The author analyzes the policy of the Russian Federation in the sphere of external labour migration, reveals the peculiarity of formation of the Russian labor market for foreign workforce, focusing on its basic focus on the integration model of the Eurasian economic Union and the Commonwealth of independent States. The article discusses the scheme of formation of migration policy and identifies a number of problematic issues of management of external labour migration, which the author attributed the imperfection of the migration system and peculiarities of political processes in the post-Soviet space. According to the author, this approach is not conducive to quality development of external labour migration, however, is one way of lobbying foreign policy interests in the post-Soviet space. In turn, Central Asian autocrats are interested in the maximum outflow of the economically dissatisfied citizens to prevent anti-state speeches. The quality of the existing risks management of external labor migration indicates the potential of growth of popularity of right-wing political forces and destabilization of the Russian political system. Taking into account the need to balance national security interests and supported by loyal Russian foreign political elites, the author proposes to separate the management of migration on the field of law enforcement and socio-economic part, which requires a political decision of government institutions. Proposed dualism in the author’s opinion, will promote increase of efficiency of counteraction of illegal migration and activation mechanisms, presence on the labour market demand for migrants. As a tool of migration management, the author highlights the Institute of international agreements, the potential of which is currently used does not fully.

A convincing argument can be made that US income maintenance policy would be better housed under the Secretary of Labour than with the Secretary of Health and Human Services. Begun almost 30 years ago, the transformation of public assistance policy into labour policy reached fruition with the passage of the groundbreaking Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), a bill that would dramatically transform the face of the American welfare state. Despite the inclusion of important welfare policies, the PRWORA was essentially labour policy clothed in welfare terminology. This article examines the metamorphosis of public assistance policy into labour policy and proposes alternatives to promote durable labour force attachment as well as ways to ease former recipients into the workforce through equity-based labour policies.

The article highlights the situation of child labour using the Census data of Government of India from 1971 to 2011. This study has also utilized the National Sample Survey Organization 68th round data on employment and unemployment of child labour in India. In this study, bivariate and multivariate analysis has been carried out. The chi-square test has been used to study the association between child labour and various socio-economic characteristics. The multiple logistic regression technique has been used to find out the factors affecting child labour. All the analysis has been carried out in SPSS and STATA software. The article has highlighted the growth rate of child labour and its distribution with socio- economic characteristics and work participation rate of child labour in India. Using the logistic regression, the study has projected the estimates of child labour in India. Besides that, the article recommended various suggestions for the abolition and regulation of the incidences of child labour in India.

This thesis examines and compares current labour migration management of non-EU workers in Germany, France and the United Kingdom. It aims to explain cross-national similarities and differences from an interpretive policy analysis perspective. The research entails analyses of 33 legal documents and in-depth interviews with 25 high-ranking policy-makers and is anchored in case contexts. In order to gain comparative explanations the analysis maps legal classifications and rights regimes governing incoming migrant workers, explores meanings policy-makers vest in these, and thereby reconstructs the economic, social and political normative references these meanings entail in comparative perspective. By conceptualising migration policy as border-drawing I challenge the main stream migration policy literature, offering an alternative approach which changes the parameters of policy analysis more generally. While most migration policy research concentrates on explaining the control gap between restrictive admission policies and de facto migratory flows, I shift the analytical focus towards states’ power to define legal and illegal positions through policy and allocate rights in a differential way. Empirically, I overcome partial policy accounts by contributing a multidimensional analysis of labour migration policy across its economic, social, and politico-formal dimension, and develop an innovative methodology to explain crossnational variation in the interaction of these aspects. By associating each dimension with a specific borderdrawing site – capitalist coordination system, welfare state regime, and citizenship model – the thesis utilises regime theories to develop benchmarks for the empirical analysis while at the same time testing the explanatory scope of these theories in the field of labour migration. Migrant workers are selected by skill level and labour scarcity in all three cases in line with widely shared economic values surrounding labour migration agendas. Yet, the analysis also pinpoints considerable divergences when selecting migrants by origin, social cohesion concerns or with annual caps. The variable labour geographies into which migrant workers are admitted – mainly relating to post-colonial relationships, distinct uses of EU free movement, and demographic context – are seized by policy actors to selectively contextualise economic border-drawing. It is this distinct socio-political contextualisation of a shared cultural political economy of labour migration which explains similarities and differences in European labour migration management. The thesis hence contributes an empirically detailed understanding of an integrating EU common market which coexists with persistently diverging labour geographies and societies. Findings bear considerable policy implications in terms of European integration and the unequal distribution of labour mobility rights for migrants in Europe.

ENGLISH ABSTRACT: This project attempts to assess critically the 'dualistic' role of Organised Labour within the complexities of societal transition processes. As observed by Bendix (1976/2000), the Industrial Relations System, and Organised Labour within it, is a generator for societal and political change. At present, the German union federation Deutscher Gewerkschaftsbund (DGB and the Congress of South African Trade Unions (COSATU) do not only hold prominent positions in their respective collective bargaining systems, but also a considerable amount of political power. In both societies, strict labour legislation and strong social-democratic or even communist factions prevent government from adopting more liberal and flexible labour laws. In this paper, the historical and the present role of Organised Labour in its wider societal, context has been critically examined within the framework of the EQUILIBRIUM CONVERGENCE approach (Willy Bendix, 1979) and the TRADE UNION POLICY MATRIX (Willy Bendix, 1979). Both, the EQUILIBRIUM CONVERGENCE model and the TRADE UNION POLICY MATRIX have been applied to place the Deutcher Gewerkschaftsbund (DGB) and the Congress of South African Trade Unions (COSATU) into their own societal perspectives in order to establish their role and policy in the societal transition process of their respective countries. In this respect, great similarities between problems, developments and policy formation have been found. Also that, albeit with a historical 'time lag', COSATU appears to follow the structural developments of its German counterpart, the DGB. Perhaps the most salient observation and conclusion is that, while the adaptation of the trade union movement in Germany within this country's societal, industrial transition phases, and particularly in the period of the reunification of East and West Germany, entailing the integration of a communist-socialist system into a social market economy and parliamentary democracy, was of a relatively realistic nature and resulted in a high degree of co operation between the social partners at the highest level leading to 'post modern unionism', South Africa, in its present industrial transition phase, has still to contend with strongly ideologically driven 'fighting unions'. This might hamper an effective economic policy formulation by the government.
AFRIKAANSE OPSOMMING: Die doel van hierdie werkstuk is 'n evaluasie van die 'tweeledige' rol van die arbeidsbeweging binne die kompleksiteit van 'n sosiale oorgangsproses. Soos deur Bendix (1996/2000) beweer, is die nywerheidsverhoudingsstelsel met arbeid as hoofakteur daarbinne as 'n dryfkrag, die katalisator vir sosiale en politiese verandering. The neighbourhood became one of the key sites for urban policy development during the previous New Labour government, and Neighbourhood Management Pathfinders were amongst their final strategies to combat “the most difficult problems faced by deprived neighbourhoods” (SEU 2000:5). This thesis explores the process of neighbourhood management in the coastal town of Ilfracombe, Devon. Ilfracombe features the characteristics of decline found in a number of coastal towns across the country, and suffers from high levels of deprivation (House of Commons Report 2006). Consequently, the neighbourhood management pathfinder ‘Transform’ was deployed in Ilfracombe in an attempt to address high deprivation. This thesis uses empirical findings collected through interviews and focus groups to examine the process of ‘Transform’, from its conception to its practical operation. It specifically considers the ‘voices’ of residents whose opinions and experiences, as targets of neighbourhood intervention are not always sufficiently documented within policy narratives. Consequently, the thesis unravels the process of neighbourhood management through findings generated by qualitative research ‘on the ground’. These are then examined through the lens of governmentality, allowing the methods, practice and outcomes of government, to be unpacked through a presentation of my empirical findings (Foucault 1991). These examinations take a particular interest in notions of community engagement and participation, partnership working, and the process of social exclusion. Here, partnership is demonstrated to be a tentative and fragile process underlined by local histories and differing temporal frameworks for action. But, this research also demonstrates that joint working can be improved through neighbourhood management which widens routes of communication to officers ‘on the ground’. However, what this thesis hopes to demonstrate most strongly is the continuing depth of problems felt by residents in Ilfracombe and that the process of ‘inclusion’ through paid work and ‘active’ citizenship, underlined in Labour’s neighbourhood renewal strategies, is not tackling some of the main problems of ‘deprived’ neighbourhoods, as experienced by the residents themselves.

Die vorliegende Dissertation widmet sich methodischen und empirischen Forschungsfragen mit Bezug auf saisonale Arbeitsmärkte und Politiken zur nachhaltigen Nutzung natürlicher Ressourcen. Hierfür wird ein gesamtwirtschaftlicher Modellierungsansatz angewendet, für den das im südöstlichen Himalaya gelegene Königreich Bhutan als empirische Fallstudie dient. Das methodische Forschungsziel der Arbeit ist, die Relevanz der Darstellung von saisonalen Arbeitsmärkten innerhalb von allgemeinen Gleichgewichtsmodellen (sog. CGE Modelle) zu ergründen. Dies stellt eine Neuheit in der Literatur dar. Die Arbeit zeigt auf, dass Modelle ohne saisonale Arbeitsmärkte systematisch Ergebnisse, wie Angebotsreaktionen und Wohlstandseffekte, verzerren. Die Saisonalität von Arbeit hat eine hohe Relevanz für gesamtwirtschaftliche Analysen im Kontext landwirtschaftlich geprägter Volkswirtschaften, insbesondere für Untersuchungen des Strukturwandels und agrarpolitischer Interventionen. Empirisch wird die wechselseitige Abhängigkeit von Politiken zum nachhaltigen Management natürlicher Ressourcen mit Zielen des Umweltschutzes und der ländlichen Entwicklung untersucht. Basierend auf unterschiedlichen Modellierungsansätzen, konzentrieren sich drei Studien auf agrar- und forstpolitische Szenarien in Bhutan. Es wird gezeigt, dass Bhutans Ziel, seinen landwirtschaftlichen Sektor auf 100% ökologische Landwirtschaft umzustellen, zu substantiellen Wohlfahrtsverlusten und negativen Folgen für die Ernährungssicherung führen würde. Die Analyse verschiedener forstpolitischer Szenarien demonstriert, dass eine höhere Forstnutzung in Bhutan im Sinne der gesamtwirtschaftlichen und ländlichen Entwicklung nachhaltig möglich ist. Die Arbeit weist auf verschiedene zukünftige Forschungsfelder hin, wie zum Beispiel die Integration von Ökosystemdienstleistungen, was als eine der wesentlichen Einschränkungen bei der modellgestützten Analyse von Politiken zur Nutzung natürlicher Ressourcen identifiziert wurde.
Using an economy-wide modelling approach, this dissertation investigates methodological and empirical research questions related to seasonal labour markets and natural resource policies. The Kingdom of Bhutan, located in the south-eastern Himalayas, serves as a case study. The methodological research objective of this thesis is to gain an understanding of the relevance of seasonal labour markets in the context of economy-wide modelling. The depiction of seasonal labour markets at national scale using a seasonal social accounting matrix (SAM) and computable general equilibrium (CGE) model presents a novel development within the literature. It is demonstrated, that the absence of seasonal labour markets leads to systematic bias of model results. The consequences are distorted supply responses and biased welfare effects, underlining the pivotal implications of seasonality for economy-wide analysis in the context of agrarian economies, particularly for scenario analysis involving structural changes and agricultural policy interventions. The empirical research objective addresses the interdependence of natural resource policies with objectives of environmental conservation and rural development. Employing modelling techniques, three studies focus on specific agricultural and forest policy scenarios in Bhutan. Simulating Bhutan’s ambitious policy objective to convert to 100% organic agriculture demonstrates substantial welfare losses and adverse impacts on food security, causing trade-offs with objectives of rural development and food self-sufficiency. Analysing forest policy reforms shows that increased forest utilization contributes to economic development, particularly in rural areas, without jeopardizing the country’s forest conservation agenda. The dissertation points at numerous areas of future research, as for example the incorporation of ecosystem services, which is identified as one key limitation of economy-wide analysis of natural resource policies.

The McDonald's model of labour management has been widely adopted throughout the fast food industry. Literature that is critical of fast food labour management policy and practice often portrays employers as offering work that is low paid, unchallenging and uninteresting. However, others argue that the industry provides young workers with: a first resume entry, training opportunities, the chance to develop a career and a path into employment. This study interprets these two perspectives as reflecting either misalignment or alignment of employee/crew and employer preferences. Such an interpretation recognises that fast food work does not represent a career for many who do it but is short term or 'stop-gap' in nature. The study's research question is: to what extent does management preference for elements of work align with the preferred working arrangements of crew at McDonald's Australia? This research subjects McDonald's Australian stores to independent scrutiny. Previous research in this area has mostly used qualitative methods. Earlier studies, by and large, provide descriptive accounts of fast food employment however they often lack the rigour of an empirical investigation. The present research uses a structured survey method to obtain data from crew and managers. Results are analysed using descriptive and inferential statistics. Findings focus on three areas of labour management: industrial relations, work organisation and human resource management. Several themes relating to alignment of preferences in the fast food employment relationship are identified. These are: crew have scant knowledge of industrial relations, do not like aspects of work organisation, but respond positively to certain human resource management policies and practices; crew lack knowledge of labour management issues generally; crew work is simple and repetitive; and, many young crew seem to dislike aspects of fast food work as they get older but others, who have distinctive characteristics, appear to continue to like the McDonald's approach as they age.

Abstract Land fragmentation was not the top issue on the agenda when land consolidation was introduced, the rural labour surplus relieved the impacts of land fragmentation. Nowadays, land consolidation has also evolved into a more integrated policy tool aiming at rural revitalization and boosting poverty alleviation, institutional path dependence leads to the situation that land fragmentation amelioration is still peripheral. This chapter first elaborates how land consolidation in rural China evolves from the perspective of governing the tension between farmland protection and construction land expansion. It then explains how land consolidation gradually injects resilience in the rigid land use planning system along with the development of urbanization. Then it traces the incentive mechanism of local government officials to guarantee land consolidation implementation. Finally, challenges faced by the current land consolidation institution and practice in China are presented.

AbstractThis chapter presents a critical analysis of the capacity of the nation-state to develop and implement effective policy interventions on behalf of national labour interests in highly globalized industries. This follows the consistent observation that, under neoliberal capitalism, governments have lacked the power and/or will to implement pro-labour legislation in the same way as they have done for capital (Fourcades-Gourinchas and Babb 2002; Peck 2004; Kotz 2015). This discussion is developed with reference to the Tonnage Tax policy, introduced by the UK government in 2000, as the key policy strategy to revitalize the ailing shipping industry (Department for Transport 1998). In the broadest terms, the strategy is a tax concession designed to attract British ship owners to re-flag their ships to the UK national register, retain the majority of their ship management in the UK and train British seafarer cadets (Selkou and Roe 2002; Brownrigg et al. 2001; Gekara 2010). The core of the strategy, i.e. the tax element, represents an alternative system of calculating corporation tax for shipping companies based on fixed rates and with reference to a shipping company’s total operating tonnage per year rather than its total income, which represents a highly reduced rate of taxation. To specifically address the decline in the British national seafarer labour market and the supply of British officers, a Minimum Training Obligation (MTO) was included for all British-registered ships, which simultaneously incentivized and compelled shipping companies to increase their cadet recruitment and training activities (Selkou and Roe 2002).

AbstractThe chapter is a contribution to deepening knowledge on the historical trajectories of migration in Côte d’Ivoire. Based on a critical review of documents and literature, the chapter highlights the different waves of migration into Côte d’Ivoire. Both colonial and post-colonial coercive and attractive migration policies created the country as an important migration hub in West Africa. We situate the development of the cash crop economy in Côte d’Ivoire and its 20 years economic boom between 1960s and early 1980s, within the history of labour migrations into the country and the later crises that ensued as a result. While the development of the Ivorian economy was the driver for the policies during the period, the colonial era labour movements into the area hinged on repressive labour policies while the latter period was an attractive open door policy which included favourable land, citizenship and voting right grants to migrants. We reflected on how demographic growth and economic recession of the 1990s blurred this dynamic, thus leading to a change in the relationship between indigenes and migrants. The situation has led to a rigidity of Ivorian laws that cumulated in military, political and post electoral crises and civil strife thereby putting a brake on immigration. We reflected on the accentuation of migrant flows and transfers into the country in the recent Ivoirian migration and civic discourse and narratives which silences the contribution of migrants to the economic development of Côte d’Ivoire and the historical foundations of immigration and of a strong presence of foreign labour in the country. This we argue has ramifications for the management of migration in the country.

Our modern society that is based on innovation is ever more quickly developing. Further and further more, one policy measures and actions are not sufficient in ones ability to solve emerging problems and the resulting challenges. Modern solutions require an inter-sectoral approach and coordination of different policy actors and systematic action. The aim of this article is to show the impact of youth policy as a separate policy area on employment policy, specifically in the Lithuanian labor market. The article focuses on the category of 15–29 year-old inactive youth. The article analyzes individual specific measures of youth policy which affect young people’s ability to integrate and reintegrate into the labor market, best practices from different European Union countries are revised too. The article aims to have an inter-sectoral lens in its outlook and methodology. Inter-sectoral interaction should be perceived as the most effective element in its ability to solve labor market problems of this particular case; particularly through the integration of youth policy measures and the employment policy field. The article analyzes the Lithuanian situation beginning with the start of the Youth Guarantee initiative in Lithuania. The final section of the article identifies conclusions and provides recommendations.

Analysis made in the article allows to conclude that the SME sector of high-tech manufacturing industries plays growing role in solving the problems of employment in developed countries. However, the major problem is that it is capable for only partial compensation of the loss of jobs in labour intensive sectors of the economy. Accumulation of knowledge of the population in industrialized countries together with high levels of computer literacy contributes to the revitalization of business services sellers that are mainly small sized businesses. In the era of fast growing technology industries, in particular related to IT sector, the role of SMEs in economy is increasing as they are main players in start -up communities and IT industries in general. Thus they can growingly contribute to the employment and labour market. The authors proceed from the assumption that service sector, and business services in particular, to a certain extent are capable of absorbing of workforce. This article argues that employment in the service sector in the developed economies is still largely focused on traditional sectors of activity. The purpose of the paper is to investigate latest trends of SMEs role in employment in the developed countries and the role of service sector in stabilizing labour market. Theoretical approaches, statistical data and policy analysis are used to research contemporary labour market trends. Knowledge - intensive services that are important from the point of view of economic dynamics, only start to concur positions in the developed countries.

The paper examines the modelling dimensions of the virtual teaching/learning environment and its practice aiming to reflect in the changing environment. The aim of the research is to reveal the process of modelling the virtual learning environment by analysing the policy of the learning environment changes and how is reflected in the educa-tion and economic development policies. Focus groups and interviews are used as qualitative research methods. The results of this research make an input for both academic and practice areas of education management, social-learning innovations, and human resources development. Findings particularly show the nature of learning that becomes more learner-centred; learning opportunities meet the individual needs; innovative educational concepts will be implement-ed through experiential or inclusive learning and social-cognitive processes will meet the needs of economic change. The suggestions to be used by the economic development and education policymakers and practitioners, and focus on enabling the learning environments to adapt to the labour market and business development.

Purpose – to study the possibilities of institutional theory to establish a modern theory of economic growth, including the factors of institutions and technologies changes. These factors are a set of rules with high coercive force to the agents’ action form a particular mode/model of their adaptation, together with other institutions. Research Methodology – the neoclassical models of economic growth, which may include institutional factors and to study their impact on the growth and change of the factors, into the business practice are applied. The key scientific problem is to choose the right market Institute for a proper way of technological development. The authors use the micro-level analysis of the agents and institutions’ interaction in the process of new technologies appearance. Morphological and taxonomic analysis in order to highlight the models of technological development and economic growth had been applied. Findings – the research results may enrich an economic theory and practice in the area of business models applicability. The findings may assist a business community to influence the general technological development within the national institutional systems. Research limitations – due to the fact that different institutions, structures and technologies act on the economic dynamics at the same time, separating their influence is an independent scientific problem that is not solved in all cases. However, the set of considered institutional factors forms and provides a kind of “manufacturability” of economic growth. Practical implications – the so-called institutional macroeconomics as a practical discipline (which has a very close connection with behavioural macroeconomics) may assist to explore the economic growth from the point of view of changing institutions (firms, business community), labour markets and information – technical and technological changes. Originality/Value – the value of the research consists in the systematization of institutional factors affecting the economic growth, conducting a morphological structural analysis of growth types, which allow identifying eight main growth trajectories in business activity.

The contribution for graduate practice is one of the measures of active labour market policy in Slovakia aimed at gaining first job experience and contacts for young school-graduates. The main aim of the study is a counterfactual impact evaluation of this contribution on the employability of its participants. The evaluation is aimed at the period 2015-2017 and realized using the real database of 12,953 treated eligible participants of Graduate practice and 83,907 non-treated controls. For the evaluation, propensity score matching was used, where the propensity scores were estimated by the method of Classification and Regression Trees. The results of the study show that treated individuals were employed on average 3 months longer and had an average salary of € 216.76 higher than non-treated during the 24-months impact period after the intervention.

Higher education institutes have a vast variety of humans, processes, and activities with significant waste generation, transportation, water and material consumption, and energy and electricity consumption. They have the potential to disseminate and lead future generations in the transition towards sustainability. Green buildings are designed, constructed, and operated by efficiently utilizing resources to provide a healthy and comfortable built environment while minimizing the life cycle cost. Higher education institutes across the world are several steps ahead of Sri Lanka in implementing green building practices. Thus, this research aimed to find approaches to increase the implementation of green building practices in higher education institutes in Sri Lanka. The research aim was approached through a qualitative case study. Accordingly, three cases were studied by collecting data through nine semi-structured interviews. Collected data were coded by using the NVivo 11 software and analysed using the cross-case analysis. Findings revealed that benefits associated with green buildings, leadership, specialization of the institute, institutional policy, and imposed regulations drive Sri Lankan higher education institutes to implement the green building practices. Lack of awareness, professional knowledge, skilled labour, and funds, political regime changes, poor planning, and stakeholder management were identified as barriers. The research outcomes guide the policymakers and management of the Sri Lankan higher education institutes to effectively implement green building practices. Further, the research outcomes will help to make strategies to reinforce the drivers and mitigate the barriers.

Housing provision through institutional contributions has helped Public-Private Partnerships (PPPs) provide a sustainable strategy for promoting and accelerating housing development for national development and growth. This study aimed to evaluate the relevant contribution of institutions involved in the PPPs housing delivery system using Lagos State, Nigeria as a case study. A systematic random sampling method was used, and questionnaires were distributed to 124 professionals in government and private institutions that participate in the PPPs housing delivery system. The result indicated that the relevant contribution of the public institution is majorly land and site and services, while its fragility includes bad administration, lacking a good financial base, and capacity to absorb risk factors. On the other hand, a private institution provides a good financial base, equipment, labour, and plant with good management responsibility and ready to absorb risk. While factors such as unstable government policy and economic conditions affect private institutions in the PPPs housing delivery system. The study recommended that for public and private institutions to annex the benefit of contributing to the PPPs housing delivery system, the government needs to repeal the present act of law such as the 1978 land use act through an act of legislation, in order to provide easy access to land for investors and to improve on its site and services by making necessary provision like access road, electricity, drainage, good layout drawing early before the commencement of future PPPs housing project.

Human resources act as a creative component in the organization and management using their mental, spiritual and psychological capabilities. Human resources study and analyze technical, technological possibilities and financial sources, make management decisions as a leading resource in any organization. Research methodology is related in personnel policy and the comprehensive study of strategic human resource management. Human resource management in industrial enterprises is the main subsystem management system. This issue affects on the development of the enterprise, increasing the quality of products, economic efficiency and profits. The importance of the research paper - is to apply the results in the management of industrial enterprises. Human resource management contributes to sustainable operation in enterprises and organizations. The scientific novelty of the research is the definition of a successful personnel policy in the enterprise. Thus, the article identifies strategic goals in human resource management, and develops a corporate concept in this area. The article discusses the application of new technologies for career development. The application of innovations and methods in the implementation of management functions is the basis for motivating the workforce in an organization. All functions and management methods are applied in the process of strategic management of human resources. Management methods are social in nature, as well as ensure the direct development of employees, labor resources and actively influence on the outcome. Management methods lead to the expansion of financial and economic activities of the enterprise, the development of economic activities, the growth of labor resources. Management methods allow to increase competitiveness, as well as to attract partners, suppliers, customers and others. Despite the significant impact of the pandemic’s fourth wave, Vietnam’s overall strategy was seen as well planned with one of the lowest infection rates globally in 2020–2021. In June 2019, an estimated 540,000 Vietnamese migrant workers were recorded working legally in 40 countries and territories, making Vietnam a major labour exporter and one of the top ten countries to receive international remittances. Our research shows how Vietnam’s Covid-19 policy response has influenced Vietnamese migrant workers and counter-trafficking work, particularly in border areas. The research discussed four main findings. Firstly, border closures left many overseas migrant workers vulnerable and led them to rely on people smugglers. Secondly, the suspension of commercial international flights and a lack of transparency and favouritism in allocating seats on repatriation flights left many stranded. Thirdly, the national pandemic response plan suffered from limitations. Lastly, Covid-19 policies have led to new trafficking trends and challenges. Based on this evidence, the research suggests that digitalising and modernising social services could strengthen the inclusion of vulnerable groups, simplify the administrative and management process, save costs, and reduce corruption. Participation of vulnerable groups, especially ethnic minorities and overseas migrant workers, including fishers, should be ensured in national policy design and local implementation. Additionally, improving transparency and accountability of support systems could help gain citizens’ trust in the government, which would be beneficial for future crisis responses.

The article reveals the features of the state mechanism for regulating labor migration in the Jewish Autonomous Region. It is noted that labor migration is an integral part of the economic development of the region. The purpose of the study is the peculiarities of solving the problems of optimizing the mechanisms for regulating labor migration in the Jewish Autonomous Region (JAO). The practical significance of the study is underscored by the growing resource requirements of the Jewish Autonomous Region. The importance of attracting labor migrants from the widest list of countries, to increase the exchange of experience and improve interethnic relations, the organization of programs to increase the flow of willing workers and promising employers, is highlighted. The scientific novelty of the research is in the designation of the latest methods and state programs aimed at improving the efficiency of the labor migration management mechanism. Every year, the number of migrants illegally staying on the territory of Russia is growing, and the authorities of the Russian Federation are trying to improve the methods of control of foreign citizens entering the country, which makes it easier, but at the same time more effective, to exercise control over migrants and distribute it in. areas such as the patent system, employee-to-employer linkage and simplified taxation.

This is intended to promote the development of practical strategies that allow overcoming the obstacles encountered by migrant women during the integration process, favoring the construction of institutions, administrations and, ultimately, more inclusive societies. The content presented in this book proposes recommendations and intervention proposals oriented to practice to: - Improve Higher Education study plans by promoting the training of students as future active protagonists who are aware of social interventions. This will promote equity, diversity and the integration of migrant women. - Strengthen cooperation and creation of networks between academic organizations, the third sector and public administrations that are responsible for promoting the integration and inclusion of migrant women. - Promote dialogue and the exchange of knowledge to, firstly, raise awareness of human mobility and gender in Europe and, secondly, promote the participation and social, labor and civic integration of the migrant population. All this is developed through 4 areas in which this book is articulated. The first area entitled "Migrant women needs and successful integration interventions"; the second area entitled "Promoting University students awareness and civic and social responsibility towards migrant women integration"; the third area entitled "Cooperation between Higher Education institutions and third sector"; the fourth and last area, entitled "Inclusive Higher Education".

New technological trends, such as digitization, artificial intelligence and robotics, have the power to drastically increase economic output but may also displace workers. In this paper we assess the risk of automation for female and male workers in four Latin American countries Bolivia, Chile, Colombia and El Salvador. Our study is the first to apply a task-based approach with a gender perspective in this region. Our main findings indicate that men are more likely than women to perform tasks linked to the skills of the future, such as STEM (science, technology, engineering and mathematics), information and communications technology, management and communication, and creative problem-solving tasks. Women thus have a higher average risk of automation, and 21% of women vs. 19% of men are at high risk (probability of automation greater than 70%). The differential impacts of the new technological trends for women and men must be assessed in order to guide the policy-making process to prepare workers for the future. Action should be taken to prevent digital transformation from worsening existing gender inequalities in the labor market.

This study analyzes how the energy transition might change gender bias in power-generating industries. To this end, this paper employs a sample of 102 renewable energy generation companies from six countries in Latin America and the Caribbean: Bolivia, Chile, Costa Rica, Panama, Mexico, and Uruguay. The analysis of collected data shows that renewable generation companies with the highest relative efficiency in the labor-capital ratio are those with the highest participation of women. In addition, the results show that renewable companies are incrementing recruitment of women in energy generation. Nevertheless, in the analyzed sample, the participation of women in renewables is still lower than the sectorial average. Moreover, there is no structural change with respect to roles that women occupy, when comparing renewables companies with others generation companies. Considering the companies size, bigger renewables companies (with higher installed generation capacity) tend to hire more women, but those women occupy mostly non-technical positions. In addition, women's participation decreases in positions requiring more technical occupations. Women represent 36% of STEM1 employees, 39% of non-STEM employees, and 48% of non-qualified employees of the renewable generation companies surveyed. Concerning the role of women in decision making roles within energy companies, wide gender gaps exist in executive and management positions; the proportion of females in the boardroom and in management roles for renewables generation companies was 24% and 22%, respectively. Furthermore, 68% of surveyed companies did not have a gender policy in place. This study confirms that a change in technology alone does not generate qualitative changes in the labor market from a gender perspective. Such changes would be achieved by complementing technological change with inclusion policies, encouraging women to study careers related to science and technology to fill the shortage of female professionals in these areas, and closing the knowledge gap through systematic data collection and sharing about gender in the energy workforce.
