This book brings together current knowledge on patterns and processes in the ecology of streams, lakes, and wetlands situated at more than 3000 m above sea level. The alpine headwaters of the large Asian rivers and Lake Titicaca are both well-known and iconic examples. High altitude waters include more than these systems—they are both numerous and cover many habitat types, organisms, and specializations. The book provides an overview of the variety of aquatic ecosystems and habitats, their environmental features, prominent species, and their functional adaptations to the harsh aquatic environmental conditions through to global diversity patterns along altitudinal gradients, community dynamics, species interactions and dispersal, trophic relations, and energy flows. High altitude waters are ideal systems to address a broad range of topical themes in ecology because patterns and processes are both diverse and singular. The book highlights how key concepts in ecology (e.g. the stress gradient hypothesis, the biodiversity–ecosystem functioning relationship) could find relevant study models in high altitude waters. The usual perception of pristine mountain waters is far from true, particularly in the case of high altitude waters at low latitudes where human population density is often high, and local communities live in intimate contact with, utilize, influence, and exploit these aquatic systems. Climate change effects, extinction risks of mountain populations due to vanishing glaciers, multiple human impacts, management, and conservation are also treated thoroughly. The Barents Sea is a region of the Arctic Ocean named after one of its first known explorers (1594–1597), Willem Barentsz from the Netherlands, although there are accounts of earlier explorations: the Norwegian seafarer Ottar rounded the northern tip of Europe and explored the Barents and White Seas between 870 and 890 ce, a journey followed by a number of Norsemen; Pomors hunted seals and walruses in the region; and Novgorodian merchants engaged in the fur trade. These seafarers were probably the first to accumulate knowledge about the nature of sea ice in the Barents region; however, scientific expeditions and the exploration of the climate of the region had to wait until the invention and employment of scientific instruments such as the thermometer and barometer. Most of the early exploration involved mapping the land and the sea ice and making geographical observations. There were also many unsuccessful attempts to use the Northeast Passage to reach the Bering Strait. The first scientific expeditions involved F. P. Litke (1821±1824), P. K. Pakhtusov (1834±1835), A. K. Tsivol’ka (1837±1839), and Henrik Mohn (1876–1878), who recorded oceanographic, ice, and meteorological conditions.The scientific study of the Barents region and its climate has been spearheaded by a number of campaigns. There were four generations of the International Polar Year (IPY): 1882–1883, 1932–1933, 1957–1958, and 2007–2008. A British polar campaign was launched in July 1945 with Antarctic operations administered by the Colonial Office, renamed as the Falkland Islands Dependencies Survey (FIDS); it included a scientific bureau by 1950. It was rebranded as the British Antarctic Survey (BAS) in 1962 (British Antarctic Survey History leaflet). While BAS had its initial emphasis on the Antarctic, it has also been involved in science projects in the Barents region. The most dedicated mission to the Arctic and the Barents region has been the Arctic Monitoring and Assessment Programme (AMAP), which has commissioned a series of reports on the Arctic climate: the Arctic Climate Impact Assessment (ACIA) report, the Snow Water Ice and Permafrost in the Arctic (SWIPA) report, and the Adaptive Actions in a Changing Arctic (AACA) report.The climate of the Barents Sea is strongly influenced by the warm waters from the Norwegian current bringing heat from the subtropical North Atlantic. The region is 10°C–15°C warmer than the average temperature on the same latitude, and a large part of the Barents Sea is open water even in winter. It is roughly bounded by the Svalbard archipelago, northern Fennoscandia, the Kanin Peninsula, Kolguyev Island, Novaya Zemlya, and Franz Josef Land, and is a shallow ocean basin which constrains physical processes such as currents and convection. To the west, the Greenland Sea forms a buffer region with some of the strongest temperature gradients on earth between Iceland and Greenland. The combination of a strong temperature gradient and westerlies influences air pressure, wind patterns, and storm tracks. The strong temperature contrast between sea ice and open water in the northern part sets the stage for polar lows, as well as heat and moisture exchange between ocean and atmosphere. Glaciers on the Arctic islands generate icebergs, which may drift in the Barents Sea subject to wind and ocean currents.The land encircling the Barents Sea includes regions with permafrost and tundra. Precipitation comes mainly from synoptic storms and weather fronts; it falls as snow in the winter and rain in the summer. The land area is snow-covered in winter, and rivers in the region drain the rainwater and meltwater into the Barents Sea. Pronounced natural variations in the seasonal weather statistics can be linked to variations in the polar jet stream and Rossby waves, which result in a clustering of storm activity, blocking high-pressure systems. The Barents region is subject to rapid climate change due to a “polar amplification,” and observations from Svalbard suggest that the past warming trend ranks among the strongest recorded on earth. The regional change is reinforced by a number of feedback effects, such as receding sea-ice cover and influx of mild moist air from the south.

This essay focuses on two related “radical theories” of development, dependency and world-systems theory, and shows how they emerged as a critique partly of modernization theory and of the development strategy of import substitution industrialization. The dependency and world-systems perspectives on development were very influential among radical development theorists from the late 1960s onwards, all of whom agreed that capitalism had to be theorized as a world-system. These include Andre Gunder Frank, Fernando Henrique Cardoso, Theotonio Dos Santos, Walter Rodney, Samir Amin, Arghiri Emmanuel, and Immanuel Wallerstein. Some “stronger” versions of dependency, associated with underdevelopment and world-systems theory, have been introduced in recent years. In particular, A. G. Frank proposed the idea that development and underdevelopment are two sides of the same coin. A more nuanced approach to understanding dependency suggested that development and dependence were in some respects compatible. Wallerstein’s world-systems theory has spawned another approach called world-systems analysis. As theories, the ideas associated with both dependency and the world-systems are problematic, failing, for example, to adequately explain the origins of the capitalist world economy. However, both theories remain useful for understanding the current global order. In addition to recognizing that capitalism can in some respects be regarded as a world-system, the two approaches correctly assume that neoliberalism reinforces hierarchies by undermining the capacities of states to shift out of low value production into higher value sectors, as shown by historical patterns of manufacturing.

This chapter enriches the Expanded PHI perspective through the lens of complexity. Current technical health systems and institutional developments, including the increasing inter-connections between them, and the uncertainities associated with both context and goals are enhancing complexity exponentially. Simple linear approaches to design and develop systems can no longer work, as they imply trying to bring order into processes which by definition defy them. Cloud computing and big data are offered as examples to depict this rising complexity, providing rich opportunities to materialize them. Many organizations are adopting outsourcing models as a means to manage this complexity. However, outsourcing comes in multiple hues and shades, from a simple use of third party hardware to the externalization of the whole value chain of activities, including the analysis and use of data. Public health informatics in LMICs, which are population-based and taking place in largely resource-constrained and unstructured settings, are by definition problematic to outsource and should be approached with caution. An incremental approach where a ‘cultivation strategy’ addresses uncertainities, and ‘attractors’ draw in user-participants are more likely to succeed.

This chapter places public health informatics within a public health context. An understanding of PHI must be built on the perspective of public health as the health of populations. In LMICs it is closely related to an understanding of the primary healthcare approach, and the role and functions of public health systems, including the measurement of health status and equity, the effective coverage of different health programmes, and the utilization of different health services. This requires an understanding of the social and environmental determinants of healthcare, which need relevant data from other sectors as well. The architecture and development of public health informatics varies across nations and is path-dependent and context-specific. Many have evolved as monitoring support to externally financed vertical programmes, some as support for comprehensive primary health programmes and some from support systems for health insurance. The current information needs of health systems, transcends their respective origins, and requires both individual-based clinical information and aggregate population-based data.

This chapter develops a profile of law and governance innovations required to integrate and balance electricity generated from renewable energy sources (RES-E) with extant electricity grid structures in the Middle East, especially Gulf countries. It discusses the absence of renewable energy laws, the lack of legal frameworks on public–private partnerships, lack of robust pricing and financing, and lack of dedicated RES-E institutional framework. These are the main legal barriers that must be addressed if current national visions of a low-carbon transition across the Middle East are to move from mere political aspirations to realization.

Bantu vowel phonemes are reflexes of the Proto-Bantu seven-vowel system /*i *ɪ * ε‎ *a *ɔ *ʊ *u/. While lax high vowels were supplanted in some systems because of vowel mergers in the first two degrees /*i *ɪ/ and /*u *ʊ/, lax mid vowels / ε‎ ɔ/ are attested across most Bantu languages either underlyingly or at surface. Widespread use of roman orthographic vowels has left the phonemic status of mid vowels fuzzy. Here the orthography is treated as a “mask” disguising the phonetic quality of vowels, to be “unmasked” with the help of proper documentation and description. With examples from endangered Bantu languages of Tanzania and from Swahili current vowel documentation methodologies and theoretical approaches for unmasking are discussed. The distribution of mid vowels is characterized with a theory of markedness which contributes to understanding why lax mid vowels may be either triggers or targets of harmony and why a low vowel may be opaque or transparent to harmony.

The incarcerated population is aging. Newly arrested individuals and those aging in prison from mandatory lengthy sentences contribute to this dynamic. Screening for impairment and developing effective interventions and treatment for the incarcerated elderly has become a substantial challenge. The number of U.S. prisoners aged 65 or older grew at 94 times the rate of the overall prison population between 2007-2012. In 2011 7.9% of state and federal inmates were 55 or older; there were 26,700 over age 65. The number of inmates over 60 years of age in U.K. prisons increased by 120% between 2002 and 2013. Similar growth trends are reported in Sweden, Japan, Australia and Canada. This growth is complicated by the fact that chronological age does not necessarily match ‘health age’ or health status in prison. As a result, many prison systems have adjusted their definition of ‘elderly’ down to age 55 (and some as low as 40) to reflect the relatively poor health status of aging men and women in their institutions. Typical correctional health services in prisons across the U.S. are already hard-pressed to keep up with increasing demands for care of aging inmates. The responsibility to provide adequate health services for prisoners remains despite shrinking local, county, state and federal budgets. This chapter reviews the current status and prevalence of the incarcerated elderly, and presents best practice models for their care.

The last book-length study of Scottish population history was published in 1977, and it stopped in 1939. This book uses much hitherto unexploited material to throw new light on many topics. It sets current and recent population changes in their long-term context, exploring how the legacies of past demographic change have combined with a history of weak industrial investment, employment insecurity, deprivation and poor living conditions to produce the population profiles and changes of Scotland today. A major argument of this book is that Scotland has had multiple population histories, with great variability in population change, migration patterns, nuptiality, fertility, and mortality, and that these can be directly linked to its wide diversity of topography, climate and natural resources, which are in turn significantly linked to the many differences in local agrarian systems, settlement patterns and housing, transport accessibility, and local industries and other employments. This diversity and these linkages are explored throughout the book. However, the book also shows that, on all the major demographic variables, there have been features that stand out as making Scotland different both from England and Wales and from other parts of Europe. Emigration was higher, nuptiality lower, marital fertility higher until the 1980s, and mortality persistently higher, especially in the West Central Belt of the country; the only exception, in a comparative context, was low infant mortality in the later nineteenth century. The reasons behind these differences are extensively explored.

Rapid and unpredictable developments in health policies, technologies, disease profiles, institutional environments, and their inter-connections have significant implications on how we design, develop, implement, and use health information systems (HIS) in low and middle-income countries (LMICs). Our current systems have heightened expectations but have proven largely incapable of meeting these new challenges. Nor have they been able to effectively leverage upon the new opportunities that are emerging, such as through the cloud, big data, the proliferation of mobile devices and the Internet of Things, and also the increasing array of new open source software solutions being made available through global development communities. What is required to try and address these challenges and opportunities? This book proposes the ‘Expanded PHI’ (public health informatics) perspective as a way forward, and through the various chapters first seeks to define it, and then apply it to analyse the following key problematics facing public health informatics in the domains of research, practice, and policy: use of information; integration of systems; leveraging cloud computing and big data; design and building of institutions that facilitate; managing complexity; evolving governance mechanisms and standards; responding to the new challenges thrown up by universal health coverage and Sustainable Development Goals; and building synergies between health systems strengthening and health information strengthening efforts. In defining the scope of Expanded PHI, the field of public health informatics is first situated within an informatics context, and then within public health and finally within the context of changing global health policies. Drawing from these contextualizations, the design principles for Expanded PHI are elucidated, based primarily on a social systems perspective, where the health of populations is kept as the central purpose and a participatory and incremental nature of change as the primary strategy.

Economy and mankind are inextricably interlinked. Just as the economy or the production of material wealth is unimaginable without a man, so human existence and development are impossible without the wealth created in the economy. Shortly, both the goal and the means of achieving and realization of the economy are still the human resources. People have long ago noticed that it was the economy that created livelihoods, and the delays in their production led to the catastrophic events such as hunger, poverty, civil wars, social upheavals, revolutions, moral degeneration, and more. Therefore, the special interest of people in understanding the regulatory framework of the functioning of the economy has existed and exists in all historical epochs [A. Sisvadze. Economic theory. Part One. 2006y. p. 22]. The system of economic disciplines studies economy or economic activities of a society. All of them are based on science, which is currently called economic theory in the post-socialist space (the science of economics, the principles of economics or modern economics), and in most countries of the world - predominantly in the Greek-Latin manner - economics. The title of the present book is also Modern Economics. Economics (economic theory) is the science that studies the efficient use of limited resources to produce and distribute goods and services in order to satisfy as much as possible the unlimited needs and demands of the society. More simply, economics is the science of choice and how society manages its limited resources. Moreover, it should be emphasized that economics (economic theory) studies only the distribution, exchange and consumption of the economic wealth (food, beverages, clothing, housing, machine tools, computers, services, etc.), the production of which is possible and limited. And the wealth that exists indefinitely: no economic relations are formed in the production and distribution of solar energy, air, and the like. This current book is the second complete updated edition of the challenges of the modern global economy in the context of the coronary crisis, taking into account some of the priority directions of the country's development. Its purpose is to help students and interested readers gain a thorough knowledge of economics and show them how this knowledge can be applied pragmatically (professionally) in professional activities or in everyday life. To achieve this goal, this textbook, which consists of two parts and tests, discusses in simple and clear language issues such as: the essence of economics as a science, reasons for origin, purpose, tasks, usefulness and functions; Basic principles, problems and peculiarities of economics in different economic systems; Needs and demand, the essence of economic resources, types and limitations; Interaction, mobility, interchangeability and efficient use of economic resources. Given that the behavior of the economy reflects the behavior of the people who make up the economy, after clarifying the essence of the economy, we move on to the analysis of the four principles of individual decision-making. Furtermore, the book describes how people make independent decisions. The key to making an individual decision is that people have to choose from alternative options, that the value of any action is measured by the value of what must be given or what must be given up to get something, that the rational, smart people make decisions based on the comparison of the marginal costs and marginal returns (benefits), and that people behave accordingly to stimuli. Afterwards, the need for human interaction is then analyzed and substantiated. If a person is isolated, he will have to take care of his own food, clothes, shoes, his own house and so on. In the case of such a closed economy and universalization of labor, firstly, its productivity will be low and, secondly, it will be able to consume only what it produces. It is clear that human productivity will be higher and more profitable as a result of labor specialization and the opportunity to trade with others. Indeed, trade allows each person to specialize, to engage in the activities that are most successful, be it agriculture, sewing or construction, and to buy more diverse goods and services from others at a relatively lower price. The key to such human interactions is that trade is mutually beneficial; That markets are usually the good means of coordination between people and that the government can improve the results of market functioning if the market reveals weakness or the results of market functioning are not fair. Moroever, it also shows how the economy works as a whole. In particular, it is argued that productivity is a key determinant of living standards, that an increase in the money supply is a major source of inflation, and that one of the main impediments to avoiding inflation is the existence of an alternative between inflation and unemployment in the short term, that the inflation decrease causes the temporary decline in unemployement and vice versa. The Understanding creatively of all above mentioned issues, we think, will help the reader to develop market economy-appropriate thinking and rational economic-commercial-financial behaviors, to be more competitive in the domestic and international labor markets, and thus to ensure both their own prosperity and the functioning of the country's economy. How he/she copes with the tasks, it is up to the individual reader to decide. At the same time, we will receive all the smart useful advices with a sense of gratitude and will take it into account in the further work. We also would like to thank the editor and reviewers of the books. Finally, there are many things changing, so it is very important to realize that the XXI century has come: 1. The century of the new economy; 2. Age of Knowledge; 3. Age of Information and economic activities are changing in term of innovations. 1. Why is the 21st century the century of the new economy? Because for this period the economic resources, especially non-productive, non-recoverable ones (oil, natural gas, coal, etc.) are becoming increasingly limited. According to the World Energy Council, there are currently 43 years of gas and oil reserves left in the world (see “New Commersant 2007 # 2, p. 16). Under such conditions, sustainable growth of real gross domestic product (GDP) and maximum satisfaction of uncertain needs should be achieved not through the use of more land, labor and capital (extensification), but through more efficient use of available resources (intensification) or innovative economy. And economics, as it was said, is the science of finding the ways about the more effective usage of the limited resources. At the same time, with the sustainable growth and development of the economy, the present needs must be met in a way that does not deprive future generations of the opportunity to meet their needs; 2. Why is the 21st century the age of knowledge? Because in a modern economy, it is not land (natural resources), labor and capital that is crucial, but knowledge. Modern production, its factors and products are not time-consuming and capital-intensive, but science-intensive, knowledge-intensive. The good example of this is a Japanese enterprise (firm) where the production process is going on but people are almost invisible, also, the result of such production (Japanese product) is a miniature or a sample of how to get the maximum result at the lowest cost; 3. Why is the 21st century the age of information? Because the efficient functioning of the modern economy, the effective organization of the material and personal factors of production largely depend on the right governance decision. The right governance decision requires prompt and accurate information. Gone are the days when the main means of transport was a sailing ship, the main form of data processing was pencil and paper, and the main means of transmitting information was sending letters through a postman on horseback. By the modern transport infrastructure (highways, railways, ships, regular domestic and international flights, oil and gas pipelines, etc.), the movement of goods, services and labor resoucres has been significantly accelerated, while through the modern means of communication (mobile phone, internet, other) the information is spreading rapidly globally, which seems to have "shrunk" the world and made it a single large country.
