Streszczenie:
Land parcels fragmentation problem in different agriclimatic zones of Ukraine is reviewed; general pattern, as well as regional specific is outlined. Land management of fragmented parcels in agricultural use is discussed, including land ownership and jurisprudence issues of land consolidation. Three key plots were chosen to analyze issues of land fragmentation, geospatial data shown demonstrate need for land consolidation to optimize agricultural land-use of such territories. Specificity fragmentation of land for agricultural companies, located in the mountainous regions of Ukraine, is noted. Gaps in the legal regulation of relation connected with land fragmentation were disclosed. Problems of land inheritance in the context of fragmentation, exchange of land resources as a tool for effective functioning of land market, the small and medium producers, economic development and agriculture in general; the creation of a land bank is regarded as a factor in reducing fragmentation of land were examined.

A new evaluation scheme, land management within capability (LMwC), used to guide sustainable land management in New South Wales (NSW), is presented. The scheme semi-quantitatively categorises the potential impacts of specific land-management actions and compares these with the inherent physical capability of the land in relation to a range of land-degradation hazards. This leads to the derivation of LMwC indices, which signify the sustainability of land-management practices at the scale of individual sites up to broader regions. The LMwC scheme can be used to identify lands at greatest risk from various land-degradation hazards. It can help to guide natural resource agencies at local, regional and state levels to target priorities and promote sustainable land management across their lands. Few other schemes that assess the sustainability of a given land-management regime in a semi-quantitative yet pragmatic manner are found in the literature. The scheme has particular application for regional soil-monitoring programs and it was applied in such a program over NSW in 2008–09. The results suggested that the hazards most poorly managed across the state are wind erosion, soil acidification and soil organic carbon decline. The LMwC scheme, or at least its underlying concepts, could be readily applied to other jurisdictions.

Assessing the land-use measures systematically is an essential procedure in providing sustainable land management practice. Land-use efficiency (LUE) may be measured by using a methodological framework that prescribes the conditions, integrated methods, models, classifications, an indicator system, and sequential evaluation procedures. This paper focuses on development of measuring techniques to assess the LUE on the basis of systems approach and discusses the challenges of measuring LUE according to established methodological framework. The findings of the study show that chosen integrated research methods in distinct variations according to the introduced evaluation framework may be applied for measuring LUE. Systematic evaluation of LUE is necessary to support a decision-making in land-use management and to promote a land use in better and more efficient way.

A complex of qualitative and quantitative indicators, parameters, regulating the development of working projects of land management, taking into account environmental, economic, social, natural-climatic and other conditions is proposed.

Abstract Wildfire activity in the western United States has been increasing since the 1970s, with many fires occurring on land managed by government agencies. Over six million acres of public lands are surrounded by private land and lack road access, making them legally inaccessible to federal and state agencies and potentially constraining management and suppression of wildfires. In this paper, we assemble data on all fires that started on public lands in the western US over the period 1992–2015 and estimate the effect of legal accessibility on fire size. We find that ignitions are 14%–23% more likely to become large (greater than one acre) if they occur on inaccessible land. We provide evidence that this effect may be driven in part by agencies’ inability to conduct fuels management and in part by slower suppression responses on legally inaccessible land. Our results suggest that wildfire prevention and suppression could be bolstered by improved access to public lands and underscore the need for ongoing research on the relationship between land ownership and wildfire.

This article investigates specific features of urban land management. Urban land management is ac-quiring particular importance, since the major focus of urban development consists in satisfying the needs of city residents. To this end, governments aim to address the problems of forming and manag-ing cities and city resources, including lands. We argue that urban lands are valuable territorial spaces that are actively involved in investment and construction processes. In this regard, city development priorities should rely on effective management of existing land resources, which have a great potential for increasing the investment attractiveness of urban territories. A number of suggestions are pro-posed to solve these tasks. It is concluded that an integral system of land management can only be formed at the state level. This requires a mechanism describing an expected economic impact, which is aimed at fulfilling state obligations in the field of land policy, creating social guarantees, ensuring the rights of land subjects, and improving the environmental situation. As a result, the competent use of land resources will contribute to overcoming crisis social phenomena, ensuring sustainable economic growth and improving the life quality of urban population on the basis of increasing the territorial value.

Object: To review the impact of land tax on the efficiency of agricultural development. To review the procedure for calculating land tax in Kazakhstan. To study the features of land tax collection. To consider improving the taxation of agricultural land resources. Methods: During the course of the study, we used statistical data analysis and methods of comparative analysis. Findings: This paper reviews the aspects of agricultural land plots taxation. We have analyzed a number of factors affecting the effective taxation of land resources in Kazakhstan. We have performed a comparative analysis of land taxation in the EAEU countries. We have identified key components affecting land taxation and the main parameters of their functional efficiency. Conclusions: This paper analyzes the current state of land taxation. We have developed proposals for the development of land taxation and improvement based on cadastral valuation. The results of the study allow us to conclude which of these aspects affect the effective land management.

The issues of land legislation in the field of regulation of land relations have been identified. It was determined that pre-reform period was characterized by the planned development of economy, on-farm land management design was mandatory and was of a directive nature. The author notes that the Rules for Rational Use of Agricultural Lands establish the existence of onfarm land management projects aimed at their rational use. The results of the analysis showed that currently in the land legislation of the Republic of Kazakhstan there are no clear requirements for drafting projects in the system of measures on land use regulation. Therefore, in practice, they are developed by only a small part of economic entities, which leads to deterioration in reclamation state of agricultural land, decrease in fertility level, contamination of crops with weeds, spread of various diseases and plant pests, degradation of forage lands (pastures, hayfields), etc. All this is the result of underdeveloped land legislation, weak implementation of public control over the use and protection of land. The existing structure of on-farm land management projects has been analyzed. The conclusion on the need for their development, as well as methodological instructions based on new approaches and innovative technologies was done. It is noted that in 2018 at the legislative level, amendments were made to the Land Code, regulating the procedure and features of the provision of State-owned agricultural land for peasant or private farm operations, agricultural production through tender commission. Owners or land users were invited to develop on-farm land management projects at their own expense.

The research studies the issue of ecological stability of rural territories that is the most important component of the national environmental policy of Ukraine. A special attention is paid to degradation of arable lands as the main ecological problem of land management. On the example of Lviv region, the authors calculated the index of ecological nonconformity of current use of arable lands, proving a considerable excess of permissible ploughing of lands in the region. The carried analysis confirms that no measures were performed concerning land protection, including conservation that in the recent years. In this context it is necessary to improve land resources management on the basis of sustainable development. Integration is considered to be the main principle of land resources management. The research proves that solution of ecological problems of land management requires achievement of a set of coordinated targets concerning development of rural territories, land resources management and national environmental policy based on the principles of suitable development. The targets include: planning of land use outside settled areas on the landscape and ecological basis; land inventory; formation of the land bank of agricultural lands; development and support of alternative kinds of activity on rural area; development of an efficient mechanism to encourage performance of land protection measures; improvement of environmental responsibility of population and development of ecological education. The methodological basis of the research is the concept of sustainable development, which expects support for a continuous character of development in order to meet the current needs along with ensuring the needs of future generations. The fulfilment of the task requires examination of scientific works on the issue of sustainable management of land resources and an ecological component of rural territory development.

Due to the prognosed population increase to 9.2 billion people by 2050, the world’s crop production does not have any other chance than to increase production. This demand is a huge challenge for agriculture. Based on the forecasts, the growth rate of production of the main cereals will decrease as a result of the effect of soil, water, the increasing fuel and fertiliser prices and the impacts of climate change. Methods ensuring sustainability have to be preferred. Precision agriculture is the most effective method of crop production. We have to apply minimum cultivation in order to protect the soil surface, maintain its moisture content and increase its water reception ability. In addition to the localised use of fertiliser, sowing seed, irrigation and pesticides, it is also important to apply them in a targeted way on the basis of plot imaging. The use of the new technology results in significant cost saving and it could also reduce environmental load.

Agricultural and forest lands near settlements are main reserve for expansion of urban areas. Thus, among 148.5 thousand hectares of lands added to Moscow city territory in 2012, 72.2 thousand hectares or 48% were occupied by agricultural and forest lands. Urban areas are characterized by excessively high intensity of land use, land depletion, deterioration in environmental quality and decline in sustainability of urban development. The paper presents the results of analysis of urban land use planning system in the interests of sustainable development of urban territories. The object of the study is the land that is part of Moscow, which is planned to be developed in the coming decades. The authors propose an algorithm for urban development of such areas, which takes into account the quality of land. Design calculations for areas under development were carried out for Shchapovskoye settlement in New Moscow as an example. In addition, the paper covers aspects of land management when developing agricultural land within cities. The authors developed a classification of agricultural land according to a criterion of “suitability for urban development”. The suggested classification has been applied to achieve the objectives of planning urban land use development, determining the order of construction on agricultural lands within the system of sustainable urban development management.

Abstract Village land is widely used for agricultural cultivation activities. However, if it is not managed properly, it can turn into critical land that eventually needs to be rehabilitated to function optimally. The agroforestry approach to land restoration is becoming increasingly popular. This study aims to determine the management of village treasury lands and the application of bamboo agroforestry in managing village treasury lands. The research was conducted in November 2015 and February 2021. The methods used were interviews, Focus Group Discussions (FGD), observations and surveys of farmers’ land. The data obtained were processed and analyzed descriptively. The results showed that the management of the village treasury land was given to tenants with a rental system, where farmers who worked on farmers’ land were required to pay rent to the village government. The pattern of village land use is dominated by monoculture agriculture with seasonal crops such as corn, peanuts, red potatoes, and coffee. To optimize the land management of the village treasury, it also carried out activities through various programs such as reforestation, planting fruit and timber, but did not achieve success. The development of bamboo agroforestry is an alternative for managing village treasury land while still accommodating economic and ecological interests.

Abstract Land administration and land consolidation are two pillars of the Austrian land management sharing a long tradition and duties defined by the constitution. Land administration supports measures of land consolidation with cadastre data, land registry data and other geo–technical data. New methods and instruments of geodata assessment provides a more detailed information about land and its changes. The geo–products are contributing to an improved process efficiency of land consolidation authorities. In addition, the role of land consolidation changed from an instrument to improve farming structures to a multifunctional tool of land management.

The article discusses the concept of management accounting as a system, that provides information on agricultural lands and the effectiveness of their usage of different users groups. An approach to management accounting organization of agricultural land, based on processes, is outlined. The authors shows a universal model of the internal management reporting on agricultural lands. The key indicators of the form must be: the quantity and evaluation of lands for agricultural purposes, owned by organization; the quantity and evaluation of leased land with the right of redemption, including the beginning of the period, at the end of the period, partially redeemed; the quantity and evaluation of land, received in rent up to 5 years; the quantity and evaluation of agricultural land by type, depending on the appointment of the target and use; the costs by type of land and its relationship to the main business processes; the performance indicators of individual types of lands; the refractive efficiency of land usage. Thus, an internal reporting is the main source of information for management decision-making on evaluation and optimization of the structural units, business processes and other segments of the agricultural organization.

Climate change adaptation strategies for coastal protection are examined with the help of mathematical models in the Ems/Dollart Estuary in consideration of different climate scenarios. The Ems Dollart Estuary is located at the Dutch German border in the southern North Sea, a coastal area which has suffered from enormous land losses due to medieval storm surges. Since then the medieval retreat was partly reduced by successive land reclamation following the development of salt marshes.

An increasing human population is exerting greater demands upon the earth for resource production and living space. Despite its large landmass, Canada is not immune to this pressure. On industrial forested lands, one response has been integrated resource management, whereby the forest supports multiple uses within the same space and time. Under the strain of increasing pressures, coupled with a concern for the maintenance of natural systems and processes, it has become evident that the current planning processes need to evolve to incorporate a new land management paradigm. This paper outlines the issues and presents for discussion a potential management paradigm based not only on the limited scope of industrial forested lands but on the broader expanse of land management in general. Supporting the proposed Integrated Land Management (ILM) approach, Millar Western Forest Products Ltd., an Alberta-based forest products company, developed a cumulative effects assessment to complement its forest management plan. This assessment demonstrates that as a proof of concept, ILM is technically achievable and can be scientifically based. Further, integration of diverse concepts and disciplines can be organized to produce functional plans. Studies of materials and indicators on accounting and coverage of information on land management and forest management of state forestry in Ukraine. Certain inconsistencies of the current normative legal acts and indicators of the state and dynamics of the accounting category of land use «Forestry lands» were revealed. In particular, regarding the assessment of rational use and protection of lands, which are the basis for the implementation of the Land Reform. There are, in particular, in the form 6 — ZEM and in the materials of the state account, not modernized terms and their description. The category of accounting «Forestry lands» in the Land and Forest Codes of Ukraine, in the scientific and practical lexicon did not receive due attention and distribution as an object of labor, an object of identified land use in state forestry. Do not match the description in the Forest and Land Codes of Ukraine. The issue of organizational and economic accounting of land of the accounting category «Forestry lands» remains poorly regulated. The annual report still retains the description — «Forest lands include lands covered with forest vegetation, as well as not covered with forest vegetation and others» for forestry purposes». The category of accounting «Forestry lands» in the Land and Forest Codes of Ukraine, in the scientific and practical lexicon did not receive due attention and distribution as an object of labor, an object of identified land use in state forestry. Do not match the description in the Forest and Land Codes of Ukraine. The category of accounting for «Forestry lands» is placed in Article 19 of the Land Code of Ukraine under item «e», i.e. in 7th place, which does not comply with current principles of European legislation, not to mention the physical aspects of forest distribution in Ukraine. Again, the practice in Ukraine faces deadlines. It turns out that forestry science is increasingly moving away from the identified responsibilities and reporting of public forestry entities. The industry is less and less monitoring the state of forests according to estimates of the use of productive capacity of land by types of forest vegetation conditions. In addition, the management in the state forestry in its powers only «ensures the implementation of state policy in the field of forestry and hunting», does not form it. That is, it does not develop relevant regulations, which is a certain flaw in the current forest legislation and needs to be changed. Specific measures are proposed to improve the legislation, accounting and state reporting in forestry, as well as the basic scheme of division of forest lands by accounting categories of division and administrative reporting of forestry and other enterprises of the State Forestry Agency of Ukraine.

Introduction. Under decentralization, there is a gradual transfer of powers and resources to local governments. In this case, one of the most urgent problem for rural areas, is the organization of rational land management from the position of financial support improving through the disposing of lands, and using available lands for community needs. Methods. General and special methods – monographic and abstract-logical, methods of generalization, comparison and analysis have been applied for data processing. Results. During the decentralization reform, it was found that 488 rural united territorial communities were formed, covering almost half the area of all UTCs created. In addition, nearly 800 village councils joint to the city-based UTCs. The ways of the redistribution of powers on the UTC land resources management are established at the expense of acquiring their own powers, obtaining delegated ones, as well as acquiring the rights of other institutions. Emphasis is placed on the benefits of managing land resources of rural communities at the local level. It has been determined that the applicable law restrict communal land use of UTC. At the same time, the importance of agricultural land outside the settlement transfer to the disposal of communities is emphasized. The importance of the land payment in the structure of local budget revenues is analyzed in detail, the key problems and contradictions that accompany the process of land management powers reallocation are identified. Suggestions are made to improve the rural communities land resources management through their inventory, accounting and monitoring, revision of rental rates for communal property, strengthening control over compliance with the terms of land use agreements, use of free lands in the interests of communities. Discussion. Further studies in this area are going to be aimed at developing a comprehensive mechanism for ensuring effective management of land resources in rural areas after the completion of decentralization. Reducing the probability of flooding by flood defence structures might not be successful without appropriate actions taken in order to mitigate flood damages. Moreover, success depends on actions at both governmental and individual levels. Therefore, farmers as the inhabitant of flooding areas may contribute to flood management in terms of land use policies which lead to communication, human interaction, and adaptation. However, these social behaviors have not taken into account in flood management studies due to their complex nature and human has been only considered as the receptor of flooding without paying attention to multiple feedbacks over time horizons with a dynamic approach. In our study, we overcome this deficiency by employing Agent Based Model (ABM) of land use policy in flood risk management and address challenges regarding social interactions in this research area. Our Agent Based Model includes perspectives from engineering, decision making, and socio-economics allowing to model human-flood interactions. In this model, farmers are considered as individuals whose decisions depend on climatic conditions, crop yields, costs and prices, flood damage, personal risk perception, and their social interactions. This is achieved by integrating three main modules including hydrological module, flood analysis module, and decision making module in the frame of Agent Based Model. This paper has shed some light on main concepts of our Agent Based Model including the developed methodology, main modules, required information, and initial results. It also summarizes the components of the modules and the governed interactions.

Land registration provides legal certainty and protection to holders of land rights. In its implementation it does not always go well, so that what is the goal can not be achieved. A person or legal entity cannot prove that he is the legal owner of a parcel of land. This can lead to land conflicts. Land conflicts can cause overlapping land tenure and overlapping land permits which often results in environmental damage. This research uses a normative juridical approach. Normative juridical research is research focused on examining the application of rules or norms in positive law. The research objective is to find out what ways can be done so that through land registration activities can support the success of environmental management. The results of the study explained that land registration activities through systematic land registration acceleration resulted in land certification for plots of land that had met the requirements, and could strengthen the one map policy database, so that administrative order could be achieved. It also makes land use plans to support the achievement of national development goals and the greatest prosperity of the people, so as to realize environmental sustainability.
