Purpose – Intervention programmes can potentially aid medium-sized manufacturing companies (MMEs) in improvement work that they otherwise would not undertake. The purpose of this paper is to identify intervention programme functions that support MMEs in the adoption of operations improvements. Design/methodology/approach – Empirical material on one programme, Production Leap, was mainly collected through 11 interviews and an internal-to-the-programme two-day workshop. This material was arranged to describe the programme’s design, and subsequently compared with a theoretical framework based on the literature on operations improvements and interventions. Findings – The interventions were divided into phases focusing on management and employees, each of which is seen as key to planning and commitment. Collaborations with labour unions and trade organisations were found to be important for gaining trust among employees and companies. Research limitations/implications – Earlier research has identified critical factors for interventions in companies, which this paper groups into governance, involvement, and change agent approach. This paper demonstrates how a programme may or may not operationalise such factors, as well as identifies further factors. Practical implications – Practitioners and policy makers may use these findings in the design of support for MMEs, including further improvement programmes. Originality/value – Earlier studies on programmes have examined individual companies, while this paper analyses how a programme may be designed to aid MMEs in the adoption of systematic operations improvements.

A home-based reinforcement programme was implemented to decrease classroom rule violations by a 16-year-old boy with a long history of disruptive behaviour in a secondary school classroom. The critical features of the intervention are described and discussed, including the fading procedure employed to maintain the behavioural gains exhibited during the programme's operation. The usefulness of minimal interventions, such as home-based reinforcement programmes, in the management of problem behaviour in schools is discussed, and comment is made on some possible benefits to behavioural practice of the collaborative style of intervention exemplified.

Although it is generally believed that early intervention programmes are an effective means to stimulate children’s cognitive development, many questions remain concerning programme design and delivery. This article reviews 19 studies into the effectiveness of early intervention programmes published from 1985 onward. The database comprised 85 different outcomes or effect sizes (71 in the cognitive domain, 14 in the socioemotional domain). The overall effect size estimate was d 1/40.32 ( SE 1/4 0.05) in the cognitive domain, and d 1/4 0.05 ( SE 1/4 0.02) in the socioemotional domain. Effect sizes were found to depend on delivery mode. Centre-based interventions and interventions following the combined home- and centre-based delivery mode produced greater effect sizes than did home-based programmes in the cognitive domain, but not in the socioemotional domain. The programme inclusion of coaching of parenting skills was also positively related to outcomes in the cognitive domain. Several other programme characteristics, including age of onset, programme length and intensity, continuation after kindergarten, and the inclusion of social or economic support, appeared not to be uniquely related to outcomes.

Whether post-conflict reconciliation programmes are able to change hostile behaviours is not known. This study sought to assess the influence of reconciliation programmes on the reconciliation attitudes of war-affected adolescents in two communities in Northern Uganda. Four hundred and forty five adolescents within two communities, one with and the other without interventions were assessed for exposure to war-related and daily stressors and place of residence using hierarchical regression analysis to predict reconciliation attitudes. Adolescents in the non-intervention community recorded more positive and also more negative reconciliation attitudes; exposure to daily and war-related stressors was more positively associated with increasing reconciliation attitudes among adolescents in the non-intervention than those in the intervention community. Overall the programmes recorded limited impact on reconciliation attitudes, perhaps due to the pervasive adverse social situation of the people. Conclusion: there is a need for multi-pronged, collaborative programme efforts targeting holistic recovery programmes with focus on changing negative reconciliation attitudes.

Background: Cardiovascular disease (CVD) is the leading cause of death worldwide. Cardiac rehabilitation (CR) is a complex intervention that aims to stabilise, slow, or reverse the progression of CVD and improve patients’ functional status and quality of life. Digitally delivered CR has been shown to be effective and can overcome many of the access barriers associated with traditional centre-based delivered CR programmes. However, there is a limited understanding of the behaviour change techniques (BCTs) and intervention features that maximise the effectiveness of digital programmes. Therefore, this systematic review will aim to identify the BCTs that have been used in digital CR programmes and to determine which BCTs and intervention features are associated with programme effectiveness. Methods: PubMed, MEDLINE (Ovid), EMBASE, CINHAL, PsycINFO and Cochrane Central Register of Controlled Trials will be searched from inception to June 2021 for randomised controlled trials of digital CR with CVD patients. Screening, data extraction, intervention coding and risk of bias will be performed by one reviewer with a second reviewer independently verifying a random 20% of the articles. Intervention content will be coded using the behaviour change technique taxonomy v1 and the Template for Intervention Description and Replication (TIDieR) checklist and intervention features will be identified. A meta-analysis will be conducted to calculate the pooled effect size of each outcome, and meta-regression analyses will investigate whether intervention features and the presence and absence of individual BCTs in interventions are associated with intervention effectiveness. Discussion: The review will identify BCTs and intervention features that are associated with digital CR programmes and adopt a systematic approach to describe the content of these programmes using the BCT taxonomy (v1) and TIDieR checklist. The results will provide key insights into the content and design of successful digital CR programmes, providing a foundation for further development, testing and refinement.

To ensure price and economic stability, the central bank of Nigeria has adopted several unconventional monetary policy measure such as MSMEs credit intervention with the aim of boosting credit availability in specific sector of the economy. The intuition is that rise in productive activities/investment will indirectly promotes price stability the core mandate of the bank. Therefore, this study investigated the challenges facing implementation of real sector (MSMEs) intervention programmes of the CBN since year 2000 to 2020. The study employed mixed method using descriptive survey approach to sample 62 intervention programme implementers and 400 Micro, Small and Medium Sized Enterprises (MSMEs). The findings reveal among others that high loan default risks, politicization of programmes, and inadequate infrastructural development are the leading challenges facing programme implementers in Nigeria. Applicants' non-eligibility in programmes applied for, poor business plan or inadequate knowledge in proposed business topped the reasons for failures among applicant MSMEs. Consequently, a need for more public-private partnerships in programme design, monitoring, and evaluation to forestall political interference is advised.

This practice note presents four conceptual tools intended to support the design, selection and evaluation of research capacity strengthening (RCS) programmes in low-income and middle-income country settings. The tools may be used by a wide range of RCS stakeholders, including funders, implementing parties and programme evaluators, to guide decision-making in lieu of largely as yet unavailable empirical evidence. The first conceptual tool guides decision-making regarding RCS intervention design, focusing specifically on the combination and integration of potential intervention activities. The second conceptual tool provides a framework for assessing the implementation challenges of potential RCS interventions in terms of: (1) the overall cost of implementing the proposed intervention in a given context; (2) the length of time required to complete full implementation of the proposed intervention in a given context and (3) the level of control the implementing partners would have over the proposed intervention in a given context. The third conceptual tool provides a means to consider the anticipated impact of potential RCS interventions in order to inform selection decisions (ie, which out of a number of potential RCS intervention options may be most impactful in a given setting given the intervention design and implementation challenges). The fourth and final tool is designed to support the evaluation of a collective RCS effort, whether that be multiple RCS interventions delivered within the context of a single or continuous programme or multiple RCS programmes delivered in a common setting.

The study aimed to describe ages at identification and initiation of early intervention (EI) services for children enrolled in centre-based EI programmes in Gauteng, as well as to describe the nature of EI services that the children received. The researchers conducted retrospective record reviews of the EI programme files. In addition, caregivers of eight children identified with hearing impairments and enrolled in centre-based EI programmes in Gauteng completed a newly constructed questionnaire. The caregiver questionnaire produced data pertaining to the child's family demographics, background information and schooling history. Descriptive statistics were used to analyse the data, using frequency distribution and measures of central tendency. None of the children received newborn hearing screening services, thus they were identified late following maternal suspicion of hearing impairment. Late identification of the hearing impairment resulted in suboptimal initiation of EI services. All the children received aural habilitation and/or speech–language therapy services. These findings indicate that there is a great need for the establishment of widespread early hearing detection and intervention programmes that will lead to earlier identification of infant and childhood hearing impairment and timely initiation of EI services.

Public health and service delivery programmes, interventions and policies (collectively, ‘programmes’) are typically developed and implemented for the primary purpose of effecting change rather than generating knowledge. Nonetheless, evaluations of these programmes may produce valuable learning that helps determine effectiveness and costs as well as informing design and implementation of future programmes. Such studies might be termed ‘opportunistic evaluations’, since they are responsive to emergent opportunities rather than being studies of interventions that are initiated or designed by researchers. However, current ethical guidance and registration procedures make little allowance for scenarios where researchers have played no role in the development or implementation of a programme, but nevertheless plan to conduct a prospective evaluation. We explore the limitations of the guidance and procedures with respect to opportunistic evaluations, providing a number of examples. We propose that one key missing distinction in current guidance is moral responsibility: researchers can only be held accountable for those aspects of a study over which they have control. We argue that requiring researchers to justify an intervention, programme or policy that would occur regardless of their involvement prevents or hinders research in the public interest without providing any further protections to research participants. We recommend that trial consent and ethics procedures allow for a clear separation of responsibilities for the intervention and the evaluation.

This dissertation reports an evaluation study which was done with an educational programme for Automotive Service Technicians which was adapted for South African conditions and derived from a programme used internationally, and originally developed in Schweinfurt, Germany in 2005. The programme was designed to answer to particular problems experienced during automotive driveline-component installations. Since the inception of this programme, ZF Germany had been training representatives from their different subsidiaries over the world on the essential elements of automotive driveline installation protocol. The representatives were trained to adapt the core programme in accordance with the particulars of the vehicle populations in each respective country, and the researcher has performed this task The aim of this research was to evaluate the effectiveness of one particular module known as “Guidelines to clutch replacement” with regard to bringing about the desired changes in knowledge, attitude and behaviour within the trainees. Previous anecdotal feedback from the industry had suggested that the programme had been helpful in the reduction of installation errors, but the extent of the successes and failures of the programme had been unknown until this study. The training department at ZF South Africa was tasked to design further training modules based on the findings of the module under study in order to establish the successes and failures of the core concept for improvement of successive programmes. The approach for this programme evaluation was utilization-focused which allowed the researcher to choose from and combine a variety of data collection strategies over the complete range of summative and formative evaluation approaches. However, in keeping with the stated aim of this study, this study had been limited to a summative inquiry by employing a quantitative data collection strategy at the hand of a quasi-experimental research design. This research report presents the findings of a one-day intervention programme that was offered to Automotive Service Technicians in the Gauteng area. The conceptual framework that was adopted for the research was based on the four level evaluation framework of Kirkpatrick (1998) with the first three levels having been empirically tested and the fourth level discussed on the basis of empirical information. Findings suggest that although the levels of knowledge-acquisition could not to be considered as high, behaviour modification had indeed been observed to be in alignment with the clutch-installation-protocol and almost all the respondents had adopted the protocol as their preferred way of executing clutch installations. In addition, most respondents found the programme to be pleasant and of a high utility value. Certain problems with the programme became evident, such as the pace having been too fast; printed hand-outs were not considered to have high utility value, and sensitivity to personal and cultural differences were found to be lacking. The low levels recorded for knowledge acquisition may be language related which possibly relates to the fast pace of the course. The research findings suggest that the course should be spread over two days instead of one day and be augmented with practical demonstrations and re-designed printed hand-outs. In order to effectively measure level four of the Kirkpatrick framework, criteria of concern should be negotiated with participating organisations in order to provide relative data for answering research questions on this level. Procedures for collecting data over the course of several years need to be established and agreed upon by all stakeholders for such data to be reliable and valid in the inclusion of a time-series study. Regarding a relatively simple programme such as the programme under study with programme objectives that have a predominant procedural-knowledge focus, the Kirkpatrick framework has been found to be effective and its procedures may be applied in other industry-based training programmes. An added academic contribution to the previous one is that the Kirkpatrick framework as utilised in this study has shown that the framework offers a high utility value for fast-paced short courses where contact time with trainees are limited and evaluation designs need to fit in with the practical limitations. The high utility value of the Kirkpatrick framework became evident in the findings of this study where transfer of learning had evidently taken place regardless of possible learning problems such as language barriers.

Low-intensity parenting programmes play a key role in a public health approach to parenting support and are designed to be a cost-effective intervention for child conduct problems. Several studies that have evaluated a single topic-specific Triple P–Positive Parenting Program Discussion Group, an example of a low-intensity parenting programme, have found promising results for improving child and parent outcomes among parents with young children. This thesis aimed to examine ways to enhance the intervention outcomes of low-intensity topic-specific parenting groups for parents with young children. In study one, the effects of generalisation promotion strategies, such as teaching multiple exemplars, were examined. As a single training exemplar may not be sufficient for parents to effectively generalise parenting skills, multiple exemplars may assist parents to flexibly apply skills across a range of behaviours and settings leading to greater change in child behaviour, parenting practices, and parenting self-efficacy. This study also sought to extend the literature by examining the effects of low-intensity parenting groups with parents of primary school aged children using topics relevant to this development phase and investigating outcomes for mothers and fathers separately. A two arm randomised control trial design was used to compare the two conditions (single exemplar vs. multiple exemplar). Participants were 75 mothers and 58 fathers with a 5-8 year old child displaying at least a mild level of conduct problems. They represented 78 families: 66 two-parent families and 12 single parent families. Among two-parent families, there were 55 mother-father pairs, nine mothers who participated alone, and two fathers who participated alone. The majority of the single parent families were mothers (n = 11). Self-report measures of child behaviour, parenting practices, parenting self-efficacy, parent’s perceptions of their parenting role experience, parental mental health, inter-parental conflict, partner support, and partner relationship satisfaction were completed by parents at pre-intervention, post-intervention, and 6-month follow-up. Satisfaction with each intervention condition and the individual sessions was also examined. Low-intensity topic-specific parenting groups led to improvements on a range of child and parent outcomes for both mothers and fathers of primary school aged children. Receiving multiple exemplars resulted in more robust change in mother- and father-rated child behaviour, mothers’ parenting practices, and mothers’ behavioural parenting self-efficacy at post-intervention. For mothers in the multiple exemplar condition, superior improvements in child behaviour, parenting practices, and behavioural parenting self-efficacy were maintained at 6-month follow-up. Greater improvements in mothers’ setting parenting self-efficacy, mental health, and perceptions of partner support were also found at 6-month follow-up among the multiple exemplar condition. The second study in this thesis added to the literature on low-intensity parenting programmes by exploring whether addressing parental mental health, in addition to parenting, was beneficial for parents with young children. As poor parental mental health is linked with child conduct problems, negative parenting practices, and can negatively impact the effects of parenting programmes for families, simultaneously addressing parental mental health when delivering low-intensity parenting programmes may be advantageous. A mixed-method quasi-experimental evaluation of a combined low-intensity parenting and mental health programme was conducted. Thirteen families with a 3-8 year old child took part in the study. Self-report symptoms of anxiety, depression, and stress and ineffective parenting practices were obtained at pre-intervention, mid-intervention, post-intervention, and 3-month follow-up. Parents also completed self-report measures of child behaviour, parenting self-efficacy, parent’s perceptions of their parenting role experience, family relationships, and positive mental health at pre-intervention, post-intervention, and 3-month follow-up. Post-intervention semi-structured interviews were conducted with 12 parents and explored parents’ experiences of taking part in the programme, their perceived impact of the programme, and their implementation of strategies. The combined intervention produced promising changes in parenting practices and parental mental health. Parents perceived some positive impacts after attending the programme and generally the combined programme was acceptable to participating parents. Collectively, the findings from the two studies suggest that low-intensity topic-specific group parenting programmes have positive effects for young children and parents. Delivering multiple exemplars leads to added benefits and addressing parental mental health simultaneously has positive effects for families.

Given the question of how to further decrease childhood mortality and attain the fourth MDG in Bangladesh, the determinants of childhood mortality and successful health intervention programmes in a rural area of Bangladesh are examined in this paper. The binominal logit regression analysis, on Matlab HDSS data from 2001 to 2005, indicates that the child’s birth order, outcome of mother’s previous pregnancy, mother’s age, mother’s education, economic condition of the household, immunization, and place of delivery are important determining factors of childhood mortality. Interview discussions show that the delivery of health services is a determining factor for successful health intervention programmes. It is worth to note that childhood mortality levels are no longer significantly lower in the treatment area of Matlab. Furthermore, the intervention programmes in the area require continuous reform, especially in the fields of birth assistance and injury prevention.

Background: With the aging of the global population, the prevalence and incidence of Alzheimer’s disease or related dementia are increasing. Most mild or moderate dementia clients are taken care of at home by informal caregivers, which leave a heavy burden to the caregivers. Researchers have found out that with good intervention services and programmes for the caregivers, their burden, emotional distress and even the care recipients’ symptoms and institutionalization rates would be improved. Objectives: This project is to review these researches to evaluate whether the interventions are effective and/ or cost-effective and how the decision-makers could use the results for evidence-based policy. Methods: A literature search was performed on randomized controlled trials in education, information/ support intervention programmes published from October 2005 to July 2012. Electronic databases (EBSCO, PubMed and CNKI) were searched until July 2012. The Consolidated Standards of Reporting Trials (CONSORT) checklist for reporting randomized controlled trials was used as the guideline to evaluate the quality of identified papers. Results: 16 papers (15 studies) were included in this review and classified into three groups, as home-based, individual-based and group-based interventions. This review found that the intervention programmes had various outcomes and showed some evidence of effectiveness. Most of the papers had good quality. The home-based programmes showed cost-effectiveness in the identified studies. Conclusion: There was some evidence that the home- and group-based interventions were effective and the home-based interventions could be cost-effective. Further studies are recommended and a meta-analysis on the studies and more researches on economic analysis are needed. A community-based long-term dementia management should be built up for better outcomes.

This thesis examines the utility of assessment tools and interventions with mentally disordered offenders (MDOs). A systematic review of the literature explores what can be learnt from efficacy studies of structured group work programmes, focusing upon the evidence base for 'what works'. It is concluded that there is evidence for the effectiveness of cognitive-behavioural interventions with MDOs but that more rigorous research needs to be conducted. The reliability and validity of the Social Problem Solving Inventory (SPSI) assessment tool is investigated and the limitations of using this tool in practical and research settings is discussed; with particular emphasis on the utility of the tool for research with MDOs. Finally, a novel group-work intervention; the Reasoning and Rehabilitation 2 (R&R2) programme, is investigated. The findings suggest that the R&R2 can be delivered successfully and is effective in reducing antisocial attitudes and beliefs. The low drop-out rate and responsive design of the programme has implications in assisting policy makers and practitioners to make decisions about management and treatment; as well as allocation of resources. The complexities of working with MDOs are highlighted throughout the thesis and the utility of the findings are discussed in relation to future research and intervention strategies.

This thesis explores both the utility and effectiveness of psychological interventions in addressing fire-setting behaviour amongst adults. Chapter one explores the heterogeneous nature of this population in terms of the behaviour, the personal characteristics, and the motivations. By outlining multi-factorial theories, it explores why adults intentionally set fires and the implications that this has on the development of psychological interventions. Chapter two provides a critical appraisal of the Millon Clinical Multiaxial Inventory (3rd Edition) as an assessment of personality disorder and psychopathology. This chapter explores the psychometric properties of the tool, both in terms of the reliability and validity of its use amongst adults within forensic settings. This was deemed important given its typical use with mentally disordered offenders, including those with a history of fire-setting behaviour. Chapter three contains a systematic review exploring the effectiveness of psychological interventions for adults who set fires, and highlights the shortage of available research. Although interventions have evidenced some promising findings in relation to recidivism and improved psychological well-being, limitations were recognised in relation to the quality of articles reviewed, and the generalisability of such findings. Chapter four explores the experiences of service users within a structured fire-setting treatment programme specifically designed for mentally disordered offenders. Using an Integrative Phenomenological Approach, insight is gained into the service users’ perceptions of the programme and its utility in addressing fire-setting behaviour. Six themes are identified and discussed in length offering a rich understanding into the most salient aspects of the intervention from an inpatient service user’s perspective. Finally, theoretical and clinical implications of the findings from the previous chapters are discussed in Chapter five.

Substance use is on the increase among the youth in South Africa. Traditional concern about the youth (as the future of South Africa), and the portrayals in the media of severe drug and alcohol use among the country‟s youth have contributed to the need for research into this issue. Drugs and alcohol also have a close link to crime. The aim of this study is to investigate and report the prevalence of substance use and the need for intervention among male youth offenders at the Pollsmoor Youth Centre, in the Western Cape Province. The research has attempted to create an understanding of male youth drug abusers‟ attitudes towards intervention and rehabilitation programmes and also the Correctional Service‟s role in managing substance abuse. A survey research methodology using questionnaires has been employed. The data was analysed using descriptive and inferential statistics. The sample population consisted of the sentenced male youth offenders at the Pollsmoor Youth Centre. The results of the survey indicated that “Tik” (methamphetamines or crystal meths) was the most popular substance of choice in this sample. Tik was 23 % more popular than its nearest rival, cannabis. Tobacco was the most widely used drug owing to it being legal and obtainable at the Centre‟s shops. The majority of male youth offenders (74 %) believed that an intervention programme was necessary as part of their rehabilitation. The findings indicated that a department or unit needs to be established to handle the increasing drug abuse problem. The unit should identify substance abusers on admittance and place them on a rehabilitation programme. If necessary this programme should continue in their community after release from the correctional centre.

"The ability to master emotional vocabulary is evidenced to enhance emotional expression, as well as broaden knowledge of the world and facilitate interpersonal relationships. Also, it helps to develop critical thinking, promotes abstraction, deepens self-knowledge, emotional regulation, forge solid social relationships and improves emotional competencies: emotional awareness, emotional regulation, emotional autonomy, social competence and competences for life and well-being. Some of them are mediated by language, such as emotional awareness which is the first step towards becoming aware of one’s own emotions and the emotions of others as well as capturing the emotional climate of a particular context. This study aims to be a needs analysis to detect the level of emotional vocabulary that primary students know differentiating between positive, negative and ambiguous emotions. Consequently, the differences between gender and grades had been explored. The sample of this study was constituted of 551 primary students (335 boys and 216 girls). An instrument developed ad-hoc was implemented to measure the emotional vocabulary. A quantitative analysis was done with the program IBM SPSS Statistics 24.0 software. The results showed that as participants' ages increased, more positive emotions were detected. Apart from that, a greater number of negative and ambiguous emotions were noticed in the older participants. On the other hand, the younger participants reported an increased number of positive words. As compared to the boys, the girls reported more positive words. To explain these results, a variety of explanations and arguments could be considered. According to previous research, studies have demonstrated how relevant is to carry out emotional competence’s programmes based in emotional education in primary schools at early ages, since then exists major flexibility and capacity to acquire emotional vocabulary. These interventions also prevent bullying and aid in conflict resolution, in addition to improving emotional vocabulary."

Students in engineering-science programmes often struggle with theoretical concepts, while they tend to adopt a surface approach to learning. We suggest that this can be tackled by promoting a specific higher-order thinking skill (HOTS) that enables drawing connections between physical phenomena and theoretical concepts representing them. We designed an intervention to support students in achieving deep insight into electrochemical phenomena, while developing this HOTS. Such intervention aims to scaffold students’ learning and development by introducing conceptual modelling as an essential thinking skill of engineering-scientists, and as a strategy to build scientific understanding of natural phenomena. Therefore, conceptual modelling constitutes a main learning objective of this novel course. This paper reports an empirical investigation into how students deal with concepts and complexity, and to what extent the intervention has any measurable effects on the learning outcomes. This phenomenological investigation integrates considerations from various disciplines, and relies on multiple data sources, i.e., students’ documents (lab journals and reports), observations of students in action (in discussions with their tutors and while performing lab experiments), and video stimulated-recall interviews. The results show little effect of the intervention, as implemented, suggesting how challenging it is for students (and instructors) to shift from traditional learning-and-teaching approaches, towards an epistemology of knowledge construction for specific problems. The findings are informative for revision of the intervention and generate specific recommendations. Concurrently, our operationalisation of the conceptual framework proves powerful in detecting qualitative differences in HOTS. Plausible implications for research and educational practice in science-engineering education are discussed.

Aim The study aimed to determine whether an outdoor orientation programme (OOP) could increase personal development, develop resilience and aid transition and adaptation in 1st year university students. OOPs are thought to aid transition through adventure experience. Based on student development theory, outdoor orientation programmes accelerate psychological growth (Vlamis et al., 2011). Method Semi structured interviews were conducted with 14 students who attended an outdoor orientation programme to investigate the experience of attending an OOP and transition to university. The data was analysed following Braun and Clarke (2006) Six phase approach to thematic analysis. Results Thematic areas discovered included ‘Personal development – Building more than a raft’. This theme described the way in which students developed self-worth and self-efficacy through the OOP experience. ‘The fine line between challenge and fear’ describes how delivery of an intervention such as an OOP needs to be carefully delivered to enhance the benefits and limit any possible detrimental experiences. Discussion These first year students developed in terms of self-worth and self-efficacy through overcoming challenge. This development was also linked to the students surprising themselves about their capacities for handling adversity. Mauritius is one of the signatories of CEDAW and gender equality is among its top national priorities. However, due to gender inequalities in education and employment, women still face invisible barriers in many institutions of the society and are over-represented in most vulnerable sections of the population. The National Women’s Council’s Adult Literacy Programme (ALP) forms part of ongoing efforts to socially and economically empower women in Mauritius. Still, many women do not participate in such literacy programmes. The Social Work degree course at the Open University of Mauritius allows students to acquire both the academic and practice-based components and the modules Social Work Practice (SWP) I and II are specifically designed to meet this field-work component. This research adopted an innovative concept of involving men as champions to help bridge gender gaps in education. Being tutors for module SWP II, we selected and trained some male students to reach out to men and women at grassroot level and this paper reveals the barriers preventing women from participating in ALP as well as the intervention mechanism used to pull them towards ALP. The results are discussed through meaningful data findings and analysis. The recommendations will be disseminated to concerned stakeholders.

Un dels efectes més notables de la reestructuració econòmica viscuda a Europa durant les darreres dècades ha estat la intensificació dels processos de pobresa urbana i exclusió social. El que ha comportat el reforçament i agudització de les desigualtats socials i la segregació espacial, consolidant-se així una realitat urbana dualitzada. Les situacions d’exclusió social han tendit a concentrar-se en aquelles àrees urbanes que pateixen majors processos de degradació, amb una qualitat de vida i unes oportunitats econòmiques sensiblement inferiors a la del conjunt urbà més proper. Per treballar en favor d’un model de desenvolupament urbà sostenible i socialment més just, així com per donar resposta als reptes i necessitats especials dels barris amb dificultats, s’estan implementant, en diferents ciutats europees, respostes conegudes com programes d’intervenció integral. Aquests programes recullen de forma explícita la voluntat d’actuar sobre les múltiples variables que configuren i expliquen les situacions de marginalitat urbana. No plantegen actuacions focalitzades en la transformació de l’espai físic, sinó que també atorguen una atenció especial als diferents factors que interaccionen en la configuració social i econòmica de l’espai urbà. La perspectiva integrada implica la superació del model clàssic de compartimentació sectorial. L’element que canalitza l’actuació pública no són les responsabilitats i fronteres competencials, sinó els dèficits i les oportunitats que manifesta una determinada àrea urbana. Aquest model d’intervenció ha assolit un creixent protagonisme, tant en l’agenda política de diferents Estats i regions europees, com en la pròpia UE. L’any 1994, la UE creà la Iniciativa Comunitària URBAN. El programa recollia com a objectius generals la necessitat de fer front a la degradació de la qualitat de vida en determinats espais de les ciutats i actuar en favor de la redinamització socioeconòmica i ambiental de les àrees urbanes amb dificultats. A través de dues edicions (1994-1999 i 2000-2006), URBAN ha permès cofinançar 188 programes en 15 Estats Membres. En aquesta comunicació es presentarà els resultats d’una recerca sobre la IC URBAN, tot centrant l’atenció de l’anàlisi en el model d’aproximació a la realitat urbana que planteja. Aquest model es caracteritza per la perspectiva integrada de les qüestions socials, econòmiques i medi ambientals com a mecanisme per donar una millor resposta als problemes locals. Finalment, s’interpretarà l’impacte assolit per URBAN, emprant com a indicador l’anàlisi de diferents casos d’estudi de ciutats angleses, espanyoles, franceses i italianes One of the most notable effects of the economic restructuring undertaken in Europe during recent decades has been the intensification of processes that give rise to urban poverty and social exclusion. This has led to the reinforcing and sharpening of social inequalities and spatial segregation and to the consolidation of a dichotomous urban reality. Situations of social exclusion have tended to concentrate in urban areas that have suffered major processes of degradation and which have levels of quality of life and economic opportunity that are appreciably inferior to those of their nearest urban neighbours. Several European cities are currently working towards the creation of a model of sustainable and more socially just urban development and towards providing responses to the challenges and special needs of neighbourhoods with difficulties. This initiative forms part of what are known as integrated intervention programmes. These programmes explicitly share the will to take appropriate action to influence the many variables that configure and explain situations of urban marginality. They do not only propose interventions aimed at physically transforming space, but also dedicate special attention to the different factors that interact to determine the social and economic configuration of urban space. The integrated approach implies improving on the classical model of sectorial division. The elements that channel public responses are not responsibility and competence frontiers, but rather the deficits and opportunities manifested by a given urban area. This new model for intervention has gained increasing protagonism, both in the political agendas of various European states and regions and in the European Union itself. In 1994, the EU established the URBAN Community Initiative. The general objectives of this programme were related to the need to take measures against the loss of quality of life in certain parts of cities and to take action to promote the socioeconomic and environmental revitalisation of urban areas with difficulties. To date, two editions of URBAN (1994-1999 and 2000-2006) have permitted the co-financing of 188 programmes in 15 EU member states. In this communication, we will present the results of research relating to the URBAN Community Initiative, specifically focusing our attention and analysis on the model for urban reality that it proposes. This model is characterised by the way in which social, economic and environmental questions are addressed from an integrated approach, which serves as a mechanism for providing better responses to local problems. Finally, we will analyse the impact that the URBAN has achieved, using case studies based on British, Spanish, French and Italian cities as indicators in this analysis.

Large development intervention programmes termed ‘marine economy’ or ‘blue economy’ are in their early stages and do not yet have results on effectiveness. Reports on the effectiveness of activities which could be considered under the blue economy umbrella were identified although more general reports of success than specific evidence. The World Bank programme, Problue, is a multi-donor trust fund aiming to achieve sustainable economic development in healthy oceans. The latest annual review of the programme lists achievements in terms of number of activities, proposals accepted, and beneficiaries. Effectiveness outcomes were not yet available. Progress has been made in developing frameworks and tools to assist governments to develop roadmaps. The Organisation for Economic Co-operation and Development (OECD) is undertaking a large number of activities in support of sustainable ocean economies which are also in early stages.

Worldwide, interventions and policies to improve gender equality or close gender gaps often struggle to reach their targets. For example, women lag considerably behind in use of even simple digital technologies such as mobile phones or the internet. In 2020, the gap in mobile internet use in low- and middle-income countries was at 15%, while in South Asian and Sub-Saharan African countries, it remained as high as 36% and 37% respectively (GSMA, 2021). Use of the internet for more complex activities shows an even wider gap. In Cairo, in 2018, only 21% of female internet users gained economically, and only 7% were able to voice their opinions online (with similar statistics for India, Indonesia, Kenya, Uganda and Colombia, Sambuli et al., 2018). This is despite the fact that empowering women through digital technologies is central to global gender equality strategies (e.g. Sustainable Development Goals, United Nations, 2015), and is believed to facilitate economic growth and industry-level transformation (International Monetary Fund, 2020). Progress is slow because behaviours are gendered: there are stark dissociations between what women and men do – or are expected to do. These dissociations are deeply entrenched by social norms, to the extent that interventions to change them face resistance or can even backfire. Increasingly, governments are using behavioural change interventions in a bid to improve public policy outcomes, while development or gender organisations are using behavioural change programmes to shift gender norms. However, very little is known about how gendered social norms impact the digital divide, or how to use behavioural interventions to shift these norms. Drawing on several research papers that look at the gender digital gap, this brief examines why behavioural change is difficult, and how it could be implemented more effectively. This brief is addressed to policymakers, programme co-ordinators in development organisations, and strategy planners in gender equality interventions who are interested in ways to accelerate progress on gender equality, and close the gender digital gap. The brief offers a set of principles on which to base interventions, programmes and strategies to change gendered behaviours. The principles in this brief were developed as part of a programme of research into ways to close the gender digital gap.

Despite decades of interventions aiming to reduce child labour, children’s engagement with exploitative work remains widespread, particularly in South Asia. Emerging evidence about cash transfer programmes point towards their potential for reducing children’s engagement with work, but knowledge is scarce in terms of their impact on exploitative work and in urban settings. One component of the CLARISSA programme is to trial an innovative ‘cash plus’ intervention and to learn about its potential for reducing children’s harmful and hazardous work in two slum areas in Dhaka, Bangladesh. This Working Paper presents findings from a small-scale qualitative study that was undertaken in late 2019, aiming to inform the design of the cash plus intervention. Findings point towards the potential for cash transfers to reduce the need for children to engage in exploitative work and highlight key considerations for design and delivery, including mode and frequency of delivery and engagement with local leaders and community representatives. A review of evidence was conducted to understand the trends and determinants of malnutrition and identify interventions and programmes that improved maternal and child nutrition in Malawi. While children are less malnourished than two decades ago, one in three children remains stunted (37%) and 63% are anaemic. Children born from younger and less educated mothers, or from poorer rural households are more likely to be malnourished. One in ten children are born with a low birth weight (< 2.5kgs), with nearly half of them stunted by age two. The main causes of malnutrition include recurring sickness, poor infant and young child feeding and hygiene practices and low use of health and nutrition services, influenced by a wide range of factors, including food insecurity, poverty, gender inequality and food taboos. Programme evaluations and intervention trials have shown mixed results but overall highlight the need to address the multiple underlying drivers of malnutrition, rather than focus on one intervention.

New evidence suggests that over four months after the closure of early childhood development (ECD) programmes on 18 March 2020, the ECD sector was likely to be operating at less than a quarter of its pre-lockdown levels. Of the 38 percent of respondents from the new NIDS-CRAM survey reporting that children aged 0-6 in their households had attended ECD programmes before the lockdown in March, only 12 percent indicated that children had returned to these programmes by mid-July, well after programmes were allowed to reopen. Using these findings, we estimate that just 13 percent of children aged 0-6 were attending ECD programmes by mid-July to mid-August compared to 47 percent in 2018. The last time that ECD attendance rates were as low as this was in the early 2000s. At this point it is not yet clear what proportion of these declines are only temporary, or whether there will be a lasting impact on ECD enrolment in the country. This dramatic contraction in the ECD sector relates to prohibitive costs to reopening ‘safely’ imposed by the regulatory environment, coupled with shocks to the demand side for ECD programmes (both in terms of reduced household incomes and parent fears of children contracting COVID-19). When viewed from a broader socio-economic lens, the threat of ECD programme closures across the nation will have impacts beyond ECD operators to the lives of millions of children, millions of households and millions of adults who rely on these ECD services. A swift intervention by government is necessary to save this important sector and limit the ripple effect of programme closures on multiple layers of society.

This rapid literature review finds that lessons drawn from disaster resilience programmes in Pakistan are focused on the best ways to co-ordinate between different resilience work in different sectors. This can be difficult because of the number of NGOs with different sectoral expertise, short time frames for intervention, and the differing capacities of levels of Pakistani government. More generally, although the benefits of linking disaster risk reduction (DRR) to climate change adaptation (CCA) and development work are advocated in many policies, the fact that they are often undertaken by different actors limits synergies. The report also finds that most DRR work is focused on reducing risk from hazards rather than social vulnerabilities. Pakistan is vulnerable to climate change and a range of natural disasters. Following the earthquake in 2005 and floods in 2010, the Pakistani government and international donors have sought to increase the country's resilience to natural hazards. This literature review focuses on disaster risk reduction (DRR) efforts, as these constitute a significant portion of the resilience work in Pakistan. It first defines resilience, DRR and the related concept of CCA, as these all aim to improve resilience. It then surveys lessons learned in implementing resilience and DRR programmes in Pakistan. It focuses on lessons relating to sectoral focus, target populations, as well as strategic framework and operating models. It is mainly based on evaluations written by NGOs, UN bodies and international financial institutions. NGO reports are typically focused on specific programmes, although some point to broader features of the landscape for resilience programming in Pakistan. Academic papers charting the trends and issues in resilience programming have also been consulted.

In the spring of 2008, WIFO, KMU Forschung Austria, Prognos AG in Germany and convelop were jointly commissioned by the Austrian Federal Ministry for Transport, Innovation and Technology and the Austrian Federal Ministry of Economy, Family and Youth to perform a systems evaluation of the country's research promotion and funding activities. Based on their findings, six recommendations were developed for a change in Austrian RTDI policy as outlined below: 1. to move from a narrow to a broader approach in RTDI policy (links to education policy, consideration of the framework for innovation such as competition, international perspectives and mobility); 2. to move from an imitation to a frontrunner strategy (striving for excellence and market leadership in niche and high-quality segments, increasing market shares in advanced sectors and technology fields, and operating in segments of relevance for society); 3. to move from a fragmented approach to public intervention to a more coordinated and consistent approach(explicit economic goals, internal and external challenges and reasoning for public intervention); 4. to move from a multiplicity of narrowly defined funding programmes to a flexible, dynamic policy that uses a broader definition of its tasks and priorities (key technology and research segments as priority-action fields, adequate financing of clusters and centres of excellence); 5. to move from an unclear to a precisely defined allocation of responsibilities between ministries and other players in the field (high-ranking steering group at government level, monitoring by a Science, Research and Innovation Council); 6. to move from red-tape-bound to a modern management of public intervention (institutional separation between ministries formulating policies and agencies executing them, e.g., by "progressive autonomy").

During 2014–2015, a team of researchers conducted a series of primary and secondary studies on land record modernisation initiatives across Haryana, Himachal Pradesh, Bihar and Gujarat, which were published as part of a five-volume set on Land Records Modernisation in India. The second edition of these volumes incorporates new initiatives, technological updates and legislative amendments in each of these states, as well as the changes in the national level policy and programmes. Based on extensive on-ground research, this set of volumes presents a review of the land records management processes and the status of current efforts to modernise land records, against a larger historical background of land and revenue relations in each state. The volumes on the respective states are accompanied by an institutional, legal and policy review at the national level, which provides a summary of various crucial aspects of land records modernisation in India. It also appraises the impact of the Digital India Land Records Modernization Programme, its gains and limitations, as well as possible steps forward. Combining detailed state-level analysis with a national review, this is a much needed intervention in the study of land records administration and modernisation in India. This set of volumes would be a vital resource for researchers and practitioners alike, as well as for policymakers at both the state and central level.
