This research identifies the implementation of the Broadband Learning Center (BLC) program of the Surabaya government as a facility for community learning on Information Communication Technology (ICT). BLC is one of the crucial developments in building Smart Community as the main actor in Surabaya Smart City establishment. In the Surabaya context, BLC is one of the foundations in establishing a smart city which is an integration of three main dimensions, namely BLC as ICT facilities, community as the actor in smart city development, and the Surabaya government. The study applied a qualitative method with a descriptive research type — data collected through in-depth interviews, observations, and documentation studies. Interviews were conducted to 22 informants, which consisted of one BLC coordinator in government institution, one representation of BLC coordinator from community, and eight facilitators in five parts of the city areas which provided BLC facilities, and 12 representations of community groups as the users that consisted of adolescent and youth, women, and senior community. The observation was being held in BLC spots, while community learning activities occurred. The BLC remarkably facilitates community learning and education in dealing with ICT. The study indicates that the program performs ICT community learning which establishes community ability to understand and to use information from digital sources. However, it has been challenged by the conception of digital literation in boosting smart community active participation, which should enable the community to connect and interact with, also utilize the information. A socio-technical learning approach can be pertinently implemented by linking social and technological factors in order to fit the learning process and targeted community and also widen its opportunity in achieving smart community sustainability.

Background Cancer care coordination addresses the fragmented and inefficient care of individuals with complex care needs. The complexity of care coordination can be aided by innovative technology. Few examples of information technology-enabled care coordination exist beyond the conventional telephone follow-up. For this study, we implemented a custom-designed app, the Personal Health Network (PHN)—a Health Insurance Portability and Accountability Act-compliant social network built around a patient to enable patient-centered health and health care activities in collaboration with clinicians, care team members, caregivers, and others designated by the patient. The app facilitates a care coordination intervention for patients undergoing chemotherapy. Objective This study aimed to understand patient experiences with PHN technology and assess their perspectives on the usability and usefulness of PHNs with care coordination during chemotherapy. Methods A two-arm randomized clinical trial was conducted to compare the PHN and care coordination with care coordination alone over a 6-month period beginning with the initiation of chemotherapy. A semistructured interview guide was constructed based on a theoretical framework of technology acceptance addressing usefulness, usability, and the context of use of the technology within the participant’s life and health care setting. All participants in the intervention arm were interviewed on completion of the study. Interviews were recorded and transcribed verbatim. A summative thematic analysis was completed for the transcribed interviews. Features of the app were also evaluated. Results A total of 27 interviews were completed. The resulting themes included the care coordinator as a partner in care, learning while sick, comparison of other technology to make sense of the PHN, communication, learning, usability, and usefulness. Users expressed that the nurse care coordinators were beneficial to them because they helped them stay connected to the care team and answered their questions. They shared that the mobile app gave them access to the health information they were seeking. Users expressed that the mobile app would be more useful if it was fully integrated with the electronic health record. Conclusions The findings highlight the value of care coordination from the perspectives of cancer patients undergoing chemotherapy and the important role of technology, such as the PHN, in enhancing this process by facilitating better communication and access to information regarding their illness.

AbstractIn the wake of recent catastrophic natural disasters, the United Nations (UN) has developed an increasingly sophisticated network of collaborative partnerships to assist with humanitarian relief operations. The growing use of open-source technology such as crowd mapping and resource tracking—being universally accessible, collaboratively designed, subject to ongoing improvement, and responsive to on-the-ground needs—reflects in many respects the emerging UN governance mechanisms developed to support the creation of such technology. The 2008 meeting of the World Economic Forum called for increased documentation and ‘dissemination of the work of humanitarian relief’ and ‘mapping of assets, non-food items’ and resources to prevent duplication.1 However, as yet, little attention has been given to the role of open-source governance mechanisms in the context of disaster response. This article aims to fill this gap by examining the emerging mechanisms by which private sector collaboration is coordinated by international institutions such as the UN. It finds that the emergence of post-disaster open-source humanitarian relief reflects the observations of new governance legal scholars that coordination is increasingly the result of expanded participation and partnership on the part of governments and non-State actors, a learning-focused orientation, with the State increasingly acting as a convener, catalyst and coordinator.

<p>This work deals with the modeling the processes of the collaboration in practical work of electronics in a context of e-learning and the remote laboratory which is a new technology allows students to manipulate the practical experience the electronics by controlling all equipments and instruments of a laboratory via the web without moving to t laboratory. That is for to solve the problems of overcrowding students in universities and the restriction of time and places and the lack of some instrument in laboratory. Even this new project will allow the sharing all instruments and equipments between universities in the world for to have a cooperation in scientific learning. In this work we are interested to modeling the processes of collaborative electronics practical work, whose actors are : tutor, member, coordinator and the secretary and collaborative tools. Two models have been developed: a tutor-student model showing the activities of the learner and tutor, and moderating-member-secretary model that focuses more specifically on the roles of the moderator (coordinator) and the secretary (reporter). This modelling has made it possible to better understand the processes considered and to detect the various problems that may arise during an online particle work collaborative process.</p>

AbstractUndergraduate students whose programme includes a full academic year on an Erasmus study visit require a range of support before, during and after their year abroad. This study focuses on the support provided by the home academic coordinator during the students’ period of study abroad. The research is based on a case-study which explores how the maintenance of an online journal can enhance students’ new learning experiences. The outcomes of this investigation are of interest at a pragmatic level to Erasmus coordinators and educational institutions whose programmes include a study visit or an internship. At a theoretical level, this study brings together a number of areas that have each been the subject of prior research but that so far have not been pulled together, particularly in the context of a study visit to a foreign country. The areas referred to include the benefits and challenges of rolling out educational online journals; the use of blogging in language learning; the design of rubrics as a form of feedback and the activity of reflective writing in an online environment. The findings and the discussion show how the online journal has added a positive dimension to the year abroad, particularly in the areas of communication and feedback, peer support, language learning and technology.

To increase the quality of informal science, technology, engineering, and math (STEM) learning opportunities, many youth development professionals working in out-of-school time (OST) programs need professional development focused on facilitating these types of activities. Nebraska Extension developed an open-access repository of resources that support an ongoing, blended approach to STEM professional development for youth workers. The current study evaluated the impact on staff, programs, and youth achieved by implementing Click2Science resources in sites at a large youth serving organization. Data sources included site or program director/coordinator and frontline staff perceptions about their experiences during the professional development events, observations of staff facilitating STEM learning with youth, and youth interest in STEM. Findings demonstrated an increase in STEM program quality, as measured by the Dimensions of Success (DoS) Observational Tool (n.d.). Site or program director/coordinators and frontline staff found the professional development eye-opening and user friendly, and noted increased youth engagement following the intervention. Youth reported positive perceptions of STEM learning experiences. Triangulation of these three sources confirmed the promising utility and effectiveness of this professional development approach. Further research is needed to extend the preliminary findings and support the case for increased investment in STEM professional development for youth development professionals.

Service-learning has gained strong interest among educators as a model of experiential education through community engagement. Its potential to contribute to multiple stakeholders, including students, community partners, faculty, and university, is well recognized. While research has focused on elements of this teaching model that contribute to the realization of student-related benefits, there has been less emphasis on what aspects enable the creation of shared value to other stakeholders. We describe a postgraduate, elective management consulting course based on service-learning pedagogy, which has been running for 10 years at the University of Technology Sydney Business School leading to the completion of 75 community projects to date, and evaluate how it creates shared value to multiple stakeholders. We identify four main elements of the course that enable it to deliver value to multiple stakeholders: a dedicated role of client engagement coordinator, a coaching program involving industry experts, student autonomy, and authentic assessments. The main challenges in continuously providing value to all involved parties are developing focused and realistic project briefs, managing students’ commitment and differences in students’ skills, and recruiting industry coaches.

The work of catchment management groups throughout Australia represents a significant economic and social investment in natural resource management. Institutional structures and policies, the role of on-ground coordinators, facilitation processes, citizen participation and social capital are critical factors influencing the success of catchment management groups. From a participant-researcher viewpoint, this paper signposts research directions and themes that are being pursued from the participant/coordinator, catchment group, and lead government/non-government agency perspective on the influence of these factors on the success of a catchment management group in the Pumicestone Region of Southeast Queensland, Australia. Research directions, themes and discussion/reflection points for practitioners include - the importance of understanding milieu; motivation; success; having fun; "networking networks"; involvement of "non-traditional" stakeholders; development of stakeholder/participant partnerships; learning from other practitioners; methods of stakeholder/participant representation; evaluation; the need for guiding principles or philosophy; the equivalence of planning, implementation, evaluation, and resourcing; catchments as fundamental units of Nature; continuity of support for groups; recognising a new role for government; working with existing networks; and the need for an eclectic approach to natural resource management.

Purpose This paper aims to closely examine the features of an urban community-based learning program to highlight the synergy between its educational technology, literate practices and social justice ethos that impact youths’ learning and documentary filmmaking. This examination of a learning setting illuminates the “what is possible” and “how it comes to be possible” (Gomez et al., 2014, p. 10), illustrating possibilities for youths’ tech-mediated literacies to facilitate, support and extend engagement in social justice. Design/methodology/approach Grounded in the theoretical and analytical concept of activity theory, this study uses qualitative methods and activity systems analysis. Observations are the primary data source coupled with a detailed activity analysis supported by artifacts, images and interviews. Program participants included 12 youth, 2 youth mentors, 1 adult coordinator and 1 adult facilitator. Findings Findings illustrate that all subjects (participants) in the program co-created and shaped the activity system’s object (or purpose). Analyses also reveal the ways in which the program enables and empowers youth through its development of participatory literacy practices that “can facilitate learning, empowerment, and civic action” (Jenkins et al., 2016). Originality/value Overall, this study is a contribution to the field as it responds to the need for close examinations of complex technology-mediated learning settings “through the lens of equity and opportunity” (Ito et al., 2013).

Technology as an essential matter has been integrated in today’s education for the sake of innovative and cutting-edge medium for English language teaching (ELT). Also, the students’ demands in learning English should be accommodated since they are in relation to the specialized study or the professional required of the students. This paper attempted to explain how the process of ICT-based instructional materials for undergraduate students of Communication Department is developed. This research occupies Richards (2001) model of R and D. There were three groups participated to this research. The students (N 50), lecturer (N 1) and the curriculum coordinator (N 1), from those three participants, were achieved by triangulation with respect to data collection sources. The finding shows that most of the respondents agree to use ICT-based instructional material in their learning process. It means ICT-based instructional material is proper to be implemented since the practicality and ease of usage. The feedback from the students indicates that they like the appearance of the instructional material and it attracts the students to use it to support their learning.

In Australia, a significant number of students enrol in first-year university biology without the benefit of high school biology. In order to help students support each other, the authors of this paper (a central unit academic developer and a biology coordinator of first-year biology) created a classroom activity that facilitated the distribution of the more experienced students of biology throughout the practical work groups. An important feature of this creative design for forming groups, called the GLO Activity in this paper, was the embedding of two of the University’s key teaching and learning priorities within the activity. These were the University’s eight graduate learning outcomes (GLOs) and, inclusive education practice. We discuss creative pedagogies in STEM (Science, Technology, Engineering and Maths) and their link to supporting students in their first year of university study. We explain our scholarly thinking behind the GLO Activity and evaluate its impact. Finally, we reflect on how we, the educators, found satisfaction in thinking deeply to create a new learning structure for a biology practical class that solved one teaching challenge but also met a number of the University’s curriculum principles.

IntroductionDespite increased healthcare systems costs, limited opportunities for health economics training are available to healthcare professionals. From 2016-2018, with a grant from the Brazilian Ministry of Health, the Federal University of Goias with 7 other universities, implemented the distance learning Postgraduate Certificate in Health Economics for Health Care Professionals (PCHE) aimed at enhancing technical capacity of professionals working in the Brazilian Public Healthcare System (SUS).MethodsThis is a descriptive and qualitative assessment of the PCHE implemented in Brazil 88 healthcare professionals working in SUS and involved in decision making in all levels of managament were enrolled in a health economics training, through long-distance learning strategy. We present course metrics, describe its workload, content, modalities and structure of training.ResultsPCHE was structured with 3-day workshops introducing each of the modules, during which students were also evaluated regarding the previous module content. With a total workload of 360 hours, structured in four modules: Public Health and Epidemiology; Introduction to health economics and healthcare funding; Management of healthcare resources; and Healthcare economic evaluation. The module coordinator was resposible for supervision of course materials development, workshop, distance based tutoring activities, and evaluation. Course material included theorethical content and practical tools for economic evaluation and health technology assessment in the workplace, applying problem-based learning strategies. Certificates were granted to students with 75 percent presence and approved in all modules, and final papers approved by an examination board. Each module was completed in 8 weeks (90 hours/module). Within groups of 20 students, tutors performed communication witn chats twice weekly and discussion forums by topic.. A total of 88 students were enrolled. Drop-out rate was 35.2 percent (n = 31). Additional 10 students did not pass the exams. In total, 47 students completed the training.ConclusionsHealth economics training through distance learning is a more efficient use of resources with good results.

The problematics of Information and Communication Technologies is undoubtedly important area in modern education. The world rapidly changes and technical potentiality is constantly growing. The digital revolution is making life easier for people in both directions work and leisure time. A question if we can support an idea that modern ICT helps with the educational process is not explicit? Obviously, ICT improvement leads to applying them in different areas of our life. On the one hand, the educational environment of ICT implementation plays a major role. Possessing modern ICT cannot be the only factor as in order to improve the educational process we need to know the ways of using them i.e. it should not be a matter of fashion. On the other hand, ICT (audiovisual, computer, interactive etc.) themselves are the objects of thorough investigations. So, an international scientific project ARiSE could be the best example (http://www.arise-project.org). Seven institutions from five European countries including Germany, Lithuania, the Czech Republic, Romania and Malta are the participants of the event. The coordinator of the project is Fraunhofer-Institut IAIS (Fraunhofer Institut Intelligente Analyse – und Informationssysteme, Sankt Augustin, Germany) (http://www.iais.fraunhofer.de/). The main objective of the ARiSE Project is to test the pedagogical effectiveness of introducing augmented reality (AR) into the classroom and creating remote collaboration between classes around AR display systems. Also, the important task is to develop a pedagogical reasoning of the given augmented reality technology in school environments.In this article the first conceptual ideas on this question are presented. Asynchronous online extension classes, in which content is made available on demand, can reach a larger audience, offer more scheduling flexibility, and reduce the strain on limited time and financial resources for extension faculty and staff. In comparison with traditional extension programming (in-person presentations) or online synchronous programming (live webinars), asynchronous programs can require significant time and resources during the initial development stages, including advanced planning and dedicated contributors as well as ongoing information technology (IT) infrastructure and maintenance. The objective of this article is to summarize the development process and inputs needed to successfully develop an online asynchronous extension program based on the authors’ experience developing the Tennessee Master Nursery Producer Program (TMNP). The TMNP is a certificate program for nursery growers in Tennessee designed to improve growers’ long-term environmental, economic, and community sustainability. Developing the online TMNP required three key positions: project coordinator, e-learning specialist, and content developer which spent 473, 401, and 847 hours, respectively, during the development process. Detailed information on development time, requirements, and suggestions for other institutions wishing to develop similar programs is offered.

The article highlights the essence of methodological support of industrial practice of students-interns of food profile, the main elements of this support, their role in forming readiness for future professional activity of specialists, in particular, the end-to-end program for organizing and conducting industrial practice of university students. The connection of industrial practice with theoretical training of students, the role of theoretical knowledge in the formation of generalized professional skills, the formation of which contributes to the readiness for future professional activity. The role of the head of practice from production and educational institution is revealed, methodical recommendations for heads of practice from the enterprise are offered.It is proved that the use of methodological support helps to increase the efficiency of organization and production practice of future food professionals. The scheme of methodical tools of the organization and carrying out industrial practice where the connection of all elements of methodical support is specified is made.In the course of the research such theoretical methods were used: analysis, synthesis, systematization and modeling for the purpose of generalization of theoretical materials, modeling of teaching aids and their possible application in the process of students-intern practice.Introduction and application in the process of industrial practice of methodical support promotes the formation of studentsʼ personal goal-setting, which involves the ability of the individual to determine the goals of their activities, the situational nature of learning, which is based on real production conditions; learning productivity, which consists in the creation of new previously unknown learning products, based on theoretical knowledge of food disciplines and the latest advances in science and technology. This study aimed to examine the correlation between learner autonomy, digital competence, and writing achievement. It involved 92 first-year English as a Foreign Language (EFL) students who were enrolled in an intensive course (IC) program of the English department of a state university in Indonesia. This study used three types of data: learner autonomy level elicited by using a questionnaire, digital competence level elicited by using a questionnaire, writing scores that were obtained from the coordinator of the IC program. The research methodology used in this study was quantitative research. The bivariate Spearman correlation was applied to know the correlations between learner autonomy and writing achievement and the correlation between digital competence and writing achievement. The multiple linear regression was computed to examine the correlation of the combination of learner autonomy and digital competence towards writing achievement. The results of the study confirmed that learner autonomy was strongly correlated with writing achievement and digital competence was moderately correlated with writing achievement. The result also showed that there is a statistically significant correlation between a combination of learner autonomy and digital competence towards writing achievement. Therefore, pedagogically, teachers of EFL writing are suggested to promote autonomous learning and at the same time, use technology to foster EFL students' writing achievement.

In this article we discuss the training of teachers for professional and technological education, considering the need for a continuous formation articulated with the Education Sciences. We intend to shift the focus centered on technical training to a perspective centered on pedagogical practices, consonant with a humanist formation. Our objective is to critically reflect on current teacher training courses considering the need for an adequate articulation between the specific technical and pedagogical knowledge . In this sense, we emphasize that the teaching activity is not merely a technical nature, it involves specialist knowledge and general knowledge that is in harmony with the purposes of the 21st century Education and with the profile of the students to be trained. The knowledge society, due to its idiosyncrasies, demands both a new formative profile that contemplates new methodological perspectives, within the field of professional and technological education, and looks for an effective combination between teaching and learning within the scope of this new cultural scenario. Knowledge should not be initiated only in a scientific and technological culture, characterized by a simple transmission of content, instead, it should be integrated to a culture of the humanities, privileging reflective and systemic thinking. Training students in vocational and technological education courses is not only preparing them for the competent exercise of a given profession in this area, it also means providing them with critical thinking about the transformations of the world around them as a presupposition of meaningful learning, to put themselves in the world in a more informed way. To ease the challenges of teachers in teaching, it is important to search for the problems of teachers on teaching practices. This study was conducted to find out some of the challenges that teachers on teaching practice experience in schools in Sierra Leone. The result will help to shed light on the aspect of the training exercise that needs to be improved to increase quality in schools. The study investigated the main challenges that teachers on teaching practice from Freetown Teachers College encounter in Social Studies and Business. Even though teaching practice teachers do their best to enrich students with their wealth of experiences, yet still, they got their obstacles that hinder their ability for effective teaching. The study employs qualitative procedures with a case study design where the main actor’s informant interview, observation focus group discussion and documentary review as the main methods of data collection. The respondents covered, 10 teaching practice teachers, 10 heads of schools, 9 college lecturers and 1 teaching practice coordinator of Freetown Teachers Polytechnic. The result revealed some problems in posting of student for teaching practice to various schools, payment of salaries to teaching practice teachers, school support, teaching methods, classroom environment, and language proficiency.

To be headquartered at the Georgia Experiment Station in Griffin, Ga., with satellite units in Atlanta, Athens, Tifton, and Savannah, the Center will utilize advanced communications technology in developing and delivering educational outreach programs for clientele. Distance learning via fiber optics telecommunications will be used to provide educational short courses and seminars to clientele across the state. Distance imaging will be used for plant problem solving and plant identification. Newsletters, pest alerts, program announcements and other information will be sent electronically to clients via fax, e-mail, or the World Wide Web. Marketing of Georgia-grown crops will be a major thrust of the Center. A second component of the Center will be a public outreach unit, staffed by trained Master Gardeners, professional coordinator, and computer technician housed at the various satellite units. Citizens throughout the state will be able to phone one of the satellite units to get their gardening questions answered. Information will be sent directly to clients via fax, e-mail, or from the local county Extension agent when prompted via the computer to send the client an informational bulletin. A central server and database of information to support the Center will be maintained at the Georgia Experiment Station. The article describes the structure of the electronic simulator " Trainee " for students of specialty 015.21 "Professional education (Food technology). Stu-dents of this specialty, according to the scientific plan, undergo industrial training at the workplaces of food industry enterprises. The relevance and expediency of using such a resource which allows you to realize a close relationship between trainees and managers from the production and educational institution in order to coordi-nate actions in accordance with the educational and professional training program for specialists in the food industry are disclosed. Such communication is carried out by means of the “Coordinator of Actions”, where all the actions of partici-pants in industrial training are clearly described. In addition, the technique of using the "Trainee" simu-lator in production conditions is provided. The essence of the sections of the electronic simulator, which is used there is disclosed. The examples of students practicing individual sections of the simulator show the formation of skills that can be acquired by trainees of food industry, which, in turn, helps to shape their read-iness for future professional activities. Thus, the use of an electronic simulator “Trainee” in training in the process of training engineers-educators of food industry provides for subject differentiation and promotes an individual approach to training, taking into account the possibilities of personality. In addition, the introduction of such a simulator into training forms among students: personal statement of the purposes, that means the ability of a person to define the purposes of his activity; learning situation of training, which is based on creation by the teacher of industrial situations (their purpose is a challenge of motivation of the future specialists and a direction of their activities in the knowledge of industrial objects and the decision of problems connected with them) training productivity, consists in creating new previously unknown training products, based on theoretical knowledge disciplines of food industry and the latest achievements of science and technology.

The paper proposes a novel learning-based coordination strategy for lateral control systems of automated vehicles. The motivation of the research is to improve the performance level of the coordinated system compared to the conventional model-based reconfigurable solutions. During vehicle maneuvers, the coordinated control system provides torque vectoring and front-wheel steering angle in order to guarantee the various lateral dynamical performances. The performance specifications are guaranteed on two levels, i.e., primary performances are guaranteed by Linear Parameter Varying (LPV) controllers, while secondary performances (e.g., economy and comfort) are maintained by a reinforcement-learning-based (RL) controller. The coordination of the control systems is carried out by a supervisor. The effectiveness of the proposed coordinated control system is illustrated through high velocity vehicle maneuvers.

Abstract Objectives: Identify and describe information needs and associated goals of physicians, care coordinators, and families related to coordinating care for medically complex children and youth with special health care needs (CYSHCN). Materials and Methods: We conducted 19 in-depth interviews with physicians, care coordinators, and parents of CYSHCN following the Critical Decision Method technique. We analyzed the interviews for information needs posed as questions using a systematic content analysis approach and categorized the questions into information need goal types and subtypes. Results: The Critical Decision Method interviews resulted in an average of 80 information needs per interview. We categorized them into 6 information need goal types: (1) situation understanding, (2) care networking, (3) planning, (4) tracking/monitoring, (5) navigating the health care system, and (6) learning, and 32 subtypes. Discussion and Conclusion: Caring for CYSHCN generates a large amount of information needs that require significant effort from physicians, care coordinators, parents, and various other individuals. CYSHCN are often chronically ill and face developmental challenges that translate into intense demands on time, effort, and resources. Care coordination for CYCHSN involves multiple information systems, specialized resources, and complex decision-making. Solutions currently offered by health information technology fall short in providing support to meet the information needs to perform the complex care coordination tasks. Our findings present significant opportunities to improve coordination of care through multifaceted and fully integrated informatics solutions.

Blockchain is an emerging meta-technology and considered a new institutional technology with the potential to change the governance of vertically integrated food supply chains. This paper investigates the effects on coordination mechanisms in vertically cooperating agri-food networks that result from the implementation of different blockchain technology platform types (BCTPT). The research is based on an extensive literature overview and exploratory use cases of BCTPT implementations in the agri-food industry which are presented to illustrate the applicability of the findings. Our analysis shows that BCTPT predominantly differentiate through the coordination mechanisms exerting of power, information sharing, decision-making, and collective learning benefits. We also reveal that blockchain use cases with high success rates typically operate in a vertical ecosystem where a focal firm assumes the responsibility for coordinating the activities in the supply chain network. These use cases are typically operationalized in tracking and tracing applications as well as in provenance-based information provision, which either operate in vertically coordinated private blockchain or consortium-type blockchain platforms. We conclude that the choice of a specific BCTPT with its respective coordination mechanisms is a key determinant of the economic success of the intended use case, the efficient management of the supply chain network, and eventually for the chosen digital business model. This paper will close a research gap, as the potential impacts of different blockchain technology platform types on digital agri-food business models and its supply chain management have scarcely been researched.

Introduction. The concept of outcomes-based education (OBE) was first put forward in 1981 by the educator W. Spady, and has been widely valued and applied in a rapid speed. During the next 10 years, OBE has formed a relatively complete theoretical system and became the mainstream ideas of national education reform in the United States, Britain, Canada and other counties. At present, the technology and tools of OBE, despite the criticism, remain relevant for the development and optimisation of the humanities education system.The aim of the present research is to study and analyse the theory of OBE and the practice on the application of pedagogical principles for modernisation of the humanities education in China.Results and scientific novelty. Chinese education certification system has made notable progress in recent years. More universities and colleges are pursuing a quality improvement strategy focused on three main components – learning outcomes, student personality and continuous improvement. OBE establishes the same priorities; OBE is considered as a special type of effective pedagogical design. The features of this model implementation are briefly described – the structure of the training process, its stages and characteristics. The opportunities for improving humanities education based on OBE framework were considered. The OBE operates within the framework of the following core issues: the things students learn and the extent of student success, not the manner of learning; the place, the time of learning and the duration of training.OBE process implies ultimate involvement of students’ individual cognitive abilities to master competencies, which help adapt to future life. The knowledge of actual material (content of the programme) is not the key element of the education process, but the skills of knowledge application are important when solving specific tasks. The curricula, educational process, its methods, tools are adjusted, rebuilt and replaced if they do not contribute to the development of such skills, e. g. the results of the training determine its system and act not as a goal, but as a means of achieving it. The structure of results manages all educational activities, and their evaluation is carried out according to clear initially defined criteria, combined with flexible personalised requirements in order to get students to fully self-realise personal potential during a training course. To improve the initial design of curriculum, it is necessary to provide constant feedback “student-teacher”. The teacher has to organise and focus the learning process to give each student confidence in the acquired experience and to guarantee his or her success in further professional activities and life in general.Practical significance. The OBE concept fully complies with the needs and demands of modern society and modern people – it is no coincidence that such training has become one of the most popular forms of education in many countries, including the field of the humanities education in China. The present research leads to the conclusion that in the humanities field, notably in the teaching of foreign languages, a significant improvement in the quality of training of students can be achieved through the use of OBE teaching tools. In this model of training, practice is more important than theory. Moreover, this model assumes understanding to be more valuable than memory; the traditional “cramming” of educational information by students can be completely excluded; also, such model provides an opportunity to establish a continuous productive dialogue between the participants of educational process and to transform a classroom into a laboratory. The student becomes an active, self-motivated and responsible actor of his or her own individual educational trajectory, not a passive consumer of information, and the teacher – active assistant and coordinator of education.

Object tracking is one of the important part of intelligent video surveillance, but the traditional target tracking technology based on the pixel coordinate system in images still exists some unavoidable problems. Target tracking based on pixel can’t reflect the real position information of targets, and it is difficult to track objects across scenes. Based on the analysis of Zhengyou Zhang's camera calibration method, this paper presents a method of target tracking based on the target's space coordinate system after converting the 2-D coordinate of the target into 3-D coordinate. It can be seen from the experimental results: Our method can restore the real position change information of targets well, and can also accurately get the trajectory of the target in space.

In order for blind people to learn aerobics more conveniently, we combined Kinect skeletal tracking technology with aerobics-assisted training to design a Kinect-based aerobics-assisted training system. Through the Kinect somatosensory camera, the feature extraction method and recognition algorithm of sign language are improved, and the sign language recognition system is realized. Sign language is translated through the sign language recognition system and expressed in understandable terms, providing a sound way of learning. The experimental results show that the system can automatically collect and recognize the aerobics movements. By comparing with the standard movements in the database, the system evaluates the posture of trainers from the perspectives of joint coordinates and joint angles, followed by the provision of movements contrast graphics and corresponding advice. Therefore, the system can effectively help the blind to learn aerobics.

This research aims to prove: 1) relationship between cardiorespiratory fitness with movement coordination learning ability, 2) relationship between cardiorespiratory fitness with fatigue level, and 3) relationship between cardiorespiratory fitness and fatigue level on learning ability of movement coordination. Samples were 30students of Department of Sport Education determined by purposive sampling technique.To conduct the correlational research, the instruments includeda Cardiorespiratory fitness measured by using Fitmate version 2.2, Wellness Technology a Division of Cosmed, also equipped with other supporting devices such as treadmills. Level of fatigue was measured by using the heart rate monitor of Polar brand and Stopwatch (BT Butterfly 60 Japan) while movement coordination learning ability measured by using Drawing Mirror Tracer Test. Using multiple regression analysis, it is concluded that: firstly, there is significant relationship between cardiorespiratory fitness and learning ability of movement coordination. Secondly, there is significant relationship between the level of fatigue and the learning ability of movement coordination. Thirdly, there is significant relationship between cardio respiratory fitness and level of fatigue in the learning ability of movement coordination.

The University of Technology Sydney First Year Experience program is an institution-wide, systematic approach to supporting the transition, retention and success of first year students from low socio-economic status backgrounds, within a philosophy that good practice for these students is good practice for all students. The program is based on third-generation first year practice and transition pedagogies. It includes central and faculty coordinators, small grants and learning communities enabling the development, embedding and sharing of transition practice in the curriculum. This good practice report describes the program, its evolution over five years and its impacts on academic and professional staff engagement and improving the success of students from low socio-economic status backgrounds. Lessons learned about the importance of central and local coordination, sharing practice underpinned by a scholarly framework and the use of data and strategic alignment are highlighted.

50 Background: The Ottawa Hospital, serving a population of 1.2 million across a large geographic area, redesigned its regional lung cancer diagnosis and patient intake process using a systems approach. Although having a strong record of excellent coordinated care, recent challenges had created strains on delivery metrics. Prior to the implementation of the project (October 2014), it took patients a range of 15 – 225 days to get from a referral with a suspicion of lung cancer to initial treatment, with a 90th percentile of 117 days. Methods: An innovative care platform was developed to align the people, processes and technology sides of the regional lung cancer care. It formed a basis for a “learning” system mobilizing the wider community for transformational change. We redesigned 12 main business processes facilitating accurate and timely diagnoses using the Communities of Practice approach, the Lean and Constraints methodology and the IBM business process management technology tools. In a series of rapid learning cycles, 270 technology-enabled actions were logged and resolved to support 57 process changes in workflow. The main patient value outcome was defined as improvement in the monthly proportion of patients receiving initial treatment within provincial targets and a reduction of total wait time. Results: In 14 months, the TOH Lung Cancer Transformation program yielded substantial improvement across all levels of diagnostic process including a 48% reduction in the cumulative wait times from referral to initial treatment (surgical, systemic, radiation), increased patient satisfaction with care coordination, implementation of guideline standards, efficiency gains from more intensive use of hospital resources, and sustained engagement of over 100 regional lung cancer care providers in collaborative learning and knowledge sharing across disciplinary and organizational boundaries. Conclusions: A systems approach can improve the hospital capacity to facilitate and support inter-professional and intra-professional teamwork necessary for the diagnostic process transformation.

Abstract This article offers an alternative view of mobile learning, moving away from a focus on technology to an emphasis on the mobilization of multiple resources by the learner and the interactivity between the learner and the environment. We present an analysis of an episode of self-directed online learning by a multilingual learner using the perspective of translanguaging. We argue that the mobilization process is a process of translanguaging whereby the learner goes beyond not only the boundaries between different-named languages but also linguistic codes, transcending modalities and making use of the technological environment and artifacts. In so doing, we highlight the need for researchers to broaden the definition of language and language learning and look more closely at the details of how learners orchestrate and coordinate their mind and body to adapt to the affordances of the diverse range of multilingual, multimodal, and multisemiotic resources.

when there is interaction within online learning groups, meaningful learning is achieved. Motivating and sustaining effective student interactions requires planning, coordination and implementation of curriculum, pedagogy and technology. For our aim to understand online learning group processes to identify effective online learning group mechanisms, comparative analysis was used on a massive open online course (MOOC) run in 2015 and 2016. Qualitative (interaction on the platform) and quantitative (survey) methods were used. The findings revealed several possible ways to improve online learning group processes. This paper concludes that course organization helped in increasing individual participation in the groups. Motivation by peers helped to increase sustainability of interaction in the learning groups. Applying these mechanisms in higher education can make online learning groups more effective.

In this paper, a non-contact coordinate measuring machine with laser displacement sensor, which consists of three translational axes, is designed and built independently. In order to obtain the measuring precision, it needs to calibrate the coordinate measuring machine. Learning from the calibration method of contact coordinate measuring machine, a detection method is proposed for calibrating the precision of the non-contact coordinate measuring machine. Based on the homogeneous coordinate transformation theory, the error model of coordinate measuring machine is built under the condition that the positioning errors, angular errors, straightness errors and perpendicularity errors are taken into comprehensive consideration. The final error expressions of three axes can be calculated in the use of error model and homogeneous coordinate transformation theory. The final values of the errors are acquired through the analysis of the error curves, which can be obtained by using the laser interferometer system. The method proposed in this paper is using the two-dimensional ball plate to measure the errors. By locating three different positions of the ball plate in the space and using automatic centering procedure to measure the center position which is previously calibrated, the final errors of three axes can be detected directly. By comparing the two results, it testifies that the two-dimensional ball plate detection method is reasonable. Comparing with the laser interferometer method, the two-dimensional ball plate detection method reduces the workload of adjusting the optical path and the time of measuring errors, which has the vital significance in calibrating the precision of non-contact coordinate measuring machine.

Abstract Healthcare is increasingly moving away from expensive hospitals into the home. Although there are advantages to managing chronic health conditions in homes, there are also a number of disadvantages, beginning with aging adults’ unfamiliarity with the technologies being deployed. Too often, designs and instructional materials are not developed with aging users’ capabilities in mind. Health technology also confronts users with significant challenges including just-in-time learning when users are under significant stress. Technology support is often lacking. Also, care coordination for multiple chronic conditions is challenging. For instance, patients are often provided with multiple electronic health record portals. I discuss the reliability of and some of the practical challenges for a home health monitoring system used by older adults and those with heart failure over a 6-month interval. The system featured components such as a wrist-worn sensor package, daily tablet surveys, blood pressure cuff, weight scale, and bed sensors.

For complex CAD models, model segmentation technology is an important support for model retrieval and reuse. In this article, we first propose a novel CAD model segmentation method that uses the fusion of the program/project evaluation and review technique (PERT) and the Laplacian spectrum theory. By means of PERT, spectral theory, and the CAD models’ geometrical and topological information, we transform the b-rep model faces into two-dimensional coordinate points corresponding to the nodes of the attributed adjacent graph (AAG). The k-means approach with the Silhouette coefficient was employed to conduct unsupervised learning of the coordinate points. The experimental results demonstrate that (1) the proposed approach can effectively transform the b-rep model into a two-dimensional coordinate point set; (2) the k-means algorithm can efficiently cluster points to achieve segmentation; and (3) in view of human cognition, the segmentation results are more reasonable. It can effectively divide the point set into several groups to achieve the model segmentation.

Purpose: The study aimed at finding out the determinants of successful implementation of digital literacy project in public primary schools in Baringo County in Kenya. The specific objectives of the study were to determine the effect of school leadership, information communication technology teacher competence, and teacher workload and information communication technology infrastructure. The study was founded on Technology Acceptance Theory, Resource Based Theory, Upper Echelons Theory and the Technology, Organization and Environment Model theories. This study adopted a descriptive survey research design. Methodology: The study targeted 612 stakeholders in the implementation of the Digital Literacy Project in public schools including the Ministry of education Science and Technology representative who is the Sub county Directors, the TSC Sub County Directors, curriculum support officers in the County, the Kenya Institute of Special Education Sub County coordinators, the Kenya Primary Schools Head Teachers Association Sub County coordinators, the Kenya National Union of Teachers Sub County coordinators and the head teachers of the public primary schools in Baringo county. Yamane formula was used to determine a sample size of 150 respondents. Structured questionnaire presented in likert scale were used in collecting primary data. Descriptive statistics such as percentages, mean and frequency was used to analyze the collected data. The study also used inferential statistics such as correlation and regression. Results: The study found that school leader of technology encourage use of technology in teaching and learning and help teachers establish goals to implementation of technology in achieving their instructional strategies and that school leader’s interest; their commitment and championing implementation of ICT programs in schools positively influenced the whole process. The study concluded that school leadership had the greatest influence on implementation of digital literacy project in public primary schools in Baringo County in Kenya in Kenya followed by ICT infrastructure, then teachers ICT competence while teachers’ workload had the least influence on the implementation of digital literacy project in public primary schools in Baringo County in Kenya.Contribution to policy and practice: The study recommends that the school leaders should increase their compliance with the various policies so as to ensure more effective integration of learning and teaching in primary schools and that school administration and stakeholders in education needs to be more supportive towards implementation of ICT programs.

Relational coordination model has been applied to different sectors reaching positive results in terms of performance in contexts with highly interdependent tasks, uncertainty, time restrictions and tacit knowledge. In this research, the relational coordination model has been applied to prove high levels of instructor satisfaction in e-learning. According to the model, organizations can achieve performance by providing frequent, timely and problem solving communication mechanisms to support shared knowledge, in a context of shared goals and mutual respect. Instructors who teach online courses in Spanish universities and e-learning companies have been surveyed on these particular issues. By using Structural Equation Model analysis (SEM), it has been shown how higher standards in terms of relational coordination among instructors in e-learning explain higher degrees of satisfaction. The conclusions should be considered by universities and companies when they evaluate alternatives for the improvement of performance in online education and training.

Today’s era of societies comprise of one coherent global village, in which learning about and understanding other cultures is crucial. Fu-Jen Catholic University (FJCU), a private university in northern Taiwan, has joined the “Global Academic Initiatives” (GAI) coordinated by East Carolina University (ECU) in USA since 2007. A course entitled Cross-Cultural Communication: Global Understanding is offered in FJCU to allow students in the English department to discuss cultural topics with students from two other countries via Information and Communication Technologies (ICTs) for authentic contacts. The ICT tools support both the synchronous and asynchronous mode of communication. This paper describes the instructional design of the Cross-Cultural Communication: Global Understanding course including the pre-connection trainings and the connection discussions. For the post-connection part, students’ learning and reflections will be discussed along with their e-learning styles. This example could offer other educators who are interested in designing similar intercultural communication courses.

Objectives: The EUR-ASSESS project was undertaken by a large number of members of European health technology assessment (HTA) agencies and programs with the aim of improving coordination through developments in several areas of HTA. At the conclusion of the project, an independent survey was undertaken to reassess the importance of the original objectives of EUR-ASSESS and determine the impact of the project on the way HTA activities are organized and carried out in Europe.Methods: A postal questionnaire survey and a series of more in-depth personal interviews.Results: EUR-ASSESS was generally considered successful in achieving its aims, particularly in creating an informal network of people and organizations, improving the understanding of the work of others, improving the ability to focus the objectives of HTA, facilitating the sharing of experience and mutual learning opportunities, exchanging ideas on research agendas, and developing a common language. However, significant differences emerged in the expectations of different actors in European HTA, and in their perceptions of the impact of the project. These reflect the wide diversity of approaches existing in Europe.Conclusions: Health technology assessment in Europe is changing its nature from a set of national or local initiatives with relatively limited impact to a truly European movement with strong links and coordination between its individual components. Important lessons can be learned from the experience of EUR-ASSESS, particularly in the light of an increasing commitment of the European Commission to play a role in the development of technology assessment.

In the Panax notoginseng quality intelligent management system, the big roots and fibrous roots cannot be cut automatically because the machine cannot distinguish the taproot, big roots, and fibrous roots of Panax notoginseng, resulting in the automatic cutting mechanism unable to obtain the control trajectory coordinate reference of the tool feed. To solve this problem, this paper proposes a visual optimal network model detection method, which uses the image detection method of marking anchor frames to improve the detection accuracy. A variety of deep learning network models are modified by the TensorFlow framework, and the best training model is optimized by comparing the results of training, testing, and verification data. This model is used to automatically identify the taproots and provide the control trajectory coordinate reference for the actuator that cuts big roots and fibrous roots automatically. The experimental results show that the optimal network model studied in this paper is effective and accurate in identifying the taproots of Panax notoginseng.

Summary Objective: To share how an effectual merging of local and online networks in low resource regions can supplement and strengthen the local practice of patient centered care through the use of an online digital infrastructure powered by all stakeholders in healthcare. User Driven Health Care offers the dynamic integration of patient values and evidence based solutions for improved medical communication in medical care. Introduction: This paper conceptualizes patient care-coordination through the lens of engaged stakeholders using digital infrastructures tools to integrate information technology. We distinguish this lens from the prevalent conceptualization of dyadic ties between clinician-patient, patient-nurse, clinician-nurse, and offer the holistic integration of all stakeholder inputs, in the clinic and augmented by online communication in a multi-national setting. Methods: We analyze an instance of the user-driven health care (UDHC), a network of providers, patients, students and researchers working together to help manage patient care. The network currently focuses on patients from LMICs, but the provider network is global in reach. We describe UDHC and its opportunities and challenges in care-coordination to reduce costs, bring equity, and improve care quality and share evidence. Conclusion: UDHC has resulted in coordinated global based local care, affecting multiple facets of medical practice. Shared information resources between providers with disparate knowledge, results in better understanding by patients, unique and challenging cases for students, innovative community based research and discovery learning for all.

The current study explores utilizing the ACTFL cultural framework to structure synchronous video-based speaking activities and subsequent class discussions. The study includes 39 students in two sections of an intermediate-level college Spanish course who engaged in five 30-minute conversations with native speakers of Spanish via Talk Abroad during one semester. Quantitative and qualitative data from the semester suggest students' oral proficiency and critical cultural awareness improved. A comparison of survey data indicates that student-reported satisfaction and learning via Talk Abroad was comparable to that of virtual exchanges coordinated by professors during previous semesters. These findings suggest third-party providers can provide students a similar level of learning and engagement for less of an investment in time, technology, and institutional resources than has been reported in previous studies.

Literature provides many success and failure stories of technology adoption in business that are often analyzed and discussed in the classrooms. However, when it comes to actual implementation, even academic institutions seem to be committing the same mistakes. This case presents the plan, action, and challenges involved in the e-learning initiative of a newly established institute of higher learning in India. The Institute under discussion partnered with a European university to bring in international standard of education. Its plan was to adopt technology for all its regular courses as well as to launch a fully online Master’s degree within the first year of its operation. A team was gathered to set up e-learning in the Institute, which worked with full enthusiasm during the initial months. However, lack of vision and top management support, absence of institutionalized agenda, skeletal team structure and coordination, weak project planning, technology infrastructure, as well as lack of faculty involvement, became the bottlenecks for the e-learning adoption. Gradually, the team got scattered and there after the whole initiative was shattered. The case brings out the critical situations and factors that a brick and mortar educational institution needs to manage when moving on to the e-learning space.
