This study aims to determine the role of law enforcement officer in integrated criminal justice system and to find the concept of surveillance patterns that need to be established for law enforcement officer for the future integrated criminal justice system (ius constituendum). This is normative legal research using a statutory approach and a conceptual approach. Analysis using qualitative methods and the results are presented in descriptive analysis report. The results show that the integrated criminal justice system did not have an integrated surveillance system in a special form that was implemented by the law enforcement officers and its society yet. It still applying an internal and conventional surveillance pattern. Hence, empowering the existing surveillance pattern and creating an integrated surveillance pattern could be a solution to overcome the weakness of the surveillance system in the Integrated Criminal Justice System nowadays which caused by the fragmented surveillance system without any external-cross institutional surveillance.

In this paper, we present the design and implementation of the integrated proactive surveillance system for prostate cancer (PASS-PC). The integrated PASS-PC is a multi-institutional web-based system aimed at collecting a variety of data on prostate cancer patients in a standardized and efficient way. The integrated PASS-PC was commissioned by the Prostate Cancer Foundation (PCF) and built through the joint of efforts by a group of experts in medical oncology, genetics, pathology, nutrition, and cancer research informatics. Their main goal is facilitating the efficient and uniform collection of critical demographic, lifestyle, nutritional, dietary and clinical information to be used in developing new strategies in diagnosing, preventing and treating prostate cancer. The integrated PASS-PC is designed based on common industry standards – a three tiered architecture and a Service- Oriented Architecture (SOA). It utilizes open source software and programming languages such as HTML, PHP, CSS, JQuery, Drupal and MySQL. We also use a commercial database management system – Oracle 11g. The integrated PASS-PC project uses a “confederation model” that encourages participation of any interested center, irrespective of its size or location. The integrated PASS-PC utilizes a standardized approach to data collection and reporting, and uses extensive validation procedures to prevent entering erroneous data. The integrated PASS-PC controlled vocabulary is harmonized with the National Cancer Institute (NCI) Thesaurus. Currently, two cancer centers in the USA are participating in the integrated PASS-PC project. The final system has three main components: 1. National Prostate Surveillance Network (NPSN) website; 2. NPSN myConnect portal; 3. Proactive Surveillance System for Prostate Cancer (PASS-PC). PASS-PC is a cancer Biomedical Informatics Grid (caBIG) compatible product. The integrated PASS-PC provides a foundation for collaborative prostate cancer research. It has been built to meet the short term goal of gathering prostate cancer related data, but also with the prerequisites in place for future evolution into a cancer research informatics platform. In the future this will be vital for successful prostate cancer studies, care and treatment.

Introduction With the growing burden of chronic diseases, surveillance will play an essential role in improving their prevention and control. The Institut national de santé publique du Québec has developed an innovative chronic disease surveillance system, the Quebec Integrated Chronic Disease Surveillance System (QICDSS). We discuss the primary features, strengths and limitations of this system in this report. Methodology The QICDSS was created by linking five health administrative databases. Updated annually, it currently covers the period from January 1, 1996, to March 31, 2012. The operational model comprises three steps: (1) extraction and linkage of health administrative data according to specific selection criteria; (2) analysis (validation of case definitions essentially) and production of surveillance measures; and (3) data interpretation, submission and dissemination of information. The QICDSS allows the surveillance of the following chronic diseases: diabetes, cardiovascular diseases, respiratory diseases, osteoporosis, osteoarticular diseases, mental disorders, Alzheimer's disease and related disorders. The system also lends itself to the analysis of multimorbidity and polypharmacy. Results For 2011–2012, the QICDSS contained information on 7 995 963 Quebecers with an average age of 40.8 years. Of these, 95.3% met at least one selection criterion allowing the application of case definitions for chronic disease surveillance. The actual proportion varied with age, from 90.1% for those aged 19 years or less to 99.3% for those aged 65 years or over. Conclusion The QICDSS provides a way of producing population-based data on the chronic disease burden, health services and prescription drug uses. The system facilitates the integrated study of several diseases in combination, an approach rarely implemented until now in the context of population surveillance. The QICDSS possesses all the essential features of a surveillance system and supports the dissemination of information to public health decision-makers for future actions.

The difference between Traffic Alert and Collision Avoidance System and Automatic Dependent Surveillance Broadcast surveillance principle was compared. A TCAS/ ADS-B integrated surveillance system based on the present statistical model was built. Using the data fusion algorithm, the optimal local track of TCAS and ADS-B ,as well as the optimal fused track of the integrated system were estimated. The simulation results show that the maximum optimal fused estimated position error is 100m, it is certificated that the integrated system can improve track estimates accuracy, improve the surveillance precision of TCAS.

Health system in India is fragmented with different kinds of health care providers engaged in the delivery of health services across rural and urban areas. The integration of health information in a single platform aids in strengthening the public health surveillance systems, better decision support system, improvement in the efficiency and effectiveness in the context of health education and monitoring. In order to integrate the public health data and strengthen the surveillance and monitoring, the integrated health information platform (IHIP) was launched as pilot project following the report of the joint monitoring mission of the World Health Organization. IHIP integrates the electronic health records of the citizens on a pan-India basis aids in providing a comprehensive health profile of the population. Integrated disease surveillance programme (IDSP) module of integrated health information platform (IHIP) was the earliest initiative of integrating various health programmes. It is a web-based real-time, village wise, case-based electronic health information system that will aim to provide details about epidemic-prone diseases with geographical information system (GIS) thus reducing the morbidity and mortality and lessening disease burden in the populations. GIS information obtained via IHIP provides information in the form of a geographical map as interface data with real-time monitoring thus contributes to Geospatial Epidemiology in addition to information by IDSP. This article aims to describe the anticipated model of IHIP in the context of providing ‘One Health’ by the integration of health sectors.

ABSTRACT A multisensor system was integrated into the P.166-DL3 Piaggio aircraft that was selected for maritime surveillance by the Italian Merchant Marine Ministry for the Coast Guard. Four aircraft equipped with such a system are now operational in Italy. Sensors include bispectral scanner, FLIR system, aerial camera system, surveillance system operator console, and related facilities. In addition, four more aircraft have been purchased, and will be in operational use in the very near future with an improved sensor system. Current Coast Guard plans are to have 12 aircraft operational for maritime surveillance; further development will include in-flight data transmission and ground data processing capabilities.

SUMMARYVector-borne diseases are one of the world's major public health threats and annually responsible for 30–50% of deaths reported to the national notifiable disease system in China. To control vector-borne diseases, a unified, effective and economic surveillance system is urgently needed; all of the current surveillance systems in China waste resources and/or information. Here, we review some current surveillance systems and present a concept for an integrated surveillance system combining existing vector and vector-borne disease monitoring systems. The integrated surveillance system has been tested in pilot programmes in China and led to a 21·6% cost saving in rodent-borne disease surveillance. We share some experiences gained from these programmes.

The face is seen as a key component of the human body, and humans utilise it to identify one another. Face detection in video refers to the process of detecting a person's face from a video sequence, while face tracking refers to the process of tracking the person's face throughout the video. Face detection and tracking has become a widely researched issue due to applications such as video surveillance systems and identifying criminal activity. However, working with videos is tough due to problems such as bad illumination, low resolution, and atypical posture, among others. It is critical to produce a fair analysis of various tracking and detection strategies in order to fulfil the goal of video tracking and detection. Closed-circuit television (CCTV) technology had a significant impact on how crimes were investigated and solved. The material used to review crime scenes was CCTV footage. CCTV systems, on the other hand, just offer footage and do not have the ability to analyse it. In this research, we propose a system that can be integrated with the CCTV footage or any other video input like webcam to detect, recognise, and track a person of interest. Our system will follow people as they move through a space and will be able to detect and recognise human faces. It enables video analytics, allowing existing cameras to be combined with a system that will recognise individuals and track their activities over time. It may be used for remote surveillance and can be integrated into video analytics software and CCTV security solutions as a component. It may be used on college campuses, in offices, and in shopping malls, among other places.

Abstract Objective Integrated surveillance of antimicrobial resistance (AMR) and antimicrobial use (AMU) across One Health sectors is critically important for effective, evidence-based policy, stewardship, and control of AMR. Our objective was to evaluate progress towards achieving comprehensive, integrated AMR/AMU surveillance in Canada. Materials and methods Based on an environmental scan, interviews of subject matter experts, and reports from the 2014 National Collaborating Centre for Infectious Diseases and the 2016 Canadian Council of Chief Veterinary Officers, we identified 8 core surveillance requirements and their specific components; the latter were assessed using a 2-way classification matrix, with 7 common elements ranked according to development stage. Results Components that mapped to requirements of a comprehensive, fully integrated AMR/AMU surveillance system were mostly in the lowest stages of development (Exploration or Program Adoption). However, both the establishment of the Canadian AMR Surveillance System integrated reporting and expansion of existing components under the Canadian Nosocomial Infection Surveillance Program and the Canadian Integrated Program for AMR Surveillance are improvements. Regardless, obvious gaps in Canadian AMR/AMU surveillance prevent this from being a comprehensive and integrated One Health program. Conclusion Action is needed in 3 crucial areas: i) development of a complete, integrated AMR/AMU surveillance program, based on current success; ii) changes in Federal/Provincial/Territorial policies to require standardized AMR/AMU reporting; and iii) more resources for AMR/AMU surveillance (dedicated persons, funding, and enabling structures and policy). There is an urgent need for prioritization by Federal/Provincial/Territorial governments to address governance, leadership, and funding to create surveillance systems that inform stewardship and policy.

Background: Adverse drug reaction (ADR) spontaneous reporting is the primary method of postmarketing drug surveillance: although it is an important part of postmarketing drug surveillance, it is underused. Before 2004, almost no ADRs were reported in our 400-bed hospital. As an electronic hospital information system was available in our hospital, we developed a tool (ADR-RS-IHIS) for ADR reporting integrated into the hospital information system to facilitate reporting through easy use, automatic input of certain information, increased accessibility, real-time review, and intervention. Objective: To analyze the efficacy of the ADR-RS-IHIS in increasing ADR reporting to the national drug surveillance system, propose and implement improvements to increase ADR reporting, and evaluate the impact of these improvements, Methods: Every ADR reported through the ADR-RS-IHIS was evaluated retrospectively. Two study phases for evaluating ADR-RS-IHIS efficacy were identified. Phase I took place April 2004-August 2006; in April 2006, an interim analysis was performed to propose improvements. Phase II took place September 2006-April 2007 for evaluation of the impact made by the proposed improvements. Efficacy in the phase I and improvement impact on phase II were measured as the number of ADRs reported to the national drug surveillance system Results: The rate of ADRs reported per month to the national system increased from 0 before 2004 to 0.91 in phase I and 1.62 in phase II (2.25 if delayed reporting was considered). Improvement measures included: allowing nurses to report ADRs in the same way as physicians and pharmacists, automatic form filling of certain information from the electronic hospital information system, easier ADR report analysis, and automatic notification to the allergy department regarding suspected allergies. Conclusions: An ADR reporting system integrated into the electronic hospital information system is effective for increasing the number of ADRs reported to the national drug surveillance system. Allowing nurses to report ADRs in a manner similar to that of physicians and pharmacists, as well as automatic entry of certain data into the form, contributes to the improvement of the system.

The epidemiology of West Nile disease (WND) is influenced by multiple ecological factors and, therefore, integrated surveillance systems are needed for early detecting the infection and activating consequent control actions. As different animal species have different importance in the maintenance and in the spread of the infection, a multispecies surveillance approach is required. An integrated and comprehensive surveillance system is in place in Italy aiming at early detecting the virus introduction, monitoring the possible infection spread, and implementing preventive measures for human health. This paper describes the integrated surveillance system for WND in Italy, which incorporates data from veterinary and human side in order to evaluate the burden of infection in animals and humans and provide the public health authorities at regional and national levels with the information needed for a fine tune response.

Introduction Guideline-recommended surveillance reduces the likelihood of colorectal cancer recurrence, yet surveillance rates are low in the United States. Little is known about colorectal cancer surveillance rates among patients without health insurance and their primary care clinicians/oncologists’ attitudes toward surveillance care. Methods A retrospective study of 205 patients diagnosed with Stage I–III colorectal cancer from 2008 to 2010 was conducted in an integrated system with a network of clinics and health care providers, delivering care to patients lacking health insurance coverage. Surveillance patterns were characterized from medical records, and logistic regression models examined correlates of guideline-concordant surveillance. Forty-four Parkland primary care physicians (PCPs) and 24 oncologists completed surveys to assess their attitudes and practices regarding colorectal cancer surveillance. Results Thirty-eight percent of colorectal cancer patients received guideline-concordant surveillance; those with early stage cancers were less likely to receive surveillance (odds ratio = 0.35; 95 confidence interval: 0.14, 0.87). PCPs and oncologists differed markedly on who is responsible for cancer surveillance care. Seventy-seven percent of oncologists responded that PCPs evaluated patients for cancer recurrence, while 76% of PCPs responded that these services were either ordered by oncologists or shared with PCPs. Sixty-seven percent of oncologists said that they rarely provide a treatment and surveillance care plan to survivors, and over half said that they infrequently communicate with patients’ other physicians about who will follow patients for their cancer and other medical issues. Discussion Care coordination between PCP and oncologist is needed to improve colorectal cancer surveillance. New models of shared care clearly delineating roles for oncologists and PCPs are needed to improve colorectal cancer survivorship care.

Rabies continues to be one of the most perilous viral diseases that affect the nervous system and remains a significant threat to public health across the globe. Available data that show that rabies claims about 59,000 human lives annually. Most industrialized countries have eliminated rabies from domestic dog populations. Conversely, in most of the developing countries, rabies remains endemic in domestic dog populations and poorly controlled. One of the challenges in eradicating rabies in developing countries is attributed to ineffective surveillance systems. Different stakeholders have developed solutions to address this problem without tangible outcomes. Estimation of the economic burden particularly in developing countries is difficult because of the inadequacy of update and reliable surveillance data. Certainly, it is very challenging even to obtain basic information on how many human lives are lost due to rabies and the economics behind preventing the disease amongst those exposed. Up-to-date, official reporting of incidence data on rabies and rabies exposures status remains desperately poor in most canine rabies-endemic countries. Consequently, there is increasingly underestimation of the true burden of the diseases. Worse still data from active surveillance studies highlight the disparities between officially reported and recorded and likely occurring rabies deaths. In some cases, it has been shown that there are higher mortality rates than officially reported data, especially in resource deprived areas. This calls for a need to establish an integrated surveillance system, which allows data to be shared openly among different stakeholders dealing with rabies. The paper presents the state of art of rabies in Tanzania and evaluates the application of ICT in surveillance. It also advocates for a need of a comprehensive approach to addressing the problem. Development and adoption of integrated surveillance systems for rabies and other zoonotic diseases remain a nightmare in many developing countries including Tanzania. This paper calls for the development of an integrated standard mechanism for countries to assess their rabies status and measure progress in eliminating the disease. Such a system will fill the missing link between surveillance and control measures.

Background The Electronic Integrated Disease Early Warning System (eIDEWS) is an essential system; it contributes to the better prevention and management of epidemics. Through the collection of complete, accurate, and timely data, countries are able to determine the priorities for suitable interventions that save the lives of communities. Regardless of the conflict in Yemen, the system is still functioning and is expanding to be the most effective epidemiological surveillance program. Objective We aimed to determine the usefulness of the eIDEWS, assess its performance, and identify the strengths and weaknesses of its implementation. Methods The usefulness and performance attributes of the eIDEWS were evaluated using the Centers for Disease Control and Prevention’s updated guidelines for evaluating public health surveillance systems. The evaluation was carried out in Sana’a capital from January to March 2021 by interviewing 25 stakeholders at 3 levels—the central, governorate, and health district levels—and using a semistructured questionnaire. Attributes of the system were ranked as poor (<60%), average (60% to <80%), good (80% to <90%), and excellent (≥90%) on the basis of indicators to calculate the final scores. Results The eIDEWS’ overall usefulness and performance score was 90%—an excellent rank. The mean score of system attributes was 100% for acceptability, completeness, and timeliness. The flexibility was good (83%), since the change in reporting method was applied difficultly. The system depends completely on foreign funds; thus, the system’s stability was average (75%). However, the eIDEWS was expanded recently to add new health facilities; its representativeness was average (76%). Conclusions The system is working effectively at evaluated sites. The overall system performance was excellent; however, flexibility and stability were good due to the negative adaptation of the system with regard to the reporting method and the absence of other fund resources. Therefore, evaluating the newly upgraded system, strengthening its stability by finding other supporting resources, and further expanding coverage to include all public and private health care facilities are recommended.

Relatively little scholarly work explores US interior immigration enforcement through a surveillance lens. This article asks how US immigration authorities have designed and deployed surveillance systems to facilitate enforcement practices, specifically regarding the construction of immigrant subjects and interior apprehension and deportation. Drawing upon a qualitative analysis of 291 Department of Homeland Security documents authored between 1995 and 2017, this paper examines the evolution of a primary immigration enforcement information system currently called the Enforcement Integrated Database. The analysis reveals that over the course of 33 years, the US Government has transformed Enforcement Integrated Database from a case management system into a mass surveillance system. Specifically, I argue that immigration authorities have deployed secondary information collection in the Enforcement Integrated Database to expand (1) the volume of people under surveillance, called ensnarement targets and (2) the opportunities to categorize people as criminal or dangerous, called ensnarement opportunities. As a result, Department of Homeland Security amplifies punitive enforcement against broader populations of noncitizens and potentially, citizens as well.

Abstract Drones or mini-unmanned aerial vehicles, have becoming an emerging trends due to their boundless applications in surveillance, military and numerous public services. Nowadays, deployment of surveillance drone for monitoring or security application remains challenging and ongoing research. As Internet of Things (IoT) becomes more commercialized, various concept of IoT have been integrated with the drones due to efficient usage. Therefore, this paper proposed the development of surveillance drone system based on IoT for industrial monitoring-security applications. The rationale of integrating IoT with surveillance drone is that it allows authenticated users to login from any device, anywhere, and view video or images from surveillance drones in real-time for security awareness. In this work, the surveillance drone consists of mechanical system, electrical and electronic interfacing and IoT platform (mobile application system). In electronic system, power module, communication module, sensor and actuator as well as user interface module have been adopted and integrated into the systems. Besides, in software development system, user interface configuration was developed through mobile application to serve as IoT platform. A series of experiments shows that the surveillance drone based IoT able to operate with a promising flying distance with surveillance camera as the “eyes” of the drone system.

The GUI ensures ease of use, allowing non-technical users to interact with and manage surveillance features effectively. Healthcare-associated infections are infections people get while they are receiving health care for another condition and they can happen in any health care facility. In the U.S.A. alone the annual number of these infections has been estimated to 1.7 million by the Centers for Disease Control and Prevention. Also, it is estimated that they contribute to around 99,000 deaths per year. The focus on preventive strategies is only possible if reliable data on infection rates per ward are available. For this purpose, a frequent broad-based healthcare-associated infections surveillance is necessary. The aim of this article is to present a specific type of epidemiological surveillance system called Integrated Disease Management Corporation Surveillance. Future research has a great challenge to see how to successfully implement Integrated Disease Management Corporation Surveillance into different types of health care system facilities. The emphasis in the future process of such implementation should consider the definition of quantitative share or qualitative indicator that would be able to present how much an Integrated Disease Management Corporation Surveillance, incorporated in a medical facility would be capable to result in improvement in HAI specific QoL, activities of daily living capacity, hospital admissions, and hospital days per person. Future research should evaluate which combination of Integrated Disease Management Corporation Surveillance components and which intervention duration are most effective for Integrated Disease Management Corporation Surveillance programs, and should consider contextual determinants of implementation and treatment effect, including process related outcomes, long term follow up, and cost effectiveness analyses. All of this should be tailor targeted for specific medical facility that is about to start using the Integrated Disease Management Corporation Surveillance.

Little is known about the sensitivity of surveillance for tuberculosis after integration of formerly dedicated tuberculosis surveillance and control into the general health care system, an integration which took place in Finland in 1987. We compared routine laboratory notifications to the National Infectious Disease Register (NIDR) for Mycobacterium tuberculosis from January 1, 1995, to December 31, 1996, with data collected independently from all laboratories offering M. tuberculosis culture, and with data from patient records. 1059 culture-positive cases were found. The overall sensitivity of the NIDR was 93 % (984/1059). The positive predictive value of a culture-positive case in the NIDR to be a true culture-confirmed case was 99%. For the culture-confirmed cases in the NIDR, one or more physician notification forms had been submitted for 89%. A highly sensitive notification system for culture-positive tuberculosis can be achieved in an integrated national infectious disease surveillance system based on laboratory notification.

Closed Circuit Television (CCTV) is currently used in daily life for a variety purpose. Development of the use of CCTV has transformed from a simple passive surveillance into an integrated intelligent control system. In this research, motion detection and facial recognation in CCTV video is done to be a base for decision making to produce automated, effective and efficient integrated system. This CCTV video processing provides three outputs, a motion detection information, a face detection information and a face identification information. Accumulative Differences Images (ADI) used for motion detection, and Haar Classifiers Cascade used for facial segmentation. Feature extraction is done with Speeded-Up Robust Features (SURF) and Principal Component Analysis (PCA). The features was trained by Counter-Propagation Network (CPN). Offline tests performed on 45 CCTV video. The test results obtained a motion detection success rate of 92,655%, a face detection success rate of 76%, and a face detection success rate of 60%. The results concluded that the process of faces identification through CCTV video with natural background have not been able to obtain optimal results. The motion detection process is ideal to be applied to real-time conditions. But in combination with face recognition process, there is a significant delay time.

The manner of conducting modern large-scale combat operations (LSCOs) is characterized by the increasingly frequent and diverse use of unmanned aerial vehicles (UAVs) integrated into the Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4IRS) system. These aircraft are one of the most important types of weapons in modern LSCOs. Anyone that has the technology can process the latest information from the field and safely passes that information to the command center has a great advantage and a chance to cause great damage to units whose goal is to prevent further operational work. What is important is that UAVs must have some degree of self-protection through site selection action to reconnaissance and retreat routes. The paper presents the possibility of using UAVs for various missions in LSCOs, as well as a case study of their use in previous modern armed conflicts.
