AbstractThe tufted duck (Aythya fuligula, Anatidae) is widespread in the Palaearctic across Northern Eurasia. Birds breeding in Northern and Eastern Europe are highly migratory, while populations from Western Europe are partially migratory or resident. The aim of this study is to explore genetic variation within and between ducks breeding in Latvia and migrants sampled in North West Russia and Belarus. The technique of random amplified polymorphic DNA was applied using five random primers (ol-1, ol-9-12). Genetic variability was measured for all tufted ducks investigated and for different sub-populations from various regions. Individual genetic structure and genetic variability was higher in ducks collected from Latvia. Gene diversity of amplified DNA bands in birds of Latvian origin was 24% with 80% polymorphism. Means of gene diversity and polymorphism for tufted ducks sampled in other countries varied from 12 to 14% and from 27 to 40%, respectively. A high number of unique bands characterized ducks breeding in Latvia. The oligonucleotide primers used in this study were suitable to analyze differences among tufted ducks of different origin. Possible explanations for the variation observed among the studied ducks are discussed.

This article outlines the main changes that the system of Latvian courts faced after Latvia's accession to the EU. In the legislative field Latvia has added in its procedural laws general provisions that incorporate EU law into Latvia's legal system, as well as the possibility of national courts to apply preliminary rulings procedure. During Latvia's EU membership, Latvian courts have adapted to their role in the application of the EU law, especially in the area of administrative law. Latvian courts have referred to the Court of Justice of the EU for preliminary rulings in over 100 cases, mostly from administrative courts. This corresponds with general tendencies in other new EU Member States. However, the fact that there are very few requests for preliminary rulings from courts that are not the courts of the last instance in Latvia, suggests that Latvian courts of first instances are somewhat unwilling to make use of the preliminary rulings procedure and do not see the benefits in its use.

Rakstā atspoguļoti atsevišķi rezultāti no autoru realizētās romiešu tiesību pirmavotu izpētes saistībā ar tajos atrodamo informāciju par noziedzīgiem nodarījumiem pret īpašumu, kas mūsdienu Latvijā kriminalizēti Krimināllikuma 175. pantā “Zādzība”, 176. pantā “Laupīšana” un 179. pantā “Piesavināšanās”. Apskatīta un analizēta tiesiskā reglamentācija attiecībā uz abigeatus – mājlopu zādzību jeb aizdzīšanu, kas tika uzskatīta par bīstamāku un smagāku nodarījumu nekā parasta zādzība (lat. furtum) un tāpēc bargāk sodīta. Aplūkoti arī minētā noziedzīgā nodarījuma kvalifikācijas un sodīšanas politikas legālie kritēriji romiešu tiesībās. Saskaņā ar autoru informāciju Latvijas pētnieki šo tematiku visai maz apskatījuši, un pētījums varētu dot zināmu ieguldījumu nacionālās tiesību zinātnes attīstībā, īpaši jautājumā par romiešu tiesību principu ietekmi uz Latvijas Republikas normatīvajos aktos ietvertajiem mūsdienu tiesību institūtiem. The article deals with the results of research performed on the primary sources of the Roman Law regarding offences against property contemporaneity criminalised in the Criminal Law (Sections 175. Theft, 176. Robbery, 179. Misappropriation) of modern-day Latvia. It describes and analyses the Roman Law legal regulation regarding abigeatus – the offence of cattle stealing or “rustling” which was considered as a more dangerous and serious offense than ordinary theft (furtum) and therefore more severely punishable. According to the information in the possession of the authors, Latvian researchers have not yet in particular studied the current theme, and the publications in the Latvian language have not been detected yet. Accordingly, the current article could provide certain contributions to the development of the national field of law, especially regarding the impact of Roman legal principles on the development of modern legal institutes incorporated in the law of the Republic of Latvia.

Abstract Kidney transplant recipients have higher incidence of human papillomavirus (HPV)-related malignancies, but studies on the natural history of HPV infection are insufficient, especially regarding in male recipients. The aim of this study was to evaluate the course of high-risk HPV (HR-HPV) infection after kidney allograft transplantation in male recipients: to estimate frequency and activity of HR-HPV infection under immune system suppression. Twenty male renal recipients (age 20 - 68) were enrolled in this investigation and examined in dynamics. Peripheral EDTA-blood samples and urine samples were collected from each patient 2 weeks, 6 months and 12 months after transplantation. Polymerase chain reaction (PCR) with consensus primers was used for initial detection of high range HPV types, a commercial qPCR kit for detection of HR-HPV load in urine samples and ELISA for detection of serum IgG class antibodies to HR-HPV L1-capsid protein. Overall, combining molecular (HR-HPV genomic sequences detected by real-time PCR) and serological studies (IgG class antibodies to HR-HPV L1-capsids’ protein), high frequency of HRHPV infection among male kidney transplant recipients (9/20; 45%) was showed. However, the majority of HR-HPV positive recipients (7/9; 78%) showed signs of infection clearance. It means that, despite the applied immune suppressive therapy, the host’s immune system is capable of dealing with HR-HPV infection up to the 12th month after transplantation. However, the sample size should be increased to enable through statistical analysis before final conclusions are made.

New disease-modifying treatments have recently been approved for 5q spinal muscular atrophy (SMA) and early treatment has been associated with a better clinical outcome. Accordingly, new-born screening (NBS) for SMA should be implemented to ensure early diagnosis of affected individuals. The aim of this study was to determine the feasibility and usefulness of NBS for SMA in Latvia. Between February and November of 2021, 10,411 parents consented to participation in the study. DNA testing for the SMN1 exon 7 homozygous deletion was conducted using qPCR with fluorescent locked nucleic acid primers. In the first month of testing, reporting of results took up to a maximum of 17 days after samples arrived in the laboratory. However, following familiarisation with the procedure, the median report time was reduced to 11 days after birth. Forty cases required samples to be taken again due to poor quality of the isolated DNA transpiring from either the quality of the blood punch or manual mistakes during DNA isolation. The SMN1 exon 7 homozygous deletion was identified in two individuals, which was subsequently confirmed by multiplex ligation-dependent probe amplification. When a NBS sample is taken 48 to 72 h after birth and transported to the laboratory within two working days after collection according to legal requirements, DNA test results can be reported to healthcare professionals before the 12th day of life. Expansion of our SMA 5q NBS procedure to the whole of Latvia is feasible and would facilitate early diagnosis and result in more effective treatment. We strongly advocate that SMA is added to the national Latvia Recommended Uniform Screening Panel.

The development of the regulatory framework of Latvia’s Asylum and external border is determined by international regulatory framework, the EU's regulatory framework and influence of Latvian bilateral relationship as well as the need to balance the free movement of persons which is essential part of human rights in order to ensure the legislation in relation to Latvian external border regime within international and national legal framework. This is evidenced as a problematic issue in regulatory framework, law practices and border control both in Latvia and other EU countries. It is necessary to explore international, EU and national legal framework within the EU's external borders functioning in Latvia by detecting problems in the EU's Asylum determination in the context of border regime and border control regulatory framework, by exploring legislation, legal concepts, incompleteness of terminology and eventually to develop suggestions for improving laws and regulations. The primary method is Analytical method - the analysis of international, EU, the Schengen Acquis and the national regulatory framework and administrative practice.

Nowadays the organic farming as method and organic food takes important role for the sustainable and environmental friendly agricultural and food production. The paper analyzes the development and issues of future perspectives of organic farming in the Latvia. Some findings of organic agriculture development are given, estimating the primary information on organic farming in Latvia regarding the trends of the organic farms’ number, utilized organic agricultural and share of organic land in the total agricultural land. Besides, the state policy and support for organic farming have analyzed and compared with European Union (EU) and it’s Member States. The influence of Latvia’s accession to the EU on the organic farming development is assessed. Some issues of further perspectives of development of Latvian organic agriculture are evaluated.

The paper investigates diaspora engagement in Latvia’s development, by analysing diaspora professionals’ multinational and multilevel networking and cooperation practices with Latvian public administration. The main questions addressed in this paper are: 1) what type of support is provided by diaspora professionals? 2) are there any links between geographical location, institutional affiliation, and networking and cooperation practices at the individual and organisational level? The study was carried out using parallel mixed methods research design. The main results show that Latvian diaspora professionals working at international organisations are willing to cooperate with representatives of Latvia. Even though respondents evaluate existing cooperation opportunities as being rather good, just 56% of respondents have had some cooperation with representatives of Latvia over the last five years. An important key finding on factors contributing to or hindering cooperation and networking at an institutional level was that it is not geographical location itself, but an institutional culture of cooperation and strategic vision on the part of the state or institution responsible for this cooperation that matters the most. Today, cooperation and networking take place primary at the individual level – as a result of pro-active searching for cooperation possibilities on the part of diaspora professionals, and as a result of specific interests, openness, motivation and strategic vision on the part of employees of Latvian public administration.

Abstract Antiretroviral therapy (ART) aims at suppressing viral replication and strengthening immune system in patients with HIV-1. Human Leukocyte Antigens (HLA) are among factors responsible for effectiveness of ART. The aim of this study was to determine the effect of HLA Class II alleles on the response to long-time ART, assessed by a change in CD4+ T-cell count in relation to viral load. The sample included 69 patients (17 females and 52 males) aged 20 to 50 with HIV-1 infection, who were undergoing ART in the Latvian Centre of Infectious Diseases. The median period of observation was 5.7 years. CD4+ T-cell count and viral load were analysed at the baseline and end of the period of observation. HLA typing was performed by polymerase chain reaction with low resolution sequence specific primers. Multiple hierarchical linear regression analysis confirmed that an increase in HIV-1 viral load was associated with a decrease in the level of CD4+ T-cell count. In addition, HLA-DRB1*04 and HLA-DQB1*06:01 alleles contributed negatively to the level of CD4+ T-cell count.

Introduction. At the moment, innovation development is among key priorities in the development of Latvian economy. According to European Innovation Scoreboard assessment, Latvia joined the group of Moderate Innovators in 2016. However, its level of innovation effectiveness only reached 54% of the average EU index. That said, it has to be noted that enterprises that are innovation active in the service industry only account for 23.4%. In view of this, diverse forms of innovation activity and clusters in particular, have become more and more relevant. In 2006 European Competitiveness Council defined clusters as one of nine priorities aimed to promote and develop innovations. According to the European Commission, clustering is a key factor for successful innovation and enhanced competitiveness. Aim and tasks. The subject matter of this article are tourism clusters as a type of innovation activity. Results. Scientific research as well as practical experience of a number of countries have shown that cluster approach in tourism business is an effective instrument to enhance competitiveness both nationwide and at the level of an industry.At the present time, entrepreneurs are facing serious difficulty in converting ideas into new products and services. This is true of the national economy as a whole as well as particular industries. That said, the primary objective is the development and implementation of a program aimed at the cooperation of a wide range of social partners involved in innovation activity, who are capable of facilitating the enhancement of economic effectiveness. Conclusions. The development of tourism sectoris regarded as a priority of Latvian economy. According to Central Statistical Bureau of Latvia, tourism is a major factor of Latvia’s economic development, an important source of export revenue, and a key factor of GDP growth. The development of Latvian tourism industry is part and parcel of global tourism market. Latvia has a strong potential for the development of business and health tourism. However, Latvia’s climate, its geographic position and the lack of world-famous architecture have an unfavorable effect on its tourism development opportunities. This is the reason why it is essential for Latvia to spur innovative activity in tourism industry with a focus on clustering. Creation of new clusters in tourism industry, such as business tourism cluster as an example, as well as the implementation of formerly declared goals related to the existing clusters, will help to meet some of the objectives.

Introduction: Satisfaction of primary care is important factor that improve persons trust to primary care and encourage visiting their GP more often. Therefore it is one of key point to provide society with lasting and continuous medical care. Good access to GPs is even more important to full time employed persons because of limited time resources. However, there is a lack of studies about factors that influence Latvian full time employed adult population satisfaction with GPs.Objective: The aim of the study was to analyse socio economics factors, usage of the health care resources, GP availability and communication influence to full time employed adult satisfaction with GP in Latvia.Method: Quantitative survey study design was used based on data from Health Behaviour among Latvian Adult Population 2016 survey (FINBALT). Data from 1864 persons were used for data analysis with SPSS Statistic 25,0.Result: Opening (contact) hours, way of contacting GP practice, seeing GP in the appointed time, GP characteristics, patient’s self-assessed health condition and visiting GP in last year were factors that affected full time employed person’s satisfaction with GP in Latvia.Conclusion: Targeted measures in stately, praxis and individual level could be introduced to improve full time employed person’s satisfaction with GP.

Educational inequity is one of the most pressing problems in Latvian school system. As educational inequity is a complex problem with devastating long-term consequences, it requires a strong intervention model to tackle it successfully. Mission Possible is a member of Teach for All network whose methodology globally has shown great success in tackling inequity in disadvantaged schools. This feasibility study evaluates whether Mission Possible is an appropriate intervention to be financed through a Social Impact Bond (SIB) and whether it would bring any social and financial value to all stakeholders involved.

The development of formal systems of professional recognition for music therapy within Europe has taken many decades and is still not complete. The European Music Therapy Confederation (EMTC) was established in 1990 with a primary goal being the pursuit of recognition for the profession. This ambition is complicated by the fact that there are so many associations across Europe and not all are in the EMTC. In this chapter the quest for formal professional recognition is outlined. The process by which some countries have achieved recognition, that is in Latvia, UK, and Netherlands, is presented.

After briefly dealing with arguments for and against NATO's enlargement as far as Poland, the Czech Republic, and Hungary, the author shows why the enlargement process must be carried forward to include, in the near future, the three Baltic States (Estonia, Latvia, Lithuania) and Ukraine. Inclusion of the Baltic States and of Ukraine in NATO would stabilize the region by helping the Russian democrats to concentrate on building a genuinely democratic, market-oriented Russian national state, instead of succumbing to the temptation to restore the Soviet Union. Ukraine could also contribute to NATO a sizable conventional military force and a prime strategic area; the Baltic States offer a prime location and an indomitable spirit. The Balts and Ukraine will help NATO when finally admitted as full members. Using polling data, printed material, and interviews with Lithuanian and Ukrainian diplomats, the book convincingly shows the soundness of the Baltic and Ukrainian security goals without glossing over some difficulties, both internal and external.

Chapter 2 explores each of the country cases in this project, namely the Czech Republic, Slovakia, Hungary, Poland, Romania, Bulgaria, Estonia, Latvia, Lithuania, Russia, Ukraine, and Albania. The chapter provides historical details of the transitional justice reforms in all twelve countries from 1989–2013, covering lustration, file access, public disclosures, and truth commissions. This material is then used to place each country case within the typology developed in Chapter 1, according to whether the measures were expansive and included compulsory employment change, limited and included largely voluntary employment change, informal and largely symbolic, or actively rejected. The chapter provides variable conceptualization and operationalization specifics to be used in the subsequent statistical analyses, including three different lustration variables, a truth commission variable, and timing of reform variables. It provides qualitative, comparative historical details to justify the classification of countries according to the primary independent variable, namely lustration and public disclosure programs.

Coalitions among political parties govern most of Europe’s parliamentary democracies. Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to a government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of ‘ministerial government’ by individual ministers and ministries. There are also a few coalition governance systems that are heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables.

Chapter 5 turns to language as the primary area of tolerance work and shows that learning the liberal virtue of tolerance also required adapting new language ideologies, ones that viewed words as doing rather than expressing things. But just as language was the most obvious area of tolerance work, it was also the most sacred national attribute thought to have been abused by the Soviet nationalities policy and therefore the most contested political issue for the national state. Thus, while tolerance workers tried to convince Latvians to drop certain words, such as žīds and nēģeris, Latvians resisted by suggesting that these words only appear as injurious from a foreign perspective. At the same time, the Latvian state tried to discipline unruly Russian-speakers into learning and speaking Latvian. Struggles over language illustrate the intersection of multilayered histories and ethical-political claims in arguments about tolerance.

Abstract In contrast to accounts that focus on the extermination camps, particularly Auschwitz (iconic in public perceptions of the Holocaust), this chapter explores aspects of the development of genocide in Lithuania and Latvia. Deceit was significant in numerous ways: not only use of narratives of resettlement to ensure docility and prevent unrest among victims of mass murder, but also the presentation of local Lithuanians and Latvians and not the Germans as the primary perpetrators of murder. It explores patterns of involvement and self-representation during the escalation of genocide, including a focus on the Vilnius ghetto, the killing sites in Ponary, the IXth Fort at Kaunas, the Liepāja beaches, and the pits of Rumbula near Riga.

The aim of the article is to introduce the names given to newborns in Latvia during the last 16 years, in order to identify the latest tendencies for choosing names. The article provides a comparison between the contemporary situation and historical data on the most popular names 100 years ago. There are some noticeable movements in the anthroponymic stock of Latvia. Increasingly, newborns are given two or even three names, although by law it is allowed to have no more than two first-names. An inherited family name has often been chosen as a second name, but more frequently the second name reflects national identity. More and more parents choose names for their children that would be international, easily pronounced, short, and without diacritical marks (Martin instead of Latv. traditional Mārtiņš). The number of borrowed foreign first names has increased rapidly. Originality has become a factor in name choosing: a lot of neologisms based on Latvian appellatives, mostly with the primary semantics of nature, have been coined (Kastanis ‘chestnut’, Zemis ‘land’). Though diminutive forms as official names are allowed in Latvia, they are not popular anymore. It is quite common for parents to change the gender of a name (e.g., Zane f. > Zanis m.). It is fashionable today to give first names of toponymic origin (Beverīna, Turaida). The article also presents public attitudes towards these changes. A short overview on the comparison of the latest tendencies in neighbouring countries is given as well.

The history of civilization and our historical contacts lie not only in archaeological digs. Linguistics studies have both a historical and a powerful modern dimension with a significant impact on the future. The Latvian language is an undoubted national value in Latvia, and it should be valued since birth, at least in this country. It is a means of strengthening thoughts and ideas for children, a means of building their worldview, a stimulus for enriching their knowledge, creative activity, and, ultimately, civic thinking. The facts of language history and the traces of language contacts are also found in children’s language; for example, children are more likely to learn sounds that can be found in most languages of the world, while the sounds specific for each language are more difficult to learn for speakers of other languages. This time, I describe such creative linguistic activities of children that remind us of linguistic relationships and older forms and fit into our historical development. I have already analysed the examples observed in children’s Latvian, which, in adult language, we have transformed throughout history, but which very directly show the common grounds of the Baltic languages. For example, the historical change in vocalism known in Latvian phonetics, the sound change determined by the consonant /n/, is not inherited; it appeared in the Latvian language when in > ī, un > ū, an > o [uo], en > ie as a result of historical changes. When we compare Latvian words with Lithuanian, examples can be found: krītu < krintù, jūtu < juntù, protu < prantù, pieci < penkì, arī rankà > roka, etc. The change kind of lives in Latvian children’s language because we can hear examples of it: tinšu kamolā ‘tīšu kamolā’, pint matus ‘pīt matus’, un pinšu bizi ‘pīšu bizi’, dzint bārdu ‘dzīt bārdu’, uzmint uz kājas ‘uzmīt uz kājas’. These are variations of the change mentioned above, and these families had no relationship or other close contact with Lithuanians. Also, an example of simplification has been observed when, alike to the historical loss of consonant /d/, e.g. nīd-a – nī(d) -st-u, a child made a similar change: līd-a – es pašlaik jau lī(d)-st-u `lienu`. In reference to conversations between children and their parents, this article mentions Lithuanian formant -iuk and Latvian affix -uk- that are used to form masculine diminutives, whether the primary word is masculine or feminine. Problems in pronunciation of Latvian and Lithuanian only opening diphthongs ie and o [uo] not common in other languages are also described along with the reminder of play languages of children speaking Latvian or southern part of Zhemaitian subdialects as a signal that children perceive ie and o [uo] as monophonemes in contrast to biphonemic character of other diphthongs. Children learn languages gradually, first memorising the dominant, most frequently heard elements of language, e.g. maybe: es lasu, tu lasi, es nāku…, but why tu nāc? Why not tu nāki or even tu nāci (pres.), thus demonstrating a naturally perceived once occurred change of the consonant k into c in front of the lost front vowel? Maybe the intensity could be escalated by saying, Tu mani ļoti mīli, bet es tevi mīlu ļotāk! Education is an objective necessity, and language skills are important for learning. The five-year-old Eiženija understands this very clearly: “Jaunība ir jauns bērns. Jaunībā ir jāmācās, jo savādāk paliks vecs un neko nezinās.” (‘Youth is a young child. You have to learn when you’re young, because otherwise [one] will grow old and know nothing.’) This article focuses solely on the results of pre-school speech records and parental surveys and highlights the impact of the linguistic environment as a contributing or preventing factor.

The study has been carried out within the subproject No. 8 “Latvian Language Acquisition” framework of the National Research Programme “Latvian Language”. The aim of this article is to analyse the results of Latvian language skills of the minority pre-school children who attend pre-school groups with Russian as the everyday communication language, the minority pre-school children who attend pre-school groups with Latvian as the everyday language, and Latvian pre-school children. The recordings of children’s speeches were made in Kurzeme pre-school education institu-tions during May and June of 2019 and 2020 before the children started to attend primary school. The findings obtained in this study are illustrated only with the results in vocabulary acquisition, taking into account that one of the most important tasks in learning a second language at pre-school age is vocabulary acquisition. Creating a conviction for beginning a new activity – communication in another language, not in the mother tongue, is of linguodidactic and psychological importance. Knowledge of a larger or smaller vocabulary is the basis for starting to speak a language. The study uses a picture-based conversation, with a maximum of 20 minutes spent in conversation with each child. The criteria proposed by Ingēra Tomme-Jukēvica (Tomme-Jukēvica 2018) have been used; they indicate the level of language skills (0 (insufficient level) – not showing or showing very minimal (<5%) knowledge and skills; 1 (low level) shows minimal (<25%) knowledge and skills; 2 (medium level) shows mediocre (>50%) knowledge and skills; 3 (high level) shows good (>75%) knowledge and skills. The article points out that each individual’s worldview forms with the mother tongue’s help and compares some striking linguistic lexical differences, paying particular attention to the comparative examples of Latvian and Russian languages. By referring to Latvian and Russian examples, the authors demonstrate that it may be necessary to divide the action expressed in one word in one language by creating a word group or even a phrase in another language. The Latvian language proficiency researchers should be aware that children with different native languages (Latvian or Russian) may have different worldviews, demanding additional actions of thinking and speech from the second language speaker. Therefore, second language acquisition at the pre-school age is an essential prerequisite for continuing bilingual studies or studies in Latvian at school. Observations made during the research in the National Research Programme testify that in pre-school education institutions, the process of education usually is interesting for children. However, as the analysis of the recordings of children’s speech in Kurzeme reveals, in those minority children groups where the everyday communication language is Russian and where Latvian is usually taught only two times a week for approximately 30–45 minutes, and also where the visual information in Russian dominates, insufficient skills of the state language and substantially worse experience of the Latvian language use have been observed. At the same time, it should be acknowledged that those minority children who attend groups with Latvian as the everyday language have learned Latvian sufficiently to continue education in the first grade of primary school. These children have not lost their native language, usually Russian, which they use actively at home. Therefore, they have the basis for several language acquisitions when they start learning at school. Learning Latvian as the second language requires optimization of this process in the pre-school education institutions, ensuring regular communication with the child in Latvian, and the use of appropriate methodologies in teaching activities. In this context, not only teaching and practicing Latvian lessons are particularly important, but also communication with other children and the possibility of talking Latvian with the staff of the pre-school educational institution. In accordance with earlier conclusions of linguists, the study conducted in Kurzeme shows that in the speech of pre-school children, independently of their mother tongue, nouns are dominating, but minority children attending groups with the dominant Russian language mostly use nouns in the nominative. Because of the task of preparing minority children for bilingual studies or studies in Latvian in the first grade, the authors of the article recommend ensuring bilingual communication on a day-to-day basis in minority groups of pre-school children.

By exploring the entrepreneurial patterns of ‘born globals', this chapter aims to explore the international market entry modes as well as develop recommendations for an international expansion strategy for companies attempting to enter global markets. Empirically chapter draws on the four case studies of born globals that originates from Latvia. The companies are: Stenders- manufacturer of natural bath and cosmetics; Munio Candela- handcrafted candle manufacturer; Primekss - industrial flooring manufacturer; and manufacturer of premium jeans wear Trousers London. We explore the international pathways of these companies focusing on general characteristics of these firms, target market and foreign entry modes selection. Finding of this study might be relevant both to companies that are on their way to develop strategy for international expansion as well as policy makers in order to make informed decision on investments to support international orientation of local SMEs.

In order to understand how the concept of national identity, currently included in national legislation and curricula, has been formed, our research focuses on the recent history of national identity formation in the absence of the nation-state “frame”, i.e. in Latvian diaspora on both sides of the Iron Curtain – in Western exile and in Soviet Latvia. The question of our study is: how was national identity represented and taught to next generations in the national community that had lost the protection of its state? As primers reveal a pattern of national identity practice, eight primers published in Western exile and six primers used in Soviet Latvian schools between the mid-1940s and the mid-1970s were taken as research sources. In primers, national identity is represented through the following components: land and nation state iconography, traditions, common history, national language and literature. The past reverberating with cultural heritage became the cornerstone of learning national identity by the Latvian diaspora. The shared, idealised past contrasted the Soviet present and, thus, turned into an instrument of hidden resistance. The model of national identity presented moral codes too, and, teaching them, national communities did not only fulfill their supporting function, but also took on the functions of “normalization” and control. Furthermore, national identity united generations and people’s lives in the present, creating memory-based relationships and memory-based communities.

Based on an extensive review of scholarly works on WWII Children Born of War (CBOW) in Western Europe, in contrast to a content analysis of the interviews of 38 Latvian CBOW subjects, this proceeding argues that the primary stimulus driving the hiding and augmenting of CBOW memories in post-war Soviet-occupied Latvia differed from that in the West. It argues that, while there existed a fear of social reprisals in the West, a fear primarily focused on social discrimination and its impact on the well-being of CBOW and their families. In contrast, in Soviet-occupied Latvia there existed a mortal fear of institutional repressions, a fear primarily focused on individual and family survival. Moreover, utilizing examples and statements from said Latvian WWII CBOW subjects, as well as from academic literature on the Soviet Union and Soviet-occupied Latvia, this proceeding illustrates how a societal fear, and the resulting ‘silence,’ permeated all of society. Thus, this proceeding identifies that the practice of hiding and augmenting memoires for fear of the Soviet regime was widespread in post-war Latvia, that Third Reich (TR) CBOW were just one cohort group trying to hide their past from the Soviet regime and that the resulting atmosphere of societal ‘silence’ may have been conducive to these ends. Finally, after having illustrated the fear which existed in society and among such CBOW, this proceeding shows how that fear in many cases came to dictate the life course of TR CBOW in Latvia.

The Latvian labor market has been facing the problem of a quality labor force shortage for several years now. The acquisition of demanded specialties in Latvia is possible in the framework of professional education, which is offered at three levels – the level of primary education, professional secondary education, and professional higher education. Since 2015, work-based learning has been introduced in the professional education of Latvia, serving as a measure for the economic enhancement for the entry of quality labor force into the labor market. As a part of this initiative, educational institutions in cooperation with employers develop curricula that match the requirements of the labor market. This learning model is based on an example of a higher professional education model, where practical skills are acquired mostly during the students’ field practice. To conduct the empirical research on work-based learning in higher professional education, at first, it is necessary to look at the historical aspects of this learning model. The given article provides historical evidence, describing the historical development of work-based learning in professional education in Latvia. The beginnings of work-based learning in Latvia date back to the 14-15th century, but for the first time given form of education in its contemporary meaning has been introduced in Soviet times, as historical sources show the calls for get to know work experience as an integral part of communist work schools. After the regaining of independence, Latvia focuses on building the democratic education system, and since 2015 work-based learning is explicit in the Law on Professional Education as a specific form of education. Since its inception, work-based learning has reflected the public’s perceptions of the necessary specialties in the labor market.

From the school year 2020/2021 in Latvia has been introduced a new basic education standard as well as competency-based learning. The aim of the article is to describe the main changes in the mathematics curriculum for Grades 7–9. The method used in this article is document analysis as documentary research. We also describe pupils’ results in Latvian Regional Olympiad 2022 problems that are related to school topics. The changes in the standard make some significant changes to the mathematics subject curriculum as well as focus on different teaching methods. Compared to the previous mathematics standard, some topics have been reordered and some have been moved to the secondary school. The correct use of mathematical language and use of different problem-solving strategies play an important role in the current teaching process. Understanding a mathematical concept or quantity is primary to practising calculating the numerical value of that quantity, which is necessary but secondary. In the past, more emphasis was placed on exercises and solving tasks according to a given algorithm. As the education system in Latvia is in the process of transition, it is important to understand how the changes might affect pupils’ knowledge and skills in mathematics.

The project “Competency-based approach in the curriculum” (School 2030) initiates changes in learning approach in order to develop value-based knowledge, skills and attitudes. In the domain “Languages” as well as in the domains “Social and Civil Skills”, “Cultural awareness and self-expression in art” the interrelation between languages and the importance of language and culture in the process of identity formation should be highlighted in all educational programmes. Taking into account the need for new content, the aim of the study is to analyze sources for additional information. Public opinion on language issues is largely developing under the influence of global trends and movements. Therefore current activities in international arena may be used for promoting positive language attitudes. The International Decade of Indigenous Languages (2022–2032) (IDIL) proclaimed by the UN offers a unique opportunity to provide information not only about endangered indigenuos languages, but also about the efforts of communities and international organizations to preserve and develop all languages as an integral part of the world's cultural heritage. The primary focus for IDIL activities in Latvia is the Livonian language, the language of the indigenous (autochthonous) population in Latvia. However, the IDIL can help to implement the goals of language policy in Latvia, not only raising awareness about Livonian but also reminding people of the importance of using and developing the Latvian language as a part of global linguistic diversity. The paper provides conclusions on reflection of global language processes and ideas for implementation of IDIL issues in various educational programmes.

The European Commission has evaluated the consequences of the Latvian tax reform in 2018 and declared that the set target of decreasing tax burden for people with low income was not reached, yet the tax reform continuing implementation caused even greater social stratification. The goal of the study was to develop method for determining the rational tax on vehicles based on criteria of fairness and efficiency using an analytical approach. To develop such a method for vehicle taxation, relative single indexes approach as a part of method of variant optimization was used based on relative fuel equivalent coefficient. To analyse the current situation in Latvia and show possible ways of improving it, scenario analysis (three controlling cases) and mathematical modelling by using the developed method were carried out. Analysis of the first controlling case showed that the current situation in Latvia's vehicle taxation policy is not efficient enough from the point of the combination of fairness and efficiency. To improve the situation and achieve zone of optimum (the third controlling case) it is possible to shift tax burden partially from local taxpayers to taxpayers with foreign-registered vehicles. To comply with the recommendation of the European Commission, it is also recommended to set fairness as a primary criterion and make the system more favourable to the taxpayer (when operating in the zone of optimum). It can be achieved by using annual mileage as a base to determine the tax. If recommendations would be implemented partially, it is possible to reach the state (the second controlling case), where vehicle taxation is becoming optimal, yet any change in tax rates or procedures separately will lead to ineffective or unfair solutions. Overall the developed method allows to analyse and forecast most of the changes in vehicle taxation.

Mathematics and its related competencies are used consciously and unconsciously in many of life’s everyday activities regardless of the country or geographical location, policies, social, economic or political situations. The abstract language of mathematics is understood throughout the world but is learned in a variety of different types and levels of institutions of learning. An everchanging globalized world prioritizes the need for mathematics. Therefore, the mathematics taught in school should give an understanding of mathematics and the tools to use mathematics effectively in new situations. It is common today that many countries are re-evaluating and revising their education system’s standards for mathematics teaching, recognizing the changing needs of the work force and society. Within the framework of a project implemented at the Faculty of Pedagogy, Psychology and Art at the University of Latvia, one of the main priorities of which is to promote the exchange of academic staff and cooperation in training future teachers, it was possible to evaluate and compare mathematics curricula in both countries. The aim of this paper is to do a preliminary analysis of the content of the basic education curricula in Latvia and U.S., focusing specifically on geometry and measurement, and seek data about the impact of the Standards on learning. The study, using document analysis, reviews the competency-based approach taken in Latvia’s Skola2030 (School2030), and compares it to the Common Core State Standards, implemented in the U.S. A review of the similarities and differences in the content and sequencing is explored. Reviewing the mathematics content in both countries showed more similarities than differences in geometry and measurement. The study looked at not only the mathematical content of the standards but also the approach both countries’ standards take in developing students’ conceptual understanding of primary mathematics to promote mathematical literacy for all students.

The topicality of the study was determined by the increasing role of self-regulated learning (hereinafter SRL) in primary education. The aim of the study is to compare the teacher’s assessment with the students’ self-assessment, to identify whether there are differences in awareness of the required level of SRL skills in music learning. Previous researches on SRL have been analysed, and an empirical study involving 86 (N=86) 4th- grade students of primary school has been conducted to achieve the aim of the study. To determine the level of primary school students’ SRL skills in music learning, the SRL skills of each student during music lessons were observed by the music teacher and were recorded in the observation protocol according to four criteria: motivation, setting learning outcomes, monitoring of learning and outcomes assessment. The questionnaire provided an opportunity to reveal the self-assessment of each student’s SRL skills and compare them with the results obtained by pedagogical observation. The study found that there is no difference between the teacher’s assessment and students’ self-assessment. Both teacher and students believe that the students’ skill of setting learning outcomes in a music lesson is at a low level, while the skills of monitoring their learning and assessing the outcomes are at a medium level. The study concluded that primary school students understand their SRL skills level, which is a prerequisite of monitoring learning and outcomes assessment strategies for joint learning.

The report is part of the EU Erasmus + funded project “Mindful tourism services for mentally disordered people” (MindTour). The project aims to promote and support tourism entrepreneurs to value mentally disordered clients and their families as persons and customers and help them design mindful tourism services accessible for mentally disordered people. The project is implemented in cooperation with Estonian, Belgian and Latvian higher education institutions – University of Tartu, Pärnu College (Estonia), Thomas More Mechelen-Antwerpen (Belgium), University of Latvia (Latvia), as well as leisure and tourism service providers - Pärnu Museum (Estonia), Museum Dr Guislain (Belgium) and SIA Zeit Hotel (Latvia). This report reveals the current situation in the use and accessibility of tourism services for people with mental impairment in Latvia. Researchers of the Institute of Philosophy and Sociology of the University of Latvia Agita Lūse, Liene Rācene, Diāna Popova, Nadezhda Pazuhina and Aija van der Steina researched in the autumn and spring semesters of the academic year 2020/2021, using both secondary data sources and gathering primary data through interviews with social service providers and tourism service providers, as well as participant observation and mapping of services, involving people with GRT in the consumption of tourism services.
