AbstractThis article examines the religious and intellectual dynamics behind the Ottoman military reform movement, known as the New Order, in the late eighteenth and early nineteenth centuries. Conventionally, the New Order has been examined within the framework of the Westernization of Ottoman military and administrative institutions. The Janissary-led popular opposition to the New Order, on the other hand, has been understood as a conservative resistance, fashioned by Muslim anti-Westernization. This article challenges this assumption, based on a binary between Westernization reforms versus Islamic conservatism. It argues that the Janissary-led popular opposition, which was consolidated long before the New Order, developed as a form of resistance by antinomian elements blocking the top-down disciplinary policies of the central state throughout the seventeenth and eighteenth centuries. The New Order programme, which was unleashed in 1792, was also opposed by the Janissary-led coalition, on the basis that it would wipe out vested privileges and traditions. Supporting the New Order, we see a coalition and different intellectual trends, including: (i) theEuro-Ottoman military enlightenment, led by military engineers and scientists, which developed an agenda to reorganize and discipline the social-military order with universal principles of military engineering and (ii)Islamic puritan activism, which developed an agenda to rejuvenate the Muslim order by eliminating invented traditions, and to discipline Muslim souls with the universal principles of revelation and reason. While the Euro-Ottoman military enlightenment participated in military reform movements in Europe, Islamic activism was part of a trans-Islamic Naqshibandi-Mujaddidi network originating in India. We thus witness a discursive alliance between military enlightenment and Muslim activism, both of which had trans-Ottoman connections, against a Janissary-led popular movement, which mobilized resistance to protect local conventions and traditions.

AbstractTWO hundred years ago today, on 22 January 1799, French troops forced their way into the city of Naples. In doing so, they confirmed the authority of the Neapolitan Republic which had been proclaimed, one and indivisible, the day before by a group of patriots who had taken control of the Castel Sant'Elmo, the fortress on the hill immediately above the centre of the city. Thus began the last of the revolutions which can be regarded as the offspring of the great French Revolution of 1789. There is no denying that the Neapolitan Revolution, like its predecessors in northern Italy and elsewhere, depended on French military intervention. The patriots were not in control of the city before 22 January, and needed the French to quell the popular violence and disorder which had swept the city for the previous week. And when, after three months, the French withdrew their forces, the republicans' hold on the city was too precarious to last more than a few weeks.

In 1786 the Basque thinker and military man Manuel de Aguirre entered a competition for ideas on how to improve national legislation in order to achieve public happiness. His proposal consisted in drawing up the draft of the first Spanish constitution. It was a very basic project, but it showed how part of the Spanish Enlightenment was interested in reforming the Enlightenment despotism of Charles III and replacing it with a representative government, in which the king still had important powers, though these were limited by bodies of a representative nature.

The article analyzes the results of Russia’s development during Catherine’s reign, when, due to objective and subjective factors, a vector of militarization of the consciousness of the elites and the whole society to the detriment of the country’s education and cultural development was outlined for the authorities. It is noted that during the reign of the House of Romanov and under Soviet rule, in terms of the social and state structure, Russia was a military empire, doomed to develop extensively, through military victories and conquests. Unilateral concentration on the heroic values of public consciousness causes the depletion of the productive forces of the state-forming people, leads to stagnation and decline. Only education can be a condition and guarantee for the reform of the military empire into a developed civil society based on the ideals of the right of the individual, free from bias, dogmatism and obscurantism, and the triumph of the law.

On the basis of unpublished historical sources, press, iconographic sources, specialized literature, a complex panorama of the situation of the military structures in the capital of Bessarabia, the second largest city in Romania by population, is presented. In the context of the activation of the illegal Bolshevik forces in the region, the activation of the state of siege in Bessarabia, the Romanian Army’s deployment in Chisinau was necessary to provide the city with military security measures. Between the City Hall of Mun. Chisinau and the Ministry of War/National War there were disputes related to the economic and real estate sphere. For the first time in history, the subject of the real estate of the III Army Corps in Chisinau, the military barracks, was addressed. Other lines of subject researched concern: the Chisinau Military Circle, military societies, military press, enlightenment of soldiers.

Charles III arrived in Spain from Naples accompanied by a multidisciplinary team of military advisers, including Count Gazzola from Piacenza, who had already drawn up his plans for the urgent military reforms required for the artillery. These included the institutionalisation of that branch of the army and the foundation of the college for artillery officers and industrial engineers to run the military factories being taken over by the State. The most eye-catching element of this undertaking is the formation of its magnificent Enlightenment scientific library. A study of this library reveals an exceptional collection, the origins of the first books brought to the institution, the way it was organised and the military and scientific topics addressed. But its fundamental contribution can be measured in terms of results: indeed, textbooks were created for the cadets, as well as research works on military, artillery and scientific topics written by teachers from the college, and translations of important European scientific books. Finally, as a contribution to demonstrating the cost-effectiveness of the Crown’s investment in education for war, we highlight the work of three captains, showing the versatility they achieved thanks to their education at the college and their reputation outside it, in the service of society, as guiding lights of the Sociedad Económica de Amigos del País (SEAP – Economic Society of Friends of the Country) in Segovia. Without this magnificent library, the research, monographs and translations – ultimately the college’s own published works which brought it great academic credit in Enlightenment Europe – would not have been possible.

This thesis studies the integral work of Jacques-Antoine de Révéroni Saint-Cyr (1767-1829), a military engineer and writer, at the breast of literary production of the French Revolution and Empire, encompassing literature, history of sciences and music. Historical, thematic and hermeneutical, this critical study analyses Reveroni’s imagery at the turning point of the age of enlightenment which includes essays about military art, fine arts and European equilibrium, theatrical production (comic operas and comedies) and novels. This variety of genres constructs an “imagery complexus” divided between heart and reason, mechanic and sensibility, serenity and anxiety, linked to a key paradigma between the rationalist heritage of the philosophy of enlightenment and an aesthetic coloured with romanticism

Cette thèse biographique étudie le rôle du chevalier puis marquis François-Jean de Chastellux dans la diffusion transatlantique des idées et des pratiques des Lumières entre son départ pour l’Amérique en 1780 et sa mort en 1788. Dans notre recherche la phase antérieure à la « période atlantique » de Chastellux est incluse, pour permettre de mieux saisir les origines de ses échanges. Pour l’analyse de son rôle, nous avons emprunté des outils d’analyse de la théorie des transferts culturels. Pour cette étude nous nous sommes principalement basés sur ses archives privées inédites. Dans celle-ci nous montrons que Chastellux est un exemple de soldat-philosophe du dix-huitième siècle. Par sa famille maternelle, il était, dès son plus jeune âge, familier avec la mouvance des Lumières. Il a appliqué certaines idées sur l’égalité et le bonheur au sein de son régiment pendant et après la guerre de Sept Ans. En parallèle, il évoluait comme un « homme de lettres », membre de l’Académie française, qui s’était donné comme mission de diffuser le plus de « lumières » possible dans son réseau composé de la haute aristocratie, l’armée et de la République des Lettres. En 1780, pendant « l’expédition particulière » en Amérique, Chasttellux était le major général de l’armée franco-américaine dans la guerre d’Indépendance américaine. En tant que soldat-philosophe, il était à même de remplir cette mission également outre-Atlantique. Après la guerre, alors qu’il est rentré à Paris, Chastellux, maintenant marquis, est resté en contact avec des américains. Chastellux servait ainsi d’intermédiaire entre la France et l’Amérique jusqu’à sa mort soudaine en 1788
This dissertation studies the role of François-Jean de Chastellux in the spread of enlightened ideas and practices in the Atlantic world between 1780 and 1788, his departure from France to America until his death. Our research covers much of his life before this "Atlantic period", to examine the origins of his transatlantic exchanges. As a result, we have written a biography of Chastellux and made use of tools of the theory of cultural transfers. We have had access to the private, unpublished, archive of Chastellux, which contains over 4000 folios. Based on this material, we are able to demonstrate that he was an example of a soldier-philosopher. Because of his family background, he became familiar with Enlightenment thinking. Thereafter, when entering the French army, he applied several Enlightenment ideas within his own regiment during and after the Seven Years War, and thus represented the "Military Enlightenment". In parallel, he evolved into a man of letters and was elected to the Académie Française. He conceived his mission in life as the duty to disseminate enlightened ideas and practices throughout his network, composed of members of the French court, the army and philosophers. In 1780, during the American War of Independence, he served as a major general. As a soldier-philosopher, he was in a position to accomplish his mission in America. After the war, back in Paris, the now marquis Chastellux stayed in touch with Americans. By his correspondence and publications Chastellux played a role as a bridge between France and America, until he died, in 1788

AbstractThe purpose of this article is to discuss the relationship between military history and military theory through a chronological analysis. Military history in some form has always been used to formulate military theory i.e. generalizations of historical experience to guide action in the present and in the future. History is however hard to interpret, and has served different purposes over time. In the ancient world history linked to morality, and historiography contained practicle advice for generals. The scientfic revolution saw the birth of scientific laws for warfare, inspired by natural sciences i.e. codifying historical experience. The Napoleonic era saw the birth of modern warfare and the development of modern military theory. Jomini synthezised the Enlightenment with experiences of the Napoleonic wars into scientific principles of war. From a Romantic historical tradition came Clausewitz, a historicist general focused on understanding the nature of war. For Clausewitz history was about understanding, and could not be used for scientific principles. In the same era came Marxism – a materialist, deterministic theory of history, influencing for example Russian and Chinese military thinking as well as theories of guerilla war. Using military history to create military theory still revolves around the dialectic, will history repeat itself or not? If it does, then it can be used for formulating theory. If it doesn´t, history can be used for understanding the past and as a guide. Every new generation of the military have reinvented and reinterpreted history. Most of the doctrines and theories of warfare today rests on a mixture of concepts from both Clausewitz and from Jomini – and in every case military history is the very foundation of both. The dialectic relationship between military history and military theory seems to be as old as the phenonema of war itself.

AbstractWhile much of the study and practice of international relations is anchored in the centuries-old tradition of realism, this chapter explores the important contributions that another theoretical tradition, liberalism, has made to the study of international security and the role of military power. Emerging from Enlightenment beliefs about the rationality of individuals and the potential for progress in human affairs, liberal theories and policy ideas have focused on offering alternative means for states seeking security, alternatives that might break the endless competition and warfare that realists see as inevitable in an anarchic world. Liberal theories emphasize how rules and institutions can help self-interested states achieve mutual interests, they see economic interdependence as a potent incentive for states to avoid war, and they argue that democracies enjoy more peaceful relations with other democracies. The chapter traces the history of liberal international relations theory as it matured in response to the mass violence and chaos of the twentieth century, and it examines a number of examples – like European integration, the post-World War II global economic order, and the control of nuclear weapons – to showcase how liberal ideas in practice might reduce the dangers of war and enhance the prospects for global cooperation.

Teachers, female and male, also travelled, whether as religious, political, or economic migrants. Writing masters travelled to the American colonies. The French Revolution spread educators across Europe. Booksellers and printers published in more than one language and advertised to colonial markets. Drawing on paratexts, life writing, manuscripts, ephemera, and marginalia, this chapter seeks commonalities of reading experiences among children living abroad or in the care of foreign teachers, exploring how booksellers catered to both groups.

AbstractThis chapter deals with the analysis of Julian Assange as a public figure through the use of three perspective angles. In the first part, Assange’ history is briefly outlined, tracing it back to the systems of thought of authors such as Norbert Elias and Pierre Bourdieu, with the aim of highlighting how the Australian journalist’s biography helps to illuminate his (and our) historical time and, vice versa, how historical time helps to depict his biography and his courageous journalistic campaigns more precisely. The second part shows how the apparently subversive aspects of Assange’s activity in fact need to be analysed within the web of social control and the subsequent fight between rulers and outsiders. The criminalisation of Julian Assange is, by this token, a consequence of the reaction enacted by power against militant practice aimed at claiming an alternative use of the web. The third paragraph examines three basic principles of Enlightenment which are apparent in the WikiLeaks approach and explicitly recalled by Assange: the connection between the duty to improve knowledge and the right to communicate, publicity as a test to reveal injustice and the understanding of freedom of the press as an antitotalitarian device.

This chapter examines the personalities, spaces, and means of the French Military Enlightenment. Kings, royal mistresses, and war ministers explored pathways to improving martial efficacy, efficiency, and education, establishing new policies and institutions. Military officers took on the role of the militaire philosophe, or military philosopher, applying a critical esprit philosophique (philosophical spirit) to a myriad of questions, from drill to moral reinvigoration in the officer corps. They proposed policy changes, enforced those mandated by Versailles, or rebelled against them. They shared their experiences and opinions with others through conversations, letters, manuscript memoirs, and published works. Non-military thinkers, physicians, literati, artists, and members of the reading public were also highly informed and engaged in military matters. They, too, developed and spread military knowledge. These agents of the French Military Enlightenment transformed war and military topics into one of the great debates of the public sphere and nexuses of change of the eighteenth century.
