Pełny tekst źródłaThe dissertation explores the emigration policy in the GDR between 1949 and 1989 by means of a policy analysis. It breaks down into three questions: Is it possible to detect a characteristic set of emigration policy instruments? Which policy actors can be identified and what was their relevance in specific policy phases during the policy process? The policy history is examined through an archival analysis based on the huge body of files left over from the ministries of internal affairs and state security as well as minutes from Politbureau and Council of Ministers. The study examines the presentation and perception of the emigration problem, the subjective motives, the effectiveness of policy instruments and the perception of other players. This policy analysis is based on several theories – Carl Friedrich’s Totalitarianism, Edgar Schein’s Coercive Persuasion and Alf Lüdtke’s Eigen-Sinn. The study’s innovative emphasis lies on the policy instrument of „Einzelpersuasion“ (individual persuasion). This refers to the totalitarian effort with which the regime tried to prevent emigration attempts by personal cajolery. The study will show that during the entire SED rule a specific set of additional policy instruments were used to support the individual persuasion according to the theory of Coercive Persuasion. These included on the one hand the infamous coercive emigration policy instruments such as the Berlin Wall, the shoot-on-sight order and the criminal provisions for Republikflucht (escaping GDR). On the other hand, there were always negative incentive instruments discriminating against people intending to emigrate. Policy cycles with remarkable policy reformulation are identified in 1952, 1953, 1958, 1961 with the Berlin Wall, 1975 and 1989. Referring to the influence of various foreign actors on the policy phase of agenda setting for emigration policy the study identifies an “emigration-driven foreign policy”.

Pełny tekst źródłaThis master’s thesis analyzes the dynamics between the German Democratic Republic and its citizens through complaint letters that East Germans sent to the State between 1953 and 1967 regarding housing problems. It argues that the complainants adopted “socialist values” throughout their discourses as a way of justifying the legitimacy of their complaints. In other words, they used the discourse and principles of the state against it in order to demand action and a resolution to their problems or concerns. This thesis not only highlight these various strategies, utilizing a “history from below” approach, but it also investigates the state’s reaction to the complaints of its citizens. It argues that the state responded overall better in the 1960s as it did in the 1950s, showing evolution in the relationship between state and society as well as a shift in the state’s way to understand socialism. By the 1960s the East German government had had time to slowly adapt its domestic politics towards the population’s needs. The analysis of these letters is at the crossroads of two methods: First I employ a discursive analysis that allows me to identify the recurring strategies by which the state and its citizens sought to influence each other. Second, I use a statistical analysis of the State’s responses coupled with an examination of domestic politics that allows me to capture the changing attitude of the government towards its population.
