Abstract Spectrums: New Gender Movement (2017) is a low-budget, independent documentary web series directed, filmed, and edited by Zohar Melinek Ezra and Afek Testa Launer. Spectrums breaks linear time by delaying progress, jumping back and forth, and mourning and celebrating the past while imagining futures that include trans* and gender-nonconforming bodies. The rapid jump-cuts draw attention to this flawed continuity (in documentary as well as in life) and emphasize the fragility of trans* time. Spectrums’ characters disrupt linearity by wasting time, purposely delaying linear progress in their transitions, being pushed outside “family time,” and even circling back. Spectrums operates on trans* time lines, delaying progress in a loopy present and imagining possible futures from reinvented pasts.

This study aims to assess the financial performance of the Magelang Regency government using financial ratio analysis based on the Realization Report of the Magelang Regency Regional Revenue and Expenditure Budget for the 2018-2020 Fiscal Year. The data collection method used is documentary. In the analytical approach, a quantitative approach is used by calculating the Regional Financial Independence Index, PAD Performance Index and Regional Financial Performance Index. Based on the results of measurements and analyses of regional financial performance, it is possible to conclude that the Magelang Government's independence in terms of financial capabilities remains very low in order to meet the region's, government's, development, and social development needs. As a result, Magelang Regency's level of effectiveness and efficiency in regional financial management is classified as less effective. The Magelang Regency Spending Efficiency Ratio for 2018-2020 demonstrates that the Magelang Regency Government is perceived to have squandered its budget.

The ICMS-e is an important instrument of public politics focused to environment, compensating financially cities of Parana state (Brazil) that have in their territory Environmental Preservation Areas and / or Water Source Public Supply. The general purpose of this study was verifying the applicability of resources in the municipalities benefit from income derived from the ICMS in the State of Paraná. The methodology is based on bibliographic and documentary review and interviews with state and local public officials, fiscal and environmental areas. It was found through research low percentage of application of ICMS-e on actions focused at environmental preservation, even in municipalities highly dependent of this source of revenue for your maintenance. It is suggested environmental education and awareness of the municipal government with the inclusion in the Budget Guidelines Law (LDO) and Annual Budget Law (LOA) of significant and sufficient part of the resources generated by the environment programs and effective actions for the preservation and environmental maintenance.

The article deals with creation of Pirjo Honkasalo (b. 1947), one of the most talented and interesting filmmakers in contemporary Finnish cinema. Her films have gained certain recognition in Europe but are hardly known among Russian viewers - despite the fact that the subjects of a number of her documentaries are directly related to Russia. Pirjo Honkasalo is internationally known as the author of poetic documentaries marked with profound philosophical and religious issues. It was Honkasalos documentary Three rooms melancholia (Melancholian 3 huonetta, 2004), that lent eclat to her. The director debuted as an independent filmmaker with the low-budget picture Mysterion (Mysterion, 1991), and further on brightly developed her personal manner of cinematography and cutting. To better understand the method of her direction some passages from her recent interview with the Russian journalist M. Kuvshinova are included, where Honkasalo tells of her opinion on difference between documentary and feature helmer work. Special attention is paid to the feature films by Honkasalo focusing on the problems of a dysfunctional family (single mother with two children negligent). It is important to note that though Fire-eater (Tulennielija, 1998) and Concrete Night (Betoniyo, 2013) were filmed with an interval of 15 years, the similarity between them is traced both in a storyline, as well as in an aesthetic approach. Having considered creation of Pirjo Honkasalo, the author assumes, that the director, staying within genre of drama, richly varies her manner, presenting multifaceted experience in different directions, marked with a dialogue with the audience held in the language of ideas and symbols.

The purpose of this study was to analyze how school autonomy was implemented in Jakarta's Special Capital Region, which administratively serves as a barometer for the successful implementation of policies in Indonesia and emerging economies. The research examined how school autonomy has been applied at the school level in terms of program and budget management, curriculum creation, teacher development, and community development. The topics were administrators, teachers, school leaders, and school committee members from 313 Jakarta public primary schools. Data were gathered utilizing a combination of qualitative and quantitative methods, including surveys, interviews, focus groups, and documentary studies. The research indicated that the implementation of school autonomy in Jakarta varies in terms of success, and is contingent on the school's competence and innovation in utilizing its authority and responsibility to grow the institution. Additionally, it is discovered that the weaknesses that must be addressed in order for autonomy to be effective are related to the low quality of leadership demonstrated by school principals, teachers, and school committee participation in management, all of which contribute to the ineffective implementation of school autonomy.

Attention to alternative methods for creating, promoting, and discussing films can function as both a meaningful gesture of resistance and advocacy for diversity. Nonmainstream, noncommercial, low-budget independent films have long been an effective means for filmmakers marginalized by ethnicity, gender, class, and/or sexual minority groups to communicate their appeals for social criticism, historical inquisition, and aesthetic innovation. The biography and oeuvre of Emiko Omori, the Japanese American cinematographer and documentarian, embodies and exemplifies these issues. In February 2017, New York's Museum of Modern Art (MoMA) featured a retrospective of Omori's films as part of its Documentary Fortnight 2017: International Festivals of Nonfiction Films. MoMA screened Omori's four feature documentaries–Rabbit in the Moon (1999), Passion & Power: The Technology of Orgasm (2007, Omori and Wendy Slick), Ed Hardy: Tattoo the World (2010), and To Chris Marker, An Unsent Letter (2012)—as well as a new short film, When Rabbit Left the Moon (2017). These films demonstrate distinct social, historical, cultural, and thematic ramifications with an aesthetic consistency and a subtle, local focus on the San Francisco Bay Area. Best known to West Coast audiences, Omori embraced the opportunity to introduce her works to an East Coast audience by engaging in post-screening dialogues with viewers and including several people who had appeared in her films, thus transcending local contexts and creating new translocal ones.

This paper reports the findings of a study that explored the state of e-records management in supporting e-government in Tanzania Local Government Authorities with specific reference to the Singida Municipal Council (SMC). This qualitative study employed a case study design to collect data using interviews, observations, group discussions and documentary review. Qualitative data were subjected to thematic analysis. Thirty-two respondents were purposively selected to participate in the study. The study findings indicated that the state of e-records management readiness was not effective to enhance e-governance. This was because the SMC did not have an e-records management system, inadequate professional record personnel, information and communication technologies (ICT) policies, guidelines and procedures. E-readiness was affected by the low number of technical staff, inadequate resources and budget dedicated to the e-records management unit and lack of storage space and facilities to execute e-records management. Finally, the study established a framework for effective adoption of e-records management as a platform for implementing e-government in local authorities. The study recommends for the SMC to improve e-records management practices by bridging the knowledge gap among record staff, ICT staff and secretaries. In addition, the SMC should hire qualified staff, trained staff in house on e-records management, develop and implement ICT policies and prioritise records management by adequately budgeting for ICT infrastructures to kick-start the transformation process.

Training of specialists is the most important stage of technological renewal of the agricultural industry in Russia. The introduction of remote access technologies in the learning process serves as a response to the growth of digitalization of production and allows for the implementation of distance learning programs. Poultry laboratories and experimental farms with remote access are currently unavailable for educational and research purposes. The solution may be to create a model laboratory of digital poultry farming. (Research purpose) The research purpose is in studying and systematization of the domestic and foreign experience in creating laboratories with remote access paying attention to the possibility of its application by specialists for the development of a poultry laboratory with remote access. (Materials and methods) The article reviews the documentary studies of the current state of remote access technologies. Authors conducted search experiments and analyzed the obtained data. (Results and discussion) The laboratories of a technical orientation with remote access are widely represented in Russia and abroad, whose experience can be partially used. They provided links to existing laboratories and materials on their development. At the first stage, it was proposed to use low-budget schemes for organizing remote access based on video surveillance systems and microcontrollers. A simple way to organize remote access is video surveillance with the placement of instrument screens in the field of view of the camera. The Smart Home technology can be used to organize two-way remote access. The article presents the results of an experiment using microcontrollers as a local server with information output to a remote server. (Conclusions) Poultry breeding laboratories with remote access are promising in the study of specialties: private animal husbandry, agricultural mechanization, electrical engineering, veterinary medicine and zoopsychology, they expand the opportunities of remote students.

PurposeThe relations between China and Singapore were once exampled as good bilateral relations in the region: stable and promising. Albeit gradually increasing competition, bilateral economic cooperation remains to be a stabilizer. However, the ambitious Belt and Road Initiative (BRI) and even more complicated Sino-US relations add up more uncertainties to bilateral relations. This paper aims to examine the fragility of bilateral relations against the overall backgrounds of the dynamic regional balance of power while analyzing the economic cooperation as the stabilizer and reviewing political mutual trust between China and Singapore.Design/methodology/approachThis paper will apply historical and documentary review and qualitative analysis.FindingsLed by its pragmatic foreign policy, Singapore hedges against China, even it seeks to deeply engaging China in all dimensions of bilateral ties, including economic, cultural and political. The grand strategy of the BRI signals the era of “keeping low profile”, leaving us far away. It will inevitably change the regional landscape geo-strategically. The USA clearly defines China as a strategic competitor, which represent Sino-US relations will not go back to the past. The traditional counterbalance strategy applied by Singapore works more difficultly when China intends to be stronger politically in the region. Economically and politically, there are no reasons for Singapore not to show positive support for the BRI. However, the BRI essentially provides a warning message that Singapore should explore a more practical and realistic strategy for not being constrained by China's geo-economic strategy. Singapore's picking side and its increasing military budget, China's assertiveness and the changing Sino-US relations imply the looming fragilities to bilateral relations.Originality/valueThe relations between China and Singapore were once exampled as good bilateral relations in the region: stable and promising. However, China and Singapore relations also ran into bumps from time to time over the years. We usually believe it is because of the peculiarity of Singapore's China policy. However, we should not neglect the dynamic regional balance of power and the changing Sino-US relations after the BRI was proposed. To fill this research gap, this paper will review the factors of stabilizers and the factors that bring fragility to bilateral relations between China and Singapore. The paper also argues that it is time for Beijing to make reflections on whether Beijing proposed BRI too early and whether Beijing over addressed on the magnificence and ambitions of the BRI.

Generally, this study delved on the performance of Teacher Education Institutions in state universities and colleges of Region IV-B in relation to their Level II accreditation status. The levels of performance of Teacher Education Institutions were seen in terms of the following indicators: 1) faculty with specific provisions in teaching performance and professional development; 2) curriculum and instruction with specific provisions in board examination performance and admission-graduation ratio; 3) research outputs; and 4) extension services. Descriptive and documentary analysis types of research were adopted. Data extracted from the Agency Performance Rating (APR) instrument which is basically the measurement the tool for Normative Financing Scheme of DBM, the SUC Leveling instrument of CHED, the National Budget Circular (NBC) No. 461-Qualitative Common Evaluation (QCE) instrument, the Performance Evaluation System (PES) of the Civil Service Commission and the AACCUP Survey Instrument were used. As an offshoot of the study, a sustainable accreditation plan was proposed. The respondents of the study were the Teacher Education Institutions in the main campus of six state universities and colleges in Region IV-B offering Bachelor of Elementary Education and Bachelor of Secondary Education during the SY 2011-2012. Generally, the findings revealed that the level of performance as perceived by the SUC-TEIs under study and based from the ratings of AACCUP varies in different descriptions. Comparative analysis showed that board examination performance and admission-graduation ratio got statistically similar ratings from the two evaluation systems and that their assessments as far as academic performance is concerned are the same on the aforementioned areas. However, a significant difference was reflected on the areas of teaching performance, professional development and extension Services and highly significant difference on research as perceived by the SUC-TEIs and AACCUP. Documents supplemental to the data elucidated that the six TEIs of state universities and colleges in Region IV-B have common strengths and limitations in the four major (4) areas of accreditation. Conclusions were drawn out of the findings and strengthened the concept that despite gaining level II accreditation status, there were some areas that need considerable improvement in performing the academic functions of Teacher Education Institutions to achieve institutional effectiveness. An overview of the general result showed that several items have no significant difference between the perception made by SUC-TEIs respondents under study and the accreditation ratings by AACCUP concluding, therefore, that the two groups of organization had almost the same analysis as to the effectiveness of academic performance of these six TEIs. Common limitations were identified in almost all Teacher Education Institutions. For these reasons, it was recommended that faculty members of each college/dept should sustain a strong academic focus and further strengthen capabilities in research and extension. Re-evaluation of the areas with low performance was also suggested for possible interventions that can be resulted to an effective and efficient delivery of services to stakeholders. Other areas that did not contribute significant effects to the performance of the College/Department of Education should be given emphasis and attention by the school administration in preparation for the next higher level of accreditation. Finally, adoption of the proposed sustainable accreditation plan for the University/College and replication of this study among other SUCs located in other regions or maybe used by other programs are advocated.

Abstract This chapter discusses 1933 as a pivotal year for British cinema. This period saw Britain slipping back to cinematic subservience to America, as low-budget quota quickies proliferated and Hollywood stepped up its own production line of ‘British’ films. The chapter then looks at the cinema of Alfred Hitchcock, considering his partnership with producer Michael Balcon, who launched his directing career so astutely. Another significant event of 1933 is the expansion of John Grierson’s documentary unit, increasing its scope and influence. The chapter examines films such as Alexander Korda’s The Private Life of Henry VIII, Noel Coward’s Cavalcade, and Balcon’s The Good Companions.

Some of Burnett’s most characteristic and impressive work has taken the form of completely independent, very low budget short films that he has written, directed, photographed, and edited. These films return him to his beginnings as a sort of guerilla filmmaker who works in the streets. This chapter gives three examples: When It Rains (1995), a jazz fable about a neighborhood griot who tries to keep a mother and daughter from being evicted; The Final Insult (1997), an experimental mixture of documentary and fiction concerning homelessness in Los Angeles; and Quiet As Kept, a darkly comic film about a black family that has been displaced by Hurricane Katrina. The chapter ends with a comment on Burnett’s work in progress and his continuing importance for us today.
