The article is devoted to the analysis of the activity of leading research institutions in the field of library science in Ukraine at the present stage. Using the methodological basis of the systematic approach and the content analysis method of scientific publications and open access resources, the author investigates the achievements of Ukrainian librarianship. The purpose of the article is to analyze the main directions of activity of the scientific institutions of the librarian branch in 2010s; the problems of the dissertation researches aimed at improving the activity of the library social institute; the development of professional communication through scientific events and periodicals. Among the main objects of research are the Institute of Library Science, Institute of Information Technologies and the Center for Social Communication Research of the Vernadsky National Library of Ukraine; Lviv National Scientific Library of Ukraine named after V. Stefanyk; State Scientific and Pedagogical Library of Ukraine named after V.O. Sukhomlinsky; National Scientific Agricultural Library of NAAS of Ukraine. The article also analyzes the achievements of scientific schools of Kharkiv State Academy of Culture, Kyiv National University of Culture and Arts, National University «Lviv Polytechnic». The conclusion is that the main tendencies of library investigations carried out in research centers - leading libraries and institutions of higher education of Ukraine include: the development of interdisciplinary research, in which the library as a social institute becomes an active component of public communications, global information influences; development of researches devoted to scientific and informational support of branch science (educational, agrarian) in the context of European integration and globalization processes; the librarianship investigation from the media space point of view, in particular in the system of public use of social media, or as an equal partner in its creation; increasing attention to interaction and coordinated formation of consolidated information resources of libraries, archives and museums. The study may be followed up as the study of the experience and prospects of international cooperation in the field of scientific activities, especially library science, as well as librarianship issues, which are covered in scientific communication - in professional journals, scientific forums, etc.

A scientometric analysis of papers published over a two-year period from the five ASEAN Countries, viz. Indonesia (182), Malaysia (452), the Philippines (241), Singapore (258) and Thailand (447), and covered in Science Citation Index 1979 and 1980; and citations to them in the international literature of science as seen from SCI 1979-1983 reveals that despite the relative economic affluence, science in these countries is still on the periphery. Except in the Philippines, the thrust in these countries seems to be in medical research as is evident from the large number of papers published in medical journals. In the Philippines, medicine comes a close second to agriculture, which leads, largely thanks to the contributions of the Interna tional Rice Research Institute (IRRI). Prolific authors, and institutions and journals often used by ASEAN scientists, and the better-cited papers are identified, Most papers are pub lished in low-impact journals and are rarely cited.

Digital libraries are equipped to provide access to multiple contents with potentially infinite number of resources to users. The libraries of the Indian National Agricultural Research and Education System (NARES) mainly the ICAR institutions and Agricultural Universities have a collection of huge literature of immense value available in various print and digital forms. These resources if made available at a single platform will go a long way in facilitating its sharing and minimizing the duplication efforts by the partner libraries. Realizing its importance, a requirement of a national level union catalog was felt to ensure single point access for the valuable information on the vast resources of NARES libraries. Information and Communication Technology (ICT) brought solution to a lot of challenging issues to all facets of the university system and the library is not an exemption. The Indian Digital Ensemble of Agricultural Libraries (IDEAL) is a customized platform for Agricultural Libraries of Indian National Agricultural Research and Education System (NARES) by adopting the KOHA-an open source integrated library management software for their routine operations in all libraries. KOHA is a software platform built on â€˜Software as a Serviceâ€™ (SaaS) concept to provide hassle free, ready to use based platform for sharing library holdings through a union catalogue as per the international standards. In this catalogue, the information can be shared at a single platform for all the users for example, students, researchers and faculties, extension workers and others. The system also provides search facilities through various parameters example, title, author, subject, number etc. The libraries of the State Agriculture Universities and its constituent colleges (SAUs) and ICAR institutes have been connected at a central server for its routine activities through IDEAL Platform. An online public access catalog (OPAC) of each library has been created, which provides easy and enhanced experience of accessing the library resources 24 Ã— 7 to the users. This has greatly facilitated sharing and access of library resources among the NARES partners.

The library is a place where intellectual freedom must be defended, but because of political factors, religious or public pressure, the censorship is enforced, or the permission to read books is restricted. During the period of martial law(戒嚴時期) in Taiwan, the government restricted or banned books through laws and regulations due to political considerations. Under the context of the Cold War and the period of martial law in Taiwan, the Institute of International Relations (IIR) has a task of think tank(智庫), and its library (IIR Library) collected the materials and the publications of China, and was entrusted to storage the banned books. As time goes on, the mission of IIR has changed, and the value and the meaning of the banned books and the restricted materials have also changed. According to the research motivation, the study aims to discuss (1)the relationship between the banned books during the period of martial law in Taiwan and the IIR Library; (2) the relationship between the change of IIR mission and the meaning and the scope of the banned books and the restricted materials; (3)the formation and development of the banned and restricted collections of IIR Library, including the content and bibliographic statistics; (4)the reading rules and management methods of the banned and restricted collections of IIR Library; (5)the use and the value of the banned and restricted collections of IIR Library. Through the document content analysis method, the study conducts the bibliographic statistics of the banned books and restricted books of IIR Library, and discusses the formation, management situation, academic application and value of the collections by in-depth interviews. The study obtains the following conclusions: (1)most of the banned books of the Martial Law of IIR Library were returned to the original department after the period of martial law ended; (2)the reason why IIR Library restricts reading is similar to the rules of the martial law about banned books; (3)the source of the banned and restricted collections of IIR Library is closely related to the think tank role of IIR; (4)with the transformation of IIR mission，there are some changes in the way that IIR Library collects and manages books; (5)the theme of the banned and restricted collections of IIR Library is based on communism and the Chinese Communist; (6)the number of the banned and restricted collections of IIR Library should be higher than 5,600; (7)the year of publication of the banned and restricted collections of IIR Library are widely distributed from 1912 to 2007; (8)about the year of publication, the number of the banned and restricted collections of IIR Library in the first phase of IIR (1953-1974) and the second phase of IIR(1975-1996) are more than the other phases; (9)about the type of the authors, the most number in the banned and restricted collections of IIR Library is “institutions and publishers”; (10)about location of the publisher, the most number in the banned and restricted collections of IIR Library is “China”; (11)the users state that the banned and restricted collections of IIR Library can meet their research work or academic needs; (12)the banned and restricted collections of IIR Library have the value of research application and historical meaning. According to the results of the research, the following suggestions are proposed: (1)because IIR and IIR Library have their importance, it is recommended that NCCU and NCCU library should help to adjust their direction of future development; (2)the banned and restricted collections of IIR Library should be redefined and included in the special collection; (3)the collections of IIR Library are not easy to save, it should make the preservation environment better; (4)it is recommended that IIR Library should make a choise or adjust the classification number of 007-008; (5)the banned and restricted collections of IIR Library should be digitalized and make them become the institutional repository of NCCU.

In spite of many years of quality agricultural research and overall agricultural and economic growth, there has been slow progress in the reduction of rural poverty in many developing countries. There is agreement that technology alone is unable to solve the problem of poverty. There are many other issues that need to be considered - some are agroecological and some are social-economic-cultural-institutional-infrastructural. There has recently been fruitful discussion on poverty-focused agricultural research within national and international agricultural research systems. But the actual application of these new ideas and discussions in research has been limited. Although all agree that there is a need to discover ways to achieve greater impact on poverty from research that has been conducted, there is as yet no clear evidence of achievement based on practical experiences. There is little or no real discussion in the literature that demonstrates whether the approach to research affects poverty status. This thesis revisits different interventions and identifies gaps in the literature in understanding approaches to agricultural research. It examines whether working directly with poor men and women farmers in partnership with organisations can contribute to poverty reduction. It also explores a range of values, asking whether they can make pro-poor research and development more effective and, more importantly, whether a value-based research management approach can significantly contribute to poverty elimination. The experience of a recently completed IRRI-managed and DFID-funded project, the Poverty Elimination Through Rice Research Assistance (PETRRA) project, which claimed to have used a value-based approach to agricultural research management, was used as a case study to learn about the effectiveness of such an approach. The project was implemented in Bangladesh for 5 years with more than 50 national and international partners and in close collaboration with the Bangladesh Rice Research Institute (BRRI). A qualitative research methodology was used to explore the effectiveness of the value-based research management approach utilised by the project. The values included working with the poor men and women farmers on their demands and priorities, conducting research that ensures participation of men and women farmers, working with partners who work with the poor farmers, and developing networks and linkages to sustain technologies and innovations and communicate results to a large number of poor farmers for impact. Under PETRRA, a competitive research commissioning approach was used in the selection of partners. The research method involved interviewing the research partners that led research and development subprojects 4 years on from the completion of the project. This group represents the intermediary group that made the link between two large groups: i) the national-international agricultural research and development system and ii) the users, the poor men and women farmers or the farmer groups. During the interviews, the partners of PETRRA evaluated their experience with the value-based approach that was adopted by PETRRA and analysed its effectiveness. The research revealed that the experience of engaging with values and the value-based management approach was mostly positive. The scientists from national and international research centres and development professionals from government, non-government, and private organizations were successful in linking agricultural research, values, and the need for a management approach to achieve the objective of poverty reduction. They were able to see the strengths of the values when they were used in combination to complement each other. They observed the superior effectiveness in poverty reduction of research outputs in the form of technologies and other innovations that were developed through a value-based approach. They also identified the need for and effectiveness of the contribution of continuous capacity-building efforts on the part of the project management unit in support of a value-based approach. There was clear evidence of capacity-building impact on individual partners and their respective organizations as many of these individuals and organizations sustained the learning after the project ended. Many technologies and innovations, networks, and tools that were developed in the respective subprojects were successfully used by poor farmers, some were replicated by other organizations, and some were mainstreamed and internalised within the organizations that developed them. Many partner organizations involved were substantially changed. Those who had no previous agricultural programme became champions in agriculture, and those who had never worked with resource-poor men-women farmers became leader organizations in conducting such programmes. Many individuals and organizations became advocates and became known nationally. All such evidence indicates the effectiveness of the value-based agricultural research management approach. The thesis concludes that pro-poor agricultural research and development is possible, even within a traditional setting. The challenge is to create a management approach around research and development activities that is value-based and that can facilitate a learning environment where all actors can contribute, play their due role, and get credit for it.

A comprehensive and rigid analysis of Chinese investment in Australia for the past four decades is an under-researched topic, though there had been sporadic treatments of this subject matter from the perspective of single institutions in economics, politics, and culture. The neoliberalism era marked a honeymoon between China and Australia, which boosted the Chinese investments in Australia, marked by the Australia-China Free Trade Agreement and the ‘One Belt One Road Initiative’ Agreement, signed by the Victorian Government and the Chinese Development and Reform Commission. Recent years witnessed a deterioration of the Australia and China relationships and the “tit-for-tat” strategies and racism movements which discourage the Chinese investments in Australia. This study has developed a conceptual framework consisting of economic, political, cultural and institutional factors that may explain the Australian government’s decision of rejecting certain Chinese investments in recent years. Case studies were employed to illustrate the application of the conceptual framework. The findings suggest that the conceptual framework can be utilized to explain why the Australian government rejected certain Chinese investments. This research aims to analyze the determinants of Australia Government’s rejection of Chinese investment in Australia. Case studies in the field of the Australian mining sector, agriculture and agribusiness, and infrastructure unveil that political distrust towards Chinese investment in Australia is a major source of refusing Chinese investment. This led to continuous reduction of Chinese investment in Australia since 2016. Such political distrust which works against the national interest of the respective countries, may also drive the decline of Chinese investment in Australia. This research contributes to the literature by examining the factors which lead to the Australian Government’s decision to reject certain Chinese investments based on in depth analysis of case studies. This will be useful for understanding how to enlarge shared interest for policymakers, businessmen and academic researchers.

The study aims to assess performance of Technical Reports as a channel of information for development in the Lesotho context. It concurrently evaluates how a specialized information unit of the Institute of Southern African Studies (lSAS) has performed in its obligation to devise adequate mechanisms for managing the report literature and meeting the development-related needs of users. In order to achieve that aim, the study contextualized development as a process, state, and condition and highlighted some development indicators for Lesotho. Agriculture and gender were selected as sectors of development. Global conferences, as one of the many development strategies that generate technical reports heavily, were used as a benchmark. In the performance and impact assessment methodologies, case study techniques were applied with ISAS as a site and one unit ofanalysis. Technical Reports (TRs) on Lesotho were studied. Triangulation approaches were applied in sourcing data. The academics, information workers, government officials, non-governmental organizations (NGOs) and aid agencies based in Lesotho were surveyed. Research questions that guided the study centred on the productivity, distribution of technical reports, their management by intermediaries, use, non-use and the effects thereon. Seven types ofTechnical Reports feature in the development process, namely Academic, Project, Conference, Survey, Enquiry, Official and Special Committee Reports. Technical Reports are produced at varying levels depending on needs and approaches to development by producers or commissioning bodies. Academic Reports are authored mostly by the academics. The Government, Aid agencies and NGOs produce widely through external consultants/experts, who utilize centres such as ISAS where commissioning bodies do not have information services. TRs productivity is high and diverse in Lesotho, but capacity to manage the output is seemingly low, and hence under-utilization results; ISAS's out-dated mission, lack of, or limited resources and dejure national support in the form of acts and statutes affect the Institute's Technical Reports' services. Production is gender biased, thus making for imbalance in reporting on development. Agriculture as a sector is heavily researched and reported about, but the benefits to the populace are either few or non-existent. Restricted materials are estimated at 30%, but most ofthe TRs are unaccounted for. Hoarding and poor records or information management leave a vacuum that leads to a duplication of previous studies and production. The study confirmed that technical reports are required by all the surveyed groups. Technical Reports are not ofa transient nature even though they reach a peak oftopicality and use at certain periods. Where the channel conveys factual data timeously, there are developmental benefits. Low or non-use is common where there are no specialized information services especially within the civil service. Such negative factors cause delays and infrequent currency, inadequate reporting and erroneous budgetary allocations, for example. Seeminglythere is no clarity on what restricted, secret and limited materials mean. Major recommendations were made. One concerned an integrated approach to managing the channel. This would involve preparing a Manual for the production of Technical Reports which would clarify how to prepare them; for instance, the caliber of personneVexperts who should author reports, the conditions to be observed, the timeliness production, reliability of data used, and centres that would be acknowledged to then qualify for commensurate financial and other support. The other proposes that the envisaged National Research Council be given the powers to enforce the guidelines ofthe manual and related functions. The last recommends assigning to the documentalistsfor classified Technical Reports, the role of managing classified items. Consideration should also be given to important issues raised in the study, being the role of Information, Communication and Technologies (lCTs), sectors of development to be attended to, training and networking in technical report\s. Further studies are also recommended mainly for the causes and effects of the closures of information services that managed technical reports' in southern Africa; longitudinal studies on the impact of non-use oftechnical reports in major sectors ofdevelopment like Agriculture; comparative studies on the impact of specialized centres in the developed and developing countries. Further action is urged under the aegis ofbodies like the Standing Conference ofEastem, Central and Southern African Librarians (SCECSAL), Standing Conference of National and University Librarians.

The experience of scientific and technical cooperation of Belarus Agricultural Library and the Institute of Experimental Veterinary Medicine named after S.N. Vyshelessky is presented. The article describes the library’s activities in information support of scientific research (provision of bibliographic and analytical information on scientific publications, delivery of full texts, patent search) and promotion of research results in the international information space (creation of author profiles in author identification systems, source selection for publishing the results of scientific research, paper processing submission support). Conclusion about the effectiveness of such cooperation for scientists, libraries and Belarusian science in general is noted.

Besides a library's own collection, there is also an increasing use of web-based scientific information resources in library research and development services. The ever-increasing volume of such information, its fragmented location (in various databases, information retrieval systems, etc.) actualize the interest in automating processes when dealing with such scientific resources. The paper presents the functions of a software package for infometric diagnostics of the publication flow to serve users of the Belarus Agricultural Library (BelAL), which is being developed at the United Institute of Informatics Problems of the National Academy of Sciences of Belarus and BelAL. The software package is designed to automate the information servicing of BelAL users in terms of search, delivery and analytical processing of scientific Internet publications on agriculture.

A safety assessment code, DecDose, for decommissioning of nuclear facilities has been developed, based on the experiences of the decommissioning project of Japan Power Demonstration Reactor (JPDR) at Japan Atomic Energy Research Institute (now Japan Atomic Energy Agency). DecDose evaluates the annual exposure dose of the public and workers according to the progress of decommissioning of the plant, and also evaluates the public dose at accidental situations including fire and explosion. The public dose at normal situations during decommissioning is evaluated from the amount of radionuclides discharged from the plant to the atmosphere and the ocean. The amounts of radionuclides discharged depend on which and how activated and/or contaminated components and structures are dismantled. The amount is predicted by using the radioactive inventory given by the plant. The filtration efficiency of the ventilation system and decontamination factors of the liquid waste treatment system of the plant are also considered. Both of the internal dose caused by inhalation and ingestion of agricultural crops and seafood, and the external dose by radioactive aerosols airborne and radioactive deposition at soil surfaces are calculated for all of possible pathways. Also included in the external dose are direct radiation and skyshine radiation from waste containers which are packed and temporarily stored in the in-site building. For external dose of workers, the radiation dose rate from dismantling contaminated components and structures is calculated using the dose rate library which was previously evaluated by a point kernel shielding code. In this condition, radiation sources are regarded to be consisted of two parts; one is a dismantling object of interest, and the other is the sum of surrounding objects. Difference in job type or position is taken into account; workers for cutting are situated closer to a dismantling component, other workers help them at some distance, and the supervisor watches their activities from away. For worker’s internal dose, the radionuclide concentrations in air for individual radionuclides are calculated from a dismantling condition, e.g. cutting speed, cutting length of the dismantling component and exhaust velocity. A calculation model for working time on dismantling was developed using more segmented WBS (work breakdown structure). DecDose was partially verified by comparison with measured the external dose of workers during JPDR Decommissioning Project. The DecDose is expected to contribute to utilities in formulating rational dismantling plans and to the safety authority in estimating conservativeness in safety assessment of licensing application or risk-based regulatory criteria.

This brief summarises key considerations concerning cross-border dynamics between Uganda and Kenya in the context of the outbreak of Ebola (Sudan Virus Disease, SVD) in Uganda. It is part of a series focusing on at-risk border areas between Uganda and four high priority neighbouring countries: Kenya; Rwanda; Tanzania, and South Sudan. The outbreak began in Mubende District, Uganda on 19 September 2022, approximately 340km from the Kenyan border. At the time of writing (December 2022), the outbreak had spread to eight Ugandan districts, including two in the Kampala metropolitan area. Kampala is a transport hub, with a population over 3.6 million. While the global risk from SVD remains low according to the World Health Organization (WHO), its presence in the Ugandan capital has significantly heightened the risk to regional neighbours. Kenya is categorised as a priority level 1 country, following a case in Jinja on the road between Kampala and the Kenyan border, on 13 November 2022. A total of 23 suspected cases were tested in Kenya up to 1 December 2022, all with negative results. To date, no case of SVD has been imported into the country from Uganda. This brief provides details about cross-border relations between the two states, the political and economic dynamics likely to influence these, and the specific areas and actors most at risk. The brief is based on a rapid review of existing published and grey literature, news reports, previous ethnographic research in Kenya and Uganda, and informal discussions with colleagues from the International Organisation for Migration, UNICEF, UNDP, Save the Children, the Kenyan Red Cross Society, the Kenyan Ministry of Health (MoH) and Ministry of Livestock, Agriculture and Fisheries in Kenya, and the Safe Water and AIDS project in Kisumu. It was requested by the Collective Service, written by Hugh Lamarque (University of Edinburgh) and Hannah Brown (Durham University) and supported by Olivia Tulloch (Anthrologica).
