Abstract The aim of the study is to reveal the nature of learning in local land-use planning activity and to examine the possibilities for the development of planning as a form of learning activity. The theoretical approach draws on the pragmatist and dialectical reorientation of systems theory and the related theory of learning organizations. The traditional, positivist systems approach to land-use planning is considered both to depoliticize planning and to make it unreflective. Critical theory as a basis of planning theory is also shown to be inadequate. Communicative planning theories that draw on critical theory are rather theories of emancipation in the context of planning than theories of planning per se. An alternative systems-theoretical view to land-use planning activity is presented, where critical and constructive aspects as well as ethical and pragmatic aspects are interlinked in the dialectical dynamics of planning as organizational and inter-organizational learning activity. Three subsystems within the system of local land-use planning are identified: expertise, politics and economics. The subsystems of land-use planning build upon the basic distinction between legitimate and illegitimate conduct. For each subsystem, the context of its existence is formed by the interaction of all subsystems. By acting, each subsystem inevitably changes its dialectical relationship to this context. Harmful changes are felt within the subsystem as inner contradictions that interfere with its decision-making activity. If the subsystem is unable to face these contradictions but instead resorts to the use of pathological power, they may develop into paralyzing double bind situations. The resolution of a double bind situation requires expansive learning by the subsystem. However, there are also contradictions in land-use planning that the subsystems are unable to resolve by expansive learning. Such inter-systemic contradictions stem from the dialectical relationship between the overriding requirement of legitimacy on one hand and the basic goals of expert knowledge and economic profit on the other. In the study a hypothesis is formulated, according to which these basic - and, in the conditions of modern society, permanent - contradictions in local land-use planning require such inter-organizational learning, which enables the creation of planning solutions that provide means for their task-related harmonization, and, in the longer term, contributes to the emergence of a participative planning culture where the contradictions can be handled legitimately, if not resolved.

Recovery from a natural disaster is difficult, expensive, and can take ten years or more. Many contend that recovery planning can be ordered, knowable, and predictable and that the destruction of buildings and displacement of the population provide an opportunity to build back better. This thesis examines the complexity of recovery through the lens of land use planning. Land use planning serves as the central focus because land provides an individual or family their livelihood and its use underlies the economy. The thesis considers two planning models -- rational comprehensive and incremental. The thesis concludes that incremental planning is more appropriate for recovery planning, but that even during recovery the community needs post recovery goals and objectives to provide context to their day-to-day decisions. A more comprehensive planning process is better suited for developing and articulating post recovery goals and objectives.

Australian airports have emerged as important urban activity centres over the past decade as a result of privatisation. A range of reciprocal airport and regional impacts now pose considerable challenges for both airport operation and the surrounding urban and regional environment. The airport can no longer be managed solely as a specialised transport entity in isolation from the metropolis that it serves. In 2007 a multidisciplinary Australian Research Council Linkage Project (LP 0775225) was funded to investigate the changing role of airports in Australia. This thesis is but one component of this collaborative research effort. Here the issues surrounding the policy and practice of airport and regional land use planning are explored, analysed and detailed. This research, for the first time, assembles a distinct progression of the wider social, economic, technological and environmental roles of the airport within the Australian airport literature from 1914 – 2011. It recognises that while the list of airport and regional impacts has grown through time, treatment within practice and the literature has largely remained highly specialised and contained within disciplinary paradigms. The first publication of the thesis (Chapter 2) acknowledges that the changing role of airports demands the establishment of new models of airport planning and development. It argues that practice and research requires a better understanding of the reciprocal impacts of airports and their urban catchments. The second publication (Chapter 3) highlights that there is ad hoc examination and media attention of high profile airport and regional conflict, but little empirical analysis or understanding of the extent to which all privatised Australian airports are intending to develop. The conceptual and methodological significance of this research is the development of a national land use classification system for on-airport development. This paper establishes the extent of on-airport development in Australia, providing insight into the changing land use and economic roles of privatised airports. The third publication (Chapter 4) details new and significant interdependencies for airport and regional development in consideration of the progression of airports as activity centres. Here the model of an ‘airport metropolis’ is offered as an organising device and theoretical contribution for comprehending the complexity and planning of airport and regional development. It delivers a conceptual framework for both research and policy, which acknowledges the reciprocal impacts of economic development, land use, infrastructure and governance ‘interfaces’. In a timely and significant concurrence with this research the Australian Government announced and delivered a National Aviation Policy Review (2008 – 2009). As such the fourth publication (Chapter 5) focuses on the airport and urban planning aspects of the review. This paper also highlights the overall policy intention of facilitating broader airport and regional collaborative processes. This communicative turn in airport policy is significant in light of the communicative theoretical framework of the thesis. The fifth paper of the thesis (Chapter 6) examines three Australian case studies (Brisbane, Adelaide and Canberra) to detail the context of airport and regional land use planning and to apply the airport metropolis model as a framework for research. Through the use of Land Use Forums, over 120 airport and regional stakeholders are brought together to detail their perspectives and interactions with airport and regional land use planning. An inductive thematic analysis of the results identifies three significant themes which contribute to the fragmentation of airport and regional and land use planning: 1) inadequate coordination and disjointed decision-making; 2) current legislative and policy frameworks; and 3) competing stakeholder priorities and interests. Building on this new knowledge, Chapter 7 details the perceptions of airport and local, state and territory government stakeholders to land use relationships, processes and outcomes. A series of semi-structured interviews are undertaken in each of the case studies to inform this research. The potential implications for ongoing communicative practice are discussed in conclusion. The following thesis represents an incremental and cumulative research process which delivers new knowledge for the practical understanding and research interpretation of airport and regional land use planning practice and policy. It has developed and applied a robust conceptual framework which delivers significant direction for all stakeholders to better comprehend the relevance of airports in the urban character and design of our cities.

The objectives of this study are threefold: 1. to provide an understanding of the need for rural land use planning; 2. to describe and compare British Columbia's, Alberta's, Ontario's and Saskatchewan's current system for rural land use planning; and 3. if applicable, suggest improvements to B.C's rural planning process as a result of the research conducted. A historical review of the need for rural planning and land use controls has been conducted in conjunction with research into present day trends. In addition, regional district officials from around the province were contacted in order to obtain their views on rural planning in B.C. This research establishes the need for rural planning, but raises questions about the public's perception of the planning process. To obtain information on alternative planning processes, research is conducted on rural planning in Alberta, Ontario, and Saskatchewan. This information is then evaluated through a comparative analysis with the planning process used prior to Bill 62 and the new Rural Land Use Bylaw. The evaluation concludes that the Rural Land Use Bylaw is preferred over the pre-Bill 62 planning legislation. Incorporating what has been learned in previous chapters, this study concludes by presenting suggestions for amending the existing legislation in order to further simplify the planning process. Additional areas for new research are also detailed in order that planners can strive for a more flexible and responsive planning process to serve the rural public.

This dissertation is the individual analysis and evaluation of the baseline information on the Liesbeeck-Black River Confluence Area (hereinafter referred to as Confluence Area) gathered by the 1993-1994 Environmental and Geographical Science (EN GEO) Master of Philosophy (MPhil) class (see Appendix A). This dissertation is submitted to the examiners for evaluation as a partial requirement for the MPhil degree in Environmental Science. The baseline report (hereinafter BLR) is titled "Environmental Baseline Study for Land-Use Decision-Making in the Liesbeeck and Black River Confluence Area" (ENGEO Master's Class, 1994). It contains a comprehensive description, as well as preliminary analysis, of all the environmental components (socioeconomic and biophysical) that could be of relevance to land-use planning in the area. The overall need for this study, which comprises the group BLR and the individual dissertations, arises out of the fact that the Confluence Area with its river systems, is part of a "green, open space corridor" that is under pressure from development in a city needing to densify and contain urban sprawl. There is thus potential conflict between development and other environmental considerations including that of open space retention for conservation and recreation purposes. The Cape Town City Council (CCC) suggested this study but is not a "client". The study on the Confluence Area is intended to be of use to the CCC to enhance their ability to make sound land-use decisions for the area in the best interests of society at large. The CCC is also involved in numerous planning studies for the proposed redevelopment of a large tract of land adjacent to the study area, called the Culemborg-Black River area (hereinafter C-BR), and this study can feed into the overall planning process. This individual dissertation provides the CCC planning process with recommendations and land-use alternatives for the Confluence Area. Since the BLR forms the basis of this dissertation, they should be read in conjunction with each other.

Water supply development has changed significantly in the last fifty years. Expanding existing water supplies or locating and securing new water supplies has become increasingly difficult and highly constrained. In addition, awareness of and experience with the deleterious environmental impacts of water supply development has further constrained future development. Given this new paradigm, it is imperative that growing areas identify water supplies to accommodate new development before the development occurs. This report provides an analysis of the physical and institutional characteristics of land use and water resource development in Pima County, Arizona. Using this analysis, policy recommendations are formulated to improve the County’s integration of land use and water resource planning. In the case of Pima County, a comprehensive plan water resources element is used as the policy vehicle for reforming public policies.

Using a relational state-society framework, this research examines the relationship between land use violations and the urban planning process. This thesis seeks to answer how and why land use violations in the non-poor neighbourhoods of Bangalore are produced, sustained and contested in spite of the elaborate planning, implementation and enforcement mechanisms present in Bangalore. Land use violations are identified as a key geographic site to empirically examine power and politics in urban planning practice in Bangalore. Critiquing the simplified representations often used to explain informality and illegality in the cities of the developing south as deviation, implementation failure and corruption; I propose that violations in Bangalore are an outcome of the planning practice rather than a deviation. In the process, I highlight how particular planning institutional systems operate when located in specific socio-political and governance contexts where vernacular networks of association transform the ‘governmentalised’ state into one that is amenable to specific interests through forging various forms of alliances. Providing evidence from ethnography of planning and violation networks in operation, this thesis argues that planning practice in Bangalore is inhabited by a variety of public and private interest networks. These associational networks, I argue, capture planning power, and prevent the possibility of a planning authority. Various case studies of plan violation, planning for violation, neighbourhood activism along with planning practice narratives, documents, and court cases form the extensive data set analysed in this thesis.

The thesis develops a framework and system for integrating Strategic Environmental Assessment [SEA] into Malaysian land use planning, for the purposes of achieving sustainable development. The emphasis is upon procedural and resource aspects of SEA rather than on methodologies. The research includes review and analysis of international and Malaysian published literature, government documents, case study analyses, a postal questionnaire survey and interviews. The development of the proposals is based on the identification of philosophies, principles and links between three main concepts, namely sustainable development, land use planning and Strategic Environmental Assessment. Examples of approaches and experiences of SEA from the United Kingdom, United States of America, Canada and elsewhere are analysed and evaluated. These are assessed against Malaysian national planning and land use planning systems and frameworks, and current Malaysian practices in environmental impact assessment. An evaluation of the strengths and shortcomings of the Malaysian systems, procedures, processes and resources is used to justify and form the basis for the proposals. The thesis describes the research framework and methodologies; the basic concepts of sustainable development, land use planning and SEA/ElA; and the Malaysian political, legislative, institutional and planning frameworks. The proposals include an idealised SEA framework within a proposed national integrated planning system for Malaysia; the functions of Malaysian SEA; a proposed structure plan process with SEA; an outline strategy for actions; and subjects for further research.

Replacement of traditional land administration institutions with modern institutions has been one of the strategies used by the Lesotho Government to solve land management problems. This thesis uses a case study approach to analyze the effectiveness of one modern institution, the Village Land Allocation Committees (VLAC), at the community level in Lesotho. Customarily, land in Lesotho was allocated by traditional chiefs who could for various purposes revoke it. The system was allegedly open to abuse and under the Land Act 1979, the authority to allocate land was shifted from traditional chiefs to the VLAC, which is partly elected and partly nominated by the government. The thinking behind this change was that VLAC would be more democratic and efficient, representing local as well as national interests. The study consists of three stages: a) review of background literature on Lesotho; b) a comparison of land tenure reforms in Tanzania, Kenya and Botswana; and c) field research carried out through questionnaires administered to VLAC members, community members and government officials responsible for land administration at the community level in Lesotho. Conclusions drawn from this study are that lack of clear policy guidelines, lack of connection between land allocation and the overall planning and lack of meaningful community participation in the land allocation process, are among the major problems in the operation of VLAC. The study's major recommendations are: a) integrating land allocation with the overall land use planning; b) recognizing the continuing influence of traditional institutions and incorporating them into VLAC activities; c) providing VLAC with clearer goals and necessary resources; and d) building a planning and evaluation component into VLAC procedures. The need for further research on the composition and election process of VLAC is identified.

Aim of the dissertation – to conduct systemic analysis of Lithuanian non-productive land use planning and develop the model, defining directions of non-productive land use. Scientific novelty of the dissertation research and practical significance The main element of scientific novelty in the dissertation is the model of determining non-productive land use directions developed on the basis of multi-criterial analysis analytic hierarchy process. Having processed the research and the competent specialists’ (experts) assessment data, concerning natural, organizational, and economic factors, the model of non-productive land use direction when planning perspectives of specific land plots and land holdings use in territory-planning documents, was developed. It is recommended to apply this model when undertaking measures and decisions, concerning non-productive land use planning. - When conducting systemic analysis of Lithuanian non-productive land use planning, the analysis of agricultural land use in non-productive regions on the basis of cartographic sources and recent statistical data was carried out. - In the dissertation the purposefulness of abandoned non-productive land plot use for agricultural or forest activity was determined. Pagrindinis disertacijos mokslinio naujumo elementas – daugiakriterinės analizės analitinio hierarchijos proceso modeliu parengtas nenašių žemių naudojimo krypties nustatymo modelis. Matematiškai apdorojus tyrimus ir kompetentingų specialistų (ekspertų) atlikto gamtinių, organizacinių ir ekonominių veiksnių įvertinimo duomenis, parengtas nenašių žemių naudojimo krypties nustatymo modelis planuojant konkrečių žemės sklypų ir žemės valdų naudojimo perspektyvas teritorijų planavimo dokumentuose. Computerized soil information systems (SIS) store and retrieve, much more efficiently than soil maps, the soil information collected from field survey which is essential for land-use planning. The soil is only observed and sampled at a limited number of locations, depths and for a limited number of properties. Information not recorded during survey is missing and if needed must be generated or predicted. New geostatistical techniques for spatial analysis and interpolation of soil data, i.e. the semi-variogram and Kriging, can now be included as on-line capabilities of SIS to equip users with a powerful tool for prediction of the missing information. When there are no records of the wanted property, its values can be estimated by a function on other recorded properties acting as its surrogates. A strategy for model development is provided for the construction of surrogate functions based on multiple regression and curve fitting techniques, to generate the information missing. When no records of the soil property at the depth wanted exist, the values at the required depths are interpolated by a function of the property on the soil depth. Equal-area spline curves reconstruct, piecewise, the depth function quite closely, enabling their use for interpolation of values and depths in a variety of formats. The equal-area spline algorithm is a capability of the Oxford SIS (OXSIS). When the wanted site was unvisited during survey, the information missing is provided by spatial prediction. The predictions may come from means of soil classes or mapping units from conventional survey, or from Kriging interpolation based on spatial analysis by the semi-variogram. In order to select the best predictive tool, the success of these techniques in different situations of sampling effort and variablity were compared. Semi-variograms depicted the spatial structures of 8 selected soil properties. Anisotropic variation in 4 of them was induced by strong trends. Where the semi-variogram was isotropic Kriging was the best tool for prediction if spatial dependence is strong. Fitting elliptical functions to find a model for anisotropy did not give satisfactory results. Where anisotropies or trends precluded ordinary Kriging, map unit means and class means, in that order, gave the best predictions. Success in prediction was related to the structures in the semi-variogram, which when used for reconnaissance helps to infer which technique will give the best predictions so that survey is designed accordingly. Accounting for the trends removed anisotropies and Kriging of de-trended data was possible. Partitioning trends by stratification based in soil mapping units gave a greater improvement in predictions than modelling trends by bicubic spline surfaces and then Kriging the residuals from trend. After trend removal, Kriging did not always make the best predictions and means from classes seemed equally as good as Kriging or even better in some cases. These results indicate that a critical point is to ascertain how to best sample to estimate a reconnaissance semi-variogram for survey design to provide the information missing necessary for land-use planning.

The aim of this thesis was to bridge a gap in the research literature with regard to commentary on and evaluation of the relationship between British land-use planning and the management and development of the railway network in the years between 1948-94 when British railways were in public ownership. Although the research was focused on the nationalised main line system, it reviewed other rail systems where this was helpful to the analysis. The research utilised a review of the relationship between the railway network and urban form in the years to 1947 to derive analytical criteria and to serve as a point of departure for the core of the thesis. The overall relationship between the two sectors post-1948 was explored, at a broad geographical scale, with regard to institutional relationships, policy, and outcomes with regard to the spatial relationships between the railway network and patterns of urban form. The results of this research were used to derive hypotheses about the relationships which were then tested in a case study of the Manchester conurbation. The main conclusions are that there were few periods between 1948-94 when the ideological, institutional and policy frameworks necessary for a close and positive relationship between the planning and railway sectors were in place simultaneously. The contexts which were most favourable were with regard to: the location of new towns and town expansion projects in the South East in 1950s and 1960s; the improvement of railway networks in the PTE areas between 1968-79 along with the development of strategic policies for the restriction of major trip generators to CBDs; the period between 1985-94 when a surge in the property market was accompanied by BR Sectorisation, investment in other forms of fixed track transit, and the promotion of major development projects at and around stations, especially in CBDs. The research concludes by identifying opportunities for further historical research and briefly reviewing the relevance of the findings to contemporary research.

This thesis focuses on the lack of legal certainty with regard to the exercise of planning law mandates of the respective spheres of government in South Africa. An attempt is made to uncover the reasons for the lack of legal certainty by looking at the pre-1994 planning regime and the regulatory framework inherited by the new dispensation. Thereafter, the subsequent Constitutional and legislative developments are outlined and areas of confusion are identified. Reasons are given for why cooperative governance has failed to allay such confusion. Lastly, the subsequent attempts by the judiciary and the legislature are analysed to see whether they have successfully provided for the legal certainty needed.

Modern cities do not only aim at focusing on economic development solely, but they also need to provide high quality of urban living environment which could achieve social, economic and environmental sustainability. Public open space constitutes an indispensible part in achieving this planning objective. Nevertheless, open space is not a unitary planning concept. It has been being constantly redefined to suit changing social and economic needs. This study investigates the development of land supply and land-use planning of public open space in Hong Kong. It attempts to examine how open space was understood, planned, and provided in different periods in Hong Kong. Open space is presumed to be influenced by the interplay of three main social forces, namely the government, the capitalists, and the people. The interplay of the three forces changes in different periods of time in Hong Kong, resulting in the changing meaning and transformation of open space in the aspects of locations, forms, distributions, and ways of provisions. My key arguments are as follows: In the pre-Second World War colonial period, extraction was regarded as the primary objective of the colonial government. Since the colonial atmosphere shared the idea of earning from re-exporting trade and temporal stay, public open space, except for private leisure facilities, was not truly a concern of any of the social groups. While recreational opportunities and open space were still necessary to attract foreign investments and provide political functions, the colonial government provided open space in a residual manner, utilizing urban fringe areas of Victoria City and existing land-uses for open space functions. To maximize the use of open space, though the government was reluctant to provide, open space was utilized for political functions to preach social conforming behaviours and Western lifestyle to the Chinese immigrants as well as to new Chinese generations. The post-Second World War open space development was characterized by an expansion of the scope of open space, as well as political reform of the municipal governments and the planning institution. Triggered by the large influx of Chinese refugees that migrated to Hong Kong and the rising population of the local-born Chinese youngsters, elected representatives were introduced to the municipal councils. These elected representatives endeavoured to urge the government to provide open space where available, persuading the government by giving new meanings to open space. The planning institution, however, continued to plan open space in a residual manner. Inspired by the Abercrombie Plan, open space was planned towards the countryside and new forms of open space were introduced to expand the scope of open space. The contemporary pattern of public open space is examined by quantitative analyses. Three kinds of open space are examined, namely zoned open space, administered public open space, and public open space within private developments. Results show that large-scale zoned open spaces tend to cluster in urban fringe areas and countryside, whereas zoned open spaces in urban areas tend to be fragmentary. Waterfront and coastal areas, whether in urban or rural areas, are commonly utilized for open space purposes. These findings echo the planning strategy, aiming at shifting open space from the inner urban areas to the urban fringe and rural areas. Administered public open spaces are found to be related to the income level and the ratio of occupational status of a community. The analyses of planning applications further suggest that open space serves as the potential land reserve for various uses instead of being a mere recreational site. Public open spaces within private developments are provided more flexibly compared to conventional public open space in terms of their physical forms and regulations. The manipulations are found to be wittingly introduced by the developers to suit their parochial interests. It is expected that open space will be subject to constant redefinition under further socioeconomic developments and changing compositions of the three social forces.

This creative project has provided an example of a community participatory planning process in a small town setting. In this study the process specified by The Small Town Planning Handbook by Daniels, Keller And Lapping (1988) was compared to and supplemented by other contemporary small town and general planning literature. The specified process was designed to be a self help means for a small town to plan and subsequently compile an abbreviated town plan ("Miniplan"). The process was then applied to the Town of Lynn, Indiana as a case study. This study includes discussion and analysis of the study process as it occurred and resulted in several lessons learned. The most significant conclusion is that small towns cannot entirely plan on a self help basis. A visiting planner (eg. circuit rider or consultant) or a trained facilitator is necessary to guide the process. The resulting town planning study document (plan) is appended to this study for reference.

The changes to the British Columbia Municipal Act repealing land use contracts in 1978 by Bill 42, and the subsequent amendments leading up to Bill 62 in 1985 and Bill 30 in 1987 have been both dramatic and comprehensive in their effect on land development and the approval process. Since the repealing of land use contracts and in spite of the new amendments, B.C. planning legislation has been increasingly criticized among developers, planners, and local governments for the lack of development agreement provisions and adequate flexibility in the municipal approval process. This thesis investigates the possibility of reintroducing land use contracts as a development agreement control in the context of current planning practices. A literature review of the evolution of municipal planning control in B.C. is conducted to provide background information for a theoretical and practical evaluation of the current system of controls in comparison to the former system of land use contracts. The theoretical evaluation is based on measuring both systems against normative criteria, whereas the practical evaluation is comprised of a local government/development industry survey and several case studies. The following conclusions are made in this research: - Land use contracts were introduced in response to a growing need among local governments for some legitimate legislative means of entering into development agreements with developers to require developers to assist in providing the municipal services associated with their development. - Local government support for the land use contract was based on the ability to regulate design, ensure regulation performance, and to enter into off-site servicing and amenity agreements. - The development industry was initially supportive of land use contracts because they offered unlimited flexibility during negotiations and the certainty of a legal contract immune to future zoning changes. Developers eventually withdrew their support for land use contracts complaining of large scale downzoning, lengthy approval delays and excessive impost fees. Many of these allegations are dispelled in this research, but the real weakness of the land use contract was that it was difficult to amend and could be used extensively to replace zoning, effectively "fettering" future council's planning powers. - In the absence of the land use contract, many municipal governments are continuing with a land use contract practice, but without a legislative or in some instances legal basis. - The theoretical analysis, survey and case studies determine that the current planning legislation is adequate for the most part. There is a need however, for a land use contract mechanism to accommodate mixed use, comprehensive or complicated developments. This type of control was determined to be superior in accommodating these types of projects to the current approach of using a variety of planning mechanisms. Generally there is support among local governments and the development industry in B.C. for new land use contract legislation as long as it is more clearly defined to avoid the mistakes of its use in the 1970's. On the basis of this analysis, the study recommends that land use contract reintroduced but in a much more controlled and limited way.
