AbstractThere were estimated to be over 20 million internally displaced persons (IDPs) at the end of 1999, a number that surpasses global estimates of refugees. Displacement exposes IDPs to new hazards and accrued vulnerability. These dynamics result in greater risk for the development of illness and death. Often, access of IDPs to health care and humanitarian assistance is excluded deliberately by conflicting parties. Furthermore, the arrival of IDPs into another community or region strains local health systems, and the host population ends up sharing the sufferings of the internally displaced. Health outcomes are dismaying.From a health perspective, the best option is to avoid human displacement. WHO contributes to the prevention of displacement by working for sustainable development. Placing health high on the political agenda helps maintain stability, and thereby, reduce the likelihood for displacement.Primary responsibility for assisting IDPs, irrespective of the cause, rests with the national government. However, where the government is unwilling or unable to provide the necessary aid, the international humanitarian community must step in, with WHO playing a major role in the health sector.There is consensus among the partners of the World Health Organization (WHO) that, in emergencies, the WHO must: 1) take the lead in rapid health assessment, epidemiological and nutritional surveillance, epidemic preparedness, essential drugs management, control of communicable diseases, and physical and psychosocial rehabilitation; and 2) provide guidelines and advice on nutritional requirements and rehabilitation, immunisation, medical relief items, and reproductive health.If the vital health needs of IDPs—security, food, water, shelter, sanitation and household items—are not satisfied, the provision of health services alone cannot save lives. Community participation is essential, and community participation implies bolstering the assets and capacities of the beneficiaries.

Most internally displaced persons (IDPs) live in low-income countriesexperiencing a war; their psychosocial health has not been well addressed. Objectives: To findout the prevalence of anxiety and depression in internally displaced persons (IDPs). Design:A randomized cluster sampling, case-controlled study. Period: 10th April 2009 to 10th July2009. Setting: This study was conducted at Kacha Ghari camp and Sheikh Yaseen camp forIDPs. Patients and Method: A total of 220 cases (those whom were exposed to traumaticexperiences) were selected through cluster random sampling. 220-matched controls (thosewhom were not exposed to traumatic experiences) were selected same day using the samesampling method. Both sexes were included. Socio-demographic information was obtainedfrom IDP- information form. Anxiety and depression was assessed using Hopkins symptomschecklist – 25 (HSCL-25). SPSS version -17 was used for statistical analysis. Chi square testwas applied for group comparison to calculate statistical significance. Results: More thanhalf of the participants (60 %) in this study were in age group between 18 to 38 years. 55 %of the population were females. Majority of participant were married (86% - 90%) and wereuneducated (74% - 90%) belongs to lower socio-economical class. The total Scores and theDepression Scores on Hopkins symptoms checklist – 25 (HSCL-25), were significant high incase group than in control group with the P values of 0.04 and 0.05 respectively. Discussion:Trauma and torture leaves a permanent scar on the survivors. It has physical, psychological andsocial squeals. Hopkins Symptoms Checklist-25 is intended to provide primary care physicians,mental health practitioners and other health care providers with an instrument for detectinganxiety and depression in torture and trauma victims. Conclusions: Besides being displacedfrom their residence exposure to trauma come out to be the important causative factor increating psychological disturbance among internally displaced persons.

Indonesia currently has one of the largest groups of Internally Displaced Persons (IDPs) of any nation in the world. This paper assesses the scale and patterns of such movement in Indonesia as at the beginning of 2002. It begins by assessing conflict as a cause of internal migration and shows how such movement was significant during the first two decades of independence in Indonesia. The current patterns of movement of IDPs in Indonesia are then outlined with the main origins being in the Outer Island provinces of Maluku, East Timor, Aceh, Central Sulawesi, Central Kalimantan, Papua and West Kalimantan. Around half of the current 1.3 million IDPs are housed in “refugee camps,” often in crowded and unhygienic conditions. Several of the expulsions of IDPs have come from areas where there have been earlier influxes of migrants, especially transmigrants of Java-Bali origins and the so-called BBM (Bugis, Butonese and Makassarese from South Sulawesi), with different ethnoreligious backgrounds than the native residents. The release of central control following the fall of the Suharto regime and the onset of the financial crisis have seen simmering newcomer/native, ethnic, religious and economic tensions rise to the surface to create the large scale expulsions. The Indonesian government has put forward a strategy to “solve” the IDP problem by the end of 2002. This is assessed and some of the medium and long-term implications of the movement discussed.

As of May 21, 2015 UNHCR has information about 1,299,800 IDPs, the data provided by the Ministry of Social Policy of Ukraine. Since the process of establishing a centralized system for registration is still pending, the actual number of persons displaced within the country may be higher.We have a complex psychopathological and clinical research psychodiagnostic 97 internally displaced people in volunteer center, located at the central train station in Kharkiv to study the clinical features of neurotic disorders.The results showed that 75.9% of IDPs observed have violations of adaptation: long-term depressive reaction (F 43.21) and predominant disturbance of other emotions (F 43.23). The clinical picture is dominated by the depression, anxiety, inner tension, inability to relax, asthenic symptoms, various fears and paroxysmal autonomic instability.The results of the diagnostic psychological studies have found that men reactive alarm indicators (average – 37,7 ± 3,0) were higher than trait anxiety (average – 32,6 ± 2,9). On the contrary, women figures trait anxiety (average – 38,6 ± 2,9) were higher than reactive anxiety (average – 34,7 ± 3,0). Severity of depressive symptoms also slightly prevailed in women. The mean score on the Hamilton scale for men was 17,0 ± 2,3 points, women – 18,0 ± 2,3 points.Disclosure of interestThe author has not supplied his declaration of competing interest.

Military events in Ukraine in recent years and months have forced people and families to leave their homes and move to safer places to seek protection and assistance. For Ukraine, social work with internally displaced persons, migrants, and internal migrants is a fairly new type of activity for social workers. The article analyzes the state and the problem of internally displaced families, describes the domestic experience. The concept of "internally displaced person" is highlighted, which is currently prescribed at the legislative level. The basic needs of internally displaced persons, features of their registration are revealed. Psychological problems are one of the main problems of families of temporarily displaced persons. Attention is paid to the analysis of the legal framework on this issue and the work of institutions and agencies that provide social support and assistance to internally displaced persons in Ukraine. At the legislative level, the status of internally displaced persons, rights and freedoms, types and forms of assistance, obtaining documents, etc. are defined. Today in Ukraine they provide assistance and support to this category of service recipients both at the state and non-state level. Among the main areas of work at the state level are the provision of material assistance, housing and employment. In addition, volunteer organizations play an important role in this process. Volunteers from all over the world and Ukraine are actively working to raise funds, food, hygiene products, medicines and more. The article provides information on the migration of internally displaced persons outside the country. But the problems of internally displaced persons and their needs are poorly understood. At the same time there is a need to develop technologies, forms and methods of socio-pedagogical, psychological work with internally displaced persons. Prospects for further research can be the development of technologies, forms and methods of socio-pedagogical, psychological work with internally displaced persons.

The article analyzes the social security of internally displaced persons. Based on the analysis of current legislation and modern scientific research, a definition of the concept of «internally displaced persons» is proposed. The causes of forced migration and their impact on the social security of internally displaced persons in Ukraine are indicated. Namely, due to the military aggression of the Russian Federation against Ukraine, a large number of Ukrainian citizens were forced to move, saving their own lives, which led to forced migration, both external and internal. Statistical data on the number of internally displaced persons are indicated. The constitutional rights of a person, a citizen and internally displaced persons are specified. It is indicated that the fact of internal displacement is confirmed by a certificate of registration of an internally displaced person. It was established that the state maximally contributes to the support of such a category of population as internally displaced persons and maximally mitigates the consequences of the armed aggression of the Russian Federation. It is noted that for the development and improvement of the material and technical base aimed at ensuring the protection of the rights and freedoms of internally displaced persons, funds from enterprises, institutions and organizations, foreign states and international organizations can be attracted in the form of charitable, humanitarian, material and technical assistance, charitable organizations and public associations, other sources not prohibited by law. It is noted that for persons with disabilities and children and for other internally displaced persons, financial support for accommodation is provided, as well as one-time assistance can be received by persons who have been evacuated from the areas of hostilities. It is indicated that compensation is provided to owners of damaged or destroyed housing, compensation for damages, as well as compensation to entrepreneurs for employment of internally displaced persons. It is noted that the promotion and implementation of political, economic, cultural and other measures for the social protection of internally displaced persons and other citizens of Ukraine is an important duty of the state.

The article is dedicated to revealing the efficiency of legal documents concerning provision of help to internally displaced persons on the example of work carried out by the Department of social protection of the population in Poltava area. The legal framework of Ukraine is viewed in terms of ensuring rights and freedoms of the internally displaced persons; it is accentuated on an internally displaced person’s obligation to fulfill the duties stipulated by the Constitution and laws of Ukraine; statistical data are supplied as to the number of internally displaced persons in Poltava area and the number of social protection workers whose work is linked with rendering quality social services to vulnerable categories of citizens including internally displaced persons (19 territorial social protection centers and 36 centers for rendering social services ensure servicing of 4.5 thousand internally displaced persons); it is proved that a characteristic feature of the social protection field in Poltava area is the systematic approach, owing to which the Complex program for social protection of the Poltava area population is implemented successfully. The quality implementation of laws and resolutions of the Cabinet of Ministers of Ukraine as to rendering assistance to internally displaced persons in the work of the Department of social protection of the population in Poltava area is highlighted.

- who are they, why do they stay?

A case study of internally displaced persons in Sri Lanka

This essay is a case study of internally displaced persons in camps in the district of Vavunyia in northern Sri Lanka. The main question was; Why do some internally displaced persons remain in camps when many displaced people already have settled elsewhere? The aim of this study was to examine why some people stay in camps even after a ceasefire agreement has been signed and though many people already have settled. The literature on solutions of conflict-induced displacement is not conceptually rich or theoretically exact. Therefore this study also tried to make a model for analysing why some individuals remain in camps. The model is based on the political scientist Robert Dahl theories on “political resources”. The concept used in this essay is “personal resources”. The personal resources examined were social situations and land and property ownerships and political and legal rights. The study assumes from the hypothesis that the remaining people in camps lack these personal resources which are of importance for their ability and motivation to settle outside the camps. The personal resources have been divided into structural and agential factors.

The result of this study suggests that the given hypothesis was right; the remaining displaced persons lack most of the examined personal resources. Their social situation was characterised by low status, small social network in the place they fled from, low education and unskilled work. A majority of the displaced who remained in the camps were landless. Until recently their legal right to choose settlement was restricted. The only personal resource that the majority of the displaced possessed was the political right to vote. The lack of personal resources affects both the displaced persons’ ability and motivation to find a durable solution.

Worthy to note is that it is impossible to draw clear distinctions between what is to be seen as agential and structural factors. Landlessness which in the introduction was categorised as a structural factor was proved to also constitute an agential factor as it affects people’s motivation to return.

The study shows that the circumstances surrounding internally displaced persons are complex and constitute many obstacles to their possibility to find permanent settlements. The most obvious factors, like not having any place to return to and deprivation of the legal rights of choice of settlement, can be the most important explanations.

This thesis deals with Internally Displaced Persons (IDPs) on global and local level. The researchquestion deals with the problems associated with IDPs - what challenges IDPs are facing and thefuture prospects for IDPs worldwide and on local level in the Samegrelo region in Georgia.The thesis is divided into two parts: In the first part I define the IDPs using the GuidingPrinciples on Internal Displacement, the critique towards the Guiding Principles and adescription of the vulnerability of IDPs worldwide. (Part 1, Chapter 1, Sections 1,2 and 3).I continue to describe the IDPs on local level, paying special attention to those in the Samegreloregion, in Georgia. In addition, I point at a delicate issue regarding ethnicity. Further, I providefigures on the IDP population, by showing the massive IDP movement in 1994 and 2008.Further, I use a description to the Indicators of Vulnerability with regards to integration of IDPs inthe region, and alongside with these indicators I contrast the content with the Government ofGeorgia Action Plan for the Implementation of the State Strategy for IDPs, and the Guiding Principleson Internal Displacement. (Chapter 2, Section 1,2 and 3).In the following chapter I define foreign aid as a tool of policy and I point out the absence ofearmarked Official Development Assistance (ODA) destined for IDPs, although there isearmarked ODA specified for Refugees according to ODA policy.ODA disbursements to Georgia indicate that a majority of the ODA is used as humanitarian aidand the traceable assistance directed to IDPs is predominantly humanitarian. (Chapter 3, Sections1 and 2).A brief overview explains the transition from early rural cooperatives in the West, to the NGOsoperating in post-Soviet states from early 1990s, within the sectors humanitarian anddevelopment assistance. Despite a long list with short-term hard and soft projects implementedby Local NGOs, the outcomes never reached sustainable levels. (Chapter 4, Section 1).Second part of the thesis encompass a case study of a development project I managed during aninternship at the Human Rights Center of Georgia. I describe the conduct of the project and howthe team, working together with young IDPs, achieved to formulate an idea for sustainableincome generation. I also present the technicalities and the process on how we negotiated toconvince the elder IDPs about cooperating with us on the idea and the project. I describe theprocess of renovating a food processing room at the collective center where the IDPs were living,and how this project was aborted due to lack of funds. (Part 2, Case study).

The most recent war in Iraq has resulted in a large wave of internal and external displacement with increased sectarian violence and ethnic tension. Subsequent conflict has exacerbated conditions within the nation and further increased displacement. Throughout the country, over one million Iraqis are currently displaced. Inadequately supported by infrastructure due to a negligent dictatorship and consecutive wars, over 250 settlements have peppered Baghdad's landscape and aggravated the capital's insufficient infrastructure. It is clear that the rapid rate at which informal settlements for internally displaced persons (IDPs) are being established exceeds the rate in which settlements are forming Many settlements have exhibited user-initiated incremental housing processes. The topic of this thesis is upgrading settlements for IDPs in Baghdad, Iraq through user-initiated methods. Baghdad is facing an overwhelming amount of sub-standard IDP settlements, and while some settlements are turning into slums, other settlements are becoming more durable. Community action can be a solution for the problems addressed in semi-durable settlements that have exhibited enough solidarity through incremental processes to reach a semi-durable state. This thesis examines the solution through three methods. First, it looks at a historical review of incremental housing processes parallel to Iraq's housing policies and history to understand the nation's current housing crisis. It finds that Iraq has struggled in addressing housing needs for the low-income sector since its independence. Following the historical review, this thesis screens IDP settlements in Baghdad to evaluate the feasibility of upgrade for different types of settlement. In the screening process, settlements that exhibit semi-durable characteristics and are available for secure tenure are most eligible for upgrade. One particular semi-durable settlement is studied: Al-Sadeq in Baghdad's peripheries. Al-Sadeq is evaluated based on the following measures of durability: infrastructure, housing, and social networks. As hypothesized, findings supported the role of incremental housing principles and community action to improve the settlement's state of durability. Lessons are extracted from community field research. As hypothesized, social cohesion and community action are the catalysts that allow incremental methods of infrastructure and housing improvements to thrive. This is especially important in a conflict zone as Baghdad, where displacement is often a direct outcome of danger. In such environments, social networks can provide feelings of security to invest in development. Lessons for communities like Al-Sadeq include the power of community action in incremental housing processes and user-initiated development. Lessons from the historical review shed light on the ineffective solutions for mitigating social housing concerns in the nation's past. Lessons for the government in this study challenge the lack of an established tradition of community action in public sector projects in Iraq.

The purpose of this reflection – Dignity across borders: Rethinking the protection of refugees and IDPs from an ethical perspective – has been to challenge contemporary ways of thinking and dealing with issues related to refugees and IDPs. Today, refugees and IDPs are often reduced to their needs. They are often perceived as bodies to shelter, to heal or to clothe; mouths to feed; victims of persecution to protect, etc. In the same perspective, contemporary debates on treatments of refugees and IDPs tend to rotate around the financial costs of processing claims, social security benefits for asylum seekers, and social tensions arising from the presence of large numbers of refugees and IDPs in receiving countries or communities. While acknowledging the importance of all these issues and needs, the stance of this reflection has been to refocus the debate on the concept of human dignity which transcends borders such as nationality, ethnicity, religion, race, etc. From this standpoint, the debate changes and gains more fundamental and moral depths. From the same stance, but grounded in the biblical experience, the Roman Catholic Church‘s social discourse on refugees and IDPs challenges the current international refugee protection regime. Because all are created in the image and likeness of God, all humans share the same dignity. Their dignity and their rights as humans are not related to their citizenship, but to the fact that they have been born into the human family. This is the foundation of Christian universalism that challenges the current refugee protection regime that is based on the membership of states. Yet, Christian universalism includes also a realism that respects the state sovereignty within its borders. Conversely, the main claim of Catholic social teachings on refugee issues is that the refugee issues should not be perceived only from the standpoint of the state, such as national security concern and borders control. Above all, refugees should be perceived as human beings, as dignities across borders

Background: Since 2014, the issue of internally displaced persons has been relevant for the Ukrainian state. The problem has gained even greater scope since the beginning of 2022. Today, the integration and adaptation of this category of persons is an important element of social policy and practical social work. Objective: Based on the research, find out the peculiarities of the integration of internally displaced persons in Ukraine Methods: analysis, synthesis, comparison, generalization to study the content of theoretical sources and systematic understanding of the problem; analysis of documents to study the scientific, regulatory and practical aspects of the issue; analysis of data on the dynamics of the problem. Results: The analysis of scientific literature and research data confirmed our hypothesis about the active dynamics of the issue of integration of internally displaced persons. It was determined that there are a number of barriers in the integration process. Some people integrate temporarily. Conclusion: The analysis of the problem shows the active coordinated work of the government and ministries, the presence of certain legislative problems, as well as unresolved infrastructure issues. At the local level and in communities, there are not always enough resources to solve urgent problems. The integration of this category of persons takes place depending on the age and social status of the person. Key words: war, internally displaced persons, integration, social policy, social work.

Background: the author's analysis of the website of the Ministry of Social Policy, the websites of public and charitable organizations allowed us to conclude that the main trends and directions of their work after the full-scale invasion of the Russian Federation in Ukraine include: an increase in the number of public, charitable organizations, volunteer headquarters, which are oriented to help the army, to internally displaced persons, centers for displaced persons and victims of war, payment of monetary aid and assistance with evacuation to safe places in Ukraine or abroad. Purpose: describe the main international and domestic non-governmental organizations that provided financial assistance to war victims and internally displaced persons. Methods: method of content analysis of websites. Results: the number of internally displaced persons increased from 1.5 million in 2014 to 7.1 million in 2022. During 2022-2023, millions of internally displaced persons received and continue to receive monthly cash assistance for living from the state, free social services, humanitarian and food aid, etc. In addition, Ukrainians affected by military actions and internally displaced persons received and continue to receive financial assistance from international and domestic non-governmental organizations. Conclusion: the author's analysis is only one attempt to generalize the providers of monetary assistance to war victims and internally displaced persons in wartime conditions and, of course, is not exhaustive. We can conclude that financial aid from international and domestic organizations plays an important role in supporting Ukrainians who have fallen into a difficult life situation. Russia’s military intervention in Georgia in 2008 has forever changed the security environment for Tbilisi. Borderization, Russian military and semi-military bases on Georgian territory, and Moscow’s unofficial annexation policy in two regions of Georgia are among the issues Tbilisi faces due to the Kremlin’s five-day war against Georgia. Moreover, more than 200 000 thousand people remain Internally Displaced Persons in Georgia, waiting to exercise their right of dignified return to occupied regions currently remaining under illegal Russian control. This paper analysis ongoing Geneva International Discussions involving Georgia and Russia and the prospects of reaching a consensus on a dignified return of Internally Displaced Persons to their homes. The paper concludes that currently, the Georgian Government does not hold leverage against Russia to alter the course of the negotiations process. Official Tbilisi should concentrate on the long-term objective – building trust with the representatives of Georgia's occupied regions to consider coalition-building in negotiations in case favorable changes affect power asymmetry between Georgia and Russia and the opportunity window for Georgia to affect occupied regions' decisions without Russian interference appears.

The impact of the Covid-19 pandemic for forcibly displaced persons (refugees, internally displaced persons and asylum seekers) extends beyond its health impacts and includes serious socioeconomic and protection impacts. This rapid review focuses on the available evidence of the socioeconomic impacts of the crisis on forcibly displaced persons, with a focus where possible and relevant on examples from countries of interest to the Covid Collective programme: Afghanistan, Bangladesh, Ghana, Iraq, Kenya, Malawi, Pakistan, Rwanda, South Sudan, Syria, Uganda, Yemen, Zambia and Zimbabwe.

This research report examines the experiences of Roma communities who have been displaced by the war in Ukraine. Roma in Ukraine and in Europe have historically faced discrimination and prejudice due to widely held stereotypes among the non-Roma majority. This report highlights how Roma internally displaced persons and refugees are discriminated against, and how, whereas many Ukrainian refugees have been welcomed with open arms in European countries, the same welcome has not been extended to Roma. The report also highlights the role of Roma-led organizations in supporting displaced Roma and reinvigorating the fight for the rights of Roma communities.

This paper studied whether the use of short message service (SMS) technology effectively informed Bogota's population of internally displaced persons (IDPs) about its eligibility to receive social benefits. Half of the sample population was randomly informed of their eligibility via SMS and their awareness of available benefits was estimated. On average, treated households are more aware of their rights; however, awareness varies across benefit type. The study recommends expanding the use of SMS as a policy instrument and as a means for empowering IDPs.

As part of the main randomized controlled trial (RCT), we ran a pilot study in the Democratic Republic of the Congo (DRC), where we delivered an Interactive Voice Response (IVR) call containing information about COVID-19, which was subject to debate and misinformation in the community. We wanted to experimentally test the effect of attaching a reputable source to COVID-19 public health messaging on a shift in COVID-19 perceptions—meaning, do people believe information more if they trust the source?

Displacement forms part of virtually any major crisis. It introduces a level of complexity when providing social assistance that leads to a specific, usually context-dependent set of challenges. It is widely recognised that the vast majority of displaced people will travel as short a distance as possible to reach safety, whether as Internally Displaced Persons (IDPs), refugees or irregular migrants in neighbouring countries. Displaced people are disproportionately hosted in low- and middle-income countries, and the length of their displacement is increasing. This highlights the urgent priority of displacement; indeed, it has received sustained attention from the highest levels of global decision-making, particularly since 2016, including two Global Compacts in 2018 (Global Compact for Migration, Global Compact for Safe, Orderly and Regular Migration). Although some have argued that such global summits offer a replacement for meaningful action, these events at least highlight clear political will to shift the emphasis from humanitarian responses to a much longer-term development focus. Interest in social assistance and displacement has also grown since 2018 and resulting policy must respond to this concern for more sustainable responses. High-level commitments are slowly filtering through to policy, while recent research has provided clear frameworks for analysing developing policy approaches. Gaps remain in the analysis of policy implementation and in the assessment of how to access social assistance beyond official state channels.

Religious identity is critically important to consider in assessing patterns of displacement and the dynamics of conflict and peace-building, as well as programmatic and policy responses to humanitarian crises. Conflicts are frequently driven by discrimination and generate massive numbers of refugees and internally displaced persons (IDPs) as they flee from persecution and violence, whilst individuals or groups may be targeted for their identity or face insecurity during community activities. As a result, the relationship between diversity, inclusivity, and interdependence is key to developing approaches that address intersecting forms of insecurity experienced by religious minorities. This paper reviews current thinking and policy directions in understanding religious inequalities in humanitarian contexts and asks the following questions: 1) What are the implications of programming that is blind to religious inequalities? 2) How can humanitarian actors incorporate sensitivity to religious difference and persecution in their programming, and what are the challenges of doing so?
