Like other communities across the country, Blacksburg, Virginia, has struggled with land-use policy, planning, and growth issues. This struggle intensified when town residents discovered a Walmart store might be included in a new retail development project. Local interest groups quickly formed, establishing different perspectives concerning the issue, while a Blacksburg Town Council member introduced an ordinance that would give the town the power to halt plans for the store. This measure became the focal point of the conflict, and groups both supporting and opposing it worked aggressively to gain community support for their respective sides of the issue. Using Cobb and Elderâ s (1983) agenda-building framework, the goal of this thesis is to examine the ways various groups involved in a local land-use conflict defined, and sometimes redefined, their messages to town residents in an effort to expand the issue beyond the core members of the groups to gain more widespread support. The results of these efforts are also evaluated. A case study was conducted incorporating interviews with some of the key members of the interest groups involved in the conflict and discourse analysis to examine group messages generated during the controversy. This study found that the way an issue is defined could influence its progression and play an important role in its resolution. It also highlights definitive times during an issueâ s evolution that are critical to its progression. These findings demonstrate some of the benefits that can result from integrating effective issue management strategies into a communication program.

The thesis is submitted in Partial Fulfilment of the Requirements of a Master's degree in network Forensics at Halmstad University, Sweden. The author had selected VirtualizationSecurity as a valid issue for cloud computing service. In choosing this topic had the intention to apply the acquired knowledge during the Master's course, in search of practical solutions for computer security issues. This study report is classified into six segments and a conclusion. These are the introduction, background, research methodology, literature review, summary, discussions, conclusion, and recommendation (future work). InformationTechnology (IT) sector had encountered numerous and ever-emerging security issues, including those in virtual environments, which have become a big concern for organizations. Virtualization is the use of software to accommodate multiple operating systems on a computer system simultaneously, which can be applied from anywhere, given that there is internet connectivity. So the user can have access and can resolve the security issues. However, some constraints are limiting the benefits of the Virtualization of servers. The objective of this project is to study Virtualization as a valid means of solving IT security issues. Also, to assess mitigation approaches that can enhance Virtualization in the computing environment. To accomplish such objectives, this study had undergone a systematic literature review to learn the variety and nature of security issues of the virtual environment. Accordingly, the study had undertaken the classification of security issues to determine effective mitigation methods. The study had realized that there are around twenty-two known security issues, which are classified and described in section six of the report. Virtualization, as the subject study: three mitigation schemes are reviewed and discussed to alleviate important virtualization security issues (chapter seven of this Thesis).Moreover, the effects of the proposed mitigation techniques on the virtualization security issues on the CIA model (Availability, Integrity, and Confidentiality) are explained in brief. The model allows the researcher to quickly find the appropriate mitigation technique to manage the security issues of any virtual environment. In conclusion, the study provided a metadata reading of the security issues in the virtual environment. And apply the selected methods to solve the security issues, which proves that the virtualization technology is the critical element of utilizing computing power to its maximum capacity by executing process simultaneously without downtime, however IT security issues are continuously evolving and the research mission is always to conceive new techniques.

Have you noticed that we, English language instructors, have currently been teaching our students topical issues as well as relevant skills via English rather than English itself purely? Why does it work more efficiently than teaching the language itself? Two constituent aspects are: appealing to the all-human values, which, by default, exist inside everyone, and providing the sheltering opportunity for the students to be concealed at the rear of the language. Students plunge into relevant and applicable enviroment of topics where they feel in tune with the times. The other benefit is the elements of escapism from the responsibility of learning the strict rules of grammar, for instance, and drilling them in multiple exercises. Thus, they acquire new information together with learning both life skills and language skills. These two merge into one in the 21st century, i.e. learnability.

The initiative "A belt, a Road" is a project promoted by the Chinese government which provides the realization of a "Silk Road Economic Belt" and a "Twenty-first Century Maritime Silk Road ". The Silk Road, as we knew it, has disappeared. But in its place is borning a New Silk Road: a visionary project wanted by the board of the Chinese Communist Party, and promoted by its President Xi Jinping. The initiative was presented to the world by the President of the People's Republic of China (Xi Jinping), in October 2013 and is currently being implemented. The New Silk Road wants to be a renaissance of the ancient routes commercial, cultural and financial that will have as their driving force that of People's Republic of China; it will give new impetus to the country's growth; and will provide greater international influence.The objective of this thesis is to provide an overview of the economic and political situation that led to the formulation of the project, present the objectives and content of the initiative, all providing a critical analysis also considering the future prospects.

This thesis examines women's issues and the political agenda. Several factors affect the likelihood of a women's issue getting onto the formal political agenda of government (municipal, provincial, and federal). The nature of the issue (the degree to which it challenges the status quo) affects the political outcome: those issues which have fit into current and historical legislative patterns (such as welfare state guidelines) have been more successful. A patriarchal family ideology places limitations on the proper role of women: women have held primary responsibility for the care of children and family. Women's labour force participation creates parameters for government involvement in issues such as childcare. The lobbying and organizational skills of the political actors involved are prerequisites for gaining access to government decision-makers. While the entry of women into the political arena has not insured the entry of women's issues onto the political agenda, female politicians have been especially important in bringing women's issues forward for debate and action. However, government bureaucracy has often been a barrier in the implementation of legislation concerning women's issues. I present a case study of a particular women's issue (childcare) at the municipal level of government. Five locations are examined in the Greater Vancouver area, using a combination of qualitative methods (personal interviews) and quantitative research techniques (government statistics, official documents, and reports from a variety of community organizations). In spite of the steadily increasing labour force participation of women in all locations, the response of local governments to the childcare issue has varied greatly — childcare is on Vancouver's political agenda but not that of the four district municipalities examined. Vancouver's involvement has been more comprehensive and longterm (more childcare spaces, an involved Social Planning Department, two task forces, a Children's Advocate, and buildings and sites for childcare purposes). The response of municipal councils continues to reflect patriarchal notions of the family (where childcare is a private, family responsibility). Alternatively, Vancouver council has recognized a permanent restructuring of the family and the ongoing involvement of the larger community in childcare. At the same time, the lobbying approach of Vancouver childcare advocates has followed long established patterns concerning childcare and governments -- the argument has been based on child welfare, not the rights or welfare of women.

Building on the logic of issue selling, my dissertation explores the micro-processes of shareholder social activism through which shareholders interact with targeted firms and also addresses which micro-processes could affect the effectiveness and the success of shareholder social activism. To do this, my dissertation develops a theory with respect to the approaches of linguistically framing the contents of and of presenting shareholder social activism. Based on a qualitative (descriptive) analysis on 1,612 shareholder social proposals, my dissertation identifies six packaging strategies that are used by the proponents to linguistically frame the contents of their proposals and two selling strategies used by the proponents to present their proposals. Subsequently, a quantitative analysis demonstrates that the effectiveness of shareholder social proposals would be largely determined by the joint effects of opportunity framing, threat framing, coalition building, and repeated submitting and that other packaging strategies would have little unique contribution to the effectiveness and the success of shareholder social activism. I argue that my dissertation would make contributions to the understanding of shareholder social activism and also offer some theoretical considerations for future studies on issue selling, although my dissertation might not directly contribute to the body of work of issue selling.

Switch Mode Power Supplies are very important components in present day electronics and have continued to thrive and grow over the past 25 years. This thesis looks inside how the SMPS have evolved over the passage of years with special emphasis to the Synchronous Buck Converter. It also discusses why there is a strong potential to further the study related to designs based around a Synchronous Buck Converter for portable applications. The main objective of the thesis is to look into the controller design for minimizing size, enhancing efficiency and reliability of power converters in portable electronic equipment such as mobile phones and PDAs. The thesis aims to achieve this using a 90 nm process with an input voltage of 1.55V and an output of 1V with a power dissipation of 200mW.

Since every provider of BIM software has their own specific functions and file formats, there is no standard common platform and compatibility issues occur when projects are transferred between each other. Focus for this thesis is this gap and what can be done from preventing the gap to expand even more, this will be done by having a look at the most promising solutions that exists today. If a way to prevent this from happening is discovered, this will be documented in the report and if possible, a program will be developed that can be used by anyone in order for the programs to communicate with each other in a better way.

Voice over IP (VoIP) services based on Session Initiation Protocol (SIP) has gained much attention as compared to other protocols like H.323 or MGCP over the last decade. SIP is the most favorite signaling protocol for the current and future IP telephony services, and it‘s also becoming the real competitor for traditional telephony services. However, the open architecture of SIP results the provided services vulnerable to different types of security threats which are similar in nature to those currently existing on the Internet. For this reason, there is an obvious need to provide some kind of security mechanisms to SIP based VOIP implementations. In this research, we will discuss the security threats to SIP and will highlight the related open issues. Although there are many threats to SIP security but we will focus mainly on the session hijacking and DoS attacks. We will demonstrate these types of attacks by introducing a model/practical test environment. We will also analyze the effect and performance of some the proposed solutions that is the use of Network Address Translation (NAT), IPSec, Virtual Private Networks (VPNs) and Firewalls (IDS/IPS) with the help of a test scenario.

WiMax, the Worldwide Interoperability for Microwave Access is a new technology dealing with provision of data over long distance using wireless communication method in many different ways. Based on IEEE 802.16 WiMax is claimed as an alternative broadband rather than cable and DSL. In our thesis study we will findout the phenomenon and factors involved in WiMax handover and their effect on overall quality of service. We also intend to look into the solutions possible for those problems effecting WiMax QoS in handover. Handover is the main theme of wireless technolgy and it makes interoperability between diffrent network technologies and provides mobility. However there are some problems during handover and the problem in our focus will be handover delay. Handover delay if longer than expected makes the communication faulty and introduces errors and packet loss which in turns degrade QoS in WiMax

Alla lärare kommer förr eller senare att konfronteras med situationer som uppstår till följd av att elever är frånvarande. Denna studie undersöker hur lärares dagliga arbete påverkas när elever inte är närvarande.Fyra lärare på en gymnasieskola blev intervjuade om sina erfarenheter och syn på frånvaro och skolk. De blev också ombedda att beskriva hur de hanterade detta i sina dagliga rutiner.Resultaten visar att de intervjuade lärarna tyckte att frånvaro och skolk var ett allvarligt problem. De tyckte också att detta påverkade deras arbetsbörda, fram för allt om de var klassföreståndare i en klass med hög frånvaro. Lärarnas strategier för att hålla skolk nere baserades bland annat på att skapa ett gott arbetsklimat i klassrummet och att upprätthålla rättvisa och likvärdighet i klassen.
All teachers will inevitably be confronted with issues related to students’ absence. This study sets out to investigate how language teachers’ daily work is affected when students are absent.Four language teachers at an upper secondary school were interviewed about their experiences of and their views on students’ non-attendance. They were also asked to describe how they handle absence as a part of their daily routines. All the informants thought that absence is a serious problem. Form teachers’ workload is especially affected if their class has many students with high absence. Their strategies for handling absence were based on their aim to keep their workload down and to obtain fairness and equivalence.

Introduction Percent syllables stuttered (%SS) and severity rating (SR) scales are simple measures in common use by researchers and clinicians to quantify stuttering severity. This study aimed to investigate (1) whether a 10-minute unscheduled telephone call – in the form that have been frequently used in stuttering clinical trials – is representative of a whole day speech sample, (2) the variability of stuttering frequency across an entire day, (3) the relative and absolute reliability of %SS and SR scales, and (4) the relationship between %SS and SR scores. Method The speech of 10 adults who stutter (AWS) recorded for a 12-hour day during different speaking activities and during an unscheduled telephone call. %SS for the entire day was compared to the %SS of the unscheduled telephone call. The Statistical process control chart was used to explore the variability of %SS across the entire day. For the second study, 87 AWS received a 10 minute unscheduled telephone call and their %SS and SR were measured by three experienced judges. The absolute and relative reliability between judges for each of the measures were measured. Results No significant differences were found between %SS of the study day and the unscheduled telephone calls. According to control charts, the %SS scores of half the participants were indicative of unpredictable, out of control systems, and the %SS scores of the other half of the participants were not. Relative reliability was satisfactory for both %SS and SR scales, but absolute reliability was poor. Conclusion The appropriateness of measuring %SS from an unscheduled telephone call in stuttering clinical trials was approved. However, such a speech sample failed to reveal variations of stuttering frequency during different speech tasks. %SS and SR scales can be used in clinical research dealing with changes of participant groups. However, these measures are not capable of evaluating small changes within individual participants.

This work provides facts about word order in this language. In addition to listing the permissible word orders in matrix clauses and simple Wh-questions, I also document the semantic changes which result from the variation in word order. These facts of word order are analyzed within the Minimalist Program. Throughout this work I support the concept of no optionality and that movement has to be well-motivated. I propose that overt movement is not only morphologically motivated, as claimed in the Minimalist Program, but it is also semantically motivated. Such a proposal better accounts for the word order facts, both structural and semantic. In this proposal, I do not have to resort to optionality to explain the variation in word order. I look at the semantic difference between SV and VS word orders. In the SV order, an entity is chosen and a statement is given about it; in VS order, an event is displayed which has an entity that takes part in it. This variation in word order reflects the thetic/categorical distinction. In these word order, the verb raises overtly to the functional heads: T and AGR. This is an example of an overt movement which is morphologically driven. The subject in preverbal position in Gulf Arabic has to be information that is previously given in the discourse while if the subject is in postverbal position, it could either be new or given. Hence, I propose that the subject raises to be topicalized. Overt movement of the subject is not motivated by morphology but by semantics. Accordingly, Case and nominal agreement features are considered weak and they do not motivate the subject to move overtly. In Gulf Arabic, argumental Wh-phrases can be both fronted and left in-situ. I propose that the fronted argumental Wh-phrases raise to (Spec,CP) to be focused. Focus movement is an example of a semantically driven movement. Adjunct Wh-phrases in Gulf Arabic are base-generated in (Spec,CP).

In Chapter One of this dissertation we present evidence consistent with the hypothesis that firms select a price range for their shares that appeals to a particular ownership clientele. We find a statistically significant relationship between three proxies for the ownership clientele and firms' share prices. We also find that firms with larger investors, as measured by the dollar investment of the average shareholder, have higher share prices. Because it is costly for firms to attract a different ownership clientele, they take actions, such as stock splits, which keep their share prices within a particular range. We show that firms are more likely to split, the further their share price deviates from it's optimal range. Chapter Two examines the role of the underwriter's reputation and certification in seasoned equity offerings. Our findings indicate that the portfolio of securities underwritten by high-quality underwriters outperforms the portfolio of securities underwritten by low-quality underwriters. However, we also find that portfolios formed solely on the basis of publicly available information match or better the performance of the portfolio of securities underwritten by high-quality underwriters. The implication of this latter result is that investors do not need underwriters to identify high-quality firms when buying SEO's. This finding adds to the puzzle of why public firms that issue equity use underwriters.

Diese Dissertation stellt empirische Evidenz zu den Fragen der Verguetung von Fuehrungskraeften. Analyse der Daten der US-Firmen auflistet, finde ich eine umgekehrte U-foermige Beziehung zwischen Management Ownership und Unternehmensperformance, aber diese Beziehung verschwindet, wenn Unternehmensperformance von den letzten Jahr kontrolliert wird. Ich finde auch, dass die Executive Option Awards positiv auf Unternehmensperformance bezogen, während Executive Stock Awards hat keinen statistischen signifikanten Einfluss auf den Unternehmensperformance. Statistische Evidenz zeigt auch, dass die Struktur der Verguetung von Fuehrungskraeften Vertraege zu Unternehmen Eigenschaften und Executive persoenlichen Merkmalen zusammenhaengt.
This dissertation provides empirical evidence on the issues of executive compensation. Analyzing data of U.S. listing firms, I find an inverted U-shaped relation between managerial ownership and firm performance, but this relation vanishes when firm performance from last period is controlled. I also find that executive option awards is positively related to firm performance, while executive stock awards has no statistically significant impact on firm performance. Evidence also indicates that the structure of executive compensation contracts is related with observable and unobservable firm attributes and executive personal characteristics.

The thesis focuses on quality and safety aspects of different types of seafood by using a multidisciplinary approach, combining different types of analyses (behavioural studies, haemolymph analyses, microbiological and chemical-physical analyses) and regulatory aspects. The thesis consists of a collection of scientific papers and laboratory activities that report the main studies of my PhD research. In the first study the evaluation of the stress level during lobster commercialization was evaluated by analysing eight different haemolymph parameters. The second study faced the potential application of a new Loop-mediated isothermal amplification (LAMP) assay for the detection of Anisakis spp. in seafood products. The third study shows the preliminary results of an ongoing investigation that aims at developing a method suitable for the extraction of microplastics from mussels. The fourth study compared the chemical composition in fish roe products from different species in order to achieve a deeper knowledge of the chemical and microbiological composition of fish roe products collected on the Italian market.

Today, public school administrators have the responsibility to provide a safe and secure educational environment for all who enter the school building. Amid continued drug use by students and a proliferation of weapons at school, principals at all levels face the unenviable task of maintaining an environment conducive to learning. In order to do so, principals often must balance the need to preserve individual student rights against the need to make schools safe.;The present study was conducted to determine if public school principals in Virginia meet minimum competency levels with respect to their knowledge of search and seizure law, and to compare the knowledge of search and seizure issues by Virginia public school principals with respect to their organizational level (elemcntary/middle/high). The study was designed also to examine theoretical perspectives by administrators as applied to search and seizure issues.;The study involved responses from surveys received from 91 public school principals in Virginia (37% of the 246 randomly sampled elementary, middle, and high school principals). Analysis of data revealed that one-third of the respondents fell below the mean, that 64.8% failed to achieve minimal competency, with no significant difference between building levels. Pragmatism was selected by 92.3% of the respondents as their legal perspective.

Previous investigations into educational research in Australia have highlighted important issues affecting research, with the majority of issues remaining to date. The Australian government and several research academics have examined issues relevant to educational research, including areas such as research design, dissemination of research results, and effectiveness of research. However, few studies have given voice to the academic researchers working in this field. Therefore, in light of the complexities and broadness of issues faced by educational researchers, this study aimed to investigate what current issues were pertinent to academic educational researchers through an examination of their experiences. This study also sought to determine the reasons for these issues and ascertain possible solutions. This study used a qualitative approach within a critical theory framework. In addition, this study also utilised a radical interactionist philosophical perspective. The technique used to gather data was through a questionnaire using open-ended questions. There were 18 participants currently engaged in academic educational research in this study. The questionnaire transcripts were analysed through open coding and axial coding to establish categories. These categories were developed into a model and included the themes of: research purpose, ethics processes, collaboration, value of educational research and academic freedom. The overarching theme to which all other themes were connected was research culture. The results of this study revealed that issues faced by academic educational researchers are of a perpetual nature and highlights the significant difficulty in overcoming these issues. This study also demonstrated that the issues in academic educational research are sustained through a lack of research culture. This lack of research culture was found to provide a significant barrier to research activity and recommendations are provided toward developing a research culture within the field of academic educational research. For future research, the categories within the developed model may be investigated in more depth, and knowledge structures and strategies within research-intensive universities may be further investigated in relation to research activity and research cultures.

A classificação das issues ou questões nos repositórios de manutenção de software é realizada atualmente pelos desenvolvedores de software. Entretanto, essa classificação manual não é livre de erros, os quais geram problemas na distribuição das issues para as equipes de tratamento. Isso acontece porque os desenvolvedores, geralmente os propositores das issues, possuem o mal hábito de classificá-las como bugs. Essas classificações errôneas produzem a distribuição de issues para uma equipe de tratamento de outro tipo de issue, gerando retrabalho para as equipes entre outras desvantagens. Por isso, o principal objetivo almejado com o estudo é a melhoria dessa classificação, utilizando de uma abordagem de classificação das issues realizada de maneira automatizada. Essa abordagem foi implementada com técnicas de Aprendizado de Máquina. Estas técnicas mostram que as palavras-chave discriminantes dos tipos de issues podem ser utilizadas como atributos de classificadores automáticos para a predição dessas issues. A abordagem foi avaliada sobre 5 projetos open source extraídos de 2 issue trackers conhecidos, Jira e Bugzilla. Por se tratarem de issue trackers de longa data, os projetos escolhidos forneceram boa quantidade de issues para este estudo. Essas issues, cerca de 7000, foram classificadas por especialistas humanos no trabalho [Herzig, Just e Zeller 2013], produzindo um gabarito utilizado para a realização deste estudo. Este trabalho produziu um classificador automático de issues, com acurácia de 81%, capaz de discriminá-las nos tipos bug, request for enhancement e improvement. O bom resultado de acurácia sugere que o classificador concebido possa ser utilizado em sistemas de encaminhamento de issues para as equipes de tratamento, com a Ąnalidade de diminuir retrabalho dessas equipes que ocorre em virtude da má classificação.
The classification of issues in software maintenance repositories is currently done by software developers. However, this classification is conducted manually and is not free of errors, which cause problems in the distribution of issues to the maintenance teams. This happen because the developers, which usually are the proponents of the issues, have the bad habit of classifying them as bugs. This erroneous rating generates rework and other disadvantages to the teams. Therefore, the main objective of this study is to improve this classification, using an issue classification approach conducted in an automated manner. In turn, this approach was implemented based on machine learning tecniques. These tecniques show that keywords discriminant of issues types can be used as attributes of automatic classifiers for prediction of these issues. The approach was evaluated on five open source projects extracted from two widely used issue trackers, Jira and Bugzilla. Because they are old issue trackers, the chosen projects provided good number of issues for this study. These issues, about 7.000, were classified by human experts at work [Herzig, Just e Zeller 2013], producing a feedback which was used for this study. This present work produced an automatic issues classifier, with 81% of accuracy, able to predict them in types of bug, request for enhancement and improvement. The result of accuracy obtained by this classifier suggests that it can be used in delivery systems to treatment teams with the purpose of reducing rework that occurs in these teams because of the poor issues rating.

The last decade has seen an unprecedented flood of material coming into archival repositories. As a result, there is a great need for procedures which provide a high degree of intellectual control over records. One such procedure is the indexing of archival materials. An archival index provides access to a large number of name and subject terms, without being bound by the traditional archival structures dictated by provenance. This process has not traditionally been widely understood by archivists, but it is important to grasp the fundamental principles of archival indexing, as well as the problems and issues that follow. This is especially true in a period when methods of automated information processing have reached new levels of sophistication. This thesis is an exploration of these problems and issues. The place of indexing in a complete system of archival description is established, and the process defended as a valid part of archival retrieval. The thesis also offers guidelines for conducting the actual indexing process, and making several basic decisions faced by archival indexers with regard to the implementation of indexing in an archival descriptive system. In addition, the merits of such alternative methods as controlled-vocabulary and uncontrolled-vocabulary indexing, and coordination of desired terms before and after index creation, are weighed, and the positive and negative aspects of certain recently-developed systems evaluated. The thesis concludes by stating ways in which archivists must re-evaluate the indexing process for it to be used effectively in the future.
