With the advancements in communications technology brought about by the advent of the Internet and World Wide Web, attention has been drawn to Open and Distance Learning (ODL) as a mode for teaching and learning. In Malaysia, the establishment of ODL universities such as Open University Malaysia (OUM) has expanded the role of ICT in learning and knowledge generation. By leveraging on Internet technology, ODL universities are able to transmit education across the country and even globally. ODL sets about making quality e-learning and e-content more accessible to both facilitators and learners. Utilising this method, new opportunities are continuously created to make higher education more accessible to those who seek to improve and upgrade themselves. This paper examines OUM's practice of using the innovative technology of online learning and teaching to make higher education easily accessible to those that seek it. With greater advancements in technology, the future of higher education may lie more with ODL than with traditional face-to-face learning.

Purpose In this age of exponential knowledge growth, where wireless internet is playing a dominant role, the concerned authorities of higher education have to ensure that this tool remains within the reach of the students. However, there has been as yet little research indicating its success in China. This paper aims to examine factors that influence students’ satisfaction (SAT) in using wireless internet in higher education for the purpose of learning. The second aim of this study is to identify if gender has a moderating effect on students’ SAT in using wireless internet in higher education. Design/methodology/approach Data from a total of 283 students from five colleges of a comprehensive public university in China (Foreign Language Studies, Business, Education, Biology and Chemistry, and Mathematics and Engineering) were collected for this study. The reliability and validity of the measurement scale were established through a Rasch model using Winsteps version 3.94. The technology satisfaction model (TSM) was validated applying structural equation modelling (SEM) using AMOS to test the causal relationships among the constructs. Findings The results of this study revealed that students’ SAT was directly influenced by perceived usefulness (PU) and ease of use of wireless internet. Besides, students’ perceived ease of use (PEU) and usefulness were directly affected by their computer self-efficacy. On the other hand, students’ computer self-efficacy had an indirect effect on their SAT mediated by ease of use and perceived usefulness, respectively. The findings also discovered that gender did exert effect as a moderating variable towards students’ SAT in using wireless internet in higher education. Practical implications The TSM was shown to be a useful model to measure students’ SAT in using wireless internet in a different culture. Originality/value To achieve this aim, a TSM on the potential factors contributing to student SAT was developed from the literature and validated in this study. Whereas, the TSM has been developed and validated in Malaysia.

This project validates the Technology Satisfaction Model (TSM) developed. While Technology Acceptance Model (TAM) developed by Davis (1989) ignored the issue of computer self-efficacy and satisfaction. TSM incorporates both. While TAM is used for measuring the acceptance of technology in general; TSM examines the satisfaction on wireless internet usage with a particular focus to the students studying in Higher Education. To develop and validate the TSM, data gained through a survey conducted with 285 students studying in five faculties of a comprehensive public university in Malaysia. Quota sampling technique was used. Instrument reliability and validity were performed by Rasch analysis using Winsteps version 3.49. The results of the study were analyzed by Structural Equation Modeling (SEM) using AMOS version 18.0. The findings showed that perceived ease of use and perceived usefulness had a statistically significant positive direct influence on satisfaction. Subsequently, computer self-efficacy discovered a significant positive direct influence on perceived usefulness and perceived ease of use. Moreover, the results also demonstrated that computer self-efficacy had a significant indirect influence on satisfaction mediated by perceived usefulness. Eventually, computer self-efficacy also revealed a statistically significant indirect influence on satisfaction mediated by perceived ease of use of wireless internet.

Cyberbully is an evolvement from traditional and physical bully to bullying through internet. The advancement of internet and social media has provided new platform through which children, adolescents, and young adults to explore the virtual world and exposes them to be involved in cyberbully as a target or an aggressor. Past studies have demonstrated that cyberbullying behavior has adverse physical and mental health consequences for individuals. However, study on cyberbully behaviour in the context of Malaysia is still limited. In fact tertiary students remain an understudied population regarding cyberbullying. Tertiary students are an important population due to the fact that this phase of age forms habits that persist into young adulthood which consequently shape the community in future. Thus, the aims of this study is to determine the relationship between netiquette, loneliness and emotional availability of parents and cyberbullying behavior. Based on the findings, it was found that only netiquette has a negative significant relationship with cyberbullying behavior. This study is significant to the Ministry of Education, instititutions of higher learning education and community on identifying the factors and subsequently creating awareness programs in dealing with cyberbullying behaviours.

This article investigates the under-researched role of ethnicity in the conversion of cultural capital linked to UK international education into life chance privileges and disadvantages. It reports findings from qualitative interviews with Malaysian international students and graduates who pursued their UK education in the UK and/or in Malaysia. It moves beyond a heavy focus on class in existing literature to delayer further complexities in distinction influenced by ethnicity and made more visible by new modes of international education alongside the traditional mode. I highlight how ethnicity influenced the participants’ higher education choices, and their accumulation and activation of knowledge, skills, dispositions and networks. I show how ethnicity shaped their sense of appropriate graduate work and their perceived value of a UK education in relation to economic opportunities and constraints. The participants tended to study, interact and work most with members of their ethnic group, reflecting Malaysia's distinctive majority-minority divide across higher education and employment. While linked to ethnicity, relevant participants regarded nationality as a more significant factor for exclusion in the UK labour market. The findings have implications for the development of Bourdieu's concept of cultural capital, and the advancement of equity and inclusiveness within and beyond international education. I conclude that more recognition is needed of the heterogeneity of the foreign student and graduate middle-class to explore the exchangeability of cultural capital across stratified geographical and socio-relational contexts.

The purpose of this research is analyzing the opportunities and challenges of emergency remote teaching based on experiences of the COVID-19 emergency among teachers and principals of Malaysian schools. This study explores the perceptions of school teachers of online learning in a program developed in Malaysian school called School from Home during the COVID-19 Pandemic. A qualitative research method was undertaken in two steps. In the first step, a thematic analysis a qualitative method was used based on a two-step process. The first step consisted a Qualitative study which involved 4 school principals from Grade A and Grade B schools which is selected from four state which is Selangor, Johor, Kedah and Kelantan. In the second step (a Malaysian case study), The results from the interview discussion represented the basis for the second step, in which starting from the main issues that emerged from the online discussion among researches, professors and also Higher Education Offices from Ministry of Education and State Education Officers. The analysis reveals several technological, pedagogical and social challenges. The technological challenges are mainly related to the unreliability of Internet connections and many students’ lack of necessary electronic devices. (Chandler. D, 2017) The pedagogical challenges are principally associated with teachers’ and learners’ lack of digital skills, the lack of structured content versus the abundance of online resources, learners’ lack of interactivity and motivation and teachers’ lack of social and cognitive presence (the ability to construct meaning through sustained communication within a community of inquiry) (Gordon, 2020) The social challenges are mainly related to the lack of human interaction between teachers and students as well as among the latter, the lack of physical spaces at home to receive lessons and the lack of support of parents who are frequently working remotely in the same spaces. Based on the lessons learned from this worldwide emergency, challenges and proposals for action to face these same challenges, which should be and sometimes have been implemented, are provided.

A university has to carry out various marketing strategies and efforts to recruit international students as many as possible in order to fulfil one of the criteria for a world–class university status. However, to attract quality candidates with the desirable profile is becoming increasingly difficult especially when the university has to compete internationally and nationally with the existing and new emerging universities. This paper discusses the findings of a study carried out to establish the factors considered by international students before they decided to come to Universiti Teknologi Malaysia for their postgraduate studies. A total sample of 896 international students from various fields of studies for three different intakes was used in the study. The result shows that the main factors considered by them are the availability of the programme, reputation, the conduciveness of the campus environment for teaching and learning, and the location of the university. Most of them agreed that internet and education fairs or expositions are effective marketing medium for the recruitment of international students. This study provides an evidence–based framework to be considered by the University in formulating strategies and efforts to become a global player in higher education.

With the rapid uptake of the Internet and e-learning systems worldwide, online research databases have become necessary, even indispensable, tools for research and learning. The International Islamic University Malaysia (IIUM) recognizes the huge potential of databases in improving educational outcomes, and in promoting research among its students and academic staff. In line with its aim to become a research university and centre for educational excellence, the IIUM introduced its online database system in 2000 as part of its e-library services. However, despite a decade of existence, the database was found to be underutilized, especially by postgraduate students. As such, the prime objective of this study is to validate the Technology Satisfaction Model (TSM) to assess its efficacy on students' satisfaction in using online research databases in higher education. A total of 180 postgraduate students from four faculties (Education, Human Sciences, Engineering and Economics) were selected using stratified random sampling procedure. The questionnaires' reliability and validity were performed through a Rasch model using Winsteps version 3.49. The data were analyzed applying the Structural Equation Modeling to test the hypotheses of TSM. The results of this study revealed that computer self-efficacy had a statistically significant direct influence on perceived ease of use and perceived usefulness. Subsequently, students' perceived ease of use and perceived usefulness had statistically significant positive direct influence on their satisfaction in using online research databases. On the other hand, computer self-efficacy had a significant indirect influence on satisfaction mediated by perceived ease of use. Finally, computer self-efficacy also demonstrated a statistically significant indirect influence on satisfaction mediated by perceived usefulness of databases. The findings contributed that the TSM is viable to examine the successful integration of online research databases among postgraduate students in higher education.

Teachers of English as a second language (ESL) are nowadays exploring the integration of Information and Communications Technology (ICT) tools into their Higher Order Thinking (HOT) pedagogical practices. However, there are various challenges in using ICT to teach Higher Order Thinking Skills (HOTS), as it is only explored superficially. This study investigates the challenges encountered by ESL teachers when using ICT to promote HOTS. Meanwhile it aims to provide a set of guidelines to help teachers in teaching HOTS through utilising ICT. The framework of the research is grounded on Bloom’s Revised Taxonomy (2011). 30 ESL teachers from 5 schools selected by the ESL Master Teachers’ affiliation, participated in answering to the questionnaires. Meanwhile, 5 ESL teachers from each school were involved in focus group discussions (which were used to triangulate the data obtained from the questionnaires. The FGDs lasted for 20 minutes per session, and they were conducted based on the availability of the ESL teachers. The collected data were analysed in the form of tables and direct excerpts. The findings support that ESL teachers face multiple challenges such as time constraint, poor internet connection, and lack of ICT tools while using ICT to promote HOTS in schools. The findings of the present study are in-line with Malaysia’s vision in shifting the focus of education into the acquisition of HOTS. ESL teachers benefit from this research as they can improve on their teaching pedagogies based on the suggestions presented in this study.

Purpose The main value in a culture of tolerance is wasatiyyah. The fragility of relationships and misunderstanding between Muslim and non-Muslim communities occurs when attention to values of tolerance which need more attention on moderation was not practiced especially in the life of a new Muslim convert community. Thus, the practice of moderation is one mechanism proposed by the government to ensure a harmonious continuation of life in a religious community can be achieved. For that, a qualitative study design was used to describe the current status of a phenomenon that occurs among new Muslim converts. The purposive sampling method is used to determine the applications of wasatiyyah in new Muslims’ life tolerance at Kota Kinabalu (East Malaysia) and Kuala Terengganu (West Malaysia). Although the study was conducted at two different locations, there is a relationship between religious phenomena that occur in the new Muslims community in Malaysia. The purpose of this study is to see the practical concept of moderation in the life of new Muslims and their relation with Muslims and non-Muslims. The results showed that the value of moderation was applied in the aspect of tolerance. The application of Wasatiyyah in practice of tolerance had helped non-Muslims family members to change their attitudes and perception towards Islam. This study suggests the values of wasatiyyah in the life of religious tolerance, need to be nourished especially in multiethnic society when sharing a living places, education and employment for better social development as well as a well-being pluralistic society. Design/methodology/approach The study was conducted through descriptive data qualitative methods. Purposive sampling was used which refers to a group that has the characteristics of samples required by researchers (Mohd Najib Abdul Ghafar 2003). This study applies the method of in-depth interview with the selected new Muslims around Kota Kinabalu (representing East Malaysia) and around Kuala Terengganu (representing Peninsular Malaysia/West Malaysia). Thus, data accumulation involves new Muslims (new Converts) from various ethnics (Sabahan and Sarawakian) which comprise Kadazandusun, Murut, Rungus, Sino and Iban. Secondly, those are from the Peninsular Malaysia which includes Chinese and Indian. Whereas in Kuala Terengganu, data accumulation involves new Muslims from various ethnics (Chinese, Indian, Sarawakian and others). The result of the interview is shown through descriptive narratives which display the practice of tolerance in the form of supportive interaction from the non-Muslim families towards the new Muslims in Islamic lifestyle. Findings The concept of wasatiyyah has nurturing tolerance among Muslim, newly Muslim and non-Muslim as well as fostering harmony among the diverse ethnics in Malaysia. Based on the discussion, it was observed that the concept of wasatiyyah had a great influence on the relationship among Muslim, newly Muslim and non-Muslim, as it had a strong link with the value of akhlaq that have been embedded in the Muslim community. The wasatiyyah is the main element that shapes the relationship, and it is the results of interaction with social norms, for it has bred certain social values that include tolerance, compromise, modesty, respect and cooperation as transpired when they (Muslim and newly Muslim) interact among themselves or with other communities. Furthermore, the main goal for the concept is to maintain peace and built well-being in the society as well as bracing racial ties in Malaysia, especially among Muslim, newly Muslim and non-Muslim. Originality/value Tolerance is a culture that founded the co-existence of pluralistic society in Malaysia. The culture of tolerance can only be built if ethnic tolerance and religious tolerance is accepted as a common practice – Muslims and non-Muslims alike. The description of wasatiyyah in the practice of religious tolerance among the families of new Muslims is the platform towards the acculturation of tolerance in the societal life from different faith and ethnics. It can be said that the higher the tolerance of ethnic, the higher is the religious tolerance, which is manifested through the application of wasatiyyah between people from different religions. This situation is highlighted in the relations of Muslim, newly Muslim and non-Muslim in Sabah and Terengganu where the culture of tolerance is apparent in the life together. Extensive interaction through encounters, acquaintance and co-existence that shape the friendship, brotherhood and kinship is the best formula in nurturing the culture of tolerance in the pluralistic society of Malaysia. Perhaps, the concept of wasatiyyah may be implemented in the whole aspect of life in the context of Malaysia. It is because the term wasatiyyah has the main sources of Islamic epistemology as well as sustaining the well-being pluralistic society without destroying the differences.

The level of scientific publications of Indonesian students at the international level is still very minimal. Even when compared to Malaysia and Thailand, Indonesia is still lagging behind. The Ministry of Research, Technology and Higher Education targets that in 2019 Indonesia will reach 30,000 international publications. Therefore, students' interest in writing must be increased, especially writing based on sources. Therefore, this study would like to find students' perspectives and perceived challenges in writing based on sources. This research was based on a case study. The research involved 68 students from one of the state universities in Bandung, and it analyzed 20 selected scientific papers written by students. The instruments for data collection included questionnaire and observation. The results of this study found that 59% of students perceived that writing scientific papers is very difficult. The students found it difficult to find suitable sources for writing material and develop their ideas. They tended to use articles as the sources from the internet whose originality is unclear. One reason this happens was because 80% of students did not know where to find or get indexed journals to use as references for their writing. In addition, many students also preferred not to use journals that were majorly English-based because of their limitation of English skills. The implication is that students should be given further understanding of how to access journals and use reference sources in writing. It is expected that every lecturer will give more source-based writing assignments so that the ability of students to write and develop ideas based on existing sources can be further improved.

With the ever-increasing development of technology, online teaching is more readily accepted as a viable component in teaching and learning, and blended learning, the combining of online and face-to-face learning, is becoming commonplace in many higher education institutions. Blended learning is, particularly in developing countries, in its early stages and not without its challenges. Asynchronous online lessons are currently still more prevalent in many areas of South-East Asia, perhaps due to potential difficulty in obtaining strong Internet connections, which may deter educators from synchronous options. Technological media have the potential to broaden the scope of resources available in teaching and to enhance the language learning experience. Although research to date shows some focus on blended learning, literature on distance online teaching seems more prevalent. This study exposed 112 Malaysian undergraduate EFL students' responses to an online lesson as part of an English grammar course, and investigates common student perceptions of the online lesson as compared with face-to-face lessons. Questionnaires using qualitative (Likert scale questions) and quantitative (open-ended questions) approaches provided data for content analysis to determine common student perceptions, with particular reference to motivation and interest. In general, more students associated in-class lessons with higher motivation and more interest, due to better understanding, valued classroom interaction with the lecturer and peers, and input from the lecturer. Students preferring the online lesson cited speed and convenience of study and flexibility of time and place of study as reasons for their choice. Skilful implementation of online lessons can enhance a language course but should not undermine the value of face-to-face instruction with EFL teachers.

The conventional lecture teaching style designed by our education system is becoming less relevant in meeting the millennial students’ learning necessities. Common lecture seems no longer adequate in developing an engaging and effective lesson for the graduates. For that reason, Malaysian Ministry of Education suggests SERVICE-LEARNING (SL) to be conducted to supplement student learning. Nevertheless, prior studies on SL effectiveness showed mixed results. Therefore, this study is conducted to understand and provide a detailed account of students’ learning development in a higher education institution in Malaysia. By employing the qualitative methodology, 39 students participated in SL project were interviewed to understand students’ learning development. The responses were transcribed verbatim and analyzed by using thematic analysis. The results revealed that knowledge and skills developed meaningfully through SL unlike in typical classroom setting where knowledge is expected to flow effectively from lecturers to students without real world experience or lasting impact. However, some students were found to understand the lesson slightly different from their peers. This research provides guidelines for course instructors to design SL in academic courses and improve student learning for the purpose of realizing Malaysian Education Blueprint 2013-2025.

Funds raised from philanthropic giving have become a key element in the long-term finances of higher education institutions around the world, presenting leaders, primarily principals, with a range of novel challenges that have not, hitherto, been key drivers of leadership. This article explores the problem by reporting on qualitative research that looked at how fundraising is carried out in the Malaysian higher education system, which has recently experienced profound changes to its financial landscape. Data were generated by semi-structured interviews with fundraisers from a range of higher education settings. It was found that for fundraising efforts to succeed, they must be spearheaded by an active principal who adopts the stance of transformational leader towards potential donors, forming a long-term relationship based on a shared vision. He or she is likely to be supported by a fundraising team that will be more transactional in approach and style.

AbstractThe Malaysian government regards highly skilled human capital as the nucleus of a knowledge-based economy and has been attempting to reform higher-educational policies in both the public and private sectors since the mid-1990s. The research reported here seeks to evaluate higher-educational policy reform as it relates to the development of human resources in an era of information and communication technologies (ICT). This research has three goals: first, to determine how Malaysian higher-educational policies have changed by looking at socioeconomic backgrounds; second, to examine case studies of the Malaysia Multimedia University (MMU), Malaysia National University (UKM), and University Malaysia Sarawak (Unimas); and third, to discuss whether ICT is affecting access and course selection in higher education in terms of gender equality. The analysis reported here concludes that the new challenges facing Malaysia offer possibilities not only for bridging the digital divide, in some aspects, nationally, but also for Malaysia to emerge as fundamental to a South-South Corporation and as a Center of Excellence internationally. It will be pointed out how, and to what extent, the government of Malaysia should reconceptualize the Malaysia Super Corridor project (MSC) in order to become a fully developed nation, equipped as a knowledge society.

Streszczenie:
In Malaysian higher learning institutions of public or private universities, the generation of income through endowments are recently highly recommended for financial or self-sustainability. Public universities especially, as a non-profit organisation strong endowments reflect the capacity to obtain revenues through grants or otherwise in response to a demand, in order to sustain productive processes projects at a steady or growing rate which eventually produce results and thus accomplish the mission, goals, or objectives and to obtain a surplus. However, the implementation of waqf in universities in Malaysia is not easy. Unlike endowments or other forms of income generation tools for universities, waqf is very unique and subject not only to legal restrictions but also religious principles that must be fulfilled. The paper finds that universities in Malaysia need to bear in mind the challenges of to avoid difficulties in implementing waqf.

Streszczenie:
The Malaysian economy has lost economic dynamism since 2000. As education is inextricably linked with the generation of employment and the growth of income, we examine some of the major developments and outcomes in the country's higher education system and raise questions about its effectiveness in helping to generate economic growth. We find the general performance of the Malaysian higher education sector to be dismal, and we attribute this negative outcome to the use of the higher education sector by the Malaysian government as a major policy instrument to force socioeconomic restructuring along racial lines in the last 40 years.
