Dinasti politik secara konstitusi dapat diatur sedemikian rupa, akan tetapi dalam konteks negara demokrasi dinilai buruk sebab menghalangi kebebasan masyarakat untuk ikut berkontestasi memperebutkan jabatan politik dan jabatan birokrasi dilingkungan Pemerintahan Daerah. Penulis membahas praktik dinasti politik yang telah dibangun oleh kepala daerah terpilih atas kekuasaan yang telah mereka miliki. Tujuan penelitian ini adalah untuk menemukan potret dinasti politik yang terjadi di Provinsi Riau. Pengambilan data dalam penelitian ini dilakukan dengan cara studi literatur dengan mengumpulkan dokumen-dokumen terkait baik jurnal, buku maupun kabar berita di media massa. Hasil dari penelitian ini menunjukkan bahwa dalam lingkungan pemerintahan daerah di Provinsi Riau baik itu Gubernur, Bupati dan Walikota dinilai telah membangun dinasti politik dengan melantik keluarga yaitu anak, istri, kakak dan adik untuk mengisi jabatan-jabatan strategis di Provinsi, Kabupaten dan Kota. Akhirnya, praktik dinasti politik ini memiliki dampak yang tidak baik bagi tata kelola pemerintahan karena praktik dinasti politik adalah bentuk awal dari penyelewengan kekuasaan. Diantaranya yakni tumbuh suburnya praktik korupsi dan kolusi serta menghalangi kebebasan masyarakat yang memiliki kompetensi untuk berlomba-lomba mengisi jabatan strategis dilingkungan Pemerintahan Daerah.

It has been argued that the city elders constituted a certain institution of urban authorities in the Syro-Palestinian kingdoms in the Late Bronze Age, such as Alalaḫ, Ugarit and the Canaanite city-kingdoms of the Amarna period. While subordinate to the royal palace, as representatives of a city-community they were frequently involved in political, economic and legal affairs in the state administration. Now new sources on this issue have been provided from the eastern part of this region, i.e. Emar (Meskene-Qadime) on the Middle Euphrates.The recently published texts from Emar and its vicinity reveal that it was a kingdom under vassalage of the Hittite empire from the 13th to the early 12th century B.C. The Emar dynasty in this period has been reconstructed as having the following five reigning kings for four generations: Iasi-Dagan,dIM(Ba'lu/Adad)-kabar, Zū-Aštarti, Pilsu-Dagan and Elli. Besides the kings, the city elders of Emar were also involved in real estate sales, legal agreements and religious ceremonies.Their close association with the city god Ninurta in real estate sales is particularly noteworthy. They frequently sell houses, fields, etc., under their joint ownership. For example,EmarVI 126: 8–14 reads: “From Ninurta and the elders of Emar (dNIN.URTAùLÙ.MEŠ.ši-bu-utURU.e-mar.KI), the owners of the house, Ḫimaši-Dagan, son of Ilu-malik, has bought the house for 1,000 (shekels) of silver, the full price”. According to the stipulation concerning the payment of fines, one who should lay claim to the house is to pay 1,000 shekels of silver to “Ninurta” (1. 19) and the “city (URU.KI)” (1. 20), respectively. This suggests that the terms “elders” and “city” are interchangeable and thus it has been assumed that the elders were representatives of the city-community of Emar. On the other hand, it is interesting to note that, though only once, “Ninurta” is also paraphrased by the city of “Emar”.

The city of Gorgan has an important place in Islamic History and Civilization. Located in the south-east of the Caspian Sea, Gorgan has always been a center of attraction due to its geopolitical position, its port, fertile wetlands and being on the silk road route. Although it is not clear, different local dynasties ruled in the city, whose history dates back to very ancient times. For the first time, the city conquered by Muslims in the time of Umar's caliphate, but rebelliona broke out and the administration of city changed many times. It was only possible to establish complete dominance in the city and region in the time of Suleiman b. Abdulmalik who was the caliph of Umayyads. The area became a refuge for opponents of the administration during the Abbasid era. After the Ziyarid Dynasty (928-1090) acquired the center of Gorgan, the city regained its calm and after that became a center of science, culture and art where great scholars grew up.

This study focuses on the political and military activities of the state or smaller political organizations that gained their independence in certain geographies as a result of the disintegration of the Ilkhanate State in Erzurum and its environs. It is known that Sutays, Jalayirids, Chobanids and Eretnids were dominant in Erzurum and its surroundings from the collapse of the Ilkhanid State to the domination of the Qara Qoyunlu Turkmans. The Sutays, who were the first rulers of the region, acted together with the Celayirs in the struggles between the Celayirs and the Chobanids who wanted to seize the Ilkhanid heritage. However, as a result of the conflict within the Sutays dynasty, the Sutays lands were administered by two separate administrations. This situation caused the weakening of the Sutays. The destruction and plunder of the Chobanids in Erzurum and its environs had a major blow to the political, social and economic life of the mentioned places, and caused radical changes in the demographic structure. After the Sutays domination, Erzurum remained under the rule of Jalayirids for a short time. It has been revealed that the city was under the rule of the Chobanids until 1358 and the Eretnids from 1360. Today, there are architectural structures belonging to Sutays and Chobanids in Erzurum and its vicinity. The city of Erzurum is among the mints where coins were minted in the name of the sultans of Jalayirs. It is also known that coins were minted in Erzurum on behalf of the Eretnids rulers. All these material elements are the remnants that confirm the dominance of the aforementioned political organizations in Erzurum and its environs. In the study, besides the main sources, research works related to the subject were also used.
