The Resource Management Act (RMA) 1991 is a much discussed and frequently criticised piece of legislation in New Zealand. The RMA 1991 is much discussed because it is part of a substantial reform of New Zealand's resource management law. It is much criticised because the overall purpose of the RMA 1991 is to promote the sustainable management of natural and physical resources (S.5(1)) but the meaning given to sustainable management in the RMA 1991 (S.5(2)) is ambiguous. These discussions and criticisms focus on the legislation. Little research on promoting sustainable management in the context of resource management practice has been undertaken so far. This research needs to be done because the context of resource management issues and the public planning process will influence how sustainable management is interpreted and applied in resource management practice. This thesis is a comparative analysis of promoting sustainable management in four local government resource management issues: the northern access road issue, Christchurch; underground coal mining at Mount Davy, Rewanui; subdivision of Travis Swamp and Kennedy's Bush Spur, Christchurch; and air access into Westland National Park. The aims of the research are to establish: how sustainable management is being promoted in resource management practice; how important the RMA 1991 and promoting sustainable management is in determining resource management outcomes in the public planning process; and whether promoting sustainable management is resulting in a radical change in resource management practice. The thesis makes three conclusions. Firstly, that while sustainable management is an ambiguous concept a 'working' interpretation is emerging in resource management practice based on managing adverse environmental effects. Secondly, that the RMA 1991 and promoting sustainable management is important to legitimise resource management proposals in terms of the law, but it is not the raison d'etre for these proposals. Thirdly, that promoting sustainable management has resulted in changes in the way in which resource management proposals are assessed, but there are a lot of conitunities in resource management practice despite resource management law reform.

The aim of this study is to locate if there are some common problems connected to knowledge management systems (KMSs) within organizations. This thesis begins with an introduction to knowledge management (KM) and knowledge management systems, followed by a presentation of previous research in the field of KM problematics. To find these possible issues that may prevent an effective use of KMSs within organizations, we will study contemporary literature and perform some complementary interviews. The questions formulated are addressed to participants from the organization Tieto, at their office in Lund. The questions are kept to a restricted number to gather replies that collect the main answers of relevance. The results from the literature review are then compared to the interviews. The main conclusion of this study is that the organizational culture may affect the possible occurrence of KMSs that suffer from usability problems, which causes the knowledge sharing to be inadequate. Finally; a picture of the problem areas concerning KMSs within organizations arise and some resolutions along with recommendations are presented.

With the increase in more service-oriented industries in the current economy, companies are having to reasses their assets in order to overcome competition. The lifestyles of people have become more fast-paced and along with the effects of globalisation, companies need to be able to adapt quickly to the ever-changing nature of consumer demands. Traditional material assets are no longer the only things that could be considered of value within the organisation. The skills, expertise and knowledge of the employees within the company could also be considered an asset that should be utilised efficiently to generate more income for the company. Furthermore, the advances in technology have created a society where information is utilised and modified at a rapid pace. Therefore, organisations; need to be aware of the knowledge that is within the company and utilise it efficiently to create services and products that would be attractive to the buying market. In the interest of knowledge and it s value within organisations, this research studies the capability of the organisation to manage the knowledge of their employees within the context of Knowledge Management( KM) processes. The research aims to discover how organisations identify the necessary knowledge required within the company and encourage their staff to become more knowledgeable. Moreover, this study includes questioning the extent to which companies have implemented KM strategies within the organisation that would assist them in the management of employee knowledge. Furthermore, the thesis aims to study how knowledge is retained and disseminated within the organisation. Lastly, the Human Resource support systems that would assist in the management of knowledge within the company are also studied. The research takes place within four different companies from four separate industries, namely the pharmaceutical, architecture, telecommunications and the oil and gas industries. The study is conducted using the qualitative multiple case-study method where key members within the chosen organisations are interviewed. It is discovered that although all the companies involved in the research are aware of the importance of their employees' knowledge and that they would like to manage it more efficiently, the organisations have not implemented any formal KM strategy. However, the companies have a variety of other policies and procedures that, when combined, could help the company to manage the knowledge base within the organisation. In addition, the findings of the study raise the issue of utilising support systems such as training and rewards as a means for encouraging employees to remain within the company as well as to contribute to the collective knowledge of the organisation. In conclusion, this research discovers possible points of interest regarding the issues relating to the KM process that should be taken into consideration when planning a KM strategy within an organisation.

Classroom discipline is often a primary concern of teachers. Little is known, however, about the extent of teachers' knowledge, training, and skills with behavior management issues. This study was conducted to examine teachers' training with specific behavioral strategies, their personal level of proficiency in resolving these problems, and to determine if teachers consider the function of aberrant behaviors when deciding upon treatment interventions. A survey was developed to address these issues. The survey was distributed to teachers in four south-central Kentucky counties and two western Kentucky counties. Of the 350 surveys distributed, 209 were returned for a 59.7% return rate. There were 177 regular education teachers and 32 special education teachers included in the sample. Results of this study indicated a relatively high percentage of students exhibited problematic behaviors to the point that an intervention was necessary to resolve the problem. The highest percentage of teachers received training in behavior management strategies through a workshop/in-service. The majority of teachers reported they received training in a variety of behavioral methods, with the training perceived as only moderately helpful. When asked to rate their skills in resolving specific behavior problems, teachers reported their skills to be at a moderate level. The majority of special education teachers had heard of the term functional assessment although less than half received any training in this procedure. Most of the regular education teachers indicated no knowledge of functional assessment. Most teachers did not consider the function of the problematic behaviors when deciding upon treatment interventions. The results revealed a strong need for improved training in classroom management strategies. Future research is needed to determine more effective strategies to train teachers in classroom management.

The author poses a question whether the current legal regulation of waste is proper. The question is answered by analyzing five issues: variety of the concepts of waste (waste can be perceived in distinct manners and the current concept aggravates the solution of two principal waste problems – danger to the environment and danger to human health); non-systematic use of terms (improper terms are used in Lithuanian legal acts); the jurisprudence of Lithuanian courts in explaining the concept of waste (the courts do not perceive waste properly); the twofold term of the municipal/household waste in Lithuanian legal acts (municipal/household waste is regulated by using the same term, thus it is not clear for which waste persons are taxed); the application of the municipal levy for waste management (the current model does not encourage to preserve the environment). The author concludes that the variety of the concepts of waste, the disagreements among the scholars on the question, the difficulties encoutered by the courts and non-ameliorating status of the environment show that it should be reasonable to discard the current legal regulation of waste. The two principal problems posed by waste and unsuccessfully solved by the current legal regulation are determined principally by the objects which are not in any possesion. Then waste should be perceived as an object which is not in a possesion and the legal regulation should be orientated in making all the objects to have a possesor.
Disertacijoje keliamas klausimas, ar esamas atliekų tvarkymo teisinis reguliavimas yra tinkamas. Į šį klausimą atsakoma analizuojant penkis atliekų tvarkymo teisinio reguliavimo probleminius aspektus: (1) atliekų sampratų įvairovę (atliekas galima suvokti labai įvairiai, o dabartinė atliekų samprata apsunkina dviejų pagrindinių atliekų keliamų problemų – pavojingumo aplinkai ir žmogui - sprendimą); (2) nesusistemintą terminiją (teisės aktuose vartojami netinkami terminai); (3) Lietuvos teismų praktiką aiškinant atliekų sąvoką (teismai atliekas suvokia netinkamai); (4) dvilypę komunalinių atliekų sąvoką (komunalinės atliekos teisės aktuose suvokiamos dvejopai, todėl neaišku, už kokių konkrečiai atliekų tvarkymą asmenys yra apmokestinami); (5) vietinės rinkliavos už komunalinių atliekų surinkimą ir atliekų tvarkymą taikymą (rinkliava neskatina asmenų tausoti aplinkos). Daroma išvada, kad atliekų sampratų įvairovė, teisės mokslininkų nesutarimai, ką laikyti atliekomis, teismų patiriami sunkumai nagrinėjant atliekų bylas ir negerėjanti aplinkos padėtis rodo, kad būtų tikslinga atsisakyti esamo atliekų teisinio reguliavimo. Dvi pagrindines atliekų problemas, kurias siekiama išspręsti esamu atliekų teisiniu reguliavimu, iš esmės kelia tik nevaldomi objektai. Tuomet atliekomis reikėtų laikyti tik tuos objektus, kurie nėra valdomi, o teisiniu reguliavimu siekti, kad visi objektai būtų valdomi.

The purpose of this thesis is to explore and study the usability issues within Technical Data Management Systems (TDMS). The research has been conducted as a single case study at the gardening and landscape maintenance company Husqvarna. The inductive research led to conducting 10 interviews, 2 expert focus groups and a observational study. An artefact was produced during the research to emulate a potential system. During the research, the researchers identified ten heuristic usability issues within TDMS. Fur- thermore the functional and non-functional needs of Husqvarna have been identified. The artefact was created, based on existing usability guidelines, addressing the usability issues and the needs of Husqvarna. The artefact was used to answer if the applied guidelines have solved the identified usability issues. The conclusion was set, that the applied guidelines had solved the identified issues. With the research being conducted with a single case study, the result may lack generalisability. Future researchers are encouraged to conduct a multiple case study to further identify issues within the research area.

This work is a digital version of a dissertation that was first submitted in partial fulfillment of the Degree of Doctor of Philosophy at the Queensland University of Technology (QUT) in March 1994. The work was concerned with problems of self-organisation and organisation ranging from local to global levels of hierarchy. It considers organisations as living entities from local to global things that a living entity – more particularly, an individual, a body corporate or a body politic - must know and do to maintain an existence – that is to remain viable – or to be sustainable. The term ‘land management’ as used in 1994 was later subsumed into a more general concept of ‘natural resource management’ and then merged with ideas about sustainable socioeconomic and sustainable ecological development. The cybernetic approach contains many cognitive elements of human observation, language and learning that combine into production processes. The approach tends to highlight instances where systems (or organisations) can fail because they have very little chance of succeeding. Thus there are logical necessities as well as technical possibilities in designing, constructing, operating and maintaining production systems that function reliably over extended periods. Drug therapy management, as core of the medication flow process, can play a key role in the rising costs of healthcare, as it relates to both workflow efficiency and patient safety. Health Information Technology, when designed, implemented, and used appropriately, can be a positive enabler to transform the way healthcare is delivered. Computerized physician order entry (CPOE) technology allows physicians to enter orders into a computer instead of handwriting them and it can substantially decrease the overuse, underuse, and misuse of health care services. This technology can yield many significant benefits and is an important platform for future changes to the health care system. E-prescribing allows for prescribing the most medically appropriate and cost effective prescription at the point of care, it can help eliminate medication errors, improve patient safety, and reduce costs by making the medication therapy management process more efficient. This dissertation reports on issues related to electronic prescribing therapy management. Purpose of the present work is to illustrate results of software deployment in three hospital wards and software extension, adding new applications in the electronic prescribing software. Software deployment and extension are presented with the analysis of all the processes related to therapy management. A complete snapshot of European Union’s latest directives regarding standalone software as medical devices is shown in detail and usability issues related to medical devices network software are explained and described. The nowadays importance to obtain a certification for a I class electronic prescribing software is discussed.

Like other communities across the country, Blacksburg, Virginia, has struggled with land-use policy, planning, and growth issues. This struggle intensified when town residents discovered a Walmart store might be included in a new retail development project. Local interest groups quickly formed, establishing different perspectives concerning the issue, while a Blacksburg Town Council member introduced an ordinance that would give the town the power to halt plans for the store. This measure became the focal point of the conflict, and groups both supporting and opposing it worked aggressively to gain community support for their respective sides of the issue. Using Cobb and Elderâ s (1983) agenda-building framework, the goal of this thesis is to examine the ways various groups involved in a local land-use conflict defined, and sometimes redefined, their messages to town residents in an effort to expand the issue beyond the core members of the groups to gain more widespread support. The results of these efforts are also evaluated. A case study was conducted incorporating interviews with some of the key members of the interest groups involved in the conflict and discourse analysis to examine group messages generated during the controversy. This study found that the way an issue is defined could influence its progression and play an important role in its resolution. It also highlights definitive times during an issueâ s evolution that are critical to its progression. These findings demonstrate some of the benefits that can result from integrating effective issue management strategies into a communication program.

Bush fires...two words which conjure up images of destruction and despair. Constituting one of the most destructive forces of nature, their impact has been felt worldwide, extending beyond the damage caused to the physical environment, to include disruption and hardship to communities – impacts which have unfortunately been seen recently in Victoria, where over 200 lives were lost and more than 2000 homes were destroyed by bushfires in February 2009. The level of risk to communities from bush fires has been observed to be steadily increasing in urban-rural interface areas internationally. Concerns have been raised in the observation that populations are essentially being placed in harm’s way by the growing popularity of rural-style developments and eco-living trends. Understandably, significant research has been dedicated to the study of bush fires, improving our understanding of fire behaviour and progressing technical development, more recently also expanding to address the social and town planning considerations of bushfire risk management. However, relatively little research has been conducted specifically targeting bushfire risk management characteristics and requirements in Queensland. Those investigations that have been undertaken have been limited in scope, essentially being administrative in nature. Therefore, what are essentially generic research principles are being applied as the basis for bushfire risk management strategies in Queensland. The concern with this is that although bushfires will behave in a certain way in given environments, “risk” is a dynamic concept, and the implications of bushfire risk management will vary significantly with the social and organisational environment in which it occurs. Although contemporary bushfire risk management in Queensland is indeed based on established theory, in the absence of a detailed investigation into the social, organisational and physical characteristics specific to Queensland, the principles of bushfire risk management are essentially being applied in the form of a generic template, rather than the being objectively “managed”.

he subject of this thesis is ethical aspects of decision-making concerning social risks. It is argued that a model for risk management must acknowledge several ethical aspects and, most crucial among these, the individual’s right not to be unfairly exposed to risks. Article I takes as its starting point the demand frequently expressed in the risk literature for consistent risk management. It is maintained that a model focusing on cost-benefit analysis does not respect the rights of the individual. Two alternative models are outlined. They evolve around the separateness of individuals, rights, and fair risk taking. It is claimed that a model that focuses on a fair procedure for risk decisions seems most fruitful to develop. Article II discusses the NIMBY (Not In My Backyard) conflict. The ethical premises behind the negative characterization of the NIMBY concept are investigated. It is argued that a collective weighing of risks and benefits ignores individuals’ rights not to be unfairly exposed to risks in siting scenarios. Article III presents a three-party model tool for ethical risk analysis. The focus in such analysis is a discussion of three parties that are involved in risk decisions: the risk-exposed, the beneficiary, and the decision-maker. Seven crucial ethical questions are discerned by combining these parties pairwise. Article IV discusses a model for procedural justice for risk decisions. Two theories of deliberative democracy are explored. The first focuses on a hypothetical contract, the second argues for the actual inclusion of affected parties. It is maintained that hypothetical reasoning should mainly serve as a guide concerning risk issues that affect people who cannot be included in the decision-making process. Otherwise an interactive dialogical reasoning is to be preferred. Article V explores the claim that there are no real, objective risks – only subjective descriptions of them. It is argued that even though every risk can be described in different ways, involve value judgements and emotions, the ideal of objectivity should not be abandoned.

Domestic companies are increasingly trying to expand to become globalised firms or multinational corporations (MNCs). Existing business strategies, visions and information systems need to be re-analysed and perhaps reconstructed to fulfil the business goals, operations and characteristics of the global organisation. Information technology is a critical element in enabling globalisation, and enterprises need to identify and consider information technology and system management issues. Depending on the structure of multinational organisations, different emphases need to be placed on issues such as business information systems management, information technology management, people management, end-user management, and culture. A global transition issue priority model is constructed to support the following hypothesis: the global transition issue priority varies depending on the type of organisational structure. With the assistance of this model, MNCs are able to pinpoint the emphasis of issues in preparing the globalisation process according to their organisational structures. Surevsy were onducted to investigate the priority of issues, and outcomes suggest that the emphasis of each issue class is dependent on the type of organisational structure. The main contribution of this research is to develop a global information systems management priority model that will assist MNCs in preparing the strategic plan in the global transition process, and develop a global transition framework for enterprises which will facilitate construction of their global information systems.

The purpose of this research was to examine the topical Management Information System (MIS) issues of the day to determine which are most important along with the factors contributing to their importance. Two professional societies from the greater Vancouver area were surveyed to obtain the MIS practitioners' opinions as to the most important issues. The respondents predominantly held managerial positions while the organizations comprised a wide cross section of sizes and industries. Data management, planning and integrating technologies were the top rated issues as seen by the aggregation of respondents. A factor analysis identified five higher level issues. An analysis was also performed to determine if importance was related to the demographic variables of company size, industry, respondent position and innovator category. Comparisons were made with previous research with the main trend being the increased importance placed on technical or application system issues versus management issues.

The main objective of this exploratory study was to add to the almost non-existent Thai literature on women in management. Three key themes were pursued throughout the study, i. e., the representation of Thai women in management, their work versus family responsibilities, and the barriers they encounter in ascending the managerial hierarchy. The study was conducted in three distinct phases. First, a survey questionnaire was distributed to 536 male and female middle-level managers across diverse organizations in Bangkok. Second, semi-structured interviews were conducted with 67 women managers. It was likely that those in public sector organizations differed in their background and work experiences from their counterparts in private firms, hence data was collected from women managers in the two sectors and comparisons made. Lastly, structured interviews were held with 25 Human Resource/Line managers from a crosssection of firms in which the women managers worked. The study found that the women who have succeeded in these organizations are the ones who have very similar backgrounds and attitudes to the men. They work the same long hours, and have the same interest in furthering their careers as men. Therefore we cannot explain women's career barriers in terms of individual characteristics, such as their motivation or commitment to work. The results suggest that organizational structures and processes are central to an understanding of the ways Thai women are marginalized and excluded from managerial positions. For instance, women were clustered in relatively few occupations, received less in terms of earnings and training, had smaller spans of management, and less authority for final decisions than men. During interviews, women managers mentioned that the negative attitudes of male managers and gender biases in organizational practices, were barriers they had frequently encountered. The data also revealed that the contradictory and ambiguous values that underlie women's role as wife-mother at home and manager at work, necessitated a constant struggle for balance and remarkable personal sacrifices on the part of Thai women managers. By way of conclusion this dissertation submits that there is not a single cause that constrains women's advancement but rather a pattern of cultural, social and legal factors that characterizes the general situation of women managers in Thailand. Theoretical and practical implications of these findings for women in management are discussed and future directions for research in this area are suggested.

ENGLISH ABSTRACT: This study explored the present and future challenges faced by a group of South African managers. These challenges were identified and/or explored in the form of burning issues. The motivation for the study was the perception that often the ordinary South African manager is quick to import change interventions without really finding out what the real issuesare. In the processsuch interventions fail becausethey are in tandem with the real problem(s). A literature study was undertaken to explore and identify possible reasons that cause managers to adopt a quick-fix approach. An in-depth analysiswas made of the challenges facing South African organisations and the importance thereof, as well as of the need to channel limited resourcesto what really matters. Data for empirical study was collected by means of questionnaires completed by Management Development Programme Students of the University of Stellenbosch Business School as part of an assignment for change management. Research findings indicated five critical challenges/ the burning issues that should be given the necessary focus. Each of the five critical findings was discussed in depth and recommendationswere made.
AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die huidige en toekomstige uitdagings waarvoor 'n groep Suid-Afrikaanse bestuurders staan. Hierdie uitdagings is as brandende vraagstukke geïdentifiseer en/of ondersoek. Die motivering vir die studie was die persepsie dat Suid-Afrikaanse bestuurders oor die algemeen vinnig veranderingsintervensies implementeer sonder om vas te stel wat die werklike probleme is. Gevolglik misluk sulke intervensies omdat dit saam met hierdie probleme bestaan. 'n Literatuurstudie is gedoen om die moontlike redes waarom bestuurders die benadering van kitsoplossings volg, te identifiseer en te ondersoek. 'n Deurtastende ontleding is gedoen van die uitdagings waarvoor Suid-Afrikaanse organisasies staan, die belangrikheid daarvan, en die nodigheid om beperkte hulpbronne te kanaliseer na dit wat werklik saak maak. Data vir die empiriese studie is versamel deur middel van vraelyste wat as deel van 'n werkstuk oor bestuursverandering ingevul is deur studente op die Bestuursontwikkelingsprogram van die Universiteit van Stellenbosch BestuurskooI. This thesis builds on the first configuration model developed and expanded in the IFS. The model considers the factors that impact on managers as they undertake performance management of their staff. This thesis transforms the original model through a second and into a third and final configuration. The questions that underpin this research are concerned with managers' experiences as they engage in managing performance and explore the triggers that enable managers to begin a process of, and sustain, managing underperformance within their team. The methodology and research approach adopted is that of social construction which allows managers' worlds to be co-constructed. In undertaking this study, researcher reflexivity was developed, by engaging with colleagues and other interested individuals. The research discourse was not a neutral process and emotioning in research was explicitly recognised. The research design and methods of data collection worked with senior managers across public and private sectors and also engaged with manager groups to provide situations where emerging constructions could be worked up. This continuing professional engagement gave a way of interacting with the emerging discourse to refine the constructions. The research findings identify the significance of contextual factors within any manager's world and the increasing importance of external conditions such as Best Value. The idea of potent and impotent organisations in sustaining a high performance culture is created and the characteristics of each identified. The concept of "other" emerged as managers described the individual who was underperforming and the level of fear and emotional impact on them as they engaged with the "other" in performance management. During the research managers described their feelings in different ways but there was a universal factor - managers do have feelings. Performance management is a Wicked Problem and the rhetoric belies the level of complexity that this research has identified namely - There is no definitive Problem, there is no definitive Solution. Finally the research recommends action for policy makers and managers in order to better develop the systems and processes needed to achieve super performance.

This thesis is a case study of the implementation of telecommuting by CalComp at the Telecommuting Workcenter of Riverside County and is a real life example of the management issues that surround telecommuting. The issues brought forth in this study will enable those responsible for implementing a telecommuting program to better understand the impact of this change on their organization and how a telecommuting center may be used in their program. Using this study as background, the military use of telecommuting for U.S. Navy detailers will be developed. Developing a peace time telecommuting program could help train Navy personnel to function as a remote staff member for a Battle Group or Joint Commander. A conceptual application of telecommuting for the Department of the Navy (DON) could be to allow selected officer and enlisted detailers to telecommute up to three days a week. This insight, properly used, will help program managers avoid problems that other programs have experienced during their transition to telecommuting. Recommendations for further research and use of telecommuting for the Department of the Navy are provided.

The African penguin is a southern African endemic, with its breeding distribution within the Benguela Upwelling Ecosystem. The IUCN conservation status of this species was re-classified from ‘Vulnerable’ to ‘Endangered’ in 2010. This thesis investigated some aspects pertinent to the species’ conservation and management. Time series of population estimates of African penguins and fish biomass were available in South Africa since the late 1980s. This study analysed the fish biomass at a stratum scale, which is a finer scale to that of previous studies which looked at biomass estimates as a whole. The strata range in length from c. 155 km to c. 280 km in length. The number of African penguin breeders and adult moulters were found to be positively correlated with fish biomass estimates, although results of the spatial relationships were unexpected. The islands which displayed the strongest relationships were Dassen Island and Robben Island. These islands are only c. 50 km apart, and it is expected that they would experience similar oceanographic conditions. However, the colonies at these islands were found to respond differently to fish biomass estimates. While the number of Dassen Island birds were found to be positively correlated with biomass estimates within the strata in which the island is found, the number of Robben Island birds were correlated with biomass estimates of the stratum to the south and east of the island. Weaker relationships were found for the remaining colonies. This study suggested that the period of moult is of critical importance to the survival of the penguin, an aspect that needs to be incorporated into the Ecosystem Approach to Fisheries modelling.

This paper reflects on what is meant by interdisciplinary engagement in the context of two integrated urban water management research programmes in the UK and New Zealand. Different extents of interdisciplinary engagement in research teams are conceptualised on a continuum that ranges from rhetorical intentions to joint research. We discuss how interdisciplinary working in research programmes is shaped through the processes of bidding, research management and production of outputs. The paper concludes that if higher levels of interdisciplinarity are desired, they need to be specifically funded and planned for. In particular, funders may need to provide flexibility in relation to interdisciplinary outputs, which may be hard to specify at the start of a research programme.

The purpose of this thesis is to examine communication issues which are most frequently identified as the concerns of u.s. managers who work with culturally and ethnically diverse workforces, and skills which are identified as useful in dealing with those issues. This thesis used a qualitative method of data collection. Information was generated through a review of literature in the fields of communication, management, and organizational behavior to determine frequently occurring themes concerning intercultural communication issues in the workplace. Following the review, three case study interviews were conducted with managers in the Portland metropolitan area to determine what they perceive as communication issues frequently encountered in a multicultural workforce and skills needed to effectively address these issues. Themes in the literature are compared with what the managers report are communication issues in managing a multicultural workforce. Interview results indicated that there are both differences and similarities between what the manager reports and the literature themes. The similarities chiefly concerns the importance of nonverbal behavioral differences as a cause of intercultural communication differences. Differences between the themes in the literature and the interview results chiefly concerns the number of additional factors which could affect intercultural communication between manager and employee. More themes are suggested in the literature as sources of communication difficulty than in the interview results. These results suggest that language differences were more often the type of intercultural communication difficulties that managers encounter than is indicated by the literature.

A study was conducted to ascertain policy and practice issues of teachers and school principals in relation to children with asthma in schools. The study consisted of a questionnaire to teachers, as well as analysis of existing asthma policies. These policies consisted of the existing Queensland Education Department policy on asthma and the policy· that was recently compiled by the Thoracic Society of the Royal Australian College of Physicians for use by teachers in s9hools - the National Asthma Management Policy. Chapter 1 outlines introductory and background information to the study. Chapter 2 reviews the available information on asthma and its management and relevant policy on asthma and consists of 3 parts. Part A demonstrates that a need exists for information in a much wider area of the community than the medical community who manage the diagnosis and treatment of children's asthma. Part B demonstrates that this information is available from many sources and is able to provide appropriate information for the varying needs of a vast number of different health professionals and non-health professionals involved in the management of children with asthma . Part C shows that this information demand and supply has led to the development of public policy formation, which has formalised the responsibility and the duty of care placed on personnel whose job it is to implement that policy. There is an expectation also that the policy will improve the health status of the target population. Chapter 3 describes the methodology of the study. A critical appraisal of existing policies was conducted and comparison was made between the Queensland Education Department and the National Asthma Management Policies. This comparison was made in the form of the Needs and Function Policy Matrix and documented as an appendix. A theoretical framework for examining the existing asthma management policies was developed, using the model developed by Palmer and Short (1991). From the theoretical framework a matrix of policy needs and functions was developed. Each policy was in turn compared against the needs and functions policy matrix. Deficiencies in each policy were identified. A questionnaire was developed and circulated to teachers and principals by four school health nurses. The questionnaire data was coded, checked and validated. As part of the validation process, a number of respondents were excluded. A total of 189 questionnaires were returned. Of these, 167 were selected as a teacher only group. Cluster analysis and factor analysis were performed on questions 1 to 18. The results of the factor analysis were such that an asthma score was unable to be obtained. The cluster analysis indicated that there were relevant issues arising out of the cluster analysis. These issues related to teacher role in asthma management at school, the concern teachers had for the harmful effects of asthma medications, the prevention of asthma at school, and the teachers' knowledge of asthma. Two by two tables were constructed using questions 19 to 49 against such factors as teacher gender, age, number of years teaching and teacher's asthma status. No significant associations were found. Frequencies were obtained for questions 19 to 49 using the 167 class teacher group. Recommendations arising out of the literature review and the study are made. Chapter s discusses the results of the study, and Chapter 6 outlines the recommendations arising out of the study and literature review
