Article 238 EEC-Treaty lays down the external communal competence to conclude association agreements with a third state, a union of states or an international organisation. Before the proclamation ofthe ‘Global Mediterranean Policy’ in 1972, the Community entered in a variety of associations and trade agreements with most states bordering the Mediterranean.The agreements concluded after 1972 with the Maghreb, the Mashrak, Israel and Yugoslavia and supplemented with Turkey, Malta and Cyprus contain corresponding provisions regarding the objectives of the agreement, trade cooperation, economical, technical and financial cooperation and -if necessary- cooperation in the field of labour. They also lay down the competentions of the institutions called into existence by the agreements. From the negotiation to the implementation of the agreements, protocols and decisions, many formal and material juridical questions can be raised.

The Court of Justice has held that goods originating in the West Bank are not entitled to enter the European Union (EU) under the preferential tariff arrangements granted under the EC-Israel Association Agreement. The customs authorities of the Member States are not bound by the proof of origin status given by the exporting state when sufficient information is not provided, nor are they obliged to refer the matter to the Customs Cooperation Committee. The Court considers that the Association Agreements concluded with Israel and the Palestinian Authority (PA) must be interpreted in accordance with the rules and principles of customary international law. In doing so, the Court finds a way to resolve a technical dispute in a highly political context. The judgment sheds light on the Court’s view of the EU’s place within a wider set of norms governing the international system.

The article is devoted to the analysis of present-day international cooperation in the field of science, innovation and medicine. Using the example of the work of the Multidisciplinary Association for Psychedelic Science abroad, namely in Switzerland, Mexico and Israel, the author considers a completely new area of “diplomacy for science” — the cooperation in the study of illicit substances. Using the historical-genetic and retrospective method to immerse in the history of scientific diplomacy and psychedelic research in the territory of the selected country, the comparative method — to compare foreign and domestic political approaches, as well as using journalistic articles, medical articles and publications in the MAPS Bulletin as sources, the author considers the reason for conducting the MDMA/PTSD, LSD/End of Life Anxiety, and Ibogaine/Addiction studies in the selected countries.

ALMA was established with the prime objective of promoting knowledge, understanding and discussion of IHL. For that purpose, it has established several projects aimed at different audiences and with different goals. Since its establishment in March 2010, ALMA has managed to make its way to the front line through cooperation and dedication. This article provides an overview of ALMA's goals and projects, as well as its challenges and future aspirations in the quest to generate respect for international humanitarian law.

The POLYCHAR 16: World Forum on Advanced Materials, organized by the University of Lucknow, was held from 17 to 21 February 2008 in the capital of the state of Uttar Pradesh, India. The annual POLYCHAR conferences have been sponsored by IUPAC for several years and are known for combining the broad field of materials sciences with a clear focus on polymeric materials (the name "POLYCHAR" is derived from the term "polymer characterization"). POLYCHAR 16 was supported by many scientific associations and industries such as IUPAC, Abdus Salam International Center for Theoretical Physics (ICTP) (Trieste, Italy), Indian Space Research Organization (ISRO), Department of Biotechnology (DBT) (India), Council of Scientific and Industrial Research (CSIR) (India), Reliance Industries Ltd. (India), Department of Science and Technology (India), Indian Council for Medical Research (ICMR), Indian National Science Academy (INSA), Uttar Pradesh Council of Science and Technology (UPCST) (India), Lucknow Chapter, Materials Research Society of India (MRSI), and University of Lucknow.As in past years, POLYCHAR puts emphasis on the quality of research presented - in contrast to maximizing the number of participants. The areas covered include nanomaterials and smart materials; natural and biodegradable materials and recycling; materials synthesis; polymers for energy; rheology, solutions, and processing; mechanical properties and performance; characterization and structure-property relationships; biomaterials and tissue engineering; dielectric and electrical properties; surfaces, interfaces, and tribology; and predictive methods. Symptomatically, the number of papers on "green" science was higher than at POLYCHAR 15 last year in Búzios, Rio de Janeiro.There were a total of 292 registered participants from 35 countries (Austria, Bangladesh, Belgium, Brazil, China, Colombia, Croatia, Czech Republic, Egypt, Fiji, UK, France, Germany, India, Iran, Israel, Japan, Korea, Kuwait, Mauritius, Malaysia, Mexico, Nepal, Netherlands, New Zealand, Poland, Portugal, Russia, Sri Lanka, Slovakia, South Africa, Ukraine, USA, Uzbekistan, and Venezuela). This reflects the philosophy of POLYCHAR to provide an international forum to encourage young scientists and advanced students to present their scientific work and give them the opportunity to meet with colleagues and well-known scientists to discuss their results, exchange experiences, and make new contacts, in particular, international ones. Many industrial contacts and much international cooperation with exchange of students and scientists have resulted from this and earlier POLYCHAR meetings.This conference volume represents only a small fraction of the multitude of contributions from different parts of materials science - 48 oral contributions and 170 posters. Many of the contributions have review character, some represent excellent original contributions. Only a small number could be selected for this volume because of the limited space that is available. All this was possible with the sponsorship of IUPAC. Highlights of the conference were the Paul J. Flory Research Award (ex aequo) to Prof. Jiasong He, Institute of Chemistry, Chinese Academy of Sciences, Beijing, China; the International Materials Research Award to Dr. Rameshvar Adhikari, Tribhuvan University, Katmandu, Nepal; and numerous awards for young scientists and students, including the IUPAC Poster Award. The article is dedicated to the analysis of the problems of ensuring regional security in the Middle East, primarily through the settlement of the Arab-Israeli conflict; the author emphasizes the Israel’s abuse of references to “military necessity”, Israel’s repeated violations of international legal norms related to the institute of occupation, issues of territorial delimitation, peaceful settlement of international disputes, law of external relations, international humanitarian law and international human rights law, as well as actual political, military, financial and moral support from the United States for all actions of Israel; the article provides a list of arguments proving Israel’s unwillingness to take into account the interests of Palestine in the settlement of the conflict, as well as the interest of Israel and the United States in maintaining the confrontation between Israel and Palestine; a special attention is paid to the review of the history of close cooperation (partnership) between the United States and Israel, due to which the United States is unable to be an impartial and fair arbiter in the dispute between Palestine and Israel.

This dissertation aims to provide an understanding of the historical and contemporary dynamics of India’s foreign policy towards Israel within the context of religious identity from 1947 to 2015. A historical analysis of the relationship between India and Israel exhibits the ways that religious identity has served as a primary factor impeding as well as facilitating relations between the two nations. The analysis was done within the context of the historical Hindu-Muslim relationship in India and how the legacy of this relationship, in India’s effort to maintain positive relations with the Arab-Muslim world, worked to inhibit relations with Israel prior to normalization in 1992. However, the five years leading up to normalization, and thereafter, the dynamic is reversed with this legacy playing an increasingly progressive role in India-Israel relations via the social construction of shared meanings and identities between India’s Hindu majority with Israel’s Jewish majority. Social construction of shared meanings and identities are based, in part, within an historical/modern-day context of conflict with a minority, religious Other (Islam), and through bridges of connection based in other historical, cultural, social, and religious areas. Formal interviews, archival primary-source analysis of government documents, and secondary-source review were methods employed in the evaluation of the role of religion in India’s foreign policy towards Israel. In conclusion, this dissertation demonstrates the normative and functional effects that religious identities have played, and continue to play, in determining India’s foreign policy towards Israel given the fundamental role religious identity has historically played in the structuring of social perceptions, interactions and worldviews within Indian society up and through the present-day.

Historically there have been various discussions on how to achieve development from different scopes and spaces. The vision of development from a global space has undergone a significant evolution to the present day, in particular after World War II, in the context of international development cooperation. Within a regional space, economic cooperation mechanisms have shown to be dynamic and positive for development. This paper aims, firstly, to set forth a review of the evolution of the development vision from a global and regional perspective. Secondly, to analyze contributions in commerce from a regional development perspective through a comparative analysis of the Pacific Alliance and the Latin American Integration Association between 2005 and 2014, as economic cooperation mechanisms in Latin America and the Caribbean that seek development within the same region. / Históricamente han existido distintos debates para alcanzar el desarrollo, desde diferentes ámbitos y espacios. La visión del desarrollo desde el espacio global, ha tenido una importante evolución hasta nuestros días, principalmente después de la II Guerra Mundial, a través de la Cooperación Internacional para el Desarrollo (CID). Desde el espacio regional, los mecanismos de cooperación económica han reflejado ser dinámicos y positivos para el desarrollo. Por ello, el presente trabajo pretende en primera instancia, realizar una revisión de la evolución sobre la visión de desarrollo desde un contexto global y regional. En una segunda fase, busca analizar las aportaciones comerciales, desde una visión del desarrollo regional, por medio de un análisis comparativo de la Alianza del Pacífico (AP) con respecto a la región y a la Asociación Latinoamericana de Integración (ALADI) para el periodo 2005-2014, como mecanismos de cooperación económica en América Latina y el Caribe (ALyC) que buscan un desarrollo dentro de la misma región.

Since its inception, Israel has wrestled with attempts by adversaries to keep her politically isolated in the international arena. To garner more friends and expand diplomatic reach, Israeli leaders initiated a strategy of sharing specialized knowledge with other nations. The technologies and knowledge shared were based on the experience gained from Israel’s distinctive security and developmental struggles. The transfer of technology developed into a foreign policy instrument in Israel’s overall international relations. Technical cooperation became part of a broader foreign relations drive that sought to deliver greater diplomatic recognition for Israel. This strategy, which continues to present times, was born mostly out of two major necessities for the young struggling state. The first, to boost Israel’s political stature in international forums. The second, to counterbalance efforts by Israel’s rivals to keep the Jewish State isolated in the Middle East and the rest of the world. In the early years of the initiative, the technology transfers were mostly confined in fields related to agriculture and the military. In more recent years, the rise of Israel’s hi-tech industry has attracted worldwide attention creating new opportunities for Israeli foreign policymakers to widen the scope of technologies to be offered as part of international partnerships. The dissertation examines the interplay of technology/knowledge transfers as a source of soft power for Israel in efforts to advance relationships even with seemingly unlikely partner nations. It explores the usefulness of know-how sharing in the making, growing and maintaining Israel’s relationships with two influential Asian countries. The study considers the multiple factors including the convergence of interests as drivers of Israel’s ties to India and China in both secretive and open relationships. Over the span of five decades, the Jewish State’s international cooperation efforts have grown in scope of expertise in areas like agriculture, defense, anti-terrorist training, and disaster relief. The study explores the weight of Israel’s technology transfers as tools of diplomacy in terms of propping up trade ties, gaining more favorable policies towards Israel in the context of the conflict with Palestinians and boosting bilateral exchanges in the form of official visits and treaties.

O tema central deste trabalho é analisar a atuação da American International Association for Economic and Social Development (AIA), agência filantrópica fundada por Nelson Rockefeller, durante o período compreendido entre 1946 e 1961 no Brasil. Procurando promover projetos que levassem à obtenção melhores padrões de vida à população latino-americana, principalmente àquelas do meio rural, a AIA atuou num contexto de consolidação da influência norte-americana e manutenção de interesses políticos e econômicos na América Latina e no Brasil, difundindo e adaptando programas de assistência técnica originados nos Estados Unidos às realidades locais. Contudo, este trabalho procura demonstrar que o processo de negociação envolvendo a realização das atividades da AIA foi cercada por resistências e dificuldades de adaptação, levando a constantes reorientações dos trabalhos.
It aims to analize the work of American International Association for Economic and Social Development (AIA), a philanthropic agency founded by Nelson Rockefeller, between 1946 and 1961 in Brazil. Aiming to promote better standards of living to the Latin American rural population, AIA’s emerged in a historical context of increasing US economic and politic influence over Latin America and Brazil, diffusing and adapting US technical assistance programs to local contexts. However, this research developed the idea of an intense process of political negociation, including resistance from Brazilian political staff. Also, there was many difficulties in adapting these programs to the local context, leading to constant reorganization of the AIA’s work in Brazil.

L’outre-mer comprend des régions, des pays et des territoires aux statuts divers et au passé hérité en grande partie des grandes puissances européennes, ce qui les a placés dans une communauté d’intérêts avec les Etats auxquels ils sont rattachés mais aussi avec l’Union européenne (UE).Néanmoins, ces régions, pays et territoires n’ont eu cesse de reconstruire entre eux des liens historiques et culturels et de tisser des relations avec l’ensemble de l’outre-mer afin de présenter une cohérence d’ensemble dans leur négociation avec l’Union européenne.Les régions ultrapériphériques appliquent le droit communautaire tandis que les pays et territoires d’outre-mer, situés en dehors du territoire communautaire, connaissent un régime d’association avec l’Union européenne.Le Danemark, l’Espagne, la France, les Pays-Bas, le Portugal et le Royaume-Uni ont procédé aux réformes constitutionnelles autorisant de multiples évolutions statutaires dans le respect du droit à l’autodétermination des populations.Forts d’une évolution statutaire et d’un développement économique et social continu, les régions, pays et territoires d’outre-mer souhaitent maintenant faire valoir leurs droits et défendre leurs intérêts au niveau européen et sur la scène internationale.La globalisation des politiques les incite à se regrouper au sein d’institutions internationales. Le rattachement de ces territoires à des Etats de droit leur a ouvert la voie à des systèmes juridiques bien structurés mais aussi aux valeurs européennes. The Overseas regions, countries and territories present various statuses inherited mainly from the major European Powers which placed them in a relationship of a common interest not only with their mother countries but also with the European Union (EU).However, these territories have continuously re-built between them historical and cultural links, and weaved relationship within the entire Overseas to appear as a constituted whole while negotiating with the EU.The outermost regions (OR) apply Community Law while the Overseas Countries and territories (OCT) situated outside the territory of the Community, have Association Arrangements with the EU.Denmark, France, Netherlands, Portugal, Spain and United Kingdom have proceeded to necessary constitutional reforms to allow numerous articles amendments in respect of right to self-determination of peoples.At the light of statutory amendments and of a continuous economic and social development, the Outermost regions (OR) and the Overseas Countries and Territories (OCT), now wish to assert their rights and to defend their interests at European and International level.Globalisation of policies encourages OR and OCT to gather within International bodies. The rule of law of the related countries opens them to well-structured legal systems and to European values. The outermost geopolitical localisation makes them to have access to international relations.The purpose of this thesis is to demonstrate the interdependence between these different legal systems and the impact of European and International Law on the statutory amendments of the Overseas towards more autonomy, but also liabilities and involvement on their own development by using their regional environment, inter-regional and transnational cooperation and taking part at the works of international organisations

[Preface - Nico Jooste]: For more than ten years, we have been involved in implementing internationalisation of South African Higher Education. The we I am referring too, are those who are both visionaries and passionately dedicated to the process of internationalisation. A small group of South African Higher Education administrators, academics and senior managers involved themselves in the process of internationalisation of their institutions, and collectively the South African system. This process of internationalisation started as an uncoordinated response to the demands of a South African higher education system that was determined to break with the past, and re-connect with global higher education, it was left to a few dedicated visionaries to create the support structure that would not only assist the higher education institutions, but also the system. The other bodies that were supposed to pay attention to this very important aspect of Higher Education in the 21st century were too busy with other, equally important, matters. It became clear that the priorities of organisations like SAUVCA were not internationalisation, and IEASA was established as the vehicle to promote it. This story of IEASA needed to be told. This book is not aimed at IEASA members only, but also at the broader higher education public. This is the story of an organisation that touched all parts of South African Higher Education society as well as the broader society. It is partly the ‘corporate memory’ of Internationalisation, as well as a reflection on achievements. Ten years looked like a short period to reflect on an organisations history, I am however of the opinion that in a society that is changing so rapidly, we need to reflect more frequently on the past so that we can plan a better future. For any historian operating in the modem era of electronic communication, access to sources of information has become a major challenge. IEASA, Thilor Manikam in particular, needs to be commended for the accurate record keeping of events over the past ten years. Kirstin Nussgruber very diligently captured the efforts of the forces driving the establishment of IEASA for the first two years. This book was mainly based on evidence gathered from minutes, reports and letters that are in the possession of the IEASA Office. I also had the privilege, and advantage, to be a member of the Executive Committee for the past five years. This book cannot be the last word on IEASA, as it is only the view of a member. The bias is thus toward IEASA and focusses mainly on its achievements. Chapter 3 focusses mainly on the achievements of a voluntary organisation. The efforts over the ten years of three persons namely. Roshen Kishun as President, Derek Swemmer as Treasurer, and Thilor Manikam as the Administrator stood out, and was the stabilising factor during the foundation years. The role of Roshen Kishun in the publication of Study South African cannot be underestimated. Without his vision, drive and effort, this publication would not be preparing for the launch of the seventh edition. It is a unique source of information about South African Higher Education. Very few other systems, if any. produce such a publication. Although the author was requested by the IEASA Executive Committee to write this book, the views expressed in this publication is not the views of the Executive Committee, but that of the author.

The Algerian-European association, signed on 19 December 2001 in Brussels and enforced on 1 September 2005, represents a partnership in terms of human rights. Sett off by the Barcelona Declaration of 27 & 28 November 1995, it nowadays serves as the best model for a genuine implementation of human rights in the field of assocation agreements. Inspired by Euro-Mediterranean policy whose objective is the promotion as well as protection of human rights, as stated in the universal declaration of human rights, it affects the parties, domestic and international policies and represents and essential element in the implementation of the Algerian-European association agreement. Is there a genuine implementation of the Algerian-European association agreement in the perspective of the respect of human rights? And what are the means used for that propose?

This thesis draws on David Harvey’s concept of “accumulation by dispossession” and an international political economy (IPE) approach centred on the institutional arrangements and power structures that privilege certain actors and values, in order to critique current capitalist practices of primitive accumulation by the global corporate extractive industry. The thesis examines how accumulation by dispossession by the global extractive industry is facilitated by the “free entry” or “free mining” principle. It does so by focusing on Canada as a leader in the global extractive industry and the spread of this country’s mining laws to other countries – in other words, the transnationalisation of norms in the global extractive industry – so as to maintain a consistent and familiar operating environment for Canadian extractive companies. The transnationalisation of norms is further promoted by key international institutions such as the World Bank, which is also the world’s largest development lender and also plays a key role in shaping the regulations that govern natural resource extraction. The thesis briefly investigates some Canadian examples of resource extraction projects, in order to demonstrate the weaknesses of Canadian mining laws, particularly the lack of protection of landowners’ rights under the free entry system and the subsequent need for “free, prior and informed consent” (FPIC). The thesis also considers some of the challenges to the adoption and implementation of the right to FPIC. These challenges include embedded institutional structures like the free entry mining system, international political economy (IPE) as shaped by international institutions and powerful corporations, as well as concerns regarding ‘local’ power structures or the legitimacy of representatives of communities affected by extractive projects. The thesis concludes that in order for Canada to be truly recognized as a leader in the global extractive industry, it must establish legal norms domestically to ensure that Canadian mining companies and residents can be held accountable when there is evidence of environmental and/or human rights violations associated with the activities of Canadian mining companies abroad. The thesis also concludes that Canada needs to address underlying structural issues such as the free entry mining system and implement FPIC, in order to curb “accumulation by dispossession” by the extractive industry, both domestically and abroad.

After the fifth enlargement of European Union in 2004 and with the expansion of European Unions borders and new neighbors, it became one of the important policies to provide security, stability and prosperity, and develop relationship between neighborhood countries. Although, enlargement process provide some opportunities to the member states of European Union, it brings about some difficulties. The differences at the life standards, environment, public health, prevention and combating organized crime between European Union and neighbor countries caused to create new policies. European Neighborhood Policy was launched in 2004, and consists of 16 countries, namely: Israel, Jordan, Moldova, Morocco, The Palestinian Authority, Tunisia, Ukraine, Armenia, Azerbaijan, Egypt, Georgia, Lebanon, Algeria, Syria, Libya and Belarus. European Union and the partner country sign the Partnership and Cooperation Agreements or Association Agreements, and then the Agreement Action Plans are mutually adapted. Action Plans include privileged relationship, mutual commitment to common values, democracy and human rights, legal and market economy principles, good governance, sustainable development, energy and transportation policies. Within the framework of European Neighborhood Policy, the main aim is to arrange the relationship between the neighbors of European Union. In this study, economic effects of the European Neighborhood Policy will be examined for the relevant countries.

Arab countries are one of the most important energy supply bases in the world and a key area for China's ‘Belt and Road’" initiative(BRI). China and Arab countries have long been committed to enhancing energy cooperation. While the global energy transition is the background of China-Arab energy cooperation, the international situation in the region is still in flux, but there is a good political foundation for China-Arab energy cooperation. These are the basic conditions for China-Arab energy cooperation. Against the backdrop of energy transition and continuous changes in the international situation, China and Arab countries are working together to promote energy cooperation in terms of policy design, mechanism improvement, industry chain layout, human resource support and project implementation, combining the BRI and ‘a Community with a Shared Future for Mankind’, and the ‘China-Arab Community with a Shared Future’ in order to promote the building of a China-Arab community of energy cooperation. China-Arab cooperation in the oil and gas sector continues at a high level, while new energy sources are becoming the highlight of China-Arab energy cooperation, which is the ‘new’. In addition, despite frequent changes in the international situation, China and Arab countries have insisted on promoting a community-based approach to cooperation, which is a ‘new’ way of cooperation compared to the energy strategies of Western countries.

This article presents the results of an analysis of energy cooperation between the EU and Israel, which is aimed at reducing the dependence of European states on Russian energy carriers. The need for getting rid of energy dependence on Russian oil, gas and coal among the EU member states arose after the invasion of Russian troops in Ukraine on February 24, 2022. The Russian-Ukrainian war led not only to the deterioration of Russian-Ukrainian relations, but also to the imposition of Western sanctions against Russia, a country that is the main supplier of energy to the European market. The desire to abandon Russian energy carriers forced the European states to look for new suppliers of oil, gas and coal. One of these suppliers decided to become Israel, which, according to Western human rights activists, is pursuing a policy of apartheid. The purpose of this study was to analyze the cooperation between the European Union and Israel in the field of natural gas supplies from the eastern Mediterranean Sea. During the study, the author came to the conclusion that this cooperation: 1) most likely will not help the countries of the European Union to fully compensate for the reduction in natural gas supplies from Russia; 2) carries risks for the reputation of the European Union as a defender of human rights and freedoms in the world (because Israel continues to pursue an aggressive foreign policy in the Middle East, continues to occupy and annex the territories of neighboring states, build illegal Jewish settlements in the occupied territories11 of Palestine and Syria, conduct apartheid, commit politically motivated assassinations of their critics).

At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center (GDPC) provided the funding. Medellin launched a series of strategies to become smart city. They are oriented to the citizen, through a series of services that improve their quality of life as they develop capacity and organizational structure in the entities that control mobility, the environment, and safety. In addition, these initiatives have created mechanisms to communicate and interact with citizens in order to promote continuous improvement of smart services.

This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. Anyang, a 600,000 population city near Seoul is developing international recognition on its smart city project that has been implemented incrementally since 2003. This initiative began with the Bus Information System to enhance citizen's convenience at first, and has been expanding its domain into wider Intelligent Transport System as well as crime and disaster prevention in an integrated manner. Anyang is evaluated as a benchmark for smart city with a 2012 Presidential Award in Korea and receives large number of international visits. Anyang's Integrated Operation and Control Center (IOCC) acts as the platform that gathers, analyzes and distributes information for mobility, disasters management and crime. Anyang is currently utilizing big data for policy development and is continuing its endeavor to expand its smart city services into areas such as waste and air quality management. Anyang's success factors are the government officials' continuous willingness towards service development and the establishment of cooperation system among the smart city-related organizations.

At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. As an international destination for theme parks, sporting events and conventions, Orlando approaches the smart city operation through Orlando Operations Center (OOC), an integrated facility established in 2001 by the Mayor after the 1997 hurricane. The major features of the integrated operation include the sharing of fiber optic networks and CCTV cameras, and close cooperation between transport, police and fire departments for road, criminal and disaster incident, and the emergency operation center within the OOC taking the lead in case of special event management and large-scale natural disasters. Along with the OOC, the city hall also utilizes smart city functions such as red light violation enforcement through detectors, bus management through AVL technology, GPS garbage truck tracking, and GIS water management. Orlando has experienced significant benefits in terms of shortened decision-making and response time, reduced operation cost, and improved environmental impacts, as well as enhanced service quality and communication with citizen.

This, coupled with the diversity of services that are integrating technology throughout, means that today, the city, through its council, the university, and the successful tenderers for municipal services, is participating in more than 15 international projects. The next step, already underway, will be the integration of all smart services (e.g., water supply, solid waste collection, street lighting, and public transportation) into a single smart platform that will allow them to interact with each other and represents a step toward efficiency and smart city management.

Songdo, as part of Incheon Free Economic Zone, is an iconic new smart city of Korea that hosts international business events and attract IT, biotech, ad R&D facilities. Its smart city initiative began in 2008 and is still ongoing with an aim for completion by 2017. The project is largely divided into six sectors including transport, security, disaster, environment, and citizen interaction while other services related to home, business, education, health and car are also being developed. Specialized service in Songdo includes smart bike services, criminal vehicle tracking and monitoring unusual activities through motion detecting technology while Integrated Operation and Control Center (IOCC) readily facilitates collaboration between various agencies and citizen engagement. Songdo smart city initiative is managed by Incheon U-city Corporation, a private- public partnership in order to secure funding for system operation through effective business model.

Namyangju, a city of 650,000 populations in Korea has been promoting smart city project since 2008 as a response to recent growth of population, increased share of transport and crime rate. Namyangju offers various civic services especially via smartphone such as customized real-time road CCTV images, traffic flow and incident information, as well as application for senior resident protection. Namyangju is also equipped with security system at bus stops and multifunctional "smart pole", which combines street light, CCTV, and traffic signal controller to promote efficient use of roadside facility. The city promotes local economy through online market system making use of its local organic farms and actively utilizes bus stops and roadside VMS in attracting advertisement to raise regular profit. Namyangju is in the process of installing 101km fiber-optic network and plans to complete the construction of Integrated Operation and Control Center (IOCC) by 2016. The city's current focus is on citizen interaction and further business model development.

The case study includes the experience of the city of Rio de Janeiro in smart city initiatives, focusing mainly on Rio Operations Center Project-COR. The methodology was based on field research, site visits, publications, and interviews held with representatives of local government of the City of Rio de Janeiro. The report addresses the city backdrop, the main urban challenges, the history of digital initiatives, and their evolution over time. For the Rio Operations Center, the general model of participation, organizational aspects, the keys functions, the monitored events, the mechanisms for access, dissemination of information, and the decision-making process are described, as well as the typologies of existing systems and their integration with COR. The study concludes that it is a successful model with a high degree of maturity, and that sharing the experience of Rio de Janeiro with other cities is very important. However, the model needs to continue evolving and rely on strong institutional support so that Rio de Janeiro's population can increasingly enjoy the benefits of technological innovations applied to the city's daily challenges.

At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. Pangyo is a new city built from 2003 onwards near Seoul with a vision to become the Silicon Valley of Korea. Approximately 75 million USD of the development gain was allocated to smart city implementation, which took place in one shot within 3-4 years along with the city construction. Pangyo classifies its services into smart portal, facility management, security, disaster, and environment. Interesting aspects of Pangyo are the use of smart kiosk media boards for information provision and real-time management of street lights and waterworks. Key advantage of Pangyo is the low concern for investment overlap from simultaneous development of new city and smart city system, which also enabled high degree of integration of various functions in a spacious smart city operation center as well as utilization of fiber-optic network. Pangyo is currently making various attempts to generate revenue to cover maintenance cost through attracting advertisement on media boards and kiosks, and providing education contents to citizens at low charge.
