PurposeTo give a quick and easy approach to library advocacy, with regard to the ongoing needs of keeping in touch with stakeholders due to poor or reducing government funding for public libraries, librarians are in the situation of having to advocate in new and different ways.Design/methodology/approachGiven the state of New York and federal funding, this approach explores the best practices that anyone can apply to approach stakeholders and policy makers for more funding.FindingsFunding for libraries in the USA is often tied to “who” the library knows and this article gives a direct “how to” approach that can be used throughout the local, state or federal lobbying process. Especially in meeting the sophisticated demands of library users, this approach ties funding to patron activities, such as reading, electronic resources and programming.Originality/valueThis snapshot on advocacy can give those in the front lines or new to the advocacy process a way to start thinking in new ways to getting an advocacy action plan in place. A web resource of state activities in the State of New York offers resources on advocacy, specifically targeted to library advocates. Other benefits include developing messages and building coalitions.

The Frick Art Reference Library, founded in 1920 as a research library accessible to the public, grew steadily in holdings and reputation throughout the 20th century. Its special text and image resources now make it ideal for a new era. Projects are underway to transform the Photoarchive into a digital surrogate. Among the aims of the Library’s newly established Center for the History of Collecting in America, as it responds to the changing needs of researchers, is to incorporate new areas for discussion, dialogue and workshops. As a participant in the planning stage of the New York Art Resources Consortium (NYARC), a recently conceived collaborative, the Frick will focus on shared access and delivery, reducing duplication, and further expanding research capabilities for a broader, ever-evolving community of users.

The main theme of 2020 for libraries around the world is organizing the work under the constraints associated with COVID-19, which was confirmed by the results of information searches for articles in the world’s largest databases (Google Scholar, Web of Science, Scopus, etc.), which discuss actual problems of libraries’ activity during this period. Their solution is achieved by developing common approaches to challenges at the global level, sharing best practices and methods of working in a pandemic. The purpose of the article is to present the key reports presented in the cycle of online meetings entitled “Life of the world’s libraries during a pandemic”, organized by the State Public Scientific and Technological Library of the Siberian Branch of Russian Academy of Science (SPSTL SB RAS). The article presents the experience of foreign and Russian libraries: Bibliothèque universitaire des langues et civilisations (France), the Libraries of New York University and Harvard Universities (USA), University of Tartu Library (Estonia), the National Library of the Republic of Turkey, the Scientific Library of the Belarusian National Technical University, Research Library of Tomsk State University and SPSTL SB RAS. The authors showed the activities of libraries to organize the work of employees and service users. As a result, it was determined that libraries choose different ways and methods of working with users, develop innovative services, expand the repertoire of information resources / products, take measures to ensure the safe work of employees, including remotely. It was emphasized that not all types of work could be transferred to a remote mode, and that required quick decisions on the redistribution of functions among employees and the мlaunch of new projects. It is concluded that librarians need to continue learning digital etiquette and gaining new skills and competencies for telecommuting.

In the past, oral history recordings often lay inert and ignored on archival or library shelves. The digital revolution has transformed accessibility to oral histories, primarily by opening digital archives to a variety of users. Nevertheless, many audiences, particularly in rural areas, still do not engage with these digital archives. By incorporating digital oral history content into public programs, however, public historians can involve their audiences in community dialogues that connect past and present and open new avenues for engaging with challenging contemporary issues. This approach employs the dialogue methodology of the International Coalition of Sites of Conscience and has been successfully implemented in rural central New York State. Collecting with the intention of incorporating oral histories into community dialogue programs shifts the focus from static preservation and exhibition to a dynamic model of sharing authority, which directly engages one's local community.

Purpose The purpose of this paper is to quantitatively and qualitatively analyze library marketing research output using select bibliometric indicators with the aim of identifying top-performing countries, subject subthemes, organizations, authors and journals in the area. Design/methodology/approach The present study has examined 520 publications in library marketing, as indexed in Scopus database during 2006–2017. The study has statistically assessed processed publications and citations data into tables in order to ascertain research growth rate trends, global publication output and share, citation impact and distribution of library marketing research by country of publication, international-level collaborating country share of publication, by broad subject areas and preferred media of research communication. The study also provides bibliometric profile of top research organizations and authors in terms of their publications and citation indicators. Findings The body of literature in library marketing research is still very small, highly scattered and has so far registered no growth during the last 12 years, i.e. 2006–2017. Library marketing research is yet to emerge as a popular research area in library and information science. The USA dominates The library marketing research in the world, whereas other top participating countries including India, China, Japan, Canada, etc., are distant cousins. Top research institutions in the area of library marketing across the world include City University of New York, Florida State University, University of Texas at Austin, USA, Loughborough University and University of Sheffield, UK. The major focus of library marketing research was on academic libraries, followed by public libraries and medical libraries. Of late, the use of social media has emerged as an alternative to traditional library marketing techniques. Research limitations/implications The scope of study describing the status of library marketing research is limited to the period 2006–2017. The results of the study should interest researchers in finding solutions to formulating future library strategies and programs for achieving sustainable growth in this area of study. Originality/value The present study in library marketing research should be of interest to researchers in evolving, and formulating theories/best practices/and policies/programs for outreach to current and potential users for promoting library products and services.

The application of UX expertise is beneficial in all the areas and aspects of library services and products. All what a librarian needs is an understanding of those principles and some tools with which to practice them. Geographic Information Systems (GIS) are used by government, researchers and businesses in a wide range of domains including economic development, environmental management, education, health, human services, infrastructure management, and disaster response. Most experts agree that the most expensive part of a GIS program is the creation of spatial data. Some estimate that as much as 80% of the cost of any application is attributable to the expenses of acquiring and geocoding information (Thapa & Bosler, 1992). Often the information needs of different GIS applications overlap and data created by one organization can be used by others. Data sharing can therefore help reduce costs of GIS application development and yield considerable benefits and efficiencies. To achieve this purpose, the State of New York has implemented a GIS Coordination Program which features an Internet-based GIS Clearinghouse operated by the New York State Library (Dawes & Eglene, 1998). In this program, the Library acts as a critical implementer and value-added facilitator of an important new state information policy that has influence over spatial data development, exchange, and use at all levels of government and in the private and not-for-profit sectors. The Clearinghouse provides the conceptual framework and operational platform for a fully functioning data cooperative which is the heart of the New York State GIS Data Sharing Policy. The library-based clearinghouse has become the essential portal to many newly identified information resources. It organizes the data descriptions, provides a publicly available and easy-to-use means of access, promotes sharing, points the way to education and other services, and generally makes possible the vision of a living data resource.

Students are a primary part of any academic library's community of users. However, students' voices are often left out of the conversation when libraries develop policies, services, and resources. One option for libraries which would like to consider students' opinions and needs more closely is the formation of a Student Advisory Group (SAG), a group of students who meet with library staff on a regular basis to discuss and provide advice on library policies, resources and strategies. Academic libraries can use SAGs for assistance with communication, collection development, focus group testing, and more. This article explores the logistics of creating, maintaining and assessing a SAG, along with concrete examples from the SAG at New York University Abu Dhabi (NYUAD). Student Advisory Groups have the potential to enrich any academic library's outreach and community-building efforts, and should be considered as an option by any library looking to become more student-centered.

In academic libraries, the area of data librarianship has introduced several new functions and skills into the librarian toolbox. These include statistical and software support, research data management, data curation, and data and statistical literacy. Fostering data-related collaborations enables librarians to enhance library services, collections, and outreach. In this chapter, we will focus on academic library collaborations with government agencies as case in point. Under the umbrella of open access, local and national governments have started making available the raw data that they collect, in the course of providing public services, for users to conduct their own analysis. This chapter will 1) describe data librarianship in academic libraries; 2) review open government data repositories; 3) outline concerns with open government data, such as metadata and data literacy; and 4) describe collaborative efforts between an academic library and New York City government agencies to address concerns with open government data.

Abstract This paper (part one of two) addresses the investigative efforts of the Center for Automation Technologies (CAT), Rensselaer Polytechnic Institute, into the requirements and processes of the New York State Talking Book and Braille Library (TBBL), and the describes the first several module concepts in the automation system designed to assist the TBBL staff in the processing of “talking books” (books on cassette). Part two discusses the remaining modules, system simulations, and conclusions. The primary purposes for this modular system are 1. To assist the TBBL in meeting increased throughput demands and 2. To reduce work-related injury claims. The modules are designed to work individually (as to allow the possibility of similar libraries in other states purchasing modules as desired), and facilitate incremental implementation toward a complete system (for maximized benefit). In this paper, the modules discussed are the BMC unloader (for which a patent application has been filed), the sorting and singulating module, the case orientation and latch opening module, a possible buffer module, and the automation-assisted rewind and inspection module.

COVID-19 has drastically affected the entire nation. This study involved collecting tweets and analyzing the COVID tweets for August 2020. The aim was to understand whether people have expressed sentiments related to COVID-19 across all the states of the United States and find any correlation between the sentiment tweets and the number of actual cases reported. Around 400000 COVID-19 Twitter data was collected for August 2020 from the primary Twitter database. A simple NLP-based unigram sentiment analyser, a novel approach different from the traditional machine learning approach, was adopted to identify twitter sentiments. The results indicate that tweets related to COVID demonstrate the two types of sentiments, one related to the deaths and the other about the COVID symptoms. Furthermore, the results show that the sentiments for each category vary from State to State. For example, states of New York, California, Texas are higher tweets sentiments regarding expressing death sentiment, and states of New York, California, Nevada, are higher regarding sentiments of expressing COVID-19 symptoms with an accuracy of 83%. As a part of the research, a new sentiment scorecard was created to provide a sentiment score based on the sentiments of the tweets expressed to the actual reported death cases. The sentiment scores for the ‘symptoms’ class are higher for Maryland, New Jersey, and Oregon, whereas sentiment scores for the 'death' class are higher for Virginia, Delaware, and Hawaii. These sentiment scores indicate that the Twitter users of these states are actively tweeting about symptoms and deaths even though the actual reported cases are less in these states. The analysis results also found no or little correlation between the COVID Tweets and the number of COVID death cases reported across all the states.

Background: During the past two decades of cannabis legalization, the prevalence of medical cannabis (MC) use has increased and there has also been an upward trend in alcohol consumption. As less restricted cannabis laws generate more adult cannabis users, there is concern that more individuals may be simultaneously using medical cannabis with alcohol. A few studies have examined simultaneous use of medical cannabis with alcohol, but none of those studies also assessed patients’ current or previous non-medical cannabis use. This paper explores simultaneous alcohol and medical cannabis use among medical cannabis patients with a specific focus on previous history of cannabis use and current non-medical cannabis use. Methods: A retrospective cohort study of MC patients (N=631) from four dispensaries located in New York state. Bivariate chi-square tests and multivariable logistic regression are used to estimate the extent to which sociodemographic and other factors were associated with simultaneous use. Results: Approximately 29% of the sample engaged in simultaneous use and a large share of these users report previous (44%) or current (66%) use of cannabis for non-medical purposes. MC patients who either previously or currently use cannabis non-medicinally, men, and patients using MC to treat a pain-related condition, were significantly more likely to report simultaneous alcohol/MC use. Conclusions: Results suggest that cannabis use does not fit into two mutually exclusive typologies, medical and non-medical (“recreational”), but exists along a continuum where patients’ use and purposes shift to match their health and daily lives. Findings indicate that there may be differential risks related to alcohol/MC use prevalence, which should be considered by cannabis regulatory policies and prevention/treatment programs. If patients are using cannabis and/or alcohol to manage pain, clinicians should screen for both alcohol and cannabis use risk factors.

Introduction. In March of 2021, limited recreational cannabis use was legalized in New York (NY) State. The effects of this legalization on cannabis use patterns remain unclear. This study aims to assess changes in cannabis use patterns and the reasons behind those changes following legalization. Methods. 646 cannabis users from the NY metropolitan area who completed a baseline online survey in 2018 on cannabis use patterns and related variables were contacted via email to complete a follow-up survey that included additional items related to legalization. 135 adults (F=56, M=75, T/O=4) have completed the survey in a 6-week recruitment period thus far. Respondents’ mean age at the time of the current survey was 36.1 (SD=8.5). Most respondents reported being college-educated (68.1%) and employed (81.0%), and the racial/ethnic breakdown was as follows: White=53.3%; Hispanic=18.5%; mixed/other=17.4%; Black=7.4%; Asian=2.2%. Results. Respondents reported using cannabis more for recreational than for medicinal purposes (48.46% vs 51.28% on a scale of 0 (fully recreational) -100 (fully medicinal); p=0.011) and reported spending $10.96 more as a minimum (p=0.031) and $49.61 more as a maximum (p=0.008) dollar amount, on average, on cannabis per week after legalization (relative to before legalization). Fewer participants reported vaping as a route of administration following legalization (48.9%) compared to pre-legalization (65.9%; p=0.002). The primary type of cannabis use differed from pre- to post-legalization (p=0.020), with primarily THC-composed cannabis seemingly increasing (73.3% vs 84.4%) relative to other cannabinoids following legalization. Finally, more participants reported hallucinogen use after legalization relative to before legalization (p=0.013). Conclusions. These data suggested that in a sample of regular cannabis users, some self-reported cannabis use patterns changed after legalization of recreational cannabis use in the NY metropolitan area. Cannabis use for recreational purposes increased relative to medicinal purposes, as did certain cannabis spend parameters, proportional THC use, and hallucinogen use. Reported vaping of cannabis decreased, which speculatively could be related to respiratory concerns associated with vaping interacting with the ongoing COVID-19 pandemic, rather than legalization per se. These results may inform policy and treatment initiatives regarding cannabis.

The U.S. Department of the Interior, Minerals Management Service (MMS) is now tasked to collaborate with research institutions and industry on testing ocean wave and current energy conversion systems. Accordingly, MMS recently expanded the mission of its Ohmsett Facility to include such testing and research, Ohmsett, The National Oil Spill Response Research & Renewable Energy Test Facility, has one of the largest outdoor saltwater tanks in North America and is designed to evaluate the performance of model- and full-scale equipment under realistic environmental conditions. The facility, operated by MAR Incorporated under contract to MMS, is located at the Naval Weapons Station Earle Waterfront facility in Leonardo, New Jersey (about one hour drive south of New York City). At the heart of Ohmsett is a very large outdoor, above-ground concrete test tank that is 203 meters long, 20 meters wide 3.5 meters deep and holds 10 million liters of crystal clear salt water. The Ohmsett tank is equipped with three movable bridges providing speeds of up to 6.5 knots, programmable in 1/100th knot increments, to simulate ocean currents or vehicle speeds. The robust tow bridges are able to accommodate the torques and forces of the largest current turbines and wave energy converter (WEC) equipment. The Control Tower is fully computerized and data from various sensors and video cameras are collected for analysis. The Ohmsett tank system allows testing of fullscale equipment. The tank's wave generator creates realistic sea environments, while state-of-the-art data collection and video systems record test results. The data collection system is capable of recording up to 32 channels. The facility has proven to be ideal for testing developmental equipment, subjecting research findings to validation, and evaluating acquisition options. The new generator system, located at the south end of the tank, can produce waves at discrete frequencies with heights up to one meter, as well as FM Slides, and JONSWAP or Pierson-Moskowitz spectra with controlling parameters of driving wind velocity and scale ratio. Recognizing physical limits on wave-maker stroke, probabilities of clipping on axes of these two parameter values are displayed with their touch-pad selections. The theoretical stroke-to-wave height transfer gain of the wave flap is being compared with a number of measurement observations. Customers may specify their own wave characteristics if they are not adequately represented by these standard types. A new beach system is being developed at the north end of the tank that will allow long runs of variable wave incidence with minimal interference from reflections. The facility includes a well-equipped machine shop and assembly area, and extensive lifting and transport capabilities. As well as its renewables mission, “Oil Patch” business is invited. Potential users will find a skilled technical staff, relaxed hands-on atmosphere and a very attractive financial environment.
