This study examines the influence of Friends groups on public library policy in the UK, in order to investigate ways of involving Friends groups in library policymaking. The methodology of a grounded theory, and a semi-structured interview method, were used for the study. Fifty interviews were carried out with Friends group members, library staff and managers, and councillors in five councils in England. There were more respondents who agreed than disagreed with Friends groups being allowed to influence library policy. The present groups have influenced many policy areas, such as policy on opening hours, decisions on library closure and building a new library, and library rules and regulations. They have exerted an influence on these areas mainly through campaigns or lobbying. However, there were also respondents who had personal concerns about the strong influence of Friends groups, particularly through these activities. They did not approve of these activities as being the ideal method of Friends groups to get involved in library policy. This is because these activities caused conflicts between Friends groups and library authorities or councillors. The respondents who had many experiences of such conflicts perceived Friends groups to be unrepresentative of library users and the community. Influential groups, which had an impact on library policy, were born as influential groups. They were formed with unique managerial elements, such as simple and clear goals, spontaneous establishment, strong leadership, a well-structured and active committee, and strong membership power, i.e. having many professionals and famous people as their members, such as politicians, artists, writers, and celebrities. The majority of the respondents agreed with the establishment of a British National Friends of Libraries organisation (NFOL), and considered its role in enhancing the operation of Friends groups, in supporting library services, and in campaigning to the government. However, many respondents did not recognise the fact that the Library Campaign (LC) had become a new' British NFOL, and many group members did not have much information about the LC. Consequently, the study suggests that the LC publicise itself more actively and that Cilip support the publicity of the LC. The study revealed that consultation is the most sensible method of getting Friends groups involved in library policy. Accordingly, the study suggests that Friends groups, library management, and councillors make guidelines for consultation. The study concludes that Friends groups could successfully operate and get effectively involved in library policy, if: together with library management they create some guidelines for the operation of Friends groups; they invite professionals and famous people to their group; and they maintain good communication with their members, the community, library staff, councillors, and also the local media.

Many Americans lack the skills required to use public access computers and the Internet at public libraries (PLs). Staff members of a PL in the Midwestern United States provide basic computer training to support patrons' Internet and public access computer use. However, adult patrons who are beyond the basic skills level and those with sensory-disabilities are underserved. The purpose of this qualitative single-case study was to understand how an academic library's information literacy e-resource affected the PL's adult patrons' learning based on the perceptions of adult patrons at a PL. Kling's social informatics served as the study's conceptual framework and the research questions centered on how academic library's e-resource affected the participants' learning. Purposive homogeneous sampling was used to identify 10 participants over the age of 18 who were patrons at the target site. Data were collected using observations, semi structured interviews, and document review. The data were analyzed using coding and structural analysis. Themes supporting the findings of an academic e-resource affecting the participants' learning included standards-based e-resource sharing across library types, digital exclusion, digital inclusion, change, and innovation. A white paper was developed including a summary of the findings and the recommendation that library leaders adopt the academic library's e-resource system to improve access and to support individuals who have sensory disabilities as well as patrons beyond the basic skills level at the study site. The implications for social change include enhanced e-services and the potential expansion of the patron base to include underserved stakeholders within the urban PL community.

The purpose of the study was to investigate the impact of reduced hours on public library services in Cape Town through taking the Eersterivier Library, as a case study. The research problem comes from the author's personal experience as a librarian in the City of Cape Town whose library's usage seems to have increased since the reductions in hours in two neighbouring libraries, Melton Rose and Kuils River. The reductions in their hours are due to libraries losing staff and not being replaced.

This present study sought to evaluate the effectiveness of two types of school library displays: a display with books only, called Display, and a display with books, posters, models, copy, and realia, called Display +. The effectiveness of these displays was to be measured in two ways: a) through the observation of the attaction power, holding power and viewer participation in a display and b) through measuring the circulation of displayed books. Before commencing the study a literature search was conducted. The result of the literature search yielded four authors, Goldhor (1972; 1981), Aguilar (1983), Watson (1985), and Baker (1986), who had researched the relationship between circulation and displays. Each of these studies used the measurable effect of circulation increasing, decreasing or remaining constant to determine the effect of the display. This present study used a similar methodology and monitored the circulation of books on both types of displays. However, this study sought to go beyond the effect of circulation in determining the effectiveness of displays because the previous studies had not taken into account the library user who is affected by the display but is unable to borrow a book from the display. The literature search turned towards the area of museum exhibits and displays and the methodology employed to evaluate these exhibits and displays. Shettel (1968), Warren (1972), Screven (1976), Linn (1976), Clowes and Wolfe (1980), and Miles (1982) used attraction and holding power as measures of museum exhibit and display effectiveness. Similarly, library users can be attracted and their attention held by library displays. To the variables of attraction and holding power this study added the variable of participation, picking up books or other items in the display not necessarily with the intent of borrowing the books. In order to construct a Display + and control as far as possible the elements in the display a literature search of books and articles relating to the design elements of displays was conducted, and findings applied in the construction of the display. Shettel's (1968) methodology of unobtrusive observation was employed in this study with the added benefit of videotaping the observations. The hypotheses were set out in three groups, those relating to a single display, those comparing the effectiveness of Display and Display +, and those relating to circulation. The results of this study found in general that the attraction power of Display + exceeded the attraction power of Display but the holding power and participation in Display was greater than that of Display + indicating that the designer of library displays should pay particular attention to the purpose of displays in their libraries. The results of the circulation hypothesis confirmed the results of Goldhor (1972;1981), Aguilar (1983), Watson (1985), and Baker (1986) that more books circulated when they were displayed than when they were on the library shelves.

The Millennium Development Goals (MDGs) is a tool through which the present government in South Africa wants to implement transformation in regard with raising the standard of living of the people in all spheres of life. Libraries are often seen as important agencies for information dissemination and other services. Public libraries have a vital role to play in the achievement of the MDGs. Stakeholders all over the spectrum need to collaborate with libraries to achieve these goals by 2015. The study investigated the role of the public library in realising some of the MDGs by means of a case study of Groenheuwel Public Library. The aim of this case study was to determine how this public library contributes to the development of Groenheuwel. Empirical research techniques were used to determine whether public libraries contribute to the well-being of the community of Groenheuwel and to the achievement of certain targets for the Millennium Development Goals. The Millennium Development Goals (MDGs) provide a framework for libraries and information services to develop and align their strategies and access their contribution towards their countries (Kaniki, 2008:16). The methodology applied was a quantitative questionnaire which included open-ended questions, which explored the role of the public library in the respondents' lives. The study made use of random sampling; the population of the study was adult library users. Every third library user was asked to complete a questionnaire over a period of two weeks. The data collected, informed the researcher what the purpose of the adult users' visit to the library was and whether the library addresses MDGs directly or indirectly. The findings should provide empirical evidence of the impact of public libraries, with reference to Groenheuwel public library, in addressing some of the Millennium Development Goals. The researcher hopes that this study will convince local government and decision makers to expand the library to a bigger library, to render an effective and efficient library service with added staff members and that the community find the library valuable and vital for their information needs.

This thesis introduces UbiLibrary, a new context-aware library service developed fork the Oulu City Library. The service content is aggregated from existing library databases and online services, refined with semantic and context information, and provided to library customers on a large public display that can be coupled with personal mobile phones. The requirements for the service are elicited by reviewing related literature, conducting a user study of the library’s customers, interviewing the library staff, and analyzing the library’s current digital services. The design and implementation of the service is done according to the agile software development model in close collaboration with the library staff. The resulting functional prototype provides library customers with a range of applications from book recommendations to information on the library’s services and events. The heart of the service is the metadata engine that maintains a database on the library’s holdings, events and services. The metadata engine semantically enriches the information on the works in the OUTI database by crawling supplementary metadata from various online services such as KirjaSampo, GoodReads and LibraryThing. The database is dynamically browsed with a novel tag cloud based interface that also adapts book recommendations according to the age category and gender of the user as estimated by computer vision. An administration interface is provided to the library staff for maintaining the service. The service is deployed in a real world setting on the UBI-hotspot located at the lobby of the Oulu City library. The service is assessed with a task-based user evaluation with 20 library customers, by feedback from eight professional librarians and by collecting statistics of real world usage over a period of 24 days. Overall, the service is found easy to use and presents a valuable addition to the library’s existing digital services

Ohjelmistosuunnittelu sekä toteutus palvelulle tehdään ketterän ohjelmistokehityksen mukaisesti läheisessä yhteistyössä kirjaston henkilökunnan kanssa. Työn tuloksena saatu prototyyppi tarjoaa kirjaston asiakkaille erilaisia sovelluksia aina kirjasuosituksista kirjaston palveluihin sekä tapahtumiin. Public-private partnerships have become an important aspect of public administration theory and practice both in the United States and internationally. The National Archives and Records Administration, in partnership with private support foundations, administers 13 individual presidential libraries that make up the Presidential Library System. These privately constructed, publicly supported archives not only preserve official presidential records, but through their museum displays, also offer visitors a glimpse into the life and times of specific presidents. Although many consider these partnerships vital for the continued success of the Presidential Library System, relatively little is known about them. This qualitative case study explores the nature and extent of the public-private partnerships in the Presidential Library System, focusing on libraries established following the Presidential Records Act of 1978. Key themes related to the nature of these simultaneously mandated and voluntary relationships are their informal governance, decentralized administration, and increased reliance on private resources. This research has implications for both theory and practice of public-private partnerships in general as well as those supporting sites of collective memory such as archives, museums, monuments, and memorials.

"Dyslexia is best described as a specific difficulty in learning, in one or more of reading, spelling and written language which may be accompanied by difficulty in number work, short term memory, sequencing auditory and/or visual perception, and motor skills." (British Dyslexia Association) This thesis aims to investigate the extent to which public libraries attempt to meet the needs of the dyslexic community. Libraries are key resource centres for reading and accessing the written language and should aim to meet the needs of their various user communities. Libraries should, therefore, be in the forefront in assisting users in overcoming this disability. Although much is written on the subject of dyslexia and most libraries have descriptive material on the subject, public libraries do not appear particularly proactive in providing material for use by dyslexic individuals. There is a tendency for dyslexia to be seen primarily as an educational issue. However, iflibraries are to continue to have a role in self improvement, literacy and life long learning, they should be addressing areas such as dyslexia. A survey of the literature revealed that little has been written in the professional literature about public library resource provision for dyslexic users. A questionnaire was sent 152 Public Library authorities in the United Kingdom (excluding Scotland) to ascertain the range of services and initiatives offered to people with dyslexia. The results indicate that a modest number of authorities have dedicated collections for people with dyslexia as well as material on the subject aimed towards parents, teachers and carers. The findings suggest that although interest in the potential role of libraries in serving the needs of the dyslexic community is high, relatively little is being done to address the issue in a structured way. Library authorities with dedicated collections for people with dyslexia have been investigated as comparative case studies covering themes such as composition and funding of collections, involvement with other agencies, methods of communication, location and lessons learned. Other case studies explore user needs and actions undertaken by a specialist resource centre. Supporting studies include a survey of resources available from specialist publishers. The thesis concludes witl a summary of findings ancLrecommendations for public libraries on the way ahead in terms of best practice to meet. the needs of dyslexic individuals.

This research investigates the role of public libraries in building communities and cross-cultural citizenship through provision of equitable information resources and services to English as Additional Language (EAL) speakers, particularly in metropolitan Perth, Western Australia. The rapidly changing demographic profile of Western Australia is producing an ever increasing diversity of people who need to access information in order to thrive in their new community. However, access to these information services pose challenges to users who lack competency in language, computer and general literacy, while the increasing diversity in the local population creates widely divergent competencies in information seeking skills among library clients. Diversity, which has become evident in many contemporary communities, unveils a wide range of information seeking skills, which varies from individuals who are illiterate (often from an agrarian background) and others who are highly educated with substantial English language and computer skills. In this research, the concept of equity in the provision of library services for EAL speakers was investigated by reviewing the library environment in Perth, Western Australia from the perspective of library staff and EAL clients. In-depth interviews were conducted with participants from across various EAL backgrounds as to their knowledge, understanding and current usage of library services. The interview sessions identified the extent of user acceptance of these services and the factors which indicated levels of perceived equity of these library services. The findings from the responses of the public library staff and EAL speakers revealed a complex and diverse local library environment. The public library system, in Western Australia traditionally modelled to serve English language clientele, is yet to fully recognise the presence of the multicultural clientele in its library service provision. Thus, the shift in public library perspectives towards service provision for diverse ethnic groups is evident in isolation but not in adherence to a transparent, consistent government policy which filters down to the local libraries as a guide for normal practices. The EAL speakers’ responses revealed a dire need for English language and computer skills education for some ethnic groups, in order to facilitate their public library access. The findings revealed that some of the EAL groups are unaware of the public library system, its intrinsic value or its culture including that the services are free and offered in a democratic and safe space. Some of the EAL groups also distrust government entities and figures of authority per se as officials symbolise maltreatment of their families and ethnic groups in their countries of origin. Reliance on natives from their own communities, revealed within the interview data, has led to an emergence of bonding social capital tendencies and limited integration with the host culture. The public library is strategically located to draw diverse individuals from its local suburb and contribute towards community building strategies and integration in Western Australia. Having located gaps between library service provision and library service needs, this research developed a model for possible future strategic directions for public libraries in Western Australia.

The aim of this master's thesis is to study public libraries' marketing on the social media site Twitter. To achieve this goal, the Twitter accounts of four Swedish public libraries were studied for several months. The four libraries that were studied consist of Stockholm library, Lidingö library, Malmö library, and Gothenburg library. The marketing theory that inspired me is called the seven Ps of marketing, which is a marketing mix that is specifically developed for service industries. My main sources in the application of the theory have been the works of Ned Potter and Eileen Elliott de Sáez, which combine marketing with the field of library and information science. Netnography, a qualitative method that studies online communities, has been applied as methodology. The methods that have been used consist of online observations and e-mail interviews. It was seen that the libraries use Twitter as a marketing tool to attain more users and to strengthen their ties with the existing users. Through Twitter, libraries promote their products to users. The communication between the library and its users becomes an important factor in marketing the library on Twitter. It was observed that users play an active role in marketing the library on Twitter. Users not only shape the marketing of the library through their responses but they also contribute to the marketing of the library by retweeting libraries' tweets or "mentioning" the libraries on Twitter. This is a two years master's thesis in Archive, Library and Museum studies.
Syftet med denna uppsats är att studera folkbibliotekens marknadsföring på det sociala mediet Twitter. För att uppnå detta mål, har aktiviteterna på fyra specifika folkbiblioteks Twitterkonton studerades i drygt fyra månader. De fyra folkbiblioteken vars Twitterkonton undersöktes består av Stockholms stadsbibliotek, Lidingö stadsbibliotek och Malmö stadsbibliotek samt Stadsbiblioteket Göteborg. Den marknadsföringsteori som inspirerade mig kallas för de sju P:na, vilket är en marknadsmix som är speciellt utvecklad för tjänstebranscher. Mina huvudsakliga källor i tillämpningen av teorin har varit verk av Ned Potter och Eileen Elliott de Sáez som kombinerar marknadsföring med biblioteks- och informationsvetenskap. Netnografi, en kvalitativ metod som studerar samhället på Internet, applicerades som metodik. Online-observationer och e-post-intervjuer har även utförts som en del av analysmetoden. This thesis investigates the interaction between marketing practice and strategy and resource allocation in Scottish public library services. It focuses, in particular, on the period immediately prior to local government reorganisation in 1996. The historical framework within which public libraries have developed is described. So, too, is the political environment within which the libraries operate. A review of the literature indicates that, although there are examples of good practice with regard to libraries undertaking market research to ascertain the needs of their users, and potential users, many authorities could make improvements in this area. Similarly, the literature suggests that more could be achieved in other ways to ensure that libraries are more efficient, effective and responsive to user needs, and that some of the more systematic and aggressive approaches to fund-raising that are evident in the U.S.A. could be employed to advantage in Scotland. The results of a survey that was undertaken in 1996 support the view that Scottish public libraries could make better use of marketing techniques with a view to targeting the funds they have available and generating additional income. Existing, published, research has drawn attention to the significance of population size with regard to the efficiency of Scottish public libraries. Statistics published by the Chartered Institute of Public Finance and Accountancy (CIPFA) indicate the relevance of the size of local authorities in terms of the amount of income and expenditure per person. This thesis shows that population size is also a significant factor with regard to the use of marketing techniques and the range of ways in which library services generate income.

Public libraries have changed tremendously. Libraries used to be places with an organized collection of documents that people would visit and read quietly. However, with the development of digital technology, people are now able to conveniently access the same information from home or elsewhere. Instead of a storehouse of knowledge, a library is now a community center. Preschoolers attend story time with their parents and adults come with friends for entertainment and events. Nowadays, libraries have become a gathering place for social, leisure, self-education and learning activities. In this thesis, I am exploring how to design spaces which can encourage communication between people. According to Jan Gehl's book, Cities for People, watching, listening and experiencing others is the beginning of social communication. After studying precedents, I summarized basic space prototypes which promote communication and then applied them to the design of a large urban public library on a site in Arlington, Virginia. By translating the different prototypes into the design, the resulting building provides spaces with different scales, levels of privacy and qualities to fulfill a wide range of individual needs.

The thesis investigates private versus public space and the natural tendency for an individual to seek out its own place within a group. More specifically, the project studies whether private and public could not only occupy the same geographic space independently, but also activate one another. A library was chosen as the program for its opportunity to serve as a â third placeâ in the community. A â third placeâ is a neutral ground that is neither a home nor workplace. The benefit of such a place is to stimulate conversation and interaction, to provide a way to either hide or be seen, and to encourage social cohesion as people meet that may not have through normal daily life. The site is on the corner of 12th and H Streets NE in Washington, DC. Its location in a rebounding streetscape demands that the library give the surrounding context a large role in its design. Public space is a priority, and the building is porous to extend the exterior into the interior and vice versa. The libraryâ s ever-changing role in a city inspires flexibility in the design and a life beyond normal library hours.

- Libraries are institutions of learning - They represent the cultural heritage and values of a society. Public libraries are often located at places of urban significance or, in the course of time help to establish the latter. They may be landmarks in the urban landscape and help to orient oneself. A public library serves the people, and its spirit should be truly public. A City and University Library in particular, is a highly frequented place where students and citizens meet. It can therefore easily become more than just a place for obtaining information. It can become a place for human interaction, offering spaces to enjoy a concert, to exhibit art or to go there to have lunch or dinner. In that sense, it could be transformed from an institution which is usually used during the day into a vital place which is also used in the evening and on the weekend. The following project pursues the notion of breaking with the traditional image of a public library, expanding its service and thus increasing its position as a place of public interest. This notion is a result of my thesis work, rather than the initial idea from which I started. The location of the project at the edge of the university campus in Frankfurt, Germany and the existence of a theater next to the existing library offered the possibility of establishing a cultural meeting place in one of Frankfurt's city districts.

School librarians have consistently been faced with the challenge of meeting the diverse needs of their users with limited or inadequate resources. multi-type library networking was found to be one way for school librarians to be able to provide the necessary materials for their patrons, but school librarians do not participate as actively in multi-type library cooperative organizations as do other types of librarians. This was also true in Kentucky where only 12% of the public high school librarians had joined the Kentucky Library Network (KLN). The five basic factors found to have contributed to the exclusion of school libraries from multi-type library networks were psychological (including attitudes), political and legal, funding, communication, and planning factors. These five factors were identified in the 1978 landmark study, The Role of the School Media Program in Networking. The purpose of this study was to determine if these factors were preventing public high school librarians in Kentucky from joining the state library network and if so, to devise a plan to break down the specific barriers caused by these five factors. This study was based on a random sample of 85 public high school librarians in Kentucky from a population of 284. Each librarian from this group was mailed a one page questionnaire to help identify the specific barriers that prevented these school librarians from joining the KLN. There were 56 usable surveys returned with a response rate of 67%. All 34 high school librarians, excluding the author, who were KLN members were also surveyed to determine how they had overcome barriers to participating in the state's multi type library network. There were 29 surveys returned with a response rate of 85%. Next, the author compiled figures to show a breakdown of KLN membership by type of library and then compared network membership by type of library in six other states. In Kentucky, school libraries make up 17% of the KLN membership; this compares to a low of 3% in Georgia's network and a high of 68% in the New Jersey Library Network. All five factors that act as barriers to networking were found to be present in Kentucky. Specific barriers caused by these factors which prevent Kentucky high school librarians from participating in the state library network were identified, and recommendations were offered to overcome them. Recommendations to overcome these barriers included the following: a publicity campaign composed of posters and brochures; more newsletter and journal articles aimed at the high school librarian; telephones for all school libraries; and using the technology money that is part of the Kentucky Education Reform Act to pay the first year dues for all high school libraries not currently KLN members. Also, it was further recommended that part of this technology money be used to purchase the necessary computer hardware for high school libraries to access OCLC. It was also recommended that school administrators be informed about the benefits of KLN through workshop sessions at their annual summer conference and through informational brochures. Other recommendations were the purchasing of fax machines for all high school libraries and mandating membership in KLN as a requirement for the Department of Educations’ Merit Rating. Within 5 years the researcher envisioned a minimum of 50% of Kentucky's high school libraries becoming KLN members and having the necessary equipment to access OCLC. If more school librarians join the KLN and put their holdings in the KLN database, then all school libraries in the state will benefit from having much greater access to materials needed by their patrons.

The premise from which this research project begins is that public libraries particularly in the developing world, are unable to fully finance their services and thus should seek alternative sources of funding. This project attempts to identify sustainable funding options for the Kenya National Library Services (KNLS) with specific reference to user fees for library services. In order to put the study into perspective, an outline of library history in Kenya is presented together with an overview of social, economic, technological, and social factors which influence the provision of library and information services. The literature review traces the origin of the user fee debate and summarises the arguments for and against fees in libraries. It also attempts to determine whether economic theory could present a theoretical perspective in reconciling the divergent views. The review shows that the issue of charging for library services is hotly contested within the LIS profession and that there is no easy solution. The position of the public libraries within the African continent is contextualised by briefly detailing prevailing conditions, particularly the pressures brought to bear in library budgets during difficult economic periods. An overview of user fee policy in Kenya and the current position of library funding and income generation in South Africa are presented.

Aim. Most of the literature related to the study of library and information science tends to spring from a modern, positivist paradigm. Only a small number of theorists, working in what some describe as “the periphery” of library and information science (Trosow 2001), explore the ways that postmodern thought can be applied to the study of libraries. This thesis looks at issues related to a particular public library through both modern and postmodern perspectives. The insights evoked raise questions about many of the basic tenets of public librarianship. Scope. The subject of this study is the Vancouver Island Regional Library, a large integrated public library system on the west coast of Canada. The researcher is also the Executive Director. The underlying conceptual framework includes the idea that modern and postmodern thought are reflective of different epistemologies and play out differently within the contemporary social condition. The research is grounded in a qualitative, constructivist research tradition. Mailed questionnaires, individual interviews, and group interviews, using open-ended questions, are used to elicit opinions from board members, qualified librarians, local branch heads, and customers. Comments that seem to indicate a modern or postmodern perspective about such things as truth, knowledge, belief, the knowing subject, language, binary pairs, the role of the author, the organization of knowledge, the increase in information, professionals, power, the panoptic principle, moral panics, significant groups, feminism, culture, premodern phenomena, work, and bureaucracy, as they relate to the Vancouver Island Regional Library, are interpreted hermeneutically. This interpretation, it is argued, evokes new and interesting insights into the Regional Library that would not be found through scientific analysis. A second cycle of hermeneutic interpretation evokes scepticism about many of the modern, positivist tenets of public librarianship that one participant suggests are “inculcated” into librarians. Questions are raised about such long-standing beliefs as the need for the librarian’s neutral stance; the necessity of the balanced collection; the public library’s role in supporting intellectual freedom; the intrinsic difference between fiction and non-fiction; the scientific nature of the Dewey Decimal Classification system; the superiority of professional librarians; the possibility of complete, correct reference transactions; the need to charge penalties to ensure materials are returned on time; the belief that the female nature of the workforce is not significant; the effectiveness of library bureaucracy; the need for increased tax support for public libraries; and traditional ways of planning for the future of public libraries. A number of pragmatic strategies are suggested. Conclusion. The principal conclusion of the research is that postmodern thought can offer new insights into the Vancouver Island Regional Library. By implication it can help librarians and library and information science theorists understand other public libraries differently and, in so doing, assist public libraries adapt to the postmodern social condition.

Nowadays, art can be found almost everywhere in daily life. It can be encountered anywhere from exhibition centers to outdoor spaces, and found emergent around many public construction sites. Although public art appears around our daily lives, it''s often criticized for ignoring the feelings and perspectives of those to whom it meant to serve. Institutional managers usually don’t have plans for long-term management and maintenance of artworks. According to relevant laws, newly built public libraries must implement plans for the development of public art. Although libraries aren’t open all day, public art in public places has the opportunity to be appreciated at all time. The purpose of this research is to explore the public art of public libraries in Taiwan and understand the attitudes of librarians and users towards public art in public libraries. Data gathered through the general public generate insights into public perception and opinion, leading to avenues of improvement for public art to reach full potential. In this study, national public libraries were the main research field, librarians and users were the research subjects. Research methods such as semi-structured interview, questionnaire and non-participant observation were used to collect data. Four librarians were interviewed, 317 copies of questionnaires were returned and 110 copies of observations were recorded. Interview data, observation records and open-ended questions were arranged into text files and analysed. Data from closed-ended questions were encoded using IBM Statistical Product and Service Solutions (SPSS) and analysed by descriptive statistics, Chi-Square test, and Independent Samples t Test. All data were combined together for analysis before the conclusion was drawn from the results. The results showed as the followings: 1. Public libraries with public art are located in the north, center and south part of Taiwan. Most locations of public art are nearby the main entrance; sculptures and furniture facilities are the most common types. Public libraries, public art and relevant activities are not integrated strongly: a guided tour of the artwork is typically the only activity for now. 2. It’s not difficult for librarians to interpret public art, they hope public art could be integrated with libraries and become an eye-catching focus. Librarians think that activities that can be combined with public art are mostly static forms. 3. While having difficulties in appreciating and deciphering the deeper meaning of the artwork, most users acknowledge that better integration of public art with the library could increase their willingness to stay at library. The types of public art which users look forward to are sculptures and amenities with a water view. 4. Most users didn’t pay attention to activities involving public art, only a few have had previous experiences. Users look forward to participating in public art activities such as exhibitions, artwork guided tours and public performances. Activities which can make users feel full participation are creative conferences, workshops, exhibitions and course work. Activities that should be highly valued by the general public are creative conferences, symposiums and seminars. Librarians should hold appropriate public activities at different times, basing on the needs of users and incorporating a guided tour of public art as a regular part of its programmes. The study proposes the following suggestions for public libraries in Taiwan: 1. To establish a way for public libraries to facilitate the exposure of public art. 2. To provide librarians opportunities to develop further professional competency with respect to the Arts. 3. To plan and implement long-term funding for public arts management and maintenance 4. To take the initiative to provide information on public art. 5. To continue to promote public art and hold relevant activities, basing on the needs of its users.

Though there are some basic differences between public library and museum, they all have the function of social education in common. However, public library is facing lots of challenges in order to satisfy the diversified demands from the users nowadays. Traditionally, exhibition only plays a very limited roly in library’s functions, that’s why this study try to focus on it and extend exhibition into a strategic on the function of public library. This study analyzed and compared on the exhibition items among the National Taiwan Library, National Library of Public Information and Kaohsiung Public Library .The research method used for the study is based on the qualitative approach with case study and in-depth interviews. This study also refered to the exhibition service of British Museum as a benchmark, attempting to discuss four parts that in the exhibition of metropolitan public library : Planning and Implementation, Theme Types , Educational Activities and Services to understand the demand factors in setting the exhibition space and providing the exhibition service in the public library. According to the results of this study, conclusions can be shown as follows : 1.To improve the professionalism in exhibition planning and implementation. 2.To provide a friendly visiting environment on exhibition service. 3.To chosse more commonsensible exhibition themes. 4.To enhance the interest and knowledge of exhibition educational activities. The study also provide some suggestions for practices.
