Streszczenie:
The article presents methodological approaches to determining the volume of passenger service in long-distance railway connections and intercity bus services in Ukraine, which are expected in the coming years. Goal. The purpose of the study is to increase the reliability of the information base for making informed management decisions on the further development of the transport passenger complex. Methodology. In the process of research there was used a set of methods of expert assessment and logical analysis of possible factors influencing; economic and mathematical modeling; formalized extrapolation methods to determine the predictive parameters of influencing factors. Results. The forecast values of the number of transported passengers and the values of passenger turnover in long-distance railway and intercity bus connections in the short-term period are obtained. Originality. To estimate the forecast values of passenger traffic there was used the combination of methods of correlation-regression analysis and forecasting the magnitude of factors by the method of variable average. Practical value. The study of the patterns of passenger traffic dynamics revealed that in the next two years no significant changes are expected in the volume of work of both kinds of transport. However, in long-distance railway transport it is possible to increase passenger traffic by 1.6% (0.74 million passengers) and, accordingly, the annual passenger turnover will increase by 2.2%. In the intercity bus service, a slight decrease in the volume of passenger traffic by 0.8% (0.93 million passengers) is possible, and the rate of decrease in annual passenger turnover will be 0.5%. In the conditions of constant reduction of the population of Ukraine the most effective mechanism of ensuring further sustainable development of both types of passenger transportation is constant adjustment of tariff policy on the principles of flexibility and bonus tariff formation under condition of continuous improvement of services quality.

The article discusses possible transport and logistics schemes for a «door-to-door» passenger trip on intercity and suburban routes in the riverine regions by hovercraft. An analysis of a number of research works of Russian scientists and English-language sources in the field of passenger transport quality has been carried out, which has shown that the study of transport and logistics schemes for a passenger’s trip concerning factors such as distance, cost, travel time according to any presented typical «door-to-door» scheme on bus routes and hovercraft are not found on intercity and suburban routes in the riverine regions. The author proposes typical transport and logistics schemes for passenger trips in alternative routes and an analytical method for developing the technological process of passenger trips on intercity and suburban routes by road and river transport with an algorithm for determining time costs that can be used in transport organizations.

The movement activity from Medan City to Tanjung Balai City is a fairly dense movement. The movement between the two cities can be served by several modes of transportation including trains and intercity transport buses (KUPJ, KUPJ TOUR, Sartika). The purpose of this study is to find out which public transportation is most interested in by the public before and after changes in the train system with city transportation buses, as well as analyze the variables of destination, consideration, and service of the Medan Tanjung Balai route. Based on the results of the analysis between passenger data from agencies and the results of field questionnaires, passengers prefer trains over intercity transport buses. This is due to the efficiency of fast train mileage compared to intercity transport buses. From the results of independent variables (goals, considerations, services) positively and significantly give a good influence to users of rail transport and city transport buses.

Streszczenie:
Buses represent the main mode for intercity passenger transportation in China. In recent years, a multichannel ticketing strategy has been widely employed in the bus passenger transportation industry. However, the mechanisms and key drivers of the channels through which bus passengers purchase tickets are underexplored. Thus, the aim of this study is to empirically apply an integrated choice and latent variable (ICLV) approach to analyze ticketing channel choice behavior and the heterogeneous preferences of bus passengers. The variables incorporated in the model include the socioeconomic characteristics of passengers, trip attributes, and latent attitudes with 12 ordinal indicators. Based on the data of 1800 participants collected from the city of Beijing, China, this study develops a ticketing channel choice ICLV model merging a discrete choice model with a structural equation model. The key factors that affect the channel preference are further discussed through a comparison with a conventional multinomial logit (MNL) model. The results reveal that the three attitudinal variables have a significant influence on ticketing channel choice. Furthermore, this study indicates that perceptual differences exist due to various socioeconomic and trip characteristics. Personal privacy is a major obstacle that prevents passengers from choosing online channels, especially for older passengers and those with lower education.

The article deals with international passenger transportation. The modern directions of research in the field of passenger transport are analyzed. The interaction of a large number of participants in the transport services market with each other under certain socio-economic conditions increases the complexity of competitive processes taking place in the market. A brief analysis of the intercity passenger transportation market is carried out. The current situation of transport companies and consumers is characterized as a buyer’s market. The transport characteristics of the southwestern part of the Siberian region are presented. The availability of alternative means of transportation leads to the need to develop mathematical models of splitting of passenger flows by means of transport. Information has been collected about the trips of passengers by rail, bus and road transport in direct and reverse directions on the Novosibirsk - Kemerovo and Novosibirsk - Tomsk routes. An algorithm has been developed for dividing the population into groups according to equivalent preferences of modes of transport, which allows us to estimate the amount of demand in the passenger transportation market. Based on the proposed algorithm, the task of optimizing the traffic intensity is set. It is shown how traffic intensity affects passenger traffic on railway transport. The total shares of the population according to the general preference of modes of transport in the considered directions are determined and analyzed.

This essay examines the transition from a rail-based intercity transportation system in California in 1910 to a road/private auto-based system thirty years later, with hypotheses that the transition could be explained by either corporate and state decisions for supplying infrastructure or by public demand. The essay examines trends of automobile ownership, road investment, bus organization and service provision, intercity passenger rail service provision, and intercity rail revenues, both within California and to and from California in each of the three decades. It concludes that public preference for private automobility explains most of the transition but that unserved demand remained for fast passenger train service between the state's large metropolitan areas. Failure to serve that demand derived from California's legacy of popular disdain for the private railroad industry.

The COVID-19 pandemic and antipandemic policies have significantly impacted highway transportation. Many studies have been conducted to quantify these impacts. However, quantitative analysis of the impacts on province-wide traffic in developing countries, such as China, is still inadequate. This paper tried to fill this gap by proposing equations to quantify the traffic variations of overall province-wide traffic and to analyze the intercity bus traffic variation and intercity bus usage, applying the K-means cluster method to conduct the analysis of traffic reductions in regions with different levels of economic development, and using the hypothesis testing for traffic recovery analysis. It is found that passenger vehicle traffic and truck traffic dropped by 59.67% and 68.19% during the outbreak, respectively. The intercity bus traffic on highways declined by 59.8% to 98.6%, and the intercity bus usage dropped by 55.6% on average. For traffic reductions in different regions, the higher the GDP per capita was, the more the traffic was affected by the pandemic. In regions with lower GDP per capita, traffic variations were minor. It is also found that the passenger vehicle traffic went through four stages in 99 days: the Decline Stage, Rapid Recovery Stage, Slow Recovery Stage, and Normal Stage, while truck traffic only experienced the Decline Stage, Rapid Recovery Stage, and Normal Stage and took 51 days to recover to the Normal Stage. In the Rapid Recovery Stage, the recovery rates were 15.6% and 12.9% per week for passenger vehicle traffic and truck traffic, respectively, and the recovery rate was only 2.1% for passenger vehicle traffic in the Slow Recovery Stage. Despite the recovery of traffic volumes, neither passenger-kilometers nor tonne-kilometers of freight in 2020 reached the same level as in 2019. These findings help the understanding of the pandemic’s impacts on highway traffic for researchers and can provide valuable references for decision-makers to develop antipandemic policies.

The Covid-19 pandemic has significantly affected the economic and social spheres of all countries. Restrictions intro-duced to reduce the risk of transmission have changed the structure of population movements. The impact of these restrictions on the characteristics of intercity travel is still an understudied problem. Based on the analysis of statisti-cal data and the results of questionnaires, the article assesses the impact of pandemic restrictions on population mobil-ity in the Western region of Ukraine and changes in the distribution of passenger flows between different modes (bus, rail, private transport, joint travel). In 2020, the volume of passenger traffic in the region decreased by an average of half compared to the previous year. The decline is sharper for rail passenger transport compared to the bus transport. For more developed railway networks, the impact of the pandemic on passenger traffic is more pronounced. Quarantine restrictions have also increased the share of own car travel. According to research, the distribution of intercity trips between modes is influenced by the age and sex of the traveler. During the pandemic, users of transport services who travel with children under the age of 14 choose private transport to travel more often than those who travel alone. The degree of influence of the above factors on the distribution of modes depends on the length of the trip. The application part of the work presents the results of modeling passenger flows of the studied region in the software environment PTV Visum. It was found that at the beginning of the quarantine restrictions the number of intercity trips decreases sharply. As the duration of restrictions increases, the rate of decline in mobility decreases. These data can be further taken into account when planning the work of transport enterprises and meeting the population`s demand for travel. The practi-cal application of the study results is that the identification of trends in the mobility of residents of the studying region depending on the impact of pandemic restrictions allows you to predict the mode and type of vehicles used. Based on these data, you can determine marketing strategies for the development of certain modes and directions of transporta-tion.

The safety of passenger transportation is not only to prevent accidents but also to ensure the conditions of health and efficiency of passengers and driver and the comfort of moving, which is guaranteed by the microclimate in the bus and the driver's workplace. One of the principal indicators of the microclimate is the air temperature in the cabin. The purpose of the work is to develop and substantiate the method of calculating the temperature of the bus interior.Unorganized air exchange due to body leaks (infiltration) influence on the thermal regime of the bus interior. Air exchange due to body leaks depends linearly on the speed of the bus. Heat loss through the structural elements of the body linearly depends on the outside air temperature. The calculation of the thermal state of the bus interior, in principle, is reduced to the estimation of the calorific value of the liquid heater, taking into account all heat losses in the cabin. The method of calculation developed on two indicators: experimentally defined coefficient of heat transfer of a body of the city bus and its inverse size, the calculated value of thermal resistance of unit of the area of salon of the bus. The thermal regime of the interior of a city bus in the conditions of winter operation is significantly influenced by heat exchange through the openings of open doors at short-term service stops. As for long-distance coaches, open the passenger door is much less. Therefore at the operation of buses of the specified class, it is necessary to give in salon-fresh air which needs to be heated.Since there are statistics on heat transfer of the body of city buses, the temperature of their cabins proposes to be calculated by the heat transfer coefficient of the bus body.In this method, the calculation depends on the heat transfer coefficient of the body. The supply and heating of air for ventilation are not taken into account, as the passenger door carries out air exchange in the cabin during bus stops. As calculations have shown, heat losses primarily depend on the temperature difference between the outside air and in the cabin. However, statistics on heat transfer of intercity (tourist) bus bodies are not currently available in the available publications. The temperature condition of intercity buses must correspond to the following calculations, inverse to the heat transfer coefficient of the body - thermal resistance per unit area of the bus.The method of calculating the temperature of the bus interior is substantiated. For city buses should be based on the calculation of heat transfer coefficients body. The temperature condition of intercity buses must be calculated from the thermal resistance per unit area of the bus interior. We proved that heat losses in the cabin of intercity buses, compared to city buses, are much lower due to the absence of heat losses at service stops at the exit and entry of passengers, which account for more than half of all heat losses. To reduce heat loss, the use of double-glazed windows instead of single panes has a particularly significant effect.

The purpose of this article is to add another dimension to our understanding of travel behaviour by highlighting how individual decisions about travel are simultaneously influenced by both rational, calculable metrics of the transportation system but also by socially constructed, context-specific perceptions that travellers hold about the travel modes themselves. The context for this study is a rapid transformation of the market for intercity buses in the Northeast United States. In the past 15 years, new entrants have transformed a humdrum industry into a dynamic sector of the intercity travel market. The new entrants, curbside buses, have largely shunned traditional bus terminals in favour of picking up and dropping off bus passengers on city streets. Ridership has steadily increased, and these new bus companies have expanded operations throughout the country. Drawing on a series of focus groups with intercity bus passengers, I describe how two sets of factors drive intercity travellers’ choice to travel onboard the new intercity buses. First, the new companies offer operational and economic advantages. Second, and surprisingly, focus group participants have different perceptions of the new bus companies than the old – and these perceptions appear to be influencing their travel decisions.

Streszczenie:
Because existing models have their limitations, there is a significant need for a model to estimate demand for intercity bus services, especially in rural areas. The general objective of this research was to develop an intercity mode choice model that can be incorporated into a statewide travel demand model to estimate demand for rural intercity bus services. Four intercity transportation modes were considered in the study: automobile, bus, rail, and air. A stated preference survey was conducted of individuals across the state of North Dakota, and a mixed logit model was developed to estimate a mode choice model. Results from the mode choice model showed the significant impacts of individual, trip, and mode characteristics on choice of mode. Gender, age, income, disability, trip purpose, party size, travel time, travel cost, and access distance were all found to have significant impacts on mode choice, and traveler attitudes were also found to be important. The study demonstrated how the mode choice model can be incorporated into a statewide travel demand model, and intercity bus mode shares were estimated for origin-destination pairs within the state. Alternative scenarios were analyzed to show how mode shares would change under different conditions or service characteristics. This study was conducted in the largely rural state of North Dakota, but results could be transferable to other areas with similar geographic characteristics.

Streszczenie:
While all four of the main modes of intercity passenger transportation in Canada (air, automobile, bus, and rail) are currently subsidized, rail recovers from its users a considerably lesser portion of the total cost of service than any of the other three modes. This thesis estimates the effect this imbalance has on the passenger network in two ways: i) in physical terms -- the change in modal volumes given full-economic-cost pricing and the implications this has on network configuration; and ii) in financial terms -- the dollar cost of the economic efficiency losses suffered due to non-full-economic-cost pricing. The first element is estimated by calculating modal fares based on full cost recovery for 52 intercity routes between Winnipeg and Quebec City. The changes represent from the actual fares charged is translated into volume changes based on a set of demand elasticities developed for this thesis. The second element is estimated for these same 52 routes using the standard deadweight loss triangle methodology which measures the loss in aggregate social welfare that exists when non-optimal prices are being charged. This result is then extrapolated to a national level. The calculations show that given full-economic-cost pricing, air volumes would increase by 4.76%, automobile volumes by 0.32%, and bus volumes by 3.47%. Rail volumes would decline by 56.67%. While the changes are marginal for the non-rail modes and would not likely result in any changes to the network, rail would cease to be a viable mode on many routes. The economic efficiency distortion caused by the failure to charge fares based on full economic costs amounted to about $130 million in 1986. This cost, along with the subsidy itself, is what the social and political benefits of continued VIA Rail subsidization must be compared to, not simply the amount of the subsidy, as is currently done. This estimate of deadweight loss ignores positive tourism, energy, safety, and environmental externalities of rail, and thus overestimates somewhat the detrimental effect of VIA rail subsidies.

There are currently about 120 airport rail links existing or proposed to be constructed around the world. The growth in the number of airport rail links reflects the almost relentless growth in air travel and the associated worsening congestion and delays on both landside and airside of airports. Rail-Air Passenger Intermodal Development (RAPID) in the United States has lagged behind the world trend, especially in comparison with Europe and Japan. This paper consists of two tasks: to examine technical priorities for the competitiveness of rail a s a feeder to a irports, a nd to i dentify key b arriers a nd recommend changes for RAPID development in this nation. Having an effective intermodal connection has proved to be the prerequisite for the successfulness of RAPID. When such a connection is available, enhancing intermodal cooperation is likely to be more effective than operating high speed rail in terms of the competitiveness of railfor airport trips. The speed of trains only needs to be high enough to ensure door-to-door trip time advantages over highways and flights in short- to mid- distance corridors. All the necessary technical options for RAPID have been widely applied in the world for decades. Even without technical challenges, RAPID development might be expensive and complicated with with many stakeholders and interest groups directly and indirectly impacted. Lack of effective intermodal infrastructure has been the primary hurdle impeding RAPID development in this nation. Unbalanced development in this nation's intercity passenger transportation system has resulted in the inability of intercity railroads to promote RAPID and the unwillingness of air carriers to connect and cooperate with the rail system.
(cont.) These problems make RAPID unlikely to be developed by relying solely on the private sector. Mode separation in the administrative framework and modal bias in policy generate further hurdles for RAPID from the public sector in terms of public funding, information, planning and cooperation. To succesfully achieve RAPID, the federal government must play a major role in terms of provding a) sufficient federal funding specifically for RAPID infrastructures and b) incentives to enhance the willingness of state and localities to support RAPID. The federal leadership and institutional support will also be necessary to increase modal integration to facilitate RAPID research, planning and decision making.

Streszczenie:
Artificial intelligence has become a hot topic in the past couple of years because of its potential of solving problems. The most used subset of artificial intelligence today is machine learning, which is essentially the way a machine can learn to do tasks without getting any explicit instructions. A problem that has historically been solved by common knowledge and experience is the planning of bus transportation, which has been prone to mistakes. This thesis investigates how to extract the key features of a raw dataset and if a couple of machine learning algorithms can be applied to predict and plan the public bus transportation, while also considering the weather conditions. By using a pre-processing method to extract the features before creating and evaluating an k-nearest neighbors model as well as an artificial neural network model, predicting the passenger count on a given route could help planning of the bus transportation. The outcome of the thesis was that the feature extraction was successful, and both models could successfully predict the passenger count based on normal conditions. However, in extreme conditions such as the pandemic during 2020, the models could not be proven to successfully predict the passenger count nor being used to plan the bus transportation.

Streszczenie:
Over the last decade, Ubiquitous Real-time Passenger Information (URTPI) has become popular among public transport passengers. The effectiveness of URTPI and hence the value of the investments into the necessary systems can be increased with a clear understanding of how URTPI influences passenger behaviour. However, such an understanding is still limited and fragmented. In particular, very little is known about the impact of URTPI on route choice. This study fills this gap evaluating the impact of URTPI on bus passengers' route choice. A revealed preference survey methodology was adopted for data collection and two questionnaire surveys targeting bus users were carried out. Categorical Regression and discrete choice models, such as Binary Logit Model and Multinomial Logit Model, have been applied to analyse the survey data. The study reveals that trip length, passenger age and profession are the main factors influencing the use of URTPI.Having access toURTPI, the frequency of its use is strongly influenced by the attributes of information and social norms. Bus arrival time and bus stop location are the two most important contents of information. Changing time ofdeparture from the start and the boarding time are the two most popular actions taken by bus passengers after consulting URTPI. Passengers' decisions are influenced by information on bus arrival time, bus route, and walking distance. As a result of the impact of URTPI on passengers' choices, the demand distribution for bus runs could potentially be changed by 33% and for bus lines by 22%. The overall network demand distribution could be affected in 42% of cases as a result of consulting URTPI.This study implicates that while investing in tailoring the sources of URTPI, passengers' preferred attributes and contents of information should be considered. Transport planners and operators should take the potential impact of URTPI into account to make better predictions of the PT demand distribution.

Streszczenie:
Highways and air travel have accounted for the vast majority of intercity trips in Texas for the past several decades. Expansion of roadways or adding additional intercity flights has been a relatively straightforward way to address intercity travel demand; but, as highway construction becomes more costly, additional highway right-of-way in urban areas becomes scarce, aviation fuel and operational costs rise, and airport/airspace capacity is consumed due to an increasing number of flights, Texas may need to shift some investments to passenger rail or express bus transit service to maintain and maximize mobility and efficient operation of the overall transportation system. This paper describes a recent study and method to quantify existing intercity passenger corridors in Texas and to identify potential intercity rail and bus transit routes that could be part of a future statewide transit system. This research approach looked at future growth, existing highway capacity, and demographic forecasts to determine corridors where new intercity travel options should be studied.

Streszczenie:
Passenger brake equipment has evolved since George Westinghouse first demonstrated the straight air brake could successfully stop a train and avoid an incident in Pittsburgh, PA. Until recently, the transmission of commands through the pneumatic brake pipe has been the preferred method for brake control. Various configurations have been used to assist the command transmission with the most common being analog (on-off) electrical train lines. Data buses such as the Multifunction Vehicle Bus (MVB) and Ethernet have been used in regional train applications. These applications were for trains limited in length and were not suited for freight brake applications. The AAR has adopted a powered trainline control referred to as AAR S-4200 ECP (electrically controlled pneumatics). ECP has been successfully implemented throughout the heavy haul freight operation and has been recommended by the FRA for the future general rail system environment. Intercity and regional operations operate on the same general rail system therefore a strong case exists for adopting the AAR S-4200 technology for passenger rail operations. This paper will address the issues involved in applying the AAR S-4200 technology. These issues include assuring the technology will operate safely intermixed with existing pneumatic and pure ECP trains, emulation of the existing pneumatic brake equipment to minimize in-train forces, meeting the federal regulations related to passenger brake equipment, implementing cab car control which is common in push-pull (regional) operations, developing the necessary standards for the passenger ECP brake technology and initial demonstration of that technology.

Streszczenie:
A recent Volpe Center report [1] for the Federal Railroad Administration’s (FRA) Rail Energy, Environment, and Engine (E3) Technology research and development program reviewed rail industry best practices (BPs) and strategies for improving energy efficiency (E2) and environmental sustainability. The review included examples of and opportunities for adoption of international transferrable BPs, and US technologies for equipment, operations and logistics software tools that have measurably improved E2 performance for passenger and freight railroads. Drivers providing renewed impetus for rail industry E2 advances include environmental compliance requirements with US Environmental Protection Agency (EPA) locomotive emission standards, US Department of Transportation Congestion Mitigation and Air Quality improvement program grants, state, regional and urban clean diesel campaigns, as well as the FRA National Rail Plan, and High-Speed Intercity Passenger Rail (HSIPR) initiatives. The report presented comparative rail system energy efficiency data and trends relative to competing modes, illustrated the benefits of energy-efficient technologies, and of alternative fuels use. Based on a comprehensive literature review and on experts’ inputs, the report highlighted models of corporate rail sustainability plans and system-wide BPs and success stories. Available rail equipment and operational practices proven to improve E2 with environmental and economic benefits for all rail industry segments were illustrated. Findings and recommendations for further improving rail E2 and sustainability were tailored to the specific needs and goals of intercity and commuter passenger rail, and freight railroads (Class I-III). Key opportunities highlighted included: public-private partnerships (P3) with Federal agencies (FRA, EPA/SmartWay) for joint research, development test and evaluation (RDT&E)on advanced equipment (electric and hybrid, or dual fuel locomotives), or alternative fuels (biodiesel, CNG/LNG, Fuel cells/Hydrogen); participation in international rail organizations (UIC) and trade associations (AAR, AREMA, APTA, AASHTO), and partnering with regional and State environmental protection agencies for cross-enterprise E2 and sustainability improvements.

Streszczenie:
The demand for railway transportation is expected to be significantly increased worldwide; hence railway agencies are looking for better tools to allocate their capital investments on capacity planning in the best possible way. We presented a capacity planning process to help planners enumerate possible expansion options and determine the optimal network investment plan to meet the future demand. This process was applied to the conventional railway system in Taiwan to demonstrate its potential use. Using this capacity planning process will help railway agencies maximize their return from capacity expansion projects and thus be better able to provide reliable service to their customers, and return on shareholder investment.

Streszczenie:
Why does the rail infrastructure of the United States lag behind those of many other developed countries? Where is U.S. high-speed rail? This research approaches this in a dilemma by exploring Amtrak’s traditional rail services and high-speed rail projects in the nation to understand the workings of public rail transportation policies, what they contain, and how they are developed and pursued by the different stakeholders. This research utilizes case studies and a multiscale approach to analyze the territorialization of intercity rail transportation policies. The analysis demonstrates the emergence of a bottom-up approach to projects, notably apparent in the California HSR project and in the modernization of the Cascades corridor. Furthermore, this research concluded that, first, the development of uniform arguments and recommendations to encourage new rail policies emphasizes structuring effects and economic role of high-speed rail, congestion reduction, modal shift. Second, a tangible though uneven pro-rail position exists among public actors at all levels. Stakeholders prioritize improving and modernizing existing corridors for the launch of higher-speed services, and then on hybrid networks that combine different types of infrastructures. Although there are no publicly backed projects for new lines exclusively dedicated to high-speed rail, most of the high-speed corridors are in fact “higher-speed” corridors, some of which are intended to become high-speed at some time in the future.

Streszczenie:
A solar-powered automated transportation network (ATN) connecting the North and South campuses of San José State University with three passenger stations was designed, visualized, and analyzed in terms of its energy usage, carbon offset, and cost. The study’s methodology included the use of tools and software such as ArcGIS, SketchUp, Infraworks, Sketchup, Rhinoceros, and Autodesk 3DS Max. ATN vehicle energy usage was estimated using data from the university’s Park & Ride shuttle bus operation and by modeling with SUMOPy, the advanced simulation suite for the micro-traffic simulator SUMO. The energy study showed that an extensive solar photovoltaic (PV) canopy over the guideway and stations is sufficient for the network to run 24/7 in better-than-zero net-metered conditions—even if ridership were to increase 15% above that predicted from SJSU Park & Ride shuttle data. The resulting energy system has a PV-rated output of 6.2 MW, a battery system capacity of 9.8 MWh, and an estimated cost of $11.4 million USD. The solar ATN also produces 98% lower CO2 and PM2.5 emissions compared to the Park & Ride shuttle bus. A team of experts including urban planners, architects, and engineers designed and visualized the conceptual prototype, including a comprehensive video explaining the need for solar ATN and what a typical rider would experience while utilizing the system. This research demonstrates both benefits and challenges for solar-powered ATN, as well as its functionality within the urban built environment to serve diverse San José neighborhoods.

Streszczenie:
Public, fixed-route transit services most commonly operate on public streets. In addition, transit passengers must use sidewalks to access transit stops and stations. However, streets and sidewalks are under the jurisdiction of municipalities, not transit agencies. Various municipal policies, practices, and decisions affect transit operations, rider convenience, and passenger safety. Thus, these government entities have an important influence over the quality, safety, and convenience of transit services in their jurisdictions. This research identified municipal policies and practices that affect public transport providers’ ability to deliver transit services. They were found from a comprehensive literature review, interviews and discussions with five local transit agencies in the U.S., five public transportation experts and staff from five California cities. The city policies and practices identified fall into the following five categories: Infrastructure for buses, including bus lanes, signal treatments, curbside access; Infrastructure for pedestrians walking and bicycling to, and waiting at, transit stops and stations; Internal transportation planning policies and practices; Land development review policies; Regional and metropolitan planning organization (MPO) issues. The understanding, acknowledgment, and implementation of policies and practices identified in this report can help municipalities proactively work with local transit providers to more efficiently and effectively operate transit service and improve passenger comfort and safety on city streets.
