The role of adaptive librarians affects the implementation of Information and Communication Technology (ICT), especially in governmental libraries. It adjusts the competencies and abilities needed by librarians. Therefore, librarians are required to rebuild and improve their skills related to ICT. In Indonesia, Standar Kompetensi Kerja Nasional Indonesia (SKKNI) 2019 is used as a national education & training framework for librarians. To explore this theme according to SKKNI, a sequential exploratory research was conducted with contributions from librarians and/or library staff who work in governmental libraries across the Republic of Indonesia. Through in-depth interviews, focused group discussions with 28 librarians from 14 governmental libraries in Jabodetabek, also an online survey (74 respondents), the researchers were able to gain a pattern that showed the tendency of higher ability level in the competency units related to ICT utilization in the library than the competency units in developing library information systems. The unit of competence with the highest mean score is the unit of competence related to multimedia production, including the management of the library’s social media content. Aligning with this result, National Library as the central supervisor for the librarian needs to collaborate with related stakeholders, especially in accommodating competence development efforts to build a national digital ecosystem. Those efforts include the formulation of continuing development program -gradual education and training program. Through this collaboration between various stakeholders, the development of librarian competencies specifically within governmental libraries can be carried out efficiently, following the real needs in the field.

The article discusses the main issues related to the organization of reference services in university libraries all over the world in the framework of the traditional reference bureau and virtual reference service. The implementation of the concept of digital reference service requires high professionalism, expert knowledge of digital tools and methods of working with them on the part of the staff of reference services. The development of information technologies changes the format of communication between the bibliographer and the user. Traditional reference services are complemented by specialized research assistance carried out in accordance with research practices of universities. The provision of real-time and deferred virtual reference services, digital transformation of libraries, and the involvement of catboats with artificial intelligence in reference services are current issues in library theory and practice.The turning point in the evolution of reference services has been the university libraries strategic initiative for online learning and additional professional education. Due to the increasing educational mission of university libraries in the professional library community, the role of information curator that the reference librarian can assume is being actively discussed. Reference librarians, alongside with other information professionals, shape the library’s research and educational space. The article bases on the analysis of publications in foreign professional periodicals.

Purpose – In this paper three technological trends are explored. While these trends are not directly related to each other, the author posits that they are all manifestations of areas where libraries and librarians could play a more active role in using the technology to further the mission of the library. Taken together, the author discusses how these trends become a call to action for libraries and librarians to more directly engage in areas of responsibility outside their traditional domain if they wish to maintain a relevant role in the academy. Design/methodology/approach – In this paper, an analysis of three of the trends discussed in the “NMC Horizon Project short list: 2013 higher education edition” report is undertaken. From this analysis, the author evaluates the relevance, in both the short- and long-terms, of these trends to academic libraries. Findings – These three trends represent areas where libraries and librarians should attempt to become more directly involved in either using or exploiting technology. While two of these trends involve technology that is outside the traditional boundaries of librarianship, each of these technology trends will be increasingly critical to the higher education environment and it would behoove librarians to be at the forefront of thought leadership in these areas. Originality/value – In this article, the author takes what seem to be unrelated trends and finds a common thread among them. Part of understanding how the needs of a library’s user community may evolve over time is through identifying how a number of factors, many apparently unrelated, come together to change the overall focus and direction of patron needs. By looking at technology trends that are seemingly unrelated to libraries directly, the author develops a picture of what future directions academic libraries may take if they desire to maintain relevancy in a rapidly evolving technological landscape.

Purpose: Disabled population is also a part of our society. Libraries, being public spaces, have a responsibility to ensure that all patrons may utilize their services without encountering any barriers, as required by integrated and inclusive special education policies. The university library serves a diverse population of readers and researchers, making it an essential resource for the dissemination of information and the dissemination of knowledge. Patrons of academic libraries span a wide range of ages, socioeconomic statuses, and degrees of education. The present article assesses and evaluates the provision of universal access in university libraries in Mumbai through a survey of university librarians in Mumbai. Design/methodology/approach: A survey was conducted using Google Forms as well as printed questionnaire for the university librarians in Mumbai. Findings: According to librarian responses, university libraries in Mumbai do not have enough of the necessary access tools, alternative information sources, and learning aids to meet the demands of their students. It has a detrimental effect on the quantity of special users enrolling at universities and their libraries. Originality value: This paper utilizes a survey of Mumbai academic librarians to examine and evaluate the extent to which universal access is provided in Mumbai academic libraries. This study is an integral aspect of a larger investigation of human orientation at Mumbai, Indias university libraries.

Purpose The purpose of this paper is to offer practicing academic librarians an overview of adult education theories as a way to more deeply understand and further foster adult learning in academic libraries. Design/methodology/approach This paper is a literature review. Findings This review introduces academic librarians to a range of specific adult education learning theories; it offers examples of academic library users engaging in these types of adult learning; it considers how academic libraries can further foster adult learning; and it identifies major characteristics of adult learners. Originality/value This literature review offers a summative overview of adult education in a way that has not appeared in the library literature to date, along with explicit connections between adult education theories and academic library practices.

The Covid-19 pandemic has greatly affected higher education and cultural sector, including libraries. Most of the libraries in Mongolia were physically closed for patrons. Librarians were suddenly tasked moving from in-person service into online and the Covid-19 pandemic affects policies, strategies, activities, behavior itself and the library’s future development strategy was not considering the effect of Covid-19. The aim of this paper is to explore how Mongolian libraries satisfy the need of their patrons in unexpected situation, such as Covid-19-induced transition to adapt to keep afloat, to identify the main issues that have arisen and make recommendations for the betterment of libraries’ role in such situations. To be more specific, we address the following research questions: To what extend Covid-19 affected library daily activities? Will the library service styles, perspectives, strategies, patrons’, and librarian’ attitudes change in the future? To address the research issues a quantitative and qualitative content analysis was used on a dataset created from a questionnaire survey and interviews from librarians and patrons. The aim was to find out whether libraries can meet patrons’ needs and if the staff is fully paid. Besides, the analysis covered such criteria as printed and e-book usage, internal and external online databases, other library services usage during the pandemic period, and positive and negative impact of Covid-19. The results were then compared to the indicators of the pre-Covid-19 period.

A Review of: Applegate, R. (2009). Who benefits? Unionization and academic libraries and librarians. The Library Quarterly, 79(4), 443-463. Abstract Objective – To investigate the quantitative benefits of unionization for libraries, librarians, and students at academic libraries in the United States. Design – Quantitative analysis of existing datasets. Setting – Academic libraries in the United States. Subjects – One thousand nine hundred four accredited colleges and universities in the United States. Methods – Institutions that provided data for both the National Center for Education Statistics (NCES) Academic Libraries Survey (ALS) and the NCES Integrated Postsecondary Education Data Service (IPEDS) survey series in 2004 were considered for inclusion in this study. Of these institutions, only those with student populations over 500 and employing more than one librarian were included. The study did not include specialized libraries at institutions where “most of their degrees were awarded in a single area” (p. 449). The institutions were categorized by type derived from data by Carnegie and the Association of Research Libraries. The final categories were: ARL, Doctoral Non-ARL, Masters, Baccalaureate, and Associates. Governance was determined by using information from IPEDS that classified the institutions as public, private not-for-profit, and private for-profit. Unionization status was derived from the Directory of Faculty Contracts and Bargaining Agents in Institutions of Higher Education. After private not-for-profit and private for-profit classifications were collapsed into one category, governance and unionization information were combined to create the final governance categories of: private, public nonunionized, and public unionized. The study analyzed the following characteristics in terms of institution type, governance, and institution type and governance interaction: ratio of students to librarians, ratio of library expenditures to institutional budget expenditures, average librarian salary, percentage of staff who were librarians, librarian salaries as a percentage of staff salaries, and percentage of the library budget spent on staff salaries. Main Results – Analysis revealed statistically significant differences (p< .05) between governance and student-librarian ratio and between governance and percentage of library budget spent on staff salaries. No consistently beneficial relationship between governance and student-librarian ratio was determined. A consistently positive relationship was found between governance and percent of the library budget spent on librarian salaries; all public unionized institution types had higher percentages of the library budget devoted to librarian salaries than private and public nonunionized institutions. All five dependent variables showed statistically significant differences (p< .05) when analyzed by institution type. Analysis by institution type and governance interaction found statistically significant differences (p< .05) for student-librarian ratios, librarian salary, and percentage of library budget devoted to staff salaries. Strong R2 values were determined for the dependent variables of: staff salaries as a proportion of library budget (.51) and student-librarian ratio (.34). Conclusion – Based on the results, the author stated that unionization appears to have positive or neutral benefits for the library, librarians, and students, regardless of institutional type. Further quantitative and qualitative research is needed to analyze the effects of unionization on library quality.

The aim of the article is to systematise, summarise new knowledge on the activities of libraries of vocational education institutions in the information and communication space, to consider specific activities in terms of present and prospects for their development. The research methodology was based on the general scientific principles of unity of theory and practice, systematics, complexity, and comprehensiveness of knowledge. The use of general scientific (description, analysis, synthesis, comparison, generalisation) and special (bibliographic, sample observation, grouping, content analysis) methods at the empirical and theoretical levels of research contributed to achieving this goal. The scientific novelty of the research is to generalise and systematise new and known knowledge concerning the activities of libraries of vocational education institutions in the information and communication space in terms of nowadays and prospects for its development within one research. Conclusions. Current conditions of transformation of the learning process focused on distance education and the rapid development of digital technology pose new challenges to the libraries of vocational education institutions. The quarantine constraints that libraries faced in 2020-2021 demonstrated the need to reformat rapidly various types of library services into an online format. The most promising channel for promoting any information or resources today is the Internet. The use of Internet technology in libraries is now mandatory for every librarian. Librarians should not only focus on information and communication resources and technologies, including the Internet but also apply this knowledge in practice. Thus, the introduction of Internet tools in the activities of libraries of vocational education institutions is an urgent necessity. Librarians can effectively use a great variety of Internet services in their daily work and bring vocational education institutions’ information and library services to a qualitatively new level.

This study explored the role of higher education and libraries in attaining the vision 20:2020 of the Nigerian Government. The study utilized the purposive sampling method to select 300 educationists and librarians in Niger Delta Region of the country. It was found that Nigerian libraries are greatly under stocked, and internet services are lacking in the library. It was moreover discovered that librarians lack adequate skills to render effective services to support the human capital target of vision 20:2020 of the federal government, and Nigerian libraries are grossly under funded. It was recommended that Nigerian Government should prioritize the development of internet services in all higher institution and public libraries to enable them support the vision; librarians should engage in ICT training; higher institutions in Nigeria should come up with an ICT/library development policy which must include how the library should be funded; and the public and the private sector should come together in partnership to ensure that libraries are adequately funded.

Practical work was the primary method for gaining professional competency as a librarian in Serbia prior to the foundation of formal education. The education level of librarians ranged from a short training to attending of specialized high schools (1948/1987), up to an academic level, which had establishment failures (1963/65, 1980/89) but became readily available since 1991. Today, the study programs for informatics and librarianship grant graduates the initial required competencies for employment in libraries (modern or otherwise), as well as a general readiness for continuous professional development. Employees who are graduates of other sectors will find that the professional exam serves as an extension of qualification for specialized librarian positions. In the 21. Century, the employment structure in Serbia's public libraries has shifted towards the highly-educated (around 45% in Serbia, around 58% in the Zlatibor district, around 95% In Public library Uzice). The constant professional refinement results in competencies which librarians wield to meet the demands of modern customers, and the acceptance of achievements made with non-formal and informal educations results in an increased motivation for participation in these programs.

Background of the study: The college library is the heart of higher education. In the era of information technology today the needs and desires of the settlers vary and change. Librarians are required to be creative and have competence when managing libraries and serving the users. Librarians must develop better performance by paying attention to the quality of service to users. Purpose: The research aims to determine creativity to improve the service and performance of the librarian. Method: This research uses qualitative method. Findings: The results of this research are the efforts of the librarian in increasing the creativity of the librarian's performance, which can be seen from the skills and abilities gained by the librarians through a formal education of the libraries D3, S1 and S2. In addition to increasing the knowledge and insight of librarians write scientific works. Librarians also participate in and hold training, workshops, socialization and book reviews. Conclusion: The organizational environment encourages creativity such as awards given to librarians that can be seen in the performance and aspects of librarian behavior used to calculate incentives. In addition, the support of the leadership and the good team work also affects the creativity of the librarians.

The article describe Norwegian medical librarians thoughts about trends and future developments. Results from a survey among library staff in medical and healthcare libraries in Norway in June 2022 are presented. Digital development, teaching and research support were highly emphasised, as well as the importance of physical library space, collaboration with own institution, and the library’s impact. Furthermore, the librarians also registered their competency needs within teaching and education, first line support, open science, evidence syntheses, and in cooperation and management. Our project indicates that employees in medical and health libraries are aware of trends and competency needs. These competency needs are essential to be addressed to providers of continuing education in order to offer relevant library services.

Metaverse is not a new technology, and has also been adapted by several libraries abroad. In Indonesia, many studies are still needed related to metaverse technology adaptation in libraries and the library that is most likely to carry out this adaptation is the higher education library. This is because higher education libraries generally have more qualified resources than other types of libraries. This study aims to see the readiness of Higher Education Libraries in adapting the Metaverse technology which is an analysis of the opinions of sources selected based on their respective competencies (purposive sampling). This study uses the Delphi technique which is part of the forecasting technique, by prioritizing the formation of consensus which is achieved through structured communication that is systematic and interactive. Based on the results of the analysis, twenty-four points were found which became pillars of the readiness of librarians and higher education libraries in adapting metaverse technology, and seven of them became the main pillars, namely ecosystem, collaboration, infrastructure, tools, budget, role models and legal aspects. If all of these seven prerequisite points have been met in Higher Education, then the adaptation of metaverse technology can run well. Recommendations for further research related to the readiness of librarian resources in adapting the metaverse in the university library and how the acceptance of users and the expectations of users in adapting metaverse technology in the library is needed as a follow-up research.

Purpose The aim of this paper is to examine the versatility of the MLIS degree through the lens of special libraries in terms of education, core competencies and benefits. Special libraries show the value of the Master of Library and Information Science (MLIS) degree in preparing professionals to work across institutional boundaries in non-library and non-educational organizations and bring their services to the populace in sometimes unexpected places. Design/methodology/approach The authors first conducted a literature review of special librarians and their skillsets, as well as how to properly define “special library”. They then examined different MLIS programs geared toward special libraries and how library schools prepare special librarians to benefit their organizations. Findings The conclusion drawn is that possession of an MLIS degree lends a special librarian more credence in the execution of their duties because they have been educated in how to best benefit their institution. While additional subject expertise is an advantage to the special librarian, the skills learned in MLIS degree programs provide an essential foundation. Originality/value This is a collaborative view that brings together outside research regarding various types of special libraries and the librarians that work in them in an effort to illustrate the value of the MLIS degree in an original way.

Background/Context The management, processing, and transformation of information constitute central tasks in education. Education informatics intersects the theories and practices of both informatics and education. In particular, informatics aids in the systematic incorporation of technology as educational stakeholders represent, process, and communicate information effectively. The systematic study of those informational structures and interactions, particularly the application of technology to discovering and communicating education information—education informatics—is less prevalent. Purpose/Objective/Research Question/Focus of Study As education librarians seek to collaborate with preservice teacher preparation programs, they need to apply informatics principles to optimize the library's ultimate impact on student achievement. Specifically, education librarians need to examine several levels of information processing systems: student, faculty, program, institution, and government entities. Furthermore, education librarians need to identify the conditions or environments of these information systems because the infrastructure, available resources, and knowledge base all impact student learning. Setting The settings for this study were preservice teacher preparation programs and academic libraries. Population/Participants/Subjects The participants were preservice teachers, teacher preparation faculty, and librarians. Research Design This is a secondary analytic essay. Conclusions/Recommendations With the burden that teacher preparation faculty have in offering a well-rounded and time-efficient program, postsecondary education libraries and their staff can support efforts to address informatics, leveraging their contributions of resources and informatics expertise. Academic librarians have in-depth training in informatics in that they look at information systematically. Particularly in those institutions where librarians are assigned subjects in which to specialize, they can link their professional skill to content-area needs.

Most (85%) worked in academic libraries with 7% in hospital libraries, 3% in government libraries and 5% in other types of libraries. Methods – Permission was received from the institution ethics board to administer an incentivized survey. All respondents received a 22-question survey which consisted of a mix of Likert-scale questions, multiple choice, open-ended, and short answer questions. The survey was open for two months, beginning on February 20, 2020. One hundred and twenty responses were collected from librarians. A regression analysis was run for the four-skill set categories: general data services, programming languages and software, library instruction, and soft skills. The four variables measured were: geographic region, percentage of time spent performing data management services, length of time served in the data services role, and overall length of time spent in the library science field. Main Results – The strongest data services skill sets were soft skills and instruction. The weakest skill set was programming languages and software. The more time a librarian spent providing data services, the higher their self-assessed score was for programming languages and software and general data services. Librarians from the United States rated themselves higher than Canadian librarians in data analysis software, data visualization, data mining, programming languages, text editors and project management. Preferred forms of professional development were learning by doing and self-directed learning. Biggest impediments to professional development were lack of time (34%), high cost (28%), and lack of support from administrators and supervisors (26%). Qualitative comments revealed challenges related to a lack of support, a lack of direction, and a lack of defined roles. Conclusion – The survey revealed that additional training and development skills initiatives are necessary for practitioners supporting data services in academic libraries. Academic data librarianship is an emerging field with vaguely articulated roles for the data practitioner in a broad range of settings. Furthermore, the skills and training needed are not clearly defined. The standardization of education, training and the core competencies needed for the mechanics of the roles are challenging to define because of diversity within the field. Libraries embarking on providing data management services need to explore what services their community of researchers needs and plan to equip their staff with appropriate skill sets.

Libraries are regarded as vast repositories of information that have accumulated from academic works throughout time. These preserves contain intellectual information and convey it to future generations. This study discusses the current portrayal of government and private efforts in higher education and the involvement of libraries in advancing the use of these initiatives for teaching, research, and extension activities in Higher Educational Institutions (HEI). This research conducted a comparative analysis of libraries' financing and resource management in Indian HEI. The empirical investigation used a questionnaire-based research design. The research used a sample size of 100, selected by the purposeful sampling method. The questionnaire served as the primary tool for gathering data. The insights gained were analyzed using one-way Analysis of Variance (ANOVA). The examination showed that the noticed funding source significantly impacted various aspects of university libraries in India. This includes the distribution of knowledge resources, the preservation of library amenities, accessibility to human resources, and the provisioning of library amenities. These data suggest that librarians should consider other financing methods, if needed, to enhance their services. Additional endeavors should be undertaken to tackle the problems of the growth of human resources, acquisition of facilities, and their subsequent upkeep. Ultimately, it is crucial to include the university librarian in the strategic planning of HEI.

In the proposed article by Viktor Sokolov «Professional activities of a librarian in medieval Europe’s monastic libraries: characteristics, functions, peculiarities» the information concerning the activities of a librarian in Western European monastic libraries in the middle ages is analyzed and summarized. The relevance of this study is due to the need to study the specifics and development of the functional duties of monastic librarians, which have not been studied before, against the background of the formation and evolution of monastic libraries in the Early middle ages. The purpose of this article is to identify and characterize the features of the activities of librarians of monastic libraries in medieval Europe (mainly Western). The methodology of this scientific work consists in the application of both general scientific research methods (description, comparison, analogy, deduction, induction, analysis, etc.) and historical (historical-comparative, historical-typological, chronological, etc.) methods. Methods of terminological analysis, analysis of dictionary definitions, etymological and word-formation analysis, bibliographic and other research methods were also used. The article explores the main areas and areas of activity of a librarian in Western European monastic libraries, as well as some features of the development of book and library business in monasteries through the prism of the functional duties of a librarian. The content and significance of his professional activities in the dissemination of reading, education, development of book and library business are analyzed. The study made it possible to reveal the peculiarities of the interpretation of the terms that determine the activities of the librarian of Western European monastic libraries in the middle ages, in particular, the term «armarius» in modern book science and library research. The main factors and features of the formation of the meaning of the term «armarius» in the process of becoming a professional activity of monastic librarians are revealed. The scientific novelty of the work lies in expanding the understanding of the professional activities of the librarian of Western European monastic libraries in the period, mainly, the early middle ages and revealing the significance of his activities in the development of not only book and library science, but also the spiritual culture of the middle ages as a whole. The study shows that monastic librarians played an important role in organizing systematic reading among monks – both individual (including for educational purposes, in the form of obedience) and collective – using the method of reading aloud to familiarize themselves with the content of certain (predominantly theological) books. The position is confirmed that for the monastic librarian, a wide education, erudition and knowledge of books was considered an indispensable feature of his professionalism. Performing professional tasks at the proper level required from the monastery librarian certain analytical abilities in working with text, knowledge of several foreign languages (including ancient ones), detailed content of religious books, the ability to describe books and compile catalogs, as well as perform various functions that require conscientiousness, accuracy, ingenuity, etc. The article shows that the monastic librarian had to organize the work of the library at the appropriate level and monitor the proper use of books by the monks, as well as monitor their reading needs. The librarian not only supervised the work of the monastery library, ensured the preservation of books and control over their proper use, but also actively engaged in book business through the management of the scriptorium, controlling all stages of book creation. Conclusions. The activity of the monastic clergy, including monastic librarians, spreading the Christian doctrine, thereby contributed to the spread of literacy and reading among a certain part of not only the monks, but also the population as a whole. Gradually, writing became an integral part of monastic life, where books and libraries occupied an important place. The decisive place in these processes was occupied by the librarians of the monastery libraries as the keepers of book collections and bearers of the spiritual and educational mission, book culture among the clergy and laity.

<p><em>This research aims to determine strategies for developing librarian competency as well as supporting and inhibiting factors for developing librarian competency in the Pontianak City State University Library. The method for exploring data in the field uses interviews and observations using the case study method with qualitative descriptive analysis. The informants used were the heads of libraries from the three universities and 2 librarians each in each college library. The results of the research show that the problems found in three State University libraries in Pontianak City include the low skills of librarians in using technology and the problem of educational qualifications of leaders who do not meet the standards for running university libraries in 2015 and 2017. Conclusions from the research show that the strategy is carried out through competency certification for equality as well as through training, workshops, national seminars in the field of librarians, becoming members of the IPI, and involving librarians in competitions for outstanding librarians. Efforts to improve librarian competence include leadership support and the availability of funds. Meanwhile, the inhibiting factor is a lack of awareness of increasing competence through education and support from the work environment.</em></p><p align="justify"><em><br /></em><em></em></p>

Background: Concerns over scientific reproducibility have grown in recent years, leading the National Institutes of Health (NIH) to require researchers to address these issues in research grant applications. Starting in 2020, training grants were required to provide a plan for educating trainees in rigor and reproducibility. Academic medical centers have responded with different solutions to fill this educational need. As experienced instructors with expertise in topics relating to reproducibility, librarians can play a prominent role in providing trainings, classes, and events to educate investigators and trainees, and bolstering reproducibility in their communities. Case Presentations: This special report summarizes efforts at five institutions to provide education in reproducibility to biomedical and life sciences researchers. Our goal is to expand awareness of the range of approaches in providing reproducibility services in libraries. Conclusions: Reproducibility education by medical librarians can take many forms. These specific programs in reproducibility education build upon libraries’ existing collaborations, with funder mandates providing a major impetus. Collaborator needs shaped the exact type of educational or other reproducibility support and combined with each library’s strengths to yield a diversity of offerings based on capacity and interest. As demand for and complexity of reproducibility education increases due to new institutional and funder mandates, reproducibility education will merit special attention.

Objective – Academic libraries have been impacted by the tremendous changes taking place in higher education due to the arrival of the internet and web-based technologies. Several articles have shown the decline in library usage and user need for electronic resources. The entry of MOOCs into higher education has repurposed the library’s roles and services. This research aims to explore the possible MOOC services of academic libraries and their effect on the user perception towards the significance of academic libraries. Methods – The academic library’s MOOC services are derived from the extensive literature review and subsequently a research model based on extant literature has been developed to evaluate user behaviour. The research model is evaluated using confirmatory factor analysis methods. Results – The academic library’s services for MOOCs have been categorized as, (a) user support services, (b) information services, and (c) infrastructure services. The study shows that each of these service categories have a positive impact on the library usage intention of the users. This in turn has a positive effect on the library’s perceived significance. Conclusion – The library services for MOOC users defined in this research and the findings are useful for librarians to develop new service strategies to stay relevant for the user.

The study sample is represented in the Kasbah of Karak schools for males and females for the preparatory and secondary stages. The researcher used the descriptive, analytical approach and the case study approach. The researcher collected data through books and periodicals that dealt with the Internet topic and the interview with the librarian and the questionnaire. The study came out with a set of findings and recommendations for students and librarians, which will help develop the use of the Internet in school libraries.

Objective -- As a first step in gathering evidence, this study surveyed school libraries and examined the services those libraries provide in relation to the Universal Basic Education (UBE) program at a primary level. The purpose of this paper is to explore these UBE factors in relation to school libraries in Oyo State, Nigeria. Methods -- A questionnaire was sent to the 33 schools which have a library and information centre staffed by a teacher-librarian, in order to examine library services and the views of those providing them. The questionnaire covers library space, categories of library resources, student activities during library visits, mobile library services, and the teacher-librarians’ perception of the adequacy of the collection and the challenges in the use of library. Results -- Questionnaires were returned by 30 teacher-librarians out of 33, a response rate of 91%. Although pupils across each local government area have the chance to visit school libraries, the system of one short visit per week is inadequate for developing a universal interest in reading and in study skills. Staff responsible for the libraries consider many of the resources to be inadequate or outdated and stock is depleted as pupils borrow books, leaving fewer for those who follow. Conclusions -- As a first step to implementing evidence based practice, this paper describes the primary school library system in Nigeria and provides evidence on how it operates in Oyo State. Teacher-librarians who staff the libraries confirm the inadequacies in the system. They perceive collections to be inadequate and confirm that some pupils in the state have only limited access to library resources. Respondents also believe that they need further training, particularly in computer and information literacy.

The article outlines general characteristics of the originality of forming valeological functions in a school library. The paper objective is to study peculiarities of the valeological support of library-information activities in school libraries, as well as the specifics analysis of their library and cultural-educational work aimed at developing the health culture of this activity subjects The author consistently reveals the peculiarities of forming the valeological function of school libraries under conditions of the information society development and dissemination of information-telecommunication technologies in libraries. The article describes cultural-educational activities of libraries directed to develop the health culture not only in readers (schoolchildren, their parents, teachers), but in librarians themselves. The author applies both general scientific methods of research (analysis, synthesis, deduction, induction, generalization, abstraction, comparative, structural-functional methods, method of system analysis, etc.) and special ones (method of analysis of analog objects, information processing, grouping). While researching the author concludes about necessity of the the following: to equip educational libraries technically; to update and strengthen the information base and book stocks of school libraries; to ensure the access of libraries to information resources, in particular the Internet; to form a unified electronic database of school library collections; to develop a form of resource integration with other educational libraries; to create a standing order on the status of libraries in basic schools; to develop a system for improving the skills of school library staff; to organize special training for school librarians to master their knowledge and skills of a healthy lifestyle. Therefore, the school librarian must be trained according to a separate professional specialization. The social life development requires librarians to know not only the valeology bases, but the ability to navigate in information technologies, school curricula and training courses diversitys. Modern problems of information education and forming a high level of valeological culture can be solved only by combining the efforts of general education institutions and school libraries, teachers and librarians. Pedagogical experience shows that knowledge on the health formation and preservation is a necessary and insufficient factor in students' personality development. To influence the behavior, informative methods should be combined with life skills of effective work and rest, physical activity, rational nutrition, an ability to analyze health issues and make appropriate decisions. Thus, forming health culture through library-information activities provides arming school readers and librarians with knowledge on social and individual health and applying certain information technologies in their activities.

This study examined interpersonal skills as correlate of career development of librarians in academic libraries in South - South, Nigeria. Correlational survey design was adopted to conduct the study. The population of the study is 301 comprising of librarians in south-south, Nigeria. There was no sampling. Questionnaire was used as the method of data collection Data collected were analyzed using inferential statistics. For the research questions, analysis was done using Pearson Product Moment correlational coefficient (PPMC) and point biserial correlation coefficient (r) while multiple regression analysis was used to test the hypotheses. The study revealed among others that; There is a high positive relationship between interpersonal skills of librarians and their career development in academic libraries, and there exist a significant relationship between interpersonal skills of librarians and their career development in academic libraries and it revealed low negative relationship between work experience of librarians and their career development in academic libraries and there is a significant relationship between work experience of librarians and their career development in academic libraries. High possessions of interpersonal skills increase librarian’s career development significantly in academic libraries in South-South Nigeria. Based on the findings, the study recommended among others; that library management should engage librarians in a lot of interpersonal skills and communication in the course of their job, the university management should train librarians while on the job, and their skills need to be updated through training and development program, orientation, induction, inventory, conferences, workshop and seminars in order to enhance their interpersonal skills and research.

The primary focus of this study is to comprehensively elaborate on the multi-faceted involvement of libraries, including the active promotion of digital literacy, cultivation of research efforts and innovative initiatives, and facilitation of an all-encompassing and impartial approach to acquiring information for all segments of society. The article notes that libraries can contribute to the promotion of digital literacy, which is a critical aspect of the NEP. As the use of digital technologies in education increases, libraries play a vital role in providing access to a wide range of digital resources, such as e-books, online databases, and various digital learning materials. They can provide instructional guidance and assistance to both students and faculty members on the effective use of digital tools and platforms, leading to a significant improvement in their digital literacy skills. Libraries also offer access to a vast array of scholarly resources, including academic journals, research papers, and books. This accessibility empowers students and faculty members to engage in significant research endeavors. They also provide guidance and direction for conducting literature reviews, accessing relevant research databases, and keeping up with the latest developments in various disciplines. Therefore, libraries serve as collaborative spaces for interdisciplinary research and innovation, facilitating knowledge sharing and networking among students and faculty members, which is essential for NEP 2020. This research emphasizes the expected academic roles of libraries in enhancing all educational programs and proposes specific strategies to improve their functions. Previous literature is combined with qualitative research data from semi-structured interviews with 125 faculties, including Professors, Associate Professors, and working librarians from four universities associated with higher education institutions. Objective - Evidence based librarianship (EBL) springs from medical and academic origins. As librarians are tertiary educated (only occasionally with supplementary qualifications covering research and statistics) EBL has had an academic focus. The EBL literature has significant content from school and university perspectives, but has had little, if any, vocational content. This paper suggests a possible Evidence Based Librarianship context for vocational libraries. Methods - A multidisciplinary scan of evidence based literature was undertaken, covering medicine and allied health, librarianship, law, science and education. National and international vocational education developments were examined. The concept and use of evidence in vocational libraries was considered. Results - Library practice can generally benefit from generic empirical science methodologies used elsewhere. Different areas, however, may have different concepts of what constitutes evidence and appropriate methodologies. Libraries also need to reflect the evidence used in their host organisations. The Australian vocational librarian has been functioning in an evidence based educational sector: national, transportable, prescriptive, competency based and outcome driven Training Packages. These require a qualitatively different concept of evidence compared to other educational sectors as they reflect pragmatic, economic, employability outcomes. Conclusions - Vocational and other librarians have been doing research but need to be more systematic about design and analysis. Librarians need to develop ‘evidence literacy’ as one of their professional evaluation skills. Libraries will need to utilise evidence relevant to their host organisations to establish and maintain credibility, and in the vocational sector this is set in a competency based framework. Competency based measures are becoming increasingly relevant in school and university (including medical) education.

This study examined the contribution to the peer-reviewed literature of library and information science by practicing academic librarians in the United States. Data on authors were obtained from articles published from 1993 to 1997 in thirty-two journals. Of 3,624 peer-reviewed articles in these journals, 1,579 (43.6%) were authored by at least one practicing academic librarian. These librarians represented 386 institutions of higher education. This study provides benchmark data for publication productivity of academic librarians and identifies a core list of peer-reviewed journals for them. Approximately six percent of these librarians wrote three or more articles in the five-year period. In nineteen journals one-third or more of the articles were authored by academic librarians. Libraries from Research I universities that were members of the Association for Research Libraries were the most productive. The contribution of practicing academic librarians to the literature of their field is significant.

The article studies the role of city libraries in school education based on expert interviews carried out with Moscow teachers, librarians, teenagers, and their parents. The study is relevant due to the importance of city libraries in the educational process and their insufficient use in practice. This is the first comprehensive study of standardized interaction between schools and city libraries. The research has demonstrated that ties between these institutions and the process of their interaction have a personal and informal nature. Today, public libraries are information and education resources for school only to a small extent. Most teachers do not see any point in collaborating with libraries since their communication with librarians is not properly regulated. As a rule, successful examples of such interaction are not associated with established rules but rather with a personal interest conditioned by subjective, often random reasons. An essential characteristic of this communication is event-based learning, the use of verbal practices and educational games, as well as a stable educational orientation. Children as participants in the educational process have minimum engagement in this field. It is a rare case that libraries are regarded as a place for independent learning where students work with the necessary sources to conduct scientific research and engage in project activity. In most cases, city libraries attract teachers with their student-oriented events or activities. At the same time, libraries are rarely used in the educational process. Their role does not always involve working with collections or developing children’s need for independent reading. The latter can be satisfied by visiting a local library and addressing reading lists.

The present study aimed to assess the establishing, managing and sustaining of public school libraries in KwaZulu-Natal (KZN) in order to recommend ways to improve the appropriateness of training and development of teacher-librarians currently offered at the University of Zululand. Both interpretive and critical research paradigms were embraced, while a case study method and inductive reasoning were followed. The findings indicate that most public school libraries surveyed are neither fully functional nor properly resourced. They lack full-time teacher-librarians who are trained to manage and integrate their collections into the curriculum. Furthermore, the quality of library services differs markedly between rural and urban schools. It is recommended that the provincial Department of Education (DoE) school library services selectively award teacher-librarian bursaries to suitable candidates and then combine these awards with the provision of core collections of books and technologies, thereby linking the establishment of their school libraries to the practical outcomes in the two-year university-based training programme.

Public libraries have long been considered important spaces of adult education and learning. However, major social changes over the past few decades, and the impact these have had on libraries’ work, have received little attention. Our three-year cross-national study of libraries in Canada and Britain explored how librarians navigate the discourse of adult education and learning and understand its place and value in the institution and society. Findings show that technology, both positively and negatively, drives the pedagogical directions, particularly in Britain, and there is a schism between the values and identities of younger and seasoned librarians. However, we also found that despite age and political and technological pressures, librarians still predominantly view themselves as educators and position the library as a critical cultural space for aesthetic, social, and collective learning and engagement.

Purpose This paper aims to question whether the Framework for Information Literacy for Higher Education adheres to the theory upon which it was based and to examine the actions of the Association of College and Research Libraries following the Framework’s release and its consequences. Design/methodology/approach This paper is an essay-style viewpoint, reflecting the observations and opinions of the author. Findings The author criticizes the Association of College and Research Libraries for its inaction in educating member librarians about how to implement the Framework and observes ideological rifts that were exposed within the academic librarian community as the Framework was being discussed following its adoption. Originality/value This paper is meant to provoke thought and generate discussion in regard to the Framework for Information Literacy for Higher Education.

PurposeUnder the transformational leadership of the University Librarian, University of North Carolina at Chapel Hill University Libraries shifted from having an education- and programming-based “diversity committee” to a council of librarians advocating for action, anti-racism and social justice, both within our organization and across campus. As our University Librarian noted, “you cannot read your way out of racism.”Design/methodology/approachWith support from library leadership, the Inclusion, Diversity, Equity, and Accessibility (IDEA) Council has advanced anti-racism work in the libraries by serving as facilitators for a book discussion series, organizing a 21-day racial equity challenge, supporting staff in integrating anti-racism practices into their daily work through brown bag conversations, and facilitating the development of inclusion-focused performance management goals.FindingsWhat does an anti-racist library look like, and how does our organization envision this future? These questions anchor the IDEA Council's strategies. The libraries have witnessed a positive shift in staff participation: two-thirds of library staff participated in a Racial Equity Institute Groundwater presentation and in a library-wide book discussion series; approximately half the staff committed to our 21-day racial equity challenge. Participants were asked to reflect in conversation and through surveys.Originality/valueThe first wave of a newly established grant program funded eight staff-led projects to advance social justice in the libraries. Additional steps included caucusing by racial identity, staff-wide discussions about racial equity, and a second wave of funding for the grant program. The authors approach this work with cultural humility: seeking to learn from one another, our peers and fellow activists.

Library Quarterly, 88(3), 271-285. https://doi.org/10.1086/697706 Abstract Objective – To describe and investigate the establishment, operation, function, purpose, and benefit of seed libraries within public libraries and local communities. Design – Exploratory study. Setting – Public seed libraries in Arizona, California, Minnesota, New York, Pennsylvania, and Wisconsin. Subjects – 10 librarians actively involved in creating or maintaining seed libraries. Methods – 60-75 minute interviews, primarily over the phone, with subjects selected by means of purposive sampling. Main Results – According to the participants interviewed, starting and operating a seed library requires front-end effort from the “host” library, active participation by a dedicated librarian and community members, as well as ongoing funding, usually on an annual basis (estimated by one participant to be $2,500/year, mostly for the purchase of seeds). Participant descriptions of their seed library operations differed, but most had a dedicated seed librarian. Participants noted that primary activities included deciding what seeds to put in the collection, arrangement of the seed collection, development of checkout and return procedures, and ongoing education. Several participants noted that such operational work was seasonal and not steady. None of the libraries included in this study had enough seeds donated to sustain their collections, but rather they relied on purchasing seeds in bulk or asking for donations from seed companies. Cataloging procedures varied in terms of complexity, and participants from one library system reported the use of a seed library cataloging template as being helpful. All participants noted they gave patrons containers to return seeds. While educating patrons in formal sessions is often difficult for reasons such as resource limitations, the interview informants agreed that seed libraries fit into the missions of public libraries by furthering information sharing, access to resources, and knowledge development. Conclusion – Seed libraries are an active service that assist public libraries in responding to social challenges and in engaging with their local communities as a type of knowledge commons. Seed libraries align with public libraries’ shift in priorities from increasing physical collections to enriching lives by providing knowledge and tools to support food autonomy, self-sufficiency, civic engagement, and community education. These libraries are a novel service that engage and attract patrons and support libraries’ positions as community hubs.

SMA Negeri 1 Sei Suka is one of the senior high schools located in Sei Suka District, Batu Bara Regency, North Sumatra Province. This school has various facilities including a library to support student learning activities. However, the library is still managed manually and has not been automated. The development of library information systems in partner libraries aims to improve library quality, especially in web-based library information systems through SLiMS. The method used as a solution to partner problems is initial observation, training for librarians, assistance to librarians and socialization of SLiMS utilization. The results of the service implementation show that SLiMS as a library information system in service partners has great benefits for librarians and libraries, especially in simplifying library operations. There was deep enthusiasm from librarians, teachers and students towards the utilization of SLiMS for partner libraries. Based on the results of the service implementation, it is concluded that a web-based library information system using SLiMS is more effective to use than a manual system

Virtual and augmented reality technologies provide access to learning materials and improve the organization of a modern library’s media space. This article aims to identify the significance and role of virtual and augmented reality technologies in the modern library's media space organization. The research uses a university library case study methodology to empirically investigate virtual and augmented reality technologies. Virtual and augmented reality technologies provide research and improve learning outcomes by engaging students and learners with significant interest in such technologies. Libraries offer users the opportunity to create their VR content through available software. Students can test their VR content in the libraries’ labs. Libraries support access to a variety of virtual and augmented reality content. The content is accessed using “virtual reality headsets” for viewing and workstations with “authoring software and loanable 360 cameras” for creating. The library lab is a space to support students’ digital creativity and research through virtual and augmented reality. There are 3D Design Labs within the libraries as a medium to large group design learning spaces with virtual reality technology. Libraries form a media space where users can create videos, podcasts, portfolios, edit media, and book tours, and students and researchers can explore different scientific knowledge. In this way, technology ensures that risks in learning are minimized as opposed to hands-on seminars and classes.

The author examines the problem of transformation of libraries as a social institution; changing functions in the circumstances of society informatization; chances for library’s keeping its social mission when changing functionality; social and ethical aspects of changes in libraries. Positive and negative aspects of such events as Biblionight and similar, are highlighted. The author argues that the digital epoch could not wipe out the book culture but it has transformed it and provided new opportunities for development. She also focuses on training librarians and current problems of the profession. The quality of education must be measured by actual competences of the alumni rather than the set of continuously changing standards and newly invented competences. To fill the gap between theory and practice, internships in the best libraries, master classes delivered by library experts, their enrollment in teaching library disciplines, introduction to technological novelties at the universities’ libraries will help. She also argues that, instead of spontaneous optimization, the libraries need a structured strategy of development while preserving all the best experience.

This paper sought to show the potential of collaboration of university libraries in ameliorating the common problems and challenges facing the Nigerian Academic Library System on the basis of the current status of collaboration in Nigerian university libraries. The paper addressed the following questions: what is the status of collaboration of Nigerian University libraries? How can University Libraries achieve meaningful collaboration? And what possible benefits can University libraries in Nigeria attain from effective collaboration? The paper clarified three forms of collaboration within the University Library system to address the indiscriminate use of the term ‘Librarian collaboration’ to pass for library collaboration. Based on literature reviewed, the current level of collaboration in Nigerian University Libraries is below expectation and is to a great extent responsible for poor quality teaching, learning and research bedeviling the Nigerian tertiary education system. University Library leadership and the Committee of University librarian in Nigerian Universities (CULNU) were identified as prime movers whose efforts could improve the level of collaboration in Nigerian University Libraries. The paper revealed that possible areas for collaboration include: resource sharing, inter-library loan, cooperative acquisition, cooperative cataloguing, cooperative referencing, staff development, library exchange and librarian and library user networks. The paper further noted that the key benefits of collaboration are significant reduction in operational costs, increased human cooperation and exposure of Librarians to global library practices. The paper identified factors that pose as either a threat or a challenge to the implementation of effective collaboration in Nigerian university libraries. They include: Inadequate funding, leadership issues, lack of structured library development policies, proliferation of informal collaboration, high competition in library profession and resistance to change. The paper therefore recommended that committee of University Librarian in Nigerian Universities and the Nigerian Library Association should make and implement a policy for all University Library Leadership to develop and implement documented and structured develop plans and policies p to provide strategic direction for University libraries.

This study reveals the complexities and dynamics of law, governance, and practice that have impacted school libraries in Sweden. The Education Act of 2010 and the Swedish Library Act of 2013, which mandated school libraries, did not address staffing, and that loophole has been given recent attention, especially in light of national curriculum changes and librarian shortages. The University of Borås’s School of Library and Information Science is the largest, leading institution within Sweden for preparing professional librarians. Their school librarianship faculty is in the process of changing its curriculum. This paper explains the school librarianship situation in Sweden as a case study of a change process in the profession.

Leadership is a topic regularly discussed in library circles. Day-long preconference sessions are dedicated to the subject. Library associations offer webinars and host institutes on leadership development and best practices. Also of continued interest is diversity in the workplace, particularly with regard to recruitment, retention, and promotion of libraries from underrepresented groups, as evidenced by the burgeoning number of residency programs at academic libraries. Yet despite all the institutes and initiatives, minority librarians express frustration in securing leadership roles.
