curtin’s success in persuading the predominantly conservative news media to promote his wartime views. First, it identifies the prime minister’s mass media strategies to influence the Canberra Parliamentary Press Gallery journalists and their editors to accept his wartime policies and portray them positively in the media.The thesis argues that Curtin revealed a genius for initiating, developing and overseeing mass media strategies that made the best use of the latest technology to persuade journalists to communicate his government’s policies. In doing so, he extended the Australian public sphere, and his impact on political communications remains evident today. Curtin also bestowed a permanent legacy to benefit the parliamentary press gallery, contributing to our understanding of contemporary political journalism.

Ministers of music in Evangelical Christian churches today are usually trained as choral conductors but take positions that require them to unexpectedly be an instrumental conductor, administrator, counselor, recruiter, evangelist, and even associate pastor. There was no central resource for information to assist these musicians, thus this annotated bibliography was developed. It includes books and magazine articles on vocal and instrumental pedagogy, conducting, hymnology, theology, musical terminology, leadership skills, evangelism, and administration. Because of time limitations, only sources available at Sherrod Library, East Tennessee State University, and on the Internet were cited. Time restraints also limited the number of resources evaluated; this will be an ongoing project as more resources become available.

The variety of contradictory approaches to the legal position of ministers of religion in South Africa as are apparent from court findings, theological discourse and church practice are indicative of a lack of clarity, and even confusion, regarding a matter that is of cardinal importance to the orderly functioning of the church as the body of Christ on earth. From this confusion in constitutional law as well as in the church, the topicality - actually, the undeniable necessity - of research into the legal position of ministers of religion has become quite apparent. The topicality of the research is indicated in Chapter 1 by reference to court cases (before and after 1996), theological discourse and church practice. The central research question of the study is formulated as follows: What is the legal position of Reformed ministers in South Africa - a religiously neutral state - considered on the basis of Reformed Church polity and against the background of the church-state context in South Africa after 1996? The central theoretical argument of the study is that the legal position of a minister of religion is a unique kind of relationship (alius generis), a relationship / association / connection / obligation that has to be regulated by the church as a unique community (sui generis) in the world. In South Africa courts should recognise and deem the legal position of Reformed ministers to be an internal church matter that falls outside the sphere of regulation of a religiously neutral state's labour legislation. This recognition should be based on the right of the church to define itself and its offices. In Chapter 2 the current confusion in South Africa regarding the legal position of ministers of religion is investigated further. Various points of view are discussed, for example that ministers are 'employees' of churches (church councils), that a minister's legal position has to be regarded as that of an independent contractor and the point of view that ministers are connected to the church by a unique relationship. The way in which the legal position of ministers of the Gospel is regarded in Germany is discussed in Chapter 3. The focus is inter alia on the meaning of religious freedom, neutrality of the state, constitutional provisions regarding the relationship between the state and the church, and the way in which the legal position of ministers of religion is regulated in the light of the German state-church context. The way in which the Reformed Churches in South Africa define and regulate the legal position of Reformed ministers as an internal church matter is investigated in Chapter 4. In this chapter the focus is on the following aspects: the order of the church that applies to the legal position of ministers in terms of Reformed church polity, as expressed in the church order, the meaning of a minister's relationship with the local church as regards his legal position, and the unique nature of a minister's legal position in terms of the relevant provisions of the church ordinances. The findings, recommendations and summary conclusion of the study are given in Chapter 5. The summary conclusion of the study is that an overall impression of the regulation of ministers' positions by the Reformed Churches in South Africa offers the following perspective: the Lord places the church and its ministers in a unique relationship. This relationship must be regulated by means of the church because the church ordinances inherently make provision for the regulation of this unique relationship. Regarded within the broad context of this study, the state may not exercise control over the legal position of ministers of religion because these ministers fulfil a religiously determined command and task.

O trabalho que seguidamente se apresenta tem por objecto de estudo o romance The Prime Minister de William Kingston, um Inglês do século XIX estabelecido na cidade do Porto, que tinha como principal actividade a comercialização do vinho do Porto. Para a análise desta obra, foi necessário efectuar uma contextualização política e temática – primeiro capítulo –, de modo a ser compreensível a ligação entre o povo inglês e o português, cujos auxílios, tratados e alianças remontam ao século XII. Através da apresentação da história que liga as duas nações, tentou-se evidenciar as razões que levaram os Ingleses a incluir Portugal nos seus relatos de viagens, nos quais o Período Pombalino tem sempre um especial relevo. O segundo capítulo é inteiramente dedicado à vida e obra de William Kingston. Por sua vez, o capítulo seguinte tem por base a análise das características do género de The Prime Minister, ou seja, o Romance Histórico. Após a apresentação de diversos estudos sobre esta tipologia, apresentar-se-ão as influências da Literatura Juvenil, género de eleição do nosso autor, em The Prime Minister. No quinto capítulo, analisar-se-á a forma como William Kingston romanceou os acontecimentos históricos inscritos nos anais da História que demarcaram a governação do Marquês de Pombal. Aqui, concluir-se-á que o nosso autor tentou demonstrar o Amor e o Ódio direccionados a Sebastião José de Carvalho e Melo através das personagens do romance. Por fim, este estudo será finalizado com a análise da recepção da obra The Prime Minister

Esta pesquisa analisa a versão escrita do discurso político proferido pelo Primeiro Ministro do Reino Unido, Tony Blair, em 30 de setembro de 2003, na conferência anual do Labour Party (Partido Trabalhista). O discurso foi capturado do jornal eletrônico The Guardian do Reino Unido. A pesquisa propõe identificar e classificar as microexigências do discurso, tomando por base as definições que Bitzer (1968) e Gill e Whedbee (1997) apresentam para exigência. A pesquisa também propõe realizar análise das microexigências levando em conta noções de Fairclough sobre Análise Crítica do Discurso em conexão com a Gramática Sistêmico-funcional de Halliday e Matthiessen (2004) no que tange à transitividade. A pesquisa busca responder às seguintes perguntas de pesquisa: a) Quais são as exigências presentes no discurso proferido pelo PM Tony Blair na conferência anual de 2003 do Labour Party?; b) Quais são as escolhas de transitividade em termos de processos e principais participantes feitas por Blair no seu discurso ao tratar das exigências para tentar alcançar suas intenções?; c) O que a análise baseada em transitividade e nas noções de Fairclough sobre linguagem, como elemento de prática social, revela quanto às intenções políticas no discurso de Blair? Sugere-se que 30 exigências/microexigências podem ser encontradas no discurso. 840 orações são identificadas e classificadas quanto aos tipos de processos e quanto aos principais participantes. Processos materiais e participantes referindo-se a Blair, ao seu partido, ao seu governo e à Grã Bretanha predominam no discurso. Este trabalho foi desenvolvido visando contribuir à compreensão do que está por trás dos discursos políticos, as intenções dos seus autores.

La tesi doctoral Ernest Lluch. Vida i Obra té com a objectiu explicar i interpretar, de manera detallada, totes les actuacions que tingué Ernest Lluch des de que va néixer –el 21 de gener de 1937- fins que va ser assassinat -21 de novembre de 2000. Primerament, després d’haver cursat la llicenciatura en Ciències Polítiques, Econòmiques i Comercials per la Universitat de Barcelona (1961) i de doctorar-se amb el títol El Pensamiento económico en Cataluña entre el renacimiento económico y la revolución industrial: la irrupción de la escuela clásica y la respuesta proteccionista (1970), E. Lluch, es va convertir en el deixeble primer de Fabià Estapé i en un economista prometedor. Des d’aquesta vessant va introduir a Espanya noms com el de Piero Sraffa. Segonament, una etapa clau per a la seva vida fou la seva estada a Madrid com a diputat (1977-1989) i com a Ministre de Sanitat i Consum (1982-1986). Com a diputat per Girona i Barcelona va presentar moltes propostes de llei per a millorar la vida dels seus conciutadans: establir una pensió de viduïtat independentment de l’edat de la persona; abaratir el cost de les línies telefòniques de les zones rurals; permetre que el DNI pogués fer la funció de passaport; i que els sefardites de cultura espanyola poguessin adquirir la nacionalitat espanyola i, així, Espanya es podria acostar al poble jueu, entre moltes altres mesures socioeconòmiques –com les vingudes dels Acords de la Moncloa. Tercerament, hi ha qui diu que a Ministre hi va arribar gràcies al seu comportament vers els casos de la Loapilla i de la LOAPA, més el seu presumpte suport a la desaparició del grup parlamentari propi de Socialistes de Catalunya al Congrés dels Diputats. Des d’aquest càrrec vetllà per la universalització de la salut, però, sobretot, per la bona gestió i optimització dels recursos del sistema sanitari espanyol. Noves accions i polítiques es van dur a terme al llarg del seu mandat com la potenciació de l’extracció perifèrica; el desenvolupament d’una Carta de Drets i Deures del Pacient; concretar els recursos humans i materials que tenia l’INSALUD; la creació de bell nou d’un Departament de Consum, entre d’altres. Ernest Lluch. Life and work, is a doctoral thesis which has the target to explain and interpret, in detail, all the facts about Ernest Lluch since he was born on 21st January 1937 until he was murdered on 21st November 2000. First of all, after his degree in Political, Economic and Commercial Sciences from the University of Barcelona (1961) and his doctoral thesis –The economic thought in Catalonia between the economic revival and the industrial revolution: the irruption of the classical school and the protectionist response (1970)-, E. Lluch became the first Fabià Estapé’s disciple and in a promising economist. He introduced the famous economist Piero Sraffa in Spain. Secondly, an important period for his life was his stay in Madrid as a congressman (1977-1989) and as a Minister of Health and Consumer Affairs (1982-1986). As a congressman for Girona and Barcelona he presented many law proposals to improve life of Spanish citizens: to establish a survivor’s pension independently of the applicant age; to reduce telephone line cost in countryside zone; to allow that Spanish ID could act as a passport; and Sephardi Jews with Spanish culture could acquire Spanish citizenship and then, Spain could approach the Jewish people, among many other socio-economic measures - as those coming from the Moncloa’s Agreements. Thirdly, there are people who says that he became Minister thanks to his behavior towards in front of Loapilla and the OLHAP matters, additional to the fact of his presumed intervention in parliamentary’s group of Socialists of Catalonia disappearance from the Spanish Parliament. From this position, he promoted the health universalization, but, above all, for the good management and Spanish health system resources optimization. New actions and policies were developed during this period such as the peripheral extraction enhance; development of Patients Letter of Rights and Duties; to define human and material resources of INSALUD; creation of a new Department of Consumer Affairs, and others.

The set of 68 misericords in Beverley Minster, Yorkshire, carved in 1520, are considered here both as a corpus of 'folkloric' imagery in their own right, and in a eider cultural context. A detailed iconographic examination of the individual misericords under such headings as 'The Fool and Follies', 'Satires', 'The bestiary' 'Exempla', etc., leads to the isolation of a small number of motifs which are seen not to belong to the native tradition. These non-English motifs are traced to two main sources, the border woodcuts in early Parisian printed Horae and Flemish & German prints. The identification of these sources for the Beverley designs leads to further identifications else here, and especially in the stalls of St. George's Chapel, llindsor, c. 1430. In the case of Beverley it is suggested that the means of transmission of such Continental imagery is via the port of Hull (the Customs Accounts for the port being examined in this light), and the printers and book-sellers of York. The local cultural milieu in which the Beverley stalls were created is examined and Henry Percy, the 'Magnificent' Fifth Earl of Northumberland, shown to be an influential patron of the arts; but other local influences considered include the late medieval dramatic cycles played in Beverley, the town 's patron saint John (portrayed as a 'hairy anchorite') and a York & London printer known to have printed in Beverley, Hugo Goes (whose unique woodblock-printed wallpaper is also discussed). Goes's Flemish origin leads to a consideration of the presence of other alien artists and craftsmen (e. q. ! Maynard Weywick who provided the patterns for Torrigiano's Westminster tombs) at work in late medieval and early Tudor England -- much of it assembled here for the first time.

According to research conducted in some of the Reformed Churches, it became clear that most of the Reformed Churches, especially in the black communities, are encountering similar or almost the same problems with regard to the youth. The numbers of young people that belong to the churches, attend church services and participate in church-related activities facilitated for them are declining. Many of those whose presence and participation can be observed are not successful at taking the responsibility for applying their faith on a daily basis as they live their lives on a daily basis. It was evident that there was room for improvement with regard to youth ministry and its effectiveness. The intention with this study was to focus on possible ways of improving youth ministry in the Reformed Churches, and more specifically in the context of black communities and congregations. The approach included a look at the hermeneutical interaction between the basis theory and the meta-theory. According to the results, findings and conclusions obtained in this way, a set of practical guidelines has been formulated in an attempt to render youth ministry more effective. Attention was paid to contributions made by church leaders, parents and the young people themselves. By applying the Biblical principles together with meta-theoretical principles ministry to young people can be made more effective while keeping in mind that the purpose is to be to the honour and glory of God. The study included interviews and a questionnaire to be completed by young participants from a few selected congregations in the Mid-lands Synod, South Africa. According to the findings it was possible to conclude that the young members of the church desire to feel that they have a place in the Church of Christ a.re indeed .p art of the body of Christ. It was also revealed that they desire to be equipped in such a way as would enable them to function as Christians in their daily lives and to spread the Gospel to the world outside. They need to feel that they are useful instruments in the faith community. It is true that every member of the body of Christ is unique and has a role to play, and that is also true of the young people. The church and church leaders also have to consider the cultural differences, the existing generation gaps and the development of good relationships between youth and all other members of church. The young people, however, will have to accommodate, apply and adhere to the Biblical principles. That which remains of main importance in the strife for righteousness is to glorify God according to his Word.
