Financial literacy is an important part of financial sector consumer protection. With financial literacy, the community will be able to choose financial products and services that are appropriate to their needs and have the ability to do better financial planning. Data shows that housewives have low financial literacy and, hence, are vulnerable to fraud and scams. Fraud and suspicious fundraising activities are still prevalent in many cities all over Indonesia, including Medan. Training of financial literacy and the legal protection in investment for housewives were designed and implemented to help overcome this issue. The training took place in Medan Selayang and Medan Maimun Districts and aimed to improve housewives’ financial literacy, including on how to manage household money properly and safely so as not to get trapped in bad investment, as well as to educate them about the legal measures that can be taken if they become victims of fraud. The training was conducted using lecture method followed by discussion and consultation. The participants were provided pocket books that were designed to be easily read and understood. Questionnaires were also prepared to measure the knowledge of the participants before and after training. The result of the test shows that the participants’ financial literacy improved after the training.

Legal policy in developing and providing air transportation’s human resources is the sub system of national transportation policy. There are two problems in this research, first, how is the regulation of Indonesia’s legal policy in air transportation’s human resources development? Second, how is the concept of legal policy of Indonesia’s air transportation human resources development? Regulation scope in providing and developing of air transportation human resources development consists of manpower planning, education and training, working opportunity and surveillance, monitoring as well as evaluation. Legal policy of regulation in providing and developing human resources that is conducted through delegated legislation requires sustainable policy such as the enactment of three Minister Regulations, namely the Minister of Transportation Regulation on The Development and Providing of Air Transportation Human Resources, the Minister of Transportation Regulation on The Implementation of Air Transportation Education and Training, and the Minister of Transportation Regulation on certificate of competency and license as well as arrangement of training program. The writer suggests the Ministry of Transportation to ratify immediately the three of the Minister of Transportation Regulations that have a basic delegated legislation as an answer to face ASEAN open sky policy. Keywords: legal policy, human resources, delegated legislation. Politik hukum pengembangan dan penyediaan SDM penerbangan merupakan sub-sistem dari kebijakan transpotasi nasional. Terdapat dua permasalahan dalam tulisan ini, pertama, bagaimana kebijakan politik hukum nasional Indonesia dalam pengembangan SDM transportasi udara nasional? kedua, bagaimana konsep kebijakan hukum pengembangan SDM transportasi udara nasional? Ruang lingkup pengaturan penyediaan dan pengembangan SDM penerbangan meliputi perencanaan sumber daya manusia (manpower planning), pendidikan dan pelatihan, perluasan kesempatan kerja, serta pengawasan, pemantauan, dan evaluasi. Politik legislasi pengaturan pengembangan dan penyediaan SDM yang dilakukan melalui delegated legislation di atas memerlukan kebijakan lanjutan berupa diundangkannya tiga peraturan menteri yaitu peraturan menteri perhubungan tentang penyediaan dan pengembangan sumber daya manusia di bidang penerbangan, peraturan menteri perhubungan tentang penyelenggaraan pendidikan dan pelatihan di bidang penerbangan, dan peraturan menteri perhubungan tentang sertifikat kompetensi dan lisensi serta penyusunan program pelatihan. Penulis menyarankan kepada Kementerian Perhubungan RI untuk segera mengundangkan ketiga peraturan menteri perhubungan yang telah memiliki dasar delegated legislation sebagai jawaban untuk menghadapi ASEAN open sky policy. There is an oversupply of Australian junior doctors, but significant training bottlenecks are developing, and geographical maldistribution in rural and remote areas remains. Last year, the Federal Minister for Immigration rejected a Department of Health recommendation for the removal of 41 health roles from the Skilled Occupation List after concerns that rural and regional communities would be left without access to medical services in areas currently serviced by international medical graduates. In an effort to achieve workforce self-sufficiency, Australia must ensure access to high-quality vocational training places in rural and regional settings while managing immigration of overseas-trained health professionals.

President of the Republic of Indonesia, Joko Widodo stressed that in the coming year human resource development is a key priority in the government program (Nawacita) and focused on three things; positive character development, improvement of access, quality of education, development and match the link between industry and vocational education, one of them by adding a nautical school educational facilities with their training ship. Six (6) training ship construction started in December 2015 and completed in stages over two years to finance multi-year state budget until 2019. And finally Human Resources Development Of Transportation (BPSDMP) Ministry of Transportation in coordination with the Minister of maritime has ordered six (6) units training ship cadets that each measure approximately 1200 GT (Gross Tonnage) with a capacity of 300 people, which is built in harbor and the domestic industry by PT Steadfast Marine Pontianak. Coordinating Minister of Maritime also said that with the training ship would be easier for BPSDM to improve the quality of education Midshipman cruise who were taking education time official the country especially in the field of shipping, including also can help private schools and shipping academy that did not have a training ship for come to enjoy it. The issues raised in this article are first, examination on the reasons for the Minister of Law and Human Rights to issue a Regulation of the Minister of Law and Human Rights Number 25 of 2017 on the Notary Appointment Examination; second, review on the Supreme Court's consideration in canceling the Regulation of the Minister of Law and Human Rights Number 25 of 2007 on the Notary Appointment Examination; and third, review on the juridical implications of the Supreme Court's decision Number 50 P/HUM/2018 on the Notary Appointment Examination. This is a normative legal research which is analyzed using a qualitative descriptive method. The results of this study conclude that first, the Minister of Law and Human Rights received a report from the Notary Honorary Council regarding the number of summons to Notaries and requests for minute of the deed by the police, hence a Notary Appointment Examination is required. Second, the Supreme Court canceled the Notary Appointment Examination due to the requirements for passing the Notary Appointment Examination were contrary to higher laws and regulations. Third, the Minister of Law and Human Rights revoked the provisions regarding the Notary Appointment Examination and replaced it with another mechanism, namely Notary Quality Improvement Training (PPKJN)

TRAINING FOR CONSTRUCTING OF THE MINISTER NADIEM’S VERSION OF ONE-SHEET LESSON PLAN FOR ELEMENTARY SCHOOL TEACHERS. Learning planning is a system that refers to the objective to be achieved because it is the basis of work in carrying out all activities in learning. A system is a unit consisting of a number of components that are interconnected and interact with one another in an effort to achieve the goal. At present, elementary school teachers have difficulty in conducting the Minister Nadiem’s new policy as stipulated in a circular letter No. 14 of 2019 concerning the simplification of the administration of learning, especially related to the implementation of lesson plan of the 2013 curriculum becomes one-sheet lesson plan model. Simplifying the components of the 2013 curriculum learning lesson plan to adapt the model developed by Glaser which is the basic model in constructing lesson plan with the scope of its components, namely objective, learning procedure, and assessment. Thus, this training focuses on mentoring for teachers in developing a one-sheet lesson plan in accordance with the needs of SDN Ules, South Lembor sub-district, West Manggarai regency which is oriented toward increasing teacher creativity and innovation in learning. This training includes four stages, namely (1) needs analysis of the participants (teachers) of the training activities; (2) workshop on constructing of one-sheet lesson plan of the Minister Nadiem’s version; (3) construction and presentation of activities result, and (4) evaluation. The outcome of this activity is the availability of lesson plan model which is ready to be used by teachers in the learning process of academic year of 2020/2021, equipped with portfolio and project assessment guidelines according to subject to achieve meaningful learning goals.

This research aimed to evaluate the policy implementation of Armada Jaya Military Operation Exercise of Indonesia Navy in Sangatta 2012, East Kutai District, East Kalimantan. In frame of sustain ecosystem stability. The method of this research was policy research with content analysis design. The results of this research was expect to be recommendation to the Minister of Defence and Commander in Chief and Chief of Staf Indonesia Naval in order to make new regulation act of Military Operation Exercise in Indonesia that sustainable environment. The data were collected through observation, interviews, taking specimens, recording and documentation.The result showed that 1) the location of military operation is able to be exercise area and the conducting of Armada Jaya Military Operation Exercise were not follow yet the rule of Protection; 2) no impact to the environment, eventhough could not conduct Amdal, audit and restoration of environment, and involved less institusional and also social communities.The recommendation were to Defence Ministery and Commander in Chief of TNI to make new rule and also the new body of environment, while Chief of Staf Indonesia Navy have to make new rule of environment that account more technical operation, and make new Body of Environment and also conduct cooperation with Minister of Environment and Royal Australian Navy to educate and training Officers about environment in war military operation or other than war.

The Prime Minister blessed the occasion with his presence and a short speech. Three of the former Chairs of the the National Aboriginal Education Committee were there, as were Aboriginal and Torres Strait Islander educationists from most Australian states. Only New South Wales, which decided to boycott the launch, wasn’t officially represented.There are two reasons for calling the policy that the Minister launched the Aboriginal Education Policy. Firstly, because it is the first policy formally endorsed by any National government; and secondly, because it responds to the call made in the 1988 Report of the Aboriginal Education Policy Task Force, for a concerted national effort – to achieve broad equity between Aboriginal people and other Australians in access, participation and outcomes at all stages of education. Theological preparedness as ecclesiastical requirement. Our theological training Reconsidered The theological and spiritual aspects of training for the ministry belong inseparably together. Likewise theological training and endowment by the Spirit should not be seen as alternatives, but as complementing each other. In order to identify the theological requirements for the ministry eight typical functions of a minister of the Word are discussed. The effective implementation of these functions is, however, greatly impeded by fundamental changes in modern society. This increases the responsibility of theological faculties. In conclusion tentative guidelines for a revised theological curriculum are presented.

This Community Service Activity as one of the Tri Dharma of Higher Education aims to provide tools and training for multimedia-based learning systems at the Nusantara Islamic Junior High School and Madrasah Ibtidaiyah Sirojul Athfal 5. There is a decision from four ministers (Minister of Education and Culture, , Minister of Home Affairs, and the Minister of Health) to open Limited Face-to-face Learning activities in schools starting in July 2021, requiring all schools to prepare to learn in accordance with the Covid-19 protocol. The implementation of learning is still done in a limited manner, so a method is needed so that the achievement of the material can be given according to the target. The implementation steps include Distance Learning, which will make it easier for teachers and students to use the Learning Management System (LMS). This type of LMS training will make it easier for teachers to provide online visual teaching, assign assignments, arrange assignment collections, give daily or semester exams. Analysis of the implementation of this service activity was carried out by giving questionnaires to 21 participating teachers to see the effect of perceptions of usefulness, convenience, service quality, use, and effectiveness of Google Classroom on the learning process at partner schools.In general, the results of the questionnaire show that the use of Google Classroom can support a hybrid learning system in partner schools. Adanya keputusan dari empat menteri (Menteri Pendidikan dan Kebudayaan, Menteri Dalam Negeri dan Menteri Kesehatan) untuk membuka kegiatan Pembelajaran Tatap Muka Terbatas di sekolah mulai bulan Juli 2021, mengharuskan semua sekolah untuk mempersiapkan pembelajaran yang sesuai dengan protokol Covid-19. Pelaksanaan pembelajaran masih dilakukan secara terbatas, sehingga diperlukan metode agar pencapaian materi bisa diberikan sesuai sasaran. Langkah pelaksanaannya diantaranya melalui Pembelajaran Jarak Jauh (PJJ), dimana akan lebih memudahkan guru dan siswa jika menggunakan Learning Management System (LMS). Pelatihan sejenis LMS ini akan memudahkan guru dalam memberikan pengajaran visual secara online, memberikan tugas, mengatur pengumpulan tugas, memberikan ujian baik harian atau pun semester.

The article is dedicated to Mariya Dmitrievna Kovrigina. She was a prominent organizer of Soviet healthcare, the Honoured physician of the Russian Soviet Federative Socialist Republic (RSFSR). During the Great Patriotic war and the post-war period M.D. Kovrigina for 17 years held many leading posts of Deputy Minister and Minister in the apparatus of Ministry of Healthcare of the RSFSR and USSR (1942-1959). Then for 27 years, she worked as the rector of the Central institute for Advanced Training of Physicians (1959-1986). The article provides some little-known facts from the biography of M.D. Kovrigina, which allows showing her contribution to the development of Soviet healthcare, as an experienced and professional organizer and as person sincerely sick soul for the work entrusted to her.

National targets for growth in vocational preparation are unlikely to be met by relying upon wage-based models such as apprenticeships and traineeships. Full-time programs in TAFE, like full-time school courses, cannot provide the rich contextual and applied learning needed for high quality vocational education. A strategy that combines general and vocational education, workplace and classroom learning, school and industry training standards as well as links to post-school training is advocated. The Australian Student Traineeship Foundation, launched by the Prime Minister in 1994, is designed to promote and disseminate this strategy.

Limited training through e-education aims to improve the competence of school principals in the work consultations for principals of SMP and Mts Bengkulu City. The target audience for this service is the Principals of the Bengkulu City Middle School and MTs who are members of the School Principal Working Consultation as many as 18 people. The implementation method is carried out by three methods namely training, orientation, and practice. This Principal Strengthening Training uses the MOOCs-based E-Training system. The training referred to here consists of activities providing orientation on what teachers need in order to improve the competence of school principals in accordance with the Regulation of the Minister of National Education. Limited Training Through E-Training to improve the competence of school principals at the Bengkulu City Junior High School Headmaster's Working Meeting is the right activity and is very in line with current learning needs. This training has been well implemented and received a positive response from the trainees.

The author indicates the importance of a variety of conditions for the quality of education in the University – a civil-military university supervised by Minister of National Defense. The following issues have been emphasized: a career path of the University graduates, evaluation of teaching process conditions by instructors (academic teachers) as well as conclusions and recommendations for ensuring the quality of education. Eliminating negative conditions and supporting positive ones to improve the quality of education at the University should involve conclusions and recommendations formulated in the final part of the paper.

Technologies supporting the process of educating police personnel have become an indispensable element of the infrastructure of police schools. The primary source of financing for the technologies built is the National Center for Research and Development. In consultation with the Minister of National Defense and the minister competent for internal affairs, the institution carries out activities related to research for the benefit of state security and defense. In competitions for specifically defined research topics, projects that promise the most considerable real increase in national security are financed. The programs and projects being implemented aim not only to increase the Polish scientific and industrial entities’ potential but also to strive for technological independence by creating Polish “know-how” in critical technologies in the area of national security and defense. The article presents technologies supporting the training process of traffic officers developed by Polish scientific and industrial consortia. The first presented trainer is Simulator Supporting the Training of Police Officers in the Implementation of Activities at the Scene of a Road Accident (project no. DOB-BIO9/06/01/2018). On the other hand, the second training solution presented in the article is the Emergency Vehicle Driving Simulator During Typical and Extreme Operations (project no. OROB 001101/ID/11/1). The mentioned projects were co-financed by the National Center for Research and Development as part of a competition for the implementation and financing projects in the field of scientific research or development work for the national defense and security.

Ear training is an essential element in any phonetics or pronunciation teaching. In recent years I have been developing an ear-training method based on repeater tapes (each line repeated nine or ten times) of ‘unusual’ personalities and accents. The recordings are first transcribed by rule of thumb according to our own norm (RP English, Standard Dutch, etc.) and the idea is that the major differences from this norm are then listened to and analysed. If the observations are summarized at the end, one has a fair idea of what is characteristic of that particular type of speech. By way of illustration I shall present such a summary of 85 seconds of speech by The Rt Hon. Margaret Thatcher, the British Prime Minister, taken from an interview on Dutch television made in 1982. It will appear that we do not only analyse phonetic phenomena, but cannot help noticing in this case their semantic impact as well. Perhaps our observations may be of some interest to semanticists and psychologists as well as phoneticians.

It has been claimed that Mr. Zulfikar Ali Bhutto, a leading politician and former president and prime minister of Pakistan, mentored his daughter Benazir Bhutto in politics since her childhood. The present study was carried out to explore the nature and extent of political mentoring accorded to Benazir Bhutto by her father. It highlights three modes of mentoring employed by her father and evaluates each of them separately. The modes of mentoring employed were (a) through letters and discussions during her early age, (b) through her attendance of major political events while she was a university student, and (c) her on-job training in the prime minister�s secretariat after completion of her studies. It is concluded that the mentoring on the part of her father, whether intentional or unintentional, helped her a great deal in preparing her for the future role in the politics of Pakistan.

I started preparations for my first constitu- tional conference in an office overlooking Was- cana Lake nearly forty-seven years ago. I was a young lawyer in the Department of the Attor- ney General of Saskatchewan. Prime Minister Diefenbaker had announced that there would be a Conference of Attorneys-General in early October 1960, chaired by Justice Minister Ful- ton, to seek agreement on “Repatriation of the Constitution.” As I expressed interest in the conference to the Attorney General, and had recently taught constitutional law for a year at the University of Saskatchewan, I was made the secretary of the Saskatchewan delegation. This involved most of the work of research and writ- ing position papers and speeches. But it also in- volved making hotel and travel reservations for which I claimed no particular skill! Of course, after four such meetings in 1960 and 1961 we reached no agreement on repatriation, but it gave me on the job training in constitutional reform.

Undertaken as part of the “Refounding the School System” project initiated in 2012 by minister of education Vincent Peillon, this reform accords a central place to pedagogical approaches and “professionalization.” This article analyzes some of the issues at stake in this “pedagogical turn” for the training of history and geography teachers, particularly with regard to renewed questions about the social function of history and the recurrent challenges and reservations on the part of academic historians about binding the notions of “scientific” and “educational” together.

During the covid-19 pandemic, learning was carried out in accordance with the principles contained in the Minister of Education and Culture Decree No. 4 of 2020. The Minister of Education and Culture has also made various innovations in developing the educational curriculum, namely the Independent Learning Curriculum. The existence and role of information technology in the education system has brought about a new era of development in the world of education, but these developments have not been matched by an increase in human resources. This service program is in the form of distance learning evaluation training and the creation of an independent curriculum-based website at SDN 5 Karangsari. The event began with the provision of material on the independent learning program followed by workshops and learning evaluation training that supports independent learning such as Quizizz and Kahoot. The solutions offered for partners are the Service Team developing the making of practical IT-based learning evaluations so that they can improve the quality of teachers and create a pleasant learning atmosphere in accordance with the independent learning program, foster student interest in technology, and provide teaching to teachers in making Cognitive questions based on Higher Order Thinking Skill (HOTS). In addition, the Service Team also teaches the management of school websites for the benefit of providing information to the public about SDN 5 Karangsari

In regard to dance teacher training, the process of state regulation began with a recognition of dance education as an activity worthy of regulation, followed by efforts to gradually bring it under state control. Until the middle of the 20th century, this mainly resulted in the regulation of dance school activities by professional interest protection organizations and regulations related to exit exams. These measures began in 1922 when for the first time the minister of interior affairs established a dance master qualification examination board for the state recognition of certificates issued by professional associations. After 1945, the process diversified in terms of genres (e.g., ballet, the art of movement, folk dance, and ballroom dance) and, in addition to the regulation of training, took shape in the creation of state institutions. In 1974, dance teacher training was raised to the college level, and finally after 2006, as a result of the Bologna process, the master’s degree represented the highest attainment in the training of dance teachers.

Based on the data, there are still 38,688 principals who have not adjusted their administrative requirements to the Regulation of the Minister of Education and Culture of the Republic of Indonesia concerning the Assignment of the Principals. Many of them do not have a certificate (STTPL) candidate principal. To overcome this problem through community service activities, Alma Ata University conducted a Principal Strengthening Training in Lampung Province in collaboration with the Ministry of Education and Culture. This activity aims to provide certificates (STTPL) and improve principals' managerial, entrepreneurial, and supervisory skills. The implementation through Online Mode is carried out in three stages: (1) On-the-Job Training-1, (2) In-Service Training, and (3) On-the-Job Training-2, and attended by 99 principals. The learning pattern uses the U theory syntax: observation, reflection, and action to solve problems in the learning process and develop good practices. The results of the training activities include that 99 principals have received certificates (STTPL) very satisfactorily, and there has been an increase in managerial, entrepreneurial, and supervisory skills of those who have participated.

This Community Service Activity was designed to improve teachers’ scientific writing ability as their compulsory professional skills which has been stated in the Minister of Administrative Reform and Bureaucratic Reform Act number 16 of 2009 concerning Teacher Function and Credit Scores. Publishing scientific article becomes one of the required elements and sub-elements of teacher activities to be assessed as credit scores. Hence, the teachers needed the training to write scientific papers as a requirement for their promotion. The training applied a Participatory Learning approach that engaged lecture, practice, and Evaluation. The participants of the training were 30 teachers of MAN 3 Kulonprogo. They were given a lesson to collect articles as references using the bibliometric application Publish or Perish (POP). The evaluation of this Community Service Activity showed that the knowledge value after the training was 2.221 points higher than before training. The paired T-Test sample test worth 0.048 implied that this PKM activity has influenced MAN 3 Kulonprogo Yogyakarta teachers’ skills, especially in improving the teachers’ ability in finding recommended articles.

Under the "Authorisations of the Minister of National Defence" (latest - No. 57/MON dated 22 December 2014), a Permanent Expert Team operates at the Institute of Armament Technology of the Faculty of Mechatronics and Aerospace of the Military University of Technology (Warsaw, Poland), performing test shootings for the purpose of verifying the fulfilment of technical requirements to be met by garrison shooting ranges and their locations. During almost 20 years of its activity, the Team has conducted research studies under more than 325 civil law contracts concluded with operators of shooting ranges, numerous expert analyses and prepared specialist opinions for courts and prosecutor's offices, and participated in the creation of normative acts and documents, concerning - among others - provision of safety of the operated field training facilities, mainly garrison and training ground shooting ranges. The results of the Team's work have been used, among others, by the Ministry of National Defence (with the active participation of the Team) to prepare regulations of the Minister of National Defence concerning the technical conditions to be met by garrison shooting ranges and their locations. The first of these regulations was issued on 4 October 2001 (Polish Journal of Laws of 2001, no. 132, item 1479), and its latest revision on 15 December 2017 (Polish Journal of Laws of 2018, item 113). The paper presents selected results of studies of the Permanent Expert Team related to, among others, ensuring the safety of users of garrison and training ground shooting ranges, which form a part of the field training facilities of the Armed Forces of the Republic of Poland, the Police, the Border Guard, the Customs Service, security companies, hunting and sports organisations. Of particular value are the conclusions and propositions of the Expert Team related to, for example: improvement of quality of the law created in Poland, concerning in particular training facilities; ensuring safety at shooting ranges during training with firearms of various types and calibres, utilising various types of ammunition; expert supervision over construction, acceptance and operation of shooting ranges; principles of safe operation of shooting ranges, ensuring longevity of the facilities, etc.

Throughout the XX century, the term “feminine vocational education” changed its meaning several times. Were the vocational feminine schools aimed at training skilled industrial workers or at educating perspective high-ranked housewives? This paper aims at answering at this question. For such a pursue, it investigates national and local sources and it analyzes how the field changed during the first ten years Fascism ruled Italy. All the vocational schools were struck by a radical reform and by the efforts the Minister of National Education Giuseppe Belluzzo made for rationalize the field. In such a context, curricula taught in feminine vocational schools changed: more time was devoted to domestic economy and to subjects like literature and foreign languages. As the latter were traditionally included in women’ curricula since XIX century, the issue highlights a relevant links between liberal and fascistic educational policies. However, the increasing role domestic education played shows the regime designed vocational feminine schools not for training skilled industrial workers, but for educating mothers. During Fascism, women workers were called to unskilled and low-paid roles for which no training was need; however, lacks in welfare state and economic crisis made the Regime pursue mothers to work hard for saving money and for elevating people’s living standard.

This activity was attended by 20 Economics teachers in Payakumbuh City which was equivalent to 32 hours of training in 3 months of implementation. <em>Community Service Activities are one part of the Tri Dharma of Higher Education which is carried out as a form of direct contribution of academics in this case the Faculty of Economics and Business, Trisakti University (FEB Usakti) to the community. The purpose of this activity is to provide training on: i) review of tax incentives for MSME actors provided by the Indonesian government in accordance with the Regulation of the Minister of Finance; ii) tax administration application training to obtain tax incentives; and iii) training on reporting procedures for tax incentives that have been received by MSME actors. On this occasion the FEB Usakti team had the opportunity to collaborate with PD Pasar Jaya, market unit of Santa as a partner, to socialize tax incentives for Micro, Small and Medium Enterprises (MSMEs) during the COVID-19 pandemic. This pandemic has caused a decline in the performance of MSMEs which then resulted in a very significant decrease in MSME income. The Indonesian government through the Ministry of Finance made a relaxation policy in the form of tax incentives for taxpayers affected by the 2019 corona virus disease pandemic. The Indonesian Ministry of Finance then issued a Minister of Finance Regulation number 44/pmk.03/2020, the last with PMK number 82/PMK.03/2021, one of which provides relaxation for PPh payments to MSME actors. Many MSME business actors do not know about this tax facility. For MSME actors who are subject to Final Income Tax based on Government Regulation Number 23 of 2018, due to the impact of the COVID-19 pandemic, the income tax is borne by the government. The PPh period borne by the government starts in April 2020 and has been extended several times. When the training was held, which was February 24, 2021, the government-paid PPh facilities were still valid and extended until December 31, 2021. This training can increase the understanding of MSME actors towards the tax facilities provided by the government, so that they will take advantage of this facility.</em>

The author addresses the urgent problem of the synthesis of traditional and e-learning and considers one of the promising formats of study at a university - blended learning. The terminological analysis revealed analogues to this training: blend training, mix training, blended learning, hybrid learning, integrated or web-based advanced learning. Its essence is a reasonable combination of offline and online technologies, methods, interaction techniques and tools. The methodological basis of the study was a comprehensive, integrative-competency and professional approaches. Turning to numerous domestic and foreign studies, the author proves the inevitability and popularity of this form of education. One of the varieties of this approach is described - inverted learning. In blended learning in the digital age, along with traditional technologies, web services and platforms, social networks, instant messengers, distance learning systems, collaboration environments, smart contracts, etc. are actively used. Drawing on unique documents that have not yet been introduced into scientific use, the article reviews the activities of the USSR Ministry of Internal Affairs in training its agencies for probable border war with China. A series of events was conducted by Shchelokov, Minister of the Internal Affairs of the USSR, in order to strengthen the regional internal affairs agencies. It included introduction of a list of ‘advanced alert,’ ‘special period,’ and ‘covert mobilization’ signals, accompanied by a list of mandatory positions. The article focuses on the work of internal affairs agencies in the Far East border areas and the Khabarovsk special secondary school of militia of the Ministry of Internal Affairs of the USSR in particular, all of which hurried to fine-tune public order and state security maintenance, evacuation of the population and the internal affairs bodies in case of onset of the Special Period. Significantly, the Khabarovsk special secondary school of militia of the Ministry of Internal Affairs of the USSR was to become not just a base for accelerated training of officers, but also a military reserve in case of enemy assault. It also was to enforce public order in case of mass riots. The manpower strength of the school allowed to form a battalion of 3 rifle companies. The author underscores that all measures implemented by the Ministry of Internal Affairs of the USSR were carried out in close cooperation with the KGB under the Council of Ministers of the USSR and its regional agencies. Training for Special Period was multifaceted, it included propaganda support via mass media, control over radio-broadcasting in the territories bordering China, camouflage of installations at the expense of the forest fund, mobilization by rail and road transport, etc.

This type of research is qualitative research using the CIPP (context, input, process and product) evaluation model which focuses on core questions, namely the context of the Madrasah teacher competency improvement program, the input conditions for the Madrasah teacher competency improvement program, the process conditions for the improvement program. Madrasah teacher competencies and product conditions in the Madrasah teacher competency improvement program. The results of this study consisted of 4 components. First. The context dimension is the analysis of the legal basis criteria, that every education and training must have a legal umbrella including Regulation of the Minister of Religion 10 of 2018 concerning amendments to PMA No. 59 of 2015 concerning the Organization and Work Procedure of the Education and Training Center and the Criteria for the Analysis of the Education and Training Organization, that the education and training organization that manages the education and training activities has a legal basis and also has a legal basis at work, the education and training organization is a transition of responsibility from the Kasi to the training committee. This study aims to identify regulations and analyze the determinants of outsourcing implementation in the Indonesian manufacturing industry using an analyctic hierarchy process (AHP). We examines both the Indonesian Labor Law–Act No. 13/2003 and the Regulation of Minister of Manpower and Transmigration No. 19/2012 on Conditions for Outsourcing the Implementation of Work to Other Companies. The results suggest that business efficiency, human resource development plan, types of outsourcing, wage level and worker incentive, recruitment and training cost, skilled worker and productivity, recruitment process, and government regulation are the priority factors to implement outsourcing in Indonesian manufacturing industries.

Samuel Chapman Armstrong is well known for establishing Hampton Institute, the institution most involved with training black teachers in the South after the Civil War. It is less known that he was born in Hawai'i to the missionary couple Reverend Richard and Clarissa Chapman Armstrong. His parents were members of the Fifth Company of missionaries that arrived in Hawai'i in 1831. Reverend Armstrong withdrew from the mission in 1848 to become the Minister of Public Instruction. Until Reverend Armstrong's death in 1860, he was the major force behind education for Hawaiians in both missionary and public schools

Improvement and quality assurance of public services is very needed, therefore the Government through Law Number 25 of 2009 concerning Public Services and Minister of Administrative Reform and Bureaucratic Reform Number 15 of 2014 concerning Guidelines for Service Standards requires that every public service provider be obliged to establish and apply Public Service Standards for each type of service that it provides. One of them is the Yogyakarta Education and Training Agency as a public service provider in the form of education, training, and competency development for the State Civil Apparatus. Public service standard documents that have been prepared by the Yogyakarta Education and Training Agency in 2017 need to be evaluated because they allegedly did not meet the method in the preparation process. The research conducted is a literature review with data mining techniques using observation techniques, interviews, mini focus group discussions and public hearings. Based on the research results it is known that the public service standard documents that have been owned by the Yogyakarta Education and Training Agency are still not comprehensive, but this solution is then obtained after an analysis and discussion with stakeholders at the Yogyakarta Education and Training Agency has also successfully identified various types of services that need to be it is prioritized to develop public service standards.

In accordance Regulation the Minister of Marine Affairs and Fisheries No /MEN/2011, each ship crew must have certificate competency experts for fish storage refrigeration. Before, participating in the competency test, each participant must possess knowledge and skills according to the competency standards of level 1 refrigerators. Partner activity is SMK Negeri 1 Tangerang Districts, which a study program Refrigeration and Air Conditioning (TPPU). Curriculum design has not yet been studied specifically accordance regulations for Refrigeration Experts KKP. This education and training one the solutions to prepare graduates will take the competency certificate. The training be carried out within 3 (three) days, the material refers to regulation certification of refrigeration regulations level 1 KKP. Training is given in form of theory and practice. The pre-test, post-test and evaluation of feedback from participants. The number of participants of the training as 30 consisted of 4 graduate and 26 students of SMK N 1 class XII, Program Study TPPU. From the pre-test and post results, there was 31.12% increase in knowledge about refrigeration system according to competency standard the AR-1 KKP, and from feedback participant that this training activity positively had impact on increasing the competency and expertise participants

The concept of records management aided by information and communication technologies (ICTs) has recently been embraced by many institutions across the globe. For example, organisations that have implemented the Electronic Document and Records Management System (EDRMS are deemed to be better equipped to handle both internally and externally generated records. These organisations are said to operate at higher level in terms of efficiency and effectiveness than those that still rely on manual filing. However, despite the well documented benefits that come With the adoption of ICTs for records management, some departments within the public sector in Namibia, such as the Ministry of Home Affairs, Homeland and Security as well as the Office of the Prime Minister are still heavily reliant on manual filing of documents. It is against this background that this study explored factors hindering the adoption of EDRMS in the Office of the Prime Minister (OPM). The study adopted a qualitative research approach to collect, analyse, and interpret data. The data collecting instruments included open-ended questionnaires, face-to-face interviews and observation of the study respondents. Data was analysed using the Atlas.ti tool. The study found that insufficient training of staff on electronic records management, lack of user needs analysis and lack of user involvement before the introduction of the system all contributed to resistance of the EDRMS adoption in the OPM. The study recommends that the OPM must provide adequate training to its employees on electronic records management and on the EDRMS in particular. The OPM should also make provision for the adoption of a change management strategy plan in order to get user buy-in for the new electronic system to be embraced.
