Guided and influenced by a famous follow-up study in criminology focused on desistance from crime, this dissertation studies desistance from crime, homelessness, and substance abuse. In the early 1990s, The New Orleans Homeless Substance Abusers Project (NOHSAP) was founded as an experiment funded by the National Institute on Alcohol Abuse and Alcoholism (NIAAA) to uncover optimal treatment strategies for homeless alcoholics and drug addicts. The program ran for three years (1991-1993) and in those years, 670 homeless New Orleans men and women were admitted into treatment. Some of the original clients were followed for as long as 18 months, but none of them had been re-contacted since the mid-1990s. This dissertation involves finding these individuals and re-interviewing them, to discover what life trajectories they have taken some 17-19 years later. Guided by social bonding theory, this project shows what baseline factors and conditions explain variability in life outcomes. The methodology for this study consists of three main parts: 1) a quantitative analysis of mortality data; 2) a historical analysis of criminal histories and 3) in-depth interviews. Nested logistic regression models explained differences among those who have died (n = 91) and those still living. The same method was used to explain differences among those currently incarcerated (n = 56). Follow-up interviews were conducted with 32 individuals in a variety of settings including at their homes and in prisons. Findings from the quantitative results show that social bonding theory seems to be a weak explanation scheme among this population. Results from the qualitative data, however, are contrary and show social bonds to be crucial in the desistance process. Like Laub and Sampson's study, marriage and employment were strong predictors of desistance. Individuals interviewed tended to be sober, but disaffiliated with twelve-step meetings.; Other themes from the interviews involve presentation of self, the importance of religion, and a process of aging out of crime. Policy implications from these results focus on the importance of choosing a good life partner, the reduction of alcohol and drug use among abusers, and emphasizing stable employment.

Abstract High stakes testing is popularly examined in educational research, but contemporary analyses tend to reflect a qualitative or quantitative research design (e.g., Au, 2007; Cochran-Smith & Lytle, 2006; Gamble, 2010). Exhaustive debate over the relative success or failure of high stakes testing is often framed between competing visions of epistemological constructs, and the historical foundations of high stakes testing policies are rarely explored. The origins of high stakes testing can be traced to local school reform efforts in states like Louisiana, and investigating the roots of high stakes testing at the state level contextualizes the national debate on student assessment in research and scholarship. Using historical research methods, this project details the local campaign to implement the Louisiana Educational Assessment Program (LEAP) as Louisiana’s comprehensive high stakes testing program. Enacted under state law in 1986, the LEAP is a series of K-12 student assessments aligned to prescriptive state standards. The LEAP is among the nation’s longest comprehensive high stakes testing programs and is the centerpiece to Louisiana’s school accountability system. The narrative of its development offers critical insight into the overarching rationales for high stakes testing that continue to drive accountability policies throughout the country. This study interweaves sociological and political history into a singular chronological record of the LEAP. Historical research methodology informs this study by establishing the basis for data collection and analysis. Historical research method is the systematic collection and evaluation of primary source data in order to determine trends, causes, or effects of past events (Gay, 1996; Lucey, 1984). Methods used in this research investigation include document analysis and oral history interviews. Multiple data sources are used to gain a thorough understanding of the historical context surrounding the implementation of the LEAP. The LEAP functions as both a student assessment program and policy of school accountability, and the story of its development is an important narrative within the field of high stakes testing research and scholarship.

This paper comes from 180 hours of internship with the New Orleans Film Festival in Orleans Parish, New Orleans, Louisiana. During those hours of involvement with this organization, I focused on the competitive division of the festival that was then known as Cinema 16. In the course of events, questions arose concerning the issue of board involvement in the Cinema 16 jury process and the board's administrative responsibilities. As it is with all human enterprise, there also is a continuously evolving attempt to improve methods. In the NOFF's case there is an attempt to improve the judging of the entries. What should be the board's role in that process? Cinema 16 should breathe life into the creative aspirations of fledgling filmmaker's near and far. Does the New Orleans Fum Festival do all it can to make this a reality by vigorously marketing the selected films? Memberships became a focus when the disparity between the number of members in prior years and the number in 2001 appeared large. There were approximately 350 memberships in August of 2001, compared to 600 in 1999. There appeared to be a direct correlation between the number of memberships and mail-outs to the public. What other methods could be utilized to increase their numbers? Information is power. Answers to such questions would put the festival in the position of being proactive by giving them opportunity to further fulfill their mission as well as the capability to bring in more funds to continue their work. Time was given to exploring a university population as a viable market for new memberships. The staff shed light on the need for more services to offer prospective members. These major issues served to fulfill the purpose of the internship by opening up opportunities for experience in a nonprofit arts organization. The experience in its entirety brought to light the film festival's impact on the concept that film is a credible art form celebrated by individuals everywhere. This paper should highlight the importance of the various processes, not only in giving that organization credibility but also in aiding it in making the impact it wishes to on its immediate and global community.

Research shows that the quality of this care is of high importance in a child's development, both in the short-term and the long-term. States have used a variety of policy tools to regulate child care and to attempt to improve the quality of care. Louisiana has recently implemented a new policy called the Quality Rating System. Directors of centers in Orleans Parish, Louisiana, were interviewed to determine the impact of participation in QRS. Centers are struggling to meet the requirements and feel that changes need to be made for the program to have a better outcome.

The organization is housed in two galleries in the French Quarter in New Orleans, Louisiana, although its clientele is international, including museums, foundations and private collectors. The Intern acted in the role of researcher, responsible for the researching and documentation of the existing and newly arriving inventory at the Gallery. This report examines the methods by which the Intern approached her duties in regards to issues discussed within the Arts Administration curriculum. The writer will make parallels between the issues faced by the non-profit and for-profit arts sectors, as well as between contemporary and fine arts organizations.

Cookbooks have a unique ability to record women.s history, both private and public. Cookbooks transmit not only instructions for preparing specific dishes, but also the values of class, race and gender of the times and places in which they are created. This study will focus on several such cookbooks produced by Louisiana women in the mid-twentieth century, from the 1930s to the 1970s. Different though these works are, they collectively demonstrate that the best cookbook authors are purveyors not only of recipes, but also of class values, ethnic relations and folklore, and gender models that one generation of women endeavors to transmit to the next. Most important, this study will argue that these cookbooks provide a rich and penetrating insight into the class structure in rural Louisiana, race and accomplishment in an era of segregation, and the role of gender in domestic and professional occupation.

This thesis is about the self-identity of antebellum New Orleans's free people of color. The emphasis of this work is that French culture, mixed Gallic and African ancestry, and freedom from slavery served as the three keys to the identity of this class of people. Taken together, these three factors separated the free people of color from the other major groups residing in New Orleans - Anglo-Americans, white Creoles and black slaves. The introduction provides an overview of the topic and states the need for this study. Chapter 1 provides a look at New Orleans from the perspective of the free people of color. Chapter 2 investigates the slaveownership of these people. Chapter 3 examines the published literature of the free people of color. The conclusion summarizes the significance found in the preceding three chapters and puts their findings into a broader interpretive framework.

This paper discusses an internship experience at the Audubon Institute, a not-for-profit organization located in New Orleans, Louisiana. The Audubon Institute oversees the management of several facilities dedicated to the cultivation and awareness of nature. The primary focus of the internship was development and fund raising. As intern the author was given the responsibility for several special projects, the purpose of which was to assist the Vice-president for Development with improving the operations of the department. In addition, the intern assisted with the ongoing activities of the department, including grant writing and special events planning. Special projects included a feasibility study for developing a new membership category for an out-of-state market, obtaining bids on an electronic screening service for the department's database, and financial studies of 2 major fund raising events. In addition, recommendations were made regarding the improvement of Development's donor research process. The primary impact of the intern's time upon the Audubon Institute was to provide a resource for analyzing Development Department plans and events in order to assist in future decision making. The results of all research and analyses are included in the Appendix.

This thesis traces the evolution of Holocaust commemoration and memorialization in New Orleans, Louisiana. It situates Holocaust commemoration in New Orleans into a national context and explains that Holocaust remembrance in the early decades after WWII was largely regulated to the small survivor community that developed in the city. It locates the political career of white supremacist and Holocaust denier David Duke in the late 1980s and early 1990s as a defining catalyst for a shift in Holocaust remembrance in the city. It shows that while Holocaust commemoration was present in the city pre-Duke, it was not as prevalent after Duke?s successful election to the House of Representatives in 1989. The New Orleans Jewish community not only used Holocaust commemoration as a response to Duke?s racist and anti-Semitic ideology, but also expanded commemoration to include pedagogical initiatives and memorialization. This thesis further explores these efforts to explain that Holocaust commemoration and memorialization was used to both remember the Holocaust and address larger issues of racism and intolerance in order to incorporate a broader demographic into commemorative events. It aims to illuminate Jewish commemorative culture in New Orleans that has not been fully investigated, evaluate Holocaust memorialization in New Orleans and situate it in a broader national context in order to explore its unique aspects, and finally, it seeks to add to our understanding of how collective memory develops amongst diverse groups.

This thesis examines illegal gambling in New Orleans and surrounding parishes in the 1920s. It will focus on a series of raids mounted by the Louisiana National Guard to end illegal gambling in both St. Bernard and Jefferson Parishes in August and November of 1928 and again in February of 1929. Corrupt leadership and public toleration allowed gambling houses in both St. Bernard and Jefferson parishes to operate openly for nearly an entire decade. Pressure from economic, religious and civic organizations within the city of New Orleans forced newly elected Governor Huey P. Long to take swift action in the fight to end gambling in Jefferson and St. Bernard Parishes.

Following Hurricane Katrina in 2005, numerous groups emerged to address recovery related needs in Orleans and St. Bernard Parishes. The phenomenon of emergent groups is widely noted in the disaster literature, but there has been little empirical research focusing on these groups. And, the existing literature discusses emergent groups primarily in the context of response. This study sought to explore the factors related to formation of emergent recovery groups (ERGs) and allow ERGs to have an extended lifespan. Data was gathered through in-depth interviews with founders of twenty ERGs that formed to work in Orleans and St. Bernard Parishes. It was found that the factors related to group formation were the same factors that contributed to the continued existence of the ERG including post-event community situational context, unmet needs, a group driver/leader, ability to network, level of integration, and resources.

When a group of Ursuline nuns arrived in New Orleans from Rouen in 1727 it significantly changed the sacred musical landscape in the Louisiana Territory of New France. The women brought with them their commitment to education, a tradition of using music in their worship, and music similar to that performed in the Chapelle Royale of Louis XIV. Before 1727 the practice of sacred music in New Orleans was practical and simple, established by Capuchin priests in 1725 with the construction of a school and a makeshift church. The construction of the Ursulines' own permanent building in 1734 allowed the nuns to further emphasize their commitment to education through music. After the Ursulines arrived in New Orleans, the first French settlers were from wealthy and noble families that had a need and yearning for homeland familiarity and culture. In 1730 the Ursulines solidified their educational mission in New Orleans by establishing a lay confraternity with a group of French women colonists that secured a bridge of continuity between the nuns, the religious culture of France, and the members of the colony. In 1754 the sisters were given a manuscript entitled Nouvelles Poésies spirituelles et morales, copied in Paris in 1736. Now known as the Ursuline Manuscript, the collection contains music by composers active in the reign of Louis XIV. It is not known if the manuscript was prepared specifically for the nuns, but by examining the music in this manuscript--which contains well-known instrumental works turned into sacred vocal parodies--I will demonstrate that regardless of the copyist's intention, the music in the manuscript filled a need for such a document given the physical and cultural landscape in which the collection found itself. I will also discuss the importance of the manuscript and its place in the study of music history in North America, including a comparison between French and other European musical practices that were maintained in the New World in the eighteenth and early nineteenth centuries.

William C. C. Claiborne found himself a stranger in a strange land. Almost more a colonial governor of a European power rather than an American statesman, Claiborne grappled with maintaining a militia force for the Territory of Orleans, now the present day state of Louisiana. He built upon the volunteer companies he found within the city of New Orleans, but had little success molding the entire militia into an effective, efficient military force. Claiborne, hoping to use the fear generated by the January 1811 slave revolt to spur militia reform, maintained an active correspondence with the state's legislators, the area's military commanders, the members of the Louisiana congressional delegation, and even the President of the United States for assistance with militia matters. Ultimately, Claiborne failed and the British attack on New Orleans in 1814/1815 made the matter of reform academic.

The uniqueness of Samuel Wilson, Jr.’s (born 1911) career is studied in terms of practicing architect, scholar, and civic leader. The author was motived by the void in architectural literature about the people who have saved our architectural heritage. The introduction explains the purpose of the dissertation to determine, analyse, and interpret Wilson’s contributions, beginning in 1934. The search began with oral histories taken from Wilson and some of his peers. Archival research was conducted in the Tulane University Library and The Historic New Orleans Collection. Chapter 1 gives biographical information on Wilson, and background on New Orleans and the Vieux Carré (French Quarter) in the 1920s when Wilson entered Tulane University (1927). Nathaniel Cortlandt Curtis [Sr.], Moise Goldstein, and Richard Koch, the trio of architects who influenced Wilson, are introduced. Chapter 2 is devoted to the experiences that moved Wilson in the direction of historic buildings, the Historic American Buildings Survey (1934) and a scholarship to Europe (1938). Chapter 3 presents Wilson’s mentor, Richard Koch, a pioneer in adaptive reuse and new design in an historic environment. Wilson carried his mentor’s concepts further and into the realm of scholarly pursuit. Along with publishing and teaching, Wilson was a driving force in the institutionalization of preservation in New Orleans. His election as founding president of Louisiana Landmarks Society (1950) is the beginning of his leadership role for the next twenty years. Chapter 4 deals with Wilson’s projects in the post World War II era of new construction in the Vieux Carré and central city, and how he guided change by the use of historicism. Chapter 5 discusses, through Wilson’s projects, the critical preservation issues of the 1950s and 1960s. It was an era of problem solving without precedent guidelines. Chapter 6 summarizes Wilson’s contributions from his field accomplishments and the creation of a new body of knowledge to his activities in national preservation policy. The appendixes form a catalog of Wilson’s work: historic projects; literary works; drawings; TV programs, audio and audio—visual recordings; honors and awards; translation of a specification for a colonial horse-and-wind mill; and four walking tours. There are 154 illustrations.

During September through December 1994 I completed an internship with Christmas in October, an organization that uses volunteers and donated cash and supplies to paint and repair the homes of low-income elderly and/or handicapped homeowners in New Orleans. CIO is a program of the Preservation Resource Center of New Orleans, a historic preservation organization dedicated to promoting and preserving the architecture and neighborhoods of New Orleans. I performed a variety of jobs for Christmas in October including assisting with the daily operation of the office and warehouse, working on promotion and public relations, shooting photographs, and writing a plan for CIO's 1995 promotional campaign. This report discusses my experiences while I worked with the CIO staff and volunteers, discusses some managerial problems that I encountered and makes recommendations for their improvement. I also discuss my short and long-term contributions to the organization.

From May 28, 2002 to August 20, 2002, I served as an intern in the collections department at The National D-Day Museum in New Orleans, Louisiana. The National D-Day Museum (NDDM) is a 501(c) (3) history museum that specializes in the amphibious invasions of World War II. The institute is very new, opening in 2000, and has experienced an unpredictable amount of success and acclaim. This rapid success and growth has created unique challenges for the organization as it tries to develop. The following paper is broken into five chapters and a conclusion. Chapter 1 is an introduction to NDDM, including its history, mission, organizational structure, funding and programs. Chapter 2 is a description on my internship that includes tasks and responsibilities. Traditional grey infrastructure in New Orleans, Louisiana has become increasingly less efficient and adaptable to changing flood risks in the face of climate change and increasing development of flood-prone areas. City planners and decision-makers are beginning to use integrated flood risk management as a tool to increase community flood resiliency, however inequalities between communities’ representation still exist. The extent and methods of community participation within the decision-making of flood risk management requires more research. Thus, this study aims to examine methods of community participation within three city plans and to investigate if they are procedurally just for socially vulnerable populations. Based on existing research regarding city planning, this study will attempt to answer the following question: how are socially vulnerable populations being incorporated into the flood risk management decision-making of New Orleans’ city plans? Social vulnerability, in this context, is defined as the attributes of individuals or communities that create challenges in preparation for, protection from, and restoration from flood events.  In-depth content analyses of three New Orleans city plans involving flood risk mitigation were accomplished using coding an grouping related to the study’s research aim. This method was combined with conducting semi-structured interviews of key individuals involved in the analyzed city plans. This study shows the implications of incorporating socially vulnerable populations into community participation within flood risk planning in New Orleans. While it seems that there is an increased use and awareness of community participation methods within flood risk management planning in New Orleans, procedurally just methods and socially vulnerable populations’ engagement are lacking and left unassessed. Further research is needed to establish greater legitimacy of the importance for city government to prevent further marginalization of communities that are unequally engaging with flood risk planning.

During September through December 1989, I successfully completed an internship in the Performing Arts Department at the Contemporary Arts Center (CAC) in New Orleans, Louisiana. Ms. Elena Ronquillo, Director of Performing Arts at the CAC, acted as my on-site supervisor. She has held this position since August 1988 when the administrative structure of the CAC was reorganized. Previously, she has held the position of Coordinator of the Interdisciplinary/New Genres Department. The Performing Arts Department of the CAC incorporates Theatre, Music and Interdisciplinary Performance. My position as an intern in the Performing Arts Department included the following; 1) interim assistant to Ms. Ronquillo; 2) production coordinator for a major Interdisciplinary Performance, Rachel's Brain by Rachel Rosenthal; 3) pre-production coordinator for a major Theatre production, Brilliant Traces. This report discusses my experiences while I worked with the CAC administration, including specific challenges encountered while I performed assigned duties and tasks in the Performing Arts Department. Recommendations for improvement of specific problems I encountered are discussed. Finally, I discussed my contributions as an intern to the administrative and production aspects of the CAC's Performing Arts Department.

Using portraiture methodology and social practice theory, this study examined the identity work of young people engaged in a teen arts internship program at a contemporary arts center in post-Katrina New Orleans. This research asked four interrelated questions. Through the lens of a teen arts internship at a contemporary arts center in post-Katrina New Orleans, 1) How do contextual figured worlds influence artist identity work? 2) How does artist identity work manifest through personal narratives? 3) How does artist identity work manifest in activities? 4) What are the consequences of artist identity work? The findings of the study highlight how sociocultural factors influence dis/identification with the visual arts in young people and provoke considerations of in/equity in the arts.

The Irish in New Orleans have been a notoriously understudied group. With the third largest Irish population in the country by 1860, New Orleans is crucial when trying to understand the Irish immigrant experience. Viewing the Irish from the public perspective, this study explores the Daily Picayune, New Orleans' largest newspaper, from its inception in 1837 to 1857, to decipher the city's attitudes towards the Irish. Jokes in particular are explored, their function being multifaceted. First, jokes grouped Irish women into three types in an effort to maintain control of a large and unfamiliar group of white women who did not fit into the preexisting framework for southern ladies. Second, jokes emasculated Irish men by accusing them of having insufficient qualities to become gentlemen. By doing this, jokes were able to release social tensions, become non-physical confrontations, and create lasting stereotypes about Irish immigrants.

Across the United States, efforts are being made to document African American history and its contribution to the development of this country. At all levels of government and through individual research, attempts are being made to recognize and pay tribute to the role of the Black American. These efforts involve documenting the architectural, cultural, historical, scientific, and social contributions. In New Orleans, the Black American played a major role in the development of the city. For most of the 20th century, African Americans have been the majority of the population. However, little has been done to document their rich architectural and cultural contributions. This thesis involves original research on the architectural, cultural and historic significance of the properties in the Sugar Hill neighborhood of New Orleans. This research will be used to determine if this neighborhood meets the National Park Service's criteria to be recognized as a National Register District. This study analyzes the development of the student protest movement at Loyola University New Orleans from1964 to 1971. It focuses on student protests against racial discrimination and the Vietnam War, student agitation for greater freedom on campus, and battles that Loyola's faculty had with the university administration. This study argues that Loyola's student protesters were acting as Catholics against situations they believed were immoral and unjust. In this sense, they were ahead of the Jesuit clergy at Loyola, who took action only after student protest on those issues. Indeed, student protest filled a void of moral leadership that the Jesuit administration at Loyola failed to provide. Moreover, in the areas of student participation in university governance, changes in curriculum and university restrictions, and student rights and freedoms, the student protesters joined with Catholic commentators who advocated for major changes at the country's Catholic universities.

The influx of immigrant Sicilians into southeastern Louisiana in the nineteenth century resulted in a parallel rise of the French Quarter as a culinary destination. Through an analysis of menus, recipe books, city directories, newspapers and census rolls, this work maps the growing influence of Sicilian farmers, vendors, and restaurateurs on New Orleans foodways. The often-overlooked community of Sicilians already living in the city in the early nineteenth century set the stage for the mass migration from Sicily to New Orleans later in the century, when Sicilians gained control of the produce food market in southeast Louisiana. A comparison of local cookbooks and recipes from before the mass arrival of the Sicilians with those created after Sicilians began to dominate agricultural production in Louisiana reveals a subtle shift in the use of ingredients, as local cooks incorporated into local dishes the produce made available by Sicilian farmers and vendors.

The Great Migration is the largest self-initiated movement of Black Americans in United States history. By leaving behind the rural areas which were familiar but offered little or no opportunities for advancement out of poverty and journeying to major urban centers, Blacks were able to exercise their individual and collective agency. Many thousands of Black Southerners chose to remain below the Mason-Dixon line: the populations of Atlanta, Houston, and New Orleans swelled during the 1910s and through the 1930s, due largely to an influx of Blacks from other areas of the South. These stories often get lost among the millions of other records about migration to the North. New Orleans offered an enticing compromise between remaining in rural poverty and relocating thousands of miles from home: Black Louisianans could stay relatively close to loved ones while gaining new opportunities for employment and economic stability. Furthermore, the city’s vibrancy and reputation for Black solidarity and community support helped draw those who sought to escape the race-based violence of the Jim Crow countryside. Lastly, New Orleans’ Black neighborhoods had always been and continued to act as hotbeds of cultural evolution, and in areas such as the Tremé and Central City, it was easy to find others who shared similar backgrounds and values. Louisiana’s Great Migration helped stimulate Black culture within New Orleans and across the nation.

This thesis examines the issue of Texas annexation from the viewpoints of two southern cities: Richmond, Virginia, and New Orleans, Louisiana. It looks primarily at four major newspapers, two in each city: the Richmond Enquirer and the Richmond Whig; and the New Orleans Times-Picayune and the New Orleans Whig. These four newspapers were examined thoroughly from January 1844 to July 1845. In addition to the above newspapers, the Congressional Globe and national voting patterns on Texas annexation were examined. Analysis of the editorial articles in the above newspapers offers the best possibility of understanding public sentiment toward Texas annexation and the presidential election of 1844. The evidence examined in this study indicates that Texas annexation became a decisive issue in the presidential election of 1844. It also shows that, although the press and elements within both Democratic and Whig parties were aware that the slavery question was intricately linked to the Texas annexation issue, slavery and sectional politics were not the primary factors influencing annexation. Ultimately, fundamental concerns regarding western expansion in general, especially for the Whigs, and political party loyalty proved the decisive factors in the presidential election of 1844 and Texas annexation. The evidence gathered in this study indicates that Texas annexation deliberately became an issue in the presidential election by the Democratic party. It also shows that although consideration was given to the slavery question by elements of both the Whig and Democratic parties, sectional politics did not enter into play concerning the annexation of Texas.

While trade relations between French colonists and indigenous peoples in New Orleans are well documented, there have been few in depth studies utilizing archaeological sites in the city to illuminate the ways in which such relations shaped the day to day lives of the peoples involved. This work has attempted to elucidate trade practices between these groups by utilizing archaeological data uncovered at 810 Royal Street during excavations from 2015 through 2018. A collection of hand-built ceramics typically associated with indigenous peoples found in French colonial contexts on the site may help explicate the nature of trade occurring within the city and the ways in which this trade was reflective of larger patterns of urban colonial adaptation and creolization. This work seeks to illuminate the motivations behind such trade and the ways in which economic motives and individual self-interests drove colonists to undermine the original French designs for the city.

During the past century, lawyers in New Orleans created a number of organizations to provide legal services for the poor, as lawyers did throughout the country. Most of those organizations provided routine service directly to individual clients and received quiet acceptance within the city and the state. However, more aggressive lawyers in other legal services offices engaged in law reform or challenged politically powerful interests. These offices found themselves embroiled in controversy and facing impediments that were placed in the way of their work. This dissertation introduces nonprofit legal services in New Orleans, but focuses on and investigates the experiences of four organizations – the New Orleans Legal Assistance Corporation, the Tulane Environmental Law Clinic, the Louisiana Capital Assistance Center, and the Advocacy Center – that were involved in controversies. This investigation differs from most prior studies of legal assistance in several ways. First, it discusses a variety of local legal service organizations rather than concentrating on the legal aid movement of the first half of the twentieth century, or the later Legal Services Program and its successor Legal Services Corporation. Secondly, it provides detailed discussion of several New Orleans legal services, which had previously been limited to scrutiny of the Tulane Environmental Law Clinic. Most importantly, it goes beyond description to provide causal explanation for the controversies by reference to social structure, and the social mechanisms and social processes at work. The dissertation presents access to law by the poor as being a form of "largesse" or charity or gift, which is granted when it is convenient for the powerful, but withheld when it is inconvenient for the powerful. From this perspective, the controversies resulted from the opposing interests of the two major social classes in modern capitalist society, with the politically powerful objecting to certain legal victories or gains achieved by the poor. In addition to the New Orleans cases, the dissertation refers to other legal services offices throughout the country that experienced similar problems. This demonstrates that the underlying issues are not limited to the city of New Orleans or the state of Louisiana, but are national in scope.

The following thesis examines the development of the Louisiana Superdome from a concept that created division amongst the people of Louisiana, including those in the New Orleans metropolitan area, to a facility that would serve as, "a symbol of our recovery". This thesis begins with the fanfare and euphoria from the reopening of the Superdome in September 2006 following millions of dollars worth of damage from Hurricane Katrina and from those using it as a "shelter of last resort". It then introduces some of the major players in the Superdome's development from a divisive concept into a symbol of the community. This thesis examines the factors in the evolution of the meaning of the Superdome for those in the surrounding communities. The factors include political ideology, economic conditions, race relations, and entertainment.

Visitors to Antebellum New Orleans rarely failed to comment on the highly visible population of free persons of color, particularly the women. Light, but not white, the women who collectively became known as Quadroons enjoyed a degree of affluence and liberty largely unknown outside of Southeastern Louisiana. The Quadroons of New Orleans, however, suffered from neglect and misrepresentation in nineteenth and twentieth-century accounts. Historians of slavery and southern black women, for example, have written at length on the sexual experiences of black women and white men. Most of the research, however, centers on the institutionalized rape, victimization, and exploitation of black women at the hands of white males. Even late into the twentieth century, scholars largely failed to distinguish the experiences of free women of color from those of enslaved women with little nuance in regard to economic, educational, and cultural differences. All women of color -- whether free or enslaved -- continued to be viewed through the lens of slavery. Studies that examine free women of color were rare and those focusing exclusively on them alone were virtually nonexistent. As a result, the actual experiences of free women of color in the Gulf States passed unnoticed for generations. In the event that the Quadroons of New Orleans were mentioned at all, it was normally within the context of the mythologized balls or in scandalous tales where they played the role of mistress to white men, subsequently resulting in a one dimensional character that lived expressly for the enjoyment of white males. Due to the relative silence of their own voices, approaching the topic of New Orleans’ Quadroons at length is difficult at best. But by placing these women within a wider pan-Atlantic framework and using extant legal records, the various African, Caribbean, French, and Spanish cultural threads emerge that contributed to the colorful cultural tapestry of Antebellum New Orleans. These influences enabled such practices as placage and by extension, the development of an intellectual, wealthy, vibrant Creole community of color headed by women.

This ethnohistorical work investigates plaçage through the case of Eulalie de Mandeville, a free woman of color and both the daughter of Pierre de Marigny de Mandeville, one of the largest land owners in New Orleans, and the sister of Bernard Marigny, land owner and founder of the Faubourg Marigny, a historic neighborhood in New Orleans. Eulalie's connection to the de Marigny de Mandeville family led to gifts of money and real estate from Pierre, Bernard, and her grandmother, Madame de Mandeville. She used these gifts to not only secure financing for a successful retail business, but also to finance her plaçage partner's loan brokerage business and to become one of the wealthiest women in New Orleans. Eulalie's case helps create a context for the free woman of color that challenges the images presented in much of the literature to date, bringing her down from the heights of romanticism into the realm of reality. This is her story.

In the last twenty years, recent scholarship has opened up fresh inquiry into several aspects of New Orleans society during the late nineteenth century. Much work has been done to reassess the political and cultural involvement, as well as perspective of, the black Creoles of the city; the successful reordering of society under the direction of the Anglo-Protestant elite; and the evolution of New Orleans's social conditions and cultural institutions during the period initiating Jim Crow segregation. Further exploration, however, is necessary to make connections between each of these avenues of study. This thesis relies on a variety of secondary sources, primary legal documents, and contemporary newspaper articles and publications, to provide connections between the above topics, giving each greater context and allowing for the exploration of several themes. These include the direction of black Creole public ambition after the end of that community's last civil rights crusade, the effects of Democratic Party strategy and the Lost Cause of the Confederacy movement on younger generations of white residents, and the effects of changing social expectations and increasing segregation on the city's diverse ethnic immigrant community. In doing so, this thesis will contribute to enhancing the current understanding of New Orleans's complex and changing social order, as well as provide future researchers with a broad based work which will effectively introduce the exploration of a variety of key topics and serve as a bridge to connect them with specific lines of inquiry while highlighting the above themes in order to make new connections between various facets of the city's troubled racial history.

Louisiana's unique social and cultural history with its three-tiered racial system (rather than the biracial system that governed much of the United States) left the region and the history of its black inhabitants, outside of familiar narratives of United States black history. Marcus B. Christian, the self-trained intellectual, sought to research, and make public, the history of blacks in Louisiana. His career demonstrates the importance of training, economic status, and geographical focus in the production of African American history. Many of the stories he told, through writing and research, retrieved the largely forgotten history of Creoles of color. In fact, his own story was an extension of the black intellectual traditions of that Creole population. Even as his work revealed black Louisiana's unique culture, it also served as the foundation for Christian's own intellectual legacy, one with both material and intellectual dimensions.

Prior to the streetcar lines being electrified in the late 1800s, equines pulled the cars. The quadrupeds that pulled the horsecars in New Orleans, Louisiana, were area specific: New Orleans had mules, not horses. The mule in the South is typically associated with the rural South; however, in nineteenth century urban New Orleans the mule played an integral part in daily commerce and society. New Orleanians admiration for the animals turned into concern when the rigors of work became apparent to the public, as mules suffered from the abuses of drivers, the seedy practices of street railway companies, malnutrition, and exhaustion. As a direct result, the Louisiana Society for the Prevention of Cruelty to Animals was established and many New Orleanians took to defending the voiceless laborers. ABSTRACT This thesis is concerned with the question of how America’s citizen soldiers are remembered and how their services can be interpreted through monuments and memorials. The paper discusses the concept of memory and the functions of memorialization. It explores whether and how monuments and memorials portray the difficulties, hardships, horror, costs, and consequences of armed combat. The political motivations behind the design, formation and establishment of the edifices are also probed. The paper considers the Vietnam War monuments and memorials erected by Americans and Vietnam expatriates in New Orleans, Louisiana, and examines their illustrative and educational usefulness. Results reflect that although political benefits accrued from the realization of the memorial structures in question, far more important, palliative and meaningful motives brought about their construction. They also demonstrate that, when understood, monuments and memorials can be historically useful.

Mardi Gras draws millions of tourists to New Orleans yearly, contributing to the economy of the city. Visitors soon discover the thrill of catching "throws" tossed to paradegoers by members of parade organizations' riding floats. For tourists and locals alike, throws become the cultural currency of New Orleans during Carnival. Beads, doubloons, coconuts, cups and other throws develop an inherent value, enticing crowds. People esteem throws enough to compete for them, with varying levels of intensity, along parade routes and on the streets of the French Quarter. The purchase of throws by Carnival krewes also brings revenue into New Orleans. Scholars have written many studies on Mardi Gras, including studies on individual organizations, tourism and economy. However, no study examines the history of Mardi Gras throws. This thesis seeks to fill that void, and establishes an earlier date for the first time beads were thrown from floats.

This work is a study of a community of Croatian immigrants to Southeast Louisiana in the twentieth century. Drawn from a multidisciplinary approach that included spatial analysis of settlement patterns, quantitative analysis of seafood industry data, the records of voluntary associations, and guided by the oral histories of men and women of Croatia who immigrated to Louisiana, this work reveals a community that has managed to maintain close ties despite its distribution both in urban New Orleans and rural coastal Louisiana through links created by and supportive of the state’s seafood and restaurant industries. The study points out how the custom of returning to Croatia for marriage and the retention of property in Croatia helped the group maintain links with its national and cultural origins in ways not always seen with other ethnic groups in America, pointing out the range of the immigrant experience in the United States.

This thesis seeks to show the pattern of red-baiting used in the United States to counter various forms of "subversive" social change. The paper illustrates how the issue of anti-communism was used as a political tool on the national level, and this tactic would trickle down to the state and local level, specifically into the public school systems. Focusing on Orleans Parish public schools, the narrative of red-baiting and anti-communist rhetoric is brought to life through the trials of Fortier High School. This study will chronicle how teachers became the tools of nation-building through state-sponsored "Americanism" programs. Students of Fortier and other high schools in the region were taught that to be American means specifically not to be Communist. This then is a contribution to the continuity of the politics of anti-communism in the United States from the New Deal to the Cold War eras.

Sales prices for the entire city are compared to sales prices in two locally designated historic districts and one control neighborhood. The intent of the paper is to identify the effect that local historic protections have on real property values.
