Threat perceptions or perceptions of national security are products of a process involving various dimensions. This process involves a political and bureaucratic process or a "structural dimension" through which foreign policy is formulated. There are four main factors contributing to the formation of threat perceptions and concepts of national security. First, decision-makers themselves shape the concept of national security by influencing the formation of threat perceptions. Second, geopolitical character differentiates threat perceptions among states which have different geographical settings. For example, archipelago states are likely to regard their neighbours' maritime activities as a threat. A country like Thailand, which shares thousands of kilometres of common borders with its neighbours cannot help but feel vulnerable to land-based threats. Third, historical experience is another major dimension in the formation process of threat perceptions. Fourth, the socio-cultural dimension which comprises ethnic, religious and social values also influences threat perceptions. Malaysian and Indonesian attitudes towards China are affected by the presence of ethnic Chinese in their own countries, as well as by past experiences. These variables will, to varying degrees, influence the conceptualisation of threat perception and a state's view of its national security. Each state, like an individual, will "perceive phenomena with varying degrees of fidelity and distortion". A state, henceforth, will react and behave according to its perception of national security and will try to minimise those perceived threats.

A comprehensive study of the 'Drug War' with particular emphasis on the increased role of the U.S. Military. Application of military force should be based on an understanding of the political, social and economic impact of Andean narcotrafficking. This thesis addresses these issues, evaluates current anti- narcotic strategies, and defines the most prudent use of military resources. Initially, the thesis highlights the Latin American drug connection and its impact on political instability, guerrilla insurgencies, corruption and respective economies. Based on this foundation, the 'supply' and 'demand' strategies of the United States are presented and evaluated. Finally, the thesis proposes limited usage of U.S. air and naval assets in support of law enforcement agencies, while minimizing exposure of in-country U.S. ground forces.

This thesis examines the effects on citizen security caused by the Colombian military’s actions during Plan Colombia and its successor plans. Military actions are often evaluated according to their effect on state security, but the concern of this thesis is whether or not the advantages of military security actions outweighed the costs for Colombian citizens. The military benefited citizens by weakening the insurgency and increasing state presence across Colombia’s territory, but the military’s involvement also incurred costs, including human rights abuses and large numbers of internally displaced persons. Considerable disagreement exists over the final value of the military’s involvement, as it does over many aspects of Plan Colombia. This thesis seeks to add some clarity to the debate, with a focus on military operations’ effects on civilians’ lives, while also asking what the Colombian experience can teach the United States (and other countries) about counterinsurgency. Overall, this thesis finds that the use of the Colombian military during Plan Colombia improved citizen security, and furthermore that the United States played a positive role in this outcome.

The Philippines and United States face a new era in their security relationship. The Military Bases Agreement (MBA) signed between the two countries on March 14, 1947 terminated in December 1992. Following the rejection by the Philippine Senate on September 12, 1991 of a new treaty which would have allowed the United States to maintain its military facilities in the Philippines, the Philippine government served the United States a one-year notice of termination for the MBA on December 31, 1991. On November 24, 1992, the last U.S. combat unit left Subic Naval Base.

This study argues that the Hashemite Kingdom of Jordan survived the years between the signing of the Baghdad Pact in 1955 and the outbreak of the June 1967 war due primarily to the cohesion of its National Security Establishment (NSE), a ruling coalition of security and foreign policy professionals from the monarchy, the political elite, and the military. By examining the national security policymaking process in Jordan between 1955 and 1967, this study shows that NSE members often disagreed over the means of protecting Jordanian national security, but agreed on the ultimate end of security policy: the preservation of the Hashemite monarchy and the protection of the territorial integrity of Jordan. This thesis examines in detail the foreign and domestic challenges to Jordanian national security during the kingdom's most turbulent period. The thesis makes extensive use of primary sources from the British, American, and Jordanian archives, Arabic and English language memoirs, and interviews with surviving Jordanian decisionmakers. In addition, the study builds on the work of previous scholars by making use of the published literature on Jordan. The first three chapters are organised thematically, while the remaining chapters are organised chronologically.

This thesis examines the evolution of the civil-military relations gap that has been exacerbated by the recent attacks against America. It then discusses this new and troubling gap in civil-military relations and the negative implications to the Global War on Terrorism. The thesis then offers the National Guard as a means of narrowing the gap, by linking the people of the community through the state to the federal government, and recognizing that first responders are the key to Homeland Security. This thesis reviews the long and successful history of the National Guard in both warfighting and domestic support to civil authorities from the perspective of an underlying tension that has existed between the citizen-soldier and the professional standing army for more than 350 years. This stressed relationship shaped the laws of our country that define the dual statefederal role of the National Guard. It concludes with recommendations policy makers may consider when preparing for both the internal and external threats from terrorism including the National Guard Counterdrug Support Program, the Weapons of Mass Destruction Civil Support Teams and post 9/11 National Guard military support to civil authorities (MSCA).

Entangled in a context of increased use of private military and security companies globally, this study sets out to investigate the motivation for Denmark to use private military and security companies (PMSCs) for maritime security in parilious international waters. This study examines the decision making process taking place in the Danish Parliament in 2012 prior to the passing of ​ Law 116 The amendment of the Firearms Act and the Act on Warfare, etc. that mandated the shipping industry to hire PMSCs for armed protection of their vessels. A critical discourse analysis has been applied in order to understand the discursive mechanisms present in the political debate prior to the adoption of the law. The analysis shows that a neoliberal market discourse of necessity, efficiency and competition informs the parliamentary debate on international maritime security and pirate threats. That is, the protecting of the Danish industry and trade are found to be a first priority whereas personal security of the employees, the pirates, and control over weapons are only secondary. The findings indicate that in the political discourse, security has become subjected to a marketlogic. Thus, security is referred to as security for ​the market more than for the population.The thesis argues that this change in thinking about security needs a critical public debate in order to make sure that issues of security stay within the political sphere.

Nicaragua plays an essential role in the stability and security of the Central American sub region. The de-stabilizing influence of Sandinista policies in the 1980s gave way to the possibility of a cooperative security community in the 1990s. However, border disputes and increased arms and drug trafficking have recently threatened the trend toward increased stability and sub regional security. Sub regional confidence-building measures adopted immediately following the election of Violeta Chamorro have collapsed in the last two years. This collapse of confidence-building measures has led to increased tensions between Nicaragua, Honduras, El Salvador, and Costa Rica. The U.S should promote Nicaraguan participation in regional confidence-building measures in order to reduce these tensions. In addition, the relationship between the U.S. and Nicaragua is still strained from the policies of the Sandinista and Reagan administrations. Although relations have been normalized between the two countries, steps should be taken to expand the current passive relationship into a more active one. Confidence-building measures between the U.S. and Nicaragua will help to alleviate some of the strain between the two countries. This thesis recommends U.S. involvement and participation in re-establishing confidence-building measures in the sub region. A perceived gap in U.S.-Nicaraguan civilian engagement could be filled through the implementation of a comprehensive military engagement plan. The use of confidence-building measures in military engagement will foster stability and security in the sub region and strengthen U.S.-Nicaraguan relations.

Ideas about why US foreign policy actors have turned ever more frequently to private military contractors (PMCs) and private security contractors (PSCs) over the past decade and a half abound. Descriptive accounts of the rise of these corporations have become something of a cottage industry over the past decade or so. The various ideas advanced have yet to be placed under rigorous empirical scrutiny, however. This dissertation builds from the existing descriptive literature to advance a new theoretical framework to explain the rise of private contractors. It analyzes this framework as well as alternative ideas using both quantitative and qualitative analysis, marking the first time this important subject has been systematically examined with both social science methods.

Thesis (M.A. in National Security Affairs)--Naval Postgraduate School, September 2005. Thesis explains why Chile maintains military budgets in excess of its threat levels. Historically, Chile required a well-funded and capable military due to tense regional relations. However, resolution of border conflicts, equipment acquisitions and superior economic performance reduced Chile's threats during the 1990's. Nonetheless, analysts attributed the continued high military budgets to an authoritarian hangover following General Pinochet's reign (1973-1989). Pinochet's 1998 arrest and trial diminished the power of the military, calling into question past explanations. The judiciary purged the state of junta era commanders, younger more flexible leadership came to power and the political parties agreed on constitutional reform. Yet, after sweeping constitutional reforms, budgets remained high. This thesis argues the government maintained defense budgets in order to further the "normalization" of civil-military relations. The military received high budgets and in turn recognized past human right abuses and pledged subordination. With relations stable, both the civilian elite and military agreed to reorient the military's mission towards peacekeeping. Peacekeeping reinforces civil-military relations while benefiting each party individually. The civilian elite receive international prestige furthering their foreign policy goals while the military's mission and budgets are justified. The stable equilibrium guarantees Chile will remain a regional leader in peacekeeping for the future.

The increasing intermingling of civilian and military space activities could lead to serious, and perhaps unintended, consequences. While international space law is very permissive with regard to military uses of space, there are considerable legal and security implications resulting from military and civilian dependence on the same space services. From a military perspective, intentional reliance on civilian systems must address, inter alia, national security concerns, contractual obligations, licensing restrictions, liability, and long-term political relationships, while respecting the interests of the commercial sector. Policy decisions leading to an increase in civilian-military space interdependence must also consider potential impacts of this symbiosis on trade, international relations, and the conduct of armed hostilities. The thesis addresses these and certain related issues in four chapters. The first chapter explores the depth of the interdependence of military and civilian users on the same space systems. The second chapter considers the implications of dual use space technologies, such as proliferation concerns. The third chapter discusses various legal mechanisms States employ to address security issues involving space activities. The final chapter outlines legal restrictions on the use of space assets by armed forces.

In the aftermath of the Cold war, new actors began to carry out a wide range of tasks with regard to the use of force. For instance, States relied on private business entities to perform military and security services which before had been performed by national armed forces. PMSCs are requested by governments, international organizations and NGOs or other corporations to provide with land-based or maritime military and/or security services that traditionally belonged to States. These services usually include the armed guarding and the protection of persons and objects, the maintenance and operation of weapons system, intelligence and technical assistance, prisoner detention and interrogation of suspects and transport, advice of and/or training of local forces/security personnel, and –in some cases- the direct participation in hostilities. Consequently, the engagement of PMSCs with several and different tasks and the transnational nature of their operations increase concerns about the effectiveness of their regulation, both at international and national levels. However, some questions concerning their responsibilities for any misconduct committed by them are raised. Most actually, PMSCs are usually being involved in violations of international human rights law and international humanitarian law during their operations. However, the absence of a coherent and binding international legal framework to regulate PMSCs and oversee their activities in conjunction with the lack of national regulatory and advocacy frameworks which have jurisdiction directly over PMSCs' misconduct relieved private contractors to escape from prosecution and accountability from alleged human rights violations. Within the aforementioned context, the present thesis attempts to find out whether the PMSCs and their activities could be regulated throughout the context of human rights law. Therefore, the current thesis is divided into two main parts; the first part on the international and national efforts for regulation of PMSCs; and the second one on obligations of States to regulate PMSCs’ activities and punish the perpetrators. In particular, this thesis examines the obligations of States to regulate and monitor PMSCs’ activities with regard to the Montreux Document’s standards and it also focuses on the need of the adoption of a new coherent international regulatory regime which is going to demonstrate precisely the obligations and responsibilities of States, international organisations and PMSCs for land-based and maritime-based activities. Moreover, it presents and analyses the national regulatory mechanisms for punishment and prosecution of PMSCs’ employees for human rights violations. By using examines different national legislative frameworks, the present thesis considers that the absence of an international framework to punish private contractors for human rights violations allows for non-compliance with human rights law. Furthermore, the application of human rights law on the regulation of PMSCs’ activities constitutes an important part of the present research. So as, it examines the States’ human rights obligations to regulate PMSCs’ activities and demonstrates the States’ efforts to fulfill their obligations under human rights law regarding the regulation of PMSCs’ and their employees’ activities. In conclusion, the present thesis goes one step further. It explores whether the human rights judiciary bodies, and particular the ECtHR have the jurisdiction to adjudicate PMSCs’ employees for human rights abuses.

This study takes the changing role of the military as a starting point for exploring a set of broader ongoing processes at the intersection of security and humanitarianism. The focus is on one particular assemblage, described here as conflict preventionism. This notion brings together the transformation of the military, the proliferation of civil-military cooperation, and the increasing interest in managing and preventing violent conflicts within a single framework. As such, conflict preventionism helps render visible how various actors, concepts, and organizational techniques converge in emergent forms of intervention. The research was carried out during the planning, execution, and evaluation of Viking 03, a civil-military exercise organized in 2003 by the Swedish Armed Forces. An examination of Viking 03 evinces intriguing resemblances between conflict preventionism and organizational facets of neoliberalism, epitomized by increasingly ubiquitous concepts such as “partnership,” “transparency,” and “evaluation.” Also, it shows that conflict preventionism does not settle on one particular understanding of conflict, but rather imposes directionality on contemporary engagements with the world.

After the September 11 attacks, Honduras committed to support the GWOT, but priorities in national objectives other than terrorism have kept the Honduran government from developing a strategy and the necessary counterterrorism infrastructure to combat this emerging threat. This research examines current threats in Latin America and Honduras in particular. It also suggests a developmental strategy to enhance the country[alpha]s capabilities to combat terrorism by the employment of instruments of national power in a multidimensional way capable to prevent, deter, and respond to terrorist acts. This study uses a brief analysis based on the concepts of suitability, feasibility, and acceptability in order to identify the risk that the proposed strategy could incur. The study concludes by proposing a series of recommendations that should minimize risk and make this strategy feasible for supporting the GWOT.

The politics of aid and the effect aid strategies have on recipient populations has been a significant interest area in international politics and economics. While studies of this behaviour have tended to focus on economic or developmental impacts, the security implications of military based aid have enjoyed less attention. It is an important area as the transfer of military capacity from states to allies or allied non-state actors is having resurgence in the midst of new, intersecting proxy conflicts in the Middle East and Europe. This article questions whether military aid strategies can contribute to the conditions of political violence and terrorism that they are ostensibly intended to address. The study uses a structured within-case comparative analysis of two periods of recent Pakistani history in which the state has been both the recipient of massive influxes of US military aid, and a target for embargo from such programs. A modified human security framework is used to assess changes in the security environment for the recipient population in these two time periods with a focus on the frequency and intensity of political violence. It finds that in this particular case, military aid has correlated with the entrenchment of military power and increasing political violence within the recipient state.

Although US remained the strongest military power in international system after the Cold War, it was still deeply concerned how to retain its military dominance in the longer term, that could guarantee US further predominance in solving major international issues. Three US military transformation initiatives, namely the transformation of the US conventional forces, the development of missile defence systems and long-range conventional precision-strike capability, are considered as the main instruments to maintain US military dominance in the future. Considering that for Russia and China, which are perceived as the major US opponents, the US military transformation emerged as a big challenge, the research problem is formulated as an attempt to understand whether and how the US military transformation poses a threat to Russia and China’s security and in turn, how this affects Russian and Chinese security policy towards the United States. Accordingly, the goal of the dissertation is to examine the impact of the US military transformation on Russian and Chinese security policy since the end of the Cold War and until 2010. The military has played an integral role in Pakistan's governance SInce that country's inception. It has dominated the political process at various times by imposing martial law, playing an active role in policy making, civilianizing martial law regimes and penetrating civilian economic and social institutions. It enjoyed always a unique structural position as an armed body that was reinforced by its role as a protector of the state. There often has been an open preference by the people for the army to take over whenever there were economic problems or political instability, as military rule was considered a relief from factional disputes among civilian political leaders and an accompanying high level of corruption. The primary objective of all of Pakistan's four military regimes was to maintain internal security and cohesion by creating a basis for economic development, building government institutions, and establishing accountability. Yet not even a single military regime succeeded in fulfilling these objectives. Indeed, internal security weakened during these regimes and these governments repeatedly have led Pakistan into crises; far from securing the cohesion and stability of Pakistan, military rule often has imperiled it. Most importantly, Pakistan's military governments failed to put forward a long-term nation building strategy that would forge the country into a cohesive and a stable whole. The purpose of this thesis is to focus on the strains imposed by the four periods of military rule and point out the complexities of the challenges to security in Pakistan by assessing military rules in several areas: democracy and civil society, provincial state cohesion, religious extremism, tribal insurgencies, ethnic and sectarian struggles and national fragmentation. Discussing these challenges, this thesis will seek to examine why Pakistani military failed to enhance internal security and cohesion.
