The relationship between private security professionals and the military in Israel is complex. While there is growing attention to the fact that security and military actors and their activities are becoming increasingly blurred, the Israeli case shows something different. In this ground-up analysis of the relationship between private security practices and the military, I investigate its constant negotiation by private security professionals through their identification with and differentiation from the military, whereby they reconfigure the meaning of military capital. This identity work should be understood, I propose, within the strongly militarist context of Israeli society, where military capital is highly valued. I argue that actors who exit the military system feel the need to demonstrate the added value of their work in the private sector in order for it to gain value in the light of the symbolic capital given to the military. I analyse these processes as leading to a new kind of militarism, which includes security skills and ideas about professionalism. Such an approach sheds new light on the ways in which security actors can actively reconfigure the workings of military capital in and outside the nation-state and produce a different kind of militarism.

Michael Mosser's essay presents a strong brief for a constructive relationship between the academy and military and security institutions. Unless scholars join the security debate they won't have much of a voice in it. Much of the concern in the academy about being used or corrupted by the military is based on a misconception. Let's call it by its name: a prejudice. Too many academics think that senior military people are hawks, and not particularly smart or thoughtful ones. But this stereotype more often fits the civilians in the national security institutions than the military. And it's exactly those civilians who will dominate the idea market of national security and international order if academics withdraw from it.

In “Are There ‘Inherently Sovereign Functions’ in International Law,” Frédéric Mégret suggests that the fact that international legal practice has sought to preserve a state monopoly over the use of force strengthens the argument that international law considers some functions to be inherently sovereign. Mégret's analysis goes much further than this in seeking to develop a thicker and broader understanding of inherently sovereign functions (ISFs) by reasoning inductively from international human rights law. This essay largely supports this approach through a case study of the approach taken by the United Kingdom to outsourcing military and security functions. It explores an understanding of inherently sovereign functions based on the state's monopoly on the legitimate use of force and claims that outsourcing military and security functions undermines state sovereignty.

The authors present a Case Study conducted in a Portuguese military organization, to answer the following research questions: (1) what are the most relevant dimensions and categories of information security controls applied in military organizations? (2) What are the main scenarios of information security incidents that are expected to occur? (3) What is the decision process used for planning and selection information security controls? This study reveals that: (1) information security within the military organization is built on the basis of physical and human attack vectors, and targeting the infrastructure that supports the flow of information in the organization; (2) the information security controls applied in the military organization are included in ISO/IEC 27001; (3) planning and selection of applied information security controls are made by decision makers and information security specialists. It appears that specialists impose their planning options essentially seeking to select and retrieve past successful information security cases.

The first issue of the twenty-fourth volume of Contemporary Military Challenges is dedicated to the military. Due to the many changes in the international security environment, which significantly impact our primary environment in Slovenia and more broadly in the European Union, we have focused on topics that better explain our present and will have a significant impact on our future when it comes to defence and security. The armed forces and the military are an integral part of both. Some people, however, have a different perception of these topics because they are subconsciously reminiscent of violence, fear, death and everything associated with these concepts. Modern society strives for other values such as abundance, success, prosperity and the like. In times when the society is doing well and thriving in peace and abundance, few individuals stress the importance of national security, the functionality and effectiveness of the national security system, and the readiness of their armed forces. When the security situation deteriorates, the society usually intensively reacts only in the beginning. In the meantime, however, systems and institutions need to function and evolve continuously. In the recent years, we have witnessed some surprising changes in the security landscape, which have tested our preparedness, responsiveness and resilience. Three of these changes include the European migrant crisis, the COVID-19 epidemic and the Russian military invasion of Ukraine. Security mechanisms must respond appropriately to the changing security threats. Last year, the European Union and the Alliance have done so. The European Union has produced a Strategic Compass for Security and Defence to protect its citizens, values and interests, and contribute to international peace. In the Alliance, on the other hand, a new NATO’s Strategic Concept is being developed. In parallel with these documents, which govern the future security architecture in the broad international environment, new documents are being revised and produced in the Republic of Slovenia in 2022. The Resolution on General Long-Term Development and Equipping Programme of the Slovenian Armed Forces up to 2035, the Medium-Term Defence Programme of the Republic of Slovenia 2022-2026, and the Military Strategy of the Republic of Slovenia were adopted by the Government of the Republic of Slovenia in the first semester. These documents will have a significant impact on Slovenia's security and defence over the next few years, but especially on the Slovenian Armed Forces, which represents the military instrument of national power. The latter contributes not only to national defence, but with its troops, equipment and capabilities also represents Slovenia’s contribution to common security in the Alliance and the European Union. The documents adopted by the Government of the Republic of Slovenia are written to be implemented. A decade of promises about how much we will spend on defence in general and on the security, training and equipment of members of the Slovenian Armed Forces is, hopefully, over. The changed security environment in the immediate vicinity of the European Union and the Alliance suggests that security will have to be taken more seriously in both theoretical and practical terms. Fortunately, the military is the ultimate instrument of national power to counter a number of security threats. There are, however, also other instruments of national power that can play an important role in deterring threats, but even the most extreme of all measures must be effective and of good quality. The Military Strategy of the Republic of Slovenia will certainly contribute to this in the future. The document was drafted after a considerable reflection in all structures of the Slovenian Armed Forces and has made a significant contribution to the development of military strategic thought. Several articles relating to this document have been written throughout last year. This issue of Contemporary Military Challenges on the military brings some new ones, and, apparently, there will be many more in the future. Centre of gravity: from theoretical baseline to the practical application of the concept is the title of the article by Miha Šlebir who argues that the concept of centre of gravity is one of the fundamental pillars of contemporary military science. The long-standing practice in the field of planning and conduct of military operations, however, also brings certain dilemmas. The author presents the theories of this concept, its strengths and weaknesses, and tests them with the example of the first phase of the Russian invasion of Ukraine. In the article Analysis of the process of drafting the military strategy of the Republic of Slovenia, Bensad Šiniković builds on Procházko's twelve principles. There are several different models on military strategy formulation processes. In the Republic of Slovenia, we already have experience with the drafting of the National Security Strategy of the Republic of Slovenia of 2019. We know some of the models only from a theoretical point of view, while others we have already tested in practice, also in the case of the draft Military Strategy of the Republic of Slovenia. The actual role of the Commander-in-Chief of the Defence Forces, and the who and the how of commanding the Slovenian Armed Forces in the legal terms is examined by Uroš Krek in his article President of the republic of Slovenia as commander-in-chief of the defence forces. His role is very clearly defined by the Constitution of the Republic of Slovenia, whereas its connection with the Defence Act is perhaps a little less clear. The author provides an adequate explanation and interpretation of the legal acts and offers suggestions for possible amendments. Consistency in normative documents is essential for the coherence and transparency of a particular area of government activity. Stanislav Šantelj writes about this in his article Relationship between ends, ways and means - a case study of the military strategy of the Republic of Slovenia. Is everything that is agreed at the strategic level both nationally and internationally, viable, and what influence do the means have on this? Bernard Polanec discusses the Vision of mountain warfare development in the Slovenian Armed Forces. Theories, concepts and doctrines in various fields are constantly changing. Before anything changes, however, it is necessary to study several theories, compare lessons learned, formulate new proposals and organise quality discussions. The whole process can be repeated several times, thus contributing to the generation of new knowledge and literature. The author's contribution draws on Slovenian geographical characteristics and years-long experience, which have resulted in a different perspective of the subject. Military knowledge is important. It is constantly evolving and advancing. Some of the topics should be kept confidential, but for those that are not, we invite future authors to share them with the readers of Contemporary Military Challenges.

Since 9/11 and the consequent US-led military action in Afghanistan, the Pakistani military has been deployed in the north-western areas to crush militant insurgency both by indigenous as well as foreign agents. This has brought about a major shift in the security posture of Pakistan, whereby the military’s role has extended beyond its traditional duties. For nearly two decades, monitoring law and order, diffusing radical, militant as well as ethno-nationalist groups in select pockets of the country and countering terrorism, has transformed military’s traditionally assigned role. Given the complexity of the problems impacting the internal sovereignty of the country, the process has become more inclusive with attention being focused in the areas of law enforcement as well as judicial and legislative bodies to improve the quality of their performance and making them more result oriented and effective. In terms of governance, the country has also faced problematic civil military relations, leaving little space for democratic forces to operate and mature fully. Not only does the military remain central to the debate on securitisation but also leads the discourse on Security Sector Reform (SSR). This paper attempts to review the various dimensions of SSR in a theoretical perspective, alongside an overview of the existing security sector institutions in Pakistan, besides highlighting the impediments and challenges faced.

The notion of "military danger, military threats, military and non-military measures to Parry, and other definitions from the policy of the State to ensure the military security of the now widely used in journalism, conceptual, other documents and research. The attentive reader it is not difficult to notice the ambiguity in the interpretation of these concepts. This makes it difficult to not only the perception of the relevant topics for ensuring military security publications, but also the development of the theory and practice of ensuring the defence and security of the State. The author's view on the essence of the reasoning logic of non-military measures to counter military threats, as the ultimate goal of the article is the following.First the task of analyzing the concept of "national security", "object of national security" and understand the functions of the State, society and the individual to ensure national security. Decomposition of an object of national security, which is "national property" (the content of the concepts described in the article) has made it possible to substantiate the basis for classification of national security threats and with better understanding of the nature, variety, Genesis. This provided a rationale for the role and the place of the tasks ensuring military security in the common task of ensuring national security, the correlation of military and non-military threats.The final phase of the research, the results of which are set out in the article is devoted to analysis of military threats, which made it possible to identify their main structural elements: source, media, military-political and strategic nature, install the main factors defining the content of these elements and their interaction. Based on these results, the proposed definition of the essence of non-military measures for counteracting of military threats, as well as guidelines for developing these measures.

Abstract This paper describes a recently developed training module on the “ecosystem approach”, with the military as target group. Initiated by NATO-affiliated Civil-Military Co-operation Centre of Excellence (CIMIC COE), the module fits into a multidisciplinary new training approach, in which the military learns to integrate specific concepts into their missions, such as environmental issues. In developing the training module, a combination of the Rapid Ecological Assessment (REA) and Rapid Rural Appraisal (RRA) techniques has been formed into a stepwise approach for military to enable them to quickly scan and analyse important environmental issues in their mission environments. Existing literatures on the strategic competition between India, China and the US have largely focused on general patterns and trends of their cooperation and engagements in Nepal, including on how China has made its forays in Nepal with its assertive foreign policy overtures since 2008. What has been overlooked, however, is how these three countries are quietly competing with each other to enhance their engagement with the national army. The growing competition among these countries is likely to pose serious challenge to the national army as an institution to exercise its strategic autonomy in its decision making process if some cautions are not exercised in advance. This paper highlights on competing and conflicting interests of major powers to enhance their engagements with the national army in Nepal, and the ways to overcome potential challenges, such military engagements may entail in the future. It also offers a context of the discussion with a brief overview of changing strategic environment in the Asia Pacific in the past 10 years and how Nepal has transformed from a backwater to strategic epicenter for major powers.

The armed forces of NATO, the foundation of military security in the collective and individual sense, have been, for years, constituting the determinants shaping their interoperability and effectiveness. Such actions are taken with varying intensity by all members also in terms of military leadership. The scope and comprehensiveness of these actions mainly oscillate around the perception of leadership in the context of the tool for shaping interpersonal relationships. The goal of the organizational context, which less attention is put to, is the proper section and training of the leaders, who are not accidentally appointed, but were chosen on the basis of a thoughtful process. Therefore, in the area of leadership considered an important organizational phenomenon, a variety of transformations are carried out, which are intended to improve leadership and the units implementing them, so it is used for the benefit of the armed forces. The Polish armed forces have also undertaken such actions. Their scope is to be based on a broad analysis of leadership in conducted in 2018. However, ensuring the optimization of further action requires the recognition of the most significant leadership transformations that have been implemented by the Alliance’sleading armed forces and are a guarantor of substantially higher quality of military leadership. These transformations are described and discussed in this paper.

The military security is considered as an important part of national country’s security. Military security is understood as the state of the country's security and its ability to neutralize external threats or internal tensions. Identification of threats and forecasting of conflicts is a key priority of military security and military policy. One of the important components of economic activity can be defined as the military sector as an object of economic management. Ensuring security is one of the key national security issues. In general, military security is understood as the state of a country in which there are opportunities to neutralize or stop destructive attempts to harm or threaten an individual, society, country, the world community, and destabilize peaceful coexistence. In general, the importance of the security system is undeniable for minimizing risks. The article considers the theoretical aspects of security system formation, levels of its implementation and key principles (the key principles of international security are renunciation of dictatorship, violence, equality of rights and interests, reduction of military forces or weapons). In general, the need for military-political cooperation and key aspects of security in a globalized world have been identified. It is determined that the peculiarity of the current stage of formation of the security system is its significant asymmetry on a global scale, the significant prevalence of leading countries by certain criteria over other countries or even associations. In general, in the structure of the military economy, this takes the place of preventing threats, neutralizing them and minimizing negative consequences.

Abstract: The frequent increasingly challenges, registered in the Eastern European security environment, require an unconventional approach due to the fact that classical typology of conflict has long become history, being replaced by the asymmetric type of conflict. Can European society overcome the new atypical security crises imposed by the military threat of Eastern European origin? Can the balance of military power be maintained so that Western society continues to enjoy security and democracy? These are just two legitimate questions that European states need to have a clear answer to, based on resource allocations in the military operational environment. Moreover, it is clear that security requires investments from a financial point of view and these must be continuous and at the minimum accepted level, like 2% of GDP, at the level of each NATO Member State.

Military communications need to be secure in harsh operational conditions under constant enemy attacks and attempts to eavesdrop, jam, or decrypt the communications. Physical layer security (PLS) can be used in conjunction with traditional cryptographic techniques to ensure an additional layer of security for military communications. In this article, PLS techniques at different levels of military communications, from communications at the military section level to the battalion or command center level, are discussed and analyzed. The presented solutions were tailored to the challenges faced in each scenario, leading to good performance. Additional challenges are also discussed, and suitable solutions are outlined.

The 2011 Vienna Document 2011 on confidence- and security-building measures remains one of the cornerstones of European security. It enhances trust and confidence among participating states of the Organization for Security and Co-operation in Europe (osce) and allows for intrusive verification measures by the osce states. Despite the significant success achieved by many osce participating States in increasing the number of women in their armed forces, the number of women who participate in military verification (under this Document) remains low. This article contains information regarding international military cooperation related to the verification of military activities in which women’s involvement remains low. It also provides suggestions for further research concerning the reasons why so few women participate in the military verification activities and for ways to increase their participation.

Environmental security can be framed in environmental risks towards security, such as extreme climatic events that incite new conflicts in local populations, and the security impact on the environment as a result of human-induced damage to the ecosystem. As a result, the fact that climatic-related events can pose a threat to security and the environmental footprint can undermine peace has thus raised a concern in many militaries of democratic nations. This research article introduces the mainstream environmental security literature through the geopolitical, human security and biocentric perspectives and main social trends to analyze ethical issues in the relationship between ecology and the armed forces. It is argued that there are two major ethical challenges for the military: the securitization of the development agenda that can lead to a militarized conservation in conflict areas; and the search for a corporate sense of responsibility in terms of efficient and still ecologically sustainable operational systems that comply with international environmental agreements.

The military security of the Russian Federation in the face of external and internal threats is still primarily important. In this context the rightful principles of defense and security in Russia play a discrete role. The article provides the analysis of these principles for a legal framework of the Russian military security regulation. It reveals system problems, gaps and contradictions of the legal regulation. Complex and urgent measures for the legal system and legal instruments improvement are suggested in the article. It is proposed to develop a number of regulatory acts needed by reason of the blanket character of the Federal Defense Act. Among these are: The Armed Forces of the Russian Federation Act, The Operational Equipment of the Territory of the Russian Federation for the Purpose of Defense Act, The Armed Forces of the Russian Federation Management and Control during the War Act, etc. Problems of the social relations legal regulation in the defense and security sphere are systemic and complex, require a constant attention on the part of government agencies and a painstaking daily work of legislators. It should facilitate bringing the defense and military security system of the Russian Federation to a fundamentally different, whole new level relevant to the present level of external and internal threats.

The subject of the study is the normative legal acts regulating the military security of the Russian Federation. In the course of the research, the following methods were applied: dialectical, logical, systematic, formal and legal. Some problems of legal regulation in the field of military security are identified, in particular, the dissonance between the provisions of the federal laws “On Security” and “On Defense”, the problems of “narrow” and “broad” understanding of legislation in this area. The study can serve as an impetus for improving legislation in the relevant field, as well as a basis for further scientific research.
